Abstract:
One of the performance indicators of customs authorities is the speed of customs operations, which is considered as the defining indicator of the quality of customs services. The leadership of the Federal Customs Service pays much attention to this issue, which is expressed in the establishment of relevant indicators of the effectiveness of the activities of customs authorities, both at the crossing of the customs border of the Eurasian Economic Union, and when placing goods under the declared customs procedure. One of the promising tools for improving the quality of customs services is the declaration of the procedure for customs transit in electronic form. In connectionwith the relative novelty of this technology, as well as the lack of requirements for the mandatory submission of an electronic transit declaration, the management of the Federal Customs Service established an index of the efficiency of activities, expressed in the filing of electronic transit declarations in the amount of 10, 15 and 20% of the total array of transit declarations in 2, 3 and 4 quarters of 2017. The introduction of electronic transit technology at the current stage is connected with the presence of a number of problematic issues related to the actual imposition of additional encumbrances on participants in foreign economic activity in the form of the need to obtain an electronic digital signature, the formation of a formalized type of shipping documents, or the conclusion of contracts with a customs representative for the performance of the above operations. However, in the short term, the aforementioned costs can be offset by a reduction in the burden on a number of carriers associated with providing compliance with the customs transit procedure, as well as a significant reduction in the time costs associated with customs operations if the electronic form of the transit declaration is included in the customs control mechanism of goods on the principles of a through process of customs control.

Abstract:
The article discusses the issues of modern electronic technologies implementation in managing integrated processes in the customs and logistics services sector in Ukraine. It is argued that collection and processing of large amounts of information are hardly possible without the use of latest information technology advancements. It has been verified that to operate effectively, the "Electronic Customs" should involve close interaction between all its subsystems, such as electronic declaration; electronic document management; risk analysis and risk management; transit control delivery; single interdepartmental automated system for collecting, storing and processing information; implementation of fully automated government control; unified database of regulatory and reference documentation used for customs purposes; information support for audit and law enforcement activities. The research findings have revealed a number of benefits of using the electronic declaration pattern, in particular, it contributes to boosting trade, reducing the time period for customs control, eliminating of subjective factors while handling customs procedures through the use of online prior notification and preliminary electronic customs declaration in the frameworks of customs clearance of goods and customs documents and goods delivery. Ultimately, building a multifunctional integrated system of "Electronic Customs" is focused towards better facilitating and enhancing the customs units performances by speeding up customs control and customs clearance procedures, improving the public service quality in the area government customs regulation, mitigating the risk of any illegal actions and corruption along with ensuring and enhancing the customs services security in Ukraine, contributing to further development, adaptation and successful harmonization of information systems of the State Customs Service of Ukraine to the European Union standards and good practice.

Abstract:
The article is devoted to the study of current issues related to the accession of Ukraine to the norms of the Convention on Joint Transit and the peculiarities of their implementation.
 From October 1, 2022, the provisions of the Convention on the Common Transit Procedure and Simplification of Formalities in Trade in Goods entered into force in Ukraine, which means the introduction of the Common Transit Regime (NCTS), or the so-called “customs visa-free”. This means that Ukrainian businesses and carriers have the right to transport goods throughout the territory of Europe according to standardized procedures, i.e. only one declaration and one guarantee are required for one transport.
 The process of joining Ukraine to the Convention on the Common Transit Procedure began immediately after the signing of the Association Agreement with the European Union and continued according to a rather intensive schedule, even during the full-scale military invasion of Russia. Currently, the customs legislation of Ukraine and the developed procedures fully comply with the Customs Code of the European Union.
 The accession of Ukraine to the provision of the Convention on the common transit procedure gives Ukraine the opportunity to join the international application of the electronic transit system NCTS - new computerized transit system and to implement European practices in the implementation of customs affairs in Ukraine and should have a positive effect on improving logistics and increasing the competitiveness of Ukrainian goods in maximally simplifies the international movement of goods with 35 countries that are parties to the convention, the cargo can cross the borders of several countries with one transit document, which will save time and money for the preparation of documents and the implementation of other customs procedures, minimizes corruption risks during the preparation of documents and movement of goods.

Abstract:
The article is devoted to the research of proposals on the organization of rational customs control, processing and passing of trains at the border transfer stations of Ukraine in the service international traffic. For quality work and fast processing of cars there is a need to improve the information component of the transportation process export and import freight flows through border transmission stations. This possibility is provided by the use of electronic declaration during the registration of international cargo operations. International transportation of goods is a necessary detail that makes it possible to realize trade relations between states. It is an effective tool of foreign economic activity, without which it would be almost impossible. The efficiency of the organization international cargo transportation significantly depends on the coordinated organization of the work the border transfer station, which carries out a complete list of operations in cooperation with customs, border and other state control services. In order to increase the technology of passing international freight flows through border transfer stations, it is necessary to introduce the latest information and control systems that will reduce the duration of train processing at border transfer stations and, as a result, reduce downtime and delayed cars. Research on the development of technologies and means electronic data exchange that provide information support for international cargo transportation is promising. The electronic data exchange system must comply with the international transport infrastructure, be based on agreed technical parameters and meet the needs of compatibility of transportation technologies as a criterion for the integration of the national transport system into the world system. It is proposed to carry out preliminary declaration of goods and processing transport documents before the departure of the train to the border transfer station to reduce the technological time of processing trains. This will reduce the processing time of the transit train by 105 minutes. The main advantages of the introduction electronic document management: simplification of document management; making effective management decisions; increasing the reliability of the processed information, reducing the downtime of cars. Thus, the introduction of the system pre-declaration of goods and processing of transport documents in the processing international freight traffic will reduce material and labor costs and speed up the passage of goods through customs clearance.

Abstract:
The issue of improving the efficiency of customs control, while reducing the additional forms of customs control is the most acute and topical issues of practical activities of customs authorities. The reserves of efficiency of the current risk management system are approaching the specified thresholds if not fully exhausted. Therefore, a fundamentally new approach to risk identification is required to significantly improve the effectiveness of the risk management system. The proposed concept of risk identification and assessment is based on the application of the mechanism of through-process customs control, involving the unification of information about the person being the declarant of goods, as well as the preliminary information about the imported consignment in the amount of information submitted when placing goods under the declared customs procedure with the Declaration of goods. The above features allow to introduce a subject-oriented approach of risk management system at all stages of customs operations in respect of goods imported into the customs territory of the Eurasian economic Union, and also significantly increase the share of formalized risk indicators, including semantic risk indicators, which are the basis for the application of forms of customs control. The introduction of the above risk indicators will ensure the transition to a qualitatively new level of customs control in respect of goods subject to other types of state control and also will lead to a significant increase in the effectiveness of the risk management system by increasing the proportion of identified target risk profiles

The object of research is the processes of data exchange between subjects of foreign economic activity when performing customs procedures, namely, the introduction of a new computerized transit system NCTS within the framework of improving and harmonizing customs procedures. One of the most problematic areas is the lack of knowledge and awareness in the implementation of reforms on trade facilitation measures, and therefore there is a need to be able to reduce costs at the border, and costs associated with foreign trade transactions. The perspective is considered and the assessment of the state of modern customs policy is carried out on the example of Ukraine, the mechanisms of application of customs instruments for regulating foreign trade during the digitalization of customs are determined. The dynamics of export-import operations of Ukraine with other countries is analyzed. In 2020, exporting companies estimate the work of customs significantly better by 15 % compared to 2019. Among enterprises of various sizes, micro-enterprises often report problems at customs, and the greatest problems are considered to be overstatement of customs value of goods and outdated equipment of customs control zones. It is shown that one of the ways to improve the efficiency of customs procedures is to minimize personal contacts between the customs officer and the client, transfer most of the transactions online, use electronic services and mobile applications. Also, in the near future, a large-scale reconstruction of checkpoints is planned to reduce queues. It is found that the customs clearance procedures are not sufficiently automated, and the customs authorities are entrusted with many obligations. Thus, the customs authorities of Ukraine are forced to control goods during customs clearance more carefully than in the EU countries. The average duration of customs clearance of imported goods by the customs authorities of Ukraine is from 1 to 4 hours, depending on the region, while in developed countries such clearance takes only a few minutes. The conducted research is interesting for the participants of the international transport market. Since for business enterprises the use of one transit declaration for the delivery of goods from one country to another (from the customs office of departure to the customs office of destination), according to the general transit procedure, reduces the cost of customs procedures and the time required for their passage. Abstract:
It was determined on the basis of marketing research that according to official information of the customs authorities in 2017, customs procedures for customs transit in electronic form on the principle of a “single window” became mandatory and as a result of customs operations, 4,4 million units of customs declarations were issued by the customs authorities of the Russian Federation, which significantly increased the level of revenues to the state budget from customs duties and payments. The estimation of the volume of customs declaration processing in the Russian Federation, units for 2017-2022 is presented. It is assumed that in the period up to 2028, according to experts in the customs services market, there will be a certain transition period in the activities of customs brokers, during which the customs market will undergo a serious path of adaptation to tax and customs legislation and new or existing requirements for customs legislation will be introduced or improved (2019-2021), which indicates that outsourcing in the customs activity will be within the expected value of 1-2%, according to forecasts. It is indicated that in the period 2021-2028. it is planned to conduct and organize a post-adaptation period, during which it is expected to reduce outsourcing operations in a shared ratio, taking into account the statistical error with an annual rate of 5-7%. Summarizing the opinions of experts and the forecast values of the development of the customs services market and the activities of customs brokers, the trends in the development of the activities of customs brokers are determined. Customs brokers will always be in demand also because the demand for competent and highly specialized specialists is increasing, such specialists are being trained by educational organizations of higher education, the list of their professional competencies is being improved, requirements are increasing and indicators for checking the KPIs of customs brokers are expanding.

Abstract:
The article reveals the features and current state of digitalization of customs procedures for the movement of goods and vehicles crossing the state border and subject to customs declaration. In particular, there is a need to introduce modern digital technologies to serve citizens and enterprises, which will significantly change the attitude of entities engaged in foreign economic activities to assessing the activities of the customs system of Kyrgyzstan. The state of implementation of modern electronic services for automation of customs control is analyzed and the directions of its improvement are determined. In particular, the analysis of tasks to improve the efficiency of customs authorities in the field of process automation by concentrating all efforts on creating favorable conditions for all entities engaged in foreign economic activities, the development of e-customs and testing positive foreign experience in the introduction of innovative information systems and technologies in the management of customs relations, was carried out. It was noted that today an important step in global trade is the automation of all processes of declaring goods during customs clearance of export, import, transit operations and the transition to full electronic document management. The priority of digitalization of customs clearance mechanisms, simplification of customs control mechanisms, the formation of an effective system of analysis and management of customs risks and the introduction of a higher level of responsibility for violations of customs and tax legislation by both entities engaged in foreign economic activities and employees (officials) of customs authorities themselves was noted. Also, the article notes that the role of government authorities in the decision-making process on the passage of goods and vehicles across the customs border should be minimized, which will minimize corruption risks in the work of public administration bodies and impartially identify violations of customs legislation by entities engaged in foreign economic activities.
