Abstract:
Entel1 produces information, data and knowledge, while supporting the energy industry. It sells this content to governments, universities, companies and non-government organizations (NGOs). It generates forecasts, analyzes energy trends and produces historical data; however, Entel needs to transform itself from a relatively traditional content company to one that exploits digital technology for greater market share and profitability. As the energy industry explodes, the company needs to re-think its products, services and client focus. Technology drives most of these challenges. In this paper, the author presents the business technology strategy developed at Entel. It’s an elaborate strategy that calls for the expansion of the overall business model as well as the identification of alternative processes and technologies that will enable the expanded business model.

Este breve documento muestra de manera directa y sencilla la estimación de las participaciones de mercado que tendrían las empresas operadoras móviles en el largo plazo, entendiéndose como largo plazo aquella situación en que las participaciones de mercado oscilan en muy pequeñas variaciones. Para cumplir con este objetivo se emplean las denominadas Cadenas de Markov, donde las Matrices de Transición se forman a través de los estados de migraciones de una empresa operadora hacia otra mediante el proceso de Portabilidad Numérica Móvil (PNM). Las conclusiones del trabajo señalan que, en el largo plazo Telefónica del Perú tendría la mayor participación de mercado (36.4 %), seguido de América Móvil (35 %); y finalmente, Entel (17.4 %) y Viettel (11.2 %).

Abstract:
Purpose – Electronic commerce or e-commerce constitutes a commercial activity on the rise. Although it has many advantages, there are several lingering factors that prevent its consolidation, such as the lack of trust of the potential consumer/user. In order to overcome that obstacle, instruments of self-regulation were created in the field of advertising. Firms that wish to distinguish themselves favorably against their competitors have the option of adopting those instruments, which play a praiseworthy role regarding the target audience and constitutes a considerable improvement of consumer rights. However, on occasions, problems arise in the market when those systems of self-regulation bind third parties that did not voluntarily enter into a contract. This paper tackles the question of if self-regulation of advertising in the net can be put in place should it affects the honor of the third party not committed with the fair-practices document. Methodology/approach/design – In this article, we will refer to the particularities that arise from a case concerning the Chilean Law no. 20,168, of 2007, on unfair competition and self-regulation of advertising in the Internet pertaining WOM, Movistar, Entel, Claro and Virgin. Findings – The Chilean Law no. 20,168, of 2007 contributes to the goal of discouraging conduct contrary to good faith or good practices in advertising in conjunction with codes of conduct that have been approved in the field related to the systems of self-regulation.

Abstract:
In a previous study, it was shown that the (111)fcc, (110)fcc and (111)bcc free surfaces do not assist the phase transitions as nucleation sites upon heating/cooling in iron (Fe) thin slabs. In the present work, the three surfaces are denoted as “inactive” free surfaces. The phase transitions in Fe thin films with these “inactive” free surfaces have been studied using a classical molecular dynamics simulation and the Meyer–Entel potential. Our results show that shear deformation helps to activate the free surface as nucleation sites. The transition mechanisms are different in dependence on the surface orientation. In film with the (111)fcc free surface, two body-centered cubic (bcc) phases with different crystalline orientations nucleate at the free surface. In film with the (110)fcc surface, the nucleation sites are the intersections between the surfaces and stacking faults. In film with the (111)bcc surface, both heterogeneous nucleation at the free surface and homogeneous nucleation in the bulk material are observed. In addition, the transition pathways are analyzed. In all cases studied, the unstrained system is stable and no phase transition takes place. This work may be helpful to understand the mechanism of phase transition in nanoscale systems under external deformation.

AbstractIn 1984 an INTELSAT antenna of 32 m of diameter was constructed at 3 370 metres above the sea level on the Peruvian Andes. At the time Entel Perú the Peruvian tele-communications company managed the antenna station, of almost 12 hectares in extension. In 1993 the government transferred the station to the private telecommunications company Telefónica del Perú. Since transoceanic fiber optics replaced radically satellite communications in 2002, a beautiful 32- metre parabolic antenna was finished its tele-communications mission and become available for other use. So in cooperation with the National Astronomical Observatory of Japan we began coordination to transform the antenna into a radio-telescope.Researches on interstellar medium around Young Stellar Objects (YSO) are possible using methanol maser that emits at 6.7 GHz, so initially we will monitor and survey maser sources at the southern sky. An ambient temperature receiver withTrx= 60 K was developed at Nobeyama Radio Observatory and is ready to be installed. The antenna will be controlled by the Field System FS9 software installed in a PC within a Linux environment. An interface between antenna and PC was developed at Kashima Space Research Center in Japan by Mr E. Vidal.In the near future S-band (2 GHz), X-band (8GHz), 12 GHz and 22 GHz observations are planned.The peculiar position and altitude of the Peruvian Radio Observatory will be useful for VLBI observations with the VLBA for astronomical observation and geodetic measurements. For Peru where few or almost non astronomical observational instruments are available for research, implementation of the first radio observatory is a big step to foster sciences at graduate and postgraduate levels of universities.Worldwide tele-communications antennas recently tend to finish their role as tele-communications antennas. Several of them are transformed into useful observational instruments.

O presente artigo pretende refletir sobre a relação ontológica entre as palavras e os entes no pensamento de Heidegger. Essa relação é legitimada a partir da assertiva heideggeriana: “A linguagem é a casa do ser”. Dizer que a linguagem é a casa do ser implica em aquiescer que tudo o que é, somente pode sê-lo à medida que pode ser dito. Nesse sentido, a palavra seria aquilo que ilumina o ser de ente. Todavia, para garantir que cada ente seja, precisamente, aquilo o que ele é, faz-se necessário que o mesmo seja iluminado por uma palavra apropriada e competente que, somente dessa maneira, poderia sustenta-lo. A nomeação dos entes não é, por conseguinte, mera convenção entregue ao arbítrio do homem. Sendo assim, urge o questionamento: de que modo articulam-se, ontologicamente, os entes e as palavras? Como o homem pode conhecer o ser do ente ou, o que é o mesmo, de que modo o homem pode conhecer a palavra que o nomeia e, assim a conhecendo, nomeá-lo, convoca-lo, de modo a permitir-lhe fazer-se visível? A discussão exigirá que se pense o fenômeno do conhecimento desde uma dimensão mais radical, onde conhecimento diz respeito a uma experiência arcaica a partir de onde eclodem – co-nascem – tanto o ente que requisita, a partir de uma palavra, um sentido para ganhar mundo, como também o ente que acolhe essa requisição, dizendo-o, nomeando-o. A cadência ou modo desse co-nascimento é regido por aquilo que Heidegger denomina de Ereignis – acontecimento-apropriativo.

Em uma conferência de 1936, intitulada Hölderlin e a Essência da Poesia, o filósofo alemão Martin Heidegger comenta um escrito do poeta Friedrich Hölderlin, que caracteriza a linguagem como “o mais perigoso de todos os bens”. Na leitura de Heidegger, linguagem é, enquanto força de exposição do ser, também o principal perigo para o próprio ser. Isto porque, uma vez que o ser expõe-se por meio dos entes, ele jamais se deixa apreender enquanto tal, abrindo a possibilidade de se tomar o ente pelo ser. Dessa forma, pertence à linguagem uma intrínseca ambiguidade: ao mesmo tempo em que é por meio dela que o ser se revela e expõe (nos entes), é também por meio desse revelar que o ser se encobre – e ao manter-se encoberto, corre o risco de se deixar tomar pelo ente como vigência constante. Também em Ser e Tempo, obra de 1927, observa-se que Heidegger pensa a ambiguidade característica da linguagem, ao fazer derivar o enunciado demonstrativo (desde o qual se apresenta o ente como “simplesmente dado”) da interpretação existencial. Nesse fenômeno, o ente se mostra não desde a essência, tal como é pensada pela tradição metafísica, mas como pura “manualidade”, isto é, uma possibilidade projetada no ser da existência, do Dasein.
