Full textENGLISH ABSTRACT: Misunderstanding of poverty and lack of sound poverty alleviating strategy, among others, are problems of some of the few NGOs existing in Ethiopia. There is a problem of understanding their roles in relation to the State and other stakeholders. The principles they apply in their intervention are other problems. These are the issues that were researched in the PRO PRIDE case study. The legitimacy of PRO PRIDE as a poverty-alleviating programme in view of global and Ethiopian poverty and the consequent policy focuses is justified. The principles of PRO PRIDE - community participation, gender equity, intersectoral collaboration, appropriate technology, focus on prevention, participatory management, cost effectiveness and sustainability of programmes - are sound principles. Reviewing the practices of PRO PRIDE as guided by the aforementioned principles it is understood that the community development principles - human orientation, public participation, empowerment, ownership, release, social learning, adaptiveness and simplicity - are commendably achieved. PRO PRIDE well dealt with understanding poverty and its interwoven nature. Issues such as the deprivation trap that the poor are entangled in; the general explanation of poverty that are given by different authors; vicious cycles of poverty and social, economic and political causes of poverty which are operating at local, national and international levels; and the rural-urban dynamics that work in exacerbating the urban poverty are covered in its socio-economic study. The study of the programme areas shows that they depict a dismal picture as a result of the operation of these poverty dynamics. Regarding the integrated rural-urban poverty alleviation strategy, the State has made favourable policies and itself dwelled on rural poverty due to lack of financial capacity to cover both rural and urban areas. The State's rural focus is accepted to impact on the urban poverty through changing the migration pattern. PRO PRIDE is operating in the urban setting to connect the nexus - the rural-urban strategy. PRO PRIDE is operating with an integrated urban development strategy encompassing income generation, basic education, primary health care, HIV IAIDS prevention and control and environmental sanitation. Through integrating these areas of intervention PRO PRIDE is improving the quality of life, promoting sustainable urban economic growth, creating income and employment generating opportunities, giving people access to resources and opportunities, improving the distribution of income and welfare, and applying sound developmental principles. The functioning of PRO PRIDE is proven to be in a well compliance with the requirement for organisations alike. It is functioning in collaboration and participation with the popular sector - the people themselves and their community leaders. It operates with the agreement of the State bodies such as FRDCB and with other line bureaus such as Health, Education, Environmental Development, and Labour and Social Affairs. It collaborates with donors the major being ActionAid - Ethiopia (AAE). Internal components of PRO PRIDE such as the Board and the staff as well as its organisational development influence its operation. All the programmes and the projects are managed through PRO PRIDE's interaction with its internal and external stakeho lders. PRO PRIDE as an agent of development has played as a catalyst to initiate development, focused on empowerment and using the people's latent potential, materialised capacity building and facilitation. These are basically the requirements that the current NGOs should fulfill, which PRO PRIDE commendably did. The study has indicated that although PRO PRIDE is an organisation of overall success, there are some areas of future focus both by the State and PRO PRIDE. Recommendations are made as to what both parties should do in their future focuses.
AFRIKAANSE OPSOMMING: Wanopvattings oor armoede en die gebrek aan gesonde strategieë vir die verligting van armoede, onder andere, is swakhede van sommige van die paar bestaande NGO's in Ethiopië. Verder ondervind hulle ook probleme om hulle rol met betrekking tot die Staat en ander deelhouers te verstaan; ook die beginsels wat hulle by intervensie beoefen, is problematies. Hierdie is die kwessies wat deur die PRO PRIDE gevallestudie ondersoek word. Die legitimiteit van PRO PRIDE as 'n armoede-verligtende program, gesien in die lig van die globale en Ethiopiese armoede en die voortspruitende beleidsfokusse, word geregverdig. Die beginsels van PRO PRIDE - gemeenskapsdeelname, geslagsgelykheid, intersektorale samewerking, geskikte tegnologie, fokus op voorkoming, deelnemende bestuur, koste-effektiwiteit en die volhoubaarheid van programme - is gesonde beginsels. Die bestudering van die programareas verbeeld 'n droewige prentjie te wyte aan die operering van hierdie armoede- dinamiek. Betreffende die geïntegreerde landelik-stedelike armoede-verligtingstrategie, het die Staat gunstige beleide gemaak en oorheersend gefokus op landelike armoede vanweë 'n gebrek aan finansiële kapasiteit vir die aanspreking van die probleem in beide landelike en stedelike gebiede. Die Staat se landelike fokus is aanneemlik gevind vir die impak wat dit op stedelike armoede kon hê deur verandering van die migrasiepatroon. PRO PRIDE opereer vanuit 'n stedelike omgewing om die verbinding, landelik-stedelike strategie, te bewerkstellig. Dit opereer binne 'n geïntegreerde stedelike ontwikkelingstrategie behelsende inkomstegenerering, basiese opvoeding, primêre gesondheidsorg, VIGS-voorkoming en -beheer, asook omgewingsanitasie. Die funksionering van PRO PRIDE is bewys te voldoen aan die vereistes gestel vir ooreenstemmende organisasies. Dit funksioneer met die samewerking en deelname van die volksektor - die mense en hulle gemeenskapsleiers. Dit opereer met die instemming van Staatsorgane soos FRDCB en ander lynstaatsinstansies soos dié van Gesondheid, Opvoeding, Omgewingsontwikkeling en Arbeid en Sosiale Aangeleenthede. Full textENGLISH ABSTRACT: This research study aims to approach illicit market activity, particularly transnational organ-ised crime, from a political-economy point of view. The study of illicit market activity is characterised by various and often ambiguous concepts and approaches. The benefits of a political-economy approach include the provision of an alternative view of the illicit, combin-ing aspects from these various approaches. The study of the Global Political Economy (GPE) examines the relationship between authority, mostly in the form of states, and markets. This thesis looks at the relationship between the state and illicit markets. It does so by using the concept Illicit Global Political Economy (IGPE), which is defined as concerning the social, political and economic arrangements affecting the global systems of illicit production, ex-change and distribution, and the mix of values reflected therein. States, illicit markets and criminal actors are considered here as interdependent and interrelated parts of the IGPE spe-cifically, and the overall GPE. Within this relationship several „roles‟ of the state are identi-fied: the state as a creator and regulator of the illicit, through its legislative and executive au-thorities; the state as a locale of the illicit, as home, host, transhipment or service state for transnational criminal activities; the state as a victim of the illicit, for example, through the inherent nature of crime denying the state´s jurisdiction over its territory and also through the use of violence or corruption by criminals; and the state as a facilitator for illicit activity, meaning that certain characteristics of states can enable illicit activity. This thesis is primarily concerned with the last role of the state. It is argued that certain characteristics of states, par-ticularly weak and transitional states, enable the state´s exploitation by criminal actors. In the framework provided by Phil Williams (2002) seven of these characteristics are referred to as capacity gaps, which can result in functional holes, possibly enabling illicit activity. The pri-mary research question of this thesis is, consequently: Is the role of the state as a facilitator in the IGPE enabled by the existence of capacity gaps and functional holes? The West African state of Guinea-Bissau has been chosen as a case study for its role as a transhipment state in the global cocaine trade. In the first part of the analytical process of this thesis, the global cocaine trade and its historical development are described and analysed for the social, political and economic arrangements affecting it. This highlights the im-portance of taking into account these arrangements for a full understanding of the illicit. Addi-tionally, an analysis of the political-economy of Guinea-Bissau provides the necessary back-ground for understanding the second part of this thesis´ approach. Here, the state of Guinea-Bissau is examined firstly for the existence of capacity gaps and functional holes. If they are found to exist, whether and how they are being used by cocaine traffickers is examined. It was found that six out of seven capacity gaps exist in Guinea-Bissau, most of which are being used by the cocaine traffickers. The involvement of the military in the drug trade in combina-tion with its apparent extra-judicial standing is found to be of particular importance for the cocaine traffickers. This analysis allows for the research question to be answered positively. Moreover, the thesis can be considered to generally affirm the usefulness of a political-economy approach to analysing the illicit and affirms specifically the usefulness of the con-cept of the IGPE.
AFRIKAANSE OPSOMMING: Hierdie navorsingstudie poog om onwettige markaktiwiteite, spesifiek transnasionale georganiseerde misdaad, uit 'n politiek-ekonomiese standpunt te benader. Die studie van die onwettige word gekarakteriseer deur verskeie en dikwels dubbelsinnige konsepte en benaderings. Die voordele van 'n politiek-ekonomiese benadering sluit die voorsiening van 'n alternatiewe beskouing van die onwettige dus 'n kombinasie van aspekte van die verskillende benaderings. Die studie van Globale Politieke Ekonomie (GPE) fokus op die verhouding tussen gesag, meestal in die vorm van die state en markte. Hierdie tesis fokus op die verhouding tussen die staat en onwettige markte. Daar word geargumenteer dat sekere eienskappe van state, meer spesifiek swak en oorgangstate, dit makliker maak vir kriminele akteurs om die staat uit te buit. In die raamwerk wat voorgestel word deur Phil Williams (2002) word daar sewe van hierdie eienskappe geïdentifiseer en verwys na as kapasiteitsopeninge wat funksionele gapings kan veroorsaak, en so onwettinge aktiwiteite moontlik maak. Hier die staat Guinee-Bissau word eerstens ondersoek vir die teenwoordigheid van kapasiteitsopeninge en funksionele gapings, en tweedens hoe dit gebruik word deur kokaïen smokkelaars. Die studie vind dat ses vanuit die sewe kapasiteitsopeninge wel in Guinee-Bissau voorkom en gebruik word deur smokkelaars. Die wederregtelike rol van die landmag, wat gewoonlik die smokkelaars ondersteun, is vir die smokkelaars baie belangrik. Hierdie analiese laat dit toe dat die navorsingsvraag positief beantwoord word. Verder, in hierdie tesis word die bruikbaarheid van 'n politiek-ekonomiese aanslag tot die onwettige en die spesifieke teoretiese fondasies daarvan bevestig.

Full textThis research aims to present the professional career of José Garrido Torres and, from it, understand the debate on the economic development in Brazil between the early 1940s and the first half of the 1970s. We investigated the intellectual production and the activities performed by Garrido Torres in various public and private institutions in Brazil and abroad. We intend to discuss how a specific proposal for economic and social modernization has brought a clear policy proposal squashed in fight against communism, totalitarianism, through the dissemination of values they preached the restructuring of the Brazilian economy and its forms of financing in view of the assumptions of free enterprise. We have also audited, as articulated a modernization project that was consolidated in the Brazilian state apparatus from the civil-military coup of 1964. This project, systematically discussed from the formation of the IPES is fundamental to understanding the set of reforms put in practice after the coup.

Full textThe role of international trade in countries development process is well documented. In this era of globalisation, the notion of free international trade has dominated both the political and economic discourse. It is presumed that integration of poor countries into the world economy will be advantageous to sustain economic development. A growing number of economists however, doubted the benefit that could emanate by engaging in trade liberalisation most importantly multilateral trade agreements. Primarily because membership necessitates opening up their immature economy to stiff foreign competition. Nevertheless, many developing countries have joined the WTO with its perceive benefits of increasing market access and integration into the global market. Theoretically, both the Classical and Neo-classical trade theories signify the benefits of unrestricted trade towards the development of economies. This research report investigates the rationality or otherwise of Ethiopia’s accession into the WTO. Specifically, the research has looked at the possible economic benefits of joining WTO as a result of increased market access and pinpoint the challenges the country could face with regard to current account BOP disequilibrium. The economic rationale of the integration of developing countries has been closely linked to the benefits to be derived from increasing market size. The study employed secondary data to answer the research questions and reach at conclusion. The results indicate that for the country to be benefited from the increased market access, there is a need to diversify the export basis as well as adding value to the existing export commodities. The trend analysis with regard to BOP current account deficit illustrate that the trade deficit is widening in the recent time. Appropriate measures should be in place to reduce the aggravated BOP disequilibrium.

Full textThe Sustainable Livelihood framework approach is a comprehensive method for determination of food insecurity and poverty at household level. The objective of this study was to determine the livelihood strategies and the coping mechanisms used by rural households in Abela Lida PA, Shebedino district, Southern Ethiopia. This study used both qualitative and quantitative methods to estimate the contribution of different resources to total food access and cash income, detailing expenditure patterns, asset holdings and capacity to cope with shocks. Simple random sampling was used for selecting 72 households for the survey. The data was collected during the hunger season using the checklists designed for livelihood and coping strategies. The study showed only 30% households had all the adults as working members, due to poor work skill, low awareness and lack of job opportunities. The main sources of income are sale of cash crops mainly coffee (55.6%) followed by sale of cash crops plus livestock (18%), labour (12.5%), PSNP (8.3%). The average annual income for the households was found to be birr 4,727.92 (~$293.34) and agriculture is the main livelihood strategy. Awareness and access to basic social services has improved and escalated price of staple foods, has negatively affected poor households and safety net beneficiaries who rely on purchase. Seasonality has also affected agricultural activities, prices and employment opportunities. The increase in fuel price was found to be the main shock followed by coffee price fluctuations and failure in purchasing power of money. About (63%) households faced shortage of food or money to buy food, medical expenses, cooking fuel and school fees.

Full textDespite the imperative of reintegration assistance for returnees of illegal migration, which will enable them to become independent and productive members of the community, the reintegration needs and experiences of returned illegal migrants are neglected in academic studies. The objectives of the study were to explore the socio-contextual factors that gave rise to the illegal migration of the study participants; their illegal migration abuse and exploitation experiences; the reintegration needs they sought after return; and the responses of relevant stakeholders to meet the reintegration needs of the returnees and help them reintegrate into the community. To this end, I conducted a qualitative study in Omo Nada district in 2017. I collected the data by means of indepth interviews, key informant interviews and focus group discussions. I used thematic analysis to analyze the findings. The study revealed that the decision to migrate ‘illegally’ was the result of numerous drivers: poverty, unemployment, political discrimination, family pressure, and absence of legal means, the influence of brokers and smugglers, and socio-cultural and religious factors. The returned migrants experienced various types of abuse and exploitation, including physical abuse, economic, labour and sexual exploitation both on the migration journey and at the place of destination. The long periods of isolation some experienced also resulted in the disintegration of their families. Participants identified the need for support in the form of health services, counselling, housing, employment, skills training, finances, loans and social support from relevant stakeholders such as family, the community, the government and non-governmental organizations. Despite the many needs identified, the relevant bodies provided very little reintegration support. Due to this, the returnees were not able to reintegrate into their communities. Returning to the premigration conditions which drove them to migrate ‘illegally' in the first place, with no hope of any reintegration assistance, led some returnees to re-migrate illegally. Reintegration is a key aspect for return migration. Therefore, to be sustainable and for the reintegration process to be successful it must be widely supported. The consequences of illegal migration and reintegration support must be taken seriously and supported by the government in all its aspects. Government agencies such as the Labour and Social Affairs Office must be capacitated to provide the necessary assistance and supports to effect sustainable integration.

Full textThis thesis investigates gender relations in agricultural value chains by examining gender differentials in terms of gender roles in agricultural production and marketing, gender division of labour within the household, gendered daily and seasonal activities in the household, decision-making power within the household, and access to productive resources and agricultural support services. The study also assessed historical, socio-cultural, and institutional factors constraining gender equality and women’s empowerment in agricultural value chains. Employing critical theory, the study used a qualitative research approach, specifically basic classical ethnographic methods - participant observation, field notes, in-depth interviews, semi-structured interviews, key informant interviews, focus group discussions and secondary documents. The study also used a time-use survey and seasonal calendar as its primary source of data. The study revealed that women are generally underrepresented in most profitable nodes of the value chains. However, agricultural value chain interventions have different outcomes for women in female-headed households (FHHs) and women in male-headed households (MHHs). The commercialization of agriculture, particularly in MHHs, has led women to lose control over the commodities they traditionally used to control, as these commodities have fallen into the hands of men. Therefore women in this category are either disempowered or at least not empowered by the value chain interventions. Nevertheless, for women of FHHs, gender mainstreaming in agricultural value chains has contributed to improving gender equality, employment, and women’s empowerment by boosting their economic, social, and personal empowerment levels, though they still lag behind the men in many aspects. The participation of women in managing and controlling high-value crops is constrained by unequal power relations within the household and society. This could be explained in terms of limited resources, low level of literacy, shortage of labour and time, limited access to productive inputs, technologies, market information and agricultural extension services, restriction of mobility, and other socio-cultural and institutional barriers.
Hierdie studie handel oor genderverhoudings in landbouwaardekettings deur genderkenmerke te ondersoek ten opsigte van genderrolle in landbouproduksie en -bemarking, die verdeling van take by die huis op grond van gender, daaglikse en seisoenale werksaamhede tuis volgens gender, besluitnemingsbevoegdheid in die huishouding, en toegang tot produktiewe hulpbronne en landbouhulpdienste. Die studie verreken ook die historiese, sosiaal-kulturele en institusionele faktore wat gendergelykheid en die bemagtiging van vroue in landbouwaardekettings belemmer. Genderverhoudings word deur die lens van die kritiese teorie bekyk. ʼn Kwalitatiewe navorsingsbenadering is gevolg en klassieke etnografiese metodes is toegepas, waaronder deelnemerwaarneming, veldaantekeninge, deurtastende en halfgestruktureerde onderhoude, onderhoude met sleutelinformante, fokusgroepbesprekings en sekondêre dokumente. ʼn Tydbenuttingsopname en seisoenale kalender was die primêre databronne. Uit die studie het geblyk dat vroue by die mees winsgewende skakels van die waardeketting grotendeels onderverteenwoordig is. Die uitkomste van landbouwaardekettingintervensies vir vrouehuishoudings (VH) (huishoudings waarin ʼn vrou die broodwinner is) verskil van dié vir mannehuishoudings (MH) (huishoudings waarin ʼn man die broodwinner is). Weens die kommersialisering van die landboubedryf, in veral MH’s, het beheer oor die kommoditeite van vroue se hande in dié van mans oorgegaan. Gevolglik word vroue in hierdie kategorie ontmagtig of ten minste nie deur die waarde van kettingintervensies bemagtig nie. Ofskoon ʼn groter genderbewustheid in die landbouwaardeketting gelyke indiensneming en die ekonomiese, maatskaplike en persoonlike bemagtiging van vroue bevorder het, het vroue steeds ʼn groot agterstand. Ongelyke magsverhoudings tuis en in die samelewing beperk vroue se bestuur van en beheer oor lonende gewasse. Die redes hiervoor is onder meer beperkte hulpbronne, ongeletterdheid, ʼn tekort aan arbeid en tyd, beperkte toegang tot produktiewe insette, tegnologieë, markinligting en landbouverlengingsdienste, beperkte mobiliteit en talle ander sosiaal-kulturele en institusionele struikelblokke.
