Given the importance that political science and social sciences give studies of voting behavior, this study sought to fill this academic discussion another important element that makes up this complex set. From the campaign trail to City Christmas in 2012 work has been undertaken analysis of rejection in the first and second rounds of this election. For this analysis we used two sources of data: quantitative research, conducted by Search Consult the first and second rounds of elections, and the use of focus group technique, performed in the second round of elections. Knowing the various factors that may affect the voting decision, but also the dynamism that pervades a political dispute, seek, with this work, contribute to the deepening of the rejection of studies, aiming to bring subsidies presenting information to better explain the behavior studies election. The results showed that there is a less expressive, the chamda strong rejection. We speak of that rejection based on a political, historical and ideological. The reason for the weak presence of strong rejection seems to be little involvement of voters with politics and, consequently, low knowledge about politics and politicians. We observe, however, evidence of rejection volatile. We refer here to a kind of rejection that develops during the election process depending on the preference of the voter and according to the circumstances of the campaign. The data also lead us to conclude that television is as an instrument for the dissemination of ideas that can contribute in shaping the opinion of viewers. The role of political parties in representing the interests of the people have lost their strength in recent years. The data also show that, to the extent that increases the preference of voters in the electoral process, also increases its rejection
Dada a import?ncia que a ci?ncia pol?tica e as ci?ncias sociais d?o aos estudos do comportamento eleitoral, este trabalho acad?mico buscou inserir nesta discuss?o outro elemento importante que comp?e este conjunto complexo. A partir da campanha eleitoral para Prefeitura de Natal em 2012 foi empreendido um trabalho de an?lise da rejei??o no primeiro e segundo turnos desta elei??o. Para a realiza??o dessa an?lise foram utilizadas duas fontes de dados: as pesquisas quantitativas, realizadas pelo Consult Pesquisa no primeiro e segundo turnos das elei??es; e a utiliza??o da t?cnica de grupo focal, realizada no segundo turno das elei??es. Sabendo dos v?rios fatores que podem interferir na decis?o do voto, como tamb?m do dinamismo que permeia uma disputa pol?tica, buscamos, com este trabalho, contribuir com o aprofundamento dos estudos da rejei??o, objetivando trazer subs?dios que apresentem informa??es para melhor explicar os estudos do comportamento eleitoral. Os resultados apontaram que existe, de forma menos expressiva, a chamda rejei??o forte. Falamos daquela rejei??o fundamentada em um sentido pol?tico, hist?rico e ideol?gico. A raz?o para a fraca presen?a da rejei??o forte parece ser o pouco envolvimento dos eleitores com a pol?tica e, consequentemente, o baixo conhecimento sobre os pol?ticos e a pol?tica. Podemos observar, no entanto, a evid?ncia de uma rejei??o fraca. Referimos aqui, a um um tipo de rejei??o que se desenvolve durante o processo eleitoral em fun??o da prefer?ncia do eleitor e de acordo com as circunst?ncias da campanha. Os dados tamb?m nos levam a concluir que a televis?o constitui-se como instrumento de divulga??o de id?ias que possam contribuir na forma??o da opini?o dos telespectadores. O papel dos partidos pol?ticos na representa??o dos interesses populares perderam sua for?a nos ?ltimos anos. O presente trabalho objetiva analisar, em termos de classe, a composi??o social do eleitorado das candidaturas presidenciais do Partido dos Trabalhadores nas elei??es de 2002, 2006 e 2010. Tal objeto de pesquisa ? constru?do a partir de um debate cr?tico preliminar com os estudos eleitorais brasileiros recentes, especialmente da literatura sobre a influ?ncia dos programas sociais sobre o voto e das formula??es de Singer acerca do fen?meno do lulismo. Incorporando avan?os e apontando lacunas de tais esfor?os de pesquisa, ? formulado um roteiro de investiga??o emp?rica composto por tr?s elementos fundamentais - a medi??o das dimens?es da estrutura de classes do capitalismo brasileiro; a observa??o dos interesses materiais relacionados aos postos constituintes de tal estrutura; a elabora??o de medidas de associa??o entre a inser??o em grupamentos classistas e o comportamento eleitoral individual. Com base na abordagem neomarxista de an?lise de classe, especialmente a partir das formula??es de Wright, elabora-se uma adapta??o da tipologia de classes formulada por tal vertente (principalmente da vers?o elaborada por Santos ao caso brasilei ro) aos dados disponibilizados pelos bancos de dados dos Censos Demogr?ficos de 2000 e 2010. Tal construto te?rico revela que, no per?odo considerado para a an?lise, a estrutura de rela??es classistas no Brasil se tornou mais proletarizada e, consequentemente, contou com uma diminui??o das dimens?es dos postos de classe ?destitu?dos?. Em acr?scimo, verificou-se, em rela??o aos interesses objetivos classistas, incrementos difusos de bem-estar econ?mico que permitiram avan?os, no que concerne ?s condi??es materiais do proletariado, sem, todavia, incorrer em perdas ?s posi??es de classe privilegiadas. Tais mudan?as na esfera estrutural incidiram de formas diversas sobre a arena pol?tica. Com base em uma adapta??o ? analise eleitoral do conceito de ?forma??o de classe?, tamb?m formulado por Wright, al?m do recurso a t?cnicas de infer?ncia ecol?gica (especialmente as propostas por King e associados), foi poss?vel elaborar um panorama do voto de classe no per?odo estudado. Como principais resultados, foram identificados tr?s padr?es gerais de comportamento eleitoral individual, relacionados a cada um dos tr?s grupamentos classistas analisados - a contraposi??o ?s candidaturas petistas, por parte dos eleitores em localiza??es de classe privilegiadas; a ades?o, recorrente ao longo de todo o per?odo estudado, dos trabalhadores ?s candidaturas Lula e Dilma Rousseff; uma guinada eleitoral favor?vel ?quelas candidaturas, empreendida pelos eleitores economicamente destitu?dos, a partir da elei??o de 2006.
This work aims to analyze, in terms of class, the social composition of the constituency of the presidential candidates of the Workers Party in 2002, 2006 and 2010 elections. Such research object is constructed from a preliminary critical debate with recent Brazilian electoral studies, especially the literature on the infl uence of social programs on voting and Singer?s formulations about the lulismo phenomenon. Incorporating advances and pointing out gaps in such research efforts, is formulated a roadmap for empirical research constituted of three key elements - the measure ment of the dimensions of class structure in Brazilian capitalism; the observation of material interests related to the constituents locations of such structure; the development of measures of association between the insertion in class groupings and indivi dual voting behavior. Based on the neo - Marxist approach of class analysis, especially as formulated by Wright, it is made an adaptation of the typology formulated by such approach (mainly developed by Santos to the Brazilian case) to the data available fro m databases of censuses of 2000 and 2010. This theoretical construct reveals that during the period considered for the analysis, the structure of class - relations in Brazil became more proletarized and consequently had a decrease of the dimensions of the de stitute class locations. In addition, it was found, in relation to the objective class interests, widespread increments of economic welfare that allowed advances in relation to the material conditions of the proletariat, without, however, incurring losses to the privileged class positions. Such changes in the structural sphere focused in various ways on the political arena. Based on an adaptation to electoral analysis of the concept of "class formation", also formulated by Wright, associated with the use of techniques of ecological inference (especially those proposed by King and associates), it was possible to draw up an overview of class voting in period studied. As main results, three general patterns of individual voting behavior, related to each of the three analyzed class groupings were identified - a contraposition against PT candidates, by voters in privileged class locations; the adhesion, recurring throughout the study period, of workers to Lula and Dilma Rousseff; a favorable electoral shift unde rtaken by economically deprived voters in favor of those candidatures in the 2006 election.

This dissertation deals with the re-election of President Dilma in 2014 in the light of models of economic cycles incorporating federalism as an analytical element to include budgetary and voluntary transfers to municipalities. Through a Tobit model, we seek to establish whether there were changes in transfers to municipalities able to influence the vote of the government candidate. It analyzes also the ?Bolsa Fam?lia? program (PBF), regional differences, the relationship between the Workers' Party (Partido dos Trabalhadores ? PT) and other parties of the ruling coalition and other sociodemographic variables impacted the vote on the candidate. As a result, the current transfers of the federal government positively impact the vote on the candidate while multigovernamentals transfers has an inverse relationship with the vote. Other important results concerning the impact of PBF in the vote of the chairman and indicates that the influence caused by the program is greatly reduced. Similarly, the relationship between the mayors and governors of the main ruling party and the other coalition parties also have no major impact on the vote on the candidate. The variables that were most important in the analysis of the candidate's vote was the vote in the 2010 election, indicating the continuation of an electoral base of the PT and the HDI showed a negative relationship with the vote on the candidate.
A presente disserta??o trata da reelei??o da Presidente Dilma no ano de 2014 ? luz dos modelos de ciclos pol?tico-econ?mico incorporando o federalismo como elemento de an?lise ao incluir as transfer?ncias or?ament?rias e volunt?rias aos munic?pios. Por meio de um modelo Tobit, procura-se estabelecer se houveram altera??es nas transfer?ncias aos munic?pios capazes de influenciar a vota??o da candidata governista. Analisa-se tamb?m se o Programa Bolsa Fam?lia, as diferen?as regionais, a rela??o entre o Partido dos Trabalhadores e os demais partidos da coliga??o governista e outras vari?veis s?cio demogr?ficas impactaram na vota??o da candidata. Obteve-se como resultado que as transfer?ncias correntes da Uni?o impactam positivamente na vota??o da candidata enquanto que as transfer?ncias multigovernamentais tem rela??o inversa com a vota??o. Outros resultados importantes dizem respeito ao impacto do PBF na vota??o da presidente e indica que a influ?ncia causada pelo programa ? bastante reduzida. Da mesma forma, a rela??o entre o prefeitos e governadores do principal partido governista e os demais partidos da coliga??o tamb?m n?o tem grande impacto na vota??o da candidata. As vari?veis que se mostraram mais importantes na an?lise da vota??o da candidata foram a vota??o na elei??o de 2010, indicando a perman?ncia de uma base eleitoral do PT e o IDH-M apresentando rela??o negativa com a vota??o da candidata.

Full textThis study discusses the use of communication strategies in the dispute for political hegemony in the contemporary society. In order to do so, one starts from the concept of politics in its broad sense, involving, besides parties and parliaments, the groups and organized social movements. The comprehension that the political activity, nowadays, involves the media, made part of this study be focused on the investigation of problems in this relationship. We analyzed, especially, the communication actions promoted by the Grupo Cr?tica Radical, in which participate, among others, Maria Luiza Fontenelle, former mayor of Fortaleza, and Rosa da Fonseca, former concillor. They left their old parties after a process of self-criticism concerning their incumbencies, partly influenced by the books of Robert Kurz about the collapse of capitalism . After this historical contextualization, one starts the analysis of the campaign Greve do Voto promoted by the Group during the municipal elections of 2004. The production of campaign material, the street drama, the small shows and the fact that the press covered the campaign are discussed starting from the theoretical formulations presented on this research, understanding, this way, the challenge of these groups to build an action against the hegemony allied to the universe of the mass media
O presente trabalho discute o uso de estrat?gias de comunica??o na disputa por hegemonia pol?tica na sociedade contempor?nea. Para tanto, parte-se da conceitua??o de pol?tica no seu sentido amplo, contemplando, al?m dos partidos e parlamentos, os grupos e movimentos sociais organizados. O entendimento de que hoje a atividade pol?tica passa pelo espa?o midi?tico fez com que parte deste estudo se dedicasse ?s investiga??es das problem?ticas existentes nessa rela??o. Analisamos, em especial, as a??es de comunica??o promovidas pelo Grupo Cr?tica Radical, do qual participam, entre outras pessoas, Maria Luiza Fontenelle, exprefeita de Fortaleza, e Rosa da Fons?ca, ex-vereadora de Fortaleza. A sa?da dos partidos e sindicatos em que militavam deu-se a partir de um processo de autocr?tica em rela??o ao exerc?cio de mandato representativos, influenciada, em parte, pela leitura das obras de Robert Kurz a respeito do colapso do capitalismo . Resumo: Pesquisas sobre filmes comestíveis à base de polímeros surgiram nos últimos tempos devido ao impacto ambiental aliado a necessidade de reduzir os resíduos sólidos. Estudo com proteínas animais, como gelatina, demonstraram a capacidade de formar filmes, além de possuir grande produção e baixo custo no Brasil. O objetivo deste trabalho foi desenvolver e caracterizar filmes simples e compostos feitos de gelatina, triacetina, ácidos graxos (esteárico, palmítico e láurico) e breu branco. Filmes de gelatina simples e compostos foram produzidos e caracterizados quanto às propriedades de barreira ao vapor de água, oxigênio, solubilidade, propriedades mecânicas (resistência à tração e elongação), opacidade e isotermas de sorção (25°C). Posteriormente foram realizadas análises microestruturais, através da microscopia eletrônica de varredura e microscopia confocal a laser de varredura, temperatura de transição vítrea (Tg) obtida por análise térmica mecânica dinâmica (DMTA) e temperatura de fusão por calorimetria diferencial de varredura (DSC). A adição de substâncias hidrofóbicas (ácidos graxos e breu branco) produziu filmes menos permeáveis ao vapor de água e menor resistência a tração comparando ao filme simples Os filmes compostos causaram aumento da elongação, da opacidade, e da permeabilidade ao oxigênio. Os resultados da microscopia eletrônica de varredura e microscopia confocal a laser, indicaram boa distribuição das substâncias hidrofóbicas e alterações na morfologia da matriz polimérica. O aparecimento de duas a três transições e temperaturas de fusão sugere heterogeneidade dos biofilmes compostos
Abstract: Recently, many researches have been developed on biodegrable and edible films based on biopolymers due to environmental considerations allied to the necessity of reduction residues. Studies involving animal proteins, such gelatin demonstrated the capacity to form films, besides large production with low cost in Brazil. So that, the objective of this work was the development and characterization of the sim pie and composite films produced from gelatin, triacetin, fatty acids (stearic, palmitic, blend of both and blend more lauric acid) and elemi resin. Simple and composite gelatin films were produced and characterized with respect to the water vapor (Wvp) and oxygen permeabilities, solubility, mechanical properties (tensile strenght and elongation), opacity and sorption isotherm determination (25°C). Morphological analysis were effected, by scanning electronic microscopy (SEM) and confocallaser scanning microscopy (CLSM), glass transition temperature (Tg) obtained by dynamic mechanical analysis (DMT A), and temperature of melting by differential scanning calorimeter (DSC) The addition of hidrofobic substances (fatty acid and elemi resin) decreased the WVP and mechanical resistance comparing to the simple film. The composite film increased on elongation, opacity and oxygen permeability. The results SEM and confocal laser scanning microscopy (CLSM) indicated good distribution of hidrofobic substances and alterations in the morphology of the polimeric matrix. The appearance of two Tg's and temperature of melting suggests the heterogeneity of composites biofilms

Full textFrom the importance that the political science and the social sciences began to give the electoral programs on TV, were examined in that work academic the effects of research in electoral marketing strategies in Gratuitous Timetable of the Electoral Publicity of the marketing year the candidate Micarla de Sousa (PV) in 2008 for the prefecture of Natal. To analyze the marketing strategies of electoral candidate Micarla de Sousa were used three sources of data: the HGPE on the first part, The interview with the coordinator's marketing campaign of Micarla de Sousa, Jos? Ivan and the quantitative research carried out by the Office IBOPE before and during the period of HGPE. In the analysis of electoral programs, was used the qualitative and quantitative approach, taking as objective to verify whether there was some change in marketing strategy in the candidate Micarla HGPE. So the electoral programs that candidate were transcribed and analyzed and then faced with the results of researches electoral IBOPE carried out in the same period. The interview with the coordinator's marketing campaign the candidate Micarla de Sousa brought relevant information on the construction of public image at the time pre-electoral and electoral. In search of IBOPE, socioeconomic variables were regarded assex, age, education and income. With the collection of this data, there was an intersection of information about the voting intentions of Micarla candidate for mayor of Natal and it was checked how his candidacy has increased or decreased within the surveyed segments and how these oscillations marketing strategies directed at the candidate's HGPE for any specific audience. Also, do not forget that the electoral process is influenced by various factors, because this process is dynamic
A partir da relev?ncia que a ci?ncia pol?tica e as ci?ncias sociais come?aram a dar aos programas eleitorais na TV, foram examinados nesse trabalho acad?mico os efeitos das pesquisas eleitorais nas estrat?gias de marketing no Hor?rio Gratuito de Propaganda Eleitoral da campanha da candidata Micarla de Sousa (PV) em 2008 para a prefeitura de Natal. Para analisar as estrat?gias de marketing eleitoral da candidata Micarla de Sousa foram utilizadas tr?s fontes de dados: o HGPE referente ao primeiro turno, a entrevista com o coordenador de marketing da campanha de Micarla de Sousa, Jos? Ivan e as pesquisas quantitativas realizadas pelo Instituto IBOPE antes e durante o per?odo do HGPE. Na an?lise dos programas eleitorais foi utilizada a abordagem qualitativa e quantitativa, tendo como objetivo verificar se houve alguma mudan?a na estrat?gia de marketing da candidata Micarla no HGPE. Assim os programas eleitorais dessa candidata foram transcritos e analisados e depois confrontados com os resultados das pesquisas eleitorais do IBOPE realizadas no mesmo per?odo. A entrevista com o coordenador de marketing da campanha da candidata Micarla de Sousa trouxe informa??es relevantes sobre a constru??o da imagem p?blica no momento pr?-eleitoral e eleitoral. Na pesquisa do IBOPE foram consideradas as vari?veis socioecon?micas como: sexo; idade; escolaridade e renda. Full textThis dissertation deals with a subject that in recent years has aroused interest in the Brazilian Political Science: the selection of candidates by political parties. Here focuses on the dynamics of party formal and informal active in the composition s process of the Chamber Deputies nominatas (CD), in the state of Rio Grande do Sul, currently the fifth largest electoral college of the elections in Brazil, in the 2012 elections. The search strategy consisted basically in the examination of three aspects intra-party: 1) The individual attributes of the candidates; 2) "criteria" and "values" mobilized by party leaders in the process of making lists; 3) The format of the election campaign on television, the HGPE for the Federal. For this we used a semi-structured interviews with leaders of four legends (PMDB, PT, DEM and PP), content analysis of Time Free Electioneering TV to Congressman and finally assembly by querying the database of Federal Court, profile of candidates from 11 parties with representation on the bench ―gaucho the federal legislature during the legislative from 2007 to 2011, namely: PSOL, PC do B, PT, PDT, PSB, PMDB, PPS, PSDB, PTB, DEM, PP. The central argument of this paper is that, despite criticism in the literature, open list electoral system is not alone the explanatory factor for inconsistency and some of the low institutionalization and party organizations studied, instead the "effects" mediated by internal characteristics and trajectories of these organizations.
A presente disserta??o trata de um tema que, nos ?ltimos anos, tem despertado interesse na Ci?ncia Pol?tica brasileira: a sele??o de candidatos pelos partidos pol?ticos. Enfoca-se, aqui, as din?micas partid?rias formais e informais atuantes no processo de composi??o das nominatas ? C?mara dos Deputados (CD), no Estado do Rio Grande do Sul, atualmente quinto maior col?gio eleitoral do Brasil, nas elei??es de 2010. A estrat?gia de pesquisa consistiu, basicamente, no exame de tr?s aspectos intrapartid?rios: 1?) Os atributos individuais dos candidatos; 2?) Os "crit?rios" e "valores" mobilizados pelas dire??es partid?rias no processo de confec??o das listas; 3?) O formato da campanha eleitoral na televis?o, o HGPE para Deputado Federal. In Brazil, the selection of school principals is set in a decentralized manner by each state and city, such that processes may vary with time for a specific locality. In the state of Bahia, school principals were appointed by a higher political hierarchy until 2008, when schools under state administration started selecting principals by elections. The main goal of this work is to evaluate whether changing this specific rule affected students proficiency levels. This is achieved by using a panel data and difference-in-differences approachs that compares state schools (treatment group) to city schools (control group) that did not face a selection rule change and thus kept having their principals politically appointed. The databases used are Prova Brasil 2007, 2009 and 2011, the first one prior and the other two former to the policy change. Our results suggest that students attending schools with principals that are selected and elected have slightly lower mean proficiency levels both in mathematics and in portuguese exams than those attending schools with appointed principals. This result, according to the literature, could be related to perverse effects of selecting school administrators by vote, such as corporatism, clientelism and politicization of the school environment

No estado da Bahia, os diretores das escolas estaduais eram indicados politicamente at? 2008, quando a escolha passou a ser por elei??es. O objetivo deste artigo ? analisar os efeitos de tal mudan?a no rendimento escolar dos alunos. Para tanto, s?o usados os m?todos de dados em painel e de diferen?a em diferen?as que compara as escolas estaduais (grupo de tratamento) ?s escolas municipais (grupo de controle) que n?o foram afetadas pela mudan?a na pol?tica e, portanto, continuaram selecionando os diretores por indica??o. S?o utilizadas as bases de dados da Prova Brasil de 2007, 2009 e de 2011, a primeira anterior e as outras duas posteriores ? pol?tica de sele??o adotada pelas escolas estaduais. Os resultados mostram que, tanto para a profici?ncia em L?ngua portuguesa quanto em Matem?tica, o desempenho m?dio dos alunos das escolas em que os diretores s?o selecionados e posteriormente eleitos ? um pouco menor do que o desempenho m?dio de alunos que frequentam escolas em que os diretores s?o apenas indicados. Full textThis dissertation addresses the geography of the vote and the voting patterns of candidates for federal deputy from Rio Grande do Sul and Pernambuco in the elections in 2006 and 2010. We analyzed different methods of choice of voters, seeking to assess the existence of institutional incentives of the Brazilian electoral system of voting concentrated in certain regions of these states. We examined the votes obtained by candidates in those elections, checking the levels of concentration and dispersion of the votes and the election influence of the deputies who ran for reelection on the municipalities which they attributed to larger votes. Investigating the patterns found, they were related to different coalitions, political parties and also with the electoral success of candidates. The results showed a higher index of politicians with their base concentrated in certain regions in the state of Pernambuco and a balance between concentration and dispersion of votes for candidates in Rio Grande do Sul. In both federal units it was also verified degrees of dominance of deputies over their bases in approximately 40% of cases. Finally, it was found that, for these two states, there was no incentive to the representative concentration of a number of geographic areas over others. It was identified a representation proportional to population of the state regions, with minor variations, generating higher rates in the capital. Thus, this work is justified by the importance of the topic, lack of recent empirical work addressing comparatively two states as distinct features, and contribution to the discussion of some theoretical issues of Political Science.
Esta disserta??o aborda a Geografia do Voto e os padr?es de vota??o dos candidatos a deputado federal pelo Rio Grande do Sul e por Pernambuco nas Elei??es de 2006 e 2010. Foram analisados diferentes m?todos de escolha do eleitor, buscando aferir a exist?ncia de incentivos institucionais do sistema eleitoral brasileiro para vota??es concentradas em determinadas regi?es desses Estados. Examinaram-se os votos obtidos pelos candidatos nos referidos pleitos, verificando, os ?ndices de concentra??o e dispers?o dos sufr?gios e o grau de influ?ncia eleitoral dos deputados que concorreram ? reelei??o sobre os munic?pios que lhes atribu?ram ?s maiores vota??es. Investigando os padr?es encontrados, os mesmos foram relacionados com as diferentes coliga??es, partidos pol?ticos e, tamb?m, com o sucesso eleitoral dos candidatos. Os resultados obtidos demonstraram um maior ?ndice de pol?ticos com base concentrada em determinadas regi?es no Estado Pernambucano e um equil?brio entre concentra??o e dispers?o dos votos para os candidatos ga?chos. Em ambas as unidades federativas, ainda, puderam ser verificadas graus de domin?ncia dos deputados sobre suas bases eleitorais em, aproximadamente, 40% dos casos. Ao final, verificou-se que, para esses dois Estados, n?o houve um incentivo para a concentra??o representativa de algumas ?reas geogr?ficas em detrimento de outras. Foi identificada uma representatividade proporcional ? popula??o das regi?es estaduais, com pequenas varia??es, gerando ?ndices superiores nas capitais. Desta forma, esta disserta??o se justifica pela relev?ncia do tema, aus?ncia de trabalhos emp?ricos recentes abordando comparativamente dois Estados de caracter?sticas t?o distintas, e pela contribui??o com o debate de algumas quest?es te?ricas da Ci?ncia Pol?tica.
