Abstract This introduction provides an overview of the intersection between Applied Cognitive Linguistics and Second/Foreign Language Learning. First, the relevance of Cognitive Linguistics (CL) for Applied Linguistics in general is discussed. The second section explains the main principles of CL and how each relates to the acquisition of second languages: (i) language and human cognition, (ii) language as symbolic, (iii) language as motivated; and (iv) language as usage-based. Section three offers a review of previous literature on CL and L2s that are different from English, as it is one the main aims of this Special Issue to provide state-of-the-art research and scholarship to enhance the bigger picture of the field of Second Language Acquisition beyond English as the target language. Spanish as L2/FL in Applied Cognitive Linguistics is the focus of the next section, which leads to a brief overview of the papers included in the Issue, featuring Spanish as the L2 with L1s such as English, French, German and Italian. Polysemy, Motion Events Typology, Cognitive Grammar and Construction Grammar are the Cognitive Linguistics areas addressed in the contributions here presented.

This paper analyses the interpretation of boundary-crossing events in second language acquisition (SLA) to determine whether L2 learners are able to select the target-like option for the interpretation of motion events or whether, on the contrary, their choice reflects cross-linguistic influence (CLI) of their L1. The two groups participating in the study – thirty Spanish learners of L2 English and sixteen English first language (L1) speakers – were subjected to an experiment involving an interpretation task with L2 boundary-crossing events pictures. Findings indicate that Spanish L2 learners selected three possible constructions (manner verb + path satellite, path in verb + manner in satellite and a combination of both) in clear contrast to English L1 speakers who only selected one construction (manner verb + path satellite). CLI has also been found to regulate the type of boundary-crossing event selected, primarily in cases of motion INTO a bounded space in the horizontal axis.

This article presents two experiments that examine the effects of the native language (L1) on the second language (L2) acquisition of argument structure. The linguistic focus is on agentive verbs of directed motion (march, walk) and change-of-state verbs (break, melt) in Spanish and English. Agentive verbs of directed motion undergo a transitivity alternation in English when there is a prepositional phrase (The captain marched the soldiers to the tents) but not in Spanish (*El capitán marchó a los soldados hasta el campamento). Two experiments are reported that examine whether Spanish and Turkish learners of English at the intermediate level undergeneralize the transitivity alternation with manner-of-motion verbs, and whether English learners of Spanish overgeneralize the alternation. In both experiments subjects performed a picture judgment task and a grammaticality judgment task. Results confirmed that the L1 constrains the acquisition of argument structure: There were overgeneralization errors with manner-of-motion verbs in the Spanish study and there were undergeneralization errors with these verbs in the English study. Learnability implications are discussed.

ABSTRACTMajor large-scale research projects in the early years of developmental psycholinguistics were English-based, yet even then numerous studies were available or under way in a range of different languages (Ferguson & Slobin, 1973). Since then, the field of cross-linguistic child language research has burgeoned in several directions. First, rich information is now available on the acquisition of dozens of languages from around the world in numerous language families, spearheaded by the five-volume series edited by Slobin (1985–1997) and complemented by in-depth examination of specific constructions – e.g. causative alternation, motion verbs, passive voice, subject elision, noun compounding – in various languages, culminating in an in-depth examination of the acquisition of ergativity in over a dozen languages (Bavin & Stoll, 2013). A second fruitful direction is the application of carefully comparable designs targeting a range of issues among children acquiring different languages, including: production of early lexico-grammatical constructions (Slobin, 1982), sentence processing comprehension (MacWhinney & Bates, 1989), expression of spatial relations (Bowerman, 2011), discourse construction of oral narratives based on short picture series (Hickmann, 2003) and longer storybooks (Berman & Slobin, 1994), and extended texts in different genres (Berman, 2008). Taken together, research motivated by the question of what is particular and what universal in child language highlights the marked, and early, impact of ambient language typology on processes of language acquisition. The challenge remains to operationalize such insights by means of psychologically sound and linguistically well-motivated measures for evaluating the interplay between the variables of developmental level, linguistic domain, and ambient language typology.

This study investigated first language (L1) influence on second language (L2) argument structure in a situation where an L2 argument structure forms a superset of its L1 counterpart. In such a situation, a partial fit between the L1 and the L2 may trigger L1 transfer, whereas availability of positive evidence may allow the learner to arrive at the L2 grammar (White, 1991b). This study tested these predictions by investigating whether Japanese speakers can recognize the directional reading of English manner-of-motion verbs ( walk, swim) with locational/directional PPs ( under, behind), such as John swam under the bridge, where under the bridge can be either the goal of John’s swimming (directional) or the location of John’s swimming (locational). By contrast, their Japanese counterparts allow only a locational reading, as Japanese is more restricted than English in allowing only directed motion verbs ( go) to appear with a phrase expressing a goal. Thirty-five intermediate Japanese learners of English and 23 English speakers were tested using a picture-matching task. Results show that, unlike English speakers, Japanese speakers consistently failed to recognize a directional reading. I suggest that positive evidence need not only be available but also be frequent and clear in order to be used by L2 learners to broaden their interlanguage grammar.

Abstract The need for worldwide communication has made people learn as many foreign languages as they can in order to be able to send and receive information from all over the world. Realizing this situation, researchers and linguists have carried out a large number of studies in order to find out the best ways for teaching and learning English as a second or foreign language. The terms language learning and language acquisition are not new since in many earlier researches language acquisition is compared to the process of learning the mother tongue whereas language learning is compared to the process when a child learns a second or foreign language. This paper aims to showcase that teaching/learning new vocabulary using pictures is much more effective than the other methods of vocabulary learning. The research also puts emphasis on the language level of learners. It demonstrates that the method of using pictures and illustrations works well with all levels of proficiency and as such, it has brought very useful results. It was carried out at the South East European University (SEEU) in North Macedonia and participants were thirty (30) students from all five Faculties, divided in three different groups based on their language proficiency. Each group consisted of ten (10) students, aged 18 to 22 years. They were of elementary, pre-intermediate and intermediate level of English. The research lasted for six weeks, because the students had to be introduced to six different vocabulary topics. Since the experiment was carried out in a real classroom environment, the target vocabulary topics used for this purpose were chosen from their students’ book. Data were collected in three phases. During the first phase, students were asked to complete a questionnaire, consisting of questions regarding the vocabulary learning methods, mainly vocabulary associated with pictures. In the second phase, they were engaged in real activities in a traditional classroom setting, while in the last phase, at the end of the last session, participants took a quiz that was supposed to provide evidence and additional data about participants’ achievements. It is expected that the findings from this experiment will be useful to current and prospective teachers as they show that the method of pictures and illustrations associating the target vocabulary functions well with different levels.

This study examines the impact of typological constraints on second language acquisition. It explores the hypothesis of a conceptual transfer from first to foreign language (L1 to L2). Based on Talmy’s (2000) distinction between Verb- and Satellite-framed languages, corpus-based analyses compare descriptions of voluntary motion events along three paths (up, down, across), elicited in a controlled situation from native speakers (Russian, English) and Russian learners at two levels (upper- intermediate and advanced) acquiring English in a classroom setting. Results show that in spite of considerable differences between Russian and English native speakers’ performance, particularly with respect to the relative variability in their lexicalization patterns, idiosyncratic forms and structures produced by L2 learners rarely mirror motion conceptualization in their first language, which suggests the absence of a substantial transfer from L1.

AbstractThis study investigates the acquisition of English word-final consonants by Hong Kong Cantonese learners of English as a second language and assesses the validity of the Markedness Differential Hypothesis for second language phonology acquisition by these learners. Twelve participants and three native speakers performed four speech tasks: reading a word list, reading three passages, describing pictures, and participating in a conversational interview. The results show that: (i) word-finally, more non-target laterals were produced than voiceless obstruents; and (ii) non-target productions of voiced obstruents were the highest. We argue that the Markedness Differential Hypothesis does not explain the acquisition of English word-final singleton consonants by Cantonese ESL learners in Hong Kong. We conclude that markedness alone cannot be used as a predictor for the relative difficulty of acquiring the target segments of a second language.

Abstract Research has indicated that during sentence processing, French native speakers predominantly rely upon lexico-semantic cues (i.e., animacy) while native speakers of English rely upon syntactic cues (i.e., word order). The present study examined sentence production in L1 French/L2 English and L1 English/L2 French sequential bilinguals. Participants used animate and inanimate entities as sentence subjects while describing motion events represented by static pictures. To test a gradual change in animacy cue weighting in second-language sequential bilinguals with different proficiency levels were included. Sentence production of sequential bilinguals was compared against that of simultaneous bilinguals. The results indicated an overall preference for the use of animate subjects for both languages at all proficiency levels. The effect of animacy was stronger for English L2 than French L2 while it did not differ between languages in simultaneous bilinguals. Evidence for potential change in the animacy-cue weighting was only observed for English L2.

We investigated the influence of grapheme familiarity and native language grapheme–phoneme correspondences during second language lexical learning. Native English speakers learned Russian-like words via auditory presentations containing only familiar first language phones, pictured meanings, and exposure to either Cyrillic orthographic forms (Orthography condition) or the sequence <XXX> (No Orthography condition). Orthography participants saw three types of written forms: familiar-congruent (e.g., <KOM>-[kom]), familiar-incongruent (e.g., <PAT>-[rɑt]), and unfamiliar (e.g., <ФИЛ>-[fil]). At test, participants determined whether pictures and words matched according to what they saw during word learning. All participants performed near ceiling in all stimulus conditions, except for Orthography participants on words containing incongruent grapheme–phoneme correspondences. These results suggest that first language grapheme–phoneme correspondences can cause interference during second language phono-lexical acquisition. In addition, these results suggest that orthographic input effects are robust enough to interfere even when the input does not contain novel phones.

Languages show differences in how they encode motion in discourse: Verb-framed languages lexicalize Path in the verb, leaving Manner peripheral or implicit; Satellite-framed languages lexicalize Manner together with Path adjuncts. The present study investigates: 1) the extent to which such typological constraints affect the verbalizations of second language learners (English learners of French) and of aphasic speakers (English and French speakers with agrammatism) — who typically show dissociations between lexical and syntactic knowledge — in comparison to controls (English and French native speakers); as well as 2) the role of language-independent factors (level of acquisition, syndrome type). Despite some similarities between learners and speakers with aphasia due to language-independent factors, the findings suggest typologically constrained verbalizations in all groups, as well as diverging strategies that may reflect distinct underlying conceptualization processes.

AbstractThis study looks at the effect of one's first language type, as proposed by Talmy (2000) and Slobin (2004), on their second language acquisition. Talmy (2000) gives an account of languages as being either verb-framed or satellite-framed based on how path and manner of motion are encoded in motion events. Meanwhile, Slobin (2004) argues for a third language type, which he calls equipollently-framed. This study compares and contrasts the learning curves of equipollently-framed language (Mandarin Chinese) native speakers and verb-framed language (Japanese) native speakers as they learn a satellite-framed language (English). It examines not only the learner's pattern preferences, but also their manner of motion encoding preferences and deictic verb usage to show that there is a clear difference in how the two groups of learners acquire a second language of a different type from their own native language.

When speakers describe motion events using different languages, they subsequently classify those events in language-specific ways (Gennari, Sloman, Malt & Fitch, 2002). Here we ask if bilingual speakers flexibly shift their event classification preferences based on the language in which they verbally encode those events. English–Spanish bilinguals and monolingual controls described motion events in either Spanish or English. Subsequently they judged the similarity of the motion events in a triad task. Bilinguals tested in Spanish and Spanish monolinguals were more likely to make similarity judgments based on the path of motion versus bilinguals tested in English and English monolinguals. The effect is modulated in bilinguals by the age of acquisition of the second language. Late bilinguals based their judgments on path more often when Spanish was used to describe the motion events versus English. Early bilinguals had a path preference independent of the language in use. These findings support “thinking-for-speaking” (Slobin, 1996) in late bilinguals.

Research has begun to address the question of transfer of language usage patterns beyond the idea that people's native language (L1) can influence the way they produce a second language (L2). This study investigated bidirectional transfer, of both lexical and grammatical features, in adult speakers of English and Spanish who varied in age of L2 acquisition. Early and late learners of English watched and orally described video depictions of motion events. Findings suggest bilinguals' patterns of motion description lexically and grammatically resemble those of monolinguals in each language. However, although participants showed bidirectional lexical transfer, they displayed only L1-to-L2 grammatical transfer. Furthermore, learning L2 post-puberty affected L2 lexical choice, but both early and late L2 learners showed L2 influence on L1 lexical choice. Finally, the findings of grammatical transfer and age of acquisition were mixed. We discuss results with reference to theories of cross-language transfer.

Abstract This study analyses how speakers of two typologically distinct first languages (English (N = 12) and Spanish (N = 16)) and a group of 19 Spanish second language learners of English express boundary-crossing events, what type of verb they use, and how they segment these motion events. The stimuli used were 12 pictures of boundary-crossing events indicating motion into, out of and over a bounded space. In task 1 participants described each of the 12 scenes freely and in task 2 they were provided with a specific Manner verb between brackets. Significant differences were found in boundary-crossing and event segmentation in both L1 and L2. Participants also differed significantly in the type of verb used in the two tasks.

Abstract This paper examines bidirectional transfer between L1 English and L2 Spanish in the motion domain, both in boundary crossing [BC] and non-boundary crossing [NBC] situations. It focuses on the semantic component of Path. Furthermore, it examines whether learners’ proficiency has an impact on the degree of cross-linguistic influence [CLI] between their L1 and L2. An experimental study was conducted with five groups of informants: an English monolingual group, a Spanish monolingual group and three groups of L1 English learners of L2 Spanish. The findings support the existence of bidirectional transfer. The three groups of learners exhibited L1 typological patterns when retelling motion events in L2: (a) they used fewer path verbs than the monolingual Spanish group in BC and NBC; (b) they produced examples of satellites encoding the Path in BC and NBC; and (c) they expressed event conflation with one main verb in BC. In addition, the L2 influenced the L1, although this influence was restricted to learners with higher levels of L2 proficiency who used more path verbs than the monolingual English group. These results provide evidence for the role of bidirectional transfer in second language acquisition.

Native speakers show systematic variation in a range of linguistic domains as a function of a variety of sociolinguistic variables. This article addresses native language variation in the context of multicompetence, i.e. knowledge of two languages in one mind (Cook, 1991). Descriptions of motion were elicited from functionally monolingual and non-monolingual speakers of Japanese, with analyses focusing on clausal packaging of Manner and Path. Results revealed that (1) acquisition of a second language (L2) appears to affect how speakers distribute information about motion in and across clauses in their first language (L1); (2) these effects can be seen with rather less knowledge of a second language than the advanced bilingual proficiency level typically studied; and (3) there appears to be little effect of L2 immersion in this domain since Japanese users of English as a second language (ESL) did not differ from Japanese users of English as a foreign language (EFL). We discuss the findings with respect to characterizations of emerging multicompetent grammars, and to implications for the construct of ‘the native speaker’, for language pedagogy and language assessment.

We present an artificial lexicon study designed to test the hypothesis that native English speakers experience interference from written input when acquiring surface voicing in German words. Native English speakers were exposed to German-like words (e.g., /ʃtɑit/ and /ʃtɑid/, both pronounced [ʃtɑit]) along with pictured meanings, and in some cases, their written forms (e.g., <Steit> and <Steid>). At test, participants whose input included the written forms were more likely to produce final voiced obstruents when naming the pictures, indicating that access to the written forms in the input interfered with their acquisition of target-like surface forms. In a separate experiment, we attempted to moderate this negative impact of the written input by explicitly telling participants about the misleading nature of the words’ written forms, with no beneficial effect on their pronunciation accuracy. Together these findings indicate a powerful influence of orthographic input on second language lexical–phonological development that is not readily overcome by a simple intervention.

abstractAlthough spatial understanding by human beings tends to be universal, the linguistic system to represent one’s spatial experience varies significantly across languages. This study explores implications of this contrast in the field of second language acquisition by examining how adult Chinese learners of English express caused motion in an experimental situation in which they are asked to describe animation clips showing caused motion with varied types of Manner and Path to an imaginary remote addressee. Our findings showed that across proficiencies, L2 learners acclimated to the target system very rapidly and produced responses that were target-like with respect to the selection of motion components and the syntactic means to organize selected information components over an utterance. These results suggest that the acquisition process of caused motion can be facilitated when L1 and L2 share some typological properties and the target system to be acquired is the simple and unambiguous one of the two typological patterns concerned.

Abstract The Aspect Hypothesis assumes that – in early interlanguages – the perfective past spreads from telic to atelic verbs because events occuring in the past are easier to be associated with predicates having an inherent endpoint in their lexico-conceptual representation. In this study it is questioned whether for initial L2ers knowing the general meaning of a verb entails knowing also its actional template and that learners have innate principles that drive them to distinguish telic and atelic verbs from scratch. Data from our experiment of prompted narrative suggest that L1 English, L2 Italian tutored learners – although having knowledge of some telic verbs of motion – prefer to use the underspecified <italic>andare</italic> `go' and to build telicity compositionally. The overuse of most frequent and “basic verbs” and the promotion of adjuncts to the rank of real arguments is a challenge for both the Aspect Hypothesis and the parametric view to the acquisition of the tense-aspect system in a second language.

This paper presents a study that attributes verb serialization in the interlanguage of Vietnamese-speaking ESL learners to language transfer and, furthermore, puts forward the view that such transfer bears a resemblance to substrate influence in creoles with serial verb constructions (SVCs). In a task that elicited English causatives through pictures representing the causation of events, a subset of the Vietnamese-speaking participants in this study produced a number of serial-type constructions that reflected lexicosemantic aspects of causative SVCs in Vietnamese. Speakers of Hindi-Urdu, a nonserializing language used for comparative purposes, did not produce any equivalents. Additionally, serial-type constructions with second verbs (V2s) representing a result (e.g., cook butter melt) predominated at lower levels of lexical proficiency, whereas serials with make and a result (e.g., make broken) were more evenly distributed across proficiency levels. One inference based on the results is that certain serials are eliminated early in the acquisition process through positive evidence obtained via English input, whereas others continue to appear beyond the elementary level because of misleadingly similar constructions in the input. A comparison of the proficiency-based transfer of “cook butter melt” serials in this study and the inferred transfer of SVCs in creolization suggests that, whereas transfer processes in the two contexts are congruent in certain ways (often resulting from the exigencies of communication, limited access to the TL, and linguistic convergence), the processes diverge because of differences in target norms and input conditions. The latter two factors provide one explanation for why SVC-related transfer effects were limited to a subgroup of Vietnamese-speaking participants in this study.

This qualitative study explored the experience of students learning English in an early partial one-way immersion program in Honduras. While the field of immersion research is well-established in various parts of the world, very little research has focused on programs in Central America. It is important to consider this context as models of bilingual education must be adapted to the needs of the local student population (de Mejía, 2002). Students’ viewpoints are important as a link has been established between students’ perceptions and their rates of second-language acquisition (Hamacher, 2007). To address this research gap, written reflections were collected from 203 students in Grades 1 to 11. Through pictures and words, students portrayed their experiences learning English, including the impact of specific instructional practices and their use of English outside of school. These findings are important as they provide insight into students’ learning experiences within an unexplored immersion context.Este estudio cualitativo exploró la experiencia de estudiantes aprendiendo inglés en un programa de inmersión temprana parcial de una vía en Honduras. Mientras la investigación sobre la inmersión está bien establecida en varias partes del mundo, se ha realizado muy poca investigación en América Central. Es importante considerar que este contexto como modelos de educación bilingüe debe ser adaptado a las necesidades de la población estudiantil local (de Mejía, 2002). Los puntos de vista de los estudiantes son importantes, ya que se ha establecido un vínculo entre la percepción de los alumnos y el ritmo de la adquisición de una segunda lengua (Hamacher, 2007). Para tratar esta laguna de investigación, se recolectaron reflexiones escritas de 203 alumnos entre primer y undécimo grado. Los estudiantes representaron sus experiencias aprendiendo inglés a través de dibujos y palabras, incluyendo el impacto de prácticas docentes específicas y su uso fuera de la escuela. Estos hallazgos son importantes ya que proveen una perspectiva en las experiencias de aprendizaje de los estudiantes en un contexto inexplorado de inmersión.

It is well established in language acquisition research that monolingual children and adult second language learners misinterpret sentences with the universal quantifier every and make quantifier-spreading errors that are attributed to a preference for a match in number between two sets of objects. The present Visual World eye-tracking study tested bilingual heritage Russian–English adults and investigated how they interpret of sentences like Every alligator lies in a bathtub in both languages. Participants performed a sentence–picture verification task while their eye movements were recorded. Pictures showed three pairs of alligators in bathtubs and two extra objects: elephants (Control condition), bathtubs (Overexhaustive condition), or alligators (Underexhaustive condition). Monolingual adults performed at ceiling in all conditions. Heritage language (HL) adults made 20% q-spreading errors, but only in the Overexhaustive condition, and when they made an error they spent more time looking at the two extra bathtubs during the Verb region. We attribute q-spreading in HL speakers to cognitive overload caused by the necessity to integrate conflicting sources of information, i.e. the spoken sentences in their weaker, heritage, language and attention-demanding visual context, that differed with respect to referential salience.

Phrasal verbs (PVs) have recently been the object of interest by linguists given their status as phraseological units whose meaning is non-compositional and opaque. They constitute a perfect case for theories of language processing and language acquisition to be tested. Cognitive linguists have participated in this debate and shown a certain interest for PVs, although their research on this topic stems in most of the cases from their central interest on prepositions and the language of spatiality. In this paper, I aim to make a comprehensive and critical summary of the cognitive linguistics (CL) literature on PVs with particular attention to its connection with usage-based approaches, especially in Second Language Acquisition (SLA), and to the concept of (meaning) motivation, which has proven to be useful in teaching. I will also present a CL analysis of the out-PVs (i.e., those containing the particle out) used by 3 groups of non-native speakers of English whose L1 respectively belongs to a Germanic satellite-framed (S-) language (Swedish and Dutch), a non-Germanic S-language (Russian and Bulgarian) and a verb-framed (V-) language (Spanish and Italian). The results obtained from this analysis show: (1) that both Germanic and Non-Germanic S-language learners use a greater number of out-PVs than V-language learners, not only when these verbs have a motional meaning but also when they express other meanings; and (2) that S-language learners also use a greater elaboration of path (Slobin 1996) when non-motional out-PV meanings are involved. These findings suggest that ‘the thinking for speaking hypothesis’ (Slobin 1996, 1997; Cadierno 2004), which has been shown to work for the domain of manner and path of motion, may in part be extended to the acquisition of PVs by L2 learners.

The study explores how Arabic has the same conflation pattern characteristics as English even though it belongs to Verb-framed Languages. A focused-group approach is used to evaluate the effect of the first language (L1) and the potential role of proficiency in the acquisition of the English directional preposition ‘to’ with manner-of-motion to goal construction. One group consists of Saudi speakers at two levels of development; an intermediate and advanced proficiency levels; whereas, the second group (control group) comprises of English native speakers. Acceptability Judgment Task associated with video animation clips is designed to elicit participants’ judgments in the depicted event. Results indicated that the intermediate Saudi speakers accept the directional preposition ‘to’ with and without boundary-crossing event, as is the case of their L1, which was opposite for the advanced and native English speakers for the without boundary-crossing event. The advanced Saudi speakers accept the constructions of encoding the manner with the motion and expressing the manner as the complement depicting an appropriate description of the event, reflecting L1 influence. All the group’s judgment varies based on the acceptance to conflate the manner with the motion overexpressing manner as a complement in an event without boundary-crossing.

 Language skills are essential for early childhood, being able to speak clearly and process speech sounds, understand others, express ideas, and interact with others are the building blocks for a child's development. Therefore, this study will examine the effect of the Inside Outside Circle (IOC) instructional strategies with media images on children's language skills. This research is a quasi-experimental design with a posttest only and using a control group. The sample in this study were children in two kindergartens in the village of Banjar Tegal. Data analysis in this study was carried out by quantitative descriptive methods using t-test analysis techniques. The results of this study in kindergarten students in Banjar Tegal Village show that there is an influence of the IOC learning model with picture media on children's language skills (tcount = 6.28> ttable = 2.00). This shows that language skills achieved by groups of children participating in learning with the IOC model with drawing media are better than groups of children who attend learning without the IOC model. The implication is that further research is expected to develop other aspects of child devel- opment through the IOC model.

The study was aimed to analyse the efficiency of teaching sustainability online at ESP classes. The participants of the study were 33 second-year technical university students who studied Sustainable Development issues with the use of interactive presentation platforms Thinglink and Padlet which employed different multimedia resources – text, pictures, sound, animation, video. The students’ attitudes toward sustainability issues before and after the experimental learning was measured with the use of the sustainability consciousness questionnaire developed by Gericke, Boeve‐de Pauw, Berglund and Olsson (2018). The analysis of changes in different parameters of engineering students’ sustainability consciousness showed the feasibility and appropriateness of teaching sustainability in an ESP course. The students’ answers showed an increase in their knowingness of issues of Sustainable Development and their more responsible environmental behaviour, which implies the importance of disseminating knowledge and educating people for building a sustainable future. Based on the results of our study, we can conclude that ESP is a course which can organically integrate sustainability topics into its curriculum and use a wide range of resources and materials about Sustainable Development, since the majority of them are in English and thus can contribute not only to Learning for Sustainability but also to language acquisition. The use of online presentation tools and a wide range of multimedia resources on their platforms makes the learning more interactive and motivating for students and stimulates them to active inquiry into sustainability issues.

Aims and objectives/purpose/research question: This research probes for language effects on witness memory in bilingual speakers whose languages are typologically distinct, English and Spanish. The key question is whether speakers’ memory for agentive motion events is influenced by first language (L1) or second language (L2) patterns, or both, when the L2 is used for descriptions. Design/methodology/approach: Four groups were tested in an event verbalisation and recognition memory task: English monolinguals, Spanish monolinguals, Late L1 English/L2 Spanish bilinguals and late L1 Spanish/L2 English bilinguals. The video stimuli depicted complex motion events (three manners of motion per event) because complex rather than simple events have been shown to elicit language effects. Data and analysis: The data for analyses include (a) the number of mentions and the type of detail included in the verbalisation of the manner of motion (the key typological difference) and (b) recognition error rates in the memory task. Recognition errors occurred when the pairs of target videos were deemed the same while in fact they were not. Findings/conclusions: Speaking in a L2 that makes it difficult to verbalise a component of an event (manner of motion) can have a negative effect on the memory for that specific component in L2 speakers, while at the same time benefiting memory for some other event features. Originality: This work shows, for the first time, negative effects of a L2 on memory for motion events and offers a hitherto elusive explanation and theoretical justification for the reasons when and why we do, or do not, get beneficial effects on memory in bilinguals. Significance/implications: The findings contribute to understanding of the effects of late (adult L2) acquisition on cognition. They support predictions of the Complex Adaptive System Principles (CASP) for Bilingualism model, advocating fine-grained typological approaches to lexicalisation of cognitive domains and explicit teaching of typological differences that affect information content.

Abstract We investigated whether bilingual older adults experience within- and cross-language competition during spoken word recognition similarly to younger adults matched on age of second language (L2) acquisition, objective and subjective L2 proficiency, and current L2 exposure. In a visual world eye-tracking paradigm, older and younger adults, who were French-dominant or English-dominant English-French bilinguals, listened to English words, and looked at pictures including the target (field), a within-language competitor (feet) or cross-language (French) competitor (fille, “girl”), and unrelated filler pictures while their eye movements were monitored. Older adults showed evidence of greater within-language competition as a function of increased target and competitor phonological overlap. There was some evidence of age-related differences in cross-language competition, however, it was quite small overall and varied as a function of target language proficiency. These results suggest that greater within- and possibly cross-language lexical competition during spoken word recognition may underlie some of the communication difficulties encountered by healthy bilingual older adults.

English language teaching has become the focal point all over the world after globalization. Literature has been taught as backup for learning the language in many countries where English is spoken as the second language. Various methods are adopted to make English language teaching more effective. Among all methods of teaching, blended learning is found to be more rewarding and provides better learning environment. In this way, online support in imparting English language especially comprehensive vocabulary and pronunciation has become the need of the hour. YouTube is one of the most influential online social media. It has become very handy for the students with its multiple effects by its colourful videos, pictures, graphics, subtitles with virtual streaming and live programmes with instant comments and views. Videos of lectures by eminent professors, trainers, and linguists can be easily watched and downloaded. Students themselves can create their own videos and upload and get feedback from the professors and peer group. It can be done as individual as well as group learning. This paper foregrounds that the English language teaching can be done effectively with the help of YouTube video clips in the class room. The analytical perspectives explore the impact of blended teaching method for second language acquisition.

Abstract This study investigates how children lexicalize motion events in their first and second languages, L1-Turkish and L2-English. English is a satellite-framed language that conflates motion with manner expressed in the main verb and path in a non-verbal element, whereas Turkish is a verb-framed language that conflates motion with path in the main verb and expresses manner in a subordinated verb. We asked three questions: (1) Does early L2 acquisition in an L1 dominant society affect motion event lexicalization in L1? (2) Is the effect of L2 on L1 subject to change due to decline in L2 exposure? (3) Do L1 vs. L2 lexicalizations differ within the bilingual mind? One hundred and twelve 5- and 7-year-old monolingual and bilingual children watched and described video-clips depicting motion events. For L1 descriptions, 5-year-old bilinguals used more manner structures than monolinguals. No difference was found for 7-year-olds. For L2 descriptions, 7-year-old bilinguals used more manner-only constructions compared to their L1 descriptions. For 5-year-old bilinguals no difference was found. Findings suggest that early exposure to a second language had an impact on how motion events are packaged, while decline in L2 exposure dampened the effects of L2.

Abstract This study explores the effects of instruction on the acquisition of motion event construal among learners of English as a second language. The challenge for learners with Verb-framed first languages is that they need to ‘unlearn’ the boundary-crossing constraint and conflate manner and motion in the main verb, as in she ran into the bank, however, there is little research on how this domain can be taught. We evaluate performance on story-telling productive tasks using three experimental treatments involving 1) an input-only approach based on the principles of Processing Instruction, 2) combined input and output training and 3) explicit information only about the target construction. The findings show that boundary-crossing constructions expressing manner can be taught and learning effects generalised to non-boundary-crossing structures not included in the training material. The effectiveness of input-only instruction persists over a two-week period, and compares positively with that of an input+output teaching package.

AbstractThis research paper takes and builds upon Slobin’s (1987) thinking-for-speaking hypothesis as a basis for exploring the notion of conceptual transfer from the L1 in the acquisition and production of motion events in an L2. This is achieved by investigating the extent to which L2 transfer presents itself in the expression of motion in inverse translation tasks carried out by 27 native English speaking learners of Spanish and 32 native Spanish speaking learners of English. The nature of this transfer is then investigated to establish whether or not it appears to be conceptual. The tasks presented to participants contained items based on Talmy’s (1985) research on cross-linguistic lexicalisation patterns in the expression of motion events, which, as Slobin (1987, 1996) later proposes, appear to dictate the conceptualisation of motion events in a language. Results reveal that cognitive parameters in the participants’ native language affected their performance in the production of motion events in their second language, in accord with Slobin’s (1987) thinking-for-speaking hypothesis. Finally, the study concludes with a summary of these results.

IntroductionThe Internet (especially in the so-called Web 2.0 phase), digital media and file-sharing networks have thrust copyright law under public scrutiny, provoking discourses questioning what is fair in the digital age. Accessible hardware and software has led to prosumerism – creativity blending media consumption with media production to create new works that are freely disseminated online via popular video-sharing Web sites such as YouTube or genre specific music sites like GYBO (“Get Your Bootleg On”) amongst many others. The term “prosumer” is older than the Web, and the conceptual convergence of producer and consumer roles is certainly not new, for “at electric speeds the consumer becomes producer as the public becomes participant role player” (McLuhan 4). Similarly, Toffler’s “Third Wave” challenges “old power relationships” and promises to “heal the historic breach between producer and consumer, giving rise to the ‘prosumer’ economics” (27). Prosumption blurs the traditionally separate consumer and producer creating a new creative era of mass customisation of artefacts culled from the (copyrighted) media landscape (Tapscott 62-3). Simultaneously, corporate interests dependent upon the protections provided by copyright law lobby for augmented rights and actively defend their intellectual property through law suits, takedown notices and technological reinforcement. Despite a lack demonstrable economic harm in many cases, the propertarian approach is winning and frequently leading to absurd results (Collins).The balance between private and public interests in creative works is facilitated by the doctrine of fair use (as codified in the United States Copyright Act 1976, section 107). The majority of copyright laws contain “fair” exceptions to claims of infringement, but fair use is characterised by a flexible, open-ended approach that allows the law to flex with the times. Until recently the defence was unique to the U.S., but on 2 January Israel amended its copyright laws to include a fair use defence. (For an overview of the new Israeli fair use exception, see Efroni.) Despite its flexibility, fair use has been systematically eroded by ever encroaching copyrights. This paper argues that copyright enforcement has spun out of control and the raison d’être of the law has shifted from being “an engine of free expression” (Harper & Row, Publishers, Inc. v. Nation Enterprises 471 U.S. 539, 558 (1985)) towards a “legal regime for intellectual property that increasingly looks like the law of real property, or more properly an idealized construct of that law, one in which courts seeks out and punish virtually any use of an intellectual property right by another” (Lemley 1032). Although the copyright landscape appears bleak, two recent cases suggest that fair use has not fallen by the wayside and may well recover. This paper situates fair use as an essential legal and cultural mechanism for optimising creative expression.A Brief History of CopyrightThe law of copyright extends back to eighteenth century England when the Statute of Anne (1710) was enacted. Whilst the length of this paper precludes an in depth analysis of the law and its export to the U.S., it is important to stress the goals of copyright. “Copyright in the American tradition was not meant to be a “property right” as the public generally understands property. It was originally a narrow federal policy that granted a limited trade monopoly in exchange for universal use and access” (Vaidhyanathan 11). Copyright was designed as a right limited in scope and duration to ensure that culturally important creative works were not the victims of monopolies and were free (as later mandated in the U.S. Constitution) “to promote the progress.” During the 18th century English copyright discourse Lord Camden warned against propertarian approaches lest “all our learning will be locked up in the hands of the Tonsons and the Lintons of the age, who will set what price upon it their avarice chooses to demand, till the public become as much their slaves, as their own hackney compilers are” (Donaldson v. Becket 17 Cobbett Parliamentary History, col. 1000). Camden’s sentiments found favour in subsequent years with members of the North American judiciary reiterating that copyright was a limited right in the interests of society—the law’s primary beneficiary (see for example, Wheaton v. Peters 33 US 591 [1834]; Fox Film Corporation v. Doyal 286 US 123 [1932]; US v. Paramount Pictures 334 US 131 [1948]; Mazer v. Stein 347 US 201, 219 [1954]; Twentieth Century Music Corp. v. Aitken 422 U.S. 151 [1975]; Aronson v. Quick Point Pencil Co. 440 US 257 [1979]; Dowling v. United States 473 US 207 [1985]; Harper & Row, Publishers, Inc. v. Nation Enterprises 471 U.S. 539 [1985]; Luther R. Campbell a.k.a. Luke Skyywalker, et al. v. Acuff-Rose Music, Inc. 510 U.S 569 [1994]). Putting the “Fair” in Fair UseIn Folsom v. Marsh 9 F. Cas. 342 (C.C.D. Mass. 1841) (No. 4,901) Justice Storey formulated the modern shape of fair use from a wealth of case law extending back to 1740 and across the Atlantic. Over the course of one hundred years the English judiciary developed a relatively cohesive set of principles governing the use of a first author’s work by a subsequent author without consent. Storey’s synthesis of these principles proved so comprehensive that later English courts would look to his decision for guidance (Scott v. Stanford L.R. 3 Eq. 718, 722 (1867)). Patry explains fair use as integral to the social utility of copyright to “encourage. . . learned men to compose and write useful books” by allowing a second author to use, under certain circumstances, a portion of a prior author’s work, where the second author would himself produce a work promoting the goals of copyright (Patry 4-5).Fair use is a safety valve on copyright law to prevent oppressive monopolies, but some scholars suggest that fair use is less a defence and more a right that subordinates copyrights. Lange and Lange Anderson argue that the doctrine is not fundamentally about copyright or a system of property, but is rather concerned with the recognition of the public domain and its preservation from the ever encroaching advances of copyright (2001). Fair use should not be understood as subordinate to the exclusive rights of copyright owners. Rather, as Lange and Lange Anderson claim, the doctrine should stand in the superior position: the complete spectrum of ownership through copyright can only be determined pursuant to a consideration of what is required by fair use (Lange and Lange Anderson 19). The language of section 107 suggests that fair use is not subordinate to the bundle of rights enjoyed by copyright ownership: “Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work . . . is not an infringement of copyright” (Copyright Act 1976, s.107). Fair use is not merely about the marketplace for copyright works; it is concerned with what Weinreb refers to as “a community’s established practices and understandings” (1151-2). This argument boldly suggests that judicial application of fair use has consistently erred through subordinating the doctrine to copyright and considering simply the effect of the appropriation on the market place for the original work.The emphasis on economic factors has led courts to sympathise with copyright owners leading to a propertarian or Blackstonian approach to copyright (Collins; Travis) propagating the myth that any use of copyrighted materials must be licensed. Law and media reports alike are potted with examples. For example, in Bridgeport Music, Inc., et al v. Dimension Films et al 383 F. 3d 400 (6th Cir. 2004) a Sixth Circuit Court of Appeals held that the transformative use of a three-note guitar sample infringed copyrights and that musicians must obtain licence from copyright owners for every appropriated audio fragment regardless of duration or recognisability. Similarly, in 2006 Christopher Knight self-produced a one-minute television advertisement to support his campaign to be elected to the board of education for Rockingham County, North Carolina. As a fan of Star Wars, Knight used a makeshift Death Star and lightsaber in his clip, capitalising on the imagery of the Jedi Knight opposing the oppressive regime of the Empire to protect the people. According to an interview in The Register the advertisement was well received by local audiences prompting Knight to upload it to his YouTube channel. Several months later, Knight’s clip appeared on Web Junk 2.0, a cable show broadcast by VH1, a channel owned by media conglomerate Viacom. Although his permission was not sought, Knight was pleased with the exposure, after all “how often does a local school board ad wind up on VH1?” (Metz). Uploading the segment of Web Junk 2.0 featuring the advertisement to YouTube, however, led Viacom to quickly issue a take-down notice citing copyright infringement. Knight expressed his confusion at the apparent unfairness of the situation: “Viacom says that I can’t use my clip showing my commercial, claiming copy infringement? As we say in the South, that’s ass-backwards” (Metz).The current state of copyright law is, as Patry says, “depressing”:We are well past the healthy dose stage and into the serious illness stage ... things are getting worse, not better. Copyright law has abandoned its reason for being: to encourage learning and the creation of new works. Instead, its principal functions now are to preserve existing failed business models, to suppress new business models and technologies, and to obtain, if possible, enormous windfall profits from activity that not only causes no harm, but which is beneficial to copyright owners. Like Humpty-Dumpty, the copyright law we used to know can never be put back together.The erosion of fair use by encroaching private interests represented by copyrights has led to strong critiques leveled at the judiciary and legislators by Lessig, McLeod and Vaidhyanathan. “Free culture” proponents warn that an overly strict copyright regime unbalanced by an equally prevalent fair use doctrine is dangerous to creativity, innovation, culture and democracy. After all, “few, if any, things ... are strictly original throughout. Every book in literature, science and art, borrows, and must necessarily borrow, and use much which was well known and used before. No man creates a new language for himself, at least if he be a wise man, in writing a book. He contents himself with the use of language already known and used and understood by others” (Emerson v. Davis, 8 F. Cas. 615, 619 (No. 4,436) (CCD Mass. 1845), qted in Campbell v. Acuff-Rose, 62 U.S.L.W. at 4171 (1994)). The rise of the Web 2.0 phase with its emphasis on end-user created content has led to an unrelenting wave of creativity, and much of it incorporates or “mashes up” copyright material. As Negativland observes, free appropriation is “inevitable when a population bombarded with electronic media meets the hardware [and software] that encourages them to capture it” and creatively express themselves through appropriated media forms (251). The current state of copyright and fair use is bleak, but not beyond recovery. Two recent cases suggest a resurgence of the ideology underpinning the doctrine of fair use and the role played by copyright.Let’s Go CrazyIn “Let’s Go Crazy #1” on YouTube, Holden Lenz (then eighteen months old) is caught bopping to a barely recognizable recording of Prince’s “Let’s Go Crazy” in his mother’s Pennsylvanian kitchen. The twenty-nine second long video was viewed a mere twenty-eight times by family and friends before Stephanie Lenz received an email from YouTube informing her of its compliance with a Digital Millennium Copyright Act (DMCA) take-down notice issued by Universal, copyright owners of Prince’s recording (McDonald). Lenz has since filed a counterclaim against Universal and YouTube has reinstated the video. Ironically, the media exposure surrounding Lenz’s situation has led to the video being viewed 633,560 times at the time of writing. Comments associated with the video indicate a less than reverential opinion of Prince and Universal and support the fairness of using the song. On 8 Aug. 2008 a Californian District Court denied Universal’s motion to dismiss Lenz’s counterclaim. The question at the centre of the court judgment was whether copyright owners should consider “the fair use doctrine in formulating a good faith belief that use of the material in the manner complained of is not authorized by the copyright owner, its agent, or the law.” The court ultimately found in favour of Lenz and also reaffirmed the position of fair use in relation to copyright. Universal rested its argument on two key points. First, that copyright owners cannot be expected to consider fair use prior to issuing takedown notices because fair use is a defence, invoked after the act rather than a use authorized by the copyright owner or the law. Second, because the DMCA does not mention fair use, then there should be no requirement to consider it, or at the very least, it should not be considered until it is raised in legal defence.In rejecting both arguments the court accepted Lenz’s argument that fair use is an authorised use of copyrighted materials because the doctrine of fair use is embedded into the Copyright Act 1976. The court substantiated the point by emphasising the language of section 107. Although fair use is absent from the DMCA, the court reiterated that it is part of the Copyright Act and that “notwithstanding the provisions of sections 106 and 106A” a fair use “is not an infringement of copyright” (s.107, Copyright Act 1976). Overzealous rights holders frequently abuse the DMCA as a means to quash all use of copyrighted materials without considering fair use. This decision reaffirms that fair use “should not be considered a bizarre, occasionally tolerated departure from the grand conception of the copyright design” but something that it is integral to the constitution of copyright law and essential in ensuring that copyright’s goals can be fulfilled (Leval 1100). Unlicensed musical sampling has never fared well in the courtroom. Three decades of rejection and admonishment by judges culminated in Bridgeport Music, Inc., et al v. Dimension Films et al 383 F. 3d 400 (6th Cir. 2004): “Get a license or do not sample. We do not see this stifling creativity in any significant way” was the ruling on an action brought against an unlicensed use of a three-note guitar sample under section 114, an audio piracy provision. The Bridgeport decision sounded a death knell for unlicensed sampling, ensuring that only artists with sufficient capital to pay the piper could legitimately be creative with the wealth of recorded music available. The cost of licensing samples can often outweigh the creative merit of the act itself as discussed by McLeod (86) and Beaujon (25). In August 2008 the Supreme Court of New York heard EMI v. Premise Media in which EMI sought an injunction against an unlicensed fifteen second excerpt of John Lennon’s “Imagine” featured in Expelled: No Intelligence Allowed, a controversial documentary canvassing alleged chilling of intelligent design proponents in academic circles. (The family of John Lennon and EMI had previously failed to persuade a Manhattan federal court in a similar action.) The court upheld Premise Media’s arguments for fair use and rejected the Bridgeport approach on which EMI had rested its entire complaint. Justice Lowe criticised the Bridgeport court for its failure to examine the legislative intent of section 114 suggesting that courts should look to the black letter of the law rather than blindly accept propertarian arguments. This decision is of particular importance because it establishes that fair use applies to unlicensed use of sound recordings and re-establishes de minimis use.ConclusionThis paper was partly inspired by the final entry on eminent copyright scholar William Patry’s personal copyright law blog (1 Aug. 2008). A copyright lawyer for over 25 years, Patry articulated his belief that copyright law has swung too far away from its initial objectives and that balance could never be restored. The two cases presented in this paper demonstrate that fair use – and therefore balance – can be recovered in copyright. The federal Supreme Court and lower courts have stressed that copyright was intended to promote creativity and have upheld the fair doctrine, but in order for the balance to exist in copyright law, cases must come before the courts; copyright myth must be challenged. As McLeod states, “the real-world problems occur when institutions that actually have the resources to defend themselves against unwarranted or frivolous lawsuits choose to take the safe route, thus eroding fair use”(146-7). IntroductionDespite claims that the importance of distance has been reduced due to technological and communications improvements (Cairncross; Friedman; O’Brien), the ‘power of place’ still resonates, often intensifying the role of geography (Christopherson et al.; Morgan; Pratt; Scott and Storper). Within the film industry, there has been a decentralisation of production from Hollywood, but there remains a spatial logic which has preferenced particular centres, such as Toronto, Vancouver, Sydney and Prague often led by a combination of incentives (Christopherson and Storper; Goldsmith and O’Regan; Goldsmith et al.; Miller et al.; Mould). The emergence of high end television, television programming for which the production budget is more than £1 million per television hour, has presented new opportunities for screen hubs sharing a very similar value chain to the film industry (OlsbergSPI with Nordicity).In recent years, interventions have proliferated with the aim of capitalising on the decentralisation of certain activities in order to attract international screen industries production and embed it within local hubs. Tools for building capacity and expertise have proliferated, including support for studio complex facilities, infrastructural investments, tax breaks and other economic incentives (Cucco; Goldsmith and O’Regan; Jensen; Goldsmith et al.; McDonald; Miller et al.; Mould). Yet experience tells us that these will not succeed everywhere. There is a need for a better understanding of both the capacity for places to build a distinctive and competitive advantage within a highly globalised landscape and the relative merits of alternative interventions designed to generate a sustainable production base.This article first sets out the rationale for the appetite identified in the screen industries for co-location, or clustering and concentration in a tightly drawn physical area, in global hubs of production. It goes on to explore the latest trends of decentralisation and examines the upturn in interventions aimed at attracting mobile screen industries capital and labour. Finally it introduces the Scottish screen industries and explores some of the ways in which Scotland has sought to position itself as a recipient of screen industries activity. The paper identifies some key gaps in infrastructure, most notably a studio, and calls for closer examination of the essential ingredients of, and possible interventions needed for, a vibrant and sustainable industry.A Compulsion for ProximityIt has been argued that particular spatial and place-based factors are central to the development and organisation of the screen industries. The film and television sector, the particular focus of this article, exhibit an extraordinarily high degree of spatial agglomeration, especially favouring centres with global status. It is worth noting that the computer games sector, not explored in this article, slightly diverges from this trend displaying more spatial patterns of decentralisation (Vallance), although key physical hubs of activity have been identified (Champion). Creative products often possess a cachet that is directly associated with their point of origin, for example fashion from Paris, films from Hollywood and country music from Nashville – although it can also be acknowledged that these are often strategic commercial constructions (Pecknold). The place of production represents a unique component of the final product as well as an authentication of substantive and symbolic quality (Scott, “Creative cities”). Place can act as part of a brand or image for creative industries, often reinforcing the advantage of being based in particular centres of production.Very localised historical, cultural, social and physical factors may also influence the success of creative production in particular places. Place-based factors relating to the built environment, including cheap space, public-sector support framework, connectivity, local identity, institutional environment and availability of amenities, are seen as possible influences in the locational choices of creative industry firms (see, for example, Drake; Helbrecht; Hutton; Leadbeater and Oakley; Markusen).Employment trends are notoriously difficult to measure in the screen industries (Christopherson, “Hollywood in decline?”), but the sector does contain large numbers of very small firms and freelancers. This allows them to be flexible but poses certain problems that can be somewhat offset by co-location. The findings of Antcliff et al.’s study of workers in the audiovisual industry in the UK suggested that individuals sought to reconstruct stable employment relations through their involvement in and use of networks. The trust and reciprocity engendered by stable networks, built up over time, were used to offset the risk associated with the erosion of stable employment. These findings are echoed by a study of TV content production in two media regions in Germany by Sydow and Staber who found that, although firms come together to work on particular projects, typically their business relations extend for a much longer period than this. Commonly, firms and individuals who have worked together previously will reassemble for further project work aided by their past experiences and expectations.Co-location allows the development of shared structures: language, technical attitudes, interpretative schemes and ‘communities of practice’ (Bathelt, et al.). Grabher describes this process as ‘hanging out’. Deep local pools of creative and skilled labour are advantageous both to firms and employees (Reimer et al.) by allowing flexibility, developing networks and offsetting risk (Banks et al.; Scott, “Global City Regions”). For example in Cook and Pandit’s study comparing the broadcasting industry in three city-regions, London was found to be hugely advantaged by its unrivalled talent pool, high financial rewards and prestigious projects. As Barnes and Hutton assert in relation to the wider creative industries, “if place matters, it matters most to them” (1251). This is certainly true for the screen industries and their spatial logic points towards a compulsion for proximity in large global hubs.Decentralisation and ‘Sticky’ PlacesDespite the attraction of global production hubs, there has been a decentralisation of screen industries from key centres, starting with the film industry and the vertical disintegration of Hollywood studios (Christopherson and Storper). There are instances of ‘runaway production’ from the 1920s onwards with around 40 per cent of all features being accounted for by offshore production in 1960 (Miller et al., 133). This trend has been increasing significantly in the last 20 years, leading to the genesis of new hubs of screen activity such as Toronto, Vancouver, Sydney and Prague (Christopherson, “Project work in context”; Goldsmith et al.; Mould; Miller et al.; Szczepanik). This development has been prompted by a multiplicity of reasons including favourable currency value differentials and economic incentives. Subsidies and tax breaks have been offered to secure international productions with most countries demanding that, in order to qualify for tax relief, productions have to spend a certain amount of their budget within the local economy, employ local crew and use domestic creative talent (Hill). Extensive infrastructure has been developed including studio complexes to attempt to lure productions with the advantage of a full service offering (Goldsmith and O’Regan).Internationally, Canada has been the greatest beneficiary of ‘runaway production’ with a state-led enactment of generous film incentives since the late 1990s (McDonald). Vancouver and Toronto are the busiest locations for North American Screen production after Los Angeles and New York, due to exchange rates and tax rebates on labour costs (Miller et al., 141). 80% of Vancouver’s production is attributable to runaway production (Jensen, 27) and the city is considered by some to have crossed a threshold as:It now possesses sufficient depth and breadth of talent to undertake the full array of pre-production, production and post-production services for the delivery of major motion pictures and TV programmes. (Barnes and Coe, 19)Similarly, Toronto is considered to have established a “comprehensive set of horizontal and vertical media capabilities” to ensure its status as a “full function media centre” (Davis, 98). These cities have successfully engaged in entrepreneurial activity to attract production (Christopherson, “Project Work in Context”) and in Vancouver the proactive role of provincial government and labour unions are, in part, credited with its success (Barnes and Coe). Studio-complex infrastructure has also been used to lure global productions, with Toronto, Melbourne and Sydney all being seen as key examples of where such developments have been used as a strategic priority to take local production capacity to the next level (Goldsmith and O’Regan).Studies which provide a historiography of the development of screen-industry hubs emphasise a complex interplay of social, cultural and physical conditions. In the complex and global flows of the screen industries, ‘sticky’ hubs have emerged with the ability to attract and retain capital and skilled labour. Despite being principally organised to attract international production, most studio complexes, especially those outside of global centres need to have a strong relationship to local or national film and television production to ensure the sustainability and depth of the labour pool (Goldsmith and O’Regan, 2003). Many have a broadcaster on site as well as a range of companies with a media orientation and training facilities (Goldsmith and O’Regan, 2003; Picard, 2008). The emergence of film studio complexes in the Australian Gold Coast and Vancouver was accompanied by an increasing role for television production and this multi-purpose nature was important for the continuity of production.Fostering a strong community of below the line workers, such as set designers, locations managers, make-up artists and props manufacturers, can also be a clear advantage in attracting international productions. For example at Cinecitta in Italy, the expertise of set designers and experienced crews in the Barrandov Studios of Prague are regarded as major selling points of the studio complexes there (Goldsmith and O’Regan; Miller et al.; Szczepanik). Natural and built environments are also considered very important for film and television firms and it is a useful advantage for capturing international production when cities can double for other locations as in the cases of Toronto, Vancouver, Prague for example (Evans; Goldsmith and O’Regan; Szczepanik). Toronto, for instance, has doubled for New York in over 100 films and with regard to television Due South’s (1994-1998) use of Toronto as Chicago was estimated to have saved 40 per cent in costs (Miller et al., 141).The Scottish Screen Industries Within mobile flows of capital and labour, Scotland has sought to position itself as a recipient of screen industries activity through multiple interventions, including investment in institutional frameworks, direct and indirect economic subsidies and the development of physical infrastructure. Traditionally creative industry activity in the UK has been concentrated in London and the South East which together account for 43% of the creative economy workforce (Bakhshi et al.). In order, in part to redress this imbalance and more generally to encourage the attraction and retention of international production a range of policies have been introduced focused on the screen industries. A revised Film Tax Relief was introduced in 2007 to encourage inward investment and prevent offshoring of indigenous production, and this has since been extended to high-end television, animation and children’s programming. Broadcasting has also experienced a push for decentralisation led by public funding with a responsibility to be regionally representative. The BBC (“BBC Annual Report and Accounts 2014/15”) is currently exceeding its target of 50% network spend outside London by 2016, with 17% spent in Scotland, Wales and Northern Ireland. Channel 4 has similarly committed to commission at least 9% of its original spend from the nations by 2020. Studios have been also developed across the UK including at Roath Lock (Cardiff), Titanic Studios (Belfast), MedicaCity (Salford) and The Sharp Project (Manchester).The creative industries have been identified as one of seven growth sectors for Scotland by the government (Scottish Government). In 2010, the film and video sector employed 3,500 people and contributed £120 million GVA and £120 million adjusted GVA to the economy and the radio and TV sector employed 3,500 people and contributed £50 million GVA and £400 million adjusted GVA (The Scottish Parliament). Beyond the direct economic benefits of sectors, the on-screen representation of Scotland has been claimed to boost visitor numbers to the country (EKOS) and high profile international film productions have been attracted including Skyfall (2012) and WWZ (2013).Scotland has historically attracted international film and TV productions due to its natural locations (VisitScotland) and on average, between 2009-2014, six big budget films a year used Scottish locations both urban and rural (BOP Consulting, 2014). In all, a total of £20 million was generated by film-making in Glasgow during 2011 (Balkind) with WWZ (2013) and Cloud Atlas (2013), representing Philadelphia and San Francisco respectively, as well as doubling for Edinburgh for the recent acclaimed Scottish films Filth (2013) and Sunshine on Leith (2013). Sanson (80) asserts that the use of the city as a site for international productions not only brings in direct revenue from production money but also promotes the city as a “fashionable place to live, work and visit. Creativity makes the city both profitable and ‘cool’”.Nonetheless, issues persist and it has been suggested that Scotland lacks a stable and sustainable film industry, with low indigenous production levels and variable success from year to year in attracting inward investment (BOP Consulting). With regard to crew, problems with an insufficient production base have been identified as an issue in maintaining a pipeline of skills (BOP Consulting). Developing ‘talent’ is a central aspect of the Scottish Government’s Strategy for the Creative Industries, yet there remains the core challenge of retaining skills and encouraging new talent into the industry (BOP Consulting).With regard to film, a lack of substantial funding incentives and the absence of a studio have been identified as a key concern for the sector. For example, within the film industry the majority of inward investment filming in Scotland is location work as it lacks the studio facilities that would enable it to sustain a big-budget production in its entirety (BOP Consulting). The absence of such infrastructure has been seen as contributing to a drain of Scottish talent from these industries to other areas and countries where there is a more vibrant sector (BOP Consulting). The loss of Scottish talent to Northern Ireland was attributed to the longevity of the work being provided by Games of Thrones (2011-) now having completed its six series at the Titanic Studios in Belfast (EKOS) although this may have been stemmed somewhat recently with the attraction of US high-end TV series Outlander (2014-) which has been based at Wardpark in Cumbernauld since 2013.Television, both high-end production and local broadcasting, appears crucial to the sustainability of screen production in Scotland. Outlander has been estimated to contribute to Scotland’s production spend figures reaching a historic high of £45.8 million in 2014 (Creative Scotland ”Creative Scotland Screen Strategy Update”). The arrival of the program has almost doubled production spend in Scotland, offering the chance for increased stability for screen industries workers. Qualifying for UK High-End Television Tax Relief, Outlander has engaged a crew of approximately 300 across props, filming and set build, and cast over 2,000 supporting artist roles from within Scotland and the UK.Long running drama, in particular, offers key opportunities for both those cutting their teeth in the screen industries and also by providing more consistent and longer-term employment to existing workers. BBC television soap River City (2002-) has been identified as a key example of such an opportunity and the programme has been credited with providing a springboard for developing the skills of local actors, writers and production crew (Hibberd). This kind of pipeline of production is critical given the work patterns of the sector. According to Creative Skillset, of the 4,000 people in Scotland are employed in the film and television industries, 40% of television workers are freelance and 90% of film production work in freelance (EKOS).In an attempt to address skills gaps, the Outlander Trainee Placement Scheme has been devised in collaboration with Creative Scotland and Creative Skillset. During filming of Season One, thirty-eight trainees were supported across a range of production and craft roles, followed by a further twenty-five in Season Two. Encouragingly Outlander, and the books it is based on, is set in Scotland so the authenticity of place has played a strong component in the decision to locate production there. Producer David Brown began his career on Bill Forsyth films Gregory’s Girl (1981), Local Hero (1983) and Comfort and Joy (1984) and has a strong existing relationship to Scotland. He has been very vocal in his support for the trainee program, contending that “training is the future of our industry and we at Outlander see the growth of talent and opportunities as part of our mission here in Scotland” (“Outlander fast tracks next generation of skilled screen talent”).ConclusionsThis article has aimed to explore the relationship between place and the screen industries and, taking Scotland as its focus, has outlined a need to more closely examine the ways in which the sector can be supported. Despite the possible gains in terms of building a sustainable industry, the state-led funding of the global screen industries is contested. The use of tax breaks and incentives has been problematised and critiques range from use of public funding to attract footloose media industries to the increasingly zero sum game of competition between competing places (Morawetz; McDonald). In relation to broadcasting, there have been critiques of a ‘lift and shift’ approach to policy in the UK, with TV production companies moving to the nations and regions temporarily to meet the quota and leaving once a production has finished (House of Commons). Further to this, issues have been raised regarding how far such interventions can seed and develop a rich production ecology that offers opportunities for indigenous talent (Christopherson and Rightor).Nonetheless recent success for the screen industries in Scotland can, at least in part, be attributed to interventions including increased decentralisation of broadcasting and the high-end television tax incentives. This article has identified gaps in infrastructure which continue to stymie growth and have led to production drain to other centres. Important gaps in knowledge can also be acknowledged that warrant further investigation and unpacking including the relationship between film, high-end television and broadcasting, especially in terms of the opportunities they offer for screen industries workers to build a career in Scotland and notable gaps in infrastructure and the impact they have on the loss of production.ReferencesAntcliff, Valerie, Richard Saundry, and Mark Stuart.
