Full textThis work deals with low speed automated vehicles. The peri-urban traffic congestion daily represents a real problem for the drivers because the travel time is strongly increased in spite of often short covered distances. Low speed automation then allows to homogenize the traffic while guaranteeing a shorter travel time and also contributes to the reduction of the driver's task. Safety and comfort are thus two main criteria. Congestion analysis is carried out in terms of inter-distance and speed of the vehicle. Measurements on the Parisian motorways were collected and inform about the way the driver manages the inter-vehicular distance and time according to the speed. A parametric model of the inter-distance is developed, the parameters being estimated by a Kalman filtering procedure. The interest is then to generate realistic desired inputs for vehicle control. From vehicle model (models for analysis and synthesis of control laws for a multi-field approach : automatic and transport), robust non-linear control laws are synthesized (1 and 2-order sliding mode control, optimal control) and are adapted to the road vehicle. Simulations permit to determinate the results obtained with such systems, for an autonomous or co-operative control, for individual control or platooning. The use of a technique of gain scheduling associated with a loop-shaping procedure based Hinfini method allows lateral control of vehicle at different speeds, in lane change or lane keeping aneuvers. Finally, an equipped vehicle for a shared control between driver and automat permits to test several scénarii of longitudinal control at low speed. They were validated in real time during the IEEE Intelligent Vehicle IV2002 congress (low speed car-following, stop and go, stop on obstacles. . . )

Full textPollution generated by urban traffic is a serious problem of our cities. Started from the general link between economy and environment, we are more particularly interested by externalities and by the various methods to evaluate these externalities. Then, we particularize the comment in the concrete case of the nuisances of the urban road transport by focusing on emissions of pollution gases. We present then the methods of economic evaluations of these externalities of the transport. We show then, by an experience in the city of Tunis, how the models for the static traffic assignement can be used to calculate these gases emissions. These models also allow to calculate the congestion of the network. The idea is widened to establish the complex link between congestion on the one hand, and environment and living environment on the other hand. Finally, we end the comment by giving some perspectives on the alternatives in fossil fuels for the propulsion of the engines of the cars by indicating, for every solution, its consequences on the environment, mainly in emission of atmospheric pollutants

Full textAdaptive traffic signal control is a decision making optimization problem. People address this crucial problem constantly in order to solve the traffic congestion at urban intersections. It is very popular to use intelligent algorithms to improve control performances, such as traffic delay. In the thesis, we try to study this problem comprehensively with a microscopic and dynamic model in discrete-time, and investigate the related algorithms both for isolated intersection and distributed network control. At first, we focus on dynamic modeling for adaptive traffic signal control and network loading problems. The proposed adaptive phase sequence (APS) mode is highlighted as one of the signal phase control mechanisms. As for the modeling of signal control at intersections, problems are fundamentally formulated by Markov decision process (MDP), especially the concept of tunable system state is proposed for the traffic network coordination. Moreover, a new vehicle-following model supports for the network loading environment.Based on the model, signal control methods in the thesis are studied by optimal and near-optimal algorithms in turn. Two exact DP algorithms are investigated and results show some limitations of DP solution when large state space appears in complex cases. Because of the computational burden and unknown model information in dynamic programming (DP), it is suggested to use an approximate dynamic programming (ADP). Finally, the online near-optimal algorithm using ADP with RLS-TD(λ) is confirmed. In simulation experiments, especially with the integration of APS, the proposed algorithm indicates a great advantage in performance measures and computation efficiency

Full textThe Commonwealth Caribbean is a major field of observation of the presence and impact of the multidimensional phenomenom of narcotics. We find in this region in an exceptionally cumulative manner the four dynamics of approach of this phenomenom: a century old and general production (cannabis); traffic on a large scale (cocaine) within what is called the "Transit Zone", between great producing and consuming coutries; drug consumption, with ancient customary usage models, and heterogeneous sub-cultural abuse patterns (from tobacco and pre-Colombian substances to a whole variety of modern drugs, starting with cocaine / crack, and to modern poly-usage); lastly, money-laundering, propelled by the fact that these States and territories belong to the huge financial Anglo-Saxon market, directly connected to one of the major tendencies of globalisation: the integration of illicit activities within the legal framework. The inter-action of this four dynamics, within a space otherwise defined by all sorts of contraints, "over-dependence", the accumulation of hystory and an extreme heterogeneity, has no equivalent in the world. It determines the global approach named here "geonarcotics". "Geonarcotics" hence reveals a unique space wich exacerbates the contradictions inherent to the neo-liberal system from witch these "Westminster Democracies" themselves emanate. The thesis, through the analysis of both the specificities and the globality of this area, highlights the situation of civil societies and political regimes under siege from narco-criminality

Full textThe circulation of legal norms is a phenomenon studied by an international research current named policy transfer studies which has however little interest in criminal norms. Nevertheless, during the last several decades, the globalization processes have made the circulation of these norms faster, more intense and more complex. Based on three case studies, our work shows how the circulation of criminal norms is widely influenced by European harmonization processes, by the diffusion of the neoliberal ideology that accompanied a punitive turn in the criminal policies of most European countries and by the emergence of transnational crimes that require similar solutions. We will characterize the limits of these convergences and analyze them in several theoretical frameworks borrowed from the sociology of deviance in order to understand their implications for those who want to grasp the legislative process on the national level

Full textLa présente recherche vise à formaliser l'usage de cette nouvelle information géographique par l'analyse spatiale, afin de l'intégrer pleinement dans les processus de décision en aménagement du territoire. Elle a pour cadre une collaboration de recherche entre la Centre Scientifique et Technique du Bâtiment (CSTB) et le laboratoire SEIGAD de l'UJF.
Un travail méthodologique a permis d'évaluer les données nécessaires au calcul de propagation du bruit, les modes d'acquisition de ces données, les échelles spatiale et temporelle de traitement ainsi que la définition de la vulnérabilité du territoire au bruit.
Sur la base de cet environnement conceptuel, l'objectif est de produire un outil de gestion et d'évaluation des
impacts du bruit dans le territoire. Pour cela une interface entre un outil de modélisation du bruit en espace extérieur nommé Mithra et un système d'information géographique est réalisée.
Pour valider cette approche de traitement des impacts du bruit, deux maquettes de test sont proposées. La première concerne l'aménagement d'une ligne de tramway dans un quartier urbain dense. La seconde traite du problème des impacts du bruit dans une zone périurbaine. Pour chacune d'elles, l'information géographique relative aux niveaux d'exposition sonore est confrontée à différentes approches de la vulnérabilité du territoire au bruit.

Full textWhilst it is common knowledge that fuel combustion in a motorised vehicle generates gaseous and particulate pollution, particles emission caused by a travelling vehicle is accounted for to a much lesser extent. Whether a vehicle is moving on motorways, roads, unpaved roads or industrial soils, it projects particles that are naturally present on the ground. This case represents a significant diffuse emission source, depending principally on the speed of the vehicle, on the load and on the humidity of the road surface material. Studying the aerodynamic behaviour of air in the vicinity of wheels under real conditions is not easy from an experimental point of view and numerical models are difficult to validate. Insufficient knowledge of this issue and the complexity of this type of aerodynamic behaviour support the preferred option of studying a simple case, such as an isolated wheel The goal of this work is to provide background information on the aerosol spreading in the field close to a vehicle rotating wheel. From a state of the art on this issue, this study was to assess the airflow and particles experimental behaviour around a wheel integrating the presence of patterns on the surface of the tire. While not claim a comparative study between different pattern geometries, this work is to highlight the differences between flow around a smooth wheel and patterned wheel. This research is based on the experimentation extended to the simulation. It will be the bases for a reflection on the possibilities of devices development to reduce dust emissions caused by the movement of industrial vehicles
