Full textCorporate-NGOs strategic alliances, which will be called "hetero-alliances" due to the traditional discrepancies and organisational asymmetries between the two parties, are not only a new relationship modality, but an innovating way to face the challenges associated to sustainable development. Theses alliances stir interest, but the literature is still limited and focuses mainly on the business case and case studies description. The dynamic of this type of collaboration is still underexplored (A. Crane, 2000). To face this lack of research, this PhD thesis will focus on the management of hetero-alliances. The document will be divided into two parts : the first one will explore the foundations of hetero-alliances (antecedents, motivations, typologie of allies and alliances), which are necessary to the understanding of their mere existence. The second part will examine the mamagement of these alliances, through three main topics : alliance capacity development, stakeholder involvement, performance measurement. This analysis will be made against the backdrop of the existing asymmetries between the private and non-govermental sector, which have long justified their confrontation and is a recurring theme in the literature

Full textThe impact of public subsidies is subject for a debate: some thinks that public interventions could stimulate effect on the economy, while for others, the public interventions would be useless and respond more of political interests than economic efficiency. From a regional development and public policy perspective, this paper focus on the impact of public subsidies on the performance of firms in a non-metropolitan area. Performance is measured from two differents but complementary angles: the survival of firms and the average annual growth of employees. This study uses a rich database composed of 15 187 active establishments in the Lower-Saint-Lawrence region in between 2006 and 2015. A spatial matching methodology is applied in this study, based on propensity score matching, calculated on the basis of local indicators (spatial), as in Dubé and Brunelle (2014). The results show a positive effect of the public subsidies on the performance of firms. However, this effect can change depending on the criteria that used to measure performance (survival or employment growth) or the productive sector. Globally, is found that public subsidies have a positive effect on the employment growth of the firms, but this effect is not significant for the survival of firms. Depending on the productive sectors, the effect of public subsidies on employment growth would be principally attributable to the manufacturing sector, and the effect of public subsidies on firm survival would be marked in the primary and upper tertiary sectors.

Full textChile has experienced a development process characterized by the successive implementation of different strategies. But the results obtained have invariably proved disappointing on the social front, with the abiding presence of masses of poor and marginalized people, mainly concentrated in city suburbs. This dualization phenomenon is unlikely to disappear in the future, owing to the social limits of the prevailing economic model as well as of the modernization process itself. For all that, the underpriviledged are not in a no-way out situation. Following an old tradition, inhabitants of lower -class urban sectors organize themselves to get by and create a wide array of self-help structures and micro-enterprises. This grass-roots economy can be viewed as the expression of an alternative social logic, which gives rise to new ways of life capable of offering gratifications. This dynamics currently shows great vitality, but its future is under threat due to the growing number of support interventions tending to integrate it into the prevailing economic logic. These support initiatives are mainly carried out - often with severe counter-productive effects - by public institutions aiming at encouraging the growth of the small-scale production sector. But some are the work of the so-called "solidarity" non-governmental organizations, which do not dissociate themselves clearly from integration-oriented schemes and prove incapable of paving the way for a genuine alternative socio-economic system

Full textFocused on partnerships between economic and associative organizations, our research aims to qualify the communicational nature of these interaction spaces according to Habermas theory of discussion ethics. This thesis examines partnerships from three different points of view, corresponding to three different definitions of the notion : partnerships as hybrid forms of “together doing”, as language interaction spaces, and as singular forms of social mediation. The discourse analysis of the three partnerships corpus – the international partnership between Lafarge and WWF International, the national partnership between Monoprix and Max Havelaar and the local partnership between Aéroports de Paris and local resident associations – enables to lay stress on the articulation of ethos and praxis, dialogue forms between actors, and the presence of a third party inside each partnership relation

Full textThis doctoral thesis in management sciences questions the impacts of collaborations between companies and the non-governmental sphere. It takes into consideration the extent to which the NGOs contribute to the overall performance of firms through their social responsibility.The state-of-the-art of the key words with regards to our topic has highlighted a threefold expansion within companies: first, an openness of their governance which translates into the introduction of new stakeholders in the core of the society; secondly, a deepening of performance that is no longer observed solely from an economic and financial perspective but also from its social and environmental aspects; and finally, the development of performance measurement tools. As a matter of fact, economic reporting is now complemented by sustainable development reports. This expansion of measurement tools is sometimes characterized as an integrated reporting that systematizes the link between the financial and the extra-financial.The challenges of this qualitative research with an exploratory aim are threefold: firstly, it addresses understanding the involvement of the actors by characterizing their posture within partnerships but also by shedding light on their motivations to collaborate. Secondly, it is necessary to determine the modalities of the partnerships that exist between the firms and the NGOs, specifying the notion of "dialogue" and the characteristics of strategic partnerships. Finally, this research addresses measuring the contribution of NGOs to the overall performance by analyzing its impacts under the prism of a four-axial performance and more specifically using the methodology of Integrated Reporting.Our research has been materialized through a documentary and a statistical study of 301 companies and NGOs that revolved around their socio-economic sphere. Based on this sample, we further conducted 44 semi-structured interviews with companies and NGOs and completed our research with a case study on the strategic partnership between Michelin and WWF. In this case study we have on one hand interviewed internal stakeholders, such as those in charge of cooperation, and on the other hand, external stakeholders, such as the Deputy Managing Director of the International Integrated Reporting Council (IIRC) ) and the General Manager of the Union of Professionals for Tires (Syndicat des Professionnels du Pneu - SPP)

Full textThe British Prime Minister launched the Extractive Industries Transparency Initiative (EITI) in 2002 in response to the transnational Publish What You Pay campaign (PWYP). The NGOs, which are member of the PWYP coalition, had been fighting the resource curse by advocating for more transparency in the extractive industries. They argued that empowering citizens of resource rich countries by informing them about the wealth generated by extraction would help insure that those extractive revenues were properly accounted for. The EITI took over this idea and gathered representatives from civil society organisations, extractive companies and governments to design a global standard which resource rich countries can voluntarily decide to comply with. the EITI standard is based on a reconciliation of payments declared by companies on the one hand and revenues declared by the state on the other. The reports that come out of this reconciliation process are then disseminated and can lead to a general public discussion about the way extractive rents are managed. What lead actors from different backgrounds, with often conflicting interests, to agree on a transparency norm and what can this consensus tell us about the notion of transparency and its present (and profuse) use in international development programmes ? This thesis investigates the reasons for the emergence of the transparency norm and its fast diffusion on the international scene in the last 10 to 15 years. It also looks at some of the concrete practices that resulted from this normative evolution, which contributes to a thinking about the renewal of political authority in the international system

Full textThis research consists of a literature review with the aim to analyze the modes of voluntary self-regulation, government licenses and new governance in order to find the most appropriate regulatory framework for the Temporary Help Industry (THI). This research report consists of three parts. The aim of the first chapter is to explain the staffing industry and the arising key issues. The goal of the second chapter is to analyze the advantages and disadvantages of the two traditional forms of regulation practiced by the THI, voluntary self-regulation and governmental licenses and to verify whether or not these two modes of regulation may disadvantage workers' rights. The goal of the third chapter is to establish a regulatory framework with new governance and responsive regulation intended to determine whether or not it may present the option of a third way for the regulation of the THI.

Full textThe financial exemption program for domestic help services in Quebec aims to encourage house holds with needs for domestic help to obtain their services from social economic enterprises domestic help while promoting their development. This program mainly targets people who are losing their independence due to their age, as well as those who have special needs due to a condition of incapacity or vulnerability. Several types of aid are then offered, such as compensatory aid granted to organizations providing services, fixed aid and variable aid granted to users. To this end, investment shave been made since 2009 in this program to improve variable aid for vulnerable clients in order to allow users to afford more services. The purpose of this study is to assess the effect of a increase in variable assistance per hour of domestic help which happened in October 2016. We use this almost natural experience and data on active users 18 months before and 18 months after the increase. We use a Tobit type 1 model in double differences to evaluate the impact of this reform on users’ consumption of domestic help services. Monthly, we find that the improvement in variable assistance in 2016 had the effect of increasing the average consumption of services by 0.19 per hours (approximately 11 minutes). This figure corresponds to a monthly increase of approximately 4% in the average consumption of hours of services. In addition, we distinguish two types of effect : a contribution at the extensive margin and at the intensive margin. The results reveal a greater response at extensive margin. These results suggest that the improvement in variable assistance had a positive and significant effect on the average consumption of hours of home help services in Quebec.

Full textThe multiplication of non state actors that emerged as a consequence of globalization is a striking phenomenon of contemporaneous history. These actors otherwise referred to under the concept of «civil society», have contributed to a proliferation of norms in the international arena. Some commentators even convey the idea that the State is being overtly rivalled in this respect. Among these private actors, non governmental organizations (NGOs) and multinational firms play a significant role. In this regard, a common assumption is that NGOs are the symbol of selflessness, while multinationals would be profit-thirsty monsters. This master's thesis aims at relativizing this over-simplification. Under an international law perspective, the analysis of NGOs and multinationals' means of action, leads to the realization that many links do exist, between these two supposedly closed «worlds». Moreover, NGOs and multinationals share a common quest for formaI recognition on an international scale. The potential for legal recognition will be discussed.
