When students begin learning about fractions, it is important for them to understand the relationships involved. The study of fraction concepts begins in the primary grades, and work with relational understanding starts in grades 3 through 5. In its Number and Operations Standards for grades 3-5, the NCTM (2000) states that students should “recognize and generate equivalent forms of commonly used fractions, decimals, and percents” (p. 148) and “investigate the relationship between fractions and decimals, focusing on equivalence. AbstractIn this study, we present a mathematical analysis distinguishing two conceptions of equivalence: proportional equivalence and unit equivalence. These two conceptions have distinct meanings in relation to equivalent fractions: one is grounded in proportionality, while the other is grounded in equal wholes. We argue that (a) the distinction of equivalence gives a unified framework of equal fractions that has not previously been described in the literature; (b) a conceptual understanding of both fraction equivalences is integral to understanding rational numbers; and (c) knowledge of both
