Los avances tecnológicos de la computación y las comunicaciones por Internet han ido evolucionando las actividades de las personas, así como la forma de hacer negocios. Internet se ha consolidado como la plataforma ideal para el desarrollo de pequeñas y grandes empresas, al permitir la globalización de productos y servicios. El comercio también se ha visto beneficiado con estos avances, con el llamado e-commerce o comercio electrónico. El e-commerce es la compra y venta de bienes y servicios a través de internet y más específicamente en el World Wide Web. Podríamos decir que el e-commerce está estructurado por "Tiendas virtuales” en sitios web que ofrecen catálogos en línea. Incluso se han creado “Centros comerciales virtuales” con gran cantidad de tiendas con todo tipo de accesorios para la venta. Esta forma de comercio electrónico ha consolidado a grandes empresas que ya figuran en la bolsa de valores y son de los portales de internet más visitados. Cientos de negocios han nacido en internet y otras compañías que ya se habían consolidado en el mercado, están haciendo la transición, ofreciendo cada vez un mejor servicio. Computadoras, electrodomésticos, muebles, libros, música, películas, vídeo juegos, boletos aéreos, reservaciones, artículos deportivos, arreglos florales, vestimenta y acciones son solo algunos de los productos y servicios que pueden ser fácilmente adquiridos en línea. Con la gran cantidad de usuarios interconectados a nivel mundial, este nuevo medio de ventas debe ser aprovechado de inmediato por las empresas que deseen incursionar en las últimas tecnologías y les interese el promover sus productos en busca de nuevos clientes potenciales.

Full textO presente trabalho tem como missão principal a abordagem da relação entre segurança e confiança no comércio electrónico. O trabalho é constituído por duas partes, sendo que na primeira parte se pretende fazer um estudo do estado da arte em relação ao tema e na segunda uma abordagem que apresente uma análise inovadora sobre a forma como os utilizadores estabelecem as suas assunções de confiança na relação com parceiros comerciais (empresas) em processos de compra, tendo por base o meio de transacção electrónica fornecido pela Internet. Desta forma, a primeira parte é constituída por seis capítulos, em que o primeiro apresenta uma introdução geral ao tema, o segundo contextualiza de forma histórica, social e concorrencial os mercados electrónicos, o terceiro apresenta uma visão concreta dos meios que colocam esta forma de transacção na actualidade dos mercados, o quarto levanta as principais ameaças e desafios de segurança na plataforma da Internet, o quinto aborda todo um enquadramento legal necessário para fazer desta forma de transaccionar a que tem maiores perspectivas de crescimento na actualidade e o sexto estuda a forma como se estabelecem relações de confiança entre agentes desconhecidos, sempre com base em relações à distância tendo com plataforma de interacção a Internet. A segunda parte do trabalho subdivide-se em dois capítulos. O primeiro analisa a forma como os utilizadores se relacionam com entidades estranhas e se colocam numa situação de desvantagem, sendo necessária a confiança para que as relações aconteçam e as transacções se dêem. Já no segundo capítulo apresenta-se uma análise sobre a ligação entre segurança e confiança nas relações comerciais, apresentando-se um modelo que expõe esta relação entre agentes. O trabalho termina com as principais conclusões retiradas do estudo, deixando-se abertura para novos desenvolvimentos da análise efectuada. ABSTRACT: The underlying theme of this dissertation is trust in electronic commerce. The dissertation is made up of two distinct parts. The first part intends to present a study of the state of the art of the theme. In the second part, an approach is made, which presents a new analysis of how the users set up their assumptions of trust in their relationship with commercial partners (companies) in processes of purchases, when the underlying means of the relation is an electronic transaction through the Internet. Thus, the first part is made up of six chapters. The first chapter presents a general introduction to the theme, the second, a historical, social and competitive setting about the electronic markets, the third, gives a precise view of the means which place this form of transaction in the markets, the fourth raises the main threats and challenges of security in the platform of the Internet, the fifth approaches the legal framework necessary to turn this form of transaction in the one with greatest potential and the sixth focuses on how the relations of trust are established between unknown, distant agents, whose platform of interaction is the Internet. The second part of the dissertation is subdivided into two chapters. The first of which analyses the way of how the users relate to unknown agents and put themselves into a disadvantaged position, in which trust is needed in order to make relations and transactions to take place. In the second chapter a new analysis about the relation, between security and trust, in commercial relations, is presented, focusing, therefore, on a model which transfers this relation to common relations. The main conclusions are drawn at the end of this dissertation, leaving an open space for further developments and research.

Full textO desenvolvimento das soluções baseadas em telemedicina tem permitido a criação e o desenvolvimento de novas formas de prestar cuidados de saúde, aproximando prestadores de pacientes e diminuindo os tempos de espera associados, melhorando a qualidade do serviço prestado. No entanto, nem sempre a introdução de tecnologia nos processos de saúde corresponde a uma redução nas assimetrias existentes a nível nacional na prestação de cuidados. O principal objectivo deste trabalho consistiu em desenvolver um sistema que permita a criação de um mercado electrónico de teleradiologia tirando partido das soluções tecnologicamente evoluídas já existentes e da boa distribuição de equipamento a nível nacional. Neste mercado é possível maximizar a satisfação de pacientes e entidades requisitantes de exames radiológicos em relação ao serviço prestado, sem prejudicar a qualidade do serviço prestado, ao mesmo tempo que optimiza a utilização do equipamento disponibilizado. Para tal, foi verificado o actual estado da arte em termos de sistemas de telemedicina e de teleradiologia, tendo igualmente sido confirmada a percepção existente das assimetrias a nível nacional em termos de distribuição de recursos humanos no sector da saúde. Depois de verificar o actual fluxo de trabalho em termos de requisição, execução e interpretação de exames imagiológicos, procedeu-se à sua optimização e adaptação para um mercado de teleradiologia, desenhando um conjunto de requisitos associados com as principais etapas de execução dos exames, identificando os principais entraves ao seu funcionamento e propondo mecanismos originais de resolução com base em sistemas de informação. Ao nível de sistemas de informação, é apresentado um protótipo que possibilita a demonstração da implementação de alguns dos mais importantes requisitos anteriormente apresentados e o seu funcionamento, demonstrando o funcionamento prático do sistema de mercado de imagens baseado em teleradiologia. Finalmente é demonstrada a exequibilidade prática desta solução mediante a apresentação de um modelo de negócio onde se apresentam os benefícios decorrentes da implementação deste sistema e os respectivos custos associados com a implementação de uma infra-estrutura desta natureza.
The development of telemedicine based solutions has enabled the creation and the development of new healthcare provisioning methods, bringing closer patients and providers, reducing waiting times associated and improving the quality of the service provided. However, the introduction of technological advancements does not always correspond to a reduction in the existing asymmetries at national level in the provision of healthcare. The main objective of this work is to develop a system that allows the creation of a telemedicine electronic marketplace interconnecting players that use solutions already in place and the good distribution of equipment at national level. With this market it is possible to maximize the patient and exam prescribing entities satisfaction, whilst the quality of the service provided by the technicians and radiologists is guaranteed and the use of the existing equipment is optimized. For this purpose to be achieved, it was performed a state-of-the-art analysis in terms of telemedicine and teleradiology services available, and it was confirmed the perception of the existing asymmetries at national level in terms of human resources and exam distribution in the imaging and healthcare sector. After checking the current workflow in terms of requisition, execution and interpretation of imaging services, an optimization and adaption was performed for the teleradiology marketplace, with the development of a set of requirements associated with the exam execution. A set of original solutions based in information systems are presented for the resolution of the bottlenecks identified and a prototype is developed. At information systems level, the presentation of a prototype allows the demonstration of the ability to implement the most important set of requirements previously presented and its interconnection, demonstrating the practical functioning and viability of the images market system based in teleradiology. As a conclusion it is demonstrated the financial implementation of this solution through a business model where the benefits of the system, and its costs, are presented and measured.

Full textPropone y describe la existencia de un método basado en el concepto estadístico de correlación de Pearson que compara dos tipos de muestra uno almacenado en memoria flash, que consideramos bueno y verdadero y el otro un valor medido, que se compararan usando la correlación para determinar si el billete medido es casi igual que la muestra del billete patrón previamente almacenado en la eeprom (memoria de almacenamiento no volátil). De lo contrario se considera falso o que no es parte de los billetes patrones almacenados. Los sensores que permiten la captura de datos de los billetes son diodos en la banda de infrarrojos (940 nanómetros). Ocho parejas de emisores receptores que capturan la luz que atraviesa el billete en una escala de 10 bits (de 0 a 1023). Estos datos se almacenan en áreas de memorias separadas tanto para la muestra patrón previamente almacenada como para la muestra medida que se quiere determinar si es verdadera o falsa. El valor de la correlación de estas mediciones está entre los valores -1 y +1. En nuestro caso, para valores mayores a 0.9 se considera que el billete es verdadero y la denominación corresponderá con el valor más alto desde 0.9 o superior. Si el valor es menor que 0.9 el billete es rechazado como falso o que no corresponde con los billetes patrones almacenados que en este caso son billetes de circulación nacional de 10, 20, 50 y 100 soles. Se presenta el desarrollo de un prototipo práctico que funcione y que permita en el futuro un producto comercial cuyo costo sea menor a los 85 dólares para que pueda ser usado por comerciantes y tiendas pequeñas sin la pérdida de calidad y precisión que requieren este tipo de aparatos detectores de billetes falsos.

Full textThis thesis project "SERVICE OF GENERATION OF DIGITAL SIGNATURE AND ELECTRONIC AUTHENTICATION USING THE DIGITAL CERTIFICATES CONTAINED IN THE ELECTRONIC DNI” searches the development of a service that allows the generation of digital signature of the PDF documents, so that they have the same legal value as a handwritten signature as well as electronic authentication to enter to web applications. This service will allow the use of the digital certificates contained in the electronic DNI of the Peru complying with current legal regulations and might be integrated easily, quickly, and simply to any existing or new web application. To do the before mentioned, it will be implemented a service for the generation of digital signature, based on what is established in the guide of accreditation of software applications of INDECOPI, which details the functional requirements that must comply with a public key software application, which interacts with the electronic DNI. Part of these requirements will also be implemented in the service of electronic authentication. This way, it will be ensured that the service complies with the necessary requirements to perform the operations of digital signature and electronic authentication by using digital certificates contained in the electronic DNI. The implementation of the proposed solution will include the development of PC applications that will run on computers. Furthermore, the development of web applications that will connect to these PC applications, and there will also be a web application of maintenance that will manage the authorization of the use of the service.

Full textHoje o mundo virtual, e mais especificamente o Governo Electrónico não só cria oportunidades de participação na res publica, circunstancia o reforço da própria Democracia e do Estado de Direito, como se apresenta numa oportunidade singular de melhoria do seu funcionamento. A globalização, a emergência da sociedade de informação e do conhecimento, assim como alterações de paradigma no sector público acompanham, traduzem e favorecem a evolução geral deste fenómeno. Impulsionam determinadas capacidades, criam diversas expectativas, até esperanças utópicas, mas não as determinam. Esta dissertação focaliza-se na análise do paradigma do Governo Electrónico em Portugal, nomeadamente o que o impulsiona, as etapas que o constituem, a realidade política que o contextualiza, as acções e os programas que o estimulam, os intervenientes e os seus papéis, os sistemas que o poderão suportar a curto, médio prazo, o modo como se revelam e a sua implementação na sociedade, o conjunto de benefícios e expectativas que lhe são atribuídos, assim como as vicissitudes e lacunas que o limitam ou colocam em causa. Almeja-se fundamentalmente compreender em que consiste a estratégia do Governo Electrónico em Portugal, quais os seus objectos de gestão, quais os modelos, que objectivos foram prosseguidos, quais os caminhos de viabilização, quais as estruturas orgânicas que os suportam e como tem decorrido a sua implementação. O Governo Electrónico por si só, não é uma realidade positiva, nem negativa, contudo a estratégia a prosseguir não é inócua. Afinal, que estratégia de Governo Electrónico tem sido delimitada nos últimos tempos em Portugal, e qual a sua implementação “real”? ABSTRACT: Today the virtual world, and more specifically electronic government, not only creates opportunities to participate in res publica, but it also strengthens the democratic state itself and provides a unique opportunity to improve the way it works. Globalization and the emergence of the information and knowledge society, as well as changes in the public sector paradigm, accompany, carry and promote the general development of this phenomenon. They drive forward certain skills, they create diverse expectations, maybe even utopian hopes, but they do not determine them. This dissertation focuses on an analysis of the paradigm of electronic government in Portugal, to be precise, on what drives it, on the stages that comprise it, on the political context in which it is set, on the actions and programmes that fuel it, on the participants and the roles they play, on the systems which may support it in the short to medium term, on the way it manifests itself and its implementation in society, on the array of benefits and expectations that are attributed to it, as well as the vicissitudes and omissions that may limit or undermine it. What is really sought after here is a fundamental understanding of what Portuguese electronic government strategy actually consists of, what its objects of management are, what its models are, what objectives have been pursued and how it has been made viable, what the organic structures are that support it and how it has been implemented. Electronic government in itself is neither positive nor negative. However, the strategy to be followed is not innocuous. Ultimately, what we ask is what is the electronic government strategy that has been laid out in recent times, and what is its actual implementation?

Full textO presente trabalho visa analisar o impacto causado pela Internet no mundo, em especial na forma de realizar negócios. Com ela surge o crescimento exponencial do Comércio Electrónico, que vem suscitar algumas questões práticas de suma importância. O Comércio Electrónico é hoje uma realidade que suscita, ao nível da fiscalidade, um conjunto bastante complexo de questões. Ele não respeita fronteiras geográficas assumindo assim, um carácter transnacional e que como tal, deve levar à adopção de soluções comuns, por parte de um vasto conjunto de países. O princípio basilar que deve nortear a problemática da tributação do Comércio Electrónico é o princípio da neutralidade. Como tal, não devem ser criados impostos específicos para tributar esta nova realidade assim como, o seu desenvolvimento não deve ser prejudicado pela tributação à qual está sujeita. A solução passa então por adaptar os impostos já existentes, ajustando alguns conceitos. Em sede de impostos directos, a sua adaptação a esta nova realidade suscitou inúmeras questões quanto à aplicação de conceitos já existentes, como estabelecimento estável e direcção efectiva, a esta nova realidade. Por outro lado, como as transacções que daí resultam são intangíveis é difícil determinar como classificar o tipo de rendimento que daí resulta, se como lucro comercial ou como royalties. Em sede de impostos indirectos e devido à imaterialidade que caracteriza as transacções que resultam da prática do comércio electrónico on-line, as mesmas são consideradas como prestação de serviços e, como tal, neste contexto, assume especial importância, a determinação do local onde as mesmas se consideram localizadas e onde vão ser tributadas. ABSTRACT: This study aims to examine the impact of the Internet in the world, especially in the way of doing business. It is the exponential growth of electronic commerce, which is raising some practical issues of critical importance. The Electronic Commerce is a reality that gives rise to the level of taxation, a rather complex set of issues. He does not respect geographical boundaries assuming so, transnational in nature and as such, should lead to the adoption of common solutions on the part of a broad range of countries. The fundamental principle that must guide the issue of taxation of electronic commerce is the principle of neutrality. As such, should not be created special taxes to tax this new reality as well as its development should not be hindered by taxation to which it is subject. The solution then passes by adapting existing taxes, adjusting some concepts. With regard to direct taxes, their adaptation to this new reality has given rise to numerous questions about the application of existing concepts, such as establishment and effective management, to this new reality. Moreover, as transactions that are resulting intangible is difficult to determine how to classify the type of income resulting therefrom, as is commercial or profit as royalty. With regard to indirect taxes and because of imaterialidade that characterized the transactions that result from the practice of electronic commerce online, they are considered to provide services and as such it is particularly important, the determination, in this context, of which the local where they are located and considered as such where they will be taxed.

Full textA afirmação gradual da sociedade da informação é um processo irreversível. As motivações, de ordem social e tecnológica, que estiveram na génese da sociedade da informação alastram-se, agora, a outros paradigmas. Os domínios organizacionais e sociais são, também eles, um alvo privilegiado da sociedade da informação, cujas consequências se traduzem no reconhecimento de uma nova forma comercial, denominada Comércio Electrónico. O Comércio Electrónico reclama uma revisão profunda das teorias, modelos, conceitos e atitudes comerciais. A revisão da actividade comercial, à luz das novas possibilidades e oportunidades da tecnologia carece de um referencial inovador, que não atenda exclusivamente aos aspectos de ordem tecnológica, mas que possibilite uma visão integrada deste mesmo paradigma com os aspectos de carácter social, organizacional e comercial. A ausência de ferramentas “Conceptuais” de suporte à concretização da actividade de comércio electrónico motivou a concepção de um referencial, denominado Metamorphosis. No âmbito do referencial deve destacar-se, de entre outros contributos, a proposta de uma arquitectura e respectivos modelos de ordem orgânica, funcional e tecnológica, a partir dos quais foi possível proceder à elaboração de um protótipo de comércio electrónico. A realização de um caso de estudo “RuralNet”, desenvolvido e testado no ambiente real de negócio, permitiu que se analisassem e avaliassem, em contexto, as possibilidades e potencialidades tecnológicas, constituindo, assim, uma mais valia, tendo em vista o enriquecimento do conhecimento científico nos domínios dos sistemas de informação e a validação das construções propostas no âmbito do referencial Metamorphosis.
The gradual affirmation of the information society is an irreversible process. The social and technological motivations which were in the genesis of the information society are now extended to other paradigms. The social and organizational domains are themselves a main target of the information society, whose consequences originate the recognition of a new commercial way, known as Electronic Commerce. The Electronic Commerce claims for itself a deep revision of the theories, models, concepts and commercial attitudes. As far as new technological possibilities and opportunities are concerned, the revision of commercial activity needs an innovator reference , which not only deals with technological aspects but also with an integrated vision of this own paradigm with social, organizational and commercial aspects. The absence of the needed “conceptual” tools to the realization of the Electronic Commerce activity has caused the conception of a referential, named Metamorphosis. As far as the referential is concerned, we must emphasize, among other contributes, the proposal of an architecture and respective models of organic, functional, and technologic order, which were in the basis of the elaboration of an Electronic Commerce prototype. The realization of a case study ”RuralNet”, developed and tested in a real management environment allowed the analysis and evaluation, in context, of the possibilities of the technological potentialities reinforcing the scientific knowledge in the information systems domains and the validation of the proposed constructions as far as Metamorphosis is concerned.

O espaço e o tempo tornaram-se quase insignificantes nesta nova era, podendo qualquer pessoa, de qualquer parte do mundo, aceder a produtos ou serviços outrora distantes. O comércio electrónico com o apoio do desenvolvimento tecnológico, possui várias vantagens, entre elas: comodidade – é possível comprar confortavelmente sentado no sofá e ter o artigo entregue em casa sem esforço; diversidade de escolha – nunca houve uma panóplia tão grande de oferta, podendo escolher-se de qualquer canto do mundo, com as características ou preço que mais nos agradarem. Estas vantagens aumentaram exponencialmente o comércio on-line e o número de utilizadores sobe a cada dia que passa. Quer seja para comprar artigos, pagar contas, ter apoio técnico ou por puro lazer, a Internet é cada vez mais importante na nossa vida e consequentemente na vida comercial das empresas. Este trabalho terá por objectivo geral estudar de um ponto de vista microeconómico a Internet. Incidiremos sobre vários aspectos como por exemplo, a economia competitiva e dinâmica actual em que as empresas actuam e o papel das novas tecnologias; os mercados on-line em Portugal, exemplificando com alguns portais, leilões ou intermediários electrónicos; o acesso à Internet e suas infra-estruturas; atitudes, percepções e demografia dos consumidores e protecção destes, entre outros. O nosso trabalho será o resultado da investigação de informação e estatísticas. Usaremos dados da web essencialmente, complementados com bibliografia adicional encontrada em bibliotecas, jornais ou revistas.

Dividiremos el estudio de los distintos temas objeto del presente trabajo, en cuatro grandes capítulos. En el primero nos ocuparemos del análisis del Comercio Electrónico en general, tratando sus distintas definiciones, su ámbito de aplicación, sus modalidades y los principios que lo informan. En un segundo capítulo nos referiremos al estudio de la Contratación Electrónica propiamente tal, lo que constituye la esencia de este trabajo. En este sentido, nos enfocaremos principalmente al examen pormenorizado de las distintas circunstancias que influyen en el perfeccionamiento de los contratos electrónicos. Especial énfasis pondremos en las diferentes consecuencias que acarrea la necesaria distinción, que a propósito de la Contratación Electrónica debe hacerse cuando participen en ella los consumidores. En el capítulo siguiente trataremos el tema de la dinámica contractual, en relación a ciertos contratos cuya celebración en plataforma electrónica, merecen a nuestro juicio, especial consideración. Por último, en el cuarto capítulo explicaremos detalladamente el trascendental tema de la Firma Electrónica, por ser ésta el principal mecanismo que otorga seguridad a la Contratación Electrónica. Para ello nos basaremos en la Ley 19.799 de 2002, que regula los Documentos Electrónicos, la Firma Electrónica y los Prestadores de Servicios de Certificación de dicha Firma.

Our society is increasingly dominated by technology and it’s extremely important that companies follow this trend. In this context, the electronic catalogs appear. Alcriestor electronic catalog of products aims to fill a gap in the disclosure of its products. For this, the company decided to create an electronic catalog of products with a graphical user interface, combined with a solid design and aesthetically simple, promoting a quick and direct access to various information contents. The present work shows the design of an electronic catalog of products for the company Alcriestor, combined with the description of the methodology chosen. In order to optimize the transmission procedure and access to information in electronic catalogs, there was the need to involve factors such as usability and interactivity.

Full textEl estudio se centró en el nivel de importancia y el tipo de tratamiento que le dieron los gobiernos departamentales y nacionales al desarrollo de las políticas del gobierno electrónico en el Uruguay (2005 al 2015). Estuvo basado en una metodología de investigación cualitativa y un análisis sistemático de documentación política pública. El estudio reveló que al nivel departamental no existen planes estratégicos en gobierno electrónico, verificando la tendencia de casos aislados de innovación en gobierno electrónico departamental. Encontramos esfuerzos hacia sistemas integrados y coordinados (ejemplo el Sistema Único de Cobro de Ingresos Vehiculares, SUCIVE) que son liderados y centralizados fuertemente desde el gobierno nacional. Hasta el momento las agencias nacionales: Agencia de Gobierno electrónico y Sociedad de la Información y del Conocimiento (AGESIC) y Oficina de Planeamiento y Presupuesto de Presidencia (OPP) no fueron relevantes para facilitar la definición de planes en los gobiernos departamentales aunque las tendencias indican que en los próximos años sí tendrán incidencia. Las barreras que impiden la planificación estratégica en gobierno electrónico departamental aparecieron como el área de contenido más abordado por los entrevistados. La falta de voluntad política y entendimiento por parte de las autoridades departamentales, la falta de capacidad en gestión y modernización y de capital humano en general, y la falta de recursos financieros fueron los impedimentos más frecuentemente citados.
The investigation focused on the level of importance and type of treatment that the departmental (state) and national governments gave to electronic government in Uruguay between 2005 and 2015. It was based on a qualitative research methodology and a systematic analysis of public policy documentation. The study revealed that on a departmental level there are no strategic plans in electronic government. It also confirmed a trend of isolated cases of innovation in departmental electronic government. We did find efforts toward integrated and coordinated systems (i.e. the Sistema Único de Cobro de Ingresos Vehiculares, SUCIVE-a common system for collecting revenues from vehicle payments), which are led and centralized by the national government. Up until the present, the national level agencies: Agencia de Gobierno Electrónico y la Sociedad de la Información y el Conocimento (the national e-government agency) and the Oficina de Planeamiento y Presupuesto (the national budget and planning office) were not relevant in facilitating the definition of strategic plans in the departmental governments. However a clear tendency toward their being influential within the next few years did emerge in the research. The barriers that impede strategic planning in departmental electronic government was the content area discussed in the most depth by the informants. The lack of political will and understanding on the part of the departmental authorities, the lack of management and modernization capacity and of human capital in general, and the lack of financial resources were the most frequently cited impediments.

En la segunda parte se describen las aportaciones de la tesis relacionadas con el desarrollo de una serie de modelos que sirvan para caracterizar los sistemas de comercio electrónico, especialmente los basados en intermediarios electrónicos. La tercera parte contiene las conclusiones de la tesis, las líneas de investigación abiertas y las referencias bibliográficas.
En la primera parte correspondiente al estado del arte, se describen los siguientes modelos para sistemas de comercio electrónico desarrollados por diferentes iniciativas internacionales como son, EBES Buildings Blocks for Electronic Commerce, EWOS Technical Guide on Electronic Commerce, ECDTF-OMG/CommerceNet Joint Electronic Commerce Reference Model, eCo Framework (CommerceNet), IOTP (Internet Open Trading Protocol), OBI (Open Buying on the Internet), JEPI (Joint Electronic Payment Initiative) y SET (Secure Electronic Transaction). También se describen algunos proyectos europeos relacionados con el comercio electrónico y en especial aquellos basados en sistemas intermediarios, como son los proyectos ABS (An Architecture for Information Brokerage Services), ABROSE (Agent Based Brokerage Services in Electronic Commerce), COBRA (Common Brokerage Architecture), GAIA (Generic Architecture for Information Availability), OSM (An Open Service Model for Global Information) y SEMPER (A Security Framework for the Global Electronic Marketplace). Finalmente se describen algunos modelos existentes para sistemas electrónicos de gestión de derechos de la propiedad intelectual (IPR) de contenidos multimedia como los modelos de los proyectos europeos IMPRIMATUR, FILIGRANE y COPEARMS.
En la segunda parte se desarrollan las principales contribuciones del trabajo de tesis. La primera contribución consiste en la caracterización de los sistemas de comercio electrónico en función de las actividades comerciales y los valores asociados. Se introducen también los conceptos de provisión de productos a medida y de servicios como una evolución de la clásica provisión de productos
Una de las principales contribuciones de la tesis que consiste en caracterizar un sistema de comercio electrónico mediante un modelo jerárquico compuesto por tres niveles, modelo funcional, modelo operacional y modelo arquitectónico. Cada uno de estos niveles corresponde a una visión del sistema, desde la visión más general que corresponde al modelo funcional o de negocio, hasta el nivel de detalle relacionado con la implementación, que es el modelo arquitectónico, pasando por el nivel en el que se identifican las tareas necesarias en el sistema, que es el modelo operacional.
Con el modelo funcional podemos identificar las entidades que intervienen en el modelo de negocio del sistema, cual es su rol y las relaciones entre ellas. La mayoría de modelos que hemos estudiado en el estado del arte se concentran en este tipo de modelo funcional que, aun siendo muy útil para abordar las primeras etapas de la caracterización del sistema, es claramente insuficiente para poder avanzar y acercarnos a niveles más próximos al diseño del sistema. De ahí la necesidad de introducir más niveles en la jerarquía de modelos.
El modelo operacional permite identificar una serie de fases necesarias para llevar a cabo la actividad comercial. La mayor parte de los modelos analizados en el estado del arte sólo contemplan como fase final la de "acuerdo", que únicamente permite resolver el caso de la provisión de productos predefinidos o preexistentes. Una contribución de la tesis relacionada con el modelo operacional es la inclusión de una nueva fase de "postacuerdo" para aquellos sistemas de comercio electrónico en los que los bienes comercializados requieran un seguimiento posterior al acuerdo hasta la entrega final del producto elaborado a medida o del servicio encargado. Con la inclusión de la fase de postacuerdo podemos resolver la provisión de ambos tipos de bienes, es decir, productos a medida o servicios.
Finalmente, el nivel de la jerarquía más relacionado con la tecnología es el modelo arquitectónico, con el que podemos identificar los módulos necesarios para implementar las operaciones que hemos descrito en el modelo operacional en función del tipo de sistema de que se trate. Cada uno de estos módulos arquitectónicos se implementarán en cada momento con la tecnología disponible más adecuada, de esta forma nuestra propuesta de modelos para sistemas de comercio electrónico no está ligada al estado de la tecnología en un momento determinado.
Otra de las contribuciones de la tesis que consiste en una clasificación de los sistemas de comercio electrónico realizada en función del tipo de bienes que comercializa y que además nos da una idea de su complejidad. Mediante la clasificación hemos podido relacionar todas las aportaciones de la tesis descritas anteriormente, como son la identificación de las actividades comerciales, el modelo funcional y el modelo operacional. La clasificación consta de tres niveles, sistemas de comercio electrónico de productos (Nivel 1), sistemas de comercio electrónico de productos a medida (Nivel 2) y sistemas de comercio electrónico de servicios (Nivel 3).
Con el objetivo de validar las aportaciones de la tesis descritas anteriormente, se han utilizado los modelos en la especificación y diseño de sistemas reales. Se describen dos casos reales en los que se ha podido validar la jerarquía de modelos propuesta en la tesis, se trata de dos proyectos europeos del programa ACTS, el proyecto MULTIMEDIATOR y el proyecto TRADE.
Finalmente, describe un problema de los sistemas de comercio electrónico basados en intermediarios de mucho interés en la actualidad, como es la problemática asociada a la comercialización a través de la red de material sometido a derechos de autor y se hacen algunas propuestas de cómo abordar su solución. En este tipo de sistemas, el intermediario electrónico puede ser, por una parte, el elemento en el que compradores y vendedores depositen la confianza, pero también por otra parte, puede residir en el intermediario la responsabilidad de la comercialización y posterior seguimiento del cumplimiento de los acuerdos suscritos en el momento de la compra. Se hace una propuesta de un sistema, y una arquitectura asociada, para la negociación de las condiciones de comercialización de material sujeto a copyright (protocolo de negociación del IPR), la materialización del acuerdo negociado en un contrato electrónico específico para IPR y también mecanismos para el seguimiento de su cumplimiento.
The objective of the Ph. D. Thesis "Electronic Commerce Models based on Brokerage Systems" is the study, development and application of a series of models for open electronic commerce (e-commerce, in short) systems using a broker and considering all aspects related with the commercialisation, by electronic means, of any kind of goods.
The first part presents the state-of-the-art of e-commerce, focussing on the analysis of the current international proposals for the characterisation of an open e-commerce system through models. The second part describes the contributions of the Thesis related to the development of a series of models to characterise e-commerce systems, mainly those based on electronic brokers. The third part contains the conclusions of the Thesis, the open research lines, and the bibliographic references.
With respect to the state-of-the-art, the following models for e-commerce systems, developed by different international initiatives, are described: EBES Buildings Blocks for Electronic Commerce, EWOS Technical Guide on Electronic Commerce, ECDTF-OMG/CommerceNet Joint Electronic Commerce Reference Model, eCo Framework (CommerceNet), IOTP (Internet Open Trading Protocol), OBI (Open Buying on the Internet), JEPI (Joint Electronic Payment Initiative) and SET (Secure Electronic Transaction). In the second part, the main contributions of the work are developed. The first contribution consists on the characterisation of e-commerce systems according to the commercial activities and associated values. Also the concepts of customised products and services provision, as an evolution of the classical products provision, are introduced.
One of the main contributions of the Thesis is the characterisation of an e-commerce system by means of a hierarchical model consisting of three levels: the functional, the operational, and the architectural models. Each of these models corresponds to a view of the system, from the more general one of the functional (or business) model, till the detailed level related to the implementation of the architectural model, going through the model that identifies the tasks needed in the system, that is the operational one.
With the functional model we can identify the entities participating in the business model of the system, their role, and the relationships between them. Most of the models analysed in the state-of-the-art study concentrate in this kind of functional model, that, although very useful to cope with the first steps in the system characterisation, is clearly not enough to advance to levels closer to the system design. From this, the need to introduce more levels in the hierarchy of models.
The operational model allows the identification of a series of phases needed to carry out the commercial activity. Most of the analysed models only consider as final phase the "agreement" one, that only allows to solve the case of the provision of existing or pre-defined products. A contribution of the Thesis in relation to the operational model is the inclusion of a "post-agreement" phase, for those e-commerce systems in which the commercialised goods require a follow-up after the agreement and until the final delivery of the customised product, or the agreed service. With the inclusion of the post-agreement step we can solve the provision of both kinds of goods, i.e., customised products or services.
Finally, the level of the hierarchy more related to the technology is the architectural model, which allow us to identify the modules needed to implement the operations described in the operational model according to the kind of system. Each of these architectural modules will be implemented following the most adequate available technology. In this way, our proposal of models for e-commerce systems is independent from the technology.
Another contribution of the Thesis consists on the classification of the e-commerce systems based on the kind of goods that they commercialise, giving also an idea of its complexity. With this classification, we have been able to inter-relate all the described contributions, i.e., the identification of the commercial activities, the functional model and the operational model. The classification consists of three levels: systems for e-commerce of products (Level 1), systems for e-commerce of customised products (Level 2), and systems for e-commerce of services (Level 3).
With the objective of validating the contributions of the Thesis already described, we have used the models in the specification and design of real systems. We describe two real cases in which the proposed hierarchy of models has been validated. They are two European projects of the ACTS programme: the MULTIMEDIATOR project and the TRADE project.
Finally, we deal with a problem of broker-based e-commerce systems, very relevent nowadays, that is the issue of the commercialisation through the network of multimedia material with property rights. We make some proposals about how to deal with this problem. In this kind of systems, the broker might be, on the one side, the element in which buyers and sellers trust, but, on the other hand, the broker might have the responsibility of the commercialisation and further follow-up of the fulfillment of the agreements reached at purchase moment. A proposal is made of a system, and an associated architecture, for the negotiation of the conditions for the commercialisation of copyrighted material (IPR negotiation protocol), the materialisation of the reached agrement in an electronic contract, specific for IPR, and also mechanisms for the control of its fulfillment.

Full textCom o presente trabalho, pretendeu-se, desenvolver um nariz electrónico, composto por uma bateria de sensores piezoeléctricos, capaz de detectar e quantificar diversos compostos, ou pelo menos distinguir padrões de sinais. Este nariz, após selecção dos revestimentos dos sensores mais adequados à aplicação a que se destina, ainda que sejam todos eles não específicos e capazes de se adequarem a diversos tipos de trabalhos, foi utilizado em aplicação em áreas tão distintas como na área ambiental, alimentar, ou clínica. Para além da selecção dos revestimentos dos cristais piezoeléctricos, foi feito um grande esforço na optimização do sistema de aquisição (osciladores e software) para permitir a leitura da frequência de vários sensores em simultâneo e o armazenamento em intervalos de um segundo com uma resolução de 0,1 Hz. A utilização das redes neuronais artificiais em conjunto com a bateria de sensores permitiu desenvolver um nariz electrónico com a capacidade de identificar e quantificar o composto volátil acidentalmente libertado numa sala com 3x3x2,5 m3, aquando da quebra de um frasco de 2,5 L. O sistema desenvolvido permitiu uma rápida e correcta identificação do contaminante de entre um conjunto de dez compostos, bem como a sua quantificação. O nariz electrónico composto por uma bateria de sensores, onde alguns sensores foram substituídos por outros com revestimentos diferentes, aliado a um método de classificação baseado no teorema de Bayes permitiu a classificação de fruta de cinco variedades diferentes, em fruta comestível ou fruta estragada. Esta distinção apresentou uma taxa de sucesso de 95% e, no caso da fruta ser separada por variedades chegou a apresentar, para algumas variedades de fruta, taxas de sucesso de 100%. O sensor revestido com TEA, em conjunto com algumas metodologias analíticas de pré-concentração e de eliminação de interferentes, tornou possível a análise de H2S no hálito. Com este sistema obteve-se um limite de detecção de 50 ppb para o H2S e foi possível distinguir pacientes saudáveis de pacientes com problemas periodontais.
The aim of this work was to develop an electronic nose, based on piezoelectric quartz crystals, to detect and quantify several compounds, or at least to distinguish signal patterns. After selection of the most appropriate coatings, this electronic nose was used in such distinct areas as environmental monitoring, food safety and clinical diagnosis. Besides coating selection, the greatest effort was devoted to the optimization of the frequency acquisition system. Oscillators have been changed and new software has been written in order to monitor and store simultaneously the frequency of several sensors with 0.1 Hz of resolution, and at intervals of 1 second. The combination of the array of sensors with an artificial neural network allowed developing an electronic nose capable of identifying and quantifying the gaseous compound accidentally released in a storage room 3x3x2.5 m3 after the accidental breaking of a 2.5 L flask. The developed system allowed a quick and accurate identification of one compound out of 10, as well as its quantification. The same electronic nose, with a few changes in sensors coatings, combined with a classification method based on Bayes theorem succeeded in classifying fruits from five different varieties in edible or rotten. Without forming fruit variety subsets, discrimination between edible and rotten fruit was achieved with 95 % success. Analysing a single variety of fruit, classification in edible and rotten fruit was achieved with 100 % success for most varieties. An analytical system composed of a sensor coated with TEA a preconcentration column and a few traps and analytical procedures devoted to the elimination of interfering compounds, made possible H2S analysis in breath. Detection limits as low as 50 ppb allowed to distinguish between healthy individuals and patients with periodontal disease.

In modern sectors such as the e-commerce B2C, trust is indispensable to transmit because the digital context creates uncertainty due to the lack of personal interaction and direct contact with the desirable products. Hence, brands are in the look for a formula that will help create trust with people online. Therefore, awareness of social media's influence like Facebook and other prominent social media companies use this platform so that through ads, they can interact and build an important link that will generate trust. Thus, this study will delve the role in Facebook's publicity so that it can create trust in B2C online stores. For that, a qualitative investigation focused on Limas's public of socioeconomic level C of twenty-eight and thirty-five years old that has not shopped in e-commerce has been made. Since it has been known the limitation of this group, that according to the studies, they have lesser participation in Peru's online shopping so that their necessities would be identified in ads. The principal findings on this investigation remark the demand of participants for publicity focused on an educative role, that will help them understand the process and benefits of shopping for the e-commerce B2C. Thus, the levels of trust in the online stores will be higher, accomplishing a positive and future purchase.

Además esta primera investigación nos guiará en todos los procesos iniciales de marketing, los cuales se irán perfeccionando con el inicio de actividades y nuevas investigaciones. En un primer paso se buscó información secundaria sobre el tema de estudio, formas de pago actuales, evolución del mercado, aceptación de este tipo de tecnologías y servicios etc. La mayor parte de esta información se recolecto desde la publicación LA ECONOMÍA DIGITAL EN CHILE 2002, del CENTRO DE ESTUDIOS DE LA ECONOMÍA DIGITAL EDITORIAL “CÁMARA DE COMERCIO DE SANTIAGO” y desde algunas páginas de internet. Luego la etapa cuantitativa, se desarrolló a través de entrevistas personales a individuos que sean usuarios de internet (Entiéndase que posean el suficiente manejo potencial de internet para poder realizar compras). El número de personas entrevistadas fue superior a las 198 personas, de las cuales solo se analizaron 195 muestras (Por razones de pesos dentro de los grupos). Las 195 muestras se distribuyeron de la siguiente manera: 61.54% hombres 38.46% mujeres. Estos porcentajes se usaron dados los datos recolectados sobre usuarios y compradores a través de internet, y realizando una leve corrección dada la evolución de estos.

Full textThis dissertation aims to be the motto for a reflection on some current practices in administrative law that can claim the actual emergence of the computerization of the administrative decision, through proper automation of the administrative procedure itself. Based upon the confirmation that the law remains the legitimate repository of permissions of public action, as defined in the period of the Liberal State, one arrives today, however, to the realization that the main legislator is the Government, figured in the Public Administration which therefore is now understood as an independent power - it is the Government after all that predefines the content of the laws, gaining another freedom of action, in a reminiscent blending of the absolutism of the monarchy and liberal legality. This confusion between legislator and administrator seems to favor acting outside the law - that was already recognized in the liberal period and is probably not far from the current state of anomie in the performance of Public Administration, which in times of crisis, political, social or economic, seems to use the justification, "for the salvation of the homeland", for the measures, said, exceptional, extending the liberal ideal far beyond what would, nowadays, be considered arbitrariness. This prophetic "Administrative State" can come to consolidate, at this particular timeframe, a new form of democracy, which ultimately prevailed from the Liberal State thanks to the leadership role of the government powers in creating the Law. It will always remain unknown, if the mechanisms created to justify an exception in public action, which were developed without a specific regulation and associated with a dominance of the executive (political) powers, can seriously compromise the safeguarding of citizens' rights in the insufficiency or deficiency of liquidators in acts harmful to them. Turning to the actual plan of administrative law, one verifies that in many administrative procedures, the decision of the competent organ is formed based upon guidelines that determine the sense of interpretation and application of the legal rules applicable and/or the steps and procedures to develop; in most cases, all that remains for the author of the act, at the bottom of the hierarchy, is a task of mere subsumption of the case to the standard advisees.Not belittling the intrinsic value of the method of pondering when facing the inevitable unknown side of life, it seems that the verification of the rationality of procedures, and therefore the legitimacy of administrative action, will result in the compliance with the parameters, assumptions and assumed of the above mentioned method alongside with the inherent subjectivity of the decision maker's opinion – who is not always the authentic author of the identified act - teleologically structured to complete a certain sense of decision, whatever it is. But the rationale, bastion of rationality and morality of the procedure, is in most cases, an illusion of the guaranteed, ranging from redundancy law and redundancy of doctrinal and jurisprudential citations, settling in a text incomprehensible to citizens, communication paradigm for the failure of legal discourse, where the decision maker - a succession of people - in fact, sailing to windward of his/her, well or ill founded, discretion. Rethinking the current model of administrative procedure is on the agenda of the legal community at a time that strongly appeals to bureaucracy reduction, through simplification, dematerialization and deformalization as some of the assumptions that will, allegedly, ensure the efficiency of the procedure, fulfilling the public interest with the safeguard of the guarantees of individuals. This is also the opportunity to realize what should be the dimension of a regulatory review of procedures defining what, beside the real face of administrative law, must be regulated and how, not only to prevent the biased reduction of procedures, but especially not to persist in the perversion of the trend of procedures now established, taking advantage of the opportunity to instill a new culture of public service, which in a sense, can be achieved through information technology and or computerization. It will then be this reflection that will set the order of the day, given the rapid and sophisticated evolution of computer systems and the urgent need for increased administrative modernization, to try and go beyond the role of management and archiving of documents, taking advantage of this mechanism to reformulate implement and discipline this new organizational culture, through the teaching of computing. Probably, the controversy over the encoding of the procedure will reignite; the possibility of computerizing procedural rules will also allow the rethinking of the advantages and disadvantages of establishing rules on a type of procedure or on the requirements to be observed in order to guarantee legitimacy to the administrative decision. On the other hand, the automation of discretion is certainly not an easy task, given that the operability of the software may require the standardization of the logical structure of reasoning specific decision making. But information technologies develop in ever more sophisticated formulas, thus favoring the achievement of wider spaces of the fields of public administration that suffers from the lack of mechanisms and tools to replace, especially the lack of human resources and lack of time to look methodically about the avalanche of petitions, exhibits, petitions and complaints almost daily raid the offices of public services. The doctrine allows for the necessary overhaul of its administrative activities and organizational support, being generally accepted that the computerized administrative work will not be, in the bulk of the juridical core that makes it legitimate, unlike the conventional activity, whereby the main rules and principles that guide and justify the second must be present at the first, because the Administration's interest in computers also has a genetic imprint on the new needs that plague society. In fact, if one accepts that the Administration itself is what determines the normative content of an utterance, self-bonding and self-limiting its scope, it can then be thought of as possible to introduced in the real world of law specifically legal expert systems, which are capable of reproducing human thought and expression that leave room for the subjectivity of the decision-maker in search of an answer to a legal problem, particularly in those areas of public action where it may already be possible to replace the human intelligence by artificial decision making originally discretionary. Recognizing, though, the fickleness of social life, subject of intervention of the Law, it is known that the cycles of change include still some stability, so there will always be a group of specific situations, even within the scope of discretionary decisions, that present a small range of options and may even be reduced to a zero mark, repeated in similar cases, which, like the acts originally bound, allows the standardization of solutions, also translatable into computer language. A paradigmatic case of this normalizing trend comprises the aforementioned guidelines informal that self-bond the author of the document to the uniform resolution of similar cases, with no problems in the adoption of binding acts, but also a possibility to be considered in discretionary acts, in which a previous screening allows for standardization of solutions, at least in cases similar low-discretion or discretion zero. It will still be a discretionary administrative decision, because it can and should be created and controlled by the competent administrative organs, using the same schemes of reasoning as those used in conventional procedure, and because it will be bound to the same limits and rationale that, in view of the realization of the Democratic State ruled by Law are the guides of administrative action on the track of rationality and justice. The arguments in defense of the guarantees of citizens which are pointed in the non-recommendation of automation can also stand for the opposite view, if we consider that the current administrative practice uses unregulated computerization of many procedures and even decision-making, which further themselves apart from the conventional procedures and the material legality of their material and, more worryingly, no specific legal control. Problems on the attribution of the act to the appropriate law enforcement agent and the accountability for the inaccuracy of the software applications already in operation, are more acute in the absence of a regulation of the practice and it contaminates almost every administrative activity, as well as trying to discipline and moralizing, organizational culture, imposing some matrices, with hardly manageable requirements for corrosive or incorrect habits or vices Administration. It's an opportunity to overhaul the administrative procedure and the discipline of decision-making that, on behalf of social peace and the effective implementation of law and justice, can not but reflect and interact in the current modus operandi, putting an end to those informal performances that overlap the legal anarchy and disorder to the very legality of the democratic rule of law in the wake of the teaching of the remarkable PROFESSOR ALBERTO DOS REIS that "it is better to have a crude solution, than no solution at all."

Full textO Diário da República passou a ser editado por via electrónica, a partir de 1 de Julho de 2006, fazendo fé plena e valendo para todos os efeitos legais. Com esta medida, já anunciada na Resolução do Conselho de Ministros n.º 63/2006, de 18 de Maio, pretendeu-se minorar os impactos ambientais, resultantes da edição em papel, reduzindo o gasto anual de 1400 toneladas de papel, equivalente a cerca de 28 000 eucaliptos abatidos. A partir dessa data, a assinatura do Diário da República em papel foi proibida aos serviços da Administração Pública, que se viram confrontados com um novo suporte para consultarem as leis: o ecrã do computador. O nosso estudo incide sobre a análise das práticas que envolvem a leitura das leis electrónicas e-leges e de como reagem os profissionais do Direito à sua leitura e interpretação no ecrã do computador. O resultado deste nosso estudo evidencia a dificuldade que a leitura e interpretação de uma lei apresenta, dadas as suas constantes alterações, que a transformam num emaranhado de remissões para outras, obrigando a um constante ziguezaguear entre elas e cuja consulta em simultâneo, é impraticável no ecrã do computador. Devido a este impedimento, o recurso à impressão e à leitura no papel continua a ser a única alternativa para o estudo e interpretação das leis, solução que contraria as expectativas enunciadas na resolução do conselho de ministros. Tendo presente que a leitura electrónica conquista, cada vez mais, o seu espaço e que se torna imperativo reformular o Diário da República Electrónico para responder às necessidades da geração dos utilizadores do Direito do século XXI, apresentam-se algumas propostas de aperfeiçoamento dos suportes, formatos e conteúdos, designadamente, a utilização da tecnologia do hipertexto, por forma a que, cada lei, cada artigo, cada número e alínea, sejam apetrechados com links de navegação, que permitam a sua rápida e simultânea visualização, promovendo e facilitando, assim, a sua leitura e interpretação no ecrã.
The Diário da República (The Official Bulletin of the Portuguese Republic) started being published electronically since 1 of July of 2006, making full faith and being valid for all the legal effects. The aim of this measure, already announced in the Resolução do Conselho de Ministros no. 63/2006, 1 of May, was to reduce the environmental impact, resultant of its paper edition, and to decrease the costs of 1400 tonnes of paper yearly, the equivalent to 28 000 cut down eucalyptus. Henceforth, the subscription of the Diário da República in its paper version was forbidden to the Public Administration services, which were confronted with a new support for reading the laws: the screen of the computer. Our study is based on the analyses of the practices that involve the reading of electronic laws e-leges and on the way the professionals users of law react to this new support for reading and interpreting them. The result of our study shows the difficulty presented in the reading and interpretation of a law, whose innumerable amendments and its consequently connections with many others, oblige to a permanent intricate zigzag between them, a characteristic that makes impracticable their simultaneous consultation in the computer screen. Owing to this constraint, the resource to printing and to the reading in paper continues to be the only alternative for the study and the interpretation of the laws, solution that contradicts the expectations announced. Bearing in mind that the electronic reading conquers its space, more and more, it becomes imperative to reformulate the Diário da República in order to meet the requirements of the XXI century law users, some proposals of improvement of its supports, formats and contents are presented, namely, the use of the hypertext technology, in order that each law, each article, each number and paragraph are equipped with links that allow its quickly and simultaneously visual display, promoting and facilitating, thus, its reading and interpretation on the screen.
