Abstract:
Abstract We determine the low-redshift X-ray luminosity function, active black hole mass function (BHMF), and Eddington ratio distribution function (ERDF) for both unobscured (Type 1) and obscured (Type 2) active galactic nuclei (AGNs), using the unprecedented spectroscopic completeness of the BAT AGN Spectroscopic Survey (BASS) data release 2. In addition to a straightforward 1/V max approach, we also compute the intrinsic distributions, accounting for sample truncation by employing a forward-modeling approach to recover the observed BHMF and ERDF. As previous BHMFs and ERDFs have been robustly determined only for samples of bright, broad-line (Type 1) AGNs and/or quasars, ours are the first directly observationally constrained BHMF and ERDF of Type 2 AGNs. We find that after accounting for all observational biases, the intrinsic ERDF of Type 2 AGNs is significantly more skewed toward lower Eddington ratios than the intrinsic ERDF of Type 1 AGNs. This result supports the radiation-regulated unification scenario, in which radiation pressure dictates the geometry of the dusty obscuring structure around an AGN. Calculating the ERDFs in two separate mass bins, we verify that the derived shape is consistent, validating the assumption that the ERDF (shape) is mass-independent. We report the local AGN duty cycle as a function of mass and Eddington ratio, by comparing the BASS active BHMF with the local mass function for all supermassive black holes. We also present the log N − log S of the Swift/BAT 70 month sources.

European Union regional policy is implemented through structural funds, such as the European Regional Development Fund (ERDF), which support investment in peripheral regions of the EU. We studied the effects of EU regional policy on key economic variables using a rare natural experiment setting. In 2007, parts of regions that were previously covered by the ERDF programme for Western Finland were reallocated to the ERDF programme for Northern Finland, with higher support intensity per capita. This area reallocation was caused by the newly adopted EU legislation regulating the classification of regional statistical areas. With a detailed postal code area dataset and a difference-in-differences estimator, we discovered desirable regional policy effects on unemployment and the number of jobs.

Abstract The aim of the article is to analyse the effectiveness of decision-making in the disbursement of funds from the ERDF for the selected tourism services. In the theoretical part of the article, the model for the assessment of the effectiveness of the ERDF management system was developed. This model is built based on the Propensity Score Matching (PSM) method, used to assess the effectiveness of community programmes. In the empirical part of the article, the verification of the model was carried out following the example of the tourism sector of the NUTS 2 region of Podlasie. The obtained results allow concluding that the developed deadweight assessment model can be used in practice for the evaluation of the efficiency of the ERDF management. The conducted research indicates that the method of Propensity Score Matching (PSM), using the Neyman-Rubin model based on counterfactual studies, allows assessing the decision-making effectiveness in the disbursement of funds from the ERDF. Creating counterfactual situations in the models of evaluation of infrastructural actions serves for the identification of the effect of an independent event. The effect of an independent event measures the negative, unintended consequences of the undertaken decisions. It informs about the loss of alternative possibilities of allocating funds for other purposes.

We assessed the implementation of operational programs (OPs) aimed at boosting the deployment of information and communication technologies (ICTs) in small and medium-sized enterprises (SMEs). We performed a three-stage slack-based measure (SBM) data envelopment analysis (DEA) model combined with the stochastic frontier analysis (SFA), which considered data and contextual factors reported from the European Union (EU) to appraise 51 OPs from 16 countries. Overall, we discovered that by eliminating the contextual factors, almost 27% of the OPs (14) attained efficient procedural results. The OP “Multi-regional Spain—ERDF” is widely perceived as a benchmark, irrespective of its contextual factors, remaining robustly efficient for data perturbations ranging from 5% to 10%. The “Number of Operations Supported” is the indicator that requires attention, both with or without the removal of contextual factors. Our findings suggest that more developed regions, with a greater proportion of ICT professionals, are associated with a poor utilization and allocation of ERDF funds to promote ICT adoption in SMEs. This could be attributed to an inability of SMEs to handle the complex bureaucratic processes of submitting and executing European Regional Development Fund (ERDF) initiatives. Consequently, it is vital to provide additional assistance that streamlines the management formalities and satisfies the needs of SMEs.

Summary This paper investigates the effects of EU regional support on firm productivity, the number of employees and other performance indicators. We use a rich firm-level dataset for Latvia – the country, where investment activities are largely affected by the availability of EU funding. After controlling for the fact that more productive and larger firms are more likely to acquire EU finds, we find that participation in projects co-financed by the European Regional Development Fund (ERDF) increases firms’ employment, turnover and capital stock per employee immediately, while it raises their productivity only two years after the launch of the projects. ERDF beneficiaries that are initially less productive, larger, less capital intensive and more financially leveraged enjoy larger productivity gains.

The Ibberson Laboratory is a centre established at the University of Sheffield, partly financed by the European Community's Regional Development Fund (ERDF), to provide support for manufacturing small and medium-sized enterprises (SMEs) in the South Yorkshire region of the UK. Initiated in November 1998, the Laboratory aids firms by providing technical expertise and access to advanced manufacturing equipment and manpower. These are applied in graduate placements and short-term projects that focus on new product/process development and technology transfer. This paper describes the background to the project and details the objectives, structure and operation of the Laboratory. A typical project scenario is outlined and the performance measures to be achieved in meeting the requirements of ERDF funding are discussed. Finally, the progress of the Ibberson Laboratory towards meeting these measures is reported.

Abstract:
We evaluated the implementation of European Regional Development Funds (ERDF) devoted to Thematic Objective (TO) 4 in 23 beneficiary European Union (EU) Member States (MS). The assessment of each country was made through the value-based data envelopment analysis (VBDEA) approach in three phases. In the first phase, it was possible to conclude that 43% of the MS were efficient in the implementation of the ERDF devoted to a low-carbon economy (LCE), and the reasons for their efficiency were mainly explained by their execution rate. After running the second phase for the inefficient countries, it was possible to obtain the improvements that must be made for these countries to “emulate” their peers at the efficient frontier. Finally, in the third stage, we incorporated political concerns in the evaluation of the implementation of the ERDF by including constraints on the ranking order of the weights. A robustness analysis was also carried out, according to which it was found that only 22% of the MS under evaluation remained surely efficient for tolerances of δ = 5% and δ = 10%, with Spain being the most robust country. Other countries such as Romania (surely inefficient for δ = 5%), Hungary, and the Czech Republic (the most inefficient) did not manage to implement these funds efficiently. Considering these findings, the EU needs to further promote policies that ensure economic benefits from investing in an LCE, specifically for countries with fewer resources, while also providing them with better financial conditions and know-how.

We evaluated the execution of the operational programs (OPs) committed to encouraging the adoption of information and communication technologies (ICTs) in small and medium-sized enterprises (SMEs). To achieve this goal, we employed a novel three-stage weighted Russel directional distance (WRDD) data envelopment analysis (DEA) model in conjunction with stochastic frontier analysis (SFA), which considers indicators officially mandated by the European Union (EU) and environmental factors, to evaluate 51 OPs from 16 EU countries. All in all, we concluded that by removing the environmental factors, about 30% of the OPs (16) reached an efficient procedural performance against 20% (10). The OP more frequently viewed as a benchmark regardless of the environmental factors is “Multi-regional Spain—ERDF” that remains robustly efficient within 5% and 10% tolerances. Without the removal of the environmental factors, the “number of operations supported” is the indicator that requires more attention from management authorities (MAs), whereas with their removal one-third of the OPs need to further reduce the “eligible costs decided” and improve “eligible spending”. According to our findings, more developed regions and a higher rate of ICT specialists seem to be related to an underuse of ERDF funds dedicated to boosting ICT in SMEs. These findings might be related to the administrative burden and the lack of ability of SMEs to deal with the various procedures for applying for and implementing European Regional Development Fund (ERDF) projects. Overall, it is critical to provide further support that simplifies administrative procedures and addresses SMEs’ specific requirements.

In the Brainport region, many different projects take place in the framework of EU co-financed programmes and initiatives. Between the different programmes and initiatives, these projects all have a different way to contribute to this development. Firstly, all projects contribute to the activities of organisations in the region. The subsidy that is linked to the projects gives the organisations in the region extra financial capacity, which allows organisations to do something extra besides their regular activities. The relations within Brainport are also very much developed with contributions of the projects of the EU programmes and initiatives. The projects in all programmes had an emphasis on connecting different organisations with each other and the development of new ecosystems. Therefore, especially the network dimension is developed thanks to the EU co-financed projects. The institutions in the region are almost undeveloped by the projects, because the projects have a duration period that is too small to contribute to this. Although some projects instigate the development of knowledge, this is to a far smaller degree than the instigation of entrepreneurial activities, because knowledge is used in the project as a means to do entrepreneurial activities.

Regional economic growth and development is triggered by a combination of many factors such as public sector intervention, national and regional policies, and private sector investments. Regional development funds, through the application of pertinent objectives, focusing, participation, and co-ordination can certainly make an important contribution on regional development. In Chile one of the main public sector policy instruments for regional development are the Regional Investment Funds. The role of these funds in the economic and social development of regions in difficulty or whose development is lagging has significantly increased in recent years. The country has had a regional development fund, the "Fondo Nacional de Desarrollo Regional" (FNDR) since the mid-1970s. This fund, modest in its beginning, was significantly increased starting in 1985 due to loans from the Inter American Development Bank. The FNDR has played an important role providing basic social infrastructure in regions. However, despite the increasing amount of resources channelled to regions, twenty five-years of existence of the FNDR, and almost a decade since establishment of Regional Governments in Chile, few improvements can be recorded in the way the Regional Funds are being used or on their overall effect on regional development. The main purpose of the study is to analyse the action of the regional development fund of Chile (the FNDR) and its relationship with the overall objective of regional development. Two different empirical approaches evaluated specific effects of the FNDR. The first was concerned with the analysis of particular aspects of the fund labelled as the "key elements" in the running of the FNDR. The second presents and compares the experience of a similar fund for regional development. The fund selected to carry out this comparison was the European Regional Development Fund (ERDF). The specific questions to the "key elements" address three different aspects of the existence and performance of the fund: questions 1 and 2 deal with the very existence or the overall aim of the fund; questions 3 and 4, with the way the fund is being allocated and used; and question 5 is rather different as it tries to explore the possibility of finding other potentials for regional development, not exploited as such, due to the dominance and statutory primacy of the fund.

En écho aux enjeux démographiques des sociétés postmodernes, les générations au travail font l’objet de nombreux écrits dans les médias grand public, la presse managériale et les revues académiques. Dans la majorité de ces travaux, les effets générationnels sont envisagés comme un phénomène de société qui s’impose aux organisations, sommées de s’adapter aux comportements des Générations Y et bientôt Z. Cette vision occulte les effets de la socialisation organisationnelle sur les nouveaux entrants. A partir des travaux de Joshi et al (2010, 2011), notre thèse croise les cadres théoriques des générations et de la socialisation organisationnelle pour explorer empiriquement le thème des générations organisationnelles. En effet, si les générations sont enracinées dans la temporalité, les entreprises ont une temporalité propre, avec des événements fondateurs, des tendances d’évolution et des modes de reproduction sociale. Dans cette thèse CIFRE en recherche-action, nous étudions la situation particulière d’ERDF qui fait face à un renouvellement générationnel massif. Nous combinons un pré-diagnostic qualitatif, une ethnographie de 17 mois dans une base technique renouvelée et un questionnaire (1182 répondants) pour comprendre en profondeur les effets de ce renouvellement massif. D’un point de vue managérial, nous proposons que les conditions particulières expérimentées par les jeunes recrutés à leur entrée dans l’entreprise conduisent à la naissance d’une nouvelle génération organisationnelle. Nous accompagnons l’entreprise dans la prise en compte de la durabilité des effets de cette expérience sur les attitudes au travail, au delà des effets Génération Y. D’un point de vue théorique, nous introduisons le concept d’empreinte générationnelle organisationnelle en tant que marque distinctive d’une génération organisationnelle. Nous définissons ainsi les conditions du travail qui marquent cette empreinte ; les mécanismes par lesquels l’empreinte se forme en soulignant la part des tensions de rôle ; et les antécédents qui engendrent une nouvelle génération organisationnelle. Dans ce cheminement, nous mettons à jour certains effets non anticipés du renouvellement, notamment sur les agents socialisateurs et sur la culture organisationnelle. Much is written down about generations at work in general media, managerial press and academic journals in connection with demographic stakes in postmodern societies. In most writings, generational effects are considered as a social phenomenon that imposes itself upon organizations, compelling them to adapt to Generation Y (and Z coming up) behaviors. This approach doesn’t take into account organizational socialization effects on newcomers. Building up on Joshi et al (2010, 2011) work, we bring together theoretical frameworks on generations and organizational socialization to empirically investigate organizational generations. Indeed, if generations are rooted in temporality, organizations have their own temporality, including founding events, trends and social reproduction modes. In this PhD dissertation, using action-research, we study the particular situation of ERDF (Electricité Réseau Distribution de France) which faces a massive generational renewal. We combine a qualitative pre-diagnosis, an ethnographic observation during 17 months and a survey (1182 respondents) to deeply understand the effects of this massive arrival. From a managerial point of view, we propose that the particular conditions that newcomers experiment at their entry in the company lead to a new organizational generation. We help the company to understand that this first experience of newcomers durably marks their attitudes at work, beyond Generation Y effects. From a theoretical point of view, we introduce the concept of organizational generational imprint as a distinctive mark of an organizational generation. We define the work conditions which mark the imprint; the mechanisms by which the imprint forms itself, underlying the part of role stress in them; and the antecedents that generate a new organizational generation. On the way, we reveal unanticipated effects of the renewal on insiders and organizational culture. Through our actions, we contribute to recognize the demanding effort required from insiders to integrate newcomers

The European Union uses a considered amount of the member states´ resources in the structural and cohesion funds to equalise income differences in the union and to induce growth to get economic cohesion between regions. An interesting and disputed question is if the funds are used in an effective way and if they reach their goals of economic growth. This is studied in the paper by a literature review and a following policy analysis which compare EU cohesion policy and academic knowledge. This question is addressed by performing a literature review of 16 articles about economic growth and its determinants in the European Union, and by comparing results from these studies with priorities of the main structural and cohesion fund’s policy, the investment priorities of European Regional Development Fund (ERDF). The paper concludes that seven out of 11 investment priorities correspond or fairly well correspond, to results from academic research of European growth. The study highlights the importance of the 11th investment priority, which is regional governments´ quality and its impact on the structural and cohesion funds´ growth efficiency. The paper also concludes that a well-adopted policy change would be to increase the status and importance of the 11th investment priority of the ERDF and the overall EU cohesion policy.

Tato práce se zabývá rozvojem dopravní infrastruktury Ústeckého kraje a využitím fondů EU pro její spolufinancování. V první části práce je podána základní charakteristika kraje s podrobným popisem celé sítě jeho dopravní infrastruktury. Následuje vyhodnocení dopravní infrastruktury a analýza potřeb jejího rozvoje s výběrem několika klíčových projektů. Třetí kapitola poskytuje přehled finančních nástrojů rozvoje dopravní infrastruktury využívaných v ČR, největší část je věnována fondům EU a operačním programům v období 2004-2006. Ve čtvrté kapitole jsou pak popsány konkrétní projekty podporované fondy EU v Ústeckém kraji s celkovou analýzou využití prostředků EU v období 2004-2006. Nakonec pátá kapitola ozřejmí velký potenciál programovacího období 2007-2013 pro rozvoji dopravní infrastruktury. Možnosti využití operačních programů jsou nastíněny na potenciálních projektech v Ústeckém kraji.

Hlavním cílem práce je navrhnout metodiku hodnocení dopadů programu SROP na rozvoj cestovního ruchu v krajích ČR a dle zvolené metodiky hodnocení provést. Práce se skládá ze tří částí. V první části je přiblížena základní struktura programu, implementační struktura a stručný postup administrace projektů. Ve druhé části práce jsou prostřednictvím charakteristiky podpořených projektů přiblíženy jednotlivé priority programu SROP; zejména priorita 4 ? Rozvoj cestovního ruchu. Ve třetí části je navržena metodika a na jejím základě následně provedena analýza dopadů programu SROP na rozvoj cestovního ruchu v krajích ČR. Nedílnou část práce přestavují přílohy, které obsahují např. seznam použitých zkratek, definice často používaných pojmů, seznam a definice monitorovacích ukazatelů využitých při analýze efektivnosti programu a fotodokumentaci podpořených projektů.

The thesis deals with utilisation of EU funds regarding tourism development in Vysočina region. Theoretical part is concerned with tourism and its relation to regional development. Tourism issues and tourism development is seen from both Czech Republic and European Union point of view. Authorities which deals with tourism management at above mentioned levels are introduced here. Economic and social politics by which tourism support from EU funds is implemented are mentioned also. Practical part of the thesis deals with possibilities of utilisation of the funds for tourism development in Vysočina region. In addition to the basic characterization of the region and his tourism supply, with the help of analyses of particular calls and through all realized projects the thesis summarizes the possibilities of utilisation of the funds for tourism development in Vysočina region.

AbstractWe assessed the execution of European Regional Development Funds (ERDF) allocated to promote a Low-carbon economy (LCE) in 23 EU Member States (MS). Each MS is evaluated using the Value-Based Data Envelopment Analysis (VBDEA) method. In the first stage, the efficient MS were identified, and the major reasons that might affect the efficient performance of the ERDF. From the results obtained, 43% of the MS were deemed efficient in the application of ERDF committed to fostering an LCE, and these results were mostly justified by their financial spending rate. At the second stage of the analysis, the changes that needed to be done by inefficient MS to “try and replicate” their efficient counterparts were computed. Furthermore, from the robustness assessment conducted it was possible to show that with thresholds of δ = 5% and δ = 10%, 22% of the MS managed to attain a robust efficiency. While Spain is the leading country in terms of robustness efficiency, Romania (robustly inefficient for δ = 5%), Hungary, and the Czech Republic (the worst in the ranking of inefficient MS) could not apply these funds properly. Given this information, the EU should continue to push policies that secure financial opportunities from engaging in LCE, particularly for MS with limited financial capacities, while still supplying them with improved funding mechanisms and technical expertise.

AbstractWe employ a three-stage data envelopment analysis (DEA) model coupled with Stochastic Frontier Analysis (SFA) by using data made freely available by the European Commission, to evaluate the procedural efficiency of 51 OPs from 16 countries committed to fostering the adoption of Information and Communication Technologies (ICT) in small mid-sized enterprises (SMEs). We depart from the results obtained in the previous Chapter with two DEA models, specifically the Slack Based-Measure (SBM) and the Weighted Russel Directional Distance (WRDD) model. Firstly, we adjust the input and output factors through the SFA by removing the influence of environmental factors and statistical noise. Secondly, we instantiate the previous DEA models with adjusted factors, to compute new efficiency factors. All in all, we observed that by removing these contextual effects, nearly 27% of the OPs (14) vs. 30% of the OPs (16) using the SBM and the WRDD approaches, respectively, achieved efficient procedural outcomes, compared to 20 percent (10) without the consideration of these factors. The OP “Multi-regional Spain - ERDF” is commonly considered a benchmark regardless of the model and contextual environment. The ‘number of operations supported’ is the measure that necessitates more consideration, with or without the elimination of environmental factors, irrespective of the DEA model used. Our findings imply that more developed areas with a higher number of ICT specialists tend to have lower use of ERDF funds committed to promoting ICT adoption in SMEs. These findings might be attributable to administrative practices and SMEs’ failure to manage the complicated technicalities involved in submitting and executing European Regional Development Fund (ERDF) project proposals. As a result, it is critical to provide the extra help that reduces managerial requirements while also meeting the demands of SMEs.

AbstractThis work is mainly aimed at evaluating the reasons behind the inefficient execution of Operational Programs (OPs) aimed at promoting research and innovation (R&I), especially in small and medium-sized enterprises (SMEs). To achieve this goal, we employed a three-stage slack-based measure (SBM) data envelopment analysis (DEA) model combined with Stochastic Frontier analysis (SFA), which includes a multiplicity of achievement metrics and environmental factors, to evaluate 53 OPs from 19 countries. Our findings suggest that more developed regions (proxied by a higher Gross Domestic Product (GDP) per capita) do not make an efficient application of European Regional Development Funds (ERDF) aimed at fostering R&I in SMEs. Also, a greater proportion of the population with a university degree does not imply an appropriate use of ERDF devoted to R&I in SMEs. Lifelong learning is positively linked with the performance of the outcomes “Researchers Working in Improved Infrastructures” and “Enterprises Supported”. Research and development (R&D) expenditures in the public sector contribute favorably to the needed improvements in “Researchers Working in Improved Infrastructures” but have the reverse effect on the number of “Enterprises Supported” and “Enterprises Working with Research Institutions”. Furthermore, because R&D expenditures in the business sector have a positive impact on the necessary development of “Enterprises Working with Research Institutions”, these results appear to demonstrate that public R&D has a weaker influence on SME innovation than private R&D. Finally, innovative SMEs collaborating with other sources of knowledge show a positive effect on both the number of “Enterprises” and “Enterprises Working with Research Institutions” supported.

As a result, we employed two different data envelopment analysis (DEA) models to evaluate 51 OPs from 16 countries, contemplating data provided to the European Union (EU). All in all, we observed that almost 20% of the OPs (10) achieved efficient procedural outcomes, with the slack-based method (SBM) and with the weighted Russel Directional Distance model (WRDDM), respectively. Two of the OPs most frequently viewed as benchmarks were in Spain (the country that uses “vouchers” simplifying processes), remaining robustly efficient for data perturbations of 5% and 10%. The ‘number of operations supported’ is the metric that necessitates more consideration according to both models. Overall, these findings show the robustness of results with both methods, highlighting a higher discriminatory power of the second method, particularly for inefficient OPs. Finally, the unsuccessful findings attained might be linked to bureaucratic procedures and SMEs’ incapacity to deal with the complicated processes involved in obtaining and implementing European Regional Development Fund (ERDF) proposals. As a result, it is critical to provide the extra help that reduces managerial requirements while also meeting the demands of SMEs.

AbstractWe examine the main existing challenges that currently arise in the assessment of European Union (EU) funds devoted to three thematic objectives (TOs): Research and Innovation (R&I); Low-carbon economy (LCE); and Information and Communication Technologies (ICT). In this regard, a literature review on the European Regional Development Fund (ERDF) initiatives is performed, with a special focus on the Portuguese (PT) case, also addressing their assessment and reporting practices. Data systematization is coupled with the European Commission (EC)’s main guidelines and with the guidance recommendations brought by Management authorities (MA) for the 2014–2020 period. A bibliometric analysis is conducted to further understand the current research interest in the evaluation of EU funds, and the type of assessment methods and reporting practices employed. Most of the approaches rely on cost–benefit analysis and place less attention on data availability, variable selection, and monitoring/assessment options. The selection and application of the framework indicators, either related to their financial execution or achievement, are assumed as critical factors concerning the monitoring, reporting, and assessment processes. Our findings emphasize the need for harmonization and simplification of the reporting techniques, also highlighting the sparse data availability and some reporting conflicts.

ABSTRACTThis research presents several machine learning algorithms and prediction models to anticipate the European Structural and Investment Funds (ESIF) application in different European Union (EU) countries. These analyses start with data training from 2014 to 2020 ESIF, to test and predict the application of the future ESI Funds for 2021–2027. We deliver an analysis focused on the priorities of each fund, highlighting the differences between the programs in different time periods. In the framework of the European Regional Development Fund (ERDF), we will specifically address the assessment of the following themes: support innovation of small and medium-sized businesses, to greener, low-carbon, and resilient projects with enhanced mobility. In what concerns the European Social Fund (ESF), we will evaluate projects that promote and increase the EU’s employment, social, education, and skills policies, including structural reforms in these areas. Regarding the cohesion funds (CF), we will be targeting the improvements between the two ESIFs, looking at projects in the field of environment and trans-European networks in the area of transport infrastructure (TEN-T). In summary, we will be looking at the future of ESIF through the glasses of artificial intelligence.

The programmig period 2007-2013 provides a lot of opportunities to build the framework for future intervention in oder to address the topics relevant for Europe 2020. The lack of the ICT skills and digital literacy are the main problems faced by different people looking for a job or for a better connection. The local administrative units form Romania are implementing projects financed both by ESF and ERDF in 2007-2013 programming period aiming both the improvement of the local educational infrastructure and quality of the educational process. In 2008 , growth poles were established in Romania as cores for urban development in compliance with European and national policies and they include an urban nucleus and its rural surroundings. The ERDF financed project in these units could play an essential role in increasing ICT skills for local people and digital literacy as a premise for a better quality of life. The growth pole Brasov has an important project portofolio that could be a starting point to overcome the lack of digital skills. Brasov growth pole study case will present the main projects which are implemented by the local authorities as members of the association managing the growth pole and the future perspective for eLearning activities as well as e-business and e-Government activities. The real challenge for local public authorities will be how to assure an effective management of the these centers in order to provide relevant content for the consumers taking into account the specific assignments of local public authorities. In addition to educational infrastructure and local objectives in line with EU Digital Agenda, an effective management is needed.

This work was carried out within the framework program KONTAKT-II project, LH12224 “Modeling and investigation of hypothetical non-standard situations at nuclear reactors of new type”, experimental work has been partly supported by the SUSEN Project CZ.1.05/2.1.00/03.0108 (European Regional Development Fund (ERDF)).
