Abstract:
Extremely large trucks with a weight exceeding the standard require a permit before they are allowed to cross the bridges of a specific route. For the purpose of safety, an escort is often employed to maintain a distance between vehicles and to ensure that the bridge load remain below the allowed maximum. Given that the speed of these large vehicles is quite slow and that the amplitude of vibrations normally declines when the vehicle mass is large, a minor dynamic amplification of the bridge response is expected. However, some of these large trucks have a unique feature characterized by “multiple equally-spaced axles”, something that is uncommon in normal vehicle. The application of axle forces at equal intervals can dynamically excite bridges to a considerable extent, even at low speeds. These “critical” low speeds are estimated a priori from the axle spacing of the truck and the main frequency of vibration of the bridge. This paper demonstrates that when the “critical” speed is unavoidable, a relatively high dynamic allowance must be added to static calculations before granting a permit to a long heavy vehicle.

Abstract:
Autonomous unmanned aerial vehicles work seamlessly within the GPS signal range, but their performance deteriorates in GPS-denied regions. This paper presents a unique collaborative computer vision-based approach for target tracking as per the image’s specific location of interest. The proposed method tracks any object without considering its properties like shape, color, size, or pattern. It is required to keep the target visible and line of sight during the tracking. The method gives freedom of selection to a user to track any target from the image and form a formation around it. We calculate the parameters like distance and angle from the image center to the object for the individual drones. Among all the drones, the one with a significant GPS signal strength or nearer to the target is chosen as the master drone to calculate the relative angle and distance between an object and other drones considering approximate Geo-location. Compared to actual measurements, the results of tests done on a quadrotor UAV frame achieve 99% location accuracy in a robust environment inside the exact GPS longitude and latitude block as GPS-only navigation methods. The individual drones communicate to the ground station through a telemetry link. The master drone calculates the parameters using data collected at ground stations. Various formation flying methods help escort other drones to meet the desired objective with a single high-resolution first-person view (FPV) camera. The proposed method is tested for Airborne Object Target Tracking (AOT) aerial vehicle model and achieves higher tracking accuracy.

Nowadays, children are more likely to use motorized transportation modes to go to and from school. This paper focuses on examining the relationship between neighbourhood safety and primary-aged children walking to and from school on their own; across different socio-economic areas in Tehran. Self-reported parental and children surveys and urban design measurements were used to determine the influence neighbourhood safety factors have on the choice of children’s school transportation mode. The results reveal that parents and children with negative perceptions of neighbourhood safety tend to use motor vehicles or to escort their children while walking to and from school. Abstract:
The main tasks for which canine units of law enforcement agencies of Ukraine use search dogs are: inspection of various areas and search operations to identify persons who have committed or intend to commit offenses, their odors and things, detection of persons moving or hiding in the condition of limited visibility in the area; prosecution of offenders, their detention, protection and escort; inspection of trucks and localization of persons hiding in these vehicles; odorological identification of odorous traces of detainees and their belongings; strengthening the personal security of law enforcement officers during their service; psychological impact on offenders. The fundamentals for the active use of dogs in official activities are the physiological features of the olfactory analyser and the physical capabilities of the dog's body. The most common breeds used to perform the outlined tasks are: German shepherd, Bloodhound, Belgian shepherd (Malinois) and others. The article reflects the comparative characteristics of the working qualities of search dogs of German and Belgian (Malinois) shepherd dogs of different sexes and ages. The study was conducted on service dogs in the Canine Training Center of the State Border Guard Service of Ukraine located in Velyki Mosty, Sokal district, Lviv region. The working qualities of search dogs were assessed by the skills of obedience, protection, pursuit of a person on his odor trail, secure of the area and detection of a person hiding and moving, selection of odorous objects (things), search and detection of objects (things). It is fixed that the working qualities of search dogs are influenced by breed and sex. Among the males of the German and Belgian (Malinois) Shepherd breeds, the service dogs of the German Shepherd breed were noted for the best working qualities, and among the female – the Belgian Shepherd (Malinois) breeds. A generalized assessment of all four sections of the studied breeds showed that the best performance was in males of the German Shepherd breed (325.4 points) and females of the Belgian Shepherd breed (Malinois) (325.9 points), and among individuals of different sexes – males compared to females of the German Shepherd breed and females compared to males of the Belgian Shepherd (Malinois) breed. Two-year-old males and one-year-old females of the German shepherd breed and two-year-old females of the Belgian Shepherd breed (Malinois) were noted for the best working qualities in terms of skills to be evaluated. As for males of the last breed, their testing qualities almost did not depend on age. The strength of the influence of the breed of service dogs on their working qualities in the skills to be assessed ranged from 0.6 to 6.8 %, sex – from 0.1 to 7.3 % and age - from 0.1 to 11.4 %. The general assessment of service dogs in all sections was generally influenced by their age (1.6 %).

Exosomes are extracellular vesicles with a diameter of 30–100 nm, which are released into the extracellular space by fusion of multivesicular and plasma membranes. These vesicles actually play a distinct role in cell communication, although they were considered as membrane debris in the past. The endosomal sorting complex required for transport (ESCRT)-dependent and ESCRT-independent mechanisms are currently considered to be involved in the sorting of exosomes, and the release of exosomes is related to the members of Rab protein family and SNARE family. In recent years, the therapeutic potential of exosomes has become apparent. For example, via the direct transplantation of exosomes, the ischemic area after stroke is reduced, and the neurological function is improved significantly. Furthermore, they can be used as effective drug delivery vehicles due to their unique characteristics such as low immunogenicity and nanometer size. In conclusion, exosomes provide a cell-free treatment for ischemic stroke.

Although he was the car’s registered keeper, the Police (rightly) suspected that it was stolen. They seized it under section 19 of the Police and Criminal Evidence Act 1984 (“PACE”). In this they acted lawfully. They questioned Costello but never actually prosecuted him—despite the original vehicle identification and engine numbers’ having been ground off; Costello’s having acquired the car through a “friend” with multiple convictions for handling stolen cars; and his keeping a “car ringing kit” for forging registration numbers under the back seat.

Hedgehog (Hh) is a secreted morphogen involved in both short- and long-range signaling necessary for tissue patterning during development. It is unclear how this dually lipidated protein is transported over a long range in the aqueous milieu of interstitial spaces. We previously showed that the long-range signaling of Hh requires its oligomerization. Here we show that Hh is secreted in the form of exovesicles. These are derived by the endocytic delivery of cell surface Hh to multivesicular bodies (MVBs) via an endosomal sorting complex required for transport (ECSRT)–dependent process. Perturbations of ESCRT proteins have a selective effect on long-range Hh signaling in Drosophila wing imaginal discs. Of importance, oligomerization-defective Hh is inefficiently incorporated into exovesicles due to its poor endocytic delivery to MVBs. These results provide evidence that nanoscale organization of Hh regulates the secretion of Hh on ESCRT-derived exovesicles, which in turn act as a vehicle for long-range signaling.

It is common for a large motorbike convoy to cause accidents, both between large motorbike riders and other vehicle riders. This is due to the fact that the speed of the large-sized motorbikes itself can be said to be quite fast, coupled with the behavior of some of these riders who sometimes like to run red lights and put aside the traffic signs, which often results in accidents. Based on this factual background, the legal issues examined in this study are: What is the authority of the police in escorting large motorbike convoys and what is the responsibility of the police in implementing the convoy when accident victims occur on the road. The type of research used in this research is normative legal research. The results of this research are that the authority of the police apparatus in providing escort for large motorbike convoys is the provision of Article 14 letters a and 18 paragraph (1) of Law no. 2 of 2002 concerning the National Police of the Republic of Indonesia and Article 12 letter e of Law No. 22 of 2009. These provisions basically constitute the authority of the police apparatus to carry out the regulation, guarding, escort and patrol of community and government activities as needed, and to give the authority to act according to their own judgment in the public interest. The responsibility of the police is to carry out the convoy in the event of a victim of an accident on the highway in order to maintain order and ensure security, safety, orderliness and smoothness of road transportation.

ABSTRACTObjectivesWe aimed to determine the rate of adverse events during interfacility transport of cardiac patients identified as low risk by a consensus-derived screening tool and transported by primary care flight paramedics (PCP(f)).MethodsWe conducted a health records review of adult patients diagnosed with a cardiac condition who were identified as low risk by the screening tool and transported by PCP(f). We excluded patients transported by an advanced care crew, those accompanied by a clinical escort from hospital, and those transported from a scene call, by rotary wing or ground vehicle. We recorded patient and transportation parameters using a piloted-standardized collection tool. We defined adverse events during transport a priori. We report descriptive statistics using mean (standard deviation), [range], (percentage).ResultsWe included 400 patients: mean age 66.9 years old, 66.5% male. Mean transport duration was 136.2 (74.9) minutes. Most common comorbidities were hypertension (50.3%) and coronary artery disease (39.5%). Most transports originated out of Northern Ontario and were for cardiac catheterization (61.8%) or coronary artery bypass grafting (26.8%). Overall, the adverse event rate was low (0.3%), with no serious event such as cardiac arrest, death, or airway intervention.ConclusionsA screening tool can identify cardiac patients at low risk for clinical deterioration during air-medical transport. We believe patients screened with this tool can be transported safely by a PCP(f) crew, leading to potentially significant resource savings.

Abstract:
Objective The provision of healthcare services to inmates in correctional facilities is costly and resource-intensive. This study aimed to estimate the costs of transporting prisoners from 11 Queensland correctional facilities to the Princess Alexandra Hospital Secure Unit (PAHSU) in Brisbane for non-urgent specialist outpatient consultations and identify the cost consequences that would result from the substitution of face-to-face visits with telehealth consultations. Methods A 12-month retrospective review of patient activity at the PAHSU was conducted to obtain the number of transfers per correctional facility. The total cost of transfers was calculated with estimates for transport vehicle costs and correctional staff escort wages, per diem and accommodation costs. A cost model was developed to estimate the potential cost savings from substituting face-to-face consultations with telehealth consultations. A sensitivity analysis on the cost variables was conducted. Costs are reported from a government funding perspective and presented in 2016 Australian dollars (A$). Results There were 3539 inmate appointments from July 2015 to June 2016 at the PAHSU, primarily for imaging, general practice, and orthopaedics. Telehealth may result in cost savings from negligible to A$969 731, depending on the proportion, and travel distance, of face-to-face consultations substituted by telehealth. Wages of correctional staff were found to be the most sensitive variable. Conclusions Under the modelled conditions, telehealth may reduce the cost of providing specialist outpatient consultations to prisoners in Queensland correctional facilities. Telehealth may improve the timeliness of services to a traditionally underserved population. What is known about the topic? Specialist medical services are located in only a few metropolitan centres across Australia, which requires some populations to travel long distances to attend appointments. Some face-to-face specialist outpatient consultations can be substituted by telehealth. What does this paper add? Prisoners from correctional facilities represent one specific population that requires complex travel arrangements for specialist medical appointments. Transportation of prisoners for specialist health appointments represents a substantial cost to the government. This paper quantifies the annual cost in Queensland for transporting prisoners, taking into account fuel and vehicle costs, staff wages, per diem rates, and accommodation. In addition, it quantifies the costs of substituting face-to-face consultations with telehealth consultations. What are the implications for practitioners? This research encourages practitioners to consider using telehealth services for prisoners, as well providing an argument for tertiary centres to include telehealth as a model of care for this population. Telehealth can result in major cost savings and state and federal governments should consider implementation especially in Australia where correctional facilities and specialist services are separated by great geographic distances.

Abstract:
Objectives: In this article, we aim to compare the contamination rates between neckties physicians in a large Brazilian hospital to those of lawyers. We also intend to compare the contamination rates between neckties and shirts from those two groups. We believe that neckties often serve as a fomite, carrying potentially harmful bacteria and, directly or indirectly, contaminate patients. Methods: We collected swab samples from doctors´ neckties and shirts at a large teaching hospital in São Paulo city center and assessed their degree of contamination. The findings were compared against necktie and shirt swab samples taken from law students (control group) of a University in Sao Paulo city center. The contamination levels of both fomites were assessed, together with the susceptibility profile of bacteria not from normal microbiota. Results: Contamination of doctors´ neck ties was greater than that of law students´ neckties (p<0.05), where pathogenic bacteria were detected in both groups. No statistically significant difference in contamination of shirts was found between the groups. Bacteria that make up normal human microbiota (Staphylococcus epidermidis, Staphylococcus aureus, Micrococcus sp, and Bacillus subtilis) were the most prevalent. Conclusions: In this study, both pathogenic bacteria and normal microbiota bacteria were found, highlighting the susceptibility of neck ties of doctors and law students to bacterial contamination. These garments can act as a vehicle for spreading antibiotic-resistant bacteria in the community.Keywords: Microbiology, Cross Infection, Fomites, Clotings, Humans RESUMOIntrodução: Diversos objetos podem agir como fômites para a contaminação bacteriana. Jalecos, aventais e camisas são normalmente higienizados, enquanto gravatas não. Estas poderiam transportar microorganismos capazes de colonizar outras áreas e, direta ou indiretamente, contaminar indivíduos debilitados. Assim, mesmo médicos que realizam higienização adequada das mãos podem se recontaminar pelo contato com gravatas. Materiais e métodos: Coletamos amostras com swabs das gravatas e camisas dos médicos de um hospital escola de grande porte no centro de São Paulo e avaliamos seu grau de contaminação. Comparamos os achados a um grupo controle com swabs de gravatas e camisas de estudantes de direito de uma universidade no centro de São Paulo. avaliamos as possibilidades da contaminação das foram avaliadas para ambos os fômites, além do perfil de sensibilidade das bactérias que não pertencem à microbiota normal. Resultados: A contaminação das gravatas de médicos foi superior à de advogados (p<0,05), evidenciando bactérias patogênicas em ambos os grupos. Não houve diferença estatisticamente significante na contaminação de camisas entre os grupos. Bactérias que compõem a microbiota normal humana foram mais frequentes (Staphylococcus epidermidis, Staphyococcus aureus, Micrococcus sp, bacilo Subtilis). Discussão: Neste estudo, encontramos bactérias patogênicas e bactérias da microbiota normal, evidenciando a susceptibilidade das gravatas de médicos e estudantes de medicina à contaminação bacteriana, podendo atuar na comunidade como meio de transporte para bactérias resistentes aos antibióticos.Descritores: Microbiologia, Infecção Hospitalar, Fômites, Roupas, Humanos

Abstract:
CONTEXT: Progressive glomerular sclerosis is a condition characterized by the accumulation of glomerular extracellular matrix and a decrease in the number of glomerular cells. The mechanisms involved in the progressive loss of glomerular cells are not well understood but may involve the process of apoptosis. The principal mediators for the apoptotic pathway are a class of protease enzymes called caspases. It is not known how other therapeutic protease inhibitors affect the caspase cascade and therefore whether they would be effective in preventing excessive apoptosis in the late stages of progressive glomerular sclerosis. OBJECTIVE: To evaluate whether an inhibitor of the HIV-1 viral protease Ac-Leu-Val-phenylalanine (PI) could inhibit apoptosis in immortalized mesangial cells. DESIGN: Experimental. SETTING: Nephrology Division, Universidade Federal de São Paulo/Escola Paulista de Medicina. PARTICIPANTS: Immortalized mesangial cells. PROCEDURES: Cell culture. MAIN MEASUREMENTS: Viability and rate of apoptosis. RESULTS: Immortalized mesangial cells were treated with staurosporine (at concentrations of 10-100 nM for 8-28 hours) to induce apoptosis. Staurosporine at 10 nM for 8 hours had no effect on viability, but did cause a significant increase in the rate of apoptosis (p = 0.0411, n = 6). Increasing the incubation time elicited a greater increase in the rate of apoptosis (p = 0.0001, n = 6), although there was also a significant decrease in viability (p=0.0002). Increasing the concentration of staurosporine to 100 nM resulted in a marked increase in apoptosis (p <0.0001) but resulted in unacceptable viability (<40%, p <0.0001, n = 6). CONCLUSIONS: Incubation of immortalized mesangial cells with PI (900 nM) alone for 2-24 hours had no effect on cell viability or the rate of apoptosis when compared with vehicle (methanol) controls. Co-incubation of the cells with staurosporine (10 nM) and PI for 24 hours had no significant effect on the rate of apoptosis. Therefore, in immortalized mesangial cells, staurosporine-induced apoptosis was not significantly affected by the HIV-1 viral protease inhibitor Ac-Leu-Val-phenylalanine.

RESUMONas comunidades rurais, o transporte escolar é fundamental no acesso à unidade de ensino, porém o tempo que os estudantes permanecem no veículo até as escolas acaba sendo muito longo, o que acarreta no cansaço e desgaste dos alunos e, consequentemente, influencia no seu rendimento escolar. Um exemplo desta situação acontece no Instituto Federal de Roraima/campus Novo Paraíso, localizado na zona rural de Caracaraí-RR, onde o tempo de deslocamento até a escola é maior que o recomendado e o desempenho dos alunos no Exame Nacional do Ensino Médio nos últimos dois anos foi abaixo da média nacional. Para minimizar esse problema, é necessário, além de um melhor planejamento das rotas do transporte rural, políticas públicas para melhorar as vias rurais e um plano pedagógico de ensino que seja mais atrativo e retrate a realidade dos alunos do campo. An example of this situation is at the Roraima Federal Institute / Novo Paraíso campus, located in rural Caracaraí-RR, where the travel time to school is longer than recommended and student performance in the National High School Exam in the last two years was below the national average. To minimize this problem, better planning of rural transport routes, public policies to improve rural roads and a more attractive pedagogical teaching plan that reflects the reality of rural students are needed. La durata della permanenza nel trasporto scolastico sull reddito scolare degli studenti RIASSUNTO Nelle comunità rurali, il trasporto scolastico è essenziale per l'accesso all'unità didattica, ma il tempo che gli studenti trascorrono nel veicolo fino a quando la scuola finisce per essere molto lungo, il che si traduce in stanchezza degli studenti e, di conseguenza, influenza nel loto reddito scolare. Ne è un esempio l'Istituto Federale di Roraima / Novo Paraíso, nel campus rurale di CaracaraíRR, dove il tempo di percorrenza è più lungo di quanto raccomandato e la performance degli studenti al Exame Nazionale de le Superiori negli ultimi due anni era inferiore alla media nazionale. Al fine di ridurre al minimo questo problema, è necessario, oltre a una migliore pianificazione delle rotte di trasporto rurale, politiche pubbliche per migliorare le strade rurali e un piano di insegnamento che sia più attraente e rappresenti la realtà degli studenti rurali. AbstractUnmanned Aerial Vehicles (UAVs) have quickly become one of the promising Internet-of-Things (IoT) devices for smart cities. Thanks to their mobility, agility, and onboard sensors’ customizability, UAVs have already demonstrated immense potential for numerous commercial applications. The UAVs expansion will come at the price of a dense, high-speed and dynamic traffic prone to UAVs going rogue or deployed with malicious intent. Counter UAV systems (C-UAS) are thus required to ensure their operations are safe. Existing C-UAS, which for the majority come from the military domain, lack scalability or induce collateral damages. This paper proposes a C-UAS able to intercept and escort intruders. It relies on an autonomous defense UAV swarm, capable of self-organizing their defense formation and to intercept the malicious UAV. This fully localized and GPS-free approach follows a modular design regarding the defense phases and it uses a newly developed balanced clustering to realize the intercept- and capture-formation. The resulting networked defense UAV swarm is resilient to communication losses. Finally, a prototype UAV simulator has been implemented. Through extensive simulations, we demonstrate the feasibility and performance of our approach.

Escort is an exceedingly difficult and consequential task. The pilot vehicle can only detect the problem and traffic on the road. In recent years attackers started using the drone to strike down the leaders from a long distance. For such problem obstacles on the way and through Air, and also Attack like drone strike cannot be predicted by the human escorts accurately even before or at the time during escorting. The paper aims to make a PILOT DRONE to detect unauthorized air activity, traffic, and obstacles. It facilitates the escorts to monitor the Realtime status with a high-speed pilot drone. Captured data will be transferred to the ground station immediately. So that the status will be monitored continuously. A quadcopter with a size of 220mm is used in this work to satisfy the requirements, such as speed, flight time and lightweight to carry from one place to another. This proposed kit will help to protect leaders from airstrikes and also used to improve the safety of leaders and VIP.

Abstract Exosomes are promising disease diagnostic markers and drug delivery vehicles, although their use in practice is limited by insufficient homogeneous quantities that can be produced. We reveal that exposing cells to high frequency acoustic irradiation stimulates their generation without detriment to cell viability by exploiting their innate membrane repair mechanism, wherein the enhanced recruitment of calcium ions from the extracellular milieu into the cells triggers an ESCRT pathway known to orchestrate exosomal production. Given the high post-irradiation cell viabilities (≈95%), we are able to recycle the cells through iterative irradiation and post-excitation incubation steps, which facilitate high throughput production of a homogeneous population of exosomes—a particular challenge for translating exosome therapy into clinical practice. In particular, we show that approximately eight- to ten-fold enrichment in the number of exosomes produced can be achieved with just 7 cycles over 280 mins, equivalent to a yield of around 1.7–2.1-fold/h.

El proceso de planificación de rutas de este tipo de empresas es completamente manual y su factor de éxito es la experiencia del planificador y el conocimiento de los conductores que realizan los recorridos diarios sobre las calles de Lima Metropolitana, siendo estas las principales causas de que se origen los problemas de uso excesivo de vehículos y largas distancias en el recorrido. En ese contexto, la propuesta de solución inicia analizando los procesos de planificación de la empresa, para luego proceder a buscar alternativas de solución expresados en algoritmos que puedan realizar de manera óptima el cálculo de las rutas. Se escoge el Sistema Basado en Colonia de Hormigas, luego se elabora el modelo matemático, se adapta el algoritmo a las condiciones del negocio para luego realizar la implementación, y así finalmente realizar pruebas y calibrar los parámetros del algoritmo con el fin de obtener valores que mejoren los resultados obtenidos. Los beneficios que se obtienen para la empresa son la reducción de vehículos y distancias más cortas, lo que concluye en reducción de costos y mejora de la calidad del servicio. Abstract This project is aimed at improving route planning by decreasing the total travel distance and the number of vehicles used by a provate transportation company dedicated to driving its corporate clients' staff. This type of companies carries out their route planning process manually and their success is highly dependent on the planner's experience and the know-how of drivers who go along the streets of Lima Metropolitana on a daily basis. These are the main reasons behind the problems related to excessive use of vehicles and the long travel distances to cover. In this context, the proposed solution starts by analyzing the company's planning processes, and then proceed to search for alternative solutions expressed in algorithms that can optimally perform the calculation of the routes. A system based on an ant colony is chosen, then a mathematical model is prepared, and the algorithm is adapted to the conditions of this business. Finally, we implements and test it, adjusting the algorithm's parameters in order to get values that improve the obtained results. The benefits for the company are the reduction in the number of vehicles and the shortening of distances, which in turn results in cost reduction and service quality improvement. Parte de um apanhado histórico sobre os primórdios da tributação até o advento do Estado Social de Direito, com o que define a espécie tributária contribuição e aponta suas particularidades. Starting from a historical overview on the beginnings of taxation until the advent of the Social Constitutional State, the paper comes to the definition of tax contribution species and points its peculiarities. The text also addresses the legal content of the expression "entities of social assistance" and presents a discussion that took place in the Brazilian Supreme Federal Court, in 2014, aiming to define whether the regulation could be made by ordinary law or if a supplementary law is required.
