Abstract:
Engineering Procurement Construction (EPC) is a construction model that integrated the work between engineering, procurement, and construction. The EPC project is usually applied in petroleum work. One of the important aspects of success key in this project is the supply chain management (SCM). The high level of complexity of work as well as the integration of the construction phase needs to be mapped how the supply chain in this project. This paper used Value Stream Mapping (VSM) method to explain the procurement processes for easier understanding and problem identification. It is illustrated in the procurement process behaviour within a specific period from the total production time. This paper describes a case study performed on EPC 1 Banyu Urip Project. VSM presented real-time data to deliver the processes, material, and any other constraint relevant to the procurement process on EPC projects. Based on a case study on pipe material, the procurement process from upstream to downstream took 21 weeks. It was a waste of time to look for solutions. The recommended solutions use the local vendors, involve suppliers early and provide input into engineering designs, and good communication between supply chain participants.

Abstract:
This paper focuses on the influence of detailed engineering maturities on offshore engineering, procurement, and construction (EPC) project procurement and construction cost performance. The authors propose a detailed engineering completion rating index system (DECRIS) to estimate the engineering maturities, from contract award to beginning of construction or steel cutting. The DECRIS is supplemented in this study with an artificial neural network methodology (ANN) to forecast procurement and construction cost performances. The study shows that R2 and mean error values using ANN functions are 20.2% higher and 19.7% lower, respectively, than cost performance estimations using linear regressions. The DECRIS cutoff score at each gate and DECRIS forecasting performance of total cost impact were validated through the results of fifteen historical offshore EPC South Korean mega-projects, which contain over 300 procurement cost performance data points in total. Finally, based on the DECRIS and ANN findings and a trade-off optimization using a Monte-Carlo simulation with a genetic algorithm, the authors propose a cost mitigation plan for potential project risks based on optimizing the engineering resources. This research aids both owners and EPC contractors to mitigate cost overrun risks, which could be continuously monitored at the key engineering gates, and engineering resources could be adjusted per optimization results.

Since the Belt and Road Initiative (BRI) has been put in practice by the Chinese government, several High-Speed Railways (HSR) have been built by Chinese Engineering Procurement and Construction (EPC) firms. However, many delays have created severe detrimental consequences on the progress of most HSR projects. This study sought to explore the essence of the recurring triggers of delays in international EPC HSR projects under the BRI, and a structured questionnaire survey approach was applied to compile the first-hand dataset from Chinese EPC firms working for BRI infrastructure projects. The data were evaluated, and the Relative Importance Index (RII) was adopted to assess the magnitude of the important delay triggers. The findings suggest that HSR projects are still susceptible to unavoidable delays in global construction infrastructure projects. In the engineering phase, improper management of the design, unsustainable land acquisition, and insufficient use of EPC joint venture are the salient trigger of delays. In the procurement phase, the leading causes of unsuitable procurement, undervalued procurement cost, inefficient logistics in labor and materials, improper planning, unqualified site supervisors, inefficient technical standard management, and inefficient constant payment terms are likely to trigger delays in the construction phase HSR projects. Five critical groups of delay factors are identified by this study, which has an essential primary contribution to the body of knowledge and is helpful to EPC contractors working for HSR projects under BRI.

Onshore Gas pipeline project is one of infrastructure modes aiming to deliver natural gas resulting from its source to fulfilling purpose supply to industries, households as well as transportations. Some gas pipeline infrastructures in Indonesia experience delays due to ineffective procurement strategy during the projects. In most Engineering, Procurement and Construction (EPC) projects, the procurement process lies on the projects critical path and therefore it is essential to set up the process using the approach of strategic procurement. Setting the right strategy shall affect the efficiency of procurement process hence will bring positive influence to project schedule performance. Company A is one of Engineering, Procurement and Construction (EPC) Pipeline contractor in Indonesia that experience deteriorated schedule performance in the last five years according to the company secondary data. It also shows that procurement schedule performance index has been affecting the whole project schedule performance and hence this study has been initiated to solve this problem. This study proposes a conceptual integrated research model to identify how procurement activities can be managed effectively to reduce delays by setting the right procurement strategy by examining the correlation between procurement process and schedule performance with moderation of strategic procurement in the gas pipeline project in Indonesia.

With the need of rapid infrastructural development in developing countries like India needs scientific and better management strategies for the EPC projects.EPC projects are diverse requiring proper integration of knowledge of different fields of management and engineering.It is an accepted fact that when any term is understood conceptually it lasts long and is easier to integrate with other concepts.The workforce involved in the projects can share their knowledge with future projects which would lead to better knowledge integration. The problems of the EPC projects is unique therefore knowledge integration and better management strategies will go a long way in enhancing the efficiency of EPC projects. The EPC mode is one kind of total engineering management mode. In EPC engineering, the contractor commitments the project design, equipment procurement and construction, etc, which does not mean that general contractor must complete personally the entire construction project. The general contractor of EPC engineering can subcontract a part of the works to some subcontractors. So it is very important for the general contractor to tighten up the management of subcontractors through rules on contract. In the paper, some existing problems in signing stage and performance stage are analyzed. To address the problems, some solutions are put forward, including paying attention to the relevant qualification of the subcontractors audit, setting up warning systems of sub-contract, conducting risk assessment of sub-contract variations, etc.

Abstract:
Purpose The purpose of this paper is to identify the impact of human resource development (HRD) on engineering, procurement and construction (EPC) project success (PS), human resource competency (HRC), job performance (JP), and the interrelationship among them. This paper also investigates the impact of EPC project factors (PF) on PS, the factors affecting HRD, including internal factors (IF) and external factors (EF) during EPC project implementation. Design/methodology/approach Structural equation modeling (SEM), SPSS, and AMOS software were used to test nine proposed hypotheses. The respondents comprised 800 participants involved in EPC projects throughout Vietnam. Findings The results show that HRD positively affects HRC, JP, and PS. HRD is influenced by IF but not influenced by EF. HRC positively impacts on JP and PS, while PF directly impacts on PS. Originality/value The study indicates that the development of competent human resources for EPC project implementation plays a considerable role in EPC PS. The findings also give project professionals a tool for improving HRD, and HRC to increase the likelihood of PS.

The second part analyzes the main characteristics of the FIDIC’s EPC standard form, known as Silver Book, and its application in Brazil considering the peculiarities of our legal system.<br>Esta dissertação de mestrado visa analisar os contratos de EPC (Engineering, Procurement and Construction) bem como sua utilização em padrões ou formulários, tal como o apresentado pela Federação Internacional de Engenheiros Consultores (FIDIC). O trabalho está dividido em duas partes. A primeira tem como objetivo verificar a adequação das normas da empreitada ao contrato EPC e a eventual necessidade de regramento específico sobre a matéria. Abstract:
This research exposes to examination and understanding the law governing procurement of construction and engineering works and services. The thesis captures both development of common law and judicial determination of statutory law. It takes the form of published journal articles and conference papers which discuss legal issues relevant to construction procurement and conclude with recommendations for clients and construction project managers on how to better manage the procurement process. The work reveals, inter alia, the extent to which contract law regulates the tendering phase of construction procurement and places the client under an obligation to the tenderer characterised as 'fair dealing' or 'good faith'. Chapter 1 is of an introductory nature. Chapter 2 sets the crime of manslaughter arising out of construction site fatality as a procurement issue. The author notes the UK government's intention to introduce the new offences of reckless killing, killing by gross carelessness and corporate killing. Chapter 3 discusses cases where disaffected parties to the tendering process have made private law challenges of that process seeking compensation for the other party's alleged irregularities. The client is generally obliged in law to treat all tenderers equally and fairly and to refrain from evaluating tenders and awarding contracts other than in accordance with the rules set down in the tender conditions. Chapter 4 addresses the question: do traditional tendering processes encourage, or merely permit, contractor innovation? Several tender codes are reviewed to establish whether these codes provide for, or encourage, innovative proposals from competing bidders. Chapter 5 provides updating case material for the period 1999-2000 which helps to underpin the conclusions and recommendations set out in Chapter 12. Chapter 6 is a criticism of the NJCC's Code of Procedure for Single Stage Selective Tendering and the CIB's Code of Practice for the Selection of Main Contractors. Suggestions are made as to what a new tender code might include in the light of selected decisions of the common law courts. It is argued that a set of 'standard' tender rules should become the terms of a 'tender contract'. Those rules would properly reflect decisions of the courts and would be accepted by all parties to the process as a tender contract document. Chapter 7 discusses how the common law protects the integrity of construction procurement by imposed or assumed contractual obligations. Procurement of subcontract works is also considered. The author concludes that the tendering contract operates between main contractor and subcontractor as it does between owner/ developer and main contractor, and that the 'two contract' analysis provides the best basis for upholding integrity of the bidding process. Chapter 8 sets out advice for quantity surveyors and project managers derived from the decisions of the common law courts. The author argues that practice should be shaped to reflect the obligations assumed by parties in common law so as to avoid claims from aggrieved bidders. In Chapter 9 the focus shifts from private to public law. A Scottish court denied a remedy to the unsuccessful bidder on the grounds that the contract award process was unfair, unreasonable and in breach of natural justice. The author argues that a successful case might have been made out in private law and concludes with recommendations as to how the tender process might be better conducted. Chapter 10 deals with public procurement under the rules of the European Union (EU), noting a particularly important decision by the European Court of Justice that contracting authorities are obliged to treat all tenderers equally and fairly, a duty that parallels that found in common law and discussed in Chapters 2 through 8. Chapter 10 concludes with an article on Rv Portsmouth City Council (1996), reviewing both decisions at first instance and in the English Court of Appeal. Chapter 11 considers the risks of developers and contractors by examining the effectiveness of 'controls' imposed by common law when the usual statutory controls are temporarily withdrawn. It can be seen that the common law has not evolved to protect the interests of neighbours and local residents from the perils and hazards of property development which result in environmental degradation. This chapter concludes with recommendations as to how developer and constructors might minimise their impact on adjacent property owners. Chapter 12 presents a summary of the conclusions drawn from the completed research project and the author's recommendations for further research within the procurement topic.

Abstract:
The construction industry in the United Kingdom is a multi-billion pound business that contributes, on average 10% of the UK Gross Domestic Product (GDP). However, it is seen by many to be underachieving in terms of service delivery and investment opportunities. Projects are frequently late and over budget much to the disappointment of those involved in the industry and especially clients. Many investigations have been commissioned and resulting reports have suggested improvements in the way the industry is organised. Procurement of construction projects in the main are undertaken using methods that support fragmentation and adversarial relationships. However, with the introduction of partnering and prime contracting some improvements have been made. Procurement of a construction project begins with the strategies developed during briefing and is only complete when the facility is handed over to the client, some contract strategies allow for the facility to be completed once it is in operation, has been maintained and eventually is demolished. Costings and programmes are then related to life-cycle issues and aspects such as maintenance have to be taken into account during the facility development stages. The adoption of Concurrent Engineering (CE) is seen to offer the construction industry a way forward. Having been adopted extensively by manufacturing in its product development stages a similar adoption by the construction industry would go some way to achieving the 30% improvement in real terms suggested by Latham [1994] and Egan [1998]. The research described in the thesis aims to develop a new procurement method for the delivery of construction projects. The approach adopted was to identify current methods of procurement and the problems associated with each method. Then using Concurrent Engineering as a basis, a new procurement model was developed that offered potential improvements in the construction process between the stages of Clients Briefing and Detailed Design. The resulting model was evaluated through the application of CE principles into the process and by the presentation and discussion of the method with a number of industry participants, followed by the completion and assessment of a questionnaire. The model was shown to fulfil the principles of CE and could be adopted into construction. It offers a new approach to procurement which in turn would save costs and time and potentially improve the quality of the final construction product.

O estudo, realizado através de entrevistas direcionadas aos principais stakeholders dos EPCistas, trás elementos que fundamentam a necessidade de implementação de soluções tecnológicas mais adequadas à evolução pela qual essa cadeia passará, influenciada especialmente pelas descobertas do Pré-Sal.<br>The present study aims to describe, analyze and propose a set of technologies applicable to aid the management of the acquisition, the expediting, inspection and contracting supply items that compose a complex undertaking to thereby allow companies in EPCistas Rio de Janeiro have productivity gains without loss of quality inherent in the process. The key concepts that permeate the work revolve around the technology involved to optimize the supply management of companies that make up the supply chain EPC. To enable a better reading of the behavior of EPCistas in Rio de Janeiro and thus identify best practices and interactive tools most applicable to that niche, we performed a detailed study of the major stakeholders that influence or are influenced by the chain, such as: Vision of the contractor, supplier, partner and working-class institutions by promoting good management practices in the industry. The study, conducted through interviews of key stakeholders aimed to EPCistas, behind elements that underlie the need to implement technological solutions to the most appropriate evolution through which the chain will, especially influenced by the pre-salt discoveries.

Abstract:
<p>In recent years, the general awareness of the environmental impacts that industrial production gives rise to has radically increased throughout the world. Finding ways to minimise these impacts has become a major concern of the authorities in many countries. In order to promote a more sustainable industrial production, different incentives can be used. Among these incentives, the consideration of environmental issues in public procurement is increasingly being emphasised.</p><p>While much attention regarding sustainable procurement has centred on the purchase of products, this thesis focuses on green procurement of construction contracts. The construction industry is a major contributor to environmental pollution. It consumes about half of all resources humans take from nature and accounts for about 25 – 40 per cent of all energy used and about 30 – 50 per cent of all waste generated in OECD countries.</p><p>In the procurement of products, the environmental impacts of the available products can be estimated and compared, for example by using tools such as life cycle assessments. When construction contracts are procured, assessing the suppliers’ environmental capabilities can be more challenging, as the contract to be procured has not yet been performed. However, at the same time, there are considerably more opportunities to steer the construction towards more environmentally friendly alternatives.</p><p>In the thesis, it is suggested that the environmental requirements and the environmental criteria for tender evaluation should be used in combination, in order to safeguard environmental performance in the construction project and at the same time stimulate a green development within the industrial sector. In addition, the role of the client in ensuring that the environmental requirements are fulfilled during construction work is emphasised.</p>

Abstract:
This thesis studies the overall parameters affecting projects’ risks and analyze different methodologies of project risk management in order to narrow down and develop a customized methodology applicable for Engineering, Procurement and Construction (EPC) projects in the oil and gas industry. To approach this goal, Bidboland II Gas Treating Plant project was selected as an appropriate case study. This case project has been analyzed by combining various risk management methodologies, and based on this analysis a new methodology was suggested to the company for risk management. Additionally, necessary changes in the organization have been proposed to handle the project risk issues in different levels with higher performance. The developed methodology can be applicable for other companies involved in EPC projects.

La transizione del settore energetico unita alla volatilità dei mercati, costringe le società dell'industria Oil&Gas ad un continuo adattamento delle strutture e delle strategie per competere. Da un lato le grandi Company dell'industria Upstream costrette a fronteggiare la caduta del prezzo del petrolio con maggior riguardo a costi e efficienza, dall'altro gli EPC Contractor che forniscono la gestione dell'intero ciclo di realizzazione di grandi impianti industriali secondo contratti Turn Key, costretti ad assumersi sempre più rischi con conseguente riduzione dei margini di profitto. In questo contesto, ha assunto sempre più importanza la fase di Tendering, ovvero l'attività per aggiudicarsi tali contratti, che inoltre fornisce gli strumenti idonei per impostare la strategia e gestire il Contratto, nella successiva fase esecutiva gestita dal Project Management. L'intento della tesi è quello di studiare come in Rosetti Marino, un Contractor altamente strutturato ed esperto, si sia sviluppato il Tender Management per sopperire a tali necessità, concentrandosi sulla preparazione dell'offerta tecnica, attraverso l'analisi di procedure, linee guida e strumenti tipici del Project Management (e.g.Planning/Scheduling, Risk Management, Engineering Endorsement, Procurement Strategy, etc.), che l'Azienda ha sviluppato nel corso degli anni, attraverso un “closed-loop system”. <p>ABSTRACT</p><p>In the past decade, the construction industry has been identified to be among the industries that are lagging in the application of modern information and communication technology as tools to enhance project performance. Where this technology has been applied, little has been done to meet up with the pace of advancements in information and communication technology.</p><p>This research looks at the extent to which information and communication technology (ICT) tools have being integrated for project enhancement in a major railway construction project. Most precisely, it looks at how ICT tools have affected communication and collaborative processes in the context of the soft skills processes and the hard skills processes. Enormous literature in this field of study was reviewed to set the base upon which to make the investigation. Findings show that ICT tools have been integrated just to a limited extent on the project which still used traditional management and project communication methods.; and there was room for integration of better tools as project participants were aware of some of these ICT tools that can enhance the performance of the project. Finally, an ICT infrastructure that encompasses all aspects of the project environment and the entire project lifecycle is proposed. This infrastructure enhances project performance by integrating all project stakeholders in the process of knowledge sharing and use in the project. The research also determines that most project organisations would refrain from integrating certain kinds of project enhancement tools because of he cost obtaining them as well as the cost to train employees on their usage.</p>

A presente tese examina os contratos de construção de grandes obras e a complexidade do seu programa contratual. Contrato de construção em sentido amplo é aquele celebrado entre o proprietário ou dono da obra, como contratante, e uma pessoa física ou jurídica especializada em engenharia ou arquitetura, como contratada, a qual, em contrapartida ao preço, obriga-se à consecução de um ou mais dos seguintes objetos: elaboração do projeto de engenharia ou arquitetura, execução, supervisão, monitoramento e administração da obra, e ainda, se convencionado, prestação de assistência técnica e operação. O exame concentra-se nas construções das categorias industrial e de engenharia, que desenvolvem projetos de porte e enfrentam desafios técnicos, tecnológicos e financeiros elevados, tais como as obras de infraestrutura e de plantas industriais. Por contratos de construção de grandes obras entende-se um gênero (ou categoria) sob o qual pode subsumir-se uma variedade de contratos que tenham por objeto a prestação, mediata ou imediata, de uma obra. Incluem-se nesse gênero contratos típicos, como os de prestação de serviços de engenharia e arquitetura e o de empreitada, e ainda aqueles atípicos, como os de engineering, procurement and construction, project alliancing e project partnering, dentre outros. A tese identifica a estrutura jurídica e as principais características econômico-financeiras de contratos de construção de grandes obras e investiga as fontes da complexidade do seu programa contratual. Reconhecendo-se o contrato de construção de grandes obras como dotado de complexidade, argumenta-se que a complexidade contratual é relevante, com consequências jurídicas, econômicas e sociais que merecem reflexão.<br>This dissertation thesis investigates construction contracts and the complexity of the written contract. A construction contract, broadly defined, is the arrangement executed by and between the owner, as principal, and a natural person or a legal entity specialized in engineering or achitecture, as a contractor, who, against compensation, shall deliver one or more of the following objects: an engineering or architecture project, construction, monitoring and management of the works and, if agreed upon, shall render technical assistance and operation. The focus is limited to the construction in the industrial and engineering sectors, in charge of developing large projects that face significant technical, tecnological and financial challenges, such as infrastructure and industrial facilities. Construction contracts of large projects serves as a gender encompassing a broad variety of contracts aimed at delivering a project. The gender includes tipified contracts such as the rendering of services of engineering and architecture and the empreitada, and non-tipified ones, such as the engineering, procurement and construction contract, project alliancing and project partnering, among others. The thesis delineates the legal structure and the main economic and financial characteristics of construction contracts and investigates the sources of their contractual complexity. After recognizing the complexity embedded in the contruction document, it argues that contractual complexity is a relevant issue, with legal, economic and social consequences upon which further thoughts are worthwhile.

Use of the engineering, procurement and construction (EPC) contracting arrangement is increasing in China recently, especially for those important construction projects. The nuclear power plant construction projects are as well. Because of the associated hazards, nuclear power plant construction projects require more strict safety and quality requirements as compared with more conventional construction projects. As essential means and safety shields, the equipment quality supervision and surveillance requirements and their implementation mode should be explored to meet the requirements of EPC projects. It is highly demanded to establish new rules to meet the quick development of nuclear power plant construction projects. The article discusses the current equipment quality supervision and surveillance mode first, and then discusses the needs to build rules especially the significance of introducing independent organizations to supervise equipment quality for those nuclear power plant construction projects for using EPC contracting arrangement despite the supervision and surveillance conducted by manufactures, EPC contractors, nuclear power plant owners and the National Nuclear Safety Administration.

An efficient project delivery method is the key factor for any venture. For rapidly growing constructions, an effective mode of contracting is needed. When compared with other modes of contracts, EPC (Engineering, Procurement, Construction) contracts have better risk allocation, fixed cost and fixed time. Governments also prefer contracting modes with less risks to them, and EPC is one among them. From review of literature, it has been found that EPC contracts are being extensively used in highway constructions. In Kerala, two prestigious projects, Kollam and Alappuzha bypass, have been done in the EPC mode. For the two bypass projects, risk identification, analysis, assessment and treatment strategies adopted are studied. Direct interviews and questionnaire surveys were conducted on the project personnel.

The Department of Energy’s (DOE) Savannah River Site (SRS) High-Level Waste (HLW) Program is responsible for storage, treatment, and immobilization of HLW for disposal. The Salt Processing Program (SPP) is the salt (soluble) waste treatment portion of this effort. The overall SPP encompasses the selection, design, construction and operation of treatment technologies to prepare the salt waste feed material for the site’s Saltstone Facility and vitrification facility (Defense Waste Processing Facility). Major constituents that must be removed from the salt waste include actinides, strontium, cesium, and entrained sludge. In fiscal year (FY) 2002, research and development (R&amp;D) on the actinide and strontium removal and Caustic-Side Solvent Extraction (CSSX) processes transitioned from technology development for baseline process selection to providing input for conceptual design of the Salt Waste Processing Facility (SWPF), a key component at the SRS SPP. This work included laboratory studies, bench-scale tests, and prototype equipment development. To implement the salt waste treatment technologies, DOE initiated a competitive procurement process to select Engineering, Procurement, and Construction (EPC) contractors for design of the SWPF. The Department awarded EPC contracts to Parsons Infrastructure &amp; Technology Group, Inc. and Foster Wheeler USA Corporation for preparation of conceptual designs (Phase I) for the SWPF. The two EPC contractors began conceptual design activities in September 2002 and are scheduled to complete this work in January 2004. After evaluation of the conceptual designs, DOE will down select one EPC contractor to continue with final design, construction, and hot commissioning (Phase II). Hot startup of the SWPF is targeted for December 2009.

First generation nuclear power plants were built onsite with large construction forces over a number of years using a design that was being revised during construction. Vendor supplied equipment skids were the closest thing to modular building techniques at that time. Modularization techniques are available today as a tool for performing parallel construction activities such as fabrication and assembly of components offsite to support the construction cost and schedule goals of a project. Accordingly, extensive planning and coordination is required by engineering, procurement, fabricators, and construction to support modularization. The importance of developing a strategy for the utilization of modularization to the Nuclear Industry, Owners, and Engineering Procurement and Construction (EPC) entities, cannot be over emphasized, ensuring the development of a Corporate Modularization Fabrication Strategy, which incorporates and addresses the following, various elements: • Project Modularization Plan • Definitions and terms for module, modularization, and on-off-site fabrication • Module types • Modularization boundaries • Work processes for interface between Engineering, Procurement, Fabricator, and Quality to allow good communication between entities • Constructability reviews • Modularization schedule linked to integrated project schedule • Compliance with approved procedures and Quality Program requirements • Commitment from management This paper and presentation will discuss and highlight the following for a typical Advanced Boiling Water Reactor (ABWR) application: • Typical Corporate Modularization Fabrication Strategy; • Typical Modularization Concepts; • Modularization: Friend or Foe.
