Abstract:
This paper explores whether more established use of digital technology encourages new businesses to be more innovative, comparing 11 countries in Asia with 57 in other regions and highlighting policy implications. The findings suggest that while digital tools do support innovation, they may be more transformative outside Asia. This might be because of lower levels of digitalization or digital infrastructure outside Asia, making digital tools more impactful in such contexts.

Abstract:
This study explores the relationship between the quality of a country’s digital entrepreneurial ecosystem, measured by the Global Index of Digital Entrepreneurship Systems (GIDES), and its economic performance during the COVID-19 pandemic. Based on a cross-country analysis of 100 global economies, we find a positive association between GIDES and economic performance during the pandemic. This suggests that the quality of a country’s environment for digital entrepreneurs can strengthen its economic resilience even in the face of major shocks.

Numerous studies have identified the importance of a healthy entrepreneurial ecosystem in stimulating and sustaining innovation and entrepreneurship. Local entrepreneurial ecosystems are made up of both formal and informal institutions, which include legal, economic, institutional, political, social and cultural factors. As well as providing various supports, including funding and incubation programs, higher education institutions create a space at the soft skills level that inspires entrepreneurial spirit and influences entrepreneurial orientation. Yet, although some studies have explored the

This brief looks at how projects to build entrepreneurial capacity and improve access to finance and equipment can strengthen the resilience of Mongolia’s micro, small, and medium-sized enterprises (MSMEs). It details how MSMEs, which account for around 70% of Mongolia’s employment, suffered financially during the COVID-19 pandemic and shares feedback from needs assessments, capacity building, and equipment provision programs. It recommends future programs focus on improving access to loans, offer e-commerce and digital marketing training, and support the growth of local cooperatives to bolste

Abstract:
The concept of smart specialisation strategies (S3) has dominated the regional policy panorama in the last decade, which implied a shift from neutral and horizontal regional innovation policies towards priority setting in research and innovation. Despite the focus of S3 on research and innovation, we can find some similarities between these strategies and the literature around new industrial policy. The socioeconomic crisis caused by the COVID-19 pandemic highlights the need to adopt a broader view of innovation and industrial policy in which the intertwined green and digital transitions shoul

Smart urban agriculture initiatives where food is produced in closed, controlled and digitally augmented environments, such as vertical farms, plant factories and aquaponics systems can be found in cities across the globe. Such initiatives produce fresh food all year around using less chemicals and require fewer food miles. However, critiques of smart urban agriculture suggest it is a marginal activity that often produces food with low nutritional value and requires energy intensive artificial lighting. Geelong and the Surf Coast are treated here as one entity although there are marked differences between the two communities. Sitting on the home of the Wathaurong Aboriginal group, this G21 region is geographically diverse. Geelong serviced a wool industry on its western plains, while manufacturing and its seaport past has left it as a post-industrial city. The Surf Coast has benefitted from the sea change phenomenon. Both communities have fast growing populations and have benefitted from their proximity to Melbourne. They are deeply integrated with this major urban centre. The early establish
