The development of western elitism theory has experienced three stages: moral elitism theory, meritocracy theory and meritocracy theory. The four echoes of meritocracy, lottery democracy, governance theory and national capacity theory in China respectively respond to the basic question of elite theory as the form of elite characteristics, selection methods, governance models and ruling resources. Where do the elites come from? How do elites govern? On what does the elite run the country?” It can be divided typologically according to two dimensions: the attitude towards elitism and the dimensio

AbstractClassical elite theory stressed tensions between elites and democracy, whereas modern studies of elites take democracy as a point of departure – to a large extent under the heading of democratic elitism. This article discusses two strands of elite studies in a democracy perspective, one stressing elite conflict, the other focusing on elite consensus. As points of departure for empirical analysis both strands are valuable, but when linked to democratic theory they are insufficient. It is claimed that elite accommodation is facilitated to the extent that the elites are integrated. The analyses presented in the article demonstrate that in general there is a relatively high level of institutional trust among national elite groups in Norway. There is, however, s

Since democratic transition and elite transformation seemed to be parallel processes, it was understandable that sociologists and political scientists of the region started to use elite theory.
