Full textThe thesis deals with the problem of intensive coastal growth and its impacts on environmental in the western coast of Algeria, "From the slope of the Dahra Mountains eastward to Oued Kiss Westward". It focuses on the man – environment relationship by combining the knowledge of physical geography to human geography. It analyzes the different modes of occupation of the coastal area, and addresses the interactions between different components of the landscape at the ecological, economic and social level. The thesis is structured in three parts, and includes analysis based on case studies. The first deals with environmental issues by three entries: the disruption of coastal dynamics, the loss of biodiversity and degradation of the natural landscape. The second focuses on explaining the causes of degradation through the study of littoralization and its various mutations at the regional and local level. The third and final section is devoted to the study of management tools, the main actors involved and the use conflicts around the issue of environment and coastal land, in order to end up finall to a set of proposals for an integrated management of coastal areas in Algeria, in general, and the west coast in particular. Two methods are applied: one diachronic and the other multiscalaire. The diachronic, deals with evolution over time, of the interactions between coastal occupation and natural landscape. The multiscalaire, deals with an analysis of various phenomena through several layers of scales, from local to global, and vice versa

Full textThe development of strategy which preserves environmental quality and natural resources, the goal being to maintain a harmonious balance between the economic, social and environmental concerns, constitutes a re requirement and a need. This strategy must old account of the complexity of the environmental problems and their interdependent nature. To find solutions to these problems will require an intersectorial and multidisciplinary approach and taking into consideration a series of tools available for their treatment. The objective of this strategy will be to reconcile the economic and social development witch the rational and durable use of natural resources and the need to redule pollution and its harmful effects and to attenuate the risks to public health. This strategy will have to guide the priority actions to mitigate the serious current space distortions witch result in a consirrable wastage of natural resources

Full textAlgeria is a producing and exporting country of hydrocarbons, but this revenue stream which made live more than 30 million inhabitants will be dried up in less than 30 years. The spectre of it after oil will show itself as we shall expect least unless no measure was taken to face it. One of the substitution solutions to hydrocarbons is to develop the sector of the tourism. It is an economic stake which will assure resources in currencies and their positive effects on the balance of payments. On the redundancy plan, it will allow to increase the employment knowing that there is a distance mattering between the demand and the offer regarding work. It is also an environmental stake because it requires the existence of quality potentialities to assure its sustainability.It is in this frame that we registered our research for a tourist development in Algeria in its integrated dimension, environment-friendly, by supporting our work by taking for study case Algiers, the capital being the showcase of the country. To do it, we established a current situation of the tourism in Algeria and the environmental impacts on the tourist spaces. The tourism is not developed in spite of the diversity of the potentialities and the multiple strategies of tourist development which followed one another. Besides, knowing that the tourist sector undergoes the impacts of the other activities on the environment, we detailed the sources of degradation by returning on the case of Algiers which shows well the catastrophic environmental situation which prevails in the country. ll this allowed to clear perspectives for a development integrated of the tourism on the coast of Algiers, which can be adapted to every entity of the algerian coast

This inscription is related to the control of space, the sustainability of urban development, the preservation of biodiversity, the reduction of carbon balances, the controlled management’resources ..., Introducing sustainable development in urban problems impose to develop specific knowledge on the urban system, on societies, knowledge and knowledge conceptual capacities are part of a spatial and temporal dimension. Faced with the strong urban growth of the capitals of the Mediterranean cities on which Algiers is rebuilding a new image and which is going through profound changes. Algiers nowadays, is articulated between its Turkish and Moorish past, between the past and Western modernity of colonial periods, and a recent expansion resolutely turned towards modernism! With its exceptional density of population and economic activities, Algiers has since 2005, the maturation of the general policies of the environment and urbanism translated by the new approach of urban planning based on the urban projects, the urban graphics and the need for sorting out issues of the housing crisis as part of the preparation and implementation of new urban planning documents. Full textThe environmental law aims to study and to develop legal rules to protect, use, manage, understand or restore the environment. Algeria begins to be interested in degradation of environment since the 80's years. The law No. 83-03 of 5 February 1983 on the protection of the environment based on key principles of protection of environment including protection against various damages and pollution and on integration of environment protection into national planning. After two decades from the enactment of the law of 1983, the result is negative and no significant improvement was recorded in the field of environmental protection. The preparation work for the Law on environment protection enacted in 2003, revealed that Algeria does not have a strategy at both national and global conceming environment protection, such as ensure effective management of natural resources and their protection against all forms of pollution due to economic, natural and human factors. The Law of 2003 was an important legislative development in the field of protection of environment. In this context, was adopted the Law No. 03-10 of 19 July 2003 on protection of environment as part of sustainable development, in an international context characterized by the importance given to global problems of environment. Among the purposes of the law, there is also definition of the role of different stakeholders in the field of environment protection, including public administration and economic operators. The purpose is to define an environmental policy and propose elements and legal and institutional measures to strengthen the capacity of their taking care, then develop a framework of environmental basis, or a notion of shared responsibility, and participation of all economic actors to its application

Full textThe wastes processing poses a problem in Algeria because of absence of control, unsuited functional installations (collect and processing of leachates, biogas…. ) or no existing and difficulties of financing. The management of the wastes encounters numerous difficulties from a technical point of view, methodological and organisational. The choice is related to the burying of the wastes as a mode of treatment, but which remains unsuited to the local constraints. This is due to a lack of knowledge of the parameters specific to the landfills in the PED. For these reasons, the programme of landfills expertise in the PED, developed by the ADEME and realised in collaboration with the engineering school of Limoges meet a real need. The expertise of the two technical burying centres in Algeria, situated in two different climatic zones (littoral and arid zone), have permitted on the two sites of the studies, The follow-up of 17 parameters after the installation of experimental devices. Thus characterizing the entering wastes (nature and flow), the wastes stored and their mechanical behaviour, hydraulics and biological, the external environment and the characteristics of the exploitation. The obtained results after the physical and chemical characterisation of the wastes have revealed that the wastes are more organics and humid than in the developed countries and the climatic conditions are also different. Minimal conditions of domestic’s wastes burying have been identified, in order to limit the environmental impacts and the taking into account of the analysis of the whole causes of the actual situation have allowed us to understand the general mechanisms affecting the landfill. The acquisition of the in situ data during one complete year, the improvement of the comprehension of the particular mechanisms which govern the behaviour of the wastes have allowed to propose improvements for the technological choice of a methodological step and of exploitation for the management of the TCB in Algeria

Full textAttention of scholars as well as practitioners. Their liberalization has led to a novel competitive landscape, featured by less stability and more uncertainty. The issue of strategic behavior then arises for the market players who have to deal with a fluctuating environment. The thesis addresses this point in order to understand the competitive interactions among players in the network industries. The research question guiding this doctoral work can be formulated as follows: "How does the competitive dynamic among actors evolve in an uncertain institutional environment?" .This work tries to answer the research question by studying the competitive dynamics that are established between players in the telecommunications industry in Algeria, fueled by institutional transitions of liberalization. We focus on a dynamic approach to analyze actions and reactions between competitors, while considering the institutional changes to which the market players are subjected. On the basis of the empirical results, this approach shows how actors interact and try to shape their environment through individual and/or collective strategies. These results allow us to move beyond the classical approaches that study competition from a deterministic and static point of view. They also emphasize the importance for researchers and practitioners to consider the complexity and the diversity of competitive strategies
