Full textTo understand the challenges linked to public debt in credibility of monetary agreementsbetween the World Wars, we shall study influence of public debt on the gold standard, from its founda-tion in the second half of the XIXth century to end during the Great Depression. The quality of publicfinances, in particular the public debt, was determining in the capacity of a nation to subscribe to thismonetary agreement. The public debt also had a decisive role in the end of these monetary systems, atthe end of World War I and during the Great Depression. In a second part, our approach will consistin understanding mechanisms which led public debt to be partly accountable for the end of the gold-exchange standard and the rise of new monetary blocks in the thirties. Facing the Great Depression, themodalities of organization and functioning of this monetary agreement, made impossible to sustain it. Ifeconomic and political variables were determining in its end, variables linked to public debt played too.Having described modalities of release of gold-exchange standard, we shall show the theoretical mecha-nisms which link monetary crisis and debts crisis and we will applied them to the Great Depression. Wewill study in particular the case of France. We shall show using a duration model, influence of publicdebt in preservation of gold parity during the crisis. Finally, we shall see how new monetary blocks formed

Full textRegarding the recourse of local authorities and their consortiums to credit, the applicable legalframework went through a number of significant modifications. These modifications took place duringthe numerous reforms of the local public sector. In spite of these evolutions, the indebtness capacity of local authorities continues to be at the heart of an autonomy and constraint paradox. Theliberalisation of credit that took place during the second half of the XXth century accentuated theautonomy factor for local deciders. Local authorities must use this autonomy to find solutions to thechallenges induced by the trivialization of this tool - a tool that for a large part incorporates privatelaw - and the practices of which never cease to increase in complexity. The acquired liberty ishowever not absolute. On one hand the autonomy given to the local public sector in its recourse to debt remains relative as long as the State continues to impose a multi-layered framework - this takingplace not only through the existence of rules but also through the implementation of contro lprocedures. On the other hand, this same autonomy enabled the rise of new challenges for localdeciders : the notion of financial risk found itself at the very heart of their debt policies. The mostrecent event with regards to local debt is a perfect illustration of this autonomy and constraintparadox, and local authorities faced great difficulties regarding their resort to credit

Thestudy is applied to the member countries of the Economic and Monetary Union of West Africa. A theoretical study ofthe characteristics and evolution of macroeconomic aggregates is made in the first chapter. In Chapter 2, the studyof the non-linearity between Public Debt and Economic Growth concluded in the existence of an optimal debt level ofabout 80%. This threshold is achieved through the methodology of brutal transaction and smooth transaction but also amethodology of estimation of dynamic panel. Subsequently, a study of solvency and sustainability is made. This chapterhas allowed a thorough study of the stationarity of the debt and cointegration series of revenue and expenses. Thepurpose of this chapter is to study the WAEMU countries repayment capacity. Finally, the link between the structure ofpublic expenditure and Economic Growth is studied in the last chapter. An error correction model was used to study theimpact of the composition of public expenditures on Economic Growth
