Abstract:
This study aims to describe the process of forming abbreviations used on Instagram. The method used in this study is observation by taking screenshots and recording abbreviation data. Furthermore, the sample used in this study does not depend on quantity but rather on quality based on the range and depth of the problems studied. The results of this study indicate that the process of forming abbreviations still follows the old pattern, and the new pattern is in the form of only one abbreviation, each retaining the first letter of each component and retaining the first letter with a number. Furthermore, abbreviations that still follow the old pattern and the new pattern in the form of acronyms consist of three respective formation processes, namely the preservation of the first letter of each component, the preservation of the first syllable of each component, the preservation of the first syllable and the preservation of the first letter of each component, and the preservation of the first syllable of the first word and the last syllable of the last word. The various syllables and letters of some components are conserved by the omission of prepositions, and the various syllables and letters of some components are conserved by omission. The second and third patterns are the dominant new patterns used in Instagram social media. The dominant use only pays attention to sound so that it looks slangy and pleasing to the listener's ear without paying attention to its logic.

Abstract:
In 2004, a new movement began. It was one that promised democratization of media production tools and the means to freely distribute work. Using domestic tools and open source software, the pioneers threatened to disrupt the top-down media ecosystem that we were used to. That movement was podcasting. In the 10 years that have passed since we first heard the word ‘podcast’ thousands of podcasts have started, audiences have grown steadily, technologies have evolved and the medium has become increasingly professionalized. By 2015, the medium had become a significant talking point through the success of podcasts such as Serial, Start-up and WTF, suggesting that podcasting may have reached maturity.

Abstract:
AbstractThe status of the field of media and communication studies has been debated globally and domestically. This study covers virtually all agents (N=254) in the Swedish field of media and communication studies and draws on Pierre Bourdieu's sociology of science to uncover the main hierarchies in the field. The study focuses on two main divisions. Like in most fields, the most prevalent division is found between the field's incumbents and the challengers/newcomers. A parallel, albeit less prevalent, division is an onto-epistemological one – a variant of the old cleavage between “critical” and “administrative” research. The field's power elite is almost exclusively male, and connected to the field's pioneering institutions.

Abstract:
Maize crop establishment is a major problem in smallholder farming. A field experiment was carried out in Hurungwe district (Zimbabwe) in the 2011/12 growing season to determine the role of agroforestry tree pruning&#39;s (<em>Leucaena leucocephala</em>) in priming media for crop establishment. In the experiment, concentrations of 0, 50, 100, 150 and 200g l-1 were used in varying seed with soaking periods of 16, 24, 48, 72 and 96 hours in priming media. The results showed that percentage germination, radicle length and the germination time were significantly (p&lt;0.05) affected by soaking period and pruning concentrations. Shoot dry mass of maize was not significantly affected (p&lt;0.05) by pruning concentration and soaking period. Results suggest that the optimum concentration of pruning required for initiation of above ground plant growth falls within the 100-150g l-1 range. Furthermore, increase in concentration resulted in progressive decline in the germination rate. Soaking seeds for 24 hours at 100g l-1 improved the crop establishment. Smallholder farmers can utilize a pruning concentration of 100g l-1 for 24 hours to enhance nutrient availability to the seed. In addition, use of the amended priming media is encouraged to enhance early crop germination and offset the effect of inherent soil acidity and infertility that characterize most parts of the country.

Abstract:
The establishment and development of media pluralism is an important prerequisite for the democratization of media systems. Exposure of the media to various aspects of instrumentalization significantly limits the process of its democratization, which results in the media being inadequately differentiated, politically polarised, and commercially instrumentalized, thus narrowing the space for media organizations to act in a professional and free manner, based on public interest. The aforementioned trends point to the dominant presence and agency of obstructive mechanisms within the process of media and media systems democratization and establishment of media pluralism. Concerning the aforementioned, the paper presents mechanisms or patterns of agency that primarily obstruct the development of internal media pluralism in the media market of Bosnia and Herzegovina. Internal pluralism is especially significant for the process of successful media democratization since it is a common case that external pluralism merely serves the purpose of providing a formal cover for meeting criteria as regards plurality of media companies and their respective editorial policies. To this end, the paper identifies critical issues in media practice and journalism as a profession in Bosnia and Herzegovina, featuring them as primary aspects within the context of effective democratization and orientation towards the successful establishment of differentiation of media content at the level of individual media organizations. The level of criticality of various aspects of the media is examined from the perspective of both journalists and editors employed with respective media organizations in Bosnia and Herzegovina, as well as of media managers in this media market.

Abstract:
Othello, hailed as one of four major Shakespeare&amp;rsquo;s tragedies, is a play in which various types of imagery can be found. As with most of Shakespeare&amp;rsquo;s plays, the function of imagery is to aid not only characterization but also the reinforcement of the main themes as it helps to convey meaning, establish the dramatic atmosphere of the play and facilitate the audience&amp;rsquo;s understanding of the play. This essay tends to examine the symbolic and contrasting imagery employed in Othello and discuss its relevance to the theme of evil in the play. In Othello, the symbolic theft and animal images, loaded with evil content and evil intention, are evilly employed to manipulate and destroy others while the contrasting black and white images as well as Othello&amp;rsquo;s lofty and low images picturesquely highlight the devastating effect of evil. By this approach, the theme of evil is thereby elucidated.

Abstract:
This study examines the role of social media in democracy establishment and promotion. As social media gets more and more popular and well-developed it gives ordinary people an opportunity to share information quickly. Facebook and Egypt’s revolution were chosen as a case study to illustrate the issue. The aim of the thesis is to analyse the role of Facebook in the political development, namely in the promotion and establishment of democracy. The following questions were posed: Whether Facebook can be more liberal and control free than traditional media? Whether Facebook can be constructive and uniting media? Whether Facebook can be regarded as a public sphere? The theoretical framework assumes that social media being more mobile, easily accessible and less controllable than traditional media may be regarded as a public sphere and consequently facilitate democratic development in a country. The study is conducted with a case study method and quantitative research method. The results show that Facebook during 2011 revolution in Egypt proved to be mobile, easily accessible, uniting and non controllable media enabling the citizens to share their opinion free and facilitating overthrowing the President and consequently the authoritarian regime led by him. This confirms the theory.

Carmichael, Travis Rex. "Landscape establishment and irrigation management of ornamental plants grown in eastern redcedar substrate." Thesis, Kansas State University, 2013. http://hdl.handle.net/2097/15661.

Full text
Abstract:
Master of Science<br>Department of Horticulture, Forestry, and Recreation Resources<br>Cheryl R. Boyer<br>Pine bark (PB) has been the principal component of nursery crop substrates in the United States for more than 60 years. Substrate material used for the purpose of growing ornamental plants in the Great Plains is generally shipped a great distance, primarily from the Southeastern U.S., due to a lack of pine plantations in this region. Eastern redcedar (Juniperus virginiana L.; ERC), an aggressively weedy tree species, has been identified as a possible alternative to PB for nursery substrates. The objective of this thesis was to evaluate the establishment of Miscanthus sinensis N.J. ‘Little Kitten’ (dwarf maiden grass), Rosa (L.) ‘Radtkopink’ (Knockout® rose), Ilex glabra (L.) A. Gray ‘Compacta’ (holly), Ulmus parvifolia Jacq. ‘Emer II’ (Allee® lacebark elm), Sedum telphium L. ‘Autumn Joy’ (sedum), Hosta Tratt. ‘Sum and Substance’ (hosta), and Hemerocallis L. ‘Charles Johnston’ (daylily) in three substrate mixes. These substrate mixes consisted of 80% PB: 20% sand, 80% ERC: 20% sand, and 40% PB: 40% ERC: 20% sand. At the end of the production phase differences in growth were observed in maiden grass, holly, lacebark elm, and sedum. At the end of the landscape establishment phase, no differences in growth were observed in any species except holly and hosta. To attempt to overcome the sub-optimal physical properties of ERC (high air space and low container capacity), cyclic irrigation was used to evaluate growth of Sedum spectabile Boreau ‘Autumn Fire’ (sedum), Rudbeckia fulgida Aiton ‘Goldstrum’ (black-eyed susan), and Hibiscus moscheutos L. ‘Luna White’ (hibiscus) in the same 3 substrates. The objective of this study was to evaluate the affect of irrigation frequency (1x, 2x, 3x, or 6x per day) and substrate ERC content on plant growth. Sedum had the greatest growth index (GI) shoot dry weight in PB and when irrigated 1x and 2x per day had the greatest root dry weight regardless of substrate. Irrigation frequency had no significant difference for GI and shoot dry weight Black-eyed susan had the greatest GI and shoot dry weight when grown in PB. Irrigation frequency only had an impact on shoot dry weight of black-eyed susan; plants irrigated 1x, 2x, and 3x per day had the greatest growth. Hibiscus had greatest growth in PB: ERC mix. Irrigation frequency had no impact on growth of hibiscus. Cyclic irrigation does not overcome low water holding capacities in these three species. Overall, ERC can be used as a partial replacement to PB (up to 50%). However, further research evaluating effects of different fertility regimes on ERC substrate is warranted.

Full text
Abstract:
As the population of the world has increased, energy consumption and greenhouse gas emissions have increased as well. One possible way to reduce the amount of greenhouse gases emitted into the atmosphere is through the geologic sequestration of carbon dioxide. During geologic sequestration, supercritical carbon dioxide is injected into different types of underground formations. Inherent cracks in these formations may lead to the upward leakage of CO2, and a controllable engineered strategy is needed to reduce this potential leakage. Currently, biomineralization has been used in many different environmental applications but not for the sequestration of carbon dioxide. The goal of this research is to establish biofilm communities of ureolytic bacteria that promote CaCO3 precipitation in a pulse-flow porous media column system with the intent of reducing the porosity and permeability of the porous media. Pulse-flow column systems were inoculated with different species of ureolytic bacteria: S. pasteurii, B. sphaericus #21776, or B. sphaericus #21787. The bacteria were allowed to grow in the column for five days before a calcium-containing medium was introduced. Flow rate, pH, ammonium concentration, calcium concentration, culturable bacteria, and protein concentration were monitored over the course of the entire experiments. It was shown that all ureolytic species were capable of growing, utilizing urea, and creating an environment that facilitated calcium carbonate precipitation in 1mm diameter glass bead packed columns at room temperature and atmospheric pressure. To better understand the effect of pore space on biomineralization columns packed with 0.1 mm diameter glass beads were constructed and inoculated with S. pasteurii. Within days of calcium introduction, the permeability of the columns was reduced to the point where no more fluid would drain from the column. These results indicate that the ureolytic bacteria are capable of surviving, facilitating calcium carbonate precipitation, and reducing the permeability of the pulse-flow porous media column system. While further study is needed, the precipitation of calcium carbonate through ureolysis may offer a controllable engineered strategy to reduce the permeability of underground formations used for geologic sequestration.

Abstract:
Swedish micro-businesses are encouraged by the government to internationalise and participate in entrepreneurial ecosystems. Yet research on how they should be supported while doing so is thin. Current research on entrepreneurial ecosystems shows that value co-creation breads sustainability, and increased attention is given to intermediary organisations. While scholars stress aligned expectations as key to value co-creation, intermediaries today are basing their actions on what they think businesses need and expect. This study challenges that logic. This study focused on the entrepreneurial ecosystem of New York, specifically looking at Swedish technology startups, intermediaries and investors. Trough semi-structured interviews the study sought to understand how congruent startups’ and intermediaries’ perceptions of challenges during business establishment in NYC are, and also, how they could be aligned. The study employed the framework of Gioia et al. (2012) when distilling challenges from the interviews. The results show congruence in some identified challenges, with a key difference in their temporal approaches. The intermediaries primarily focused on instrumental challenges and initial barriers-to-entry, while the startups (and investors) in higher regard focused on open-ended challenges related to relationships and legitimacy. This was considered proof of intermediaries employing an outdated theoretical perspective on their role as an instrumental broker. The study thus concluded by suggesting an alternative perspective, emphasizing dynamic and situation-based support.<br>Svenska mikro-företag uppmanas av regeringen att internationalisera tidigt och delta i entreprenöriella ekosystem.

Holmqvist, Emanuelsson Gustaf. "Understanding Netflix’s establishment in Sweden : A study on how Swedish trade press and cultural journalism build up Netflix as powerful with regards to economic and cultural aspects." Thesis, Stockholms universitet, JMK, 2020. http://urn.kb.se/resolve?urn=urn:nbn:se:su:diva-183189.

Full text
Abstract:
This thesis expands an understanding of how Netflix has been established in Sweden’s media landscape. It seeks to investigate what effect the press has had, and more specifically, the study explores how the press builds up Netflix as powerful and how it imbues Netflix with legitimacy. Methodologically the thesis starts off with a usage of purposive sampling in order to find articles. The material is further handled with a critical discourse analysis, where writers’ language is explored, along with an investigation into how the world is represented with regards to identities, relationships and sociocultural aspects. Analysed articles with an economic focus come from Dagens Industri and those with cultural focus comes from Aftonbladet, Expressen, Dagens Nyheter and Svenska Dagbladet. Moreover, the study is based on theories and earlier studies within political economy, with a pursuit to understand film and television industry; trade press, to interpret the economic articles; cultural journalism, to interpret the cultural articles from; and power, to distinguished different power aspects in Netflix. The analysis comes in two parts: the economic analysis, which is divided in three ways and a two-folded cultural analysis. When it comes to economic legitimacy, two major aspects are prominent: Netflix’s success in competition against other streaming services and a clear establishment on the global market. Some articles have also given reasons to understand Netflix’s situation as ambiguous, meaning its future is uncertain. With regards to cultural legitimacy, the question of quality is significant, along with a connection to other social contexts such as gender, politics and climate. Netflix is perceived as having a societal responsibility. As a result of this thesis, it can be noted that cultural articles tend to be more critical than economic. Cultural journalists appear to cover the subject with a more open approach, using personal opinions, often suggesting what Netflix can improve. Writers of economic articles demonstrate a stricter portrayal of Netflix, mainly focusing on developments and success.

Full text
Abstract:
Temporary urbanism has become a distinctive feature of urban life after the 2008 global financial crisis. This book offers a critical exploration of its emergence and establishment as a seductive discourse and as an entangled field of practice encompassing architecture, visual and performative arts, urban regeneration policies and planning. Drawing on seven years of semi-ethnographic research, it explores the politics of temporariness from a situated analysis of neighbourhood transformation, media representations and wider political and cultural shifts in austerity London. Through a longitudinal engagement with projects and practitioners, the book tests the power of aesthetic and cultural interventions and highlights tensions between the promise of vacant space re-appropriation and its commodification. Against the normalisation of ephemerality, it presents a critique of the permanence of temporary urbanism as a glamorisation of the anticipatory politics of precarity which are transforming cities, subjectivities and imaginaries of urban action.

Full text
Abstract:
The life-like depiction of the body became a central interest and defining characteristic of the European Early Modern period that coincided with the establishment of which images of the body were to be considered ‘decent’ and representable, and which disapproved, censored, or prohibited. Simultaneously, artists and the public became increasingly interested in the depiction of specific body parts or excretions. This book explores the concept of indecency and its relation to the human body across drawings, prints, paintings, sculptures, and texts. The ten essays investigate questions raised by such objects about practices and social norms regarding the body, and they look at the particular function of those artworks within this discourse. The heterogeneous media, genres, and historical contexts north and south of the Alps studied by the authors demonstrate how the alleged indecency clashed with artistic intentions and challenges traditional paradigms of the historiography of Early Modern visual culture.

Abstract:
Western commentators have often criticized the state of press freedom in China, arguing that individual speech still suffers from arbitrary restrictions and that its mass media remains under an authoritarian mode. Yet the history of press freedom in the Chinese context has received little examination. Unlike conventional historical accounts which narrate the institutional development of censorship and people’s resistance to arbitrary repression, Freedom of the Press in China: A Conceptual History, 1831-1949 is the first comprehensive study presenting the intellectual trajectory of press freedom. It sheds light on the transcultural transference and localization of the concept in modern Chinese history, spanning from its initial introduction in 1831 to the establishment of the People’s Republic of China in 1949. By examining intellectuals’ thoughts, common people’s attitudes, and official opinions, along with the social-cultural factors that were involved in negotiating Chinese interpretations and practices in history, this book uncovers the dynamic and changing meanings of press freedom in modern China.

Abstract:
Abstract The focus of this study was to simulate alkaline sour media, representative of some refinery environments, and to study of the effect of hydrogen sulfide (H2S), ammonia (NH3) and cyanide (CN-) on the severity of hydrogen charging in steel using electrochemical hydrogen permeation and polarization techniques. A limited number of measurements were made in the standard NACE TM0177-90A and TM0284 acidic sour solutions. Results in the alkaline sour environments indicated an increase in the corrosion and permeation rates with increasing pH and bisulfide (HS-) concentration. In the presence of H2S, the CN- ions maintained the corrosiveness of the environment by dissolving the protective iron sulfide film. However, no significant effect of CN- was observed in the absence of H2S. An important observation from the study was the shift in corrosion potential in the active direction with the establishment of corrosive conditions which can be utilized as a corrosion monitoring tool together with pH value.

Abstract:
Abstract A mixed culture of D. gabonensis and D. capillatus, in synthetic seawater supplemented with nutrients formed a biofilm combined with ferrous sulfide corrosion products that largely covered carbon steel electrodes (SAE-1020). Electrochemical impedance spectroscopy (EIS) and open circuit potential (OCP) measurements were carried out for this study. Electrochemical impedance results indicated the formation of three films: an inner corrosion products film, an outer corrosion products film and the biofilm or organic film in abiotic media. After one month of batch culture, it was observed that during biofilm formation there are two different controlled processes. During the first period activation-diffusion controlled corrosion was observed. The second period showed diffusion controlled corrosion due to biofilm establishment. Impedance spectra denote an increase in Rct (charge transfer resistance) with time in the presence of biofilm. Magnitudes of the phase angle contributions are indicative of biofilm and corrosion products interphases heterogeneity during primary formation stages.

Abstract:
In this paper, I base my work on the theory of cultural memory and the definition of “figures of remembrance”. These are culturally created and socially binding images of remembrance (M. Halbwachs), with the concept of figure being preferred to image because it is required not only for iconic but also for narrative formation (Assmann 2001). The three established aspects of figures of remembrance include the relationship to space and time, the relationship to the group, and the specific process of reconstructivity. If we perceive literature as the (linguistic) objectification of images and memories, we can also identify several symbolic images of collective remembrance in the literature of Vojvodina Slovaks. They are associated with the formation and spread of collective memory and are tied to certain places (lowlands, Dolná zem, Báčka) and time segments – calendar holidays and manifestations, during which past events such as moving, founding a village or building a house are symbolically revived. Through the figures of remembrance, the characteristics of the group, its values and ideals are reproduced, for example, industriousness, cleanliness, but also creativity among Vojvodina Slovaks. The origin and succession of historical duration must also be confirmed (by thematizing ancestors and significant personalities). The last aspect of reconstructivity actually determines what is to be remembered and what is needed, because the process is not so much related to the truthfulness as to the usefulness of memories, it is also socially conditioned (by linguistic and extra-linguistic means). However, most often, reconstructivity is related to the first two aspects of the figures of remembrance. Recently, in Slovak minority culture, "figures of remembrance" have been more intensely present in other arts and media (theater, stage performances, folklore, instinctive art), but it was precisely artistic literature that contributed to their establishment and persistence to a significant extent. We illustrate the aspect of reconstructivity with the national narrative about the migration to the Lower Land.

Abstract:
In order to ascertain the efficiency benefits of green roofs for buildings, a thermodynamic model must be created for the green roof. This work focuses on the thermal properties (conductivity and specific heat capacity) of several media and how they are affected by root growth within them. The results of this research will be used in creating more accurate thermodynamic green roof models. For this experiment, three repetitions of 16 different planting/media combinations were used to monitor the changing thermal properties of the media with environment changes; a focus being on root growth. This experiment shows that the conductance is probably affected by root propagation.

Abstract:
Stylistics can be considered as a field of study that crosses text theory, linguistics, and journalism. Although different schools create different approaches to stylistics, each stylistic approach will include in its paradigm some basic factors, such as the reader and the author. This article shows how these factors interact with each other and, ultimately, create the basis for the emergence of a new field in Ukrainian journalism – interactive stylistics. The study is devoted to interactive stylistics, which is considering as a field based on the text’s own pragmatic potential in the context of modern humanities methodology. This discipline acquires a new function: to observe and interpretively explain, firstly, the meaning of interactions between agents (author and recipient) in communication, mediated by the media text, and, secondly, the effect that this interaction brings. At the center of interactive stylistics is the author (journalist), who through the text discusses the content of interactions in relation to his own interests, as well as cultural, social and historical contracts with the reader. The meaning of the expressions used and the general meaning of such interactions arises in the context of communication events, based on the perception of the subjects of communication with the surrounding reality through the assimilation and adequate interpretation of new information. In modern Ukrainian science of communication, the study of interactive stylistics acquires significant potential. It profiles itself in the context of interdisciplinarity and aims to explore interactivity, interpretability, as well as intertextuality (in specific media texts or interdiscourse dialogue). Interactive stylistics is able to meet the needs of communicators as a useful source of instructions on how communication subjects interact and has a chance to achieve success both at the domestic and international scientific level. Due to its scientific perspective of applying the above-mentioned methodology, it is harmoniously integrated among the tendentious linguistic and broader social science and humanitarian disciplines in Ukrainian scientific research or in the wider international context. Miklin, Eric. The Populist Radical-right Freedom Party in the Austrian 2024 EU elections. European Center for Populism Studies (ECPS), 2024. http://dx.doi.org/10.55271/rp0061.

Full text
Abstract:
The only competitive populist party running in the 2024 EU elections in Austria, the radical-right Freedom Party of Austria (FPÖ) relied on well-proven recipes that have made it one of the most successful populist parties in (Western) Europe for the last 30 years. It called for cutting down the EU’s competences to half the size of its institutions and budget and harshly criticized its policies concerning migration, the war in Ukraine, the climate crisis and the COVID-19 pandemic. This criticism was combined with a highly alarmist rhetoric that portrayed political opponents as either corrupt, fanatical or insane. While all this met with uniform criticism by other Austrian parties and large parts of the media, this again allowed the party to present itself as the sole party actually fighting for the Austrian interest against a broken system controlled by a single establishment ‘unity party’ (Einheitspartei). Once more, this strategy paid off and the FPÖ landed in the first place for the first time in a nationwide election. Abstract:
This paper examines the complex political and economic landscape of Uzbekistan following the rise of Shavkat Mirziyoyev to the presidency in 2016. Mirziyoyev inherited a nation deeply entrenched in the authoritarian practices of his predecessor, Islam Karimov. Despite initiating significant reforms aimed at reducing corruption and enhancing transparency, the new administration faces substantial challenges. The establishment of the Anti-Corruption Committee and various legislative changes mark a departure from past governance; however, enforcement remains inconsistent, and high-level corruption often goes unpunished. While improvements in international corruption rankings suggest progress, critics argue that the reforms are superficial and fail to address systemic issues. This article also explores the broader socio-political dynamics, including the protection of whistleblowers and the role of media, highlighting the ongoing struggle between reform efforts and the enduring legacy of authoritarianism in Uzbekistan.

Abstract:
The USDA's Trade and Regulatory Capacity Building Division (TRCBD) partnered with APAARI to assist Bangladesh's Department of Agricultural Extension (DAE) in improving compliance with international phytosanitary standards under the project "Improving Phytosanitary and Trade Compliance in Bangladesh," initiated on 23 November 2020. The project aimed to enhance collaboration among stakeholders, strengthen the institutional capacity of Bangladesh's NPPO, raise awareness on trade-related issues and promote regulatory harmonization for biopesticide registration. Key achievements from November 2020 to September 2022 included establishment of the intradepartmental community on plant quarantine facilitation within DAE, formation of a steering committee co-chaired by USDA and DAE officials and development of 3 standard operating procedures for pest management. Public awareness was increased through various media channels, and a WhatsApp group was created for SPS stakeholders. Amendments to the Plant Quarantine Act were proposed and reviewed with input from legal and technical experts. The project also established a virtual SPS training hub and conducted 17 capacity-building programs, including technical training on various phytosanitary subjects and workshops on biopesticide regulatory harmonization. Despite challenges due to the COVID-19 pandemic and issues beyond the project's control, significant progress was made, contributing to the overall success of the initiative.

Abstract:
Whereas at the end of the 20th century there were still high expectations associated with the use of new media in terms of a democratisation of social discourse and new potential for citizens to participate in political decision-making, disillusionment is now spreading. Even today, the internet is often seen only as a technical tool for the transmission of information and communication, which serves as a structural supplement to "real" discourse and decision-making processes. In fact, however, the use of new media can open up additional, previously non-existent possibilities for well-founded and substantial citizen participation, especially at regional and supra-regional level. According to the results of this study, the informal, mediative procedures for conflict resolution in the context of high-risk planning decisions, which are now also increasingly used at the regional level, have two main problem areas. Firstly, in the conception and design chosen so far, they do not offer citizens direct access to the procedure. Citizens are given almost no opportunities to exert substantial influence on the content and procedure of the process, or on the solutions found in the process. So far, this has not been remedied by the use of new media. On the other hand, it is becoming apparent that the results negotiated in the procedure are not, or only inadequately, reflected in the subsequent sovereign decision. This means that not only valuable resources for identifying the problem situation and for integrative problem-solving remain unused, but it is also not possible to realise the effects anticipated with the participation procedures within the framework of context or reflexive self-management. With the aim of advancing the development of institutionally oriented approaches at the practice level, this study discusses potential solutions at the procedural level. This takes into account legal implications as well as the action logics, motives and intentions of the actors involved and aims to improve e-government structures. It becomes evident that opening up informal participation procedures for citizen participation at the regional level can only be realised through the (targeted) use of new media. However, this requires a fundamentally new approach not only in the participation procedures carried out but also, for example, in the conception of information or communication offerings. Opportunities for improving the use of the results obtained from the informal procedures in the (sovereign) decision-making process as well as the development of potentials in the sense of stronger self-control of social subsystems are identified in a stronger interlinking of informal and sovereign procedures. The prerequisite for this is not only the establishment of suitable structures, but above all the willingness of decision-makers to allow citizens to participate in decision-making, as well as the granting of participation opportunities and rights that go beyond those previously granted in sovereign procedures.

Auers, Daunis. Populism and the 2024 European Parliament Election in Latvia. European Center for Populism Studies (ECPS), 2024. http://dx.doi.org/10.55271/rp0076.

Full text
Abstract:
Populism has been a feature of Latvia’s political landscape since the 1990s. New insurgent parties have utilized increasingly anti-establishment rhetoric, often through intensive and innovative use of social media, to win seats in the Latvian parliament and even join government coalitions. However, European Parliament elections in Latvia have been comparatively free of populism. There are two main reasons for this. First, and most importantly, there is a broad pro-European consensus in Latvia. Membership in the European Union and NATO is central to all three Baltic nations’ security strategy in light of growing threats from Russia. As a result, there is no serious Eurosceptic party in Latvia and no explicitly Eurosceptic politicians have ever been elected to the European Parliament from Latvia. Second, Latvia’s voters tend to support serious, experienced politicians in European elections, believing that they are better placed to support Latvia’s national interests in the European system. Party politics take second place in campaigning, with the focus being on the experience of candidates (after all, Latvia elected just nine MEPs in 2024) rather than policy differences. As a result, populist anti-elite rhetoric has less salience. This chapter will explore the extent to which the 2024 European Parliament election in Latvia has continued these trends. Keywords: Latvia; populism; European Parliament; Russia–Ukraine War; election campaign

Abstract:
The authors explored the activity of mass media and cultural organizations aimed at clarification of the current problematic issue – preservation of Ukrainian cultural heritage under the conditions of the full-scale invasion of Russia into Ukraine. The authors emphasize that occupants not only destroy historic buildings, i.e. material objects, but also steal art values, destroy library and archive funds; their actions are aimed at destruction of our spirituality, identity and history. It is pointed out that there are the main streams in the work of journalists, experts, and culture figures, namely: fixation of losses, propaganda of the Ukrainian culture in the world, expert evaluation of the restitution possibilities, and filling of the culture material with patriotic sense. The full-scale invasion of Russia into Ukraine on the 24th of February 2022 led to the numerous loss of life, ruination of the military, civil and infrastructure objects. But the state-aggressor destroys and robs our culture in this war. Since the beginning of the war mass media have been actively informing about the situation in the regions, which happened to be at the line of the Russian troops attack. The information was in particular about the fact that different educational establishments, libraries and their funds, museums with valuable collections, theatres, religious buildings and historic buildings had been ruined. To tell the truth the information was incomplete due to the limited opportunities to monitor the situation. However, later it has been systematized. The work of journalists and experts contributed to this since they stated the criminal acts of Russia, informing about the ruination facts of historic, sacral, cultural monuments, devastation of many museum collections, destruction of library and archive funds. Digitalization of the Russian war crimes against Ukrainian culture became one more important work aimed at preservation of the Ukrainian cultural heritage. It was done by means of interactive maps of the Ukrainian cultural losses and it enables documenting crimes of the occupant army and spreading this information at the international level. Key words: culture, cultural front, cultural losses, cultural values, cultural heritage, war, media.
