Abstract:
Considering continuing environmental degradation linked to economic activity, it seems essential to examine the role companies can play in implementing sustainable development. This study aims to analyze lessons learned from standard theories on the effectiveness of corporate social and environmental responsibility. Indeed, corporate social responsibility and state intervention are frequently compared under the dual lens of collective well-being and environmental quality. For some economists, corporate social responsibility is preferable to state intervention from the point of view of maximizing collective well-being. By contrast, according to some other authors, state intervention is more effective for both maximizing well-being and protecting the environment. This literature review shows that corporate social responsibility is theoretically no more effective than public intervention in environmental protection: companies can be encouraged to commit themselves to protecting the environment under restrictive conditions, but this does not eliminate the essential importance of public intervention. Analysis of the assumptions of neoclassical models shows that, in reality, they do not take into account all the properties of a public good, i.e., all the properties of the climate and the environment. Finally, the conditions for implementing CSR are incompatible with maximizing collective well-being, which explains why public intervention is theoretically preferable to CSR.

Abstract:
This research investigates how fiscal environmental expenditures impact corporate environmental investments and whether corporations act as free-riders. Using a sample of 1688 firm-year observations from 2008 to 2019 in the Chinese context, we observe that fiscal environmental expenditures have a significantly negative “crowding-out” effect on corporate green investments, which is mediated by the disclosure of pollution emissions. Additionally, a heterogeneity analysis reveals that this negative impact is more pronounced for non-heavily polluted and state-owned corporations and corporations located in three major agglomerations. This finding remains robust when employing an instrumental variable approach to address potential endogeneity. Our study contributes to the current literature by providing new insights regarding government environmental protection behaviors’ impacts on corporate green behaviors. The study also provides insights for policymakers to focus more on light-polluting corporations and state-owned corporations, because they have more chances to avoid environmental responsibilities.

Abstract:
Environmental protection is an essential issue in today’s society. With the increasing number of environmental problems and issues, it is essential to have a comprehensive understanding of the role of criminal law in environmental protection. This paper aims to explore the relationship between criminal law and environmental protection, determining the effectiveness of criminal law in addressing environmental threats. Also, through this study it is analyzed from a comparative point of view in relation to the legislation of the developed countries of the European Union, the shortcomings of the Albanian criminal legislation which need to be updated. Criminal law has also played an important role in protecting the environment by imposing penalties and punishments on individuals or corporations that violate environmental laws. However, there is a need to assess the effectiveness of criminal law in protecting the environment and the challenges it faces in achieving its objectives. This research aims to contribute to the existing literature on criminal law in environmental protection by providing a more complete understanding of its effectiveness and challenges. The findings of the study will assist policy makers in designing and implementing more effective environmental protection measures, resulting in the promotion of sustainable development.

Abstract:
The correlation between the concepts of radiation protection and environmental protection in the context of the application of the Euratom Treaty is a subject poorly covered in academic literature, but, nevertheless one of a perennial value and importance for the "nuclear" Europe. The aim of the text is to verify the extent to which the concept of radiation protection extends along the purview of the (much broader) concept of environment protection. Thus, an attempt is made to demonstrate whether the health and safety provisions of the Euratom Treaty and the relevant implementing legislation are solely aimed at protecting the health of humans and for that matter are only concerned with the effects of radiation only as far as they relate to the human factor, or indeed, additionally extend to the other elements comprising the environment.

Abstract:
This article analyzes the evolution process of the Protected Areas and the changes in views regarding environmental protection. It is a literature review. In Brazil and other countries, the Protected Areas were created according to international models with different conceptions, mainly the International Union for Conservation of Nature (IUCN) recommendations. In the IUCN International Protected Areas System, specific categories of strict sense protected areas allow natural resources and human occupation. In others not. The debate on this issue remains controversial worldwide. On the one hand, there are preservationists (strict protection believers) who argue that only sites with the objective of strict preservation should have the status of Protected Areas. Conservationists believe that such sites could maintain this status, even though they are not exclusively focused on strict preservation. The historical trend persists in considering land use and access to natural resources in occupying space, emphasizing issues of their domain and management, causing conflicts of views and interests. As a result, the establishment and maintenance of areas to be protected become more complex, mainly when they are historically occupied and used by man.

Abstract:
Over the past 30 years the literature has burgeoned with bioremediation approaches to heavy metal removal from wastes. The price of base and precious metals has dramatically increased. With the resurgence of nuclear energy uranium has become a strategic resource. Other ‘non-carbon energy’ technologies are driven by the need to reduce CO2 emissions. The ‘New Biohydrometallurgy’ we describe unites these drivers by the concept of conversion of wastes into new materials for environmental applications. The new materials, fashioned, bottom-up, into nanomaterials under biocontrol, can be termed ‘Functional Bionanomaterials’. This new discipline, encompassing waste treatment along with nanocatalysis or other applications, can be summarized as ‘Environmental Bionanotechnology’. Several case histories illustrate the scope and potential of this concept.

Abstract:
The effect of economic growth on environmental quality is much under dispute. A number of empirical studies have made the claim that there exists in some income ranges a positive relation between per capita income and some measure of environmental quality. According to this inverted U-shaped pattern of different pollutants relative to per capita incomes in different countries which is also called the "Environmental Kuznets Curve" (EKC), environmental pressure increases up to a point as income goes up; after the turning point environmental quality improves as income keeps rising. Possible explanations for this pattern are seen in the progression of economic development, from clean agrarian economies to polluting industrial economies to clean service economies. This trend is enhanced through the transfer of cleaner technology from high-income countries to low-income countries and the tendency of people with higher income having a higher preference for environmental quality. Since this relationship is so fundamental to questions of economic development and sustainability it has provoked a vast load of research over the last seven years supporting but also heavily criticizing the results and conclusions. This paper gives an overview of the literature published on this topic to date and the conceptual, methodological and fundamental critique put forward. (author's abstract)

Abstract:
AbstractIndonesia is confronting an intensifying threat of ecological disaster due to excessive natural resource exploitation and environmental damage. Existing tools to evaluate local government performance are unable to critically assess many key aspects of natural resource and environmental management. The results of these formal performance assessments do not reflect the reality in local communities. We argue that this gap is caused by more than just inaccurate reporting; the gap between reality and assessment results is because official assessment approaches sideline the consideration of state–society relations and socio-political dimensions. The assessments reduce natural resource management and environmental protection in Indonesia to techno-managerial terms that reflect a post-politicizing of the environment, as outlined in Erik Swyngedouw’s critical social science literature. In this chapter, we look specifically at the content and application of these local government environmental performance assessment tools. While they may appear to cover key points of environmental good governance, their technocratic mode character is disguising politico-business linkages and oligarchical interests that damage the environment. Environmental crisis, social conflict, and democratic regression are consequently on the increase in Indonesia.

Abstract:
AbstractBoth Brazil and Japan have been active in global environmental governance, have signed important multilateral environmental agreements, and both have committed to the Sustainable Development Goals (SDGs). The two countries have been historical partners in development cooperation/assistance since 1959. Starting with a broad concept of development cooperation (assistance), this study aims at assessing the contributions and impacts of this specific type of cooperative relationship between the two countries. Using a global environmental governance analytical framework, the research assesses the Japanese official development assistance (ODA) and interrogates its contribution to and impacts on environmental protection and sustainable development in Brazil. Through literature review, document analysis, and interviews, we identify development cooperation programs and projects implemented in the period of 1981–2020 and present two cases, one in the Cerrado (PRODECER) and the other in the Amazon (SAF—Tomé-Açu), to analyze how global environmental commitments guide (or not) the provision of ODA. Such analysis is relevant to understanding global trends of environmental governance at the subnational and local levels. We argue that the environmental dimension has been incorporated into ODA projects, according to global commitments. However, more must be achieved to meet global environmental challenges.

Abstract:
AbstractThe revival of the civil society movement was triggered by the fall of communism in the east-bloc countries and the so-called third-wave democracy in many developing countries, and the notion of reinventing the government’s role in the west. Inspired by these phenomena, this written literature research examined the impact of these transitions occurring in the late nineties on environmental governance, especially regarding the role of civil society. The research focused on the role of civil society to provide a theoretical framework for the dynamic adaptations occurring in the Indonesian government in relation to the emerging civil society movements and the political turmoil (from authoritarian to more democratic governance) associated with them. This was done by emphasizing, first, the changing of acts regulating decentralization throughout the three-layered governmental structure. Secondly, I examined how governmental institutions dealt with environmental protection and how the civil society movements worked. This study demonstrated that civil society movements are not a single homogenous entity. Secondly, dissemination of power among governmental structures was not merely a technical matter aiming to provide a better service but also a notion of political power contestation. Thirdly, the dynamic relationships within civil society organizations, the multi-level governmental institutions, and the various stakeholders in the private sector have led to a mode of governance that cannot be designed to achieve a common goal. This formulated the main finding of my study, which proposes that “governance by accident” instead of “governance by designed” should be considered a new model of environmental governance.

Abstract:
By elaborating this article, the authors wanted to present the situation of expenses incurred performed for the protection of the environment from Romania. The authors try to underline the fact that they have improved in recent years, against the background of the increase of the available funds, due to the economic growth and implicitly the revenues from state budget. A priority under all aspects must be the protection of the environment and those ways of protecting the Earth's resources for the following generations. Environmental protection expenditures are actually the economic measure of the community's response to solving environmental problems. These expenses related to environmental protection are reduced, when environmental degradation is avoided, compared to the situation in which it needs to be repaired. In other words, in protecting the environment, not the treatment, but the prophylaxis must be certified as a basic rule. The measures to be taken for the protection of the environment, as a result of the exhaustion of natural resources, and the upward evolution of the amounts of waste are becoming more and more necessary. The methods used by the authors consisted in the study of the specialized literature, the collection of statistical data from various sources, the analysis, the graphic representation and the formulation of the main conclusions regarding the environmental protection expenses. The analysis of expenses for environmental protection is carried out on the main categories of producers: public administration, non-specialized producers, respectively specialized in the production of services related to environmental protection. In conclusion, the environment being considered a "factor of life", concerns must be directed to the protection of the environment, to the protection of natural beauties, to the prevention of abusive exploitation of nature.

The 11th Five-Year Plan of China has established obligatory targets for main pollutant emissions while the completion of the targets has been associated with the achievements of local officials. With the full implementation of this plan, many enterprises began to take forward-looking environmental protection strategies to cope with the increasingly stringent environmental regulations. Most of the existing literature have systematically studied the impact of environmental regulation from the perspective of industry or region, but they have not considered the dynamic response of enterprises to environmental regulation. The research on the economic consequences of enterprises adopting forward-looking environmental protection strategies for environmental protection investment at the micro level is relatively insufficient. This paper uses the data of China's listed manufacturing companies from 2011 to 2017 to study the effect of environmental protection investment on their business performance of enterprises. The results show that environmental protection investment has a positive cumulative effect on company’s business performance, especially in non-state-owned enterprises. Based on this conclusion, this paper puts forward relevant policy suggestions to promote enterprises to implement forward-looking environmental protection strategy and gain competitive advantage.

Abstract:
Climate change and global environmental challenges pose an existential threat to the world, including Europe. Dealing with the current climate and environmental challenges requires an urgent and ambitious response. The global challenges are also an opportunity for companies, especially those engaged in environmental protection, to innovate, as they both increase their competitiveness and export potential. The relevance of the research problem is additionally supported by the fact that the European Union is committed to achieving climate neutrality by 2050 and fulfilling its obligations under the Paris Climate Agreement as well as making the implementation of the European Green Deal an obligation for each EU Member State. Accordingly, identify the role of eco-innovation in the competitiveness of companies based on the guidelines of the European Green Deal. The research employed the following methods to achieve the aim: case study, PEST analysis, expert analysis methods. Information sources used: specific economic literature, published research papers, scientific conference proceedings from databases: EBSCO, ScienceDirect and Scopus, as well as the European Unions legal acts and directives, statistical data from Eurostat, European Innovation Scoreboard reports and World Economic Forum competitiveness reports.

Abstract:
Organizations orientation and commitment in environmental issues have become a real variable in all the scenarios of the present competitive context (Gonzalez-Benito and Gonzalez-Benito, 2005). Thus, the organizational implementation of an Environmental management system represents an important “strategic move” which can bring many benefits and could become that “advantage lever” in front of competitors. Therefore the Environmental management system (EMS) implementation and its real integration at the organizational general management level bring along the “routinization” (application in day-to-day organizational activities) of certain environmental practices, which will be the main topic of this work. Having in view the idea mentioned above, the literature presents the fact that organisations mainly adopt two types of attitudes towards the environmental issues (“marginal attitudes types”), as follows: (a) a reactive attitude towards the environment as an effect of the necessity to comply with it, and (b) a proactive attitude towards the environment that can be characterised as a volunteer action of the organisations that wish to reduce the negative impact upon the environmental factors. Consequently scholars approach the organisations orientation dynamics between these two marginal attitudes types towards the environmental protection issues; they presents the diversity of environmental practices implemented having in view the environmental strategies elaborated and integrated at the organisations’ level. Concluding, this paper develops an e-learning training program framework associated to the current organizational environmental practices ([1] environmental planning and organisation, [2] environmental operational practices, [3] communicational practices specific to environmental management) because e-Learning is the most efficient and effective method to institutionalize/ integrate inside organizations different training programs.

Abstract:
In Brazil, diffuse environmental, material and moral damage has aroused growing interest from both the legal community and civil society, due to its relevance for the protection of the environment and collective interests. Valuing these damages in court presents specific challenges due to the complexity and variety of their impacts. Environmental, material and diffuse moral damage are topics of great relevance in the Brazilian legal context, requiring a careful and judicious approach in their assessment through the courts. This study aims to analyze how the valuation of diffuse environmental, material and moral damage has been carried out by Brazilian courts, representing only an initial stage for more comprehensive and in-depth future research. The aim is to identify the methods and criteria used, the main difficulties faced and the jurisprudential trends in this context. The materials and methods used included the selection and analysis of representative cases of diffuse environmental, material and moral damage, obtained through research in jurisprudential databases and academic literature review. The relevant legislation was also used, such as the Public Civil Action Law (Law nº 7,347/1985) and the Brazilian Civil Code, as references. The results obtained reveal a variety of approaches in the valuation of these types of damages by Brazilian courts, from economic and quantitative criteria to qualitative and subjective considerations. This diversity reflects the complexities involved in measuring and repairing these damages, highlighting the need for a contextualized and multidisciplinary analysis. It is concluded that a flexible and equitable approach is essential in valuing diffuse environmental, material and moral damage, ensuring adequate repair of losses and the promotion of environmental and social justice in Brazil.

Abstract:
Sustainable leadership is becoming increasingly important in the contemporary business context, as there is a growing emphasis on environmental protection, social responsibility, and the long-term success of organizations. This concept originates from the idea that organizations do not exist in isolation but are closely interconnected with the natural environment and the society in which they operate. Sustainable leadership recognizes the significant role of organizations in preserving the environment and the overall social well-being and promotes their actions in accordance with the principles of environmental conservation and the well-being of all stakeholders. This research analyzes the concepts of sustainable leadership at the individual, organizational, and integrated levels. The primary goal of the paper was to gain a deeper understanding of the key elements and characteristics that make sustainable leadership successful and effective. Through a review of relevant literature, various aspects of sustainable leadership at each of these levels were considered to create a comprehensive picture of this important topic.

Full text
Abstract:
The objective of this research project was to define pipeline conditions where use of the 100 mV polarization criterion may be conducive to possible SCC problems. Each of the controlling conditions for the two recognized forms of SCC (high pH SCC and near neutral pH SCC) was examined, using a combination of analysis of previous research results, analysis of unpublished field data, and laboratory testing. In the original proposal, it was not planned to analyze field data but the data became available and the analysis has yielded some significant findings. The results of the literature survey, the analysis of the soil and electrolyte data from the SCC field digs, and the testing performed in this project all indicate that cathodic protection is generally beneficial in mitigating near-neutral pH SCC. Furthermore, the only testing reported in the literature, which suggests that cathodic protection is detrimental to this form of cracking, was performed under unrealistic conditions where cathodic polarization was applied to pipe steel samples containing growing cracks, but the beneficial environmental polarization that accompanies cathodic protection was not allowed to occur. One conclusion from this current research is that it is not necessary to consider the near neutral pH form of cracking in the selection of the CP criterion.

Abstract:
This Technical Report was developed by the U. S. Army Engineer Research and Development Center-Environmental Laboratory (ERDC-EL), to summarize the known impacts to nesting sea turtles along the Atlantic and Gulf Coasts resulting from beach nourishment. The U.S. Army Corps of Engineers (USACE) is responsible for maintaining the nation’s infrastructure to include ports and harbors through dredging of Federal navigation channels as well as shoreline stabilization. Shoreline stabilization through beach nourishment activities can provide opportunities for reductions in storm surge, flood control, and provide opportunities for residential growth, recreational activities, and coastal habitat restoration (Guilfoyle et al. 2019). Beach nourishment is an effective method for protection and enhancement of coastal development projects but may have detrimental impacts on marine life (e.g., nesting sea turtles and shorebirds). The objective of this Technical Report is to examine all elements of the beach nourishment process to include, active beach construction, entrainment of marine turtles in hopper dredges, beach protection and hard structures, beach profile features, compaction and shear resistance, artificial lighting, marine turtle nest relocation, and nesting habitat factors. Recommendations for mitigating and minimizing these impacts are provided.

Abstract:
This helpdesk report provides a critical review of the literature on the role of faith and religious values in environmental engagement and action. Contemporary studies have examined the relationship between religion and climate change including the ongoing “greening” process of religions. The review focuses on the responses of the Islamic faith in the MENA region to climate-related issues. MENA is considered one of the region’s most vulnerable to the impacts of climate change. The rapid review drawing from empirical findings notes that religious organizations have great potential in the protection of the environment. Religious organizations possess resources and infrastructure to positively impact the conversation on climate change. While the review acknowledges the important role that religion plays in environmental engagement, there is still no unified perception of climate change among members of the Islamic faith. There are those who believe that there are other more urgent issues such as radicalism, terrorism, democracy, and human rights. The review notes that the shared challenge of climate change can provide a mechanism to bring together faiths to discuss, share teachings, and agree on common action.

Full text
Abstract:
There are three (3) documented Cathodic Protection (CP) criteria included in the NACE standards. The appropriate use of these are often debated and sometimes thought to be conservative in dry soils and possibly insufficient in some wet soil conditions. The need exists to evaluate the risks of an improperly installed and/or maintained CP system. The criteria for cathodic protection have been the subject of various research projects conducted for the Pipeline Research Council International, Inc. (PRCI) over a number of years. The programs have responded to the need to establish whether the present criteria are adequate or inadequate, and under what conditions, and whether the specific requirements for protection may depend upon the particular soil environment. The results of this study provide a comprehensive overview of the technical literature and the laboratory studies that formed the basis for this work. The results of this work include the first systematic study of the criteria as installed in the field. Field studies were initiated in 1984 with a multiyear (thru 1994) plan and objective of verifying the requirements for protection in a variety of natural environments, some of which were studied in the earlier laboratory research. Part I: Results of the research.Part II: Applications to the study, the limitations, methods of determining requirements of the pipeline, and the measurements needed to implement the results (60 figures and 56 tables).Part III: Study data (100 pages of charts and tables)

White, Lauren. Managed Retreat: An Introduction and Exploration of Policy Options. American Meteorological Society, October 2022. http://dx.doi.org/10.1175/managed-retreat-2022.

Full text
Abstract:
As sea levels rise, 100-year floods occur more frequently than ever, and permafrost melts at unprecedented rates, these phenomena (and others) inflict change in our environment that may necessitate action. Proactive measures against environmental threats include protection, accommodation, and relocation. Protective and accommodating actions such as building sea walls and elevating structures can often be sufficient, but some communities may be at greater risk for hazards. Managed retreat is a tool for community adaptation to repeated environmental threats that involves the physical relocation of people, structures, and infrastructures away from areas exposed to repeat hazards. Though conversations surrounding managed retreat are becoming more commonplace in academic literature and public policy vernacular, the practice has been around for decades, as explained in the case studies at the end of this document. Managed retreat is not particularly a popular choice: much of our human experience is tied to the place where we live, our neighbors, shared location-based history and culture, and a sense of belonging. There are four main goals for this document: 1) to provide relevant, useful, introductory information to demystify retreat for decision-makers; 2) to encourage and enable conversations around this adaptive strategy; 3) to promote a framework of continual education and emphasize that progress on managed retreat is grounded in iterative processes instead of a one-time activity; and 4) to provide a range of potential actionable next steps tailored to community and local audiences.

Abstract:
This report aimed to focus on the impacts of coastal aquaculture on poverty but it was often not distinguished from inland aquaculture in the literature and took extra time to ascertain. Aquaculture reporting was also combined with capture fisheries in some reviews. The initial search aimed to draw on evidence from the past 10 years but key papers emerged that were older and the reviews drew from earlier research. There seemed to be a lack of recent research on the links between poverty and aquaculture. The tension between environmental protection and economic development is present in the literature with different views being presented depending on either the agenda in grey literature or the focus of the publisher. There were data on mangrove loss that did not describe the cause of the loss, data that described human-driven mangrove loss but did not distinguish between different human influences, and a small amount of data that linked aquaculture and mangrove loss directly. Unfortunately, it was not possible to find recent data on aquaculture and mangrove loss to assess the latest trends.

Slater, Rachel. Sustaining Existing Social Protection Programmes During Crises: What Do We Know? How Can We Know More? Institute of Development Studies, May 2022. http://dx.doi.org/10.19088/basic.2022.014.

Full text
Abstract:
Research on social assistance in crisis situations has focused predominantly on how social assistance can flex in response to rapid-onset emergencies such as floods or hurricanes and to slower-onset shocks such as drought. This paper identifies a substantial knowledge gap – namely, our understanding of the ways in which existing, government-led programmes can be sustained during crises to ensure that households that were already poor and vulnerable before a crisis continue to be supported. The limited literature available focuses on climate- and natural environment-related shocks – far less attention is paid to other crises. Conflict-affected situations are a major gap, although there is an emerging body of evidence of the ways in which focus on adapting delivery mechanisms has allowed social assistance and other social protection programmes to be sustained throughout the Covid-19 pandemic. The paper concludes that a better understanding of when, where and how existing programmes can be sustained during situations of violent conflict will help to ensure that poor and vulnerable households can be supported – either through government programmes or by enabling robust diagnosis of when efforts to sustaining existing programmes will be inadequate and an additional, external responses are required.

Kaitlin, Ball. New Technologies for Combatting Sexual Violence in Conflict and Non-conflict Settings. Institute of Development Studies, June 2022. http://dx.doi.org/10.19088/k4d.2022.136.

Full text
Abstract:
There are a significant number of new technologies aimed at combatting sexual and gender-based violence (SGBV)—primarily in the form of “emergency mobile apps”, but they are generally geographically and culturally limited, and under-studied. There are fewer applications of new technologies addressing conflict-related sexual violence (CRSV), as regards prevention, monitoring, and early warning systems. Well established issues related to the under-reporting of SGBV also impact the accuracy of digital monitoring tools used in both conflict and non-conflict contexts. The use of digital tools to combat SGBV also raises novel challenges related to new technologies, such as bias and data protection concerns. This report reviews evidence of the deployment of new technologies to address sexual and gender-based violence (SGBV) both in and outside of conflict settings, and the potential for applications from non-conflict settings to apply to CRSV. Although certain literature is beginning to address the specific limitations of new technologies (e.g. usability in urban environments, cultural and linguistic appropriateness, and other accessibility questions), the limited nature of the literature assessing these new technologies and—more importantly—the design of these new technologies, means that the needs of disabled individuals, LGBTQIA+, and even men and boys, are often not centred or addressed in the design and critique of these new technologies. The review found that the studies assessing new technologies designed for and deployed in non-conflict settings identify many of the same issues affecting societal understanding of SGBV generally (under-reporting, for example), as well as new issues specific to the digital turn, such as serious and evolving privacy and data protection concerns. As regards the application of new technologies to CRSV specifically, both the applications and literature assessing them are nascent. Nevertheless, scholars are seeking to define frameworks aimed at harm reduction for the proliferation of new technologies in the humanitarian field specific to CRSV.

Ramsingh and Revie. L51911 Conditions that Lead to the Generation of Stress Corrosion Cracking Environments - A Review. Chantilly, Virginia: Pipeline Research Council International, Inc. (PRCI), January 2000. http://dx.doi.org/10.55274/r0010180.

Full text
Abstract:
Current knowledge of the conditions leading to generation of environments that cause stress corrosion cracking (SCC) of high-pressure pipelines was reviewed, and a database of references was compiled. In addition to the surface preparation of the steel pipe and the type of coating that is used, the level of cathodic protection (CP) reaching the pipe surface and the partial pressure of CO2 in the ground water are important factors. The balance between the level of CP reaching the surface and the CO2 partial pressure in the ground water is critical in determining the pH at the steel surface, and hence, whether high-pH SCC, near-neutral-pH SCC, or neither, occurs. Corrosion at pits and other localized sites may be a part of the SCC pre-initiation process. Under ground water conditions that simulate those of near-neutral-pH SCC, hydrogen enters and permeates line pipe steels. The findings of a review on conditions that lead to generation of stress corrosion cracking environments is presented in this report. The literature citations have been organized using Reference Manager, a searchable database of references. About 1,600 citations to references available in the literature as well as to industry reports are listed in the Reference Manager, covering all aspects of stress corrosion cracking, including issues relevant to generation of environments that cause SCC, such as coatings. Selected items from the Reference Manager database are listed in the Appendix of this report.
