Full textThis doctorate concerns the maintenance of law and order in the French Overseas departments from the early Fifth Republic until the mid-years 1970. The discovery of new departmental archives revives the history of this burning matter. The study of the political and economic context allows the approach the fragility of a society divided between its colonialism past and its entrance into the departmentalisation. The public opinion is not satisfied with the development programs (considerate as inadequate) proposed by the State, hence many riots in the cities areas. We have studied four true examples of riots which took place in each department, which has allowed us to analyse the methods used by the demonstrators and the authorities’ response. The prefects have called for help the police and security forces so as to restore order. This thesis has also looked into the part played by the intelligence services deeply involved in the prevention of conflicts. Therefore these components have developed their structure and have adapted for two decades according to some national and local safety priorities

Full textAfter the long years of the Louis XIV’s wars, the return of peace in Europe and on the seas represented the beginning of a new era in the history of Normandy. Within a few years, ports were back on the road to growth thanks to thedevelopment of the colonies and the resumption of commercial activities. The massive arrival of colonial products and in particular of the "cotton king", brought about many changes in urban centres and countryside where spinning was booming. The development of the Atlantic economy and its importance for the Norman economy was, however,not without consequences. Even if it brought a certain ease and enabled many rural inhabitants to ensure their daily subsistence, it sealed at the same time the fate of a part of the population to the commercial activities and the vicissitudes of the textile industry, which was rapidly expanding. This dissertation relies on a quantitative and spatial analysis, with a focus on crises and subsistence riots, to study the consequences of the integration of Normandy in the Atlantic economy. Beyond a re-examination of the crisis that erupted between the Peace of Utrecht and the American War of Independence, this research focuses on two emblematic periods marked by major transformations. The signature in 1786 of the so-called Eden-Rayneval trade treaty between France and England, which put an end to the mercantilist policy in force since 1713, marked the beginning of the first period. The second is that of the crisis caused by the French Revolution, the revolt of the slaves in Saint-Domingue in 1791, and the return of the war on the seas in 1793

Full textThe control of collective violence in the urban environment (from convicium and brawling to seditio) was chiefly the responsibility of the municipal administrators. The importance of vicinitas as well as of the urban prefecture can clearly be seen from the case of Rome. In the last resort, though, it was the Emperor who was the guarantor of public order. He intervened either directly or by giving orders to imperial officials. Collective movements may be motivated by a whole range of factors : material concerns may be paramount, but also important in the desire for justice and good administration. Tensions between different belief communities put Christians right at the heart of public order problems from the 2nd century onwards. In the 4th century, struggles for control of the urban space and providing the people with a legal and moral structure made the bishop a key figure in the management of public order

Full textBorn in 1897, the young Gaston Monnerville, reared on humanist and republican virtues at a state school, left his native French Guiana at the age of 12 (twelve) to continue his schooling in metropolitan France. He would finish his studies with both a b. A and a law degree followed by a doctorate in law. Probably marked by the injustices suffered by his father, who was arbitrarily removed from administrative office, Gaston Monnerville chose a career as a lawyer and enrolled at Toulouse, then at Paris, in the chambers of Cesar Campinchi, a highly -reputed barrister. In 1931 in Nantes, at the trial of the accused Cayennese arrested after the riots following Jean Galmot's death (1928), his plea in their defence, alongside that of Henri Torres, is judged a determining factor in their acquittal. With overwhelming support from the Guianese, he is returned to parliament in 1932, upsetting the political stage long fossilized by conflicts of interest driven by family clans whose strings were pulled by the governor. He works towards the economic development of the colony : the agro-industries (rum, bananas, sugar), the infrastructure (port, roads. . . ) And towards raising French Guiana's image (doing away with penal servitude in the colony, obtaining the vote for "departementalisation" and funds for investments). In the same way, Gaston Monnerville enters government (1937-1938), and there, as in parliament, his insight and profound knowledge of overseas issues come to the fore. Having enlisted voluntarily in the navy, Monnerville actively resisted the Vichy regime, whose racist laws clashed head-on with his republican convictions. Far from French Guiana, he is unaware of the profound changes which affected the society and the economy after 1945, and while he wins the 1945 general election and that of june 1946, he loses that of november 1946 in which he runs against Rene Jadfard. Elected "senator" of French Guiana (15 november 1946), he doesn't stand again in 1948 and instead chooses to be a candidate in the "Lot" department in France
