Abstract:
The increasing global employee mortality rate has called for concern among organisations stakeholders, particularly the trade unions. This is because of high employee’s mortality rate caused by work-related accidents with resultant effect on death, injury and sometimes permanent occupational diseases. These developments have led to the creation of a compensation packages known as ‘Employment Injury Benefits’ for those employees’ that suffer fatal accident, but the administration and implementation of this schemes were erroneously carried out in some countries especially developing economies such as Nigeria. This paper examines administration and implementation of the Employment Injury Benefits (EIB) in Nigeria. It also seeks to find out objectives of the EIB viz-a-viz its main scope as a compensation mechanism for employees with injuries, diseases and even death. Descriptive research method is employed to review Employees’ Compensation Act of 2010 and its relationship with ILO Convention 121 of 1964. This approach helps to achieve employee protection, promote sustainable employee security, wellbeing and development. The paper concludes by discussing the procedure for laying claims and the challenges facing the EIB as well as suggesting solutions in order to achieve sustainable society in Nigeria context.

Abstract:
Since the late nineteenth century, American employers have relied on a program of welfare capitalism to deflect incursions into the workplace from the regulatory state or organized workers. Welfare capitalism encompasses social welfare benefits and health, safety, or leisure programs offered through the workplace—programs established and directed by the employer. In periods of labor upheaval and political social reform, American firms have relied on workplace social welfare as a private, managerial response to political pressure from the state and workers—particularly when workers sought to use the state to improve working conditions and guarantee economic security. Where or when employers no longer faced these threats, managers reasserted their control over the terms of work, compensation, and security. Out of this conflict emerged a public-private welfare regime, heavily tilted toward private sources and based on the exclusion of those who most needed economic assistance. Any narrative of the American welfare state, therefore, belongs within the century-long story of welfare capitalism.

This article focuses on the unexpected relationship between high pay and low job satisfaction in one public sector agency. The results of an Employee Opinion Survey of agency employees are examined in light of the agency's position as a community pay leader. The author concludes that high pay will not alleviate problems of low employee job satisfaction. The use of career anchors is suggested as a means to increase employee job satisfaction and to maintain acceptable turnover levels even in the absence of high pay.

This case is appropriate for an introductory financial analysis course, intermediate case study in financial analysis, or any course that is preparing students to take the CFA exam. Because of the policy analysis that is included, it could also be used in a public finance class or an intermediate microeconomics course. It provides a basis for developing an understanding of how Social Security benefits are calculated. The specific focus of the case is on the Windfall Elimination Provision and the calculations which must be made to re-estimate benefits for those who are affected by this provision. The student plays the role of financial advisor. When advising a client about the stream of income which can be anticipated in retirement, it is vitally important to realize that, if the client has worked both as a government employee and in the private sector, the benefits the client will receive from Social Security may be less than what is indicated in the annual Social Security Statement. The policy implications section of the case also points out some of the surprising affects resulting from the structure of the Windfall Elimination Provision. The questions at the end of the case test the students understanding of the complexities of the system. Depending on the instructors guidance, students can familiarize themselves with the on-line calculators developed by the Social Security Administration.

Abstract:
The topic of this study is to determine the substance of the right to social security in case of incapacity to work due to sickness in the light of Article 67 (1) of the Polish Constitution, and to establish the scope and form of social security on this account. The author presents and justifies the concept of social protection in the event of incapacity to work due to sickness based on the assumption that, although it is granted in connection with professional activity, it does not always have to be associated with loss of earnings. On the other hand, as for the scope of social security, it was assumed that it can cover (in the subjective aspect) not only persons subject to general social insurance and farmers’ social insurance, but also uniformed services as well as judges and prosecutors, while (in the objective aspect) also benefits from the employment (service) relationship, i.e. employee sick pay and emoluments (remuneration) for the time of incapacity to work due to sickness to which professional soldiers, police officers, judges or prosecutors are entitled. The latter is related to the formulation of the thesis that the exercise of the right to social security in case of incapacity to work due to sickness does not take place exclusively in the form of insurance disbursement, since – due to the open content of the norm included in Article 67 (1) of the Polish Constitution – it is also permissible to use other methods of legal protection, including the financing of benefits in this area from the own funds of the employing entities. The discussion is preceded by remarks on the concept of the right to social security, particularly with regard to the legal nature of Article 67 of the Polish Constitution and the essence of this right.

He also announced other plans, including: cuts in housing benefit for single people under 25 renting privately; a freeze in one parent benefit and lone parent premium; and an increase in the childcare disregard for family credit (24:1/93, 1.3). There will be changes to national insurance contributions for the self-employed. The Labour Party was reported to be reviewing its policies on social security.

In 1952, under the administration of Plaek Phibunsongkhram, the Social Security concept was introduced in Thailand. This led to thefirst enactment of Social Security Act B.E. 2533 (1990) and Social Security Act (No.3), B.E.2542 (1999). As the Thai society at present,is becoming increasingly interacting with the senior community, but hardly any focus has been placed on assisting and understanding their needs. The elderly has Social Security as a guarantee that they won't be abandoned when they get old. Therefore, social security is a measure that is crucial and essential for employees who apply for old age insurance. Furthermore, the Social Security Office has prescribed the old age compensation benefit as part of a program to improve quality of life or as a guarantee of employment security while retiring in order to produce long-term benefits for the insurer. This article concerned and discussed on the needs of the insurer who applied old age social security benefit: ensuring rights, dignity as well as income security in later life by using the Hierarchy of Need theory of Abraham Maslow and Alderfer's ERG Theory of Clayton Alderfer.

Despite concern about the viability of public retirement programs and potential undersaving for retirement, we still know little about the impact of government provided information on individual behavior. We exploit plausibly exogenous variation in exposure to the world's largest personalized retirement benefits statement from the US Social Security Administration to evaluate the effects of information and encouragement on individual retirement savings decisions. Using three natural experiments between 2011 and 2014 and administrative data, we find no impact of the statements on individual retirement savings in their employer provided retirement accounts.

AbstractOver five million state and local government employees have lifetime earnings that are divided between employment that is covered by the Social Security system and employment that is not covered. As Social Security benefits are a nonlinear function of covered lifetime earnings, the simple application of the standard benefit formula to covered earnings only would provide a higher replacement rate on those earnings than is appropriate given the individuals' total (covered plus uncovered) lifetime earnings. The Windfall Elimination Provision (WEP), established in 1983, is intended to correct this situation by applying a modified benefit formula to earnings of individuals with non-covered employment. This paper analyzes the distributional implications of the WEP and finds that it reduces benefits disproportionately for individuals with lower lifetime covered earnings. It discusses an alternative method of calculating the WEP that comes closer to preserving the intended redistribution of the system. In recognition of historical data limitations that prevent the Social Security Administration (SSA) from being able to implement this alternative method at present, the paper also analyzes two alternative ways of calculating the WEP that use the same information as the current WEP, are budget neutral, and come closer to maintaining the individual-level, cross-sectional progressivity of Social Security than does the existing WEP formula.

Studies suggest that more than half of working-age Americans with multiple sclerosis (MS) are unemployed because of their health. Many turn to public disability insurance for income support, applying through the Social Security Administration for either Social Security Disability Insurance (SSDI), which provides benefits to formerly employed people, or Supplemental Security Income (SSI), which supports impoverished individuals. Anecdotal reports suggest that many patients with MS face considerable problems when applying for federal disability benefits. To gather more systematic information about these experiences, we surveyed 983 working-age people with MS nationwide from May through November 2005. Most (60.2%) were unemployed; 36.4% had federal disability insurance, with 27.8% having SSDI alone. Almost one third (31.3%) had their initial SSDI application denied, and 31.9% used legal assistance when applying for this benefit. Although the time elapsed between SSDI application and approval was <12 months for 60.4% of applicants, 12–23 months passed for 19.8% and 24+ months for another 19.8%. Among people without SSDI, 15.4% had applied for this benefit at some time. Failure to meet disability criteria caused 60.3% of rejections, and inadequate documentation contributed to 32.1%. Neurologists must fully document the breadth of MS-related impairments in their patients' disability applications.

Penelitian ini berbentuk penelitian deskriptif yang mengkaji masalah pelaksanaan program Jaminan Sosial Tenaga Kerja (Jamsostek) sebagai hak karyawan. Penelitian ini bertujuan mengetahui tingkat kepuasan karyawan yang bermukim di desa Mulyorejo, sebuah desa industri, dalam pelayanan Jamsostek khususnya Jaminan Pemeliharaan Kesehatan,Jaminan Kecelakaan Kerja, dan Jaminan Kematian. Sampel penelitian terdiri dari 70 keluarga karyawan peserta Jamsostek. Data dikumpulkan dengan menggunakan kuesioner dan dianalisis dengan menggunakan statistik deskriptif. Tingkat kepuasan karyawan diukur dengan skala likert. Hasil penelitian menyimpulkan, secara umum pelayanan Jamsostek belummemuaskan. Sosialisasi belum memuaskan karyawan. Dari tiga pelayanan yang diteliti, hanya satu yang memuaskan, yaitu Jaminan Kematian, sedangkan pelayanan Jaminan Pemeliharaan Kesehatan dan Jaminan Kecelakaan Kerja kurang memuaskan. Satisfaction level of employee measured by likert scale. Only death benefit among other services that given satisfying service. Health insurance and accident insurance did not quite satisfying. The study examines the importance of ensuring the safety and well-being of personnel in the context of the formation and development of the personnel potential of the enterprise. The authors analyzed the key aspects of social and economic security of employees, such as health insurance, wage guarantees, occupational safety, social benefits, etc. The importance of ensuring the socio-economic security of personnel in the context of the formation and development of the personnel potential of the enterprise has been determined. The study is aimed at analyzing key aspects of employee safety and well-being, highlighting challenges and problems arising in this process and developing recommendations for improving personnel management in order to ensure the stability and success of the enterprise. Various strategies and approaches to motivating employees, their professional development and ensuring stability in the workplace are presented. In particular, the importance of the system of motivation, training and development of personnel, as well as effective management of human resources for the success of the enterprise is discussed. The role of social and economic security of personnel in the formation and development of the personnel potential of the enterprise is determined. Ensuring the safety and well-being of employees is an important aspect of the successful functioning of any organization. The determining components of socio-economic security were studied and recommendations were made for improving the personnel management system and increasing the efficiency of the enterprise. This direction is highly relevant for managers of labor resources management, as well as for specialists in the field of management and administration. The study includes an analysis of the role of leadership, organizational culture, personnel management systems and social programs in ensuring the safety and development of employees at enterprises. The results of the work can be useful for the development of human resources management strategies aimed at improving the working conditions and social protection of personnel, which in turn will contribute to the growth of the efficiency and competitiveness of organizations. To maintain organizational competitiveness, employee benefits programs must not only provide traditional benefits, but also provide unconventional benefits. Because the labor market has seen an increasing influx of employees with dependent care responsibilities and has become increasingly competitive for highly skilled workers, innovative employers have used dependent care and flexibility work options to attract employees. In this research and practice synthesis, we examine the variety of options available to employers for creating family and worker friendly organizations. In general, we found that many options are available to employers for addressing the dependent care and family pressures that most influence the productivity of their employees. By providing assistance in securing dependent care, creating flexible working conditions, and/or providing on-site care facilities, employers with or without government collaboration, can and have improved the productive capacity of their employees.

State vocational rehabilitation (VR) agencies are well positioned to assist youth aged 16 to 24 years with disabilities who are transitioning from school to work. Using Rehabilitation Services Administration (RSA)-911 records matched to Social Security Administration (SSA) administrative records, this article adds to the knowledge about state VR agency provision of services to youth with disabilities and differences in outcomes based on SSA benefit receipt status. Although agencies’ statistics varied widely, almost one in six SSA beneficiaries who sought VR services had at least 1 month of benefit suspension due to work within 48 months of their VR applications, and about one in 10 VR applicants without SSA benefits at the time of their VR application received SSA benefits within 48 months. SSA beneficiaries received services from VR agencies at the same level as non-SSA beneficiaries, but the levels at which they were employed when they closed from services were lower. The results have two main policy implications. First, the level of resources to which agencies have access may be important in influencing the outcomes we measured. Second, agency differences in the proportion of SSA beneficiaries who eventually had benefit suspension due to work point to the potential for additional gains by agencies in this area.

A recent government proposal to increase national insurance contributions for the self-employed in the UK, in return for improved pensions and potentially also parental benefits, was immediately reversed. This article analyses the reasons behind this about-turn, linking them to tensions between the goals of thwarting ‘bogus’ self-employment and increasing tax revenues versus commitment to a higher wage, lower tax, lower welfare economy. The analysis is set in the context of the singularity of the UK system in relation to much social protection in continental Europe, and wider debates about the roles of individual, state and labour market in providing security.

While considerable research has examined the effects of prevailing wage law repeals on construction wages, little has been done on the repeals effect on benefits. Based on state-level data from the quinquennial Economic Census for construction from 1972 to 2012, we find that depending on sample and model specification, statewide annual average construction blue-collar income fell by 1.9% to 4.2%. Statewide annual average legally required benefits (social security, workers injury-compensation insurance, and unemployment insurance contributions) for blue- and white-collar construction employees combined fell from 3.8% to 10.1%. Statewide annual average voluntary benefits (primarily health insurance, pension contributions, and apprenticeship training) for blue- and white-collar construction employees combined fell from 11.2% to 16.0%. Because prevailing wage laws govern only blue-collar construction remuneration, blue-collar benefits probably fell more than blue- and white-collar benefits taken together.

AbstractRecent studies find in-work poverty to be a pan-European phenomenon. Yet in-work poverty has come to the fore as a policy issue only recently in most continental European countries. Policies implemented in the United States and the United Kingdom, most notably in-work benefit schemes, are much discussed. This article argues that if it comes to preventing and alleviating poverty among workers, both the policy options and constraints facing Continental European policymakers are fundamentally different from those facing Anglo-Saxon policymakers. Consequently, policies that work in one setting cannot be simply emulated elsewhere. We present microsimulation derived results for Belgium to illustrate some of these points. Policy options discussed and simulated include: higher minimum wages, reductions in employee social security contributions, tax relief for low-paid workers and the implementation of a stylised version of the British Working Tax Credit. The latter measure has the strongest impact on in-work poverty, but in settings where wages are compressed, as in Belgium, a severe trade-off between coverage and budgetary cost presents itself. The article concludes that looking beyond targeted measures to universal benefits and support for employment of carers may be important components of an overall policy package to tackle in-work poverty.

AbstractThe Work Programme's use of severe social security benefit sanctions reflects British coalition ministers’ belief that many people on out-of-work benefits do not want a job. While a substantial empirical literature has repeatedly demonstrated that in fact unemployed benefit claimants possess the same work values as the employed and that the vast majority want paid work, it has ignored some conservative authors’ pleas to consider the views and experiences of people who work with the unemployed. Forty employees of agencies contracted to help unemployed people into employment were interviewed in summer 2011. Respondents had spent an estimated combined total of 147,000 hours in the presence of people who have claimed Jobseeker's Allowance (JSA) for over six months. Most said that between a quarter and half of their present clients did not want employment. This finding does not contradict existing research, given that most JSA claimants re-enter employment within six months. However, all forty agreed that many others remained unemployed because they were choosy in the jobs they were willing to undertake, and, most strikingly, respondents overwhelmingly endorsed the view that a ‘dependency culture’ exists in households and neighbourhoods that have experienced joblessness for several generations.

Abstract:
The article forms an actual scientific idea about the impact of ensuring the labor rights of judges in Ukraine on the level of their social security. It is determined that the level of social security of judges depends on the quality of ensuring their labor rights, because such rights exist for sustainable human development, that is, there is a satisfaction of the needs for social benefits that are produced in the field of labor. Rights exist to prevent the occurrence of situations in which an employee experiences humiliation of his human dignity, restriction of his freedom, as well as other human rights. The rights are regulated by general and special rules, considering the social risks common to all employees and special for judges. Such regulation is carried out to reduce the negative impact on judges. This regulation is subject to the principle of legality. Labor rights are ensured and protected at the expense of the State Budget of Ukraine. They are guaranteed by the State at the national level and by international governmental organizations at the international level. The labor rights of judges can be protected both in the general order, considering certain exceptions, and with the help of special forms of protection that are provided only for judges. The level of implementation and protection of the labor rights of judges determines the level of civilization of society. It is proved that the peculiarities of the labor rights of judges and their impact on the social security of judges require the state to create favorable conditions for their provision. In cases where the State ignores such a duty and the employment rights of a judge are not sufficiently ensured, the State concerned cannot be considered social, legal, and democratic. The lack of guarantees for the implementation of the labor rights of judges, which is currently happening in Ukraine, negatively affects the independence of the courts and the proper administration of justice in the country.

Attempts to develop a better understanding of the interaction between death benefit payer and deceased worker beneficiaries suggest that such compensation have positive impact on the psychological wellbeing of the dependents. Loss of work opportunities through ailment and injury and or death represents serious threat to mental and physical wellbeing of workers which necessitated benefit payment for inevitable. Survey research design with open-ended interviews and innovation in small sample size research was employed for this study. The study offers a harmonizing perspective to qualitative studies exploring effect of workplace fatality and contributes to the growing qualitative study on factors influencing payment of death benefit in establishments. Assessment of effectiveness of death benefit payment policy to deceased workers’ beneficiaries to determine rate of processing group life policy and promptness in payment of social security funds were justified. The belief and experience of both death benefit workers and beneficiaries as explored through oral interview, offers insight to social security plan and revealed the imperativeness of group life policy sphere in Lagos State Government. In a bid to strengthen the prompt payment of death benefit in terms of creation of Lagos State Pension Commission (LASPEC) and enactment of the State Pension Law in the year2007 repealed in 2019 is to protect those who are financially dependent on the deceased employee during his life time. The study implores the workers to get a will to avoid letter of administration which takes more than a year before its completion at probate in circumstance of any occurrence as obtaining a will today does not mean tomorrow’s death.

Research on public service motivation, that is, motives and actions in the public domain that are intended to do good for others and shape the well-being of society, has grown significantly in the Last twenty years. Over 100 studies have been conducted in more than 20 countries, most during the Last decade. Amongm the findings of the research is that public service motivation is an important influence on a person`s willingness to join and remain in a public organization. Findings related to public service motivation and individual performance are Less clear cut and are Likely mediated by various facets of person-organization fit. Public service motivation affects ethical behavior in both social and organizational contexts, as manifest in such behaviors as blowing the whistle and applying principled reasoning to ethical dilemmas. Despite the significant progress in the study of public service motivation, many important questions remain for future research. The joint effect of public service motivation and job security on employee behavior deserves priority attention, as does the mediating effects of person-organization fit. Public service motivation research would benefit methodologically from the use of experiments and improved measurement instruments.

The Social Security System in Indonesia has been regulated by the government, and the program is managed by an agency called Social Insurance Administration Organization (BPJS). Associated with the existence of social security functions for workers, its practice presents a gap between what is expected and what is regulated. For this reason, it is therefore necessary to examine, firstly, what kind of legal protection of workers is covered by this national social security system managed in BPJS program and, secondly, what constraints are encountered in its implementation. This research is Juridical Normative one, with normative qualitative data analysis. The research finds that the social security is correlated not only with the welfare of employees who are assessed by the level of wages provided by the organization, rather it is also correlated with other factors in the form of health and safety assurance. In the broader context, social welfare is measured not only when the person is at work and gets social security benefits, rather the measure of his welfare is also applicable when the worker is not working and/or when they retire. On the basis of these, the social security program is an integral aspect of social security to which the government should give a legal protection.

This study investigates why public sector organisations, specifically the General Administrative Department in the Ministry of National Security, must reassess their Training and developmental programs to maximise their effectiveness and efficiency. As a result, the Human Resource Unit will be the focus of this study to determine the Return on Investment in Training and Development and how to increase its effectiveness and efficiency within the Ministry of National Security and, by extension, all its subsidiaries. The evaluation of investments in enhancing employee knowledge, skills and abilities is expected to benefit the organisation and usually requires the output of substantial amounts of resources on the company's part. Thus, it is crucial to assess training initiatives efficiency (Goldstein, 1986; Hinrichs, 1976; Kirkpatrick, 1978; Wexley & Latham, 1981). In the General Administration Division of the Ministry of National Security, the returns from Training are commonly assessed using the Kirkpatrick model as outlined by Cabinet Minute 2140 (1998). Such assessments within the organisation can help evaluate training programs' benefits and whether they contribute to achieving their objectives. The method of evaluation currently utilised by the General Administration Division is the Kirkpatrick model. In this study, the Kirkpatrick model will serve as the guiding framework for analysing the collected data. The chosen methodology for this study was the mixed-method simple approach, which, as the name suggests, consists of applying more than one data type. Hence, the data collection method would consist of both qualitative and quantitative data, and the channels used include primary and secondary data gathered through interviews, questionnaires, books, and scholarly articles.Upon completing this study, the main issue identified was the Ministry's lack of fully utilising the Kirkpatrick model in evaluating its implemented training and development programs. According to the data collected, emphasis is placed more on levels 1, which is the reaction, and 2, which is learning. At level 3, which is behaviour to level 4 (results), it shows little to no focus as use diminishes, leaving the findings lacking in accuracy and validity. Findings also suggested that the responses are lower than expected in its post-assessment attempts to generate much-needed feedback. The recommendations were based on the insights that evolved from the diagnosis and findings portion of this research paper and were guided by the Kirkpatrick model used in the evaluation of Training and development, together with the complement of the Phillips Return of Investment model. The main recommendation is to properly execute the Kirkpatrick model from levels 1 to level 4 as intended to properly assess the training effectiveness and efficiency. This would involve running post-assessment evaluations from levels 1 to 4 and noting the increase in levels of complexity in the type of data collection and application being used. Progressing to levels 3 and 4 will take more time to complete and require more resources. However, once the Model is appropriately executed, it would allow the organisation to make more informed decisions regarding using its resources and the effectiveness and efficiency of Training and developmental programs implemented. Finally, the paper outlines an action plan for implementing an evaluation process for Training that can also be applied to the evaluation process of any project undertaken by the General Administration Division, any Governmental agency or organisation. In the implementation process, it illustrates the data collection plan, an explanation of the tabulation of program costs, calculation of the ROI, converting the data to monetary benefits and an evaluation plan in the form of a gnat chart. This process gives a clearer idea of the responsibilities and accountability of each employee as they aim to achieve the organisation's goals. Future insights would encourage further research on other evaluation methods to determine which best meets the organisation's needs in assessing training and development effectiveness and efficiency.

The main objective of this study was to evaluate the performance of insured workers who participated in the vocational rehabilitation program from the INSS (National Institute of Social Security) in Porto Alegre/RS. Method: We selected all of the insured workers participating in the vocational rehabilitation process during the year of 2008 in Porto Alegre/RS at INSS. Through the Administration System for Disability Benefits and the National Register of Social Information, all information was collected regarding the benefits and vocational rehabilitation program. The data was tabulated using SPSS 17.0 for Windows in which all tests were made. Results: The results showed that 553 (69%) of the insured were men and 249 (31%) were women. Their ages ranged from 18 to 60 years with an average of 38.9 years. Initially, 645 (80.4%) were employed and 157 (19.6%), unemployed. One year after the end of the rehabilitation program, 29.4% of the insured were working. While 40.6% of those employed had returned to work, 76.7% of the unemployed had not. Those on leave for accidents at work returned 58.7% of the time, and also 29.6% of those on sick leave. Those who remained on leave for one year had a success rate of 72.4%, and those with more than five years 24.7%. Conclusion: Those who remained employed, went on sick leave for a shorter time, and were rehabilitated within the company enjoyed a higher rate of return to work than those who became unemployed, were off work for a longer time, and whose company did not offer them another job.

Receiving good benefits is a way of showing that the amount of dedication put to work is being rewarded. Government employees are definitely not excluded into receiving these benefits. The researcher together with the help of the Administration Unit of the Department of Tourism-Region IV-A determined the benefits that they are receiving. These are leaves, retirement, loans, healthcare, and monetary bonuses. This study aims to find out the level of satisfaction of the regular employees from the Department of Tourism-region 4A with their benefits. This study distributed 19 questionnaires and gathered 19 respondents from the regional office of the Department of Tourism-Region 4A in the City of Calamba, Laguna. The study used descriptive method of research to illustrate the level of satisfaction of the regular employees from the Department of Tourism-region 4A with their given benefits The data were statistically treated using percentage, weighted mean, and chi- square. Based on the findings of the research study, it was established that the regular employees of the Department of Tourism-Region 4A were satisfied with such benefits, leaves, loans, retirement, and monetary bonuses. While healthcare received was not well perceived. Further, the independent variable of the study does not significantly affect is the level of satisfaction of DOT-Region 4A regular employees with the benefits they are receiving. In this light, the implementation of the following recommendations shall enhance the level of satisfaction of these government employees. The concerned government agencies such as the Civil Service Commission and the Department of Budget and Management to review and assess the current incentive schemes provided to regular government employees. Also, for the Department of Tourism to establish an organization within the agency, to raise and discuss concerns of regular employees in terms of job security and betterment of their working conditions.

The study is centered on examining the economic advantages of traditional markets in Nigeria, specifically focusing on the Ibarapa Central Local Government Area of Oyo State. The research utilized a multi-stage sampling procedure, which involved the identification and selection of political wards, as well as the identification and selection of markets within these chosen political wards. From the initially identified ten political wards, five were purposely selected due to the presence of traditional markets. Within these wards, a systematic random sampling technique was employed to select one market out of every two identified. Additionally, streets and residential buildings were identified and selected for the administration of questionnaires. A total of 110 copies of questionnaires were administered to the residents. The findings of the study revealed that traditional markets contribute to economic benefits through various means, such as an increase in house rent and land value, job creation, social interaction, and information dissemination. However, the study also highlighted the gross inadequacy of market facilities, including toilets, pipe borne water, healthcare services, and security. In light of these findings, it is recommended that additional facilities, such as healthcare services, water closet toilets, pipe borne water, and security services, be provided. This will contribute to the improvement of the quality of services offered by traditional markets, ensuring their continuous economic benefits and the development of the study area.

Microsponge are little spherical molecules with a broad porous surface that resemble sponges. The use of microsponges is a unique medication delivery method that has several benefits. For a range of illnesses, the Microsponges drug delivery system is utilized to improve the effectiveness of oral, parenteral, or topical medicine administration. A novel approach of managing drug release and administering medication to specific locations is microsponge technology. The efficient and novel way that microsponge medicine administration advances properties, boosts item stability, and improves security can all contribute to the effectiveness of topically dynamic operators. In an effective and creative way, it can boost the efficiency of topically active medications while improving safety, product stability, and aesthetic qualities. Recently, microsponges, which are typically used topically, have also been employed for oral delivery. Microsponge Systems may suspend or trap a wide range of substances. They can also be integrated into a product that is made to resemble a gel, cream, liquid, or powder. Microsponge Systems are built on atomic, polymer-based microspheres. In topical medication solutions, microsponge technology has been employed to provide controlled release of active drug into the skin, therefore decreasing systemic exposure and local cutaneous responses to active pharmaceuticals. The article is aimed at denfining the perspective approaches and evaluating the feasibility of using the world experience of social, in particular pension, insurance in Ukraine. On the basis of the analytical approach, the essence and content of social insurance are considered. In particular, social insurance schemes were studied, among which are distiguished the following: social security that covers all workers and is controlled and funded by the State authorities; scheme for the employed population – includes the relationship between the employer and the employee, which are provided as part of the conditions of employment; individual insurance scheme – concluded solely on the initiative of the insurer. It is determined that common schemes against the background of the COVID-19 crisis among the countries of the world (including Ukraine) are assistance in case of illness, unemployment benefits, pensions and disability payments, health insurance provision, social insurance contributions. It is proved that social insurance performs a protective function for society against external risks. In particular, in the context of the spread of coronavirus infection, thanks to the social insurance system, the degree of impact of the COVID-19 crisis on the income of vulnerable groups at the expense of public policy programs has been reduced. The experience of countries around the world as to social insurance programs, including pension schemes is researched along with their further consideration, namely: schemes with defined contributions (DC); schemes managed by non-governmental institutions; notional defined contributions (NDC) schemes; schemes managed by the public administration sector; schemes of defined benefits (DB); hybrid schemes that combine the characteristics of DC and DB pension schemes; schemes administered by an autonomous pension fund. It is determined that pension schemes are being implemented within terms of three systems: solidarity, accumulation and hybrid. In general, the results of the research indicate that the management of the social insurance system in the countries of the world in general and in Ukraine in particular is carried out under regulatory and legal control by the State, which acts as a guarantor of protection of the population in the conditions of national peculiarities of the economy.

Moreover, the study reached the following results: There is a statistically significant impact at (α ≤ 0.05) for transformational leadership with its dimensions (ideal effect, inspirational stimulation, intellectual stimulation, individual considerations) on crisis management in Jordan cellular communications sector. In light of the previous results, the researcher recommends the following: The necessity for the administration to use the information network security system to retrieve information before the crisis occurs. Senior management's necessity to benefit from its previous experiences to generate knowledge benefits the organization's employees—the need to create an organizational culture that promotes the useful application of transformational leadership.

Smartphone technology has improved access to mobile money services (MMS) and successful mobile money deployment has brought massive benefits to the unbanked population in both rural and urban areas of Uganda. Despite its enormous benefits, embracing the usage and acceptance of mobile money has mostly been low due to security issues and challenges associated with the system. As a result, there is a need to carry out a survey to evaluate the key security issues associated with mobile money systems in Uganda. The study employed a descriptive research design, and stratified random sampling technique to group the population. Krejcie and Morgan’s formula was used to determine the sample size for the study. The collection of data was through the administration of structured questionnaires, where 741 were filled by registered mobile money (MM) users, 447 registered MM agents, and 52 mobile network operators’ (MNOs) IT officers of the mobile money service providers (MMSPs) in Uganda. The collected data were analyzed using RStudio software. Statistical techniques like descriptive analysis and Pearson Chi-Square test was used in data analysis and mean (M) > 3.0 and p-value < 0.05 were considered statistically significant. The findings revealed that the key security issues are identity theft, authentication attack, phishing attack, vishing attack, SMiShing attack, personal identification number (PIN) sharing, and agent-driven fraud. Based on these findings, the use of better access controls, customer awareness campaigns, agent training on acceptable practices, strict measures against fraudsters, high-value transaction monitoring by the service providers, developing a comprehensive legal document to run mobile money service, were some of the proposed mitigation measures. This study, therefore, provides a baseline survey to help MNO and the government that would wish to implement secure mobile money systems.

AbstractApart from health care and education, it could be argued that working-age households with above-average income in the UK have never relied as much on the welfare state as their counterparts in many other European countries. How then do better-earning households expect to cope financially with the risk of unemployment, and to what extent do they plan ahead for a possible loss of earnings? Based on sixty-one interviews with couples, the article discusses various sources of income protection that these households envisage drawing upon in the event of unemployment. State benefits figure only marginally, private insurances to a limited extent and savings slightly more. However, there is little evidence of strategic planning. By contrast, many perceive their current job and personal employability as providing some security and regard the prospect of occupational redundancy pay as a major source of income protection. This finding contrasts sharply with a paucity of systematic information about the actual scope, quality and development of employer-based income security.

Abstract The article focuses on the obstacles to legal immigration imposed by the Trump administration against those who are already in the US pursuant to their valid non -immigrant classification and those who are abroad and trying to reunite with family members in the US or seeking entry having a legitimate job offer from a US employer. Recent changes in US immigration policy have been achieved through restrictive interpretation and enforcement of existing law by the USCIS which is part of the Department of Homeland Security, and by the State Department (DOS) rather than by substantive legislative changes done in Congress. The article provides an overview of the most recent governmental restrictions affecting so called “business immigration” and family -based immigrant processing, and also restrictions on suspension of entry to the US due to Covid-19, introduced through presidential proclamations. Although the federal courts blocked several of these administrative initiatives, the anti--immigrant atmosphere is having a big negative impact on many groups of foreign nationals. Nationalistic notions of “making America great again” that should be accomplished through “buy American and hire American” principle, and legal uncertainty causing ongoing federal lawsuits will undoubtedly lead to America’s further isolationism if President Trump wins the November 2020 election.

This qualitative research employed semi-structured interviews with 22 participants, including government officials, IT professionals, policy makers, and academics specializing in public administration and technology. Participants were selected using purposive sampling to ensure a comprehensive understanding of the impact of technology on transparency. Theoretical saturation was achieved, ensuring that no additional data would provide further insights. Three main themes were identified: Technological Advancements, Impact on Transparency, and Barriers to Implementation. Technological Advancements encompassed categories such as Data Integration, Real-Time Access, Automation, Security and Privacy, and User-Friendly Interfaces. Impact on Transparency included Public Trust, Accountability, and Policy Development. Barriers to Implementation were identified as Technological Barriers, Organizational Resistance, Legal and Regulatory Challenges, and Financial Constraints. The study concludes that while technological innovations hold significant potential to enhance transparency in government resource allocation, their implementation is frequently hindered by a range of technological, organizational, and financial barriers. Addressing these challenges through tailored policy interventions and strategic planning is crucial for capitalizing on the benefits of technology in public administration.

The major objective of the study is to know the determinant of bank selection among working people in Kathmandu Valley. The study has explored seven factors which are core service delivery, external and internal aesthetics of bank, convenience, financial benefit, technology, recommendation by peers and staff. The study developed the questionnaire considering these seven factors and to confirm the reliability, questionnaire was distributed to 10 people which revealed questionnaire was fairly reliable for research administration. Arithmetic Mean, ANOVA and correlation analysis are basis for statistical analysis. The study finds that convenience significantly impacts the banking decisions among working people in Kathmandu Valley which includes item like convenient location, close to home, adequate number of location, security, convenience, reputation of organization and proximity. Bank should focus more on items like accurate account information and pleasant bank atmosphere. Working people are more sensitive in cost rather than benefit and they are more sensitive to interest rate in fixed deposit to saving in banking decision. Correlation analysis in study asserts that recommendation by peers is weekly correlated with other factor which research found that banks need to improve in faster service, queue management, front desk employee, ATM and mobile service and information sharing.

The article examines the issue of protection of labor rights of employees of international intergovernmental organizations by means of internal judicial mechanisms. It was noted that rights related to labor relations, including international civil servants, are guaranteed by the provisions of a number of international agreements in the field of human rights, in particular, the Universal Declaration of Human Rights of 1948 (Article 23), the International Covenant on Economic, Social and Cultural rights of 1966 (Art. 7-9). Institutional bodies, in particular, the United Nations Human Rights Committee, and the United Nations Committee on Economic, Social and Cultural Rights paid significant attention to them. It is emphasized that the protection of labor rights correlates with the right to social security and covers the right to access benefits, whether in cash or in kind, and enjoy them without discrimination in order to ensure protection. The practice of the Dispute Tribunal of the United Nations, the Administrative Tribunal of the International Labor Organization, the Administrative Tribunal of the Organization for Economic Cooperation and Development regarding consideration of labor disputes between the staff and the administration of the organization was studied. It is emphasized that the functioning of internal mechanisms and ensuring access to them is a guarantee of the protection of fundamental rights provided by international acts in the field of human rights. It is indicated that in order to establish the compliance of the internal justice systems of international intergovernmental organizations with international human rights law, the Index of Legitimacy of the Internal Justice Systems of International Organizations was created, since the internal mechanisms for resolving labor disputes may have differences due to the nature and directions of activities of an IGO, which in turn, may have an impact on compliance with the labor rights of its employees.

Job satisfaction is one of the most important factors for establishing a healthy structure and environment in an organization. Job satisfaction among employees has been a significant issue for researchers throughout the world. In Pakistan, it is an emerging area. The present study aimed to understand the job satisfaction of LIS professionals through six major factors of job satisfaction, i.e.: Salary, Promotion, Management Policy/Facilities, Working Conditions, Leadership/Supervision and Social Relations. A survey questionnaire (pilot-tested) was used for data collection. Total 90 questionnaires were distributed among LIS professionals in 33 university libraries of the Punjab province (both public & private sectors). The study revealed that LIS professionals working in both public and private sectors’ university libraries were generally satisfied with many aspects of their jobs. The professionals from private sector were less satisfied with their salary packages, job security, rewards, working environment and leaves, and medical facilities as compare to public sector professionals. It is concluded that university administration of both the sectors need to improve the level of job satisfaction of LIS professionals by providing adequate benefits and facilities. The findings will be helpful for concerned authorities and university and library management in reorganizing job structure and policies for LIS professionals in Pakistan.

Network management using MikroTik devices at Lajur Net still has shortcomings. Although internet access is available around the clock, the limited number of employees makes it difficult for managers to access computers to manage MikroTik. Administrators hope to manage the MikroTik network remotely through end devices. Currently, accessing MikroTik online incurs high operational costs for renting public IPs and web-based management application services. This study aims to utilize Telegram Bot for network management and monitoring that can be accessed remotely via the internet. The use of Telegram Bot for network management at Lajur Net can be successfully implemented. The implementation of Telegram Bot includes managing interfaces, hotspots, ICMP, and monitoring the resources of MikroTik RouterBoard devices in the Lajur Net network. Telegram Bot can be accessed remotely through the internet and works well on the Lajur Net network. The implementation of Telegram Bot includes interface administration, hotspots, ping, and monitoring the resources of MikroTik RouterBoard devices. The additional firewall feature allows network administrators to add and delete filter rules within the Lajur Net network security system. Moreover, Telegram Bot utilizes button features on Telegram messages to facilitate usage without having to type all commands. Thus, Telegram Bot offers an efficient and effective solution in MikroTik network management at Lajur Net, reducing the need for expensive public IPs and web-based management applications. This demonstrates that the use of chatbot technology can provide significant benefits in network administration, especially for internet service providers with limited resources. Through this research, it is hoped that the implementation of Telegram Bot can serve as a reference for developing more innovative and efficient network management in the future.

Purpose – The purpose of the paper is to point out the importance, value and the economic status of the public information services (PIS), which are in danger and to propose alternative solutions that the Greek Governmental Officials and Public Sector’s Library Managers can employ to support and promote PIS, their staff value and work and to finance their existence/preservation, plans and activities. Another objective of the paper is to increase librarians’ and library staff morale and encourage their participation and play a more proactive role in finding and securing such financial resources that will benefit all (PIS and librarians). Design/methodology/approach – Considering the deep financial crisis in Greece, the paper presents and analyzes a thorough list of strategies, actions, practical recommendations and measures that public sector’s information professionals could apply in their attempt to promote PIS benefits to the society. Through these actions, they can also approach and convince stakeholders, governmental officials for (more) funding and other people to become sponsors and donors. Findings – The article highlights the bad economic status of PIS, the increasing need for financial support and the fact that PIS and their professional appointments are under serious threat. It provides a combination of not only traditional widely known and applied methods but also a number of new measures and practices “borrowed” from private sector to show ways of finding alternative financing solutions to fund the existence of libraries, the paying of their debts and the salaries of librarians and the library staff. Moreover, it is suggested to politicians and policy-makers that important legislative bills/changes should take place to promote the flexibility in operations of PIS and in financial transactions between PIS and private companies. Practical implications – The paper with the analyzed measures can set a paradigm of changing the organizational culture of PIS. Also, it points management practices to managers such as employee engagement, brainstorming and employee empowerment. Furthermore, it explores ways for librarians to find motivation, to engage more actively and even point to Ministers to give Public Servants the opportunity to accelerate their career development. In addition, it implies that changes in the law should take place to form a more flexible frame of operation for PIS. Finally, it provides a practical strategy to reverse attempted mergers of PIS with each other or other public organizations. Social implications – The paper presents such ideas and suggestions, which come against with certain stereotypes of Public Administration/Management and operation, “old school” and conservative ways of thinking and acting of Public Servants (many of whom have never worked in the private sector and have been working in the same position for over 20 years now), professional and trade unions. The role of politicians and policy-makers and the ethos of private companies toward Public Sector’s services in days of financial hardship in Greece are also discussed. Originality/value – There is significantly limited research in the literature on the identification of threats to the existence, job security and constantly diminishing funding of PIS, in general, and, in particular, in Greece and suggested ways to overcome this. The article recommends to Information Professionals and particularly to those who work in PIS in Greece and worldwide various ways to secure income in an environment of tight budgets and cutbacks. The goal is to provoke thinking along the lines of the function of the private sector and adoption of specific practices to find economic resources and secure continuity of PIS “operation and jobs” preservation, even increase their salaries.

It is estimated that 15-30 percent of people who are on the Social Security Administration's (SSA) disability benefit programs would like to work. However, despite a number of incentives, few leave benefit programs and become employed. A qualitative study with SSA recipients, all of whom expressed a desire to work, was conducted to augment findings from previous quantitative studies. The most common barrier to employment mentioned by participants was the SSA system itself which was viewed as an institution breeding fear and mistrust. Respondents identified three scenarios that would allow them to work: a full-time job with medical benefits, a part-time job that would allow them to maintain SSA benefits, or a full-time job with sufficient income to afford medical benefits.

Abstrak Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan mencatat, tahun 2020 terjadi 177.000 kasus kecelakaan kerja. Sepanjang Januari hingga September 2021, terdapat 82.000 kasus. Kasus kecelakaan kerja yang terjadi di perusahaan pada bulan Januari hingga Agustus 2022 sebanyak 7 kasus, 2 kasus yang terjadi pada 2022 disebabkan karena karyawan kurang fokus saat bekerja dan penggunaan APD yang tidak lengkap. Penelitian ini bertujuan untuk mengetahui hubungan antara motivasi, persepsi manfaat, dan persepsi hambatan dengan praktik penggunaan Alat Pelindung Diri. Jenis penelitian yang digunakan adalah penelitian observasional analitik dengan pendekatan cross sectional yang dilaksanakan pada bulan september 2022. Analisis univariat disajikan dalam tabel distribusi frekuensi dan analisis bivariat untuk meyelidiki hubungan yang terjadi antara variabel bebas dan variabel terikat dengan menggunakan uji chi square. Hasil uji chi square motivasi dengan praktik penggunaan APD (p <0,001), persepsi manfaat dengan praktik penggunaan APD (p= 0,035), persepsi hambatan dengan praktik penggunaan APD (p= 0,007). Kesimpulannya adalah ada hubungan antara motivasi, persepsi manfaat dan persepsi hambatan dengan praktik penggunaan APD. Kata kunci: Motivasi, persepsi, praktik, alat pelindung diri. Abstract The Employment Social Security Administration Agency (BPJS) noted that in 2020 there were 177,000 work accident cases. From January to September 2021, there were 82,000 cases. Cases of work accidents that occurred at company in January to August 2022 there were 7 cases, 2 cases that occurred in 2022 were caused by employees not being focused at work and using incomplete PPE. The purpose of this study to determine the association between motivation, perceived benefits, and perceived barriers to the practice of using Personal Protective Equipment. The type of research used was an analytic observational study with a cross-sectional which was carried out in September 2022. Univariate is presented in the frequency distribution table and bivariate analysis to investigate the relationship that occurs between the independent variables and the dependent variable using the chi square. The results of the chi square test were motivation with the practice of using PPE (p <0,001), perceived benefits with the practice of using PPE (p= 0.035), perceived barriers with the practice of using PPE (p= 0.007). The conclusion is that there is a relationship between motivation, perceived benefits and perceived barriers to the practice of using PPE. Abstract:
Purpose – The aim of this study is to explore the impact of cynicism on the relationship among personality traits, organizational contextual factors and job outcomes. This study set up and examined the overarching model on resistance to change. Moreover, there were two models theoretically presented and investigated, i.e. direct and indirect models. This study was an attempt to explore and capture the causes of organizational cynicism against the change initiative. Design/methodology/approach – A case study research design was used in this study, and data were collected from 335 employees by using purposive sampling technique and structured questionnaire. While linear regression and Baron and Kenny’s (1986) tests were used to evaluate the direct and indirect models. Findings – Results highlighted the considerable positive relationship between dispositional resistance and employee’s turnover intention. Additionally, significant connection was also examined among organizational contextual factors and job outcomes, whereas interactive impact of behavioral resistance was found in the relation among dispositional resistance, organizational contextual factors and employee’s intent to quit. However, another dimension of organizational cynicism, i.e. cognitive resistance, could not influence the direct linear relationship between organizational context and continuance commitment. Research limitations/implications – Major limitations of this research were non-probability sampling technique, cross-sectional design, single organization and traditional data collection tool. Practical implications – Management can eradicate cynicism by providing social support and positive information, i.e. job security, wage award, medical benefits and promotion criteria, after implementing change. The management can clarify the objectives of that change by including employees in decision-making, reducing employee’s turnover intention. Organizational cynicism is a faith, which means that the change leaders have lack of integrity; when organizational cynicism mixes with negative cognitive process, it leads to a more destructive behavior against that change. Originality/value – This study contributed to the extensive knowledge of organizational cynicism. A conceptual model of resistance to change the model was unique in nature. There were rare studies conducted to check the impact of organizational cynicism on privatization, especially in the sub-continent. Therefore, it will add a good contribution in quality literature to understand the cynicism and its consequences for privatization.

Journal of Library Administration, 62(4), 512–534. https://doi.org/10.1080/01930826.2022.2057130\ Objective – To learn about public libraries’ transition to virtual teams before and during the COVID-19 pandemic, and to uncover the benefits, as well as challenges, of using technology and tools for virtual teamwork. Design – Qualitative, online, semi-structured interviews with thematic analysis of data. Setting – Public libraries in the midwestern United States. Subjects – Eight leaders of public libraries or library systems and a state library. Methods – The authors conducted a snowball sampling technique to recruit participants in the midwestern United States. Through 30-60 minute Zoom sessions, the authors conducted interviews with the study participants. Each session was led by one interviewer and a note-taker and all interviews, with one exception, were recorded. Interviewers relied on an interview protocol, shared in the appendices of the paper, that addressed demographic questions as well as questions related to the study objectives. The authors comment that they reached data saturation after conducting interviews with eight subjects and decided to stop recruitment. Using the notes from the interview and Zoom session transcripts, the authors individually analyzed the data and then collectively discussed the themes as well as similarities and differences of participant responses. Main Results – Study respondents were mid- to late-career professionals in medium to large organizations. All respondents were white and a majority were women (n = 6) with only two men. A majority (n = 7) had a Master’s degree in Library and Information Science, and one had a PhD in a related field. Thematic analysis of the eight interviews uncovered several broader themes, including changes to staffing structures during the pandemic, the adoption of new technologies, the impact and experiences of using new technologies, the implementation of remote work, and the changes in services during the pandemic. Prior to the pandemic, library staff were involved in a variety of teams at various levels, including within the library, among consortia, and even throughout community organizations. These teams continued to meet during the pandemic using various technologies. The COVID-19 pandemic created the need to create new teams quickly to address safety protocols and the continuation of library services. Many libraries closed their physical locations during the pandemic with many in-person services offered digitally or re-envisioned to comply with current safety protocols. Technology adoption varied depending on the size of the library and the ease of use and familiarity with certain tools. Many teams adopted video conferencing tools to continue to meet as a group, platforms to share documents, and messaging apps to enhance group communication. Some libraries applied for grant funding to expand their technology access or digital services. Though there was widespread adoption of technology, libraries prioritized communication among their teams, which resulted in less emphasis on technology security and privacy. Benefits of the adoption of new technologies were enhanced participation and accessibility at team meetings and virtual programming, expansion in skill development and training for staff, and the ability to continue working while adhering to COVID-19 safety protocols. Teams were able to meet virtually across multiple locations, and the online format of meetings allowed for more equitable participation among attendees. Travel costs and travel time were eliminated, and the online meeting chat feature ensured that typically quieter participants could engage with the conversation. Additionally, libraries were able to host larger library programs online by eliminating travel cost and time. The COVID-19 pandemic created the need for rapid team formation in order to address safety protocols, ensure continuity of library services, and support the use of digital services. Challenges included a steep learning curve for some staff using new technologies, a lack of access to adequate devices or broadband for library workers living in rural areas, the development of virtual meeting fatigue leading to disengagement, and a lack of a sense of community. Though many libraries embraced remote work, front line staff were still expected to return to work physically. While remote work helped in some ways, it also presented a challenge for staff who did not have quiet spaces to focus, appropriate work setups at home, or consistent access to good internet. Conclusion – The COVID-19 pandemic forced many libraries to adapt quickly to a new environment of digital and hybrid teamwork while still attempting to maintain community-oriented services. Library leaders explored how flexible working environments could enhance employee engagement by using technology and addressed many challenges in adopting new technologies and making them accessible for staff. As well, library leaders addressed staff morale by extending grace to staff members, providing professional development in new areas of librarianship, and creating scheduling shifts for remote and in-person work. Many organizations returned to physical meetings when it became safe to do so but also continued to offer hybrid work options and use some technology adopted during the pandemic. The pandemic required flexible and creative problem solving. The experience enabled library leaders to identify the benefits and challenges of adopting new technology, maintaining service continuity, emphasizing the need to think about information security, and adapting and creating teams as needed.

Purpose The purpose of this research is to explain the influence of information security monitoring and other social learning factors on employees’ security assurance behaviour. Security assurance behaviour represents employees’ intentional and effortful actions aimed towards protecting information systems. The behaviour is highly desired as it tackles the human factor within the information security framework. The authors posited that security assurance behaviour is a learned behaviour that can be enhanced by the implementation of information security monitoring. Design/methodology/approach Theoretical framework underlying this study with six constructs, namely, subjective norm, outcome expectation, information security monitoring, information security policy, self-efficacy and perceived inconvenience, were identified as significant in determining employees’ security assurance behaviour (SAB). The influence of these constructs on SAB could be explained by social cognitive theory and is empirically supported by past studies. An online questionnaire survey as the main research instrument is adopted to elicit information on the six constructs tested in this study. Opinion from industry and academic expert panels on the relevance and face validity of the questionnaire were obtained prior to the survey administration. Findings Findings from this research indicate that organisations will benefit from information security monitoring by encouraging security behaviours that extend beyond the security policy. This study also demonstrates that employees tend to abandon security behaviour when the behaviour is perceived as inconvenient. Hence, organisations must find ways to reduce the perceived inconvenience using various security automation methods and specialised security training. Reducing perceived inconvenience is a challenge to information security practitioners. Research limitations/implications There are some limitations in the existing work that could be addressed in future studies. One of them is the possible social desirability bias due to the self-reported measure adopted in the study. Even though the authors have made every effort possible to collect representative responses via anonymous survey, it is still possible that the respondents may not reveal true behaviour as good conduct is generally desired. This may lead to a bias towards favourable behaviour. Practical implications In general, the present research provides a number of significant insights and valuable information related to security assurance behaviour among employees. The major findings could assist security experts and organisations to develop better strategies and policies for information security protection. Findings of this research also indicate that organisations will benefit from information security monitoring by encouraging security behaviours that extend beyond the security policy. Social implications In this research, the social cognitive learning theory is used to explain the influence of information security monitoring and other social learning factors on employees’ security assurance behaviour; the finding implies that monitoring emphases expected behaviours and helps to reinforce organisational norms. Monitoring may also accelerate learning when employees become strongly mindful of their behaviours. Hence, it is important for organisations to communicate the monitoring practices implemented, even more imperative whenever security monitoring employed is unobtrusive in nature. Nonetheless, care must be taken in this communication to avoid resentment and mistrust among employees. Originality/value This study is significant in a number of ways. First, this study highlights significant antecedents of security assurance behaviour, which helps organisations to assess their current practices, which may nurture or suppress information security. Second, using users’ perspective, this study provides recommendations pertaining to monitoring as a form of information security measure. Third, this study provides theoretical contribution to the existing information security literature via the application of the social cognitive learning theory.

Employee benefits constitute a major vehicle for the provision of income security for Americans. Since the 1940s, wage supplements, particularly in the form of pensions and health insurance, have expanded to provide protections that are the province of public programs in most other Western countries. Building upon the precedents of the welfare capitalism of the early 1900s, the growth of employee benefits has been actively stimulated by federal tax and regulatory policies. The emergence of employee benefits as a major source of income security and health insurance has reduced the aggregate need for public programs, but it has left those in lower-paying, less stable jobs—disproportionately women and minorities—both unprotected and with fewer political allies to press for improved protections. The implementation of the employee benefit programs has also created financial interests in the existing structure that would resist changes that would diminish their role.
