Abstract:
The other men were easy to talk to, but they didn't know anything. If one stopped to think about it, it was depressing how little most men learned in their lifetimes. Pea Eye was a prime example. Though loyal and able and brave, Pea had never displayed the slightest ability to learn from his experience, though his experience was considerable. Time and again he would walk up on the wrong side of a horse that was known to kick, and then look surprised when he got kicked.

Abstract:
Previous articles have dealt with aspects of training in Canada (Green, 1985), and in particular arrangements that exist for UK trainees to undertake a year's experience in Nova Scotia (Munro et al 1987). In addition, there have been accounts of trainees' experiences in particular settings (Ferguson, 1989; Gojo, 1992). Procedures required to enter Canada to practise psychiatry are complex and involve general and specialist medical registration (licensure to practise and certification as a specialist), remuneration and immigration procedures. This article is an introductory guide and highlights recent changes in registration and postgraduate training.

Abstract:
The perception of job insecurity is known to be a stressful condition for employees. Less is known about employment insecurity and the ways employees and their families deal with it. This study investigates whether participation in further training is a strategy that employees adopt to reduce perceived employment insecurity. As participation in further training is often costly and time-consuming, we assume that the family context is of importance for the decision to take part in further training. To take account of possible self-selection, we apply a propensity score matching procedure on longitudinal data from the Swiss Household Panel (2004-2013). Three main findings can be emphasized: first, participation in further training is not a strategy adopted particularly by employees who perceive high employment insecurity as they are less likely to train than their secure counterparts. Second, even though further training is not a strategy that is actively adopted, employees who train subsequently report lower levels of perceived employment insecurity. Third, the family context indeed influences the likelihood to train: partnered employees are more likely to train and preschool-aged children act as a constraint on women’s but enhance men’s participation in further training. Yet, in the context of high perceived employment insecurity, children generally reduce their parents’ likelihood to train as the parents may turn to other strategies that reduce perceived employment insecurity.

Abstract:
The research presented in the thesis is a case-study of attempts to develop socially useful and environmentally sound technology (suest), products or services, as undertaken by alternative employment and training projects in West Berlin. The research is important for the exploration of several issues: the limits of training as a process of changing employment patterns and technological practices; the role of the voluntary/alternative sector; the role of "suest" generally. The initiator group and the eight member groups of the Kooperationsverbund Entwicklungswerkstatt comprised the focal point of the research. Findings from the study suggest that the "training" focus has nearly as many limits as the "products" focus: there were internal problems which in part reflect the confusion about the role of training as a social/technological change agent. The fate of these initiatives will depend largely on what happens to the German economy: will it re-expand conventionally or will "alternative" models prevail?

Simmonds, Philippa, and Clare Lally. Green skills in education and employment. Parliamentary Office of Science and Technology, January 2024. http://dx.doi.org/10.58248/pn711.

Full text
Abstract:
Green skills can be defined as “the knowledge, abilities, values and attitudes needed to live in, develop and support a society which reduces the impact of human activity on the environment”. Several definitions exist, with some being focused on technical skills for jobs that play a major role in reaching net zero greenhouse gas emissions by 2050 (for example, heat pump installation). Other definitions are broader, and include enabling skills and attitudes, such as public engagement and systems thinking. The lack of a consistent definition can make it challenging to analyse the supply and demand for different skills in the UK workforce. Evidence suggests that developing green skills will be achieved mainly by upskilling the current workforce, but all components of the education system will play a role in increasing skills and raising awareness of green career paths. The vocational education pathway will be particularly important. There is low public awareness of green skills and green career paths, and commentators propose that this could be improved through public engagement and improved careers advice in schools and further education colleges. Sectors such as power generation, construction, waste and resources are likely to see growth and a significant update in skills as part of the net zero transition. These sectors also tend to have an ageing workforce with a substantial proportion approaching retirement. Stakeholders propose that improving diversity in key sectors may help to mitigate green skills shortages. Other challenges include regional variation in demand for and access to green skills development, and shifting policy priorities leading to a lack of investment in training by employers. Training has also seen an overall reduction in investment in training by both the UK Government and employers. Stakeholders have advocated that green skills development could align with levelling up ambitions. There is strong consensus that policy certainty from government would support private sector investment in green technologies, demand for green skills, and provision of green skills training.

Abstract:
This paper evaluates the impact of the Bono Trabajador Activo, a training voucher program in Chile, on workers' labor market outcomes. Using detailed administrative datasets of the National Employment Service and the Unemployment Insurance System, we apply difference-in-difference and IV estimators to measure these effects. Our main results indicate that the voucher program has an overall negative impact on employment and earnings, particularly among individuals who expect to change economic sector. In contrast, we find that the program improves labor outcomes for females, particularly for those with lower education. The voucher program also improves employment duration and mobility across economic sectors.

Abstract:
This paper brings new evidence on the impact of The Peruvian Job Youth Training Program (Projoven). Compared with prior evaluations of the program, this one has several advantages. This is the first experimental impact evaluation of Projoven, and also the first to measure impacts over a longer period: almost three years after training. Additionally, the evaluation supplements data from a follow-up survey with administrative data from the country's Electronic Payroll (Planilla Electrónica), allowing for a more accurate measure of formal employment. It also measures whether socioemotional skills of beneficiaries improved with program participation. The evaluation finds a high long term positive impact of Projoven on formal employment. It also finds certain heterogeneity of program impacts across subpopulations. Impacts on formal employment vary depending on the beneficiaries' gender and age, with different patterns of statistical significance depending on the data source used to measure employment formality. Finally, it does not find significant impacts on socio-emotional skills.
