Currently we are in the middle of the information age, suffering from information overload on the one hand and a lack of knowledge on the other. Enterprise portals (EPs) are seen as the antidote to these problems by becoming more and more the ultimate knowledge management (KM) tool. The current hype about EPs is focused on their application as KM tools. Very little attention is given to other aspects of KM, namely the organisational, human and cultural aspects. The article will provide an overview of the technical and strategic relationship between EPs and KM and illustrate that EPs are only the technology component and should not be mistaken for the essence of KM. What is needed for successful KM in an organisation is not technology alone, but also a knowledge‐sharing culture, knowledge‐sharing policies, organisational processes, performance measurement and business strategies.

The demand is increasing to replace the current cost ineffective and bad time-to-market hardcopy publishing and delivery of content in the financial world. Financial Enterprise Content Management Services (FECMS) have been deployed in intra-enterprises and over the Internet to network with customers. This paper presents Web service technologies that enable a unified scalable FECMS framework for intra-enterprise content flow and inter-enterprise interactions, combining existing sub-systems and disparate business functions. Additionally, the authors demonstrate the key privacy and access control policies for internal content flow management (such as content editing, approval, and usage) as well as external access control for the Web portal and institutional programmatic users. Through the modular design of an integrated FECMS, this research illustrates how to systematically specify privacy and access control policies in each part of the system with Enterprise Privacy Authorization Language (EPAL). Finally, a case study in an international banking enterprise demonstrates how both integration and control can be achieved.

This article introduces the idea of a system of standardized building blocks that can simplifies portal design and management, and effectively support growth in content, functionality, and users over time. In enterprise and other large scale social settings, using standardized components allows for the creation of a library of tiles that can be shared across communities of users. It then outlines the design principles underlying the building block system, and the simple guidelines for combining blocks together to create any type of tile-based environment.

This article analyzes the initiatives taken by both Indonesian and Australian governments in undertaking bureaucratic reform to support small and medium enterprises. The focus is on how government harmonizes bureaucracy and regulations to empower small medium enterprise in starting, operating, and growing their business. One of the key initiatives in the two countries is to streamline business regulations and licensing through a single portal so called “one stop shop for licensing”. Both Indonesia and Australia have started such initiatives almost at the same time, in 2006 and 2008 respectively. Until recently, the two countries have made important progresses but with different approaches. In Indonesia, the objective of the one stop shop is to provide easiness for companies to start the business; while in Australia, the purpose is broader and more comprehensive, which is to achieve “seamless Australian economy”. This study was conducted in Canberra and Queanbeyan, Australia. The research has found important key lessons from Australia that may be applicable to Indonesia in establishing mechanisms for government initiatives to better support small and medium enterprise through a single portal or one stop shop for licensing.

Logical framework of enterprise integration platform is constructed, which is based on the model of user-process-applications. The application systems and business processes are encapsulated by the neutral and standard web services with the support of enterprise applications and database. By using services publishing and discovering mechanisms, enterprise resources can be located and shared. Services within the enterprise can by dynamically orchestrated as processes, so that the enterprise business process can by dynamically constructed and monitored according to the changing environment. Core of the platform is orchestration and management of web services, which is driver by a process engine. The platform is exhibited as enterprise portal supporting single sing-on. An enterprise –wide Kanban system is also incorporated within the platform, covering the enterprise and workshop information. An example is given at the end.

Several enterprise management instruments are used to support innovation. The Knowledge Matrix for Innovation (KMI) quantifies intangible assets of an enterprise in order to keep an improved inventory, gap bridges and eliminate redundancies. The KMI was defined and implemented for textile enterprises within the Erasmus+ project TexMatrix, in order to respond to their innovation needs: the KMI was transformed to a Benchmarking questionnaire, a Benchmarking study was conducted with 64 European textile enterprises and Reports on European, national and individual enterprise level were created. The needs of the enterprises were drawn from a SWOT analysis of the European Benchmarking report: 35 project solutions provided by the consortium partners were assigned to six main Opportunities of SWOT analysis. These project solutions contain results in fields like: research, market and training. The solutions altogether with three educational modules for supporting innovation were implemented within an e-learning course in five European languages of the project’s partners: English, Italian, Portuguese, Romanian and Slovenian. The Moodle e-learning course includes various resources (Book, Video) and activities (Quiz, Glossary, Chat and Forum).Training was performed for 199 textile professionals within 8 multiplier events and for 137 young students within 5 blended courses. Textile professionals expressed their interest in implementing some of the project solutions. All created Open Educational Resources are available with free access on the project’s e-learning platform: www.advan2tex.eu/portal/.

The GMEP is based on Client-Server architecture model. It has been developed using ArcGIS Server 10.0 with J2EE front-end on Microsoft Windows environment. Abstract:
At present, organizational culture has a leading position in the enterprise management system. The purpose of this study is to improve the methodology for assessing the development of organizational culture of enterprises and its testing on the example of Ukrainian enterprises in the provision of transport, consulting and banking services. As a result of the research, a questionnaire was made of 24 statements concerning the peculiarities of the organizational culture of enterprises, and on this basis an analysis and evaluation of the organizational culture was carried out. The reliability of the survey results was calculated using the Alpha Cronbach coefficient and XYZ-analysis. The integrated method of estimation of development of organizational culture of the enterprises is offered. The testing of this methodology showed that the surveyed enterprises have an average level of development of organizational culture, since the values of the integral indicators are in the range of 0.5–0.75. Based on the mentioned above, it is essential to propose priority directions to improve the management of enterprises’ organizational culture development: the application of a customer-oriented approach to the formation of organizational culture, based on the customer focus, complemented by the cross-functional interaction of company human resources in the decision-making process; development and realization: the mechanism of the strategic management of the enterprise organizational culture development; marketing strategy of the enterprise organizational culture development; organizational and economic mechanism for enterprise organizational culture development managing; the complex of measures for the digital transformation of enterprises organizational culture, which includes: use of employee-driven management, that is, an HR oriented approach to management – continuous employees training and skills development halves the time of a new product launching on the market; implementation of HRmaps the next generation modular platform for HR management – a comprehensive solution for the HR processes automation, which consists of 4 modules and the HR portal (personnel assessment; recruitment and adaptation; planning and career; training and development); HR digital upgrade, which is based on the introduction of a digital cloud platform providing a digital format for all personnel processes (up to 90% automation), which allows monitoring and company development. The practical value of the study is that the proposed methodical approach can be used in the activities of enterprises in assessing the level of development of their organizational culture. Currently, most auction portals support only forward auctions with interactive Web portals, while large companies usually construct their own reverse auction Websites. To provide a unified and more comprehensive solution, the authors develop an E-Auction System (EAS) to provide both forward and reverse auction support in a Web services environment. Buyer and sellers can post their requests via automated Web services for better Enterprise Information System (EIS) integration. Alternatively, they can manually browse the portal with a browser to post requests or submit their bid prices. Their EAS also provides an auction-matching function that automatically matches forward and reverse auction records to help completing business processes effectively. Further, their EAS's CRM system can capture and analyze user bidding behavior and posting to provide personalized Webpages. Besides, alert services provide notification of auction and bid statuses to customers for efficiency.

Abstract:
The articles object is a process of accounting and information support for the formation of depreciation policy. The purpose of this article is to develop a conceptual framework for a common accounting and information space of depreciation policy. First, the authors consider the benefits of total digitalization of the organization and methodological support of depreciation policy process and make some assumptions related to the concept of enterprise’s economic data protection. Since the scientific challenge is how to effectively monitor and quickly adjust depreciation policy, the authors have chosen methods to analyze the relations between business, government regulation, and economic data security. In the course of the research, a survey of 376 enterprises of Zaporizhia, Donetsk and Luhansk regions of Ukraine was conducted. To identify impact of the enterprise size on the availability of information about individual indicators, they are grouped according to the selected system of taxation (simplified and general). In addition, the survey results and monitoring of the beta version of depreciation policy's information portal were presented. It was also concluded that the accounting indicators can be used to quickly adjust the depreciation policy at the state level.
