Abstract:
This narrative study reviews the development of Share-Net, an informal resource materials network, located within the developing environmental education activities of the Wildlife and Environment Society of South Africa. Historical shaping factors within the Society are discussed and changing views on conservation, environmental education and research are described. Rather than the research process being a utilitarian and outside endeavour for clarifying and monitoring, the research orientation of this study is one of grounded activity within and integrally part of processes of change. Within a developing story of resource materials and workshops, themes are traced and emergent tensions are critically reviewed. Teacher workshops from 1981 until 1995 are analysed and developing orientations are described. Within this review changes are evident from an orientation of 'us' informing 'them' to joint, collaborative endeavours within the development and use of resource materials. The study reviews and illuminates the Share-Net project around questions of project orientation and management and this is done through the narration of case studies. Principles and patterns emerging within these are examined to guide future resource development projects. Popularist notions of networking and structural functionalist notions of social change are also examined. Grand, modernist strategies designed to cause change in others are questioned and the role of small-scale nodes of resource material activity cooperating within an open network are clarified as useful alternatives. Local resourcing centres such as these have proved useful in supporting teachers in the development, use and adaptation of resource materials. The study also examines income and expenditure of the Share-Net project since 1988 to review economic sustainability. A case is made for sustaining the project conceptually and financially through the sales of products and services rather than through external donor sources. Finally the study raises questions and challenges within the project and proposes guiding frameworks for future review, in action, as the story continues.

ENGLISH ABSTRACT: Institutions for tertiary education are now more than ever realising the advantages of supplying the growing population with more effective and flexible learning environments through the integration of technology based media. Educational institutions are faced with the challenge of embracing technological changes within the educational domain in order to maintain their competitive position within a global arena. The University of Stellenbosch, as many other tertiary educational institutions, are challenged to view them as being part of an integrated knowledge society responsible for the reproduction of knowledge as a national and global commodity. The recent acceptance of an explicit strategy concerning educational processes and the creation of an Electronic Campus ensured that the University of Stellenbosch would maintain their strategic position through the development and improvement of the quality of the central education, research and community service functions within the university. The purpose of the research conducted within the boundaries of the University of Stellenbosch were to enhance and improve the quality of the learning and information sharing processes between various role players through the exploration of available communication media and the examination of relevant concepts. The specific objectives of the study comprise the following: ■ Objective One: Through the use of alternative subjective and objective test methods, including observation and the use of a questionnaire to conduct an empirical study to evaluate the usability of the various asynchronous computer based communication media, with specific focus on course management systems, and video streaming; ■ Objective Two: Make recommendations based on the findings of the study to potential users of the alternative media and applications in terms of the limitations and benefits; ■ Objective Three: To use the findings, together with an examination of the user needs and applicable concepts, to make recommendations to assist in future decisions regarding the value of the integration of these media into the creation of a high value interactive virtual learning environment; ■ Objective Four: Given the findings, to make recommendations for future research. Empirical tests were conducted in order to examine the usability of WebCT and Microsoft Producer as it was anticipated that the degree to which the communication media adds value and enhances the education and information sharing process will be influenced by the usability of the specified media and the role players' perceived need for the specific media. Empirical test were descriptive in nature and included survey research methods and usability laboratory tests In summary, the data obtained shows that the sample population holds favourable attitudes with regard to the usability of both Microsoft Producer and WebCT. WebCT and Microsoft Producer holds the potential for enhancing and improving the quality of the learning and information sharing processes between role-players within the University of Stellenbosch by providing a useful, reliable, easy to use, consistent, compatible, learnable and likeable system. The integration of WebCT and Microsoft Producer in the context of the University of Stellenbosch will enable role-players to complete their educational and research activities with accuracy in a timely competent and economical fashion.
AFRIKAANSE OPSOMMING: Instellings vir tersiere opvoeding is nou meer as ooit bewus van die onmiskenbare voordele verbonde aan die beskikbaarstelling van meer effektiewe en buigsame leer omgewings aan ‘n groeiende studente getalle deur die integrasie van tegnologie gebasseerde media. Opvoedkundige instellings word toenemend uitgedaag om die geleenthede wat die tegnologiese veranderinge in die opvoedings domein vergesel aan te gryp. Die Universiteit van Stellenbosch word, soos vele ander tersiere instellings, uitgedaag om hulself te beskou as deel van ‘n geintegreerde kennis gemeenskap, verantwoordelik vir die reproduksie van kennis as ‘n nasionale en globale kommoditeit. ENGLISH ABSTRACT: As the information age evolves, society is undergoing changes based on developments in technology that have tremendous implications for the educational systems. Institutions of tertiary education are increasingly facing the pressures of globalisation. Associated with this is the knowledge society that demands experience with technology, different skills and a different learning experience (US, 2001). Furthermore, new information and communication technologies have demonstrated the potential to transform the way that knowledge is packaged, delivered, accessed and acquired, thereby altering higher educations' core production and delivery processes. Institutions of tertiary education that want to remain competitive, both locally and internationally, should, therefore, act proactively to facilitate the successful and innovative integration of relevant technologies into currently established practice and procedures. The University of Stellenbosch (US) recognises the importance of staying abreast with these global and local changes. The Virtual Information Space (VIS) project for optimal information sharing is a research initiative that developed as a direct response to the need for an inquiry into the functionality of alternative synchronous and asynchronous computer-mediated communication media (CMC), to be provided as part of the technological infrastructure of the US for enhanced information sharing and communication. The VIS project provides the framework within which this study was conducted. The aim of this study was to conduct an exploratory study through the use of empirical research and prototyping, by quantification of the usability of synchronous CMC media, for application in the South-African on and off-campus tertiary education environment (focused at post graduate level), in order to enhance information sharing between inter alia, information service suppliers, lecturers, students and researchers at the US. It was anticipated, however, that the degree to which the synchronous CMC media add value to the learning and information sharing processes within the VIS, will be influenced by the usability of the software applications within which the media are embedded, the perceived need of the role-players for the media, as well as the feasibility and viability of the systems when employed within the technological infrastructure of the US. These elements were, therefore, empirically investigated by conducting several usability experiments in a setting which simulated a usability laboratory, in order to acquire the necessary subjective and objective data, related to the identified goals and objectives that encapsulate the aim of this study. In order to demonstrate the value of the VIS environment, a theoretical perspective is provided by means of a literature review of the fundamental concepts of communities of practice and flexible learning. It is proposed that the use of the synchronous CMC media (embedded within the software applications) will assist in the creation of a VIS that supports the more advanced educational paradigm of constructivism by linking users into collaborative conversational networks, thus forming learning communities (better known as communities of practice) in cyberspace. The purpose of these communities is to create a means through which ideas and materials can be shared and exchanged, aiding individuals in building their own conceptual networks of interrelated ideas, strategies and theories and therefore construct and share knowledge. Information was obtained concerning participants' characteristics, preferences, needs and evaluation of the usability of the two software applications, NetMeeting and Yahoo Messenger, when utilised within the technological infrastructure of the US for the purpose of increased information sharing and communication. Performance measurement data (related to selected usability criteria) was obtained during the experimental phase, as well as information about the feasibility and viability of the systems when utilised within the technological parameters of the US. The analysis of the information consisted of descriptive statistics as the research aimed to illustrate the attitudes concerning usability, the perceived needs for the software applications, as well as the feasibility and viability of the systems. The results revealed that both NetMeeting and Yahoo Messenger were perceived by the participants as usable, achieving a positive rating on almost all of the dimensions of usability it was tested on. In the case on NetMeeting, technological limitations imposed on the system (such as bandwidth and network traffic) severely limited the effectiveness of the system as a whole and require further investigation to ensure successful implementation. Technological limitations in the case of Yahoo Messenger mainly centered on the unstable server environment that the system functions within. Hence, further research is therefore needed to ensure successful implementation and utilisation of NetMeeting and Yahoo Messenger within the technological parameters faced by the US.
AFRIKAANSE OPSOMMING: Soos wat die informasie-era ontplooi, is die samelewing besig om ingrypend te verander. Die dramatiese impak van die tegnologiese revolusie op die hoër onderwyssektor dwarsoor die wêreld hou dus aansienlike implikasies in vir tersiêre onderwysinstellings. Hierdie instellings is toenemend onderhewig aan die druk van globalisering en die kennis-samelewing wat al hoe meer vereistes stel in terme van ondervinding met tegnologie, verskillende vaardighede wat vereis word en 'n veranderende leer ervaring. Nuwe informasie- en kommunikasietegnologieë beskik oor die potensiaal om die maniere waarop informasie herwin, verwerk en gestoor word, te transformeer. Abstract:
At the University of Port Elizabeth (UPE), the End User Computing course (EUC) acts as a service course for many departments. This implies that many students are forced by their curricula to register for this course. The ever-increasing numbers in EUC place a considerable load on existing human and physical resources. In lecture groups of 120 –160, students rarely get the attention they need, and the pace at which the content is delivered (too slow or too fast) may also inhibit the learning process. During an initial investigation into E-learning at UPE in 1999, a prototype virtual classroom was developed. There were, however, a number of problems with this prototype. Firstly, it was implemented using a number of different technologies, which made it difficult to extend and maintain. Secondly, it only addressed some aspects of an E-learning environment, which proved insufficient for the EUC course. In the existing EUC course at UPE, the students are already exposed to some E-learning concepts, as a section of their skills training component is handled by using multimedia software in a simulated environment. The objective of this project was to extend the E-learning component further to determine the advantages and disadvantages of using E-learning to support information technology (IT) education in a contact-university environment. This project included a literature search and survey of existing E-learning environments at other universities. This research was used to develop a draft framework for an E-learning environment. The framework was used to select a tool to create an E-learning environment at UPE. An experiment was designed using this E-learning environment to support two IT courses at different year levels. The results of the experiment were analysed using qualitative and quantitative methods to determine the impact of using E-learning to support IT education at UPE. The results of this research show that E-learning can be used to support IT education at UPE. More success, however, was achieved at postgraduate level than at first-year level. Making use of Elearning increased student satisfaction and promoted active learning, while providing benefits like convenience, communication, flexibility and scaffolding. We conclude, therefore, that E-learning can provide a flexible approach to IT education in a university environment in the future.

This study examines the possibilities within the conservancy movement for the facilitation of environmental education. By means of a case study approach, a conservancy in the Northern Cape and the conservancy movement within the Free State provinces are compared with a view to elucidating factors militating against and promoting the success of environmental education programmes. The current lack of research in isolated rural areas is discussed. Re-orientation of perspectives regarding the value of conservancy-based environmental education within governmental, academic and local circles is recommended.

Abstract:
The study focused on the development of an environmental education (EE) strategy framework in the Endangered Wildlife Trust (EWT) of South Africa. Evidence shows that the roles of conservation and biodiversity education could potentially be merged towards producing a practical strategy, beneficial to the organisation and its individual staff members. Questionnaires, interviews and the individual perceptions of staff members, as well as the analysis of relevant documents, suggested that the potential for the practice of EE towards the development of an EE strategy within the organisation is substantial. EWT staff members can contribute towards a change in the way that South Africans think about conservation and nature. Environmental ethics need to be promoted and understood by all. Within the EWT, environmental education activities are in place and diverse, yet they lack any form of monitoring and evaluation. The Trust is already practicing a form of EE but the potential to do more and the opportunities for expansion are unlimited.

Abstract:
The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

Information and Communication Technology (ICT) has become commonplace entities in all aspects of life. Over the past twenty years, the use of ICTs has drastically changed the procedures of almost all forms of endeavour within business and governance. Additionally, throughout the world there is an awareness of the fundamental role of new ICTs in the field of education. Education is a socially oriented activity, and quality education has traditionally been associated with strong teachers having high degrees of personal contact with learners. The use of ICT in education lends itself to learner-centred learning settings. With the world moving rapidly into digital media and information, the role of ICT in education and the influence of ICT in schools cannot be overemphasised as its utility is changing the way learners learn, teachers teach, and how it supports staff work. Whilst ICT is fully integrated into many schools in the urban areas of South Africa, regrettably the same cannot be said about rural high schools. This has created a digital division between rural and urban high schools. Most of these rural high schools still do not have access to these technological tools and educators have not been given the professional training for them to integrate ICT in their lessons. This study explores the effectiveness of integrating ICT into teaching of Environmental Education in selected rural high schools. The quantitative study adopted survey research design with sample randomly selected for the study. From the findings, it can be concluded that integrating ICT in education cannot be comprehended by exploring the pedagogical orientations at play in the teaching and learning situation. It becomes the basis that teachers use ICTs to achieve the determined goals.

Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

This study explores the potential role of an environmental education approach towards the conservation of the Swartkops Estuary and Swartkops Nature Reserve. More specifically it examines the opinions, feelings and perceptions of a sample of twenty seven people, who have a vested interest, in the possible conservation of the area. These stakeholders were comprised of people representing all the various groups and communities that use either or both the estuary and reserve. Opinions were examined by means of a qualitative data analysis from semi-structured interviews. The conservation opinions of respondents were obtained on both general topics and more detailed areas. Due to the small sample and exploratory nature of the project, these results should be viewed as tentative. Proposals are made for increasing the impact of Environmental Education programmes in this and similar environments, and recommendations are put forward to help facilitate related studies in the future.

Growing awareness of the environmental risks associated with modernity has contributed to an increasing demand for information about the environment. Conservation and other environmental organisations receive many such requests for information. The research reported here was motivated first, by the view that these requests presented an opportunity for environmental education, and second, by a concern that this potential was not being realised. The research question was thus "How can environmental education be supported by optimally responding to requests for environmental information?" It is argued that social change is the raison d' etre of environmental education as a response to environmental risks. Further, it is proposed that this might be best achieved through an approach described here as socially critical environmental education. The study comprised an historical review of the Enviro Facts Project, a recent attempt to meet the need for environmental information; a questionnaire survey; interviews; and workshops. Results were collected from 115 questionnaire responses; 23 telephone interviews and nine face-to-face interviews; and six workshops. The research design was participative. It aimed to answer the research question through co-developing practical solutions with participants. Further, it endeavoured to be of practical relevance to those participants. Conclusions are drawn as to how the research question might be answered. Recommendations are made as follows. Responses to environmental information requests might best support socially critical environmental education through an approach characterised by: * a recognition of the importance of responding optimally to environmental information requests, as well as a recognition of existing structures and resource materials with which to respond; * the mobilisation of those structures and resource materials through, for example, the effective marketing and distribution of resource materials; informed and focused networking to make existing resources and capacities more accessible; and the effective use of libraries to provide environmental information; * the enhancement of the capacities of local sources of environmental information. The findings of this study could usefully inform both resource development in environmental education, and those who in their line of work respond to requests for environmental information.

This study set out to explore the possibilities that the Critical Realist concept of a stratified ontology might have for environmental learning and materials development processes. This involved processes of ongoing contextual profiling; the use of picture-based resources and storytelling to support the engagement with the marine harvesting contexts of the villages of Hamburg and Ngqinisa, in the former Ciskei. At the heart of the study was the process of uncovering the empirical, the actual and the real in the context of a community of coastal marine harvesters whose lives and livelihoods are affected by poverty and a history of inequality, and more recently by issues such as HIV/AIDS. Their stories of existing practice changed as we engaged with picture-based narratives, gaining depth and focus in relation to sustainability issues. The learning processes associated with and emerging out of the research processes were enhanced through abductive use of metaphors and graphic illustrations, and through intra- and inter community exchanges, again using picture based narratives. As the study unfolded, the development of environmental education materials receded. Focus turned to how conceptual abstraction processes (of abduction (metaphor) and retroduction) and the stratified ontological framework allowed for learning across epistemological divides.

ENGLISH ABSTRACT: The We Care Primary project is a participatory materials development research project, grounded through a socio-historical location of the research question in the assumptions and ideals of the critical inquiry paradigm and socially critical environmental education. This research represents an atlemptto clarifY the assumptions and orientations of socially critical environmental education as a possible 'tangible alternative' to modernist models of environmental education and educational change in a South African context. Through this project environmental education materials development emerged as a reflexive and responsive process of change in which I was able to work with teachers with in local contexts to develop resource materials which may contribute to the development of quality education and the transformation of the junior primary school phase. The emerging central thesis of this report is an ongoing questioning of the notion of participation, and a realisation of the complexities of establishing conditions for authentic participation in materials development, curriculum development and research contexts, Phase one of this research report describes a journey of inquiry toward" socially critical environmental education. This phase portrays a growing understanding of environmental education and is focused on the development of a participatory orientation to materials development. Phase two of this research journey illustrates a critical and reflexive stance to the 'weaknesses' identified in the first phase of the project. The interdependence of curriculum development, materials development and in service teacher education is explored. This phase of the research is presented as a journey with in socially critical environmental education and reflects ongoing praxis and engagement with in the assumptions of critical theory and socially critical environmental education. In phase two and three, the development of a critically reflexive stance to the assumptions guiding this study is described, and a shift in possible research orientations is highlighted. Further possibilities for research journeys beyond socially critical environmental education are presented in phase three through a tentative critique of the first two phases of this research project. This research report offers a brief insight into some of the complexities of change in the formal education sector. It demonstrates that confronting the challenges and complexities of change in realistic and meaningful ways is possibly one of the most daunting realities facing South Africans as we begin to respond to the many legacies of apartheid ideologies, modernisation, a history of mis-education and poor education, decades of social separation and increasing socioecological degradation and risk.

This study looks firstly at the historical background to conservation, particularly in the South African National Parks Board, and relates this to developments in interpretation in the National Parks. These are evaluated against international norms as they appear in the current literature. The aim is to establish a platform upon which future developments in interpretation may be built, avoiding the mistakes of the past, while capitalising on the strong points. Current views of what interpretation is, and what it should be, are reviewed. Knowing who the audience is, in terms of cultural background, education, needs and interests, as well as sound planning, clear objectives and ongoing evaluation of interpretive programmes, emerge as essential prerequisites for effective interpretation. Through reviewing the development and current status of interpretation in the National Parks, the study finds that although the view has been expressed by management, both past and present, that interpretation in the national parks is of great importance, the past and current status of interpretation does not reflect that view. Generally, interpretation appears to be regarded as a non-essential service. This report argues that environmental interpretation should be given a higher status in the National Parks Board and that it should form an important part of the conservation strategy and management plan for the national parks. The researcher contends that a greater investment in interpretation could lead to a decrease in the need for further, increased investment in law enforcement in the parks. The researcher is also of the opinion that interpretation aimed at all levels of personnel of the National Parks Board is at least as important as interpretation aimed at visitors.

ENGLISH ABSTRACT: The Education Management Information System (EMIS) is the business unit that is responsible for information management and business reporting in the Department of Education. EMIS finds it difficult to provide high quality information to the Department of Education internally and its stakeholders externally and attributes the reduction of the quality of its education information to factors such as the organisational nature of the South African education system, the lack of information management standards and practices, the low level of information technology skills in EMIS, the existence of a multitude of disparate information systems in the Department of Education and Provincial Education Departments, and the apparent discontinuity in the flow of information from education institution level to the national department and back. Most research in information management confirmed the state of EMIS as being typical of most large organisations whose functioning depends on the quality of their information. The factors that influence information quality in EMIS had been identified as accuracy, timeliness, consistency and relevance of the information. A “quick-fix” to the information problem is not possible but research in information systems management indicates that there are trends in the electronic business arena that may provide an acceptable solution to most of the problems encountered by EMIS. This report investigates the nature of EMIS problems in terms of information management and investigates possible solutions to the problems. The investigation is done within the framework of acknowledged information systems planning process and aligned to the process model of information management. An exposition is given on the theory pertaining to information management, information systems and information systems management to give insight into the particular fields of study and their interdependencies. A section on business intelligence is included since business reporting is the primary function of EMIS. Investigations into information systems development indicate an exponential growth in electronic technology development specifically the Internet and the Web. The information systems plan provides the framework or set of guidelines to determine the information systems solution that will be able to solve their problems. The research report included four stages of the information systems plan framework. The first stage pertains to the identification of minimum information required from the education sector and supporting sectors to provide high quality education information for decision-making and planning. The second stage determines and benchmarks the state of EMIS in terms of information management processes. The third stage investigates the trends in electronic business and specifically electronic information systems applications. Current best practices indicate that a possible solution to information management problems in large organisations is the application of a web-based, electronic, enterprise-wide, integrated information system.

Stewardship in South Africa, as it is being implemented within the framework of the Biodiversity Stewardship Programme (BSP), is an attempt by conservation agencies to engage landowners in the voluntary securing of parcels of biodiverse land, through signing a contract for a certain time period, not to develop the landscape in ways that will impact negatively on the biodiversity of the area in question. The focus of this study is the relationship between biodiversity stewardship and social learning, as I hope to ascertain how stewardship practices are helping to resolve the current problems of biodiversity loss in the Western Cape. The overall aim of this research is to gain an understanding of how, in its capacity as a conservation education process, the Cape Nature Stewardship Programme can foster social learning amongst the landowners involved in its implementation, by leading them to a better understanding of their environmental responsibilities. Data was generated through the use of interviews and informal discussions with participants together with document analysis, such as brochures, pamphlets and presentations. My approach to the analysis of my data was two-phased. In the first phase, I analysed the data generated from the interview process and from reviewing the documents the stewardship officials supplied me with. The second phase involved looking into the results of the two case studies, and formulating analytical statements which were then used to review the case evidence within a social learning perspective, derived from Wals (2007). In constructing an analytical framework for the interpretation of my data, I drew heavily on Wals' (2007) notion of social learning occurring in sequential activities. I used this insight as a lens through which to trace the educational effects of the implementation of the CNSP in the two case study areas.The research highlighted evidence that Stewardship initiatives should be based on the foundation of social learning and invest time and effort in building an environmental knowledge capital amongst the landowners involved. By equipping them with these necessary conservation skills, one creates a 'community of practice' where those individuals adopt a sustainability habitus contributing towards a change and environmental understanding and practises in field.

Preservationist conservation created a legacy of national parks and protected areas that were surrounded by local people dispossessed of their land and denied the rights to use the resources they had previously relied upon. Although conservation is now shifting towards a more participatory approach, research gaps still exist in determining the meaning of 'the environment' and the role of local means of conservation in rural communities in South Africa. This study focused on children's cultural environmental narratives from two rural villages in the Eastern Cape, South Africa. Children from grades 4, 7 and 10 were involved in the study, and adult family members, local experts and village elders were included in the study to allow for comparison between children's and adult's narratives and to realise what Local Ecological Knowledge (LEK) was being passed on. This thesis considers children's use of the environment for play and their sense of place as key methods in ascertaining children's environmental narratives and perceptions. At both field sites, local experts and community elders possessed a wealth of cultural environmental narratives, but these narratives were not necessarily being passed on. Changing household structures and other socio-economic factors influence cultural environmental practices, which in turn have an impact on the cultural environmental narratives being passed down. In many cases, parents' safety fears strongly impacted upon children's access to the environment, resulting in gendered environmental knowledge. The study compared differing vegetation types and degrees of environmental access. The differing environments produced similar cultural environmental narratives, leading to new understandings in community environment relationships. Children living near the state administered forest had significantly less environmental knowledge, bringing about questions of sustainable bio-cultural diversity in the future. The recognition of cultural environmental values is especially important in the rural areas of South Africa, where unemployment and increased poverty levels have led to greater dependence on natural resources for social, economic and cultural purposes. It is proposed that local cultural environmental narratives and landscape perceptions be included into community conservation and environmental education policies and programmes to provide local solutions to the problem of biodiversity conservation in local contexts.

This study was motivated by the need to improve curriculum relevance in poor rural schools through contextualised teaching and learning based on the management of local natural resources. It involved four schools which are located in the Ngqunshwa Local Municipality of the Eastern Cape Province of South Africa. The study's aim was to provide insight into and better understanding of the curriculum implementation process regarding natural resource management (NRM) education in a poor rural education context. This was done by analysing the extent of NRM integration in pedagogic texts, activities and practices in the different fields which constitute the structure of the pedagogic system in this education sector. The study adopted an interpretivist approach to the analysis, which was based on indicators of the extent of NRM integration, and was informed by Bernstein's concepts of classification and curriculum recontextualisation, and his model of the structure of the pedagogic system. The items which were analysed included national and provincial Grade 10 Life Sciences curriculum documents, Grade 10 Life Sciences textbooks, in-service training workshops for Life Sciences teachers, and various school documents, activities and practices. The analysis also involved interviews with educators, and classroom observations of Grade 10 Life Sciences lessons. The results revealed a very high overall level of NRM integration in the Grade 10 Life Sciences curriculum documents produced at national and provincial levels. The overall level of NRM integration was also found to be very high in the Grade 10 Life Science textbooks that were analysed, but very low in the in-service teacher training workshops, and in the schools' documents, activities and practices, especially in the Grade 10 Life Sciences lessons, and in schools' end-of-year Grade 10 Life Sciences examination papers. The study makes a number of recommendations towards effective integration of NRM into the curriculum of Eastern Cape's rural poor schools which include more specific and explicit reference to NRM in the official Grade 10 Life Sciences curriculum documents, the provision of environmental education courses to district education staff and Grade 10 Life Sciences teachers, the training of teachers in the classroom use of textbooks and other educational materials, and regular monitoring of teachers' work. The study also exposes important knowledge gaps which need urgent research attention in order to enhance NRM education in the poor rural schools of the Eastern Cape. These include analysing power and control relationships between the various agencies and agents that are involved with curriculum implementation in this education sector, and conducting investigation into the creation of specialist NRM knowledge and into the quality of NRM knowledge that is transmitted as pedagogic discourse in schools. This study contributes to the fields of rural education and environmental education in South Africa, and to the growing interest in the study of curriculum from a sociology of education perspective in the context of the country’s post-apartheid curriculum reforms.

This study is concerned with the availability and adequacy of environmental information resources to support field workers at the Wildlife and Environment Society of South Africa's (WESSA) four environmental education centres in KwaZulu-Natal. It begins by examining the environment, the environmental crisis and environmental education as a response to the crisis, before giving an overview of the history of WESSA. To provide a wider context within which to view the study, literature dealing with environmental education, environmental education centres in South Africa and environmental information was examined. A study population consisting of 18 field workers and eight management staff, based at the four environmental education centres, was surveyed by means of interviews. This allowed for selected attributes such as length of employment at the centre, highest education qualification and previous environmental education experience to be elicited from field workers. Other information asked ofthe population concerned available environmental information resources, the environmental information support required by field workers and the adequacy of this support to field workers. Results were then analysed. With the responses to the open-ended questions, content analysis was used to determine categories which were subsequently tabulated, together with the responses from closed questions. The results revealed that WESSA provides a number of ongoing, in-house training opportunities which expose field workers to environmental information resources; WESSA publications dominate the environmental information resources used during the training offield workers and consequently, during the preparation and conducting of courses by field workers; booklets, books and colleagues are considered valuable information resources by field workers; and there is a recognised lack of environmental information by both field workers and management staff. Recommendations for improving the environmental information resource support to field workers are made in light of the results of the survey and the literature review.

The South African public Higher Education environment has been going through changes during the past five years. Thirty six institutions have been merged and consolidated into twenty three institutions. There is considerable financial pressure on these institutions, and this have an impact on the provision and maintenance of a world class technology environment. This study examines the extent of outsourcing in the public Higher Education environment in South Africa, and determines if the environment is unique. It also looks at the aspect of improving service delivery through outsourcing or co-sourcing. The research was conducted by means of a survey, consisting of two parts, sent to all twenty three institutions. A 70% response was received on the questionnaire. The research survey determined the technology environment, the attitude towards, and the extent of outsourcing within the environment, as provided by the Chief Information Officers / Information Technology directors. The findings indicate that there is an element of uniqueness within the higher education environment, and that the institutions face challenges, specifically with relation to skill shortages. Furthermore, it finds that there are areas where co-sourcing can provide a benefit and assist in alleviating the challenges. The study also identifies various areas of further study.

This research project lasting from 1994-1996 is a comprehensive description and evaluation of the environmental education programme offered at Delta Environmental Centre. It is an evaluative case study of a progamme in environmental education. The principal aim of the project was to evaluate the environmental education programme offered by Delta. This was achieved through a comprehensive description and documentation of the various features/aspects of the programme. Because the research is based upon the Fourth Generation Evaluation approach (Guba & Lincoln 1989:50/252), the views, claims, concerns of the Delta Environmental Education Officers and other significant stakeholders form the major part of the research. Through interviews, factors influencing the programme and some aspects of the Centre were elicited by the research process. Both the Environmental Education Officers and the other stakeholders (Sponsors, the Honorary President and founder of the Centre, the Chairman, the former Chief Executive of Delta and the former Chief Educationalist) made important and valid recommendations which, if taken serious by the management of the Centre, will influence the future direction of the Centre. From the available documents such as internal educational reports, newsletters, magazines and pamphlets, together with the interviews conducted, the history and development of the Centre and its environmental education activities was revealed. The Centre has changed over the years and the changes are reflected on the many mission statements the Centre has produced. These are reviewed on an ongoing basis to keep up with changes in environmental education. This has led to very successful educational activities reflected in the methods employed by the Officers and the content of the programme. The methodology is central to the teaching and learning at the Centre. It emerged from the interviews, that the instructional strategies are varied and geared to different age levels and backgrounds of the groups. Creative teaching methods such as dramatisation, games and role play (Shongwe 1992b:44) are used very effectively at the Centre. In addition to such methods is observation, self-discovery, hands-on activities and experiential learning where pupils are given the opportunity to experience and encounter natural features of Delta Park. The pupils visiting the Centre bring along certain experiences, needs and expectations that should be recognised by the Environmental Education Officers if effective teaching and learning is to be achieved. The pupils, through a questionnaire, articulate these and this is one area that needs further investigation and formal research. The role of the Centre was explained, priorities were set and recommendations for improvement were made by both the Environmental Education Officers and the other stakeholders. It is recommended that the Centre should go beyond the teaching foundations of ecology to issues that are more relevent to the day to day living of people. The programme should incorporate more problem solving skills that will assist the pupils to solve real problems back at home. Teachers should be exposed to environmental management techniques which might be translated into the promotion of environmental values and ethics as part of the day to day running of schools. Techniques such as how to draw and implement an Environmental Management System (EMS), an Environmental Impact Assessment (EIA) and to conducts environmental audits at school be promoted. The programme has changed over the years for the better. Among other factors, the working conditions, the personality of the Officers and their outonomy, are the main contributing factors influencing the effectiveness of the Centre and its environmental education programme. These are unique findings as there is no evidence from literature that this has ever been articulated. The research confirms the relevance of qualitative research and the use of the case study approach as most appropriate for research in environmental education. Fourth Generation Evaluation is also most suitable for an evaluation of an environmental education programme. Finally, the research recognises the contributions by the Centre towards the development of environmental education in this country on non-formal basis and argues for a balance between this approach and formal education. The research concludes that the environmental education programme at Delta is effective and based upon sound environmental and educational principles. High and strong commendations to the staff and the management of the Centre. The Centre is one of the most important and well suited establishment to facilitate the incorporation of environmental education in the formal curriculum.

Studies have shown that world heritage sites are regarded as environmental education (EE) resources. However, environmental activities are not integrated with the National Curriculum Statement (NCS) because the heritage educator and guides are not trained in EE, the heritage educator do not liaise with the Department of Education (DoE) especially the curriculum implementation unit and World Heritage Youth Forum. The purpose of this study is to establish the role that world heritage sites can play to provide adequate access to appropriate EE resources since this is a problem that hampers successful implementation of EE. The study gathered data through observation, document analysis, interviews and questionnaire. The data analysis was based on an inductive process that builds concepts. The study recommends training of heritage educator and guide in EE, heritage educator to liaise with Department of Education especially the curriculum implementation unit and the World Heritage Youth Forum to ensure effective implementation of environmental activities at the site.

The purpose of this study was to investigate the relationship between strategic information system planning (SISP) and environmental uncertainty in the South African small, micro and medium enterprises (SMME) sector. The independent variable was strategic information systems planning process (SISPP) with five phases, namely: strategic awareness, situation analysis, strategy conception, strategy formulation and strategy implementation. The results suggested that some SISPP phases are more effective in different environments, and these phases can lead to SISPS. For example, strategy implementation was fully supported in the context of this study, which means that more strategy implementation leads to SISPS in SMMEs. The South African SMME sector is not immune to the influence of environmental uncertainty.

The aim of the study was to investigate the impact of Environmental Education in learners with regard to unacceptable waste dumping which causes land degradation in Mkhondo village. Large parts of the Mkhondo area, including the informal settlement, the location and the local school, are very untidy due to littering by the residents and learners. The situation is contrary to the objectives of the Decade of Education for Sustainable Development (DESD). The study was focused on the impact that Environmental Education as an extracurricular activity would have on the students in reducing or eradicating littering. Data was collected through focus group interviews with the learners and the parents as well as observations. The study revealed that learners showed no concern about the negative impact of disposing of litter inappropriately even after the extra-mural activities on Environmental Education, which indicated that they were not concerned about the environment at school as well as at home. The initiative of Environmental Education was implemented in a short period, hence learners were not yet fully acquainted with the responsibility of taking care of the environment and alleviating littering on the school premises. I therefore recommend that educational campaigns on appropriate solid waste disposal should be initiated in the school and in the community. Further studies should be conducted on how Environmental Education can be integrated in the curriculum as an examinable subject.

This study has a dual purpose. Firstly, it is aimed at determining the need for the effective management of outdoor information transfer as an important resource in the aesthetic environment. Effective management is seen as an optimisation of the benefits of outdoor information transfer, as well as a minimisation of its negative impacts. Secondly, this study was aimed at providing user-friendly guidelines to achieve this. The South African Manual for Outdoor Advertising Control (SAMOAC) was developed in 1998 as a national guideline document to provide detailed conditions for the management and control of outdoor advertisements and signs. This manual recognises the differences in local needs and circumstances and suggests that controlling authorities should adapt the prescribed conditions in this regard. Up till now this document has not been implemented successfully by the relevant controlling authorities. Outdoor advertisements of all sizes are increasing at an alarming rate in South Africa to the detriment of the perceptual environment and tourism resources. One of the most obvious reasons for this is the lack of motivation amongst the controlling authorities together with the persistency of the outdoor advertising industry. This study provides the necessary motivation for involving controlling authorities, the outdoor advertising industry and the public in the meaningful and sustainable management of outdoor information transfer. It looks at the benefits and impact of outdoor information transfer in a holistic manner by taking the variety and interrelationship of such impacts and benefits into consideration. Most previous studies have only concentrated on a single aspect of outdoor information transfer namely the correlation between billboards and road accidents. A key finding of this study is that the effective management of outdoor information transfer is unnegotiable. A laissez faire approach by controlling authorities and self-control by the outdoor advertising industry will lead to visual chaos. A balanced and responsible approach should be followed in managing outdoor information transfer. Outdoor advertising should never be aimed at utilising and maximising every available advertising opportunity and implementing whatever is technologically achievable at the cost of the perceptual environment. The effective management of outdoor information transfer is in the interest of both the perceptual environment and the outdoor advertising industry. It has been found that sense of place and placeness play an important role with regard to the impacts and benefits of outdoor information transfer. The lack of sufficient environmental ethics in Western society has been identified as an underlying problem. A non-pragmatic environmental world-view has therefore been provided based on Christian axioms to serve as a basis for environmental management including perceptual resource management and the management of outdoor information transfer. In order to actualise the need for the effective management of outdoor information transfer general principles and user-friendly guidelines are provided that will be universally applicable. It will make the management of outdoor information transfer less subjective and will serve as a basis for legislative and control measures. These principles and guidelines are flexible enough to accommodate a variation in local conditions, lifestyles and aspirations. It can therefore serve as an instrument to adapt SAMOAC to suit local circumstances and needs. The recommendations provided in this study are aimed at creating an appreciation for the perceptual environment as well as the role and aesthetic contribution of outdoor advertisements and signs. It is also aimed at involving the public, controlling authorities and the outdoor advertising industry in the sustainable management of outdoor information transfer as an important part of the perceptual environment.

This research provides an analysis on provisioning of information and communication technology (ICT) resources at public further education and training (FET) at Gert Sibande region in Mpumalanga province. In particular the research focuses on the readiness of public FET schools in Gert Sibande region to implement e-Education policy. The main purpose of this inquiry is to conduct baseline surveys focused on the factors that may influence the provisioning of ICT resources in the Gert Sibande region in the MDE. The literature study revealed that computers can deliver and promote high quality education (Kuperstein and Gentile, 1998: 87). Information and Communication Technology (ICT) adds more value to education systems (Forcier, 1996). Since the use of ICT in schools has been shown to be effective, many educators, parents and students already believe that ICT should be the integral part of the South African Education System (Department of Education, 1996). In this study I have collected quantitative data from the participants through survey questionnaires from both the school management teams (SMT) and ICT officials at Gert Sibande region. From the findings on analysis of data, I clustered survey questions (See Annexure A & B) with similar focus into four categories each of which will be explained in greater detail in chapter 4 and 5, namely: • White paper 7 (Interaction), derived from question 4 and 7, • Capacity development of ICT literacy of educators, resultant of question 2 • Policies on distribution/provisioning of ICT resources, derived from question 5, 6, 7 and 8, and • Feasibility of White paper 7 on e-education derived from question 9 and 10.

The purpose of this study was to determine what activities and practices prejudice water conservation in the Steelpoort area. Using this information, context specific environmental education programmes were designed for various sectors of the community. A qualitative research approach was used. Respondents who provided information through interviews and questionnaires included school principals and educators, non-teaching staff members, learners and adult community members. The theory developed from the literature review facilitated the development of qualitative research for the study. The research identified certain activities and practices that contribute to the unsustainable use of water in the area. The respondents suggested that consumers generally need to acquire knowledge and skills that will enable them to effectively conserve and utilise water. Specific programmes intended to meet the needs of the various categories of consumers that will facilitate water conservation and its sustainable use were designed as an outcome and recommendation of the research.

Human activities that involve interactions amongst three players i.e. nature, humans and technology, continue to impact negatively on the Earth's biosphere. The impact is tremendous: consumption of resources at an unsustainable level leading to rapid loss of natural resources and biodiversity. The plea to reverse this negative trend is as valid now as it were many years ago. While some progress has been made to develop strategies to wisely manage and protect the Earth's resources, the state of the environment is still fragile. Strategies are far from satisfactory: hence the grounds for a new commitment in a manner best suited to a country's needs and resources. In recent years, research in indigenous knowledge systems has been pursued in an attempt to develop a deeper understanding of its complex linkages with the environment. Incorporating some of these linkages in the science curricula provides opportunities for learners to make informed choices to address individual and society's needs by extracting relevant elements from Western science and indigenous knowledge systems. This research focuses on the use of indigenous knowledge in science education offered to grade eight and nine learners in South African schools. As part of this education, science curricula, teaching methodologies and resources therefore should be developed in response to the changing needs of learners and their communities. A close look at the natural science learning area of Curriculum 2005 shows that the South African curriculum developers have under-used indigenous knowledge in the teaching and learning of science at school level. The conceptualization of an inclusive and just science education has been evaded. Perceptions elicited from a small group of academics, well versed in IK, indicate that the majority of South African science teachers will embrace the inclusion of indigenous knowledge in the natural science learning area but will require significant assistance from the Department of Education. The key to deal with this daunting task is for the relevant role players to establish partnerships with the knowers and holders of indigenous knowledge and to operate in a neutral, noble and altruistic manner and that in itself in the present context is highly problematic.

Social media is an important part of the everyday lives of young and old alike. Consumers today turn to online sources more and more to help them make decisions. They ask for advice online on purchases they want to make and read extensive reviews that help them to make a purchase decision. With a broad literature review conducted, it was noted that in the past traditional media was mainly used by students as information sources in their decision-making process. The purpose of this study was to determine what role social media as an information source has in the decision making of students when selecting a university. Data was collected from University of South Africa students by means of an online questionnaire. The sample was selected using probability sampling in the form of simple random sampling. The results of this study indicated that students use social media as an information source to some extent when making a decision about a university. Social media was found to be a credible source of information albeit it only has a slight influence on their decision-making process. Students are present online and use social media mostly on their cell phones for entertainment purposes. Universities should take note of the role that social media plays in the lives of students. It can enable them to better market their institutions to potential students.

Information and Communication Technologies (ICTs) are ubiquitous nowadays, and there are many situations where they are overall perceived either as advantageous or as disadvantageous; but there are other situations where it is unknown whether they are overall advantageous or disadvantageous. For example, ICTs are perceived as advantageous for communication, but texting during driving is perceived as worse than drinking while driving. Concerning for example eLearning which is the use of ICTs in education, the fact that it has not yet eliminated the problem of poor academic performance raises the question as to whether ICTs are advantageous or not in education especially when one considers their high cost. Therefore, the aim of this study is to examine the perceptions of educators on the advantages and disadvantages of eLearning. This aim will be subdivided into three types of research objectives: (a) to select from existing literature suitable theories that can be applied to the examination of educators’ perceptions on the advantages and disadvantages of eLearning; (b) to design a model of the factors affecting educators’ perceptions on the advantages and disadvantages of eLearning; (c) to empirically test the above announced model; (d) to propose recommendations on how to optimize the impact of eLearning. Objectives a, b, and d were accomplished through the review of existing appropriate literature on teaching and learning, and on eLearning; but objective c was met through a survey of 65 educators of Camperdown town schools in the Pinetown district of KwaZulu-Natal province of South Africa. The outcomes of these four objectives are as follows: (a) Constructivism, Progressivism, and Self-regulated learning can be used as suitable theories applicable to the examination of educators perceptions on the advantages and disadvantages of eLearning; (b) It makes sense to hypothesize that educators perceptions on the advantages and disadvantages of eLearning are affected by their demographics and by their adherence to learning theories; (c) Empirical test conducted by this study confirm that educators perceptions on the advantages and disadvantages of eLearning are affected by their adherence to constructivism and to progressivism; (d) It can be concluded that the impact of the use of ICTs on teaching and learning will be optimized through the deployment of constructivist and progressivist educators as champions of eLearning projects in schools.

During the 21st century, electronic resources have become an important component in every sector of society and the academic sector is no exception. Academic libraries worldwide have adopted the technologies involved in electronic resources, with some replacing their traditional collections with e-resources, which are more accessible by users. This study was conducted at the University of South Africa (Unisa) and was aimed at investigating the levels of awareness and usage of e-resources by third-year students in the School of Arts. The study used the descriptive survey study design, which is quantitative in approach. The target population comprised of 5 377 third-year students enrolled in the seven departments in the School of Arts and a proportional sample of 360 students was drawn from the population by using stratified random sampling. Library staff was also included in the study, in order to determine students’ usage patterns of e-resources and to establish initiatives available at the Unisa Library to increase awareness and use of e-resources. Online questionnaires distributed via Survey Monkey were used as the data collection instrument. The study established that the Unisa Library subscribes to a wide range of e-resources and has a number of initiatives in place to encourage the awareness and usage of these resources. However, 50, 3% of the student respondents were unaware of the availability of Unisa e-resources. The study also established that the majority of students use e-resources for study and research and that, although they have basic information and communication technologies (ICTs) skills, the majority of students lack advanced information search and retrieval skills, which are required to utilise e-resources properly. The four main barriers that prevent students from accessing and using e-resources were the cost of access to the internet, unavailability of relevant literature for studies, lack of time to do online searches and preference for information freely available on the internet. To encourage increased awareness and use of e-resources, the study recommend the development of an e-resources marketing strategy, the introduction of an information literacy module for all first-year students, the provision of infrastructure and technologies for access, development of specialised library assistance services, balancing of the electronic library collections across different subjects, tutors including more e-resources references in study guides and tutorial letters and hiring of more library staff. The study concludes that the Unisa Library has a wide variety of electronic library resources and services needed in academic institutions, but awareness and usage of the resources is quite low, due to several factors highlighted in the study. Therefore, the Library should step forward and ensure that the resources are fully utilised by following the recommendations suggested in the study.

South Africa is a water - scarce country and will be facing a serious water shortage by approximately 2020. The study, that aims to establish attitudes towards the use of water and to examine the role of education in ensuring responsible use of water, focuses on Moruleng village which was selected as representational of the 28 villages of Saulspoort region. The outcomes of the literature review which examined water consumption patterns in rural areas prompted the conducting of focus group interview with four categories of villagers from the Moruleng village. Personal observations supported by photographs and follow-up interviews with individuals featured in the photographs supplemented the interview data. The study evidenced that water consumption patterns in rural communities are indicative of attitudes. Villagers' attitudes towards water and its use are ambiguous. The study purposes to examine the possible options to inculcate positive attitudes towards water and its use through the recommendations contained in the study.

Cognisant of the benefits of ICTs in teaching and learning, South African schools have introduced ICTs in schools and teachers are compelled to adopt and integrate technology to improve their pedagogic activities. The purpose of this research was to explore South African teachers’ experience in using ICT in the schooling system. This study was underpinned by the Network Society theoretical framework that endorses the use of ICTs in teaching and learning environments. The research method used in the study followed a qualitative interpretative approach and data collection methods included a literature study, non-participant observation and semi-structured interviews with a purposefully selected sample of teachers and school principals and analysis of documents on ICTs in teaching and learning. Findings indicated that ICT integration in teaching and learning is endorsed by teachers and principals who understand the benefits of ICT in enabling better methodological strategies, greater collaboration among teachers, improved access to the required information and the ability to cater for learners with different potential and learning styles. However, a number of factors that hinder the successful ICT integration in urban schools were identified as inadequate ICT infrastructure, teachers’ lack of ICT skills and low level of ICT proficiency, inadequate training, negative attitudes and poor teacher confidence. Other factors included lack of ICT leadership, funds and technical support. These findings indicated poor implementation of policy and a lack of connection between theory and practice. It was concluded that all education stakeholders, including parents, should work together in securing an ICT infrastructure that will accommodate all learners. It was recommended that more regular workshops which focus on the development of ICT skills in accordance with the proficiency levels required to effect successful integration of ICTs by teachers, be conducted. Moreover, principals should attend training workshops to learn about their responsibilities as ICT leaders at school. Technological pedagogical and content knowledge (PACK) together with CRAR3FS2 principles could provide a crucial framework for training South African teachers to overcome their ICT skill challenges. The ultimate goal of this study is to analyse factors that both hinder and enable the integration of ICTs into teaching practice in South Africa and to contribute to the body of literature on ICT integration in South African urban schools.

There is a growing interest in the reclamation of the old gold mines’ tailings dumps in Johannesburg city region driven by the economic value of the remaining gold resource. This reclamation activity is accompanied by various rehabilitation methods to reduce issues such as acid mine drainage and wind pollution. The impact of land use and land cover change (LULCC) can have an enormous impact on land development and planning. Monitoring of LULCC is very important in the planning and decision making processes. Remote sensing (RS) as the source of basic data for monitoring change is very highly recommended as tool to monitor changes occurring in the Johannesburg City Region as a result of rehabilitation and reclamation of the gold mines’ tailings deposits. The main aim of the study is to understand how the reclamation and rehabilitation of the historical tailings dumps in Johannesburg are changing land use patterns of the city and its precincts. The objectives are to quantify the changes in land use and land cover as the results of mining rehabilitation using Landsat earth observation data over a period of 30 years at five years intervals and; to recommend on how the land cleared of waste dumps could be used for looking at the surrounding environment spatially. Various Geographical Information Systems techniques are applied here for change detection analysis and monitoring of potential changes in urban dynamics patterns. The results show rate of rehabilitation and reclamation to be slow, taking several years to see a meaningful change. There is some form of bias towards transforming the reclaimed land into industrial zones as opposed to other activities. The success of tailings dumps rehabilitation through revegetation process is highlighted.

This study focuses on the influence of particular teaching strategies that can be used in Environmental Education (EE) and examines how specific methods influence knowledge retention and attitude change. The aim of the study is to compare the 'traditional' lecture style method where learners are passive, with cooperative learning to determine their influence on learners’ knowledge retention and attitude towards marine conservation. Both methods can be considered effective teaching methods to increase knowledge retention and induce a positive change in environmental attitudes. However, this study suggests that the teaching method used in a particular school could influence the learning outcomes of the EE programme because of pre-existing abilities, skills the learners may have and context to which the learners are exposed. In conclusion, when offering an EE programme, for the programme to be successful one would need to determine which method of teaching is practised within schools and then ensure that the same method is used.

The condition of a stream is often judged by the state of its banks. This, the lack of adequate advice for streambank rehabilitation, and the drive by legislation, particularly the National Water Act, 1998 (RSA Act no. 36 of 1998) and the National Environmental Management Act, 1998 (RSA Act no. 107 of 1998), to restore South African riparian areas, created a need for more information into such systems. Identifying a gap in what we know about rehabilitating degraded streambanks led to the development of a decision support system for the selection of streambank rehabilitation techniques. The Streambank Rehabilitation Decision Support System, or SR-DSS, aims to provide riparian managers with advice on choice of technique at degraded streambank locations along a river system. Techniques were sought from the scientific literature and organised to recommend appropriate techniques for combating certain erosive processes. Rutherford et al. (1999) conclude that placing priority on sites of lower importance may be an inefficient manner of spending the resources at hand. Foreseeing this likelihood, a priority setting system was developed and based on the principles of Rutherfurd et al. (1999). These principles aim to prioritise human interests without compromising ecological interests. Along a given stream, the areas of degradation that compromise property will nearly always have the highest priority. Once these have been addressed, sites of ecological value are taken into consideration followed by sites that require substantial effort to restore. It is argued that sites taking substantial effort to restore have the least to 'loose' should they degrade further. To enable the use of these principles a site scoring system was developed, so that sites could be prioritised. This was based on the value and threat rating tables developed by Heron et al. (1999). It was soon realised that a framework was needed within which the above could be set. For this purpose, Kapitzke's (1999) planning and design procedure was adapted to form an eleven-step framework which would guide the rehabilitation venture from priority setting, to the treatment outcome. The rehabilitation approach was tested in the case of the Foxhill Spruit. The small size of the catchment allowed the different segments of the approach (framework, priority setting model, field assessment sheet and SR-DSS) to be tested in real world conditions. The approach was found to have a number of strengths. The framework brought to the attention of the user, the dominant forces at play at each site, and was useful in determining the recommendation given by SR-DSS. The priority setting model allowed sites to be arranged in order of priority, that, according to Rutherfurd et al. (1999), would be the most efficient in terms of ecological value maintained, and resources saved. The field assessment sheet was consistent in rating the degree of intervention required, and in each case directed the user to the appropriate sections in SR-DSS. SR-DSS recommended appropriate techniques that would match the erosive forces occurring at each site. Comparing the technique chosen by SR-DSS to techniques that may have been recommended instead substantiated this finding. The techniques chosen by SR-DSS were found to be superior. This approach considers all aspects of sound streambank rehabilitation and may be used to gain advice on small streams in South Africa.

The provision of environmental education towards sustainability with reference to the Inner City Enviro Centre in Tshwane is a comprehensive research project that describes the establishment and development of the Inner City Environmental Centre over a six-year period. This research focuses on the informal education sector and the methods used by centres, both locally and internationally to provide environmental education and / or education for sustainability. The Inner City Enviro Centre is used as a case study. The development of the ICEC is investigated in terms of the objectives it was to fulfil. The achievements and difficulties that the ICEC experienced are examined. This was done using document analysis and by interviewing those involved. This information was then assimilated and helped the researcher to make informed, objective judgements concerning the ICEC. Educators working on a project with the ICEC were given questionnaires which asked questions relating to environmental education and excursions. The data collected from findings is used to provide guidelines for future development of the ICEC and for others who might want to embark on similar projects.

This study examines the current level of library patronage among accounting students both in the distance and a contact learning institution in South Africa. There is a relative absence of studies of academic library usage by accounting students. The low level of library usage, that is, low level of library visits and poor research skills of undergraduate accounting students has been attributed to the difficulty in integrating accounting curriculum with information literacy. However, the challenge facing academic librarians is persuading both academic faculty and accounting students to integrate information literacy into their curriculum and to convince individual students to make time in their schedules for library usage. In South Africa, this problem is compounded when it is a requirement of the accreditation body, The South African Institute of Chartered Accountants (SAICA), which requires academic departments to integrate library usage into the accounting curriculum for their programme to be accredited. The study examines the current level of library patronage among accounting students both in a distance and a contact learning institution in South Africa. The sub-objectives of the study were to investigate the reasons for low level of library patronage among accounting students in South African Universities; to determine what features would make the use of a library for locating information that is relevant and attractive to university accounting students in a contact and a distance learning institution in South Africa; and to investigate what, if any, improvements to library service can be made to make the use of the library of significant importance. Using a survey research method that utilises a structured questionnaire, this study gathered data from a sample of 500 accounting students from a distance and a contact learning institution in South Africa, out of which 379 returned completed questionnaire, representing 76%. The finding indicates that as with most accounting students across the world, South African students are no exception because of the peculiarity and design of their programme curriculum that provides recommended texts for students’ usage. The findings further show that the apathy of library services patronage among university accounting students in South Africa is exacerbated by lecturers who seldom give assignments or tasks that require the students to search for information beyond the recommended textbooks. Findings indicate that the most significant factor that influences accounting students of universities to patronise library resources are the expertise and interaction of the library staff. This is supported by the Expectation-Confirmation Theory framework which posits that patrons will continue to use library services only if their perceived perception of the usefulness of the services are satisfied. In this case, accounting students from both institutions examined in this study confirm the Expectation-Confirmation Theory framework of satisfaction being based on the perception of the library services they receive. The study recommends that in motivating accounting students to patronise library services, library management needs to understand the discipline-specific teaching and learning practices and collaborate with curriculum developers in the accounting discipline to incorporate the use of library services in their programme. Further study is encouraged to include all universities that offer accounting programmes in South Africa for a more robust finding.

The CCS has been applied by the eThekwini Municipality since 1981. The training of staff and volunteers in the CCS has to date been limited and based on the American model. The aim of this study is to provide guidelines for the training of participants in the Clean Community System in the South African context. This will be achieved by a study of two community groups that have successfully applied the CCS. The results of the research will be compared with the principles of the CCS and relevant literature. The conclusions drawn from the study will provide guidelines for the training of participants in the CCS.

Staff training, education and development has come to the forefront in most organizations. Managers and employers have realized the benefits of training and developing their staff and various government initiatives have been introduced that highlight this. Library and Information Services took some time to realize the importance of training and developing their staff, more specifically continuing professional development. The study investigates staff training, education and development at the Durban Metropolitan Library (DML) and establishes the perceptions of staff about current training and development offered. The need for, and appreciation of the training and development offered, was evident. No structured program for staff training and development exist in DML. It is recommended that DML implement the Chartered Institute of Library and Information Professionals, previously known as the Library Association, Framework for Continuing Professional Development if it intends to survive in the competitive, changing environment. This will ensure that the organization functions according to the promulgated government regulations and has skilled, competent staff.

This research seeks to establish how e-learning may contribute towards knowledge construction for Management Accounting students at the University of South Africa. More specifically, the research is designed to investigate how educational technologies like e-learning may benefit and improve the teaching and learning of Management Accounting at Unisa. Educators need to understand how students learn so that they can establish suitable learning strategies. Studies have shown that generally, e-learning applications are little used, sometimes because of inappropriate content and technologies. Other prohibitive factors are costs, poor or inadequate technology infrastructure and a shortage of human resources. On the strength of a comprehensive literature survey, a framework to address and manage challenging aspects of teaching and e-learning were developed. Problem areas and critical success factors were considered. The said framework ought to assist with organising complex issues and reveal parts that need further work. The utility of the framework was evaluated through a staged process. First, it was tested and evaluated through the model of a lecture. Secondly, both qualitative and quantitative surveys among university lectures and students were conducted to further confirm the applicability of the framework. Though the outcome of the validations were satisfactory, more research needs to be carried out over a longer period of time in order to determine the scalability of the framework and to remove any inconsistencies. Aspects of the framework could be used to incorporate ICTs, e.g. the use of spreadsheets and the Learning Village into communities of practice.
Hierdie navorsing poog om vas te stel hoe e-leer kan bydra tot kenniskonstruksie vir Bestuursrekeningkunde-studente aan die Universiteit van Suid-Afrika. Die navorsing is meer spesifiek ontwerp om vas te stel hoe opvoedkundetegnologieë soos e-leer die onderrig en leer van Bestuursrekeningkunde by Unisa kan bevorder en verbeter. Opvoeders moet verstaan hoe studente leer sodat hulle geskikte leerstrategieë kan ontwikkel. Studies toon dat e-leertoepassings normaalweg min gebruik word, soms omdat die inhoud en tegnologieë nie toepaslik is nie. Ander faktore wat dit belemmer, sluit in onkoste, swak of onvoldoende tegnologie-infrastruktuur en ’n tekort aan mensehulpbronne. ’n Raamwerk om die uitdagings van onderrig en e-leer te bestuur, is op grond van ’n omvattende literatuurstudie ontwikkel. Probleemareas en kritiese suksesfaktore is in gedagte gehou. Die genoemde raamwerk behoort van nut te wees vir die organisering van ingewikkelde kwessies en toon watter dele verdere werk vereis. Die bruikbaarheid van die raamwerk is deur middel van ’n stapsgewyse proses geëvalueer. Eerstens is dit getoets en geëvalueer op grond van ’n lesingsmodel. Tweedens is kwalitatiewe en kwantitatiewe meningspeilings geloods; sowel universiteitsdosente as -studente is versoek om die toepaslikheid van die raamwerk te bevestig. Alhoewel die uitkoms van die validasies bevredigend was, moet verdere navorsing oor ’n langer tydperk gedoen word om die skaleerbaarheid van die raamwerk te bepaal en enige teenstrydighede uit die weg te ruim. Aspekte van die raamwerk kan gebruik word om IKT’s, bv die gebruik van sigblaaie en die Learning Village, by praktyksgemeenskappe te inkorporeer.

Estuaries are irreplaceable natural resources that must be managed carefully for the mutual benefit of all who enjoy and depend on them. The estuarine environment is a very dynamic and complex environment, which poses threats and challenges to estuary managers and estuary users. As estuarine management is a very knowledge-intensive task, researchers in the Eastern Cape Estuaries Management Programme (ECEMP), estuary managers and estuary users have recently turned their attention to knowledge management as one of the important means of ensuring continued success and effective management of estuaries. However, knowledge management as an emerging field has been slow in formulating universally accepted methodologies for auditing, capturing, creating, acquiring, sharing and utilising knowledge. Existing methodologies do not adequately address, in particular, the knowledge audit requirements of non-traditional or non-constrained and non-formalised organisations. The purpose of this study was to develop a context-specific model for auditing knowledge in the Eastern Cape estuaries, with special reference to the Tyolomnqa Estuary. The study intended to identify the knowledge community, analyse existing knowledge and knowledge needs and gaps in the Tyolomnqa Estuary area. In order to achieve the objectives, the descriptive research design, employing the case study approach was used in the study. Focus groups and unstructured interviews were used to collect data. A literature review, concentrating on values and issues surrounding the management of estuaries and key issues in knowledge management and knowledge auditing, was carried out. The collected data was analysed according to themes such as knowledge sources, knowledge identification and knowledge needs and gaps. The study found that the communities of the Tyolomnqa Estuary lack knowledge concerning the management of estuaries. The study also established that the community has little knowledge on who to contact for expert advice in addressing estuarine issues. Furthermore, the study found that the community needed knowledge on how to address estuarine management issues and how that knowledge could be accessed. Based on the findings and the literature review, the study proposes a context-specific knowledge audit model for non-traditional organisations. The model is meant to assist non-traditional organisations to evaluate their knowledge health or status, and to develop a much better understanding of the know-how and how it can be used to effectively sustain their services. The model can be used to successfully implement knowledge management strategies in non-traditional organisations. The model needs to be tested for verification and validation purposes.
