ENGLISH ABSTRACT: The corporation is fast becoming, or may already have become, the prevalent structure in human society. As such, its successes and failures impact heavily on society as a whole. This study will endeavour to examine past shortfalls in corporate thinking and practice, explaining much of this by referring to lag between societal and corporate change in their respective responses to globalisation. It is furthermore argued that this change is still far from complete( d), if indeed it ever will be complete( d) with a fixed end. This global change, has to a large extent, caught corporations off guard, with their old management styles no longer providing results - with civil resistance to corporate activity resulting in some instances. The central aim of this study is to not only understand this situation, but also to explore potential remedies. In so doing two unique ideal states, namely the old and the new company, will be developed. With the old company representing corporate structure and thinking that no longer functions effectively. The new company, on the other hand, is not a present state but a future one. Thus it is the destination of the societal and corporate changes examined within this thesis. Consequently, the main subject examined will be a move away from the old company. Finally, it will be shown that dealing with problems within the corporate context no longer requires the heavy hand of yesteryear. Instead, a proactive approach should be adopted, both for financial and ethical reasons.
AFRIKAANSE OPSOMMING: Dit kan geargumenteer word dat korporasies binnekort die dominante struktuur in menslike organisasie kan wees, indien dit nie reeds die geval is nie. As sulks, het die suksesse en mislukkings van die korporasie 'n merkbare impak op die menslike samelewing. Gevolglik beoog hierdie studie om voormalige tekortkominge in korporatiewe denke en praktyk te ondersoek en te verduidelik, grotendeels met verwysing na die verskil in tempo waarmee beide die samelewing en korporasies reageer op die nuwe uitdagings wat gepaardgaan met globalisering. Dit word verder geargumenteer, dat hierdie proses van verandering geen voorspelbare einde het in die klassieke sin nie. Juis daarom het die voortdurende verandering oudmodiese bestuurstyle en tegnieke onkant betrap, met nagevolge wat strek tot by burgerlike verset. Sentraal aan die ondersoek van hierdie situasie is nie net die intensie om dit te verstaan nie, maar ook die soeke na strategieë om dit reg te stel. Om die onderneming te fasiliteer word twee ideaal state, naamlik die ou en die nuwe maatskappy ontwikkel. Die ou maatskappy verteenwoordig uitgediende strategieë en bestuurspraktyke, terwyl die nuwe maatskappy 'n toekomstige staat is en dus nog nie gerealiseer is nie. Die fokus is dus op die beweging van die ou na die nuwe maatskappy. ENGLISH ABSTRACT: The politics of climate change has thus far been marked by controversy and a lack of consensus in regards to the best manner in which to comprehend and mitigate this problem. This is further aggravated by the characterisation of climate change as a global problem requiring a global solution which has served to only further complicate inter-state relations. While a number of analysts have remarked that the North-South relationship is no longer a meaningful analytical tool in international relations, it will be the purpose of this study to explore this contention within the field of climate change negotiations and to identify both the transformation and continuity within the relationship between the North and South. The unsuccessful nature of climate negotiations are largely held to be the result of the rift between the North and South, where the issues relating to the global political economy are largely responsible for the lack of consensus being reached between developing and developed countries. All climate negotiations since the 1972 UN Conference on the Environment and Development have showcased the tension between the two regions in regards to climate change mitigation and their inability to overcome this fissure. More importantly, the ensuing Copenhagen Summit of 2009 further highlighted a rift amongst the developing countries of the South, and between the developed and developing countries. As a consequence, the main aim of the research will be to understand the character of the global interactions between the North and South in terms of the context of global environmental politics. It is also the purpose of this research to gain a more comprehensive account of the sequence of causation within this relationship which stalled the negotiating process and lastly, to understand the conceptual demarcations of the two terms in the post-Cold War era so as to better understand the nature of the relationship between the two regions. What may be surmised by the study is that there is still a continuity to be found in the international arena pertaining to the North-South relationship. However, the Copenhagen Summit has been instrumental in showcasing the growing stratification that is found within the South and as a result has highlighted the cross-alliances that have formed between the North and South in order to maintain economic growth. Overall, while the North-South relationship does impact the nature of climate mitigation negotiations, the stratification of states based upon economic and developmental divergences will result in states forming alliances based upon economic self-interest.
AFRIKAANSE OPSOMMING: Die politiek van klimaatsverandering is tot dusver gekenmerk aan kontroversie en ‟n gebrek aan konsensus met betrekking tot die mees effektiewe wyse waarop hierdie probleem verstaan en gemitigeer kan word. Die probleem word verder vererger deur die kenmerk van klimaatsverandering as ‟n globale probleem wat ‟n globale oplossing verg, wat tot die verdere komplikasie van interstaat-verhoudings gelei het. ENGLISH ABSTRACT: The complexity of environmental problems and the demands that these make on organisations to create integrated management outcomes in a participative way in a multilevel context with many role-players, have highlighted the search for new innovative organisational forms. Organisations have specific structural characteristics with regard to complexity, formalisation and (de)centralisation, that correspond with their core activities and their external circumstances. The traditional bureaucracy, as an organisational structure, is a rigid and hierarchical system that is based on formal rules, complex management systems and centralised decision-making. The spread of postmodernism highlighted the restrictions of bureaucracies and started a process, throughout the world, that is transforming organisations into flatter, less formal structures. The focus of this study was to determine to which extent organisations in the field of sustainable development adapt to new realities and experiment with innovative organisational forms. Greenpeace, as an international environmental organisation, a Representative Forum, as an Agenda 21 type institutional mechanism for interest groups in the integrated development planning processes at local government level, and Water Catchment Management Agencies, as organisational institutional form for the integrated management of all aspects with regard to water resources, were analysed as case studies. The case studies confirm the increase in and application of multilevel network type organisational forms in the field of natural resources management. It highlights a common vision, processes that work towards reaching consensus and the forming of partnerships. The rise of the network organisation, its advantages and potential problems, are finally discussed with a view to the future.
AFRIKAANSE OPSOMMING: Die kompleksiteit van omgewingprobleme en die vereistes wat dit stel aan organisasies om op 'n deelnemende wyse in 'n multivlak en multi-rolspeler konteks ge·'ntegreerde bestuursuitkomste te bewerkstellig, het die fokus op die soeke na nuwe innoverende organisasievorme laat val. Organisasies het bepaalde strukturele eienskappe in terme van kompleksiteit, formalisasie en (de)sentralisasie wat grootliks aanpas by hulle kernbedrywighede en die eksterne omstandighede waarin hulle hulself bevind. Die tradisionele burokrasie as organisasievorm is 'n rigiede en hierarqiese sisteem wat geskoei is op sentrale besluitneming, formele reels en komplekse bestuurstelsels. Met die koms van postmodernisme het die beperkinge van die reuse burokrasiee aan die lig gekom en is daar, regoor die wereld, 'n proses aan die gang gesit wat talle organisasies in platter, minder formele en losser strukture verander. In die studie is ondersoek ingestel tot watter mate organisasies in die veld van volhoubare omgewingsbestuur by die nuwe realiteite aanpas en met nuwe innoverende organisasievorme eksperimenteer. Greenpeace, as internasionale omgewingsorganisasie, 'n Verteenwoordige Forum as Agenda 21-tipe institusionele meganisme vir belangegroepe in die geYntegreerde ontwikkelingsbeplanningsprosesse op plaaslike regeringsvlak, en Wateropvanggebied-bestuursagentskappe as organisatoriese institusionele vorm vir die qemteqreerde bestuur van aile aspekte wat met waterhulpbronne te make het, is as gevallestudies ontleed. ENGLISH ABSTRACT: The emerging classification of Sustainability-oriented Innovation Systems places an emphasis on the social elements of change, as well as the technological. However, sustainability-oriented problems are too vast for one person or discipline to comprehend; thus people tend to want to collaborate, meaning they form teams. As a further extension to address sustainability-oriented problems, there is an increasing emphasis on transdisciplinary research and development (R&D) efforts, whereby co-production transgresses boundaries, and science becomes visible before it becomes certain. To reach the objectives of transdisciplinary R&D efforts will require two key concepts: the gathering of information from experts, namely knowledge transfer; and making connections between them, namely knowledge integration. Nevertheless, challenges have been noted in terms of academic tribes that impede teamwork, and, importantly, the lack of combined thought and action in R&D. This research, which is compiled as two journal articles, explored the collaboration, between disciplines, that has been described as the means of meeting the requirements of transdiscplinary R&D to identify, structure, analyse and deal with specific problems in such a way that it can: grasp the complexity of problems; take into account the diversity of life-world and scientific perceptions of problems; link abstract and case-specific knowledge; and develop knowledge and practices that promote what is perceived to be the common good. However, the latter brings into question how values and culture influence collaboration and thus transdisciplinary R&D efforts. The first article set out to investigate, from a literature analysis, how the culture and values of individuals in a transdisciplinary R&D team, as well as those of the organisation, determine the potential success or failure of the R&D effort. A conceptual framework is derived based on the theories of complexity, as it relates to knowledge management, learning within organisations, cognitive and behavioural approaches to culture and values, and communication. The framework also builds on previous research that has been conducted with respect to the management of transdisciplinary R&D. The second article then utilises the introduced conceptual framework for an in-depth investigation of a case study in the bioenergy field. The R&D project, which spanned over three years in South Africa, required a transdisciplinary team of engineers and scientists of various fields to collaborate with stakeholders outside the R&D team. The case emphasises that the lack of disciplines to recognize, understand and incorporate values and culture into R&D practices will lead to project failure; pre-empting and managing expectations of social change (often) far outweigh the necessity for technological change. A number of recommendations are thus made to improve R&D practices.
AFRIKAANSE OPSOMMING: Die opkomende klassifikasie van Volhoubaarheid-georiënteerde Innovasie Sisteme plaas 'n klem op die sosiale elemente van verandering, sowel as die tegnologiese. Volhoubaarheid-georiënteerde probleme is egter te groot vir een persoon of dissipline om te verstaan, dus neig individue om saam te wil werk, wat beteken dat hulle spanne vorm. As 'n verdere uitbreiding om volhoubaarheidgeoriënteerde probleme aan te spreek, is daar 'n toenemende klem op transdissiplinêre navorsing en ontwikkeling (N&O) pogings, waardeur mede-produksie grense oortree, en die wetenskap sigbaar word voor dit sekerheid bereik. Om die doelwitte van transdissiplinêre N&O pogings te bereik sal twee sleutelkonsepte vereis: die insameling van inligting van deskundiges, naamlik die oordrag van kennis, en die maak van skakels tussen hulle, naamlik kennis integrasie. Abstract:
This thesis consists of three essays which explore different economic issues emerging in today's globalized world economy. Using a model of outsourcing by monopolistically competitive firms, the first essay shows that, even in the case of flexible domestic wages, international outsourcing (and/or re-location of plants to a low-wage economy) by home firms may worsen the welfare of the home country and reduce the profits of all firms in the industry, even though it is individually rational for each firm to choose to outsource. It shows that if a social planner for the home country can choose the extent of international outsourcing, his optimal choice will not coincide with the equilibrium outcome under laissez-faire. A wage subsidy may improve welfare. When the wage in the home country is rigid we show that outsourcing is welfare-improving for the home country if and only if the sum of the "trade creation" effect and the "exploitation effect" exceeds the "trade diversion" effect of the access to the low-wage labour in the foreign country. The essay also assesses the model in a two-period framework, where each domestic firm faces the choice between outsourcing (or re-location) in the first period, or in the second period. Delaying outsourcing can be gainful because the fixed cost of outsourcing may fall over time. On the other hand, delaying means the firm's variable production cost in period 1 will be higher than that of rivals who are outsourcing. The equilibrium of this two-period game may involve some firms outsourcing in period 1, while others will outsource in period 2, even though ex-ante they are identical firms. Under monopolistic competition, in equilibrium, the sum of discounted profits is identical for all firms. Again, a social planner for the home country may choose a different speed of outsourcing than the speed achieved by an industry under laissez-faire.
The second essay explores the market for fair-trade products. It employs a duopoly model involving a firm producing a fair-trade product in competition against a conventional firm producing a standard product. The concept of "economic identity" (Akerlof and Kranton, 2000) is used to model consumers' demand for fair-trade products. The essay shows how, in the short run, the parameters of the identity function can impact the equilibrium prices, and in the medium run, how they impact the conventional firm's choice of its position in the product space. In the long run, however, the fair-trade firm may be able to influence the parameters of the identity function, for its own advantage.
The last essay uses the contest model (Tullock, 1980, Rowley et al., 1988, Hillman and Riley, 1989, Nitzan, 1994) to assess welfare effects of bilateral liberalization of government procurement. It shows that there exists a single condition that ensures active participations of all firms in all contests. When this condition is violated, i.e. under a dominant-country case, the dominating country always gains from trade liberalization, while welfare of the dominated country improves only if its corporate tax is sufficiently high. Under full participation of all firms, i.e. no country dominates the markets, and countries are partially symmetric, there exist conditions where bilateral liberalization is mutually beneficial to both countries. When countries are completely asymmetric, it is showed that a country may gain from bilateral trade liberalization if its tax rate is sufficiently high, while the tax rate of the other country is sufficiently low. The results obtained in this essay have shed lights on the current position of negotiations on liberalizing government procurement within the WTO. They suggest plurilateral agreements on government procurement could be formed among countries with similar economic conditions. Such agreements, however, are hard to reach between countries with a large degree of economic asymmetry.

Abstract:
This thesis is a discussion on whether every sector of human activity really is or needs to be 'global'. It discusses the impact that economic globalization has on the role of the nation-state and on the concept of democracy, at both local and international levels. Particular emphasis is put on some of the democratic challenges associated with dispute settlement at the WTO and also under foreign investment international instruments. It is argued that increased participation by non-state actors, particularly NGOs, in state-to-state and in investor-state arbitration threatens to weaken the arbitration process and does little to remedy alleged democratic deficiencies. The author concludes that many democratic concerns regarding these types of dispute settlement processes may be better addressed by strengthening national democracies. Increased public information, consultation, and participation in the shaping of foreign policy could reduce much of the criticism concerning both, international dispute settlement and decision-making.

Abstract:
Globalization is recognized as a world-encompassing phenomenon, even as its benefits are debated. Sustainability, the capacity to maintain high standards of living through generations, is at stake. This paper examines the problems of sustainability with globalization from several perspectives. High statistical correlation between indices of globalization and environmental degradation (r2 = 0.977, p < .001) is found using multi-dimensional scaling software. The socially destabilizing, culture flattening effects of globalization are examined, and the terms ‘nationalism’ and ‘terrorism’ are defined. On the basis of its medial position among the indices of both globalization and environmental degradation, Chile is explored in a case study of the interaction. Conclusions regarding Chile’s vulnerabilities are reached, and the country’s environmental, social, and economic ‘weak spots’ are identified. The ethical positions of globalization and sustainability are considered, and the conclusion that there is very little that can be done to alter the nature of the interaction is drawn. It is suggested that globalization minimizes the prospects of success in efforts toward sustainability by maximizing vulnerabilities among sustainability’s components.

This thesis examines the extent of the diffusion of baseball across the world. Tracing the diffusion of baseball, and the diverse receptions the game has encountered on foreign soils, holds out the prospect of offering many insights into the global spread of sport and our understanding of the processes of globalization in general. By examining different responses to baseball, and developing our empirical knowledge on the extent of its diffusion, we will be in a position to draw more reliable and valid conclusions than have, thus far, been offered in relation to the global diffusion of baseball specifically, and globalization processes more generally. The thesis endeavours to determine the extent to which baseball can be regarded as a global sport. This objective will involve charting the development of baseball in America, its diffusion to other countries and the different receptions the game has received on foreign soil, via a series of national case studies Given the magnitude of global diffusion processes it is hardly surprising that its study has attracted the attention of academics from a number of disciplines and orientations. This particular thesis tests the figurational approach, assessing the adequacy of this approach in being able to make sense of the global baseball figuration. It does this by first providing an outline for the incipient modernization, and subsequent sportization, of baseball in America. Then a cross-sectional analysis of the diffusion and development of baseball in various countries throughout the world is presented, for the most part via a critical analysis of secondary source material. In order to supplement the secondary source material, questionnaires were sent to all national governing bodies for baseball across the world (109 in total). The principal focus of the empirical aspects of this thesis is on the development of baseball in England. Extensive documentary analysis of archival newspaper sources was carried out in the National Newspaper Library, Colindale, London. Alongside this, several oral history interviews were conducted with baseball players who had played in this country before the 1950s. Furthermore, interviews were conducted with administrators involved in the running and promotion of the game in this country. Analysing the diffusion of baseball around the world, and the different responses to attempts to develop the game, and subsequently analysing in much greater depth the developments and responses to baseball in England, enables us to engage in more informed comparative analysis. On the basis of this thesis it is concluded that the argument that baseball is a 'global sport', is a highly exaggerated view of baseball's global profile. The fact of the matter is baseball has only enjoyed sustained periods of success in a handful of countries in Asia and Latin America. Furthermore, it is argued that the theoretical premises of figurational sociology are both sensitising and illuminating; and provide a more object-adequate analysis of the global baseball figuration than other theoretical approaches allow. In this respect, the central figurational concept of dynamic and differential power relationships is key to developing our understanding of the global baseball figuration, and globalization more generally. The concept of lengthening chains of interdependency is a far more illuminating, and therefore more useful, way of conceptualising the process by which baseball has undergone diffusion, than concepts such as Americanization, American cultural hegemony, imperialism, or, indeed, globalization.

Dans cette thèse, nous montrons en quoi les nouvelles règles du jeu, notamment en matière minière et foncière ainsi que la gouvernance de l’environnement, illustrent la construction nécessairement politique du territoire péruvien et des ressources par l’État central autour d’un projet national d’exploitation marchande des gisements miniers comme source de richesse économique. La réorganisation de la structure productive nationale par le capital, souvent étranger, éclaire le poids des initiatives d’acteurs sur le devenir des territoires. La hausse de l’empreinte spatiale du secteur minier et des revenus qu’il génère atteste d’une greffe territoriale et économique de l’activité minière à l’échelle nationale. Néanmoins, celle-ci est inégalement ressentie dans les territoires locaux. La multiplication des conflits miniers au début du XXIe siècle rappelle que les ressources naturelles et les régulations qui codifient la relation société-nature sont le résultat souvent instable de relations de pouvoir entre acteurs aux poids asymétriques et aux visées potentiellement antagonistes. Nous analysons ces conflits interrogeant le rôle et la place des acteurs et des territoires locaux dans les politiques de développement, comme une arme de (re)négociation des règles du jeu à la portée des « sans ». D’intensité variable, la renégociation est micro quand les enjeux sont relativement limités et les acteurs entendent accéder à une meilleure répartition des richesses. Analysis of the dynamics of the mining sector in Peru between the end of the twentieth century and the start of the twenty-first allows an understanding of economic globalisation as a resolutely spatial phenomenon in which territories and identities are reinvented around resources at once local and global. In this thesis, we show how the new rules of the game of mining and property, and environmental governance, illustrate the necessarily political construction of Peru’s territory and resources by the central State around a national project of market-oriented exploitation of mining deposits as a source of economic wealth. This reorganisation of the national productive structure by capital, often foreign, sheds light on the impact of economic actors on the future of the territories. An increase of the spatial imprint of the mining sector and the revenue it generates amounts to a territorial and economic transplant of mining exploitation on a national scale. This increase, however, is felt unequally in local territories. The multiplication of mining conflicts at the start of the twenty-first century recalls how natural resources and the regulations codifying the society-nature relationship are the often unstable result of power relations between actors of unequal weight and with potentially antagonistic goals. We analyze these conflicts questionning the role and place of local actors and territories in development policies, as a weapon of (re)negotiation of the rules of the game wielded by the « have nots ». Varying in intensity, negotiations can be considered micro when the stakes are relatively limited and the actors only hope to achieve a greater share of the wealth. By contrast, conflicts may constitute a weapon of mass negotiation when actors refuse the commodification of nature and attempt a profound transformation of the rules of the game, as is illustrated by the Conga mining conflict in Cajamarca

This work consists of two distinct and separate sections with differing aims and outcomes. Section A is the critical review, which provides a context for the published work presented in Section B. Section A, the critical review, summarises the current literature in the subject area of environmental aspects of river management and sets the research portfolio in context. The physical landscape has been increasingly influenced by a variety of economic and social changes in recent history. During these approximately 6,000 years, human impact on river systems has been substantial and widespread. The environmental changes, that have stressed river systems, have also damaged their value for both human use and environmental functions. Some of these stresses include changes in water quality and quantity, morphological modifications of the channel and/or floodplain, decline of native species and the introduction of alien species. This has led to changes in current river management philosophy, issues and techniques. Section n, the research portfolio of published work submitted as part of this thesis, focuses on the management of some aspects of environmental change within river systems, particularly problems relating to river rehabilitation and the introduction of invasive riparian plant species. Each published paper has its own individual abstract, summarising the key finding of the research. The research portfolio can be divided into three broad sections. The first section, the main published work, includes those papers approved by the University Research Committee as part of the Registration for the degree of PhD by Published Work in May 2000. These papers form the key part of the thesis. They are introduced in the critical review in the blue text boxes, in order of significance to the text discussed and not in chronological order. They are presented in full in the appendices (numbers as shown below) printed on light blue paper. The next section relates to additional relevant published work. These papers are also submitted as part of this thesis, but are considered to be secondary as a result of their date of publication, i.e. prior to 1995. In order to distinguish these papers clearly from the key papers, they are introduced in the critical review in green text boxes and presented in full in the appendices (numbers as shown below), printed on light green paper. In the first chapter I investigate the role of position in global value chains in the transmission of final demand shocks and the cyclicality and volatility of trade. Relying on a production network model with propagation via procyclical inventory adjustment, I show how shocks can magnify or dissipate upstream. I test the theoretical results empirically using input-output data. I find that industries far from consumers respond to final demand shocks up to twice as much as final goods producers. I also document the critical role of the position in the global value chain for countries’ cyclical macroeconomic response: i) controlling for bilateral similarity in global value chain position eliminates the standard correlation between similarity in industrial structure and bilateral output comovement; ii) two indicators, measuring the number of steps of production embedded in the trade balance and the degree of mismatch between exports and imports,explain between 10% and 50% of th evolatility and the cyclicality of net exports. In the second chapter we develop a multi-industry growth model with oligopolistic competition and variable markups. Our model features a complementarity between capital accumulation and competition, which can give rise to multiple competitive regimes – regimes characterized by a large capital stock and strong competition and regimes featuring low capital and weak competition (low competition traps). Negative transitory shocks can trigger a transition from a high to a low competition regime. We also show that, as the firm size/markup distribution becomes more dispersed, the economy is increasingly likely to enter a low competition trap. In a calibrated version of our model, a transition from a high to a low competition regime rationalizes important features of the US great recession and its aftermath, such as the persistent drop in output and aggregate TFP, the decline of the labor share, the increase in the profit share, and the decline in the number of firms. In the third chapter we study how countries which share a common currency potentially have strong incentives to share macroeconomic risks through a system of transfers to compensate for the loss of national monetary policy. However, the option to leave the currency union and regain national monetary policy can place severe limits on the size and persistence of transfers which are feasible inside the union. In this paper, we derive the optimal transfer policy for a currency union as a dynamic contract subject to enforcement constraints, whereby each country has the option to unpeg from the common currency and default completely on any payment obligations. Our analysis confirms that the lack of independent monetary policy is an important obstacle to risk sharing within a currency union; however, under certain conditions, it is still possible to support substantial macroeconomic stabilization through state contingent international transfers within the union.

This thesis examines the globalization of construction and real estate companies through mergers and acquisitions using a modem management approach and a practical analysis of selected case studies. It particularly focuses on mergers and acquisitions because they are changing the way firms do business in the global markets. Four companies have been selected in order to analyze the interactions between acquirers and targets in the international construction and real estate markets. The first is the successful Scandinavian construction and real estate firm Nordic Construction Company, which has based its growing strategy on mergers and acquisitions. This Swedish case represents strong evidence that managerial leadership at the top levels can make or break the acquisition process. In the second case study, the Irish Conglomerate CRH takes over smaller American businesses in order to enter the huge US market. The third case is about the homebuilding industry, where the largest and most successful firms have grown rapidly through mergers and acquisitions. The example here is the highly admired Centex Corporation, which has experienced considerable increases in revenue and profitability. The fourth example is Jacobs Engineering Group from Pasadena, California. In these four cases, many different variables are considered. The number of studies in mergers and acquisitions in the construction and real estate industries are very few as opposed to other areas such as banking or telecommunications. However, it remains certain that the driver of mergers and acquisition activity are very different for each particular firm --still within the same industry. International construction and real estate markets are very close to consolidate and become one. Therefore, managers of global construction and real estate companies will need to understand this consolidation trend and learn to compete for projects that once pertained only to firms in other geographies.

Compared to the globalized markets of goods and services, technology production has been often described as “far from globalized” and mainly concentrated in the home country of multinational enterprises. However, academics and international organizations recognize that research and development (R&D) activities are increasingly performed at the international level. In particular, the globalization of innovation is a major concern since it is at the crossroads of the rising importance of knowledge economy and the increasing international slicing of firms’ value chains. In this context, the main motivations of this thesis are to investigate the extent to which innovation takes place across national borders and to analyze the drivers of this phenomenon across countries and across industries. For this purpose, this dissertation provides new evidence on the globalization of innovation in four empirical essays using patent-based indicators.

First, the relevance of patent statistics as indicators of innovation is evaluated by studying the relationship between expenditures in R&D activities and patenting efforts. Chapter 2 decomposes this relationship at the industry level to shed light on the origins of the worldwide surge in patent applications. The empirical investigation of the R&D-patent relationship relies on a unique panel dataset composed of 18 manufacturing industries in 19 countries covering the period from 1987 to 2005, for which five broad patent indicators are developed. This study shows that patent applications at the industry level reflect not only research productivity, but also two main components of the propensity to patent which are firms’ strategic considerations: the decision to protect an invention with a patent (the “appropriability strategy”) and the number of patents filed to protect an innovation (the “filing strategy”). The comparison between the results for various patent count indicators provides also interesting insights. While some industries (computers and communication technologies) and countries (South Korea, Spain, and Poland) have experienced a drastic increase in patent applications, the ratio of priority patent applications to R&D expenditures has been generally constant. This result suggests that there has been no spurt in innovation productivity. In contrast, regional applications (filings at the United States Patent and Trademark Office or at the European Patent Office) have been increasing since the early 1990s, suggesting that the patent explosion observed in large regional patent offices is due to the greater globalization of intellectual property rights rather than a surge in research productivity. Innovative firms are increasingly targeting global markets and hence have a higher tendency to seek protection in key markets worldwide.

Chapter 3 introduces, firstly, aggregate patent-based indicators to measure the globalization of innovation production. Secondly, it describes the patterns in international technology production for a large panel dataset covering 21 industries in 29 countries from 1980 to 2005. A strong growth in the intensity of globalization of innovation is confirmed not only in terms of cross-border ownership of innovation, but also in terms of international technological collaborations. More interestingly, heterogeneity across countries and industries is observed. On the one hand, more innovative countries (or industries) do not present more globalized innovation footprint. On the other hand, the ownership of innovation is still strongly concentrated in a few countries, although its location is increasingly dispersed across the world. Thirdly, it investigates empirically two main opposing motives driving the internationalization of innovation: home-base augmenting and home-base exploiting strategies. The results show that the degree of internationalization of innovation is negatively related to the revealed technological advantage of countries across industries. Countries tend to be more technologically globalized in industrial sectors in which they are less technologically specialized. The empirical findings suggest also that countries with multidisciplinary technological knowledge are more likely to take part in international co-inventions of new technologies and to be attractive for foreign innovative firms. This aggregated patent-based analysis provides additional evidence that globalization of innovation is a means of acquiring competences abroad that are lacking at home, suggesting that home-base augmenting motives matter in the globalization of innovation production. By contrast, the internationalization of innovation does not seem to be purely market-driven since large economies are not the target of foreign innovative firms and international patenting is more related to international competitiveness of country-industry pairs than to the direction of trade flows.

While the previous chapter studies the globalization of innovation of a country with the rest of world, Chapter 4 aims at explaining who collaborates with whom in the international production of technology. In particular, the impact of technological distance between partner’s economies is investigated for a panel dataset covering international co-inventions between 29 countries in 21 industries between 1988 and 2005. The descriptive analysis highlights that the overall growth in internationalization of innovation is due to both the increase in the number of international innovative actors and the rise of the average intensity of collaboration. The empirical findings then suggest that the two main arguments related to technological distance – ‘similarity versus diversity’ – can be reconciled by taking an industry approach. Indeed, the estimation results show that the impact of technological distance is twofold on the intensity of collaborative innovation at industry level. On the one hand, the more similar the industry-specific knowledge of two countries (low technological distance within the industry), the more easily they collaborate by sharing common industrial knowledge. On the other hand, the more different their non-industry-specific knowledge (high technological distance outside the scope of the industry), the more they collaborate to gain access to broad and interdisciplinary expertise. It suggests that the relative absorptive capacity between partner’s economies and the search for novel and complementary knowledge are key drivers of the globalization of innovation. Moreover, the results confirm the moderating effect of non-technological distance factors (spatial proximity, ease of communication, institutional proximity, and overall economic ties) in cross-border innovative relationships.

The topic of Chapter 5 is the cost-benefit analysis of the creation of a new ‘globalized’ patent: the EU Patent (formerly known as Community Patent) which consists in a single patent covering the entire EU territory for both application procedure and legal enforcement after grant. The objective of this chapter is threefold: (i) simulate the budgetary consequences in terms of renewal fees’ income for the European and national patent offices; (ii) evaluate the implications for the business sector in terms of absolute and relative fees; (iii) assess the total economic impact for the most important actors of the European patent system. Based on an econometric model explaining the determinants of the maintenance rate of patents, the simulations suggest that – with a sound renewal fee structure – the EU patent could generate more income for nearly all patent offices than under the current status quo. It would, at the same time, substantially reduce the relative patenting costs for applicants. Finally, the loss of economic rents by patent attorneys, translators and lawyers, and the drop of controlling power by national patent offices elucidate further the persistence of a fragmented European patent system.

Abstract:
This study focuses on women vendors' perspectives on plastic bag consumption in markets in Mali. It also investigates how women across the urban and rural divide are affected by plastic bag pollution and to what extent women in Mali are included in policy formulation addressing plastic bag issues. I interviewed thirty women vendors in three research sites: Bougouni, Koulikoro and Bamako. In addition, I interviewed five Mali Officials including the Prime Minister and the Minister of Environment. Plastic bags continue to be used widely in all African countries, including Mali. This has created increased environmental pollution as there is no recycling due to the lack of appropriate technology or political will. Reducing the use of plastic bags, and thus pollution, requires social and economic change that may be difficult to implement without involving one of the largest consumers of plastic bags, women, specifically those selling at the market.

Abstract:
The built environment contributes extensively to the overall environmental impact of society. An increasing number of tools have been developed worldwide for comprehensive environmental assessment and rating of buildings in order to make the building sector more sustainable. These tools are expected to drive and facilitate future environmental improvements and market transformation in the sector. This thesis explores different methodological aspects in tool development using experiences from two large Swedish projects, the EcoEffect and ByggaBo tools, which were developed with a high level of stakeholder participation in order to be of practical use in the building sector.   The methodological aspects explored and discussed here include an approach for systematic selection of assessment aspects (energy use, indoor air quality, etc.) in tools (Paper 3), and a systematic procedure for selecting practical indicators using theoretical (e.g. validity/environmental relevance) and practical (e.g. costs) criteria (Papers 2 and 3). An approach for simple communication of complex results is presented with examples from 26 multi-family buildings (Paper 4). This approach allows a building’s ‘environmental efficiency’ to be presented in one diagram, without weighting the two distinct assessment areas energy use and indoor environmental quality. Paper 5 discusses the contextual issue of internal use of environmental indicators in property management organisations through reviews of environmental performance evaluation and organisation theory literature and comparisons with actual case studies. The EcoEffect (Paper 1) and the ByggaBo tools are also compared and summarised.   The case studies of real buildings and experiences from the EcoEffect and ByggaBo projects allowed data collection, calculation procedures and different practical applications of such tools to be evaluated. Poor data availability sometimes limits assessments, and improved internal routines and database developments in the building sector would allow more reliable environmental assessments.   Reviews of numerous indicators in Paper 3 (and 2) and literature revealed that environmental relevance was not a key aspect when current environmental performance indicators and building rating tools were constructed. This thesis suggests that environmental relevance and systematic procedures be prioritised in order to provide robust and trustworthy tools for environmental assessment of buildings.  Recommendations, some of which are generally applicable to other environmental assessments, include selection of environmentally relevant indicators, systematic procedures for handling theoretical and practical considerations in tool development, aggregation and weighting methods, use of a life cycle perspective and inclusion of performance-based rather than feature-based indicators. Since it is likely that the information these tools provide will increasingly be used by authorities, building users, economic incentive providers such as banks, etc., the methodological developments suggested here to strengthen tool rigour are important for future tool development processes.
Utvecklingen av verktyg för miljöbedömning av byggnader är ett område som expanderat kraftigt sedan 1990-talets början. Den ökande medvetenheten om den byggda miljöns omfattande bidrag till samhällets miljöpåverkan i stort har spelat stor roll för denna utveckling. Verktygen förväntas ha en betydelsefull roll i att driva på och underlätta miljöförbättringar och omdaning av marknaden i bygg- och fastighetssektorn. Denna avhandling utforskar olika metodaspekter för verktygsutveckling och bygger på erfarenheterna från två stora svenska metodutvecklingsprojekt för miljöbedömning av byggnader, EcoEffect och ByggaBo:s miljöklassning av byggnader. Båda dessa verktyg togs fram i samarbete med ett stort antal representanter från bygg- och fastighetssektorn, då verktygen syftade till praktisk användning.   Ett antal metodaspekter utforskas och diskuteras i avhandlingen. I artikel 3 föreslås och testas ett angreppssätt för systematiskt urval av miljöaspekter som ska bedömas av ett verktyg och dessutom föreslås här och i artikel 2 ett systematiskt tillvägagångssätt för att välja indikatorer för praktiskt användning utifrån både teoretiska (t ex. validitet) och praktiska (t ex. kostnad) kriterier. Ett angreppssätt för att underlätta kommunikation av komplexa miljöbedömningsresultat presenteras genom exempel från 26 flerfamiljshus i artikel 4. Detta angreppssätt möjliggör att redovisa en byggnads ‘miljöeffektivitet’ i ett diagram utan att behöva vikta de två disparata miljöaspekterna energianvändning och innemiljö. Artikel 5 tar upp användning av miljöindikatorer för internt arbete i fastighetsförvaltande organisationer genom litteraturöversikter inom områdena utvärdering av miljöprestanda och organisationsteori samt genom jämförelser med praktiska fallstudier. Verktygen EcoEffect (artikel 1) och nuvarande version av ByggaBo:s miljöklassningssystem sammanfattas också och jämförs i avhandlingen.   Genom ett antal fallstudier av verkliga byggnader och erfarenheterna från EcoEffect- och ByggaBo-projekten utvärderas frågor som insamling av indata, beräkningsmetoder och olika praktiska tillämpningar i avhandlingen. Dålig tillgång på indata begränsar ibland möjligheterna att göra miljöbedömningar. Förbättrade interna rutiner samt utveckling av nya typer av databaser inom bygg- och fastighetssektorn kommer med största sannolikhet att underlätta miljöbedömningar i framtiden.   Granskning av ett stort antal miljöindikatorer i artikel 3 (och 2) och litteratur på området visade att när miljöindikatorer och miljöklassningsmetoder tagits fram, har miljörelevansen hos dessa sällan haft högsta prioritet. Ett övergripande mål för denna avhandling har därför varit att bidra med rekommendationer som kan stärka miljörelevansen och trovärdigheten hos liknande indikatorer och verktyg. Några av de angreppssätt som föreslås är tillämpliga mer generellt också för andra typer av miljöbedömningar; t ex. hur miljörelevanta miljöindikatorer kan väljas, hur både teoretiska och praktiska överväganden kan hanteras på ett systematiskt sätt vid liknande verktygsutveckling, angreppssätt för viktning och aggregering av resultat samt användning av ett livscykelperspektiv. Vid miljöbedömning av byggnader bör också funktionsbaserade indikatorer i första hand väljas snarare än sådana som baseras på specifika tekniska utföranden. En trolig utveckling är att nya typer av användare i större utsträckning kommer att efterfråga den information som miljöbedömningsverktyg för byggnader kan tillhandahålla. Det kan handla om t ex. myndigheter, husköpare och ekonomiska incitamentsgivare såsom banker. Av denna anledning är de frågor som rör metodutveckling och tas upp i avhandlingen, klart betydelsefulla för att stärka noggrannhet, robusthet och trovärdighet i framtida utveckling av miljöbedömningsverktyg för byggnader.

Whilst issues of environmental equity are internationally recognised as a major concern, Japan, a data rich country, has little evidence on whether or not they are present. The purpose of this thesis is therefore to investigate the situation of environmental equity in Japan by developing and employing novel approaches around the use of Geographical Information Systems (GIS). G This thesis firstly presents a GIS-based cross-sectional study of equity in proximity to waste facilities, air pollution exposure and school accessibility in Yokohama city, showing some evidence of disparities between social groups. A longitudinal model of park provision is then developed and presented to investigate whether affluent areas attracted new parks, or new parks attracted affluent people in Yokohama. The results show weak evidence of both processes, and also confirm direct park provision into the least affluent areas may be the most useful policy measure for equity. A limitation of many equity studies is that they have focused on environmental features that are only measurable in two dimensions. This is despite the fact that many environmental attributes require consideration vertical variations in features, such as building heights. To drive forward this research, a methodology was then developed and is presented to compute access to both sunlight and views in the city of Kyoto. The work illustrates how it is possible to model these three-dimensional attributes for large urban areas using virtual city modelling, and the findings suggest that disparities in access to both of these amenities are present, in the city. The overall conclusion of the thesis is that inequities are apparent in Japan and that these can be detected and quantified by the development of novel GIS techniques that utilise the rich sources of data present in the country.

'Climate change is the greatest and widest-ranging market failure ever seen' Stern (2006 p. xvii). This vigorous description highlights one of the most important and frustrating realizations of the last decades. The main reason of that market failure stems from the fact that climate change is a complex global externality. This makes the design of appropriate measures to mitigate the problem and the identification of their effects on economic activity of paramount importance. The transboundary nature of pollution combined with the skewed distribution of the origin and impact of emissions among countries reveals the need for international cooperation in the direction of multilateral agreements among countries. The characterization of Pareto-efficient environmental and trade policies has been a key issue (and continues to be) in the literature. Predominantly, however, the literature has focused on the role of taxes (trade and pollution) in achieving the first-best paying no attention to the role (if there is any) of non-tradeable goods. Chapter 4 deals with this issue. A key issue in mitigating climate change is with the appropriate extent of harmonization of environmental policies. This thesis (Chapters 2) addresses this within a general equilibrium model of international trade with endogenous pollution discharges, paying particular attention to the allocation of tax revenues. It argues that there indeed exist instances in which pollution tax harmonization (that moves the initial pollution taxes towards an appropriately weighted pollution tax vector) can deliver potential Pareto improvements. The difficulty with the achievement of global environmental agreements should not be, however, ignored. Chapter 3 deals with the possibility that governments may act unilaterally in order to mitigate the social cost of pollution. It shows that (under certain conditions) there exist unilateral Pareto improving trade policy reforms. Chapter 5 discusses the welfare implication of environmental policy reforms within a subset of countries. It shows that environmental policy coordination has opposing effect on the welfare of the coordinating and non-coordinating countries.

Abstract:
This thesis examines how to take into account both environmental and social sustainability goals to be used in scenarios or in policymaking. In paper I, we select four sustainability goals that have to be fulfilled by 2050 in normative future scenarios for Sweden in a degrowth context. Two goals address ecological challenges, climate change and land use issues specifically. The other two goals address social issues and deal with participation and influence in society as well as resource security and distribution. The environmental goals will require significant reductions in greenhouse gas (GHG) emissions and land use compared to today's levels. The social goals are within reach today, although the degree of fulfillment differs across different groups in society. In paper II, we review existing and suggested climate or energy targets at a global, national and local scale and search for justice perspectives or for proposals for such perspectives. We find that the justice aspect is not explicitly formulated in existing climate and energy targets and that, the community of justice i.e. the receivers of benefits or burdens, in our reviewed examples, is limited to human beings, thereby excluding all other living beings. In paper III, we assess how four different backcasting scenarios for land use in a Swedish context, all of which fulfil a climate target of zero CO2 emissions in 2060, impact on other sustainability goals. We conduct a goal conflict analysis between the chosen climate goal and the other Swedish environmental goals, the gender equity goals and the public health goal. We find that there are more potential goal conflicts in scenarios with no global climate agreement. From the results of all three papers, I then discuss several aspects that have to be taken into account when setting goals, such as the major uncertainties associated with long-term goals, the elusiveness, the normativity of goals and the need to separate goals from the means to achieve the goals.
Utsläpp av växthusgaser (GHG) och andra miljöproblem, såsom förlust av biologisk mångfald, markanvändning och övergödning av sötvatten och marina kustekosystem, är stora utmaningar för mänskligheten. De planetära gränser för dessa områden har redan överskridits. Av de 16 svenska miljömålen för 2020, vars syfte är att lösa dessa ödesfrågor, bedöms bara ett – "Ett skyddande ozonskikt" – uppnås i tid. Vad gäller sociala mål på global nivå fram till 2015 – FN:s Milleniemål – har visserligen betydande framsteg gjorts på en del områden, t.ex. jämställdhet i utbildningen, men utfallet skiljer sig mellan länder och inom länder med avseende på socioekonomisk grupp och kön. Denna avhandling undersöker hur man kan ta hänsyn till både miljömässiga och sociala hållbarhetsmål som ska användas i framtidsscenarier eller som underlag till beslutsfattande. I artikel I väljs fyra hållbarhetsmål i en tvärvetenskaplig process. Målen ska uppfyllas 2050 i s.k. normativa framtidsscenarier (backcasting) för Sverige i en kontext av nedväxt eller låg tillväxt. De två första målen handlar om klimatförändringar och markanvändningsfrågor. De två andra är sociala mål och omfattar delaktighet och inflytande i samhället samt tillgång till resurser och fördelning av dessa. För att uppnå de valda miljömålen, kommer drastiska minskningar av växthusgasutsläpp (GHG) och markanvändning att behövas, jämfört med dagens situation. Båda de sociala målen är inom räckhåll i dag, även om graden av uppfyllelse skiljer sig mellan olika grupper i samhället. I artikel II genomförs en kvalitativ dokumentanalys för att samla information om befintliga och föreslagna klimat- och energimål på global, nationell och lokal nivå. Vi letar också efter rättviseperspektiv i befintliga klimat- och energimål samt förslag till sådana perspektiv i föreslagna mål i den vetenskapliga litteraturen liksom i rapporter från miljöorganisationer. En slutsats är att rättvisa inte är uttryckligen formulerat i befintliga klimat- och energimål. Vi använder en teoretisk ram för social rättvisa som skiljer mellan vem som ger och får det som fördelas, vad som fördelas (rättvisevaluta) och hur det fördelas (distributionsprinciper). Utifrån vår analys fann vi att en egalitär princip används för de flesta föreslagna målen, exempelvis för globala mål om utsläpp av växthusgaser per capita. Samtliga av de granskade målen omfattar endast rättvisa mellan människor och exkluderar därmed andra levande varelser. I artikel III analyserar vi hur fyra olika backcastingscenarier för markanvändning i ett svenskt sammanhang år 2060 påverkar andra hållbarhetsmål när ett klimatmål om noll CO2-utsläpp är uppfyllt. Med hjälp av en matris gör vi en målkonfliktanalys med de övriga svenska miljömålen, jämställdhetsmål och mål för folkhälsan med dess 11 tillhörande målområden. Analysen visar att de potentiella målkonflikterna är fler i scenarier utan globalt klimatavtal. Detta beror främst på att vissa miljöfrågor måste behandlas på global nivå, samt att minskningen i miljöpåverkan kommer att bero på åtgärder som inte bara vidtagits i Sverige utan också globalt. Utifrån dessa tre artiklar diskuterar jag sedan olika aspekter som måste beaktas vid fastställandet av mål. Eftersom hållbarhetsmål är långsiktiga och kännetecknas av en hel del osäkerhet diskuterar jag behovet av att sätta upp "försiktigt utopiska mål" (cautiously utopian goals), det vill säga mål som kan vara omöjliga att uppnå, men möjliga att närma sig. Sådana mål kan få till stånd de djupgående förändringar som krävs för en hållbar och rättvis framtid samtidigt som de är acceptabla för de intressenter som berörs. Mål är ofta otydliga vad gäller vad som ingår eller inte. Vad gäller klimatmålen, exempelvis, är det ofta otydligt huruvida utsläpp från handel är inkluderade eller ej och vilket referensår en viss utsläppsminskning baseras på. Sådana avgränsningar bör synliggöras och helst diskuteras med avseende på hur de kan påverka till exempel andra länders utsläppsminskningar. Det finns också ett behov att skilja mål från medel för att uppnå målen, eftersom det gör det möjligt att formulera mål som kan uppnås på olika sätt. Ekonomisk tillväxt ses ofta som ett mål i sig, såsom i FN:s nya hållbarhetsmål (SDGs). Tillväxt borde dock betraktas som ett rent verktyg för att uppnå egentliga mål rörande, exempelvis, välbefinnande. Mål är också normativa och återspeglar både olika kulturella och etiska perspektiv på vad en god hälso- och sjukvård eller bostadsstandard bör vara. De underliggande värdena bör därför också synliggöras och ifrågasättas. Både inter- och intragenerationella rättviseperspektiv bör göras mer konkreta och tydliga så att sådana frågor kan följas upp. En bra start kan vara att förutom ett territoriellt perspektiv börja använda ett konsumtionsperspektiv vid upprättandet av klimat-eller markanvändningsmål, då effekten av vår konsumtion på andra länders miljö och hälsa har ökat under de senaste årtiondena.

Global energy sector carbon dioxide emissions between 2007 and 2010 have been growing much faster than projected by the Intergovernmental Panel on Climate Change (IEA 2011). Roughly 75% of this growth can be attributed to developing countries that are increasingly manufacturing goods destined for consumption in the developed world (Peters et al. 2011). This study examines the energy sector carbon dioxide emissions and emission trajectories of 64 developing countries from 1980 to 2006. Approximately 50% of these countries have relatively flat slopes when their emissions are plotted over time or against gross domestic product per capita. To shed some light on how this is possible, two competing theories of globalization are tested. World-systems theory argues that global economic integration is predicated on core-periphery exploitation, which leads to unsustainable development. World-society theory, on the other hand, contends that global social integration diffuses modern environmental values, which leads to structural isomorphism and sustainable development. World-society diffusion in this study is approximated by the network measure of degree centrality, which is calculated from shared ratifications of international environmental treaties. To find out if these opposing dynamics significantly impact emissions and emission trajectories independently, or in conjunction, three different methods are used: Prais-Winsten panel regression with panel-corrected standard errors, cross-section ordinary least squares regression and fuzzy set qualitative comparative analysis.Findings from the panel regressions indicate that network centrality in global environmental treaty regimes has a significant, albeit weak, negative effect on carbon dioxide emissions. This effect is further attenuated by high levels of world-system exploitation, as measured by International Monetary Fund (IMF) credit. The first set of cross-section regressions indicate that network centrality has a significant, but weak, negative effect on emission trajectories plotted against GDP per capita when restricted to those countries that have low levels of IMF credit. The second set of cross-section regressions indicate that network centrality has a significant, but once again weak, negative effect on emission trajectories plotted over time when restricted to those countries that have low levels of foreign direct investment (FDI). The fuzzy set qualitative comparative analyses reveal that world-society diffusion is only implicated in two out of five sufficient configurations for membership in the outcome set of countries with relatively flat emission trajectories plotted against GDP per capita. Furthermore, world-society diffusion, at least as approximated in terms of network centrality in international environmental treaty regimes, is not implicated in any of the sufficient configurations when the outcome involves membership in the set of countries with relatively flat emission trajectories plotted over time. In these analyses it is the absence of economic growth that is most often implicated, followed by low levels of FDI and IMF credit.

I used a Symbolic Interactionist theoretical framework to explore and comment on the meaning-making process. I started my research by conducting a questionnaire to select participants for interviews. During the course the selected participants were interviewed, as well as the two course co-ordinators. Data was also gathered during the course from participant observation field notes ('captured talk'), photographs, participants' assignments and course evaluations. The data was analysed using an adapted form of discourse analysis and matrices. The research highlights that the opportunities provided on the course were adequate for encouraging meaning-making amongst both the co-ordinators and participants. However, recorded instances of meaning-making were low, which indicated that there were certain constraints during the meaning-making process. This research highlights and comments on identified constraints such as time and workplace support. The research supports similar findings which emerged from research conducted on the Gold Fields environmental education course for teachers and also offers recommendations for further research and practice into meaning-;making within the field of environmental education and industry, business and local government in South Africa.

Abstract:
After the Great Depression of 1929--1933, the relative isolation of Mexico's economy led to the adoption of Import Substitution Industrialization. The use of this model as a development strategy meant specializing in manufactured goods under a regime of state interventionism and a closed economy. However, after many years of inward-looking policies, ISI collapsed. Moreover, with excessive public expenditures and fiscal mismanagements, Mexico's economic stability started to erode. The result was Mexico's first economic crisis, the effects of which could only be alleviated through loans from International Financial Institutions that were contingent on the implementation of defined policies. Thus, Mexico adopted the neoliberal development model as its strategy for economic growth and recovery. Under this model, trade liberalization, outward-looking policies, and state non-interventionism promised economic growth as a necessary precondition for social justice and development. Mexico's implementation of neoliberal policies, on one hand, has aided its integration into a market-oriented economy in which competitiveness, foreign investment, and technology transfers are considered as paths to economic growth and, on the other hand, has widened the gap between the rich and the poor, and has impeded sustainable development.

Abstract:
The system of states that now covers the planet did not arise out of thin air; rather it was the product of historical forces that gradually coalesced around the state form. But the dynamics of that process no longer obtain. In their place, a new, highly complex amalgam of material and ideational forces is now in the ascendant -- and its arrival has serious implications for traditionally configured, "Westphalian" states. Understood as ("thick") globalization, this interlocking array of political, economic, social and cultural forces challenges the old order at two key points. First, traditional states had "hard shells," by means of which they were capable of consolidating differences between �inside� and �outside� to the point where the latter could more easily be quarantined. Second, for closely related reasons they were largely able to "absorb" domestic society, such that the individual was less a citizen than (s)he was a subject. But these (dubious) capabilities have been severely exposed and eroded, which leads us to ask, "Whither the state under globalization?" My thesis constitutes a sustained attempt to answer this question. The theme is a large one - and I believe that to be adequately treated, large themes require a varied approach. First, in terms of theory this means that I borrow from a significant diversity of recognized �Schools� within the discipline of International Relations. Second, in terms of method I follow a similarly pluralist line. Broadly speaking, the work is interpretive as opposed to explanatory, which is to concede that one cannot be �purely� scientific while standing inside the phenomena one wishes to examine. On the other hand, this forecloses neither the scientific method nor its guiding spirit. With respect to states and the international system, we can still be "scientific realists:" states are real structures whose nature can legitimately be approximated through sciences. In sum, I cleave to a sort of methodological middle ground between science and interpretation, taking from each in the measure that they advance the discussion. Third, in terms of normative intent my chief concern is with the way things are; but as it turns out, the way things are increasingly includes the way they ought to be. In other words, the ontology of our globalizing world is increasingly deontological in texture. This may sound contradictory. Nevertheless, the spread of universal norms - and of equally universal ordering principles, or patterns of global organization - has undeniable repercussions for the relationship between is and ought. In turn, the implications for states are profound. The answer to my central question, "Wither the state under globalization?" is this: we are now on the threshold of a neo-medieval era of segmented political authority. Centrally nested within this new order is the embedded cosmopolitan state, wherein universal and particular aspects of being can now be fully reconciled.
