Abstract:
This study investigates the effects of the following factors on established business owners' success. First, the human capital of the entrepreneur is examined (education, experience, locus of internal control, need for achievement and resilience). Second, the characteristics of the firm with reference to the initial financial resources, number of partners, frequency and breadth of external communication are taken into consideration, and finally, factors relevant to the conception and development of the firm are studied. To achieve our objective, we have used a structural equation modeling technique (Partial Least Squares -PLS-) to estimate a path model with latent variables. Although all the latent variables have a positive impact on established business owners' success, our findings show clearly that the size of the company is an important moderating factor when explaining established business owners' success. The variables in which this effect is most evident are that of education and resilience. If we do not take the size of the company into consideration, the variables that help explain the success of established business owners are, in order of decreasing importance, experience, a favorable perception of the business environment and the resilience of the entrepreneur.

Abstract:
Entrepreneurship is gaining recognition as an important way of attaining a sustainable competitive advantage and positive financial returns. This article compares the entrepreneurial intensity (EI) of Information and Communication Technology (ICT) companies with that of listed JSE companies (excluding ICT listings). A cross-section telephone survey was conducted. The findings suggest that ICT companies are more entrepreneurial than JSE companies. Additionally, the size of a company shows no relation to EI, but age is negatively correlated to EI. By implication, the older the company, the less entrepreneurial it becomes. The findings suggest that organisational factorsinfluence EI and that EI is industry specific. The managerial implication for companies that want to become more entrepreneurial is that they should create organisational conditions conducive to the development of corporate entrepreneurship.

Abstract:
According to the underlying premise of this study, sustainability is above all a consequence of adequate human scales of value. The enormous responsibility of educators in the quest for a sustainable quality of life is stressed and illustrated. The scales of value and the attitudes of graduates naturally carry over to their professional activity and thus directly affect the process industry. The main desired value is total commitment to quality of work and environment. Examples of stereotypical patterns of thought to be overcome are: engineering competence is measured by technical aptitudes only; product life cycles and macroscopic material balances may conveniently be closed by a landfill; there is plenty of space on Earth for more landfills; environmental concern is an internal company problem; a passing grade on one written exam satisfies personal and institutional expectations. The time and sustained effort to reach a targeted change of attitude are realistically determined. A new thinking model is presented that has been tested over several years. Its key components are: objective, transparent and progressive evaluation schemes containing fines for unprofessional behaviour; demands on quality that are not negotiable; specific debates and assignments on product life cycles and waste logistics; extrapolation of material balances to a global scale. Graduates have confessed to high levels of professional satisfaction as a result of their newly defined thought patterns. The experience shows that the international engineering teaching community can and must contribute significantly to winning the challenge of sustainability.

The need for employment in Indonesia continues to increase every year, so there is naturally a concern that there will be conditions where the need for employment is more than the available employment opportunities. Therefore, several actions have been taken by the executive and legislature to anticipate these conditions, one of which is by facilitating the establishment of a limited liability company which previously had to be established by 2 (two) or more people to only 1 (one) person with certain conditions regulated in Law Number 11 of 2020 concerning Job Creation. In practice, there are many internal disputes related to conflicts of interest in a limited liability company established by 2 (two) or more people, even though when it is founded by 2 (two) or more people, supervision of the management of a limited liability company will certainly be better than that of a limited liability company established. by 1 (one) person. This work aims to present the economic-financial feasibility, through the application of the Monte Carlo Method, to assist managers in the decision making regarding the investment of a service contract of a company specialized in Non-Destructive Tests, with the tests of Penetrant Liquid and Ultrasound, to which the company that takes the service establishes the requirements previously. The method was apply, in 5000 iterations, from the established parameters, for the initial investment and demand of the test diaries, which provided data regarding the average for the Net Present Value (NPV), Internal Rate of Return (IRR) and Profitability Index (PI), as well as the possible standard deviations, established by the coefficient of variation. Finally, after analyzing the data, it was check that the Method is useful to assist in the making of investment decisions, being feasible the adherence of the contract studied, through the analyzed data and established criteria.

The Dead Sea, the lowest point on Earth, is one of the natural wonders of the world. Rich in minerals and salt, the lake has attracted visitors for millennia, and the economic value of its mineral riches has been important to both the local Palestinian population and to every colonial power that has ruled the area. Today, Israel exercises total control over the Dead Sea, the northern basin of which lies in the occupied Palestinian territories. Israeli settlements and international businesses, aided by state-funded initiatives, have established a profitable tourism sector and extractive industries based on the Dead Sea's natural resources, while Palestinians remain effectively excluded from pursuing such opportunities. Qumran National Park, private beach resorts, and the cosmetics company AHAVA, among others, reap enormous profits from settlements in the Dead Sea area, benefiting from Israel's occupation and unlawful policies and helping to drive a self-serving narrative of the area's history.

This study addresses the central question of how Brisbane's La Boite Theatre negotiated its transformation from an amateur repertory society to an established professional company and, despite set-backs and crises, survived, changed and developed in an unbroken line of theatrical activity from its genesis in1925 to 2003. To answer the question, La Boite's history is surveyed within its three status modes of amateur, 'pro-am', and professional. Effective artistic and organizational leadership and a set of key manifestations of effective leadership are identified as crucial to the company's successful transformational journey. Such a transformation is a distinctive achievement in Australian repertory theatre history and, in exploring it, this study makes an original and important contribution to the history of Australian theatre organizations, very few of which have been the subject of scholarly research.

Abstract:
Purpose – The purpose of this study is to investigate which product attributes lead consumers to prefer startups’ products over established companies’ products in the specialty product category. The research object is the electric vehicle market in Germany and the product attributes that are researched are alignable attributes, non-alignable attributes and the price. Design/Methodology/Approach – Quantitative data was collected via an internet questionnaire by means of the non-probability sampling techniques convenience and snowball sampling. The data of 408 members of the German Generation Y (age 17 – 38) was used to test six hypotheses by applying ANOVA and multiple linear regression analysis. Findings – It was found that established companies possess a pioneer advantage in comparison to startups for the specialty product ‘electric vehicle’. This advantage can be overcome when startups differentiate their electric vehicles by implementing superior alignable attributes, a valuable non-alignable attribute or a lower price. Superior alignable attributes had the strongest positive influence on consumers’ preferences towards the startup’s electric vehicle, followed by the lower price and a valuable non-alignable attribute. Limitations/Implications – This study is limited to investigating consumers’ preferences without focusing on the reasons behind the preferences. Further, the category of specialty products is represented by only one example, namely the electric vehicle industry. Practical Implications – Startups can benefit from the results by adopting differentiation strategies that were found to be successful in overcoming pioneer advantage. Originality/Value – This study contributes to pioneer advantage literature by researching how startups can successfully overcome pioneer advantage in the specialty product category.

Thesis (MBA)--Stellenbosch University, 2003.<br>ENGLISH ABSTRACT: This study is focussed on the all-important issue of estimation and forecasting in project management. Most project managers relate the kind of difficulties they have to go through in dealing with superiors that come up with a targeted deadline for a project with a given budget but with little or no regard to due process of arriving at both duration and cost. Many projects are doomed to overrun both schedule and cost from the word go because either the project manager is not equipped to give accurate estimates or is too timid to upset the boss by saying they do not believe the project would be completed within the said duration and the given cost without compromising quality. It is well said in literature that the three pillars of any project completion are time, cost and performance. Two of the three can be predetermined and the third will normally be dependent on those two. Where there is generous time and a large budget, chances are that a good quality well considered and executed project will result. The opposite is also true. This study investigates literature on the subject and also seeks to look at the trends in estimating in practice, by way of questionnaire and physical inspections. The questions that it seeks to answer are: a) Are project managers in most companies formally qualified? b) What is their disposition to using computerised/statistical methods in estimating? c) Does the level of education affect the disposition of project managers to using computerised/statistical methods of estimation? And finally, d) What methods are project managers using to estimate duration, cost and schedule? The results of this survey show that most projects managers do not have formal training in project management. At best they have attended short courses in project management. The survey also shows that even the formally educated project managers do not think much of strictly scientific (computerised/statistical) methods of project estimation. They rather feel that getting input from experienced functional people on the separate parts of the project tends to produce more accurate estimates. There is a leaning therefore towards using past experience on similar projects to generate norms and expert advice from the relevant functions on the expected costs and durations of accomplishing the parts of the project on which they have experience. All the project managers that responded to the survey said they had formal documentation for their projects and that they kept copies of the documentation in a central place that was easily accessible. Physical checks of this fact revealed that 29% of the interviewees did not have central or well-kept databases of previous projects' information.<br>AFRIKAANSE OPSOMMING: Die studie plaas klem op die belangrike kwessie van skatting en voorspelling in projekbestuur. Die meeste projekbestuurders ondervind die tipiese probleem waar senior persone projekteikendatums en -begrotings neerlê, sonder behoorlike oorweging van die faktore wat tyd en koste beïnvloed. Baie projekte is dus, van die staanspoor, bestem om beide koste en tyd te oorskry. Die projekbestuurder is dalk nie behoorlik toegerus om akkurate skattings te maak nie, of andersinds ontbreek die moed om die senior persoon daarop te wys dat tydskaal- en koste-teikens slegs teen 'n verlaging in kwaliteitstandaarde bereik kan word. Die literatuur gee wye erkenning aan wat die die drie pilare van projekvoltooing is: tyd, koste, en prestasie. Die vrae wat deur hierdie navorsing gestel word, is die volgende: a) Is projekbestuurders, in die meeste organisasies, formeelopgelei? b) Wat is hulle houding teenoor die gebruik van rekenaargebaseerde statistiese metodes vir vooruitskatting? c) Beïnvloed die vlak van opleiding hierdie houding teenoor die gebruik rekenaargebaseerde statistiese metodes? d) Watter metodes gebruik projekbestuurders om kostes, tyd, en skedules te bepaal? Die ondersoek bevind dat die meerderheid projekbestuurders nie formele opleiding in projekbestuur het nie. Ten beste het hulle slegs kort kursusse in projekbestuur bygewoon. Die studie bevind ook verder dat selfs formeel opgeleide projekbestuurders nie ten gunste van streng wetenskaplike (rekenaargebaseerde statistiese) skattingstegnieke is nie. Hulle voel dat die insette van ervare funksionele personeel wat op verskillende elemente van die projek werk, meer akkuraat is. Daar is dus 'n neiging om eerder vorige ondervinding op soortgelyke projekte te gebruik om norme vas te stel, en om kundige spesialiste se raad te gebruik by die skatting van koste en tydsduur met betrekking tot die gedeeltes van die projek waarin hulle spesialiseer. AI die projekbestuurders wat aan die vraeboog-opname deelgeneem het, het bevestig dat hulle formele dokumentasie rakende hulle projekte byhou, en dat kopieë op In toeganklike plek sentraal beskikbaar gehou word. La présente recherche se réunit quatre questions générales et cruciales : 1) La place de la Convention européenne des Droits de l’Homme en droit Géorgien; 2) La conformité de la législation géorgienne avec la Convention Européenne des Droits de l’Homme; 3) Les relations de la Cour Constitutionnelle de Géorgie et de la Cour Européenne des Droits de l’Homme; 4) L’impact des décisions de la Cour Européenne des Droits de l’Homme sur la Géorgie. Sur toutes ces questions, contrairement aux Etats de l’Ouest de l’Europe, il existe peu d’information et/ou d’ouvrages sur la Géorgie, ce qui a rendu notre tâche longue et délicate. Il convient en effet de rappeler au lecteur de l’Europe occidental que la Géorgie est un Etat en développement. La Géorgie, située entre la Turquie et la Russie, pendant toute son histoire a été obligée de s’orienter vers une politique de défense. L’histoire de la Géorgie indépendante recommence après la chute de l’URSS en 1991. La Géorgie a adhéré au Conseil de l’Europe en 1999, mais les processus de l’européanisation du droit national commencent à partir 2004. La Convention Européenne des droits de l’Homme est un mécanisme efficace pour la protection des droits de l’Homme et les activités de la Cour européenne des droits de l’Homme suscitent un vif intérêt en Géorgie. Cependant, dans des relations juridiques, y compris devant le tribunal, l’application des standards européens des droits de l’Homme n’est pas un objectif en soi. Il faut que les juges, avocats, procureurs et les représentants d’autres professions juridiques garantissent, au cours de leurs activités, le respect des standards des droits de l’Homme existants.Dans le cadre de la présent recherche, on examinera l’influence de la Convention Européenne des Droits de l’Homme sur le Droit Géorgien a partir de la ratification de la Convention Européenne des Droits de l’Homme en 1999, jusqu’au 28 février, 2014 en deux directions : 1. Le statut de la Convention Européenne des Droits de l’Homme dans le Droit Géorgien (PARTIE I) et 2. La Géorgie face à la Cour Européenne des Droits de l’Homme (PARTIE II)<br>The given research unites four main questions: 1. Place of European Convention on Human Rights in Georgian Law. 2. Conformity of Georgian legislation with the European Convention on Human Rights. 3. Conformity of Constitutional Law judgments with the standards established by the European Court of Human Rights. 4. Judgments of European Court of Human Rights against Georgia.In connection to all these questions there is very little information and work in Georgia, which has made us study them better – on the ground of actuality of the given questions. We’ve considered discussing to the West European reader that Georgia is a developed country. It is located between Turkey and Russia, during its whole history it had to be orientated on the self-defense policy. History of Independent Georgia starts in 1991 by destruction of the Soviet Union. In 1999 Georgia became a member of the European Union, but National Law in Georgia and Europeanization process of State Institutions started in 2004. Human Rights European Convention represents an effective standard of Human Rights, accordingly activities of European Court of Human Rights causes great interest in Georgia. Despite all these in the legal circles, between them use of Human Rights European standards have become obligatory in the courts. It is needed that the judges, advocates, procurators and representatives of other legal professions have to actively use the existed standards of Human Rights Protection. In the framework of the given research we will investigate influence of European Convention on Human Rights with Georgian Law and starting from ratification of European Convention by Georgia – since 1999 – till February 28, 2014 included in two directions: 1. The demand for high-speed and small-size 3C products has contributed to rapid growth in use of smart phones and tablet PC. As the smart devices are developing towards high performance and compact size, the resulted heat management has also attracted great attention. Hence, artificial graphite with high heat conductivity has been developed. As the artificial graphite has wide application scope, three shareholders invested jointly to establish Zhengpeng Company with a total capital of 5 million NTD. The mangers of Zhengpeng hold 40% of the share and company A holds 60% of the share. This study focused on business strategy of Zhengpeng, and discussed the organizational structure, product features, target customers, value propositions and popularity exposures to gain an insight into business strategy of Zhengpeng. It further analyzed supply chain and competitive relationship in the module market and graphite market to understand the present difficulties. The encountered difficulties included brain drain, unit price crisis and substitute storm. Finally, this study provided suggestions for Zhengpeng Company, including identifying the prospective products, expanding the complete product line according to the market trend, and retaining technical talents of relevant projects to set up technical teams. The findings can serve as a reference for graphite enterprises and new agents, helping them understand operating difficulties of agents and how to break through them.

In order to respond the saturation of the local market in Taiwan, and to expand the market for increasing the performance, also for the extension of the industry, the enterprises are tend to restructure the organization of the company, and reutilize existing resources to execute the strategy of internationalization for the best position of the business development. The case study methods is implemented for this research, and used company C for example, through in-depth interview and information analyzing to investigate the property of family business and how does it apply the resources and effect to international business strategy and behavior with organizational issues. The presented approach offers aspects for agile Team Work Quality (aTWQ), as well as related measurement indicators. The approach is evaluated in the large enterprise context of the Volkswagen AG. This chapter tracks the period up to 1985, a time when ideology was less relevant to judicial appointments and there was not a well-established conservative legal network. Limited polarization meant that there were liberal Republicans and conservative Democrats. It also meant that presidents paid less attention to ideology when nominating Justices and that Justices responded to elite groups that were not divided along ideological lines. During the New Deal, for example, Democrat and Republican elites backed economic regulation but were sharply split on civil rights and liberties. During the 1950s to 1980s, elite Democrats and Republicans leaned to the left; for this very reason, moderately conservative Justices became increasingly liberal during their tenure on the Court.

Today there are various corporate sustainability indexes which are indicators of company performance. However, establishing exactly corporate sustainability indicators for all companies is quite difficult. Because corporate sustainability includes not only internal factors but also external factors (for example environmental factors) that affect company performance. In this study; firstly, sustainability, corporate sustainability and dimensions of corporate sustainability concepts will be explained, then corporate sustainability performance of an international company (X Company) will be evaluated. Data were acquired from the company’s annual reports. Indexes, which used in previous studies on this topic, were based; thus corporate sustainability indicators have been established. In the study, the company’s corporate sustainability performance will be analyzed with TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) Method that is a multi-criteria decision making (MCDM) method. In this study, the objective has been reached and accurate results were obtained because of mathematical methods for the assessment of corporate sustainability performance. Corporate sustainability performance with more indicators can be analyzed in the future studies. Also; other methods (for example; AHP, ELECTRE Method or Fuzzy Set Theory), which are instead of Entropy and TOPSIS methods, will be used in the future studies.&#x0D;

Abstract INTRODUCTION: Managing operational assets outside the Refinery, in unfenced/unmanned areas is of paramount importance for the successful and safe operations of the company. Operational assets include gas, oil and utility pipelines, distribution and metering stations, valve stations, power distribution cables and such other assets. These assets are ‘on land’ inside populated urban areas, desert locations and sub-sea installations. Primarily, company’s operational assets are protected by constant patrolling by the nation’s public security agencies and also by the company security department. However risks to the company’s operational assets arise from Contractors engaged by the company to perform any work on the asset or near the asset or other agencies including ministries or utility companies or authorities engaging their Contractors in carrying out new installation or maintenance work of their own assets located in and around company assets. In the context of Bahrain as a nation, the oil and gas industry contributes substantially to the economy and hence it is very important that all necessary processes are established to protect operational assets. When work is performed by Contractors not directly within operational control i.e. taking place in remote, normally unmanned or minimally manned facilities the inherent risk is high and has to be managed through legally mandated processes. SITUATIONAL ANALYSIS: Bapco has an established ‘Process Safety Management’ (PSM) system accepted and implemented in the company. The ‘Safe Work Permit’ system is a very critical control system/measure to ensure Contractor compliance when performing any work. Coupled with the effectiveness of PSM and Contractor Safety process the Government of Bahrain mandated legally binding process of the ‘Wayleave’ system along with other processes such as Planning Permission, helps in enforcing control of company’s operational assets in company’s unfenced or remote areas with minimal or no manning. A procedure for ‘Processing of Planning Permissions and Wayleave pertaining to BAPCO’s Unfenced Areas’ has been developed based on engineering design requirements basis international design codes and best professional practices. Details of these practices will be described and illustrated in the detailed presentation. PRESENTATION/CONCLUSION: Bapco has over the past years developed procedures and processes to manage operational assets/ areas within the Oil and Gas Fields, Oil transmission pipelines and the ‘Right-of-Way’, Gas Distribution Network and the ‘Right-of-Way’, Refinery, Tank Farms and its own Shipping Wharf Operations in keeping with the highest engineering standards, safety and quality requirements. Purpose of this presentation is to list and explain the adaptation of these procedures and processes coupled with pragmatic solutions that forms the basic architecture that aids in controlling the safety and operability of assets in ‘Unfenced/ unmanned Operating Areas’. This ensures generating positive economics and aiding in the growth of the nation’s economy.

Purpose – this paper aims to fill the gap by the identification and assessment of factors of company innovation potential and integrates them into a complex innovation index. The index offers not only the metric to measure overall company potential to innovate but also uncovers areas which are problematic for smooth company innovation performance. Research methodology – the Complex Innovation Index methodology consisted of qualitative research including a questionnaire survey in more than 50 companies and semi-conducted interviews with innovation managers and specialists. Findings – the result is the software-based calculation of the Index which represents a simple but powerful tool which helps company managers better manage company innovation strategy and policy. Research limitations – the methodology was aimed at the assessment of company innovation potential, no matter which industrial branch the company in question operates in. The methodology well suits to established companies but not to start-ups. Practical implications – the methodology enables to reveal main deficiencies and weak points of company innovation processes. The interface is accessible to all companies that are inclined to have its innovation potential measured. Originality/Value – the paper offers a unique and simple technique to measure the level of innovation capability in the company. It enables the company to identify deficiencies or weak points in its innovation performance.

The dry-storage systems of nuclear power plants (NPPs) in Taiwan have become one of the major safety concerns. There are two steps considered in this study. The first step is the verification of the TRACE by using VSC-17 experimental data. By using VSC-17 data, the VSC-17 dry-storage system was established by TRACE. Then, the analysis results of TRACE were compared with the VSC-17 data. The results of TRACE were similar to the VSC-17 data. It indicates that TRACE has the respectable accuracy in the simulation and analysis of the dry-storage systems. The next step is the application of TRACE in the dry-storage system of Kuosheng nuclear power plant (BWR/6). Kuosheng NPP is the second BWR NPP of Taiwan Power Company. In order to solve the storage of the spent fuels, Taiwan Power Company developed the new dry-storage system for Kuosheng NPP. In this step, the dry-storage system model of Kuosheng NPP was established by TRACE. Then, the steady state simulation of this model was performed and the results of TRACE were compared with the Kuosheng NPP data. The results of TRACE in the steady state calculation were consistent with the Kuosheng NPP data. Finally, this model was used to perform the safety analysis of Kuosheng NPP dry-storage system.

The article examines the world and Ukrainian history of corporate periodicals. The main purpose of this study is to reproduce an objective global picture of the emergence and formation of corporate periodicals, taking into account the business and socio-economic context. Accordingly, its tasks are to compare the conditions and features of corporate media genesis in different countries, to determine the main factors of their development, as well as to clarify the transformations of the terminological apparatus. The research is based on mostly foreign secondary scientific works published from 1915 to the present time. The literature was studied using methods such as overview, historical, functional and thematic analysis, description, and generalization. A systematic approach was used to determine the role and place of each element in the system, as well as to comprehensively consider the object in the general historical context and within the current scientific discourse. The method of systematization made it possible to establish internal and external connections, patterns and contradictions in the development of the object of study. The main historical milestones on this path are identified, examples of the first successful corporate publications and their contribution to business development, public relations, and corporate communications are considered. It was found that corporate media emerged in the mid-nineteenth century spontaneously, on the wave of practical business needs in response to industrialization, company increase, staff growth, and consumer market development. Their appearance preceded the formation of the public relations industry and changed the structure of the information space. The scientific significance of this research is that the historical look at the evolution of corporate media provides an understanding of their place, influence, capabilities, and growing communicative role in the digital age.

As part of an inspection, bridge inspectors assign condition ratings to the main components of a bridge’s structural system and identify any defects that they observe. Condition ratings are necessarily somewhat subjective, as they are influenced by the experience of the inspectors. In the current work, procedures were developed for making inferences on the reliability of reinforced concrete girders with defects at both the cross section and the girder level. The Bayesian network (BN) tools constructed in this work use simple structural m echanics to model the capacity of girders. By using expert elicitation, defects observed during inspection are correlated with underlying deterioration mechanisms. By linking these deterioration mechanisms with reductions in mechanical properties, inferences on the reliability of a bridge can be made based on visual observation of defects. With more development, this BN tool can be used to compare conditions of bridges relative to one another and aid in the prioritization of repairs. However, an extensive survey of bridges affected by deterioration mechanisms is needed to confidently establish valid relationships between deterioration severity and mechanical properties.

Abstract:
Obtaining reliable estimates of aerodynamic roughness is necessary to interpret and accurately predict aeolian sediment transport dynamics. However, inherent uncertainties in field measurements and models of surface aerodynamic properties continue to undermine aeolian research, monitoring, and dust modeling. A new relation between aerodynamic shelter and land surface shadow has been established at the wind tunnel scale, enabling the potential for estimates of wind erosion and dust emission to be obtained across scales from albedo data. Here, we compare estimates of wind friction velocity (u*) derived from traditional methods (wind speed profiles) with those derived from the albedo model at two separate scales using bare soil patch (via net radiometers) and landscape (via MODIS 500 m) datasets. Results show that profile-derived estimates of u* are highly variable in anisotropic surface roughness due to changes in wind direction and fetch. Wind speed profiles poorly estimate soil surface (bed) wind friction velocities necessary for aeolian sediment transport research and modeling. Albedo-based estimates of u* at both scales have small variability because the estimate is integrated over a defined, fixed area and resolves the partition of wind momentum be-tween roughness elements and the soil surface. We demonstrate that the wind tunnel-based calibration of albedo for predicting wind friction velocities at the soil surface (us*) is applicable across scales. The albedo-based approach enables consistent and reliable drag partition correction across scales for model and field estimates of us* necessary for wind erosion and dust emission modeling.

Abstract:
The U.S. Department of Defense (DoD) operates numerous Arctic and Subarctic installations, including Alaska. Changes to permafrost can threaten critical built infrastructure. It is critical to accurately characterize and compare site conditions in permafrost regions to enable the efficient, cost-effective design and construction of an infrastructure well suited to the permafrost environment and that meets DoD requirements. This report describes three research efforts to establish (1) field investigation approaches for ground ice detection and delineation, (2) methods and modeling for early warning detection of thawing permafrost under infrastructure, and (3) an outline of a decision support system that determines the most applicable foundation design for warming and degrading permafrost. Outcomes of these interrelated efforts address needs to improve construction of DoD mission critical infrastructure on Arctic and Subarctic permafrost terrains. Field investigation processes used systematic methodologies including borehole data and geophysical measurements to effectively characterize subsurface permafrost information. The Permafrost Foundation Decision Support System (PFFDSS) tool implements and logically links field survey information and foundation type assessments. The current version of PFFDSS is designed to be accessible to design-engineers of a broad range of experience, that will reduce the effort and cost, and improve the effectiveness of site assessment.

The Annual Report on Migration and Asylum 2016 provides an overview of trends, policy developments and significant debates in the area of asylum and migration during 2016 in Ireland. Some important developments in 2016 included: The International Protection Act 2015 was commenced throughout 2016. The single application procedure under the Act came into operation from 31 December 2016. The International Protection Office (IPO) replaced the Office of the Refugee Applications Commissioner (ORAC) from 31 December 2016. The first instance appeals body, the International Protection Appeals Tribunal (IPAT), replacing the Refugee Appeals Tribunal (RAT), was established on 31 December 2016. An online appointments system for all registrations at the Registration Office in Dublin was introduced. An electronic Employment Permits Online System (EPOS) was introduced. The Irish Short Stay Visa Waiver Programme was extended for a further five years to October 2021. The Second National Action Plan to Prevent and Combat Human Trafficking was published. 2016 was the first full year of implementation of the Irish Refugee Protection Programme (IRPP). A total of 240 persons were relocated to Ireland from Greece under the relocation strand of the programme and 356 persons were resettled to Ireland. Following an Oireachtas motion, the Government agreed to allocate up to 200 places to unaccompanied minors who had been living in the former migrant camp in Calais and who expressed a wish to come to Ireland. This figure is included in the overall total under the IRPP. Ireland and Jordan were appointed as co-facilitators in February 2016 to conduct preparatory negotiations for the UN high level Summit for Refugees and Migrants. The New York Declaration, of September 2016, sets out plans to start negotiations for a global compact for safe, orderly and regular migration and a global compact for refugees to be adopted in 2018. Key figures for 2016: There were approximately 115,000 non-EEA nationals with permission to remain in Ireland in 2016 compared to 114,000 at the end of 2015. Net inward migration for non-EU nationals is estimated to be 15,700. The number of newly arriving immigrants increased year-on-year to 84,600 at April 2017 from 82,300 at end April 2016. Non-EU nationals represented 34.8 per cent of this total at end April 2017. A total of 104,572 visas, both long stay and short stay, were issued in 2016. Approximately 4,127 persons were refused entry to Ireland at the external borders. Of these, 396 were subsequently admitted to pursue a protection application. 428 persons were returned from Ireland as part of forced return measures, with 187 availing of voluntary return, of which 143 were assisted by the International Organization for Migration Assisted Voluntary Return Programme. There were 532 permissions of leave to remain granted under section 3 of the Immigration Act 1999 during 2016. A total of 2,244 applications for refugee status were received in 2016, a drop of 32 per cent from 2015 (3,276). 641 subsidiary protection cases were processed and 431 new applications for subsidiary protection were submitted. 358 applications for family reunification in respect of recognised refugees were received. A total of 95 alleged trafficking victims were identified, compared with 78 in 2015.

The IntegratE Project is a four-year initiative (2017–21) implemented by the Population Council and partners that seeks to increase access to contraceptive methods by involving the private sector (community pharmacists [CPs] and patent and proprietary medicine vendors [PPMVs]) in family planning (FP) service delivery in Lagos and Kaduna States, Nigeria. The project aims to establish a regulatory system with the Pharmacists Council of Nigeria to ensure that CPs and PPMVs provide quality FP services, comply with FP regulations, and report service statistics to the Health Information Management System (HMIS). To achieve this, the project is implementing: a pilot three-tiered accreditation system for PPMVs; a supervisory model to ensure standard drug-stocking practices; building the capacity of CPs and PPMVs to provide a wider range of FP services and data report to the HMIS. This brief focuses on quality of care received by women voluntarily seeking FP services from CPs and PPMVs. CPs and PPMVs and their clients appear to be satisfied with the FP services offered by CPs and PPMVs; on-going learning opportunities, and a supportive supervision system that is properly coordinated should be sufficient to maintain the quality of services offered by CPs and PPMVs.
