The era of knowledge economy has arrived, and knowledge has become a key resource for enterprises. How to keep creating and using new knowledge has become an important concern for modern business administration. How to manage knowledge efficiently and effectively will become a crucial issue in future. However, owing to differences in educational backgrounds, people may have different perspectives on knowledge management (KM), and so the effectiveness of KM may not be maximized owing to lack of integration. In view of this, the Departments of Library and Information Science, Business Administration, Information Management, and Computer Science and Information Engineering of the National Taiwan University put together a "KM Curriculum Program" that seeks to educate and train all-round KM professionals. This paper begins with the proposition that KM will be the focus of business administration in the 21st century, followed by the need to train interdisciplinary KM professionals and create channels for such training. Lastly, it takes "KM Curriculum Program, NTU" as a sample to explain the ideas behind its education and training. Further, by sharing experiences, we hope to motivate other colleges and universities to draw up similar programs to train skilled KM professionals and to improve Taiwan's competitiveness in the business world.

PurposeThe current article is a research study examining user perception of the usability of an online information system used by business administration students. The online database which it aims to examine is Business Source Premier, which is incorporated in a larger platform of databases called EBSCO. The findings of this research will help with the efficient management of this information service as well as improve the application of this database in an academic library setting.Design/methodology/approachConvenience sampling procedure was used for recruiting participants. The entire class of 22 students taught at Medgar Evers College of CUNY participated in this survey. Users evaluated this database using Oulanov's usability tool, which entails the following eight criteria: Affect, Adaptability, Control, Helpfulness, Efficiency, User Effort, Measures of Effectiveness, and Retrieval Features.FindingsBusiness Source Premier was rated highest in terms of efficiency. Some improvement might be necessary to increase the helpfulness of the system. User effort is another usability criterion that scored lower than the others. Other usability components, including affect, adaptability, control, measures of effectiveness, and retrieval features, were rated highly. The overall performance of Business Source Premier is high and possible paths for improvement are likewise offered.Originality/valueThis case study provided usability assessment of an online business information system used by business administration students, identifying its strong and weak points. This investigation showed that Business Source Premier is efficient and effective tool for conducting research in the field of business administration.

Abstract In the epistemology of administrative science, one of many important dimensions has been the different subfields of the study of administration. Perhaps the biggest, longest running ‘turf’ battle between these different areas of administrative knowledge is that between public and business administration. This is a controversy that goes back at least to Adam Smith, with his specific limitation of the role of ‘the sovereign’ (government, or public administration) to justice, defense, and public works. In limiting government to these areas, note that Smith was also implicitly asserting that these were market, or ‘invisible hand’ failures: areas where the pursuit of self-interest would not yield the good of society, the specific moral justification Smith identified for market exchange. Contemporary discussions of the relative role of market and state are generally framed in terms of the role of the State, with market provision the default option. We will argue that even discussions of the role of the State can best be assessed through the concept of market failure. The nine broad types of market failure discussed include institutions, public goods, monopoly, asymmetric information, externalities, substantive issues, principal/agent problems, irrationality, and the implications of ‘creative destruction’.

Abstract:
Performance measurement and information management are vital assets for supply chain management. In this study, we analyzed the effective combination between blockchain technologies and supply chain management processes. We conducted eighteen interviews with international experts from different areas and analyzed the collected data following a grounded theory approach. We have identified five main categories in this area including accounting and administration, trust, data platform, interoperability, and disintermediation. The main findings concluded with a set of seven statements as key elements to summarize how blockchain-based supply chains fit in with supplier relationship management processes and financial business units for international trade. The seven statements also recommend future research activities and trajectories.

When governments open up opportunities for private investment in traditional public sector areas, it is increasingly clear that a useful range of performance management information needs to be available to both government and business. Government needs to know how it is performing, comparatively, within and beyond its own domain, for the development of public policy and productivity enhancement. Business needs to know, understand and monitor the industry environment in which investment is contemplated or has already taken place. Performance measurement and monitoring is especially important where governments wish to attract foreign direct investment (FDI) to their shores. Whether governments manage performance and information well or are still constrained by bureaucratic and political thinking is still at issue. Using the example of the contrived national electricity market in Australia, this article, through literature and document review, examines the likely value to government and business of performance information, now available in the public domain. First, the article considers some of the changes to the Australian electricity industry. Second, specific performance indicators relevant to the national electricity market are examined in terms of their utility for government and business decision-making. Third, the impact of the political environment on performance management information is explored. The article concludes that while some important quantitative performance management information is available in a rational sense, other more political, qualitative indicators also need to be taken into account.

AbstractThe primary goal of this article is to identify the research fronts on the application of data-driven methods in business and economics. For this purpose, the research literature of the business and economic sciences Subject Categories from the Web of Science is mapped using BibExcel and VOSviewer. Since the assignment to subject categories is done at the journal level and since a journal is often assigned to several subject categories in Web of Science, two mappings are performed: one without considering multiple assignments (broad view) and one considering only those (articles from) journals that have been assigned exclusively to the business and economic sciences subject categories and no others (narrow view). A further aim of this article is therefore to identify differences in the two mappings. Surprisingly, engineering sciences play a major role in the broad mapping, in addition to the economic sciences. In the narrow mapping, however, only the following clusters with a clear business-management focus emerge: (i) Data-driven methods in management in general and data-driven supply chain management in particular, (ii) Data-driven operations research analyses with different business administration/management focuses, (iii) Data-driven methods and processes in economics and finance, and (iv) Data-driven methods in Information Systems. One limitation of the narrow mapping is that many relevant documents are not covered since the journals in which they appear are assigned to multiple subject categories in WoS. The paper comes to the conclusion that the multiple assignments of subject categories in Web of Science may lead to massive changes in the results. Adjacent subject areas—in this specific case the application of data-driven methods in engineering and more mathematically oriented contributions in economics (econometrics) are considered in the broad mapping (not excluding subject categories from neighbouring disciplines) and are even over-represented compared to the core areas of business and economics. If a mapping should only consider the core aspects of particular research fields, it is shown in this use case that the exclusion of Web of Science-subject categories that do not belong to the core areas due to multiple assignments (narrow view), may be a valuable alternative. Finally, it depends on the reader to decide which mapping is more beneficial to them.

Enterprise groups are characterized by multiple levels of enterprises with large scales of assets and complex business models. In the process of administration and management of funds, there are often some problems, such as unreasonable internal funds allocation, high financing costs, and flawed funds control. Centralized fund management is a tool for the overall allocation of intra-group funds and the coordinated management of group investment and financing. It can optimize the resource allocation of enterprise groups and reduce financing costs as well as capital risks. By selecting centralized fund management, establishing control and early warning system, as well as building information system and other steps, enterprise groups can better implement centralized fund management and improve their capital control.

Business schools have been using information for years to improve the efficiency of academic services and effectiveness of academic programs. As more trustees, administrators, faculty, parents, students have begun to seek better outcomes, not surprisingly these schools are investing in technology. But these schools are finding that technology implementation does not necessarily improve decision-making nor does it necessarily improve outcomes and decision-making. This paves the way to recognise the urgent need for Knowledge Management (KM) which is a key asset. A big and major crucial feature of business schools is that they are made up of a number of nested systems. In analytical terms, this can also be described as levels or units. These levels range from faculty, student, research, administration, academics and placement. The reports in business schools are numerous as the requirement of reports from level to level is difficult. Analytical needs differ, but are present at every level of the system. A robust KM system must reflect the information needs of all levels. In particular, data must be gathered at all levels to the user in a fine-grained manner. This paper explores the application KM to business schools and in particular in support of the sharing of knowledge resources. This paper considers the critical role played by the "sharing of knowledge resources" in one of top business schools, Test Business School — TBS (pseudonym is used to mask the institution name) in India.

Business Process Management Systems (BPMS) are attracting much attention these days as core tools for process management. A BPMS consists of several modules including Business Activity Monitoring (BAM), which evaluates the performance of processes. Although measuring the performance of business processes is based on organizational goals and the impact of processes on such goals is an important aspect of the process evaluation, most of the existing BPMS do not offer appropriate capabilities. Several process improvements and quality methodologies have also been around for some time. Most of them, however, are based on statistical and management tools that are not integrated with current technologies including BPMS. In other words, the management and quality disciplines have not yet evolved to take full advantage of current technologies that can enhance process improvement efforts. One of the pitfalls here is the failure to use the information generated by different information systems dispersed across the organization to evaluate the impact of processes on their goals. In this thesis, we use the User Requirements Notation (URN) in a methodology for evaluating business processes against organizational goals. Although URN enables the modeling of processes and goals, its process monitoring capabilities need enhancements and we will address this issue by extending URN. In addition, we propose a methodology that exploits the new capabilities of URN for process analysis and improvement. Unlike other quality methodologies, the methodology and supporting tool proposed are capable of using different sources of information to measure the performance of modeled processes and evaluate their impact on the goal models. The new capabilities and their benefits are illustrated through examples from the healthcare domain.

Business modelling, the modelling of architectures and processes of organizations, should have a broad scope. It should not exclusively capture the basic information of the processes, but also address the various kinds of documentation related to the processes under consideration. In this combination, organizational models will be more expressive and useful.
The research reported here describes and demonstrates a new approach for reconciling formal and informal documentation in business modelling. It is based on the integration of an underlying formal modelling approach with hypertext concepts that provide mechanisms for capturing, manipulating and viewing informal model documentation.
We have developed the Hypertec tool which complements the Macrotec environment. Macrotec is a business modelling environment that is based on the formalism of extended colored Petri nets. Hypertec is a hypertext-based component supporting authoring, display and navigation of all the process documentation that cannot be captured by Macrotec. Our experience with Macrotec/Hypertec shows that their combined functionality substantially facilitates the understanding of business processes and clearly reduces problems such as miscommunication, misinterpretation, and misunderstandings about entire processes or some of their components.

This dissertation research examines the impact of leadership, cohesion, and information sharing, and the application of group support systems on information design systems (ISD) project quality and project team satisfaction. Research has identified that after 40 years of developing information systems, there are still widespread difficulties in delivering systems on time and on budget. The research objective of this study is to examine the group level processes to understand how ISD team behavior can impact quality issues. A group support system was introduced to act as a sensemaking treatment to increase team performance. The following research questions were identified: (1) What is the impact of cohesion on project quality? (2) What is the impact of leadership on project quality? (3) What is the impact of information sharing on project quality? (4) What is the impact of cohesion on team satisfaction? (5) What is the impact of leadership on team satisfaction? (6) What is the impact of information sharing on team satisfaction? (7) Is there a relationship between group support systems use and project quality? (8) Can group support systems enable sensemaking activities? A longitudinal experiment was conducted with subjects who were enrolled in four sections of an upper-division Management Information Systems course in Systems Analysis and Design in consecutive semesters. Lectures and class-activities were identical in all four sections except that group support systems technology (GSS) was used by the second-semester classes, the treatment group. Student teams in all sections completed a semester-long ISD project.

With the rapid growth of the Web, users are often faced with the problem of information overload and find it difficult to search for relevant and useful information on the Web. Besides general-purpose search engines, there exist some alternative approaches that can help users perform searches on the Web more effectively and efficiently. Personalized search agents and specialized search engines are two such approaches. The goal of this dissertation is to study how machine learning and artificial intelligence techniques can be used to improve these approaches. A system development research process was adopted as the methodology in this dissertation. In the first part of the dissertation, five different personalized search agents, namely CI Spider, Meta Spider, Cancer Spider, Nano Spider, and Collaborative Spider, were developed. These spiders combine Web searching with various techniques such as noun phrasing, text clustering, and multi-agent technologies to help satisfy users' information needs in different domains and different contexts. Individual experiments were designed and conducted to evaluate the proposed approach and the experimental results showed that the prototype systems performed better than or comparable to traditional search methods. The second part of the dissertation aims to investigate how artificial intelligence techniques can be used to facilitate the development of specialized search engines. A Hopfield Net spider was proposed to locate from the Web URLs that are relevant to a given domain. A feature-based machine-learning text classifier also was proposed to perform filtering on Web pages. A prototype system was built for each approach. Both systems were evaluated and the results demonstrated that they both outperformed traditional approaches. This dissertation has two main contributions. Firstly, it demonstrated how machine learning and artificial intelligence techniques can be used to improve and enhance the development of personalized search agents and specialized search engines. Secondly, it provided a set of tools that can facilitate users in their Web searching and Web mining activities in various contexts.

The purpose of this qualitative study with a modified Delphi research design was to understand the reasons human resource (HR) leaders are slow to implement Cloud-based technologies and potentially identify how Cloud-Based Computing influences human resource management (HRM) and HR effectiveness, and potentially the overall performance of the organization. Business executives and HR leaders acknowledge the effect of technology on business processes and strategies, and the leader's influence on technology implementation and adoption. Cloud-Based Computing is fast becoming the standard for conducting HR processes and HR leaders must be prepared to implement the change effectively. Study findings revealed characteristics demonstrated by HR leaders successfully implementing cloud technology, best practices for successful implementation, factors championing and challenging Cloud-Based Computing adoption, and effects on HRM and organizational performance as a result of using Cloud-Based Computing. The outcomes of this study may provide the foundation of a model for implementing Cloud-Based Computing, a leadership model including characteristics of technology early adopters in HR, and identify factors impeding adoption and may assist HR leaders in creating effective change management strategies for adopting and implementing Cloud-Based Computing. Findings and recommendation from this study will enable HR professionals and leaders to make informed decisions on the adoption of Cloud-Based Computing and improve the effectiveness, efficiency, and strategic capability of HR.

A major initiative in the U.S. healthcare care industry is to establish a nationwide health information network securing the sharing of information between all involved U.S. healthcare stakeholders. However, implementing an interoperability solution is a massive, complex, and enduring effort with significant challenges such as inconsistent technology and data standards, as well as complex privacy and security issues. The purpose of this qualitative, case study is to examine the impacts of interoperability initiatives involving the U.S. government and to provide an understanding of the information governance and security risk as standards that are vendor-neutral and trustworthy. This qualitative case study was conducted using federal participants who are health information management (HIM) and health information technology (HIT) professionals working in the Washington DC metropolitan area. The participants' interview data revealed nine major themes; patient identification matching, payment claims and auditing, information sharing, data stewardship, regulatory compliance, technology enhancements, training and certification, standards optimization, and value-based care. The implication of the study's themes showed interoperability is beneficial to the healthcare industry, but there is a greater need for technology and data standardization, information governance, data stewardship, and a greater understanding of federal and state data privacy and security laws. Future recommendation for practices discussed; policy and regulatory adjustments to enhance auditing and compliance, establish a healthcare data ecosystem to improve data and information governance, and technology alternatives such as master data management and white space data. Recommendation for further research included expanding the sample population to compare other federal organizations or the United Kingdom's HIT interoperability project initiative.

Automated workflows are used to assist petroleum engineers in maximizing the productivity of oil reservoirs. However, for a workflow to be successful, end users must adopt the workflow. The purpose of this quantitative, ex post facto, correlational study was to determine the relationship between acceptance of automated workflow technology and attitudes toward automated workflow adoption. Participants included a cluster sample of 100 randomly selected petroleum engineers from five randomly chosen companies in the oil industry in the Middle East. Predictor variables were measured with a version of the Technology Acceptance Model (TAM) modified to address the issue of workflow adoption. The outcome variable was user attitude to automated workflow adoption, as measured with the Attitude subscale of the Theory of Reasoned Action (TRA) scale. A single multiple linear regression model was computed to answer all research questions. The results for the overall model were significant, adjusted R 2 = .43, F(6, 93) = 13.28, p < .001. After correcting for the number of years of engineering experience of the participants, attitudes toward using automated workflows were predicted by perceived ease of use, β = 0.30, p = .01; perceived usefulness, β = 0.24, p = .03; and computer self-efficacy, β = 0.20,p = .02. The level of automation, β = 0.12, p = .17, and perceived level of support, β = 0.08, p = .32, did not predict attitudes. The number of years of engineering experience was unrelated to attitudes to automated workflow adoption. These findings indicated three factors that have an effect on adoption of automated workflows: perceived ease of use, perceived usefulness, and the level of computer self-efficacy of the end-user. Areas for future research included confirmation of the reliability of the Level of Automation and the Perceived Level of Support subscales designed for this study. There is also a need for future research regarding how the level of automation and level of support affect the adoption of other technologies.

Abstract:
Critical to semantic integration of heterogeneous data sources, determining the semantic correspondences among the data sources is a very complex and resource-consuming task and demands automated support. In this dissertation, we propose a comprehensive approach to detecting both schema-level and instance-level semantic correspondences from heterogeneous data sources. Semantic correspondences on the two levels are identified alternately and incrementally in an iterative procedure. Statistical cluster analysis methods and the Self-Organizing Map (SOM) neural network method are used first to identify similar schema elements (i.e., relations and attributes). Based on the identified schema-level correspondences, classification techniques drawn from statistical pattern recognition, machine learning, and artificial neural networks are then used to identify matching tuples. Multiple classifiers are combined in various ways, such as bagging, boosting, concatenating, and stacking, to improve classification accuracy. Statistical analysis techniques, such as correlation and regression, are then applied to a preliminary integrated data set to evaluate the relationships among schema elements more accurately. Improved schema-level correspondences are fed back into the identification of instance-level correspondences, resulting in a loop in the overall procedure. Empirical evaluation using real-world and simulated data that has been performed is described to demonstrate the utility of the proposed multi-level, multi-technique approach to detecting semantic correspondences from heterogeneous data sources.

Abstract:
The objective of this dissertation is to create a theoretical framework and mechanisms for automating dynamic schema evolution in a heterogeneous database environment. The structure or schema of databases changes over time. Accommodating changes to the schema without loss of existing data and without significantly affecting the day to day operation of the database is the management of dynamic schema evolution. To address the problem of schema evolution in a heterogeneous database environment, we first propose a comprehensive taxonomy of schema changes and examine their implications. We then propose a formal methodology for managing schema evolution using graph theory with a well-defined set of operators and graph-based algorithms for tracking and propagating schema changes. We show that these operators and algorithms preserve the consistency and correctness of the schema following the changes. The complete framework is embedded in prototype software system called SEMAD (Schema Evolution Management ADvisor). We evaluate the system for its usefulness by conducting exploratory case studies using two different heterogeneous database domains, viz., a University database environment and a scientific database environment that is used by atmospheric scientists and hydrologists. The results of the exploratory case studies supported the hypothesis that SEMAD does help database administrators in their tasks. The results indicate that SEMAD helps the administrators identify and incorporate changes better than performing these tasks manually. An important overhead cost in SEMAD is the creation of the semantic data model, capturing the meta data associated with the model, and defining the mapping information that relates the model and the set of underlying databases. This task is a one-time effort that is performed at the beginning. The subsequent changes are incrementally captured by SEMAD. However, the benefits of using SEMAD in dynamically managing schema evolution appear to offset this overhead cost.

Federal agencies rely extensively on information technology (IT) to perform basic missions. Arguably, public administration should be driving the theory, policy, and practice for managing these increasingly important resources. This is especially true as public organizations move to electronic government. Despite some maturation in the literature for managing IT in federal agencies in the last several years, public administration has contributed little to this effort. Other academic fields, such as information science, business administration, and practitioners from the federal government and related contractors have contributed more recently to the theory and practice of IT management at the federal level than public administration. This chapter analyzes federal IT management literature from several academic disciplines and government documents. The analysis compares federal IT management with a normative model of management maturity focusing on the strategic objectives for IT and related management approaches. Public administration’s minimal contribution to federal IT management raises profound questions whether federal agencies are performing commensurate with public expectations in an information age.

It puts the administration and its activities in the triangular relationship between politics, administration and citizens (Osborne & Gaebler, 1992). This chapter summarizes the application of new technologies to promote development and innovation in academic libraries in China. It is composed of four parts: 1) an introduction to the system platforms used to realize the new services; 2) an introduction to the progress made in constructing digital library (D-Lib) systems in recent years; 3) a summary showing how library space management and self-service burgeoned in recent years, such as with entrance guard and access systems, self-help circulation systems, RFID application, self-help printing and payment services, and library space and facility management; and 4) an example of the application of mobile technologies, including SMS (short message service), mobile library websites, etc., in libraries. Through analyzing the wide range of the application of information technology in library resources management, user services, and the library business process, the authors reveal that libraries have been advancing and how they keep pursuing innovative development to meet user demands in the new information environment.

In an effort to provide knowledge and skills essential for successful careers, the College of Business Administration (CBA) designed and offered a course in Fall 2000 consisting of four classes (marketing, management, computer information systems, and business communication) taught together in a block by a faculty team. The overarching goal of this course format was to present business as an interdisciplinary process, to link concepts to practice. The course was named BizBlock. The BizBlock experiment for the 2000-2001 academic year showed that misinformation that leads to unfulfilled expectations results in general student dissatisfaction. The imbalance and lack of integration among the four disciplines contributed to high dissatisfaction based on unfulfilled student expectations. The results of student feedback regarding BizBlock indicate that when properly informed, people consider even an unsatisfactory experience acceptable if it is what was expected.

Knowledge management refers to all management activities necessary for the effective creation, capture, exchange and management of knowledge. Knowledge management has always been the most important issue in human societies. Knowledge management became a discipline during the 80s, and the growing role of information technology has enabled the development of efficient KM tools using databases and common software. The current concept of knowledge management emerged, however, in the early 1990s and covered various fields such as business administration, public policy, information systems management, libraries, and information science. In health care, KM is developed mainly in the field of electronic health record management and management of the health organization. In this context, previous research in the business domain has been adapted and applied to health knowledge management. But health care poses different challenges and questions to KM because of its own nature). For the WHO, the main purpose of knowledge management is to bridge knowledge gaps between and within countries. Knowledge management deals with the development of systems and processes used to promote originality, creativity, intelligence and learning. The discipline of knowledge management has three main components (WHO): • People: who create, share and use knowledge and who collectively form an organizational culture that nurtures and encourages the exchange of knowledge; • Processes: methods for acquiring, creating, organizing, exchanging and transferring knowledge; • Technology: mechanisms that store and enable access to data, information and knowledge created by people in various locations.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

The explosion of the Internet has lead to a revolutionary way of doing business. Electronic commerce is currently estimated at $30 billion, but analysts predict that figure to grow to $400 billion by the year 2002. This leads to a tremendous need for skilled personnel who can handle both the technical and business aspects of e-commerce. One magazine article heading reads: "Looking for a New Job? Head for the Web." A recent announcement by U.S. Small Business Administration states that lack of technical expertise and lack of qualified IT employees are two of the major E-Commerce obstacles facing small firms. Working with the existing administrative infrastructure, Pace University's School of Computer Science and Information Systems has designed an interdisciplinary program, Master of Science in Information Technologies for Electronic Commerce. This short paper is an overview of the M.S. program.

In the current context, e-commerce has improved significantly as consumers have increased online shopping in different sectors of the economy. Therefore, the term “e-commerce” is becoming increasingly well-known and relevant for conducting business transactions. In addition, the current context of the COVID-19 pandemic has contributed to the extreme growth of e-commerce, and in the long term it will be a vital part of companies to achieve a greater competitive advantage as it offers benefits to the end consumer. However, it is important to note that there will be technological and non-technological limitations that will affect its growth. Nevertheless, the advance of information and communication technologies (ICTS) will tend to correct these limitations, consolidating the generalized increase of e-commerce worldwide. Consequently, it is pertinent that students of economics, administrative and accounting sciences, engineering, among others, expand their knowledge in e-commerce and thus be at the forefront of the different issues surrounding the digital transformation in companies and the digital economy.
