Many of African States are focusing on ICTs and developing e-government infrastructures in order to fasten and improve their “formalisation strategy”. This philosophy drives the South African State in its impressive efforts to deploy an efficient and pervasive e-government architecture for its citizens to enjoy accurate public services and for this young democracy to be “useful” to them. By focusing on the South African case, people will be able to understand the role of ICTs as tools to register, formalize and normalise, supporting the final objective of Weberian rationalisation. The author will consider the historical process of this strategy, across different political regimes (from Apartheid to democracy). He will see how it is deployed within a young democracy, aiming at producing a balance between two poles: a formal existence of citizens for them to enjoy a “delivery democracy” in which they are to be transparent; an informal existence of citizens for them to live freely in their private and intimate sphere. In this tension, South Africa, given its history, is paradigmatic and can shed light on many other countries, beyond Africa.

For the past twenty years, South African popular music has been dominated by electronic genres such as house, kwaito, and hip-hop—especially among the Black population living in and around major urban centers. Based on fieldwork in the townships of Soweto, this chapter focuses on a fundamental condition of possibility for any kind of electronic music: electricity. Since 2008, South Africa has experienced massive problems with its electricity infrastructure. These problems resulted in widespread rolling blackouts between 2008 and 2009, and since 2014 the situation has worsened. The chapter asks what becomes of electronic music in a context where access to electricity is radically unreliable, if not completely absent. What do musicians do when the electricity supply stops? What kinds of affect become impossible, and what kinds of affect are generated? How do power outages impact a musician’s relationship to citizenship and to the state? The chapter traces the lines of connection between informal home studios and Eskom (South Africa’s state-owned electricity utility) as way of listening to and for infrastructure—developing a critique regarding the tropes of invisibility and breakdown in infrastructural research along the way. It further illuminates the ways that electronic musicians in South Africa are compelled to engage the very material basis of their activities. With this approach, the meaning of the term “electronic music” is revealed to be much more than a generic or stylistic description. In South Africa, electronic music refers first and foremost to its material constitution as electrical energy.

Notable among them are the Egypt’s e-Signature Law 15, Kenya’s e-Transaction Bill, Nigeria’s Computer Security and Critical Information Infrastructure Protection Bill, and South Africa’s Electronic Communications and Transaction Act. Equally, these legislative measures were commended, criticized, and factors that militate their implementation are discussed. The ultimate realization is that cybercrime can never be abolished; rather, every effort aims at combating and controlling it in some way. The chapter reports on research that was done in information systems at the University of Cape Town on the benefits of Internet utilisation and the barriers to its adoption amongst small businesses in South Africa. It addresses how these small businesses in a developing country perceive the potential benefits of e-commerce and look at their consequent adoption of e-commerce activities in their own organizations. Comparisons are made between studies conducted in first world countries, particularly regarding the role of government initiatives. A secondary aim of this research was to determine the current level of e-commerce adoption by small businesses in South Africa. This was achieved by circulating a questionnaire to test the perception of e-commerce benefits and e-commerce adoption levels amongst small businesses from various sectors in South Africa. If the global usage of the Internet for electronic commerce by small businesses is compared to the South African situation, this research clearly indicates that the available technologies are not adopted to the extent that is necessary for survival in a rapidly changing environment.

This chapter assesses the status of e-government practice in Africa. It identifies the best and least e-government states and developing sub-regions and the challenges. Data on e-government practice in Africa by the United Nations was extracted and used for measuring the e-government status of selected African states and their sub-regions. Eastern and Central African Sub-Regions were respectively the best and the least among the regions, while Morocco, South Africa, Kenya, Cape Verde, and Angola were the best e-government practicing states. The major impediments to e-government development were inadequately skilled ICT personnel and insufficient telecommunication infrastructure. Consequently, e-government development in many African states is likely to suffer terrible setbacks unless radical reformations are taken to address the issue of human resource underdevelopment and inadequate ICT infrastructure. Results of this survey could guide policy makers towards optimal manpower planning for effective ICT development.

Abstract:
This chapter examines the diffusion and adoption of electronic governance systems (e-government) in South Africa. The purpose of the chapter is to determine how the supply side in South Africa has facilitated consumers' adoption of e-government. To achieve this objective, an extensive review of the literature encapsulating e-government, South African public services, information communication technologies (ICTs), and commerce was conducted. Findings revealed interesting results. First among many was that e-government is viewed by the government as a panacea to a plethora of socio-economic problems facing the country. It was further revealed that e-government initiatives at the municipality level are quite instrumental in driving the e-government agenda in South Africa. Of note, municipalities have rolled out various e-government programs. As a result, the country's overall e-government rankings were observed to have significantly improved in the recent past. The chapter concludes by highlighting several opportunities through which e-government could be further strengthened.

Abstract:
Increasingly, the importance of e-government is growing owing to higher quality delivery of government services, improved citizen empowerment through access to e-information, and better interactions between governments and their stakeholders. Despite all this recognition and appreciation of e-government, there is slow uptake and high failure of e-government in developing countries. A huge imbalance still remains between developed and developing countries, specifically in Africa because of numerous impediments. Africa lags far behind all other regions in the world. Some African countries have initiated e-government, such as Ghana, Nigeria, and South Africa, yet others have not taken any initiative or are very slow in realizing its full take off, for instance, Tanzania, Botswana, and Zambia. In light of the above background, the main purpose of this chapter is to determine the challenges and based on the findings make recommendations for adoption of E-Government in Arica. The chapter reviews the theoretical underpinning of E-Government as a tool for modernizing public administration; examines the present state of e-government in Africa; highlights the challenges and barriers African countries encounter in their quest to develop E-Government; reviews the role of public libraries in E-Government, and finally, makes recommendations for E-Government adoption in Africa and other developing countries.

Abstract:
This chapter examines South African consumers' patterns of adoption of electronic governance systems. Three elements related to e-government adoption are examined. Firstly, the development of e-government in South Africa is explored. Secondly, the chapter investigates the barriers constraining the public's utilisation of e-gov. Thirdly, suggestions on how e-government initiatives could be better aligned to the Principles of Batho Pele, or people-centred governance, are proffered. To achieve the first objective, an extensive review of the literature encapsulating e-government, South African public services, information communication technologies and commerce is conducted. To achieve the second objective, a survey of 349 consumers from two South African provinces was conducted to explore barriers associated with e-gov adoption. Findings show that although the Batho Pele Principles are pronounced in public sector organisations' missions, their implementation within e-gov still remains a challenge. A plethora of challenges were observed to retard e-government adoption.
