Full textNous avons mené différentes études sur les batteries de démarrage, les moins chères du marché : cinétiques d'autodécharge des électrodes, influence des surtensions sur les états de charge et la corrosion, aptitude à la recharge.
Il en résulte des considérations sur les notions mêmes de fem d'un accumulateur au plomb, de charge complète, et un modèle de perte de capacité des matériaux actifs dans le temps. Une nouvelle technique de maintien en charge est proposée, réduisant au moins d'un facteur deux les quantités d'électricité fournies. Cette technique associe de longues périodes sous faibles courants de maintien, inférieurs d'un ordre de grandeur aux courants de floating habituels, et des phases courtes à régime plus élevé. Elle vise à réduire les coûts de service en conjuguant : batteries bon marché, peu ou pas d'entretien et durée de vie élevée.

Full textThe end of the "Cold Wae" paved the way for a radical shift in Canada's peacekeeping policy. Drawing both on social constructivism in International Relations and on neo-instititionalist analysis of public policy, the thesis aims at identifying the possibilities of role change in the foreign policy of states. Peacekeeping is historically constitutive of Canada's political identity, which was translated into the institutionalization of a certain role for Cnada on the international stage. Canadian peacekeeping pratice has been deeply affected by the experiences of the Canadian diplomats and militaries in Africa, especially in the African Great Lakes (1993-2003). These experiments have nurtured a learning process, resulting in a redefinition of Canada's role on international scene, while opening new spaces of opportunity for Canadian policy-makers. During the 2000s, Canadas's peackeeping policy envolved towards selectivity and specialization. This evolution gives us an insight on the way state actors redefine and reconfigure their roles on international stage. The concept of row allows us to show the close relationship between the institutional structures of the social space constituted by the insternational system and the agents' strategies within that space

Full textDelivery in the urban environment is an important issue that cities want to put in place. The aim is to try to improve the activity of urban delivery (last mile delivery) and find faster delivery methods that adapt to market requirements (e-commerce).In our study, we are interested in using a fleet of drones in an urban environment to transport parcels. This use raises questions that are related to logistical support of this park in an operating environment and which are little discussed in the research. Our goal, in this thesis, is to propose approaches to size the drone park and the appropriate logistic support system. We will, first of all, focus our study on the specificities of drone and determine the scope of its logistic support system. We then propose a mathematical model that describes the delivery missions of drones and takes into account temporal, energy and capacity constraints. This model solves a sizing problem related to the UAV delivery activity. This sizing is based on the nature of the delivery activity (delivery tasks), the type of drone and also on the adopted battery charging strategy (s) which must be respected during their operations. . Finally, using simulation and based on the results of the digital resolution, we were able to have a global vision on the operation of a fleet of delivery drones as well as its logistic support system

Full textThe sexed binarity is a truth which seemed, until now uncontested and undeniable. So that, put except for designations genrées present in the Civil code, this last considered to be useful to specify only the sexes which were to be registered on the acts of the civil status, were to be exclusively female or male. However, in practice, the exclusive membership of the one of the two devoted sexes is not a universal rule.Thus the states of intersexuation came to tarnish the table, by affirming that the sex was not a single entity but a block of various components, objective and subjective, which are not necessarily concordant between them. On the one hand, the physical intersexuation, being characterized by a variation of the genital development (V. G. D.) is analyzed like nonan agreement of the objective components of the sex, i.e., all those which depend on a biological determinism. In addition, the psychic intersexuation, otherwise called transsexualism, or dysphorie of kind, implies only one discordance between the objective components and the subjective component, the psychosocial sex. In other words, the person is biologically of a determined sex, but it feels to belong to the other sex.These two states have authority to call into question the place of the sex in the acts of the civil status on two levels. On a side, the people known as “intersexes” will make us wonder about the true value of the civil status if this last does not take into account the variation in its statings. This interrogation seems to be countered by certain practices medical, which, under the constraint at the same time of the parents and the binary company, assigns young people intersexes in the days which follow the birth, while at the same time any medical need does not come to justify this act. Other side, the people transsexuals call into question the bases of the state of the people and in particular the principle of immutability.Moreover, the certainty on the sex in Right are upset by the development of the basic rights resulting from an interpretation increasingly broader of article 8 of the C.E.D.H. Thus, rises from the right to the respect of the private life, the right to the personal blooming, which itself made possible the emergence of the rights relating to the identity, of which gender identity. They are divided into two entities with on the one hand, the right to construction of the gender identity and other, the right to its recognition.All these considerations made transfer the mission of the civil status, which does not fulfill only any more one identifying mission and of civil police for the benefit of the State and the general interest, but which becomes the privileged place of the identity claims, for the benefit of individuals. Consequently, the kind becomes allowed in Right, more especially as the C.E.D.H. positions in favour of the development of this second mission.Taking into consideration these element, we can affirm that a reform of the mention of the sex to the civil status is convenient, would be this only to avoid the probable judgments of the European Court. This reform should ensure the respect due to the private life of the people in a state of intersexuation so much by limiting the stigmatizing situations of which they could be victims. It could in addition, to take two forms according to whether it would be placed in favour of an abandonment or installation of a new mention. On the first assumption, a neutralization of the sex would be considered and could take two forms. The first is analyzed in a total neutralization, i.e., that no mention of the sex appears on the acts of the civil status. The second partial insofar as the sex would be a hidden mention, or would be rationalized, with the assistance of novel methods of identification, like biometrics

Full textAfter treating the rape of an anthropological and legal perspective, we approach this crime from a psychological point of view by emphasizing that it is an act of interpersonal violence recognized as one of the most traumatic events. It causes many psychological and physical consequences in the short, medium and long terms. Our research aims to highlight, during the psychological interview with five rape victims, the mental states that they attribute to their attackers in their subjective appropriation of the traumatic event. Indeed, in her quest for meaning of sexual aggression, victim may have to search for causes, reasons for the occurrence of the trauma. For this, we analyze the speech of victims and the structure of their reasoning through the interlocutory logic, study method of the pragmatics of dialogued speech

Full textThe Syrian conflict is unprecedent. It involves several forms of threat to international peace and security. It is the question of the type of the threat to international peace and security and the answer that the international community can be provided to it. In this regard, international peacekeeping law provides a series of legal mechanisms applicable to armed conflict. However, using of these mecanisms show some legal advances in the area of conflict. Despite, some legal advances in the area of peacekeeping law, there are still legal gaps for examination of these mechanisms. In order to find an effective response, several international organizations have been involved in this conflict : the United Nations, the International Atomic Energy Agency, the International Organization of Chemical Weapons, the League of Arabe States and the EU. The effectiveness of the measures taken by these organizations is a major challenge. The actions taken by these organizations show the evolution of the law of peacekeeping. At this point, the UN-OPCW joint mission in the framework of the dismantling of Syrian chemical weapons is a good example of the evolution in international community of peace and security. Yet the actions of the other international organizations such as the League of Arabe States or the International Atomic Energy Agency have not contributed to the resolution of the conflict. Indeed, the intrinsic legal shortcomings of the UN Charter and the Treaty on the Non-Proliferation of Nuclear Weapons are causing difficulties for an effective response on the part of these two organizations. Due to the involvement of many States in the Syrian conflict, many regional repercussions should be considered. On this point, several legal challenges have arisen, such as cyberwarfare, the destruction of historical heritages, the question of the recognition of the Kurdish people and the fight against terrorism. In this content, the involvement of the Security Council gives a new vision of its responsibility as guardian of international peace and security. In the face of these new challenges, the Security Council resolutions show an evolution of international peacekeeping law ; However the difficulties associated with these developments are not able to resolve complex conflicts such as the Syrian conflict

Full textBased on the conceptual developments brought to the theory of the activity by occupational psychology, this research explores the genesis and the functions of the instruments used by the subjects living with a chronic disease in their daily life given that patient ‘s participation in their own care is conceived as a work. The research is based on analysis of fourteen interviews conducted with people affected by one or more severe chronic diseases. It explores and analyses different situations describing how the subject affected by a chronic disease creates, invents different means to « act on oneself » in order to stay alive . This research describes how participants living with one or several chronic diseases use artefacts, tools, instruments , strategies to maintain active the multiple dimensions of their involvement with the world. Using different conceptual frameworks of research on work such as extended instrumental theory ( Rabardel), mediated activity ( Vygotski), the patient’s work ( Tourette-Turgis), content analysis of interviews shows three different categories of instruments ( material, intangible, mixted ) used by the participants of the study. These instruments seem to fulfill the functions of organizers of activities and transformations of the activities and the subjects

Full textIn France, following previous Constitutions, the state of siege gained acceptance under the Constitution of the Fifth Republic (art. 36); many countries abroad adopted it. This fact leaves a gaping paradox: even if France adopts the first emergency legislation, it does not mean that it provides an in depth reflection on what is the state of emergency. The study of the genesis and history of the state of siege reveals the reasons for such a paradox. Originally, the state of siege was a technical measure of military law (law of July 8-10, 1791), which provided that in certain circumstances, public order and police would transfer from the civil authority, competent on principle, to the military authority. Thus, law foresaw the reversal of the principle according to which the civil authority takes precedence over the military. During the Revolution, this measure was used to suppress the violent unrest that became more frequent inside the territory. Throughout the nineteenth century, successive governments had also recourse to it until the Supreme Court put an end to this practice in 1832. Consequently ,the legislator was forced to pass a bill - the Law of August 9, 1849 - which would frame precisely its use. This law truly is an emergency law, which means that it contravenes a principle enshrined in the constitutional order, depending on specific circumstances, for a circumscribed time and place. It also gives to the military authority enlarged powers which restrict civil liberties, and establishes the jurisdiction of military courts to judge non-military courts
