Full text--- The present investigation work consisted in the evaluation of the structural and systemic problem of the basic education and university education about Huánuco and Pasco regions, from the managerial and presupuestal point of view, and his correlates with the centers of goods production. The results of the present investigation show that the government does not fulfill his principal function, is to improve democratic educational politics adapted for the economic - social development of the country. The universities studied are not conceived under the beginning of a managerial modern management that joined the less presupuestal assignment; they do not come fulfilling his principal mission to raise the academic level, to effect scientific investigation and to develop activities of social projection to the community. The detachment of the universities of the regional and national reality include the requirements of the globalizated and competitive world, aggravated by the lack of an efficient managerial management, have motivated the creation of the centers of goods production in order to increase the budgets of the universities. In the 2003-2005 periods, the centers of production of the public universities about Huánuco and Pasco regions, show us the evaluation of the managerial management is deficient hence the government presupuestal assignment and the financial and economic contribution of the production centers to the presupuestal improvement is negative, due to the fact that his operations have been deficit - losses - to the detriment of the basic functions of the universities; proving for it; in addition, losses of resources contributed by the universities and distraction of authorities time, teachers and civil servants.

Full textThe audit activity is conditioned by the continuously changing global environments, economic, technological, cultural and business trends in such a way that the audit itself reflects the adaptive changes that are generated. Both the financial audit, such as in this case, the Comprehensive Audit and Management must adapt their principles and methodologies to these changes. On the other hand, the Corporate Social Responsibility, CSR, it is a concept that has emerged with force doctrine in the accounting and administrative in general, and in the audit in particular, as an inevitable response to the great changes in the organizational and social environments experienced in recent decades. Defined the principles of the CSR in the global framework, through the United Nations Global Compact, at the level of developed countries; in our country initiatives to deepen the CSR are still sporadic, focusing almost exclusively on large mining companies and in certain private universities. For its part, as a conceptual and practical problem, has not yet been completed the definition of the contours of an audit of the Social Responsibility, as part of the Management Audit; have not yet been determined in universal form the practices and indicators of Corporate Social Responsibility to its proper assessment, due to the great diversity of social situations, political, economic and business that can be determine around the world. This research work focuses precisely to determine the extent to which public universities in Lima dedicated to the teaching of professional careers in business management, using the concepts of Corporate Social Responsibility as a policy that contributes to the audit of educational organizations mentioned. Also seeks to determine to what extent are contributing in the regulatory process and doctrinal consensus of Corporate Social Responsibility, both as an object of study as soon as political organizations that can adhere fully to that concept. This work also aims to measure up to where and to what extent the new doctrines were established by the United Nations agencies and by other successful experiences, have been assumed by the public universities in Lima dedicated to the teaching of professional careers in business management and as the comprehensive audit of the Social Responsibility would contribute to the continuous improvement of those organizations, benefiting users direct and to the national community in general.

Full textThis study presents the problem that exists in education in Peru: the need for greater investment in infrastructure in the country to improve the quality of service, since many educational centers need partial or total repair of their physical structures and very few have access to basic services. Likewise, it is necessary to end the heterogeneity that exists between urban and rural, private and public schools, so that everyone can have the same opportunities in the country. For all the above, it is important to analyze the quality of the educational infrastructure in Peru, this through the database of Ministerio de Educación, to determinate the link between conditions of school infrastructure and the results of students in language, math and science and technology tests in second grade of secondary in public schools. The result shows us that the factors that are most highly and significantly associated with learning are: access to basic services (water, drinage and internet connection) and a good number of electronic equipment. All this indicates that it is necessary for the country to increase its investment in school infrastructure to provide a better service and close the existing gaps between sectors and regions. Likewise, prioritize the infrastructure areas that have a greater relationship with educational performance.
