When the privatization level is given, we show that the equilibrium market structure varies with the marginal cost of the SOE. We also find that with endogenous market structure, the optimal privatization decision for the SOE is not privatization if its marginal cost of the SOE is low. Furthermore, privatization level has no effect on the welfare if the marginal cost of the SOE is high. This result differs from that
