Abstract:
A ship’s combat readiness is significantly dependent on the technical worthiness of basic ship equipment and mechanisms. Technical worthiness is determined by operation rates and depends on the condition of equipment. While using military equipment, one may expect the wear and tear of systems resulting from physical ageing, operation or combat damage. The restoration of ship’s technical efficiency is completed after returning to the harbour or during operations at sea. The tasks of restoring technical efficiency are performed in harbours and in naval bases by ashore elements of the repair system. During operations at sea a crew is able, to a limited extent, to carry out basic technical maintenance. The restoration of the technical worthiness and efficiency of ship equipment depends on appropriate logistic support.

Abstract:
The paper deals with the statistical data processing algorithms in operation system of radio electronic equipment. The main purpose is analysis of data processing algorithm efficiency according to the analytical calculations and simulation results. During radio electronic equipment operation failures are possible. These failures affect on the equipment’s technical condition that can deteriorate. In case of condition-based maintenance, it is necessary to detect the time moment of deterioration beginning. Therefore, in this paper the deterioration detection algorithm was developed according to Neyman-Pearson criterion with a fixed sample size. The initial data are times between failures of radio electronic equipment, and these data can be identified by the exponential probability density function. The step-function model was chosen for failure rate change description. To estimate efficiency the operating characteristic was calculated. The simulation based on Monte-Carlo method confirmed the correctness of theoretical calculations.

Abstract:
Purpose. To develop the method for increasing the efficiency of the equipment’s maintenance and repair system, ensuring necessary level of operational reliability of the equipment, safety and reliability of the electric equipment with minimal expenses on operation. Relevance. Aging of the power equipment in railway power supply systems sharply raised a need for assessment of its states and degree of risk for operation outside rated service life. In critical conditions of technological processes and operational modes of the railways it is necessary to increase the equipment’s operational reliability. The scheduled maintenance and repair system whose main technical and economic criterion is the minimum of equipment’s downtimes on the basis of a rigid regulation of repair cycles, in the conditions of market regulations in the field of repair in many cases does not provide the optimal decisions due to insufficient financing. The solution of this problem is possible by improvement of the maintenance and repair system. Under these conditions the main direction for supporting the operational reliability of power electric equipment on TS is a development of the modern methods based on individual supervision over real changes of technical condition of power equipment. Scientific novelty. In this article the authors proposed an integrated approach, on the basis of which can be developed the effective maintenance and repair system for traction power supply systems. Proposed approach allowed to react quickly to changes of service conditions on traction substations, to control the technical condition of power electric equipment under the conditions of uncertainty, to establish interrelation between quality of service and operational reliability of the equipment, to choose a service strategy on traction substations. Practical importance. The validity of the developed method was confirmed by the results of calculations and practically by choosing the optimal maintenance's option for transformer TDTN-25000/150-70 U1 (ТДТН-25000/150-70 У1) on traction power supply substation.

Abstract:
Wastewater treatment requires energy-intensive technology. The demand for industrial and residential wastewater treatment is increasing, and it has been widely accepted that low energy consumption and high operating efficiencies are essential to achieve high operating benefits in wastewater treatment plants (WWTPs). In this study, characteristic parameters of equipment operation were collected and subject to statistical analysis for trend observations in combination with expert knowledge to monitor equipment operating conditions. A methodology was developed to monitor and assess operating efficiencies of industrial equipment while not interfering with the existing operation. The proposed methodology was applied to monitor the pump efficiency in a WWTP. The results showed that the new methodology resulted in real-time acquisition of statistical operating data and enabled online detection of abnormal pump operation. The energy loss to low operating efficiencies of a malfunctioning pump was prevented, thereby allowing the pump to operate at high efficiency with an extended equipment life.

Abstract:
Abstract The research aims to characterise the optimisation of a technological process depending on the main time parameters for production. The optimisation does not require to correct technical parameters of a system, but rather the organisational and managerial factors of the technological process. The workload is taken as an evaluation criterion, which factors in the probability distribution of time characteristics of computer process operations. Time characteristics that represent the performance of an operation influence the workloads of an operator and equipment, determining the productivity of the technological process. Analytical models were developed for the operational control of a production line efficiency considering the probability–statistical parameters pertaining to the performance of operations and technological equipment peculiarities. The article presents research results, which characterise the dependence of a production line efficiency on the type of equipment, and the duration of preparatory and final operations considering their probability. Under an optimal workload of the operator, the duration of the complete program changes linearly, regardless of the time required for the performance of operations by a computer without the involvement of the operator, and depending on the type of equipment. A managerial decision can be optimal under the condition that the factor of technological process efficiency (K_TP) tends to max. The developed method of analytical determination can be used to calculate the workload of both an operator and technological equipment. The calculations of the duration of a production line operation resulted in the methodology for the consideration of probability characteristics pertaining to the time distribution of the period required to perform operations, which influences the unequal efficiency of the production line. The probabilistic character of time distribution related to intervals of performed operations serves as a parameter in the management of technological process optimisation, which can be achieved using simulators of technological processes optimised in terms of their efficiency.

Abstract:
The results of implementing equipment qualification are analyzed. Such equipment is critical for the nuclear and technical safety of domestic nuclear power plants that are especially important for the implementation of the Program for extending the terms of out-of-project operation of power reactors that are capable of being used as powerful sources of electricity. Based on the comparison of published reliability indicators of domestic nuclear power plants before and after implementing the qualification, it is shown that still there are problems to be solved. The perspective of further enhancing the reliability of the operation of domestic nuclear energetics is considered, by implementing radiation functional testing methods that are been developed at the INR NAS of Ukraine for a long period. The basis of this method is detailed research and operational control of all processes that occur in critical equipment in any operating modes of nuclear reactors to form a resource history of the equipment and to provide operational information about the remaining resource and the expected time of its failure to an on-line object operator.

Fong, Hui Ni Grace. "Improving and maintaining the operational efficiency of a semiconductor equipment manufacturing warehouse." Thesis, Massachusetts Institute of Technology, 2015. http://hdl.handle.net/1721.1/101336.

Full text
Abstract:
Thesis: M. Eng. in Manufacturing, Massachusetts Institute of Technology, Department of Mechanical Engineering, 2015.<br>Cataloged from PDF version of thesis.<br>Includes bibliographical references (pages 85-86).<br>The present work addresses an operational inefficiency problem at a semiconductor equipment manufacturing warehouse, Varian Semiconductors Associates and Equipment (VSEA). This problem is important because if unresolved, the warehouse is unable to meet the part delivery time target of 24 hours during the busy period. The downstream effects of the late part delivery are delayed production schedules and in the worst case scenario, a missed shipment to the customer, which is very costly. In order to improve the efficiency of the warehouse so as to consistently deliver parts on time, the picking efficiency needs to be enhanced. Parts are primarily picked from two types of storage locations - GL shelves and Vertical Lift Modules (VLMs). The picking efficiency can be improved by the simultaneous reduction in workload on GL and improvement in the VLM picking efficiency. The first part of this thesis focuses on improving the picking inefficiency at the VLMs by employing a more efficient picking method. From our time study, we find that the pick-and-consolidate (parallel picking) is more efficient than pick-and-pass (sequential picking). The average makespan time savings per order by pick-and-consolidate is 8% (20 minutes). The second part of this paper discusses what is required to maintain a high VLM picking efficiency. New metrics to measure the workload distribution of the VLMs and the average flow time per order are proposed. Three dynamic slotting methods that maintain a balanced workload distribution across the VLMs without the need for periodic review are also examined. The methods are evaluated based on how balanced is the workload distribution across the VLMs and the cost of implementation.<br>by Hui Ni Grace Fong.<br>M. Eng. in Manufacturing

Abstract:
Thesis: M. Eng. in Manufacturing, Massachusetts Institute of Technology, Department of Mechanical Engineering, 2015.<br>Cataloged from PDF version of thesis.<br>Includes bibliographical references (page 75).<br>The work addresses the operational inefficiency problem in a semiconductor equipment manufacturing warehouse of Applied Material's Varian Semiconductor Business Unit. At Varian, the target part delivery time from the warehouse to the production floor is 24 hours. However, during busy periods, parts are not delivered on time. Late part delivery from the warehouse to the production floor could delay the machine laydown date, which in turn could result in late or missed shipment of tools to the customers, which can be very costly. To improve the efficiency and the reliability of the warehouse, picking efficiency is to be improved. Parts from the warehouse are picked from three picking locations- Vertical Lift Modules (VLMs), GL, and RK. VLMs are automated machines, while GL and RK are manual picking zones. Picking an order from GL takes the most amount of time. The overall picking efficiency at the warehouse can be improved by partially shifting the workload from GL to the VLMs, and by further improving the picking efficiency at the VLMs. The workload from GL to the VLMs is shifted by transferring fast moving parts from GL to the VLMs. The picking efficiency of the VLMs is improved by balancing the workload of all five VLM pods, and by employing a more efficient 'pick-and-consolidate' picking strategy. The workload at GL is decreased by 25% and the workload at VLMs is increased by 13%. Despite the increase in workload at VLMs, 23% time savings could be achieved by balancing the utilization of all five VLM pods. Additional time savings of 20 minutes per order (8%) could be achieved by using 'pick-and-consolidate' picking strategy over 'pick-and-pass' picking strategy.<br>by Paramveer Singh Toor.<br>M. Abstract:
The Marine infantryman is carrying too much weight in combat. This thesis analyzes the trade-offs between individual load weights and the value that a Distributed Operations squad receives from the equipment its members carry. We use multiple objective decision analysis principles to help determine the coefficients for an integer linear programming model. The optimization model prescribes equipment assignment to individual positions that maximizes squad mission success while meeting target weights for the individual Marine. Our findings indicate that significant improvements can be made to the Marine's combat load weight and equipment composition. The optimization model provides the squad with a more efficient combination of equipment while reducing the average weight of the combat load by more than 19 percent for both the assault load and the approach march load. Also, by balancing the loads across the members of the squad, the model reduces the variation of weight across the squad positions from as much as 38 percent to less than 2 percent for all loads. By examining the trade space between equipment weight and equipment value, we assist in the creation of future Marine Corps doctrine by providing senior Marine leaders a starting point analysis for addressing this difficult problem.

This was accomplished by using dynamic slotting to maximize and maintain high material throughput, eliminating the need for periodic reslotting. Multiple VLMs can be used in parallel picking operations to improve material throughput. Common industry practice is to periodically reslot items once an unbalanced workload is obvious. This thesis investigates a method to avoid periodic reslotting by using incoming parts as a means to maintain a balanced workload amongst VLMs. Three different part allocation strategies are compared, namely Randomization, Snake and Order Grouping to determine their effectiveness and respective feasibility. The three strategies are then crafted into logical systems that could be used to strategically place received parts and eliminate the need for periodic reslotting. The Snake method was found to be the most well suited for this particular situation due to the small order sizes. This method provides a 35% savings in pick time, which is equivalent to approximately 733 hours annually.<br>by Stephen Douglas Racca.<br>M. Eng. in Manufacturing

Abstract:
The main current challenges of the mining industry include aspects such leveraging the mine productivity, controlling costs and reducing environmental impacts. In most surface mining operations, overburden removal requires haulage over short distances. A comparison of different haulage options for short distances with respect to energy efficiency in open-pit mining is a key aspect for decision making, but only a limited number of recent research efforts have considered energy efficiency as a control variable in mining projects. Loading and haulage have an energy source that is highly dependent on fossil fuels. In addition, the equipment involved in these operations use tyres as an important input. There are many studies relating the fuel consumption and tyre wear to several performance indicators, but a methodology that identifies and prioritizes higher-impact variables under each specific operating condition is not available. This research proposes new methods using alternative equipment simulations for fuel consumption and tyre wear management. Such methods include multiple regression analysis, stochastic simulation and specialized software routines in order to identify and control operational performance variables related to diesel consumption, tyre wear and selection of new alternatives equipments. Considering alternative scenarios of equipment models, the results of the proposed method include a 14% reduction in specific fuel consumption and a 16% increase in productivity. Regarding the fuel management method, the reduction of diesel consumption reached 10%. For the tyre wear management method, the results indicated a potential to save up to 8.9 t of tyre rubber in only one quarter.<br>Na atualidade, a indústria de mineração possui como principal desafio alavancar sua produtividade, controlar custos e reduzir impactos ambientais.

碩士<br>國立交通大學<br>管理學院運輸物流學程<br>105<br>This study employed the material handling facilities in a TFT-LCD factory as a case study. We screened the set of critical parts for the material handling system from the historical data from the procurement and maintenance logs. Then, we conduct fitting analysis on the number of parts used for maintenance, the time between failures of the part to get the probability distribution of failure events for the critical parts. We formulated the corresponding simulation model for the material handling system based on the results of fitting analysis on the part consumption, the time between failures. Then, we used an enumeration approach to test different combinations of inventory levels of spare parts using the simulations, recorded the number of events in which the breakdown of the system lasts more than 8 hours (in short, BMT8). We pick the best combination of inventory levels of spare parts that meets the required conditions BMT8 is no more than 5 times with the minimum inventory holding cost. The framework and results of the proposed system simulation could serve an important support and reference on the decision of inventory levels of spare parts for the case company.

Abstract:
When considering the main trends in the development of modern autonomous objects (aircraft, combat vehicles, motor vehicles, floating vehicles, agricultural machines, etc.) in recent decades, two key areas can be identified. The first direction is associated with the improvement of traditional designs of autonomous objects (AO) with an internal combustion engine (ICE) or a gas turbine engine (GTD). The second direction is connected with the creation of new types of joint-stock companies, namely electric joint-stock companies( EAO), joint-stock companies with combined power plants (AOKEU).&#x0D; The energy efficiency is largely determined by the power of the generator set and the battery, which is given to the electrical network in various driving modes.&#x0D; Most of the existing methods for calculating power supply systems use the average values of disturbing factors (generator speed, current of electric energy consumers, voltage in the on-board network) when choosing the characteristics of the generator set and the battery. At the same time, it is obvious that when operating a motor vehicle, these parameters change depending on the driving mode. Modern methods of selecting the main parameters and characteristics of the power supply system do not provide for modeling its interaction with the power unit start-up system of a motor vehicle in operation due to the lack of a systematic approach.&#x0D; The choice of a generator set and a battery, as well as the concept of the synthesis of the power supply system is a problem studied in the monograph.&#x0D; For all those interested in electrical engineering and electronics.

Abstract:
AbstractThe main aim of the FENIX project is the development of new business models and industrial strategies for three novel supply chains in order to enable value-added product-services. Through a set of success stories coming from the application of circular economy principles in different industrial sectors, FENIX wants to demonstrate in practice the real benefits coming from its adoption. In addition, Key Enabling Technologies (KETs) will be integrated within the selected processes to improve the efficient recovery of secondary resources. In this sense, among the available KETs, the adoption of digital and advanced automated solutions allows companies to re-thinking their business strategies, trying to cope with even more severe environmental requirements. Among these technological solutions, the paradigm of Industry 4.0 (I4.0) is the most popular. I4.0 entails the development of a new concept of economic policy based on high-tech strategies and internet-connected technologies allowing the creation of added-value for organizations and society. Unlike the activities developed in T3.1, related to the development and implementation of simulation tools and models for the smartphones’ disassembly process optimization, here the attention has been spent in managing and optimizing a new semi-automated PCBs disassembly station. The disassembly of products is a key process in the treatment of Waste Electrical and Electronic Equipment. When performed efficiently, it enables the maximization of resources re-usage and a minimization of pollution. Within the I4.0 paradigm, collaborative robots (co-bots in short) can safely interact with humans and learn from them. This flexibility makes them suitable for supporting current CE practices, especially during disassembly and remanufacturing operations. D3.2 focuses on describing the semi-automated PCB disassembly process implemented at the POLIMI’s Industry 4.0 Lab, aiming to demonstrate in practice the benefits of exploiting I4.0 technologies in PCB disassembly processes. Results highlight how a semi-automated cell where operators and cobots works together can allow a better management of both repetitive and specific activities, the safe interaction of cobots with operators and the simple management of the high variability related with different kinds of PCBs.

Abstract:
In order to reduce operational risks and to improve the risk management and control level in substation, a substation operation safety monitoring and management system (3D2S2M) has been structured based on three-dimensional (3D) laser modeling technology. In this paper, we introduce how to build such a system and to describe its implementation details. A 3D lidar scanning technology is used to perform a holographic scan of the whole internal area in a substation to obtain color point cloud data of buildings and all equipment. Then, a novel 3D visualization safety monitoring and management system, named 3D2S2M, is developed by performing a 3D reconstruction of the point cloud data. Based on the real 3D scene model of 3D2S2M, the method of 3D distance measurement is used to replace manual on-site investigation for improving operation and maintenance efficiency. In addition, a real-time high-accuracy localization method is proposed, in order to identify and analyze the positioning and the behavior of the personnel, and the movement trajectory of the equipment. By combining positioning information and the electronic fence that used in 3D2S2M, risk levels of the personnel (or equipment) are evaluated and the corresponding alarm is issued to prevent dangerous behavior, thereby the operation risk is reduced in substation.

Abstract:
The mode of operation of induction motors (IMs) affects their performance. In most cases, motors are optimally designed for steady state operation. When operating in other modes, additional attention is required to the problems of energy efficiency. Induction motors are the most common type of electromechanical energy converters, and a significant part of them operate under conditions of periodic changes in the load torque. The work is devoted to solving the problem of increasing the energy efficiency of asynchronous motors of electromechanical systems with a periodic load, including pumping and compressor equipment. The traditional solution to this problem for compressor equipment is the optimal design of an IM under static conditions, as well as the use of flywheels, the use of an IM with an increased slip value and controlled IM with a squirrel-cage rotor and with frequency converters. In this work, the modes of operation of asynchronous motors with periodic loading are investigated. For this, complex mathematical models are developed in the simulation system. Such models are effective in modeling taking into account periodic load changes: repetitive transient processes, their possible asymmetry and non-sinusoidality, increased influence of nonlinearity of electromagnetic parameters. In complex mathematical modeling, the mutual influence of the constituent parts of the electromechanical system is taken into account. Simulation allowed quantifying the deterioration in energy efficiency under intermittent loading, in comparison with static modes. Criteria for evaluating quasi-static modes have been developed and areas of critical decrease in efficiency have been determined. The paper proposes and demonstrates a methodology for solving this problem. For this purpose, tools have been created for the optimal design of asynchronous motors as part of electromechanical systems with periodic loading. These tools include: complex mathematical models of electromechanical systems with asynchronous motors with periodic load, mathematical tools for determining the parameters of quasi-steady-state modes, the methodology of optimal design based on the criterion of the maximum efficiency of processes under quasi-steady-state modes of operation. The possibilities, advantages and prospects of using the developed mathemati-cal apparatus for solving a number of problems to improve the efficiency of electric drives of compressor and pumping equipment are demonstrated. It is shown that by taking into account quasi-static processes, the use of complex mathematical models for the optimal design of asynchronous motors with a periodic load provides an in-crease in efficiency up to 8 ... 10%, relative to the indicators of motors that are de-signed without taking into account the quasi-static modes. The areas of intense quasi-steady-state modes are determined using the devel-oped criterion. In these areas, there is a critical decrease in efficiency compared to continuous load operation. A decrease in efficiency is associated with a decrease in the amount of kinetic energy of the rotating parts compared to the amount of electromagnetic energy. In connection with the development of a frequency-controlled asynchronous drive of mechanisms with a periodic load, the relevance of design taking into account the peculiarities of quasi-static has increased significantly. For example, a variable frequency drive of a refrigerator compressor or a heat pump can increase energy efficiency up to 40%, but at low speeds, due to a decrease in kinetic energy, the efficiency can decrease to 10 ... 15%, unless a special design methodology is applied. This problem can be solved by using the complex mathematical modeling tools developed in the article.

Abstract:
A major problem in industries that use heat exchanger equipment cooled with water in their industrial processes is biofouling. In the design and operation of heat exchangers cooled with water, a coefficient of biological must be considered, which affects the efficiency of the equipment. For this reason, it is necessary to apply appropriate antifouling treatments to the design of each heat exchanger. In order to minimize the undesirable phenomenon of biofouling, various mitigation methods have been developed over the last 30 years, both online and offline, of a physical, chemical, or biological nature. Most of these methods are well contrasted and are applied in the regular operation of the facilities, although some methodology approaches are in the research and development phase. However, the application of most of these methods requires interrupting the production, periodically, in order to clean the biofouling, seriously damaging the performance and operation of the installation. The “online” methods to biofouling control are chemical (oxidizing, and non-oxidants), biological and physical treatments. Nowadays, other methodologies of biofouling mitigation that do not affect the environment are being investigated, although, until now, none have been found that are substitutes for chemical agents and that have the same or with higher efficiency.

Abstract:
The most commonly used method for control over the turbine island efficiency variation is turbine balance test. However, this test requires many various resources and is therefore rarely performed. Besides, such tests are performed for a simplified variant of the cycle that’s why the test results are not suitable for the real operational conditions. For these reasons the balance test can not solve a variety of important problems: - to keep track of heat losses caused by the deviation of the operational parameters from their optimal values and, overall, by an unsuccessful operation of the equipment; - to evaluate the heat losses caused by the equipment degradation which is necessary in order to optimize the start and duration of repair works; - to compare an operation quality of different units with different operational conditions. All the above mentioned problems can only be solved by using the efficiency monitoring systems. But for these monitoring systems to have practical significance the following principal requirements must be fulfilled: - the integral diagnostic factor has to be found; this factor must have a high sensitivity to the turbine cycle efficiency variation as well as to the variation of turbine cycle equipment conditions; - the low uncertainty of the diagnostic factor calculation results has to be provided, the uncertainty value must be sufficiently close to the one of the traditional test results. In the presented paper our experience of operating the online turbine cycle Efficiency Monitoring System is described.

Abstract:
The authors show that the adaptive friction clutch, which is optimal for a particular drive depends on the type of technological machines, formulated in the process of calculation and design of drive requirements for the level of protection of its elements and components against overload, the degree of responsibility of the machine operating conditions of the clutch, the transmission and the whole machine, type, and Kinematic scheme of the drive, and the techno-economic requirements and drive the car. The accuracy of the selected type of clutch, set in its calculations and design, depends on the predicted dispersion of the friction coefficient during operation, the location of the clutch in the drive (if there are other conditions than minimizing the total weight, dimensions and cost of the drive) and the requirements for the overall dimensions, weight and cost of the drive. The use of new friction materials with a high coefficient of friction in adaptive friction clutches with combined, positive-negative and positive feedback, as well as in clutches with a bifunctional control device is optimal, which will significantly increase the rated load capacity of the clutches.

Abstract:
Pressurized Fluidized Bed Combustion Combined Cycle Power Generation, namely, PFBC is the clean coal technology, utilizing gas turbine and steam turbine, which is high efficient and friendly to earth. In early 90’s, 70 MW class PFBCs had started demonstration and commercial operation all over the world. Kyushu Electric Power Company (KyEPCO) decided to apply this technology as the real commercial unit, the world largest capacity 360MW, and put into commercial operation in July 2001. To apply PFBC to the large-scale commercial plant, it is essential to demonstrate the higher efficiency than any other conventional coal firing units. In order to achieve this, the gas turbine with higher operation pressure and advanced supercritical steam condition for steam turbine were applied. The reduction by size and weight of the equipment is the vital must to realize large scale PFBC, as 360MW unit. To reduce the pressure vessel size, the unique design of hexagon furnace was applied to install it efficiently in smaller vessel. The plant has started commercial operation in July 2001 and has well demonstrated PFBC’s technology advantages as planned. It achieved the efficiency, 41.8% as net value based on HHV, which is the highest level among existing coal fired power plants. It also verifies smooth operation, 3%L/min of Load following capability, 3 hours of hot start-up, that is comparable to conventional pulverized coal fired unit.

Abstract:
Cooling is currently a serious issue for any manufacturing company, no matter what it is dealing with. Cooling affects all areas of production and relates directly to primary production or to the completion of final products. The ability to accurately manage large-scale electrical voltages has enabled many effective and significant innovations. These devices require high-efficiency electronics cooling. Dielectric fluids are also safe in contact with electronics. They can be used to cool various devices. They work without compromising the health of workers or harming the environment. Special devices called heat pipes are used more and more widely to transfer the excessive heat to a colder environment. The mechanical moving parts are removed. Pulsating (or oscillating) heat pipe present promising alternatives for the removal of high localized heat fluxes to provide a necessary level of temperature uniformity across the components that need to be cooled. PHP is a capillary tube (with no wick structure) bent into many turns and partially filled with a working fluid. Because the tube is thin, the liquid plugs and vapor bubbles are formed inside it. This article presents the results of experiments using heat pipes for cooling.

Abstract:
The operability and efficiency of critical pumping equipment is essential. A cost-effective tool that has proven valuable in predictive and preventive maintenance and in the avoidance of unscheduled pumping equipment outages is a comprehensive program of periodic hydraulic and mechanical performance audits. This paper explains how hydraulic and mechanical field testing can be conducted without interrupting plant operations using non-intrusive measurement equipment including: ultrasonic flow measurements, vibration signature analysis, and for electric motor driven pumps, power and dielectric condition analysis. Methods and requirements to conduct the audits will be discussed and a case study with cost benefit analysis is presented. Pumps are basically energy transfer devices. The energy of the pump driver, e.g. electric motor, steam or gas turbine, reciprocating engine, is transferred into the pumpage to move it through the system at sufficient pressure to overcome system losses and meet process requirements. It is the efficient transference of the applied energy that is a critical consideration in pump design and operation. Efficiency of operation is of interest to everyone. The pump designer is motivated to maximize pump efficiency to remain competitive given the increasing cost of energy. However, the designer must not get overly zealous in the quest for pumping efficiency sacrificing reliability and durability. The end-user wants the most efficient pump with longest mean time between repair (MTBR) intervals to both reduce operating cost and minimizing production losses. With the reasons for maximizing pumping efficiencies and longer MTBR intervals established, the value of periodic in situ performance testing or auditing becomes an increasingly valuable and cost effective predictive and preventative maintenance tool.

Abstract:
This paper considers the direct and indirect impacts on facility operations and financial performance resulting from the retrofits required to comply with the tighter emissions standards and more stringent operating requirements imposed by the Clean Air Act Amendments of 1990 (CAAA). While all large municipal waste combustors (&gt;250 tons per day) and many smaller units (&gt;250 TPD) have already made the initial financial and operational adjustments required by CAAA-induced changes, many small combustors preparing to comply with the Subpart BBBB requirements, have yet to experience these changes. Since most large WTE facilities only began operating under the new CAAA scenario during or shortly before December 2000, the long-term cost impacts of these changes are only now becoming clear. The Subpart BBBB standards are nearly identical to the standards imposed on large combustors. Each existing WTE facility operator affected by Subpart BBBB must determine whether the standards can be met with existing air pollution control devices and existing emission monitoring equipment, or if a facility retrofit is required. If a facility retrofit is required, the economics of continued operation as compared to alternative disposal options must be considered.

Abstract:
This past year’s hard work and significant changes have enabled CPHST—a division of the U.S. Department of Agriculture (USDA), APHIS Plant Protection and Quarantine (PPQ) program—to be an organization more capable and better aligned to support and focus on PPQ’s scientific needs. In 2007, CPHST developed the first PPQ strategic plan for CPHST. The plan shows where CPHST is going over the next 5 years, how it is going to get there, and how it will know if it got there or not. Moreover, CPHST plan identifies critical elements of PPQ’s overall strategic plan that must be supported by the science and technology services CPHST provides. The strategic plan was followed by an operational plan, which guarantees that the strategic plan is a living and breathing document. The operational plan identifies the responsibilities and resources needed to accomplish priorities in this fiscal year and measures our progress. CPHST identifies the pathways by which invasive plant pests and weeds can be introduced into the United States. CPHST develops, adapts, and supports technology to detect, identify, and mitigate the impact of invasive organisms. CPHST helps to ensure that the methods, protocols, and equipment used by PPQ field personnel are effective and efficient. All the work of CPHST is identified under one of the five program areas: Agricultural Quarantine Inspection and Port Technology, Molecular Diagnostics and Biotechnology, Response and Recovery Systems Technology, Risk and Pathway Analysis, and Survey Detection and Identification. CPHST scientists are leaders in various fields, including risk assessment, survey and detection, geographic information systems (GIS), molecular diagnostics, biocontrol techniques, methods and treatment, and mass rearing of insects. The following list outlines some of CPHST’s efforts in 2007: Responding to Emergencies, Developing and Supporting Technology for Treatments, Increasing Diagnostic Capacity, and Supporting Trade.
