Abstract:
The relevance of the research is environmental management is the basis for natural resources conservation, environmental protection and environmental safety. Meanwhile, it is important to use the best available technologies for neutralization and processing of production and consumption waste in addition to observance of the legal and environmental rules. Waste management of production and consumption is one of the main directions of the transition to a circular economy and the use of low-waste and non-waste production, which has recently been actively demonstrated by developed countries. The main aim of extrusive processing of meat waste is considered. Extrusive processing of waste - an effective solution of problems of rational environmental management as allows to make in addition secondary resources products, thereby realizing the principles of economy of the closed cycle; and considerably to reduce environmental pollution due to refusal of burning and waste disposal of livestock production and the meat-processing enterprises. Subject, tasks and methods of a research is processing of meat waste which call still biological waste and which are formed, generally in livestock production and at the meat-processing enterprises. One of perspective technologies of high-quality processing of waste is extrusive processing. Research results confirm that In Russia outdated neutralization and recycling of agro-industrial waste technologies lead to the loss of resources. Moreover they have a significant negative impact on the environment. This article deals with the method of extrusion recycling of meat waste. Extrusion recycling of waste is an effective solution to the environmental management problems, as additionally it allows to produce products from secondary resources, thereby the principles of closed-cycle economy are implemented, and significantly reduce environmental pollution by eliminating the burning and disposal of animal waste and meat processing plants. Thus, use of extrusive technologies will allow not only to make waste products, to get additional profit, but also to prevent pollution of air, water and land resources harmful substances, providing thereby rational environmental management, and will form a basis of transition to circular economy which formation is impossible without environmental safety.

Engagement is a behavior in which the employee is fully emotionally and intellectually involved in a certain activity, wants to make additional effort. One of the key topics that a modern company leader is interested in is creating a special organizational environment in which people work consciously, look for ways to improve, put their knowledge at the service of the business and take on more responsibility. Therefore, it is very important to focus on the internal environment in which employees interact with each other.The article examines the relationship between staff involvement and sustainable development of the company. Highly engaged companies have the best financial performance in their industry. The main sources of engagement at the moment are research by consulting companies and, to a lesser extent, practice-oriented publications. The paper analyzes the proposed approaches to increase employee engagement and proposes a comprehensive method for managing employee engagement. The purpose of the study is to determine the optimal approach to personnel engagement management.The objectives of the research are reduced to the description of the method (PDCA), which includes a description of the approach for taking measurements, filling in the incoming questionnaire blocks, taking into account the current situation and the company's strategy, an algorithm for working with the results obtained and examples of practices to increase engagement.The results of the study are the content of key blocks of assessment, analytical tools for assessing involvement, an algorithm for working with assessment results to make a decision to increase involvement.

AbstractThis article presents the most important aspects of the sustainable development policy and indicates the instruments that have an impact on its shaping. In addition, attention was drawn to the fact that issues related to sustainable development (mainly in the context of spatial planning and investment) and environmental protection are also discussed as leading topics in discussions on the quality of life in Europe. In the conclusions for the future, points were identified that prove to be the most important goals for the current and future development of Europe as a whole, namely: promoting sustainable spatial development; strengthening business location; infrastructure optimization; ensuring social stability in areas such as health, education and social policy; careful use of natural resources (promoting biodiversity and supporting material cycle optimization), i.e. helping to ensure that the natural foundations of life are available to the next generation as much as possible; continuation of advanced energy policy (reduction of CO2 emissions in line with target values); strengthening education (continuing to consolidate the education system, improving the conditions for employing teachers, as well as ensuring the financial stability of educational institutions); ensuring the safety of; effective positioning of regions (cooperation between regions that jointly implement key projects and take greater account of common interests at national level).

Purpose. The aim of the article is to substantiate the use of mechanism for ensuring sustainable economic development of state enterprises. Methodology of research. The theoretical and methodological basis of study is a systematic approach to knowledge of fundamental provisions of formation of information and analytical support for the sustainable economic development of state enterprises. A system of general scientific and special methods are used to achieve the intended goal, namely: methods of logical generalization and comparison – to form main provisions of organization of sustainable economic development of state enterprises; methods of analysis, synthesis and generalization – in study of functional areas for evaluating indicators and strategic scenarios; abstract and logical method – in formulating the conclusions of the study. Findings. The necessity of applying relevant principles and organizational and economic mechanisms, on basis of which indicators of economic activity are determined, is substantiated. The indicators of ensuring economic sustainable development of a state-owned enterprise are recommended to be determined in following functional areas: economic and marketing activities, finance, and personnel management. It has been established that operation of mechanism of sustainable economic development is ensured by resource potential through optimization, sound management principles, in accordance with the goals of the activity and methods of making managerial decisions, achieving rationality of economic processes. Possible management strategies to ensure sustainable economic development of state-owned enterprises are identified, taking into account possible strategic vectors that contribute to increasing efficiency of using economic potential. Based on this, strategic scenarios for ensuring sustainable economic development are proposed. Originality.The scientific novelty consists in substantiating the concept of building and using mechanism for ensuring sustainable economic development of state enterprises by defining principles in system of managerial making decision and strategic guidelines Practical value. Using proposed strategic scenarios to ensure sustainable economic development will allow to develop a model of economic development in accordance with conditions of current and strategic level of enterprise development. The effect will be ability to achieve sustainable economic development of state-owned enterprises in accordance with strategic goals based on accessible information support. The strategic approach to sustainable territorial development precisely assesses all regional disparities. Implementing this approach allows considering the interests and requirements of all stakeholders and identifying priority areas for regional development. A detailed analysis of existing regional development strategies and programs confirms the active region interaction with numerous organizations, groups, and individuals. The growing role of stakeholders in shaping regional policy determines the necessity of the research. Proposed conceptual approach will contribute determining the stakeholders’ interaction effectiveness in ensuring sustainable territorial development. Algorithm for analyzing the stakeholders’ interaction effectiveness was worked out based upon critical analysis of the scientific professionals’ main approaches of identifying and comparing the interests of stakeholders’ sectoral and territorial groups in the context of solving the region existing problems. A feature of the proposed measure scheme of the stakeholder interaction efficiency is the synthesis of quantitative and qualitative assessment of the stakeholder interaction effectiveness using the method of expert assessments, statistical analysis, and fuzzy sets. The practical part of the developed approach to determining the effectiveness of stakeholder interaction allowed to assess the level of regional development programs implementation in the Kharkiv region and to identify the synergistic effect of stakeholder interaction. The made conclusions and recommendations regarding the solution of region existing problems have found practical application in predicting scenarios for the territory development.

It is shown that the most important factors determining the sustainable innovative development of the metallurgical complex are the availability of competitive metal production capacities with the systematic demand for Russian metal products both in the domestic and foreign markets. It was determined that as a result of the implementation of major investment programs by leading metallurgical companies implemented in the iron and steel industry of Russia, production capacities have been created competitive types product of in the world market. However the realization of this potential is sharply limited due to the insufficient development of the engineering complex As a result, there was a significant gap between the large production and economic potential of Russian metallurgical companies created over the years of favorable economic conditions and the limited opportunities to use this potential. Abstract:
The article aims to highlight the latest approaches to the introduction of countries gender budgeting. The authors propose the application of the method of ranking countries based on 4 key indicators related to the gender gap (Economic participation and opportunity, Educational attainment, Health and survival, Political empowerment) of the Global gender gap index and then analyse the result considering the level of socio-economic development of each country. Ten sample countries were randomly chosen. The results of the study confirmed the mutual influence between the gender gap and socio-economic development. The proposed method of ranking countries compared to socio-economic, political and environmental development allows countries with a high value of the gender gap index to offer specific tools to reduce it. The research conducted can help improve existing practices, facilitate initiatives to develop gender parity and further work on geographical and sectoral orientation.

The sources, types, and mechanisms of formation and tools for minimizing "unintended consequences" of economic reforms in Ukraine are considered. "Unintended consequences" are understood as unpredictable, unintentional, indirect, and incredible consequences of actions of initiators, organizers and executors of Ukrainian reforms, which were not included in their plans but happened in reality and have have a decisive influence on the state of the national economy. The methodological basis of the study includes historical-genetic, comparative, statistical, and graphical analysis. The origins of the study of " unintended consequences" of human actions can be traced in the works of N. Machiavelli, J. B. Vico, B. Mandeville, A. Ferguson, W. Petty, A. Smith, J.-B. Sаy, K. Marx, С. Menger , W. Pareto, M. Weber, F. Hayek, and R. Merton. Prerequisites for the "unintended consequences" of economic reforms in Ukraine include insufficient competence of initiators and organizers, errors in analyzing problems due to ignoring the specifics of the current situation, focus on achieving immediate results without the possibility to calculate long-term consequences of implemented measures, underestimation of the role of basic values of national culture and the impact of disclosure of predictions on the behavior of economic entities. The types of “unintended consequences” that affected the course of economic reforms in Ukraine include those that, while remaining functional for the system, rely on latent, unconscious and unplanned factors arising from latent dysfunctions. Varieties of mechanisms for the formation of "unintended consequences" of economic reforms in Ukraine include the manifestation of the results of latent functions, self-realization of social beliefs and self-destructive beliefs. It is substantiated that the practice of mandatory preliminary testing at the local level on the basis of relevant information platforms makes it possible to eliminate shortcomings in advance, clarify and improve the implemented measures, determine their social effectiveness, and choose the best alternative. Conducting preliminary economic experiments avoids situations where, as a result of the reform, certain groups gain access to various types of rental income at the expense of society.

The article considers questions about the role and significance of art education in the context of ensuring sustainable development of society. The features of the development of art education in the postmodern era, its functions and specific features (individuality, creativity, understanding of a person as the highest value, etc.) are analyzed. The interdependence of arts education and sustainable development are characterized. The exceptional importance for ensuring sustainable development of an appropriately oriented and updated arts education was emphasized. In particular, it seems possible to ensure a change in stereotypes, ways of thinking and actions of people, the formation of appropriate motivation and public opinion in the context of applied nature through the influence of art. Ways to improve art education with the aim of ensuring sustainable development are proposed: integration of formal and non-formal art education, ensuring innovativeness, interdisciplinarity and multiculturalism of art education, creating an inclusive environment in higher educational institutions. We see prospects for further scientific research in the creation of a model for training specialists with certain properties and substantiation of the features of its implementation in real conditions of the educational process in higher education institutions of the artistic direction.

The present research deals with substantiating the need to develop a conceptual framework for the sustainable development of the food market and ensuring the country's food security through domestic production of quality food. At present, the sustainable development of economic systems is a relevant problem, and therefore the sustainable development of the food market is also becoming acute. This problem is not sufficiently developed in both theoretical and practical aspects. Its study allowed identifying factors that affect the sustainability of the food market. These factors include industrializing agriculture, improving agricultural technologies, developing market infrastructure, ensuring national competitive advantages of the agrifood sector, etc. The article analyzes the key trends in the development of the Russian food market, which allowed concluding that ensuring its sustainable development should include economic regulators that would ensure the combination of interests of the state, producers, and consumers, as well as forming equivalent relations among them. Global resilience and stability have produced changes in the collective mentality, aimed at developing the spirit of resource conservation, increasing the quantity of recycled materials with effects in reducing climate change. The interdependence between economic, environmental and social considerations for ensuring sustainable development is obvious, their trend being of real interest in current research, because like those presented in the Brundtland report, only this will ensure “the needs of current generations without compromising the possibility of future generations to satisfy their own needs”. To confront global challenges in the field of environmental security, humanity needs reproduction chains of a new type that correspond to the models of the green economy and the principles of sustainable development. The most relevant concept that meets these conditions is a circular economy. A new round of industrial development provides additional opportunities to introduce principles of circular reproduction. The proliferation of robots and the introduction of artificial intelligence systems will facilitate the implementation of circular innovations. The purpose of the paper is a study of current trends in the transformation of global value chains based on the symbiosis of virtual and physical production systems which form new operating models and contribute to sustainable economic growth. The research methodology includes general scientific methods of cognition, systemic and situational approaches, methods of structural and functional analysis, empirical generalization and comparison, as well as tabular and graphical methods of visualization of statistical and calculated data. The main results of the study are to gain new knowledge about the role of interaction between digital and physical spaces in ensuring the achievement of goals of sustainable development and the implementation of principles of circular reproduction. Studying robotic circular reproduction will increase the relevance of the concepts of a green economy and circular reproduction, which will promote effective implementation of the above concepts in the Russian Federation.

This publication examines the implementation of the concept of sustainable development, which are increasingly becoming the object of research by scientists and practitioners. At the same time, special attention should be paid to the important fact, that, in practical terms, the solution of this problem is largely due to the formation of an economically safe and, as a consequence, favorable from the standpoint of the interests of entrepreneurs, an eco-environment, that provides their motivation for sustainable development. The study pays mainly attention to the development of an algorithm for solving methodological issues concerning, firstly, the essence and relationship of such concepts, as sustainable development and an economically safe business environment, favorable for investing in innovative processes. Secondly, the analysis of the ecological environment, as a systemic education and positioning in this system of the regional business environment. Thirdly, the development of approaches to the creation of a method for diagnosing the ecological environment, identifying and assessing the factors, that determine its economic security. Fourthly, the assessment of these factors in the form of an unsystematic component of investment risk. And, fifthly, which is important in practical terms, justifying the possibility in the reverse order, relying on the diagnostic results obtained, to determine, develop and implement specific measures to eliminate various kinds of factors, that negatively affect the formation of an economically safe ecological environment and, accordingly, on the development of an innovative activities and revitalization of investment processes, leading to the achievement of the SDGs.

Subject. This article considers the region's competitive capacity as a factor to ensure the sustainable development of the regional economy. Objectives. The article aims to analyze the trends in the socio-economic development of the Krasnodar Krai and assess its competitive power according to the reporting period and forecast up to 2023 data. Methods. For the study, we used logical, statistical, and retrospective analyses, and the systems approach. Results. The article shows the possibility of using a certain approach to analyze the region's competitive capacity in the context of identifying trends and factors for the sustainable development of the economy. This method of competitive capacity assessment can be considered as a method of rapid analysis that provides information for advanced search. Conclusions. Policies to ensure the region's competitiveness should be based on the goal-oriented approach. It is necessary to take into account the advantages of the region's economy clustering, and design innovative development and entrepreneurship support systems.

Competition for access to resources in the modern world is often decisive in shaping the state policy of many countries. The clash of geopolitical and economic interests of various states, including those in the Arctic, leads to an aggravation of conflicts between them. The Arctic region, due to its unique natural resource, geopolitical and human potential, is certainly a zone of strategic interests of our country. To date, the most relevant are the problems of ensuring the state security of the Russian Federation in the Arctic, as well as ensuring sustainable socio-economic development of the Arctic zone of the Russian Federation, while maintaining a favorable state of the environment and its unique nature. An important role in this process is played by the formation of a comprehensive and balanced system of legal regulation both at the national and international and interstate levels. One of the urgent problems in ensuring the national security of Russia in the Arctic region is the completion of the process of establishing, in accordance with the norms of International Law, the limits of the extension of its sovereign rights to the spaces of the Arctic Ocean and its natural resources. The international legal consolidation of the borders of the Arctic zone of the Russian Federation is the basis for the implementation of the sovereign rights of our state on the Arctic shelf as one of the components of ensuring national security in the region. In the sustainable development of the Russian Arctic, one of the key tasks is the organization of sea cargo transportation along the Northern Sea Route under the control of the Russian Federation, as well as ensuring the competitiveness of this national transport artery in the world market. The issues of environmental protection and the unique Arctic nature that need to be addressed on a priority basis also seem to be a priority. Appropriate measures should be developed on the basis of advanced scientific achievements and implemented by all subjects of economic and other activities in the region.

Modern enterprises are dynamically developing due to the fourth industrial revolution, contributing to the introduction of innovative infocommunication technologies in most business processes, thereby shaping and developing the digital economy. The aim of the article is to substantiate the concept of sustainable development of enterprises in the context of digital transformations. The theoretical and methodological foundations of sustainable development at different levels of the hierarchy have been determined. The concept of sustainable development of enterprises has been developed, the implementation of which is aimed at harmonizing the economic, environmental and social activities of the enterprise. The stages of the process of implementing the concept of sustainable development of enterprises are highlighted, providing for the justification of an inert, neutral, progressive or forced vector. Ensuring the implementation of the concept of sustainable development is expected through the use of applied models, in particular, the implementation of a parametric model of joint deployment of enterprise infrastructure with other infrastructure facilities in economic activity, taking into account technical, geographical, organizational and socio-economic factors to strengthen financial stability; building a model for ensuring a balanced balance between economic efficiency and environmental and social responsibility of an enterprise using a mechanism for managing transformation processes in the process of transition to sustainable development in the context of digitalization.

Sustainable development is understood as harmonious development from the perspective of the economy, social sphere and ecology. At the same time, the sustainable development of socio-economic and natural systems is not possible if many factors and conditions are not taken into account that can directly affect the current state and long-term sustainability of their functioning and interference is not created on these processes within the framework of the implementation of various policies by the state. Purpose: In this regard, the purpose of this study is to identify and study the key factors that determine and contribute to the balanced development of rural regions of the country in the context of sustainable development goals and objectives. Methods: Empirical methods of economic cognition, methods of induction and deduction, synthesis, as well as logical methods were used in the framework of scientific research. The purpose of the article is to reveal the principal features of strengthening state influence on ensuring sustainable development of entrepreneurship in agriculture. Research methods. The research uses dialectical methods of scientific knowledge of the process of sustainable development of entrepreneurship in agriculture, primarily analysis and synthesis. Empirical methods of cognition, such as description, measurement and comparison, were also used to characterize the state's influence on the process of sustainable development of entrepreneurship in agriculture. Research results. It is established that the system of strengthening state influence on sustainable development of entrepre-neurship in agriculture should be comprehensive, and cover all agricultural producers, especially representatives of micro and small businesses, be aimed at the main producer and enshrined in law. Among the immediate tasks of the legal framework - to regulate the system of business support in agriculture through the introduction of subsidies, soft loans, preferential tax periods, etc. In addition, the strengthening of state influence should take place through the institutions of encouragement of producers, institutions of information exchange and innovation, institutions of cooperation and associations. Scientific novelty. The main problems arising at the level of sustainable development of entrepreneurship are characterized and the main organizational foundations for strengthening state influence on ensuring sustainable development of entrepreneurship in agriculture are revealed. Practical significance. The main organizational principles of strengthening state influence should be used as a basis for the development of a number of regulations, policies and strategies for agricultural development. The purpose of the article is to analyze the current state of the principles of sustainable development of enterprises in Ukraine, and the impact on the economy of Ukraine as a whole. To this end, was performed an analysis of Ukraine’s position on the indicators of sustainable development in the dynamics. The article defines the essence of the concept of sustainable development and its main components: economic, environmental and social. The basic principles of ensuring sustainable business development are determined. The prerequisites for ensuring and supporting the implementation of the concept of sustainable development of the enterprise in management practice are considered. The proposals on the innovative nature of economic development in the context of sustainable development of domestic enterprises are studied and substantiated. It was found that the current situation in the economy of Ukraine is characterized by not very high activity of innovation, which is caused primarily by the deficiency of own funds of enterprises and limited budget funding. The ways of transition of the national economy, in particular of domestic enterprises to the model of sustainable development are suggested.

Most of the countries of the world strive to be committed to the Concept of Sustainable Development and develop their own national system for monitoring progress towards the implementation of the 17 global Sustainable Development Goals. In most cases, implementation is ensured through the national projects that have an infrastructure nature. At the same time, it is very appropriate to use the achievements of business organizations, primarily industrial enterprises, which include environmental and social goals as providing direct production activities. These goals and, accordingly, the indicators that evaluate them, reflect the process activity of the enterprise. The study shows the role of the project activity of the enterprise, which ensures the successful implementation of process goals within the functional direction (by the example of the environmental and social spheres of ensuring the production process of the enterprise). As a result of the analysis of the industrial enterprises standard reporting, indicators that meet the parameters of sustainable development approved in the Russian Federation, are identified. Recommendations are given for expanding the sustainable development goals that an industrial enterprise can meet in the framework of ensuring its production activities.

Sustainable development of regions is a priority direction of state policy. The creation and development of industrial infrastructure within the region becomes one of the recent trends aimed at obtaining the highest results in indicators of sustainable development. The formation of industrial parks as drivers of economic growth contributes to the formation of an integral production system within the region aimed both at ensuring the economic security of the region and at accelerating its development. In order to assess the role of industrial parks in achieving sustainable development goals (SDG) at the regional level, the authors correlated the SDG and the contribution of industrial parks to their achievement. The authors proposed indicators of the impact of industrial parks on the sustainable development of the region based on a theory review of regional sustainable development and indicators of its assessment. Evaluation of development indicators of industrial parks in the Russian Federation made it possible to determine the trends of economic growth in the region with an increase in investment in industrial parks.

The article is devoted to solving the problems of ensuring sustainable development based on cultural and creative industries. The methodological basis of the research is a set of methods of scientific knowledge, general scientific and special research methods. The theoretical basis of the author’s statements regarding the concepts of “cultural” and “creative” industries is the fundamental research of Ukrainian and foreign scientists in the field of economic theory, regional economics and sustainable development of territories, sociology, strategic management of socio-economic development of regions. The author’s key conclusions regarding the category of “sustainable development” are based on studies of Ukrainian and European legal norms.Because of a historical digression, the article substantiates the expediency of separating the concepts of “cultural” and “creative” industries, since some represent a set of cultural practices that are carried out according to standards, and the second – involve the implementation of individual creative abilities. It is proposed to consider “cultural industries” in two fundamentally different aspects, which can be covered through cultural and economic approaches. It is proven that these industries are aimed not only at the production of products, they are also a tool for stimulating individuals to choose social forms of life, social behavior, and mutual understanding, rational consumption, etc. It is established that in modern science, the issue of distinguishing the types of cultural and creative industries is debatable, based on which the author’s structure of cultural and creative industries is developed, the core of which is the creative economy, and the external space is represented by the economic, environmental and social components of sustainable development. The author’s approach allows us to expand the scientific vision of the essence and content of cultural and creative industries, as well as to determine their role in ensuring sustainable development. The proposed interpretation of the structure will later be used in the development of a marketing strategy for cultural and creative industries, which contributes to the solution of the applied task of achieving the Sustainable Development Goals. There are many proofs confirming the importance of sustainable development for Montenegro. Shared international challenges, global economic crisis, and, particularly, the country?s natural characteristics emphasize that sustainable development is the only way ahead. In 2002 Montenegro formed the National Council for Sustainable Development; in 2005 the Office for Sustainable Development was established, and the National Strategy of Sustainable Development was adopted in 2007. With these developments, Montenegro created the most advanced institutional basis for sustainable development in its region. After carefully observing the functioning of national sustainable development institutions, however, the Office for Sustainable Development embarked upon the process of their reform in 2008. As a result, the Council was fundamentally reformed, having its membership downsized and composition transformed. Two Annual Reports on the Implementation of the Sustainable Development Strategy have been completed and the process of defining sustainable development indicators commenced in co-operation with the United Nations. This paper critically examines the evolution of the set-up of the Montenegrin sustainable development system, presents the advantages and disadvantages of the government-anchored Council. Based on the lessons learnt, it presents recommendations for policy makers on promoting and enforcing sustainable development. The paper argues that only by effectively co-ordinating all segments of society and ensuring genuine participation of outside-government stakeholders, the countries can ensure that sustainable development principles are incorporated in national and local policies. The independence and pro-activeness in approach of sustainable development institutions is essential in ensuring the supremacy of sustainable practices in decision-making. Considering the similarities in historic, economic and social developments of the former socialist countries, the recommendations put forward by this paper could be of particularly relevance for the countries of Southeast, Central, and Eastern Europe. The findings of this paper could also contribute to the wider debate on sustainable development institutional models.
