Abstract:
China–Ethiopia economic cooperation in the period of 2000–2020 is marked by the convergence between the industrial policy of Ethiopia, the orientations of the Forum on China–Africa Cooperation (FOCAC), and the infrastructure development strategy which is the cornerstone of China’s Belt and Road Initiative (BRI). China, the largest foreign investor in Ethiopia during this period, has had a major role in terms of investment and financing in the energy sector and the transportation infrastructure: Addis Ababa Airport, roads, railway, seaport terminal, and gas pipeline. The flagship project — the Addis Ababa–Djibouti Railway — connecting Addis Ababa to Djibouti City and Djibouti’s Doraleh Container Terminal, inaugurated in 2018, provided landlocked Ethiopia with a good connection between the hinterland and the seaport: the economic corridor accounts for more than 95% of Ethiopia’s foreign trade. The development of Ethiopian Industrial Parks on the model of Chinese Special Economic Zones (SEZs) was the second pillar of the strategy of development of an export-oriented manufacturing sector. Chinese companies operating in Ethiopian Industrial Parks in the textile and leather industries have been pioneering this activity contributing to Ethiopia’s participation in the Global Value Chains (GVCs). Ethiopian government is also planning the development of agro-industrial parks specialized in added-value agricultural products such as coffee or cut flowers exported to Europe via Addis Ababa Airport and Ethiopian Airlines Cargo. Ethiopia’s main challenges in that direction are the necessity to go up the value chain to further penetrate European markets and, most likely, to identify the products or services which could be integrated into the African markets in the new context of the African Continental Free Trade Area (AfCFTA) agreement that entered into force in January 2021.

Abstract:
Natural resource governance accelerates development. Ethiopia, a low-income country, passed land legislation in the 1990s and subsequently exhibited exceptional economic growth and human development improvements. From 2004 to 2014, Ethiopia’s average annual GDP growth rate was about nine per cent. Nevertheless, over 80% of the population remain food insecure. Using a literature review and interviews, this case study examines Ethiopia’s economic and social development through a land governance lens. It aims to document the flaws in Ethiopia’s regulatory framework that hinder vulnerable communities from leveraging the benefits of greater foreign direct investments (FDI) and resultant economic growth. The case analyzes Ethiopia’s agricultural governance framework and the impact of FDI-driven large-scale farming on smallholder communities, and concludes with suggestions for alternative investment approaches. The case study reveals that Ethiopian government legislation and resultant macroeconomic growth has yet to deliver inclusive and stable economic gains for many of the vulnerable smallholder communities. There is a need to advance further regulation and policies that not only protect these vulnerable communities, but also enhance economic and trade incentives for potential foreign investors.

The development of transport infrastructure is a priority objective for many African countries. This process has significant impact on the efficiency of continental and world trade corridors, and also influence on the costs of economic activity. In this case, the transformation in the transport sector of Ethiopia must be noted. The government of the country has taken a decision to create national railway network and develop aviation and road lines of communication. After The Eritrean War of Independence Eritrean separation was announced and Ethiopia lost its maritime infrastructure and became a landlocked country. This situation provides great difficulties in process of international trade and economic activity for the region. Now the development of transport corridors which connect economic centers with large ports of the region is a priority task for Ethiopian government. In this case Ethiopia is actively attracting foreign investors and world financial organizations to create stable, efficient and economically profitable ways of transport communication with the port infrastructure of neighboring countries. This year, Chinese companies finished to rebuilt the railway line Addis Ababa-Djibouti, in the coming years, governments of Kenya and Ethiopia, will launch new Mombasa-Nairobi-Addis Ababa motorway. This infrastructure projects are essential for enhancing Ethiopian competitiveness and economic activity and provide opportunity to reduce transport costs. Moreover, the Ethiopian authorities are making great progress in developing the internal transport infrastructure, first of all, in terms of increased paved road and development of railway infrastructure, which promotes more efficient use of natural,economic and human resources. Foreign companies are actively involved in realization of this transport projects and it can be a perspective area for cooperation between Russian Federation and Ethiopia. The article provides a detailed overview of Ethiopian transport sector and describes the key infrastructureprojects which can be interesting for Russian companies.

In Africa, China and India are considered to be following a donor–recipient approach and are explicitly criticised for exploiting the continent’s energy resources. This study focuses on the presence of the Asian countries in terms of institutional theory, historical connections, instrumental motivations and political engagement with Africa in general, and with Ethiopia in particular. India offers non-pecuniary value, such as scholarship and technical assistance, whereas China focuses on a wider range of economic aids and non-pecuniary packages; thus, both countries are well positioned in Africa. This study is an exercise audit of the impact of Chinese and Indian economic activities on Ethiopia’s economic growth and examines the period from 1992 to 2016 from historical and contemporary perspectives. This study also includes a case study of members of Ethiopian society’s attitudes towards the presence and prospects of Chinese and Indian investment projects and its perceptions of these projects. Although some long-term developmental impacts remain uncertain, this study argues that the presence of the Asian drivers has favoured Ethiopia in many investment sectors and concludes that the overall impact of the Asian drivers on Ethiopia is beneficial. To collect primary data, individual and group interviews and discussions were conducted.

Ethiopia is found in the ‘Eastern Africa migration system’ known for turbulent population mobility due to a host of social, economic, and political factors. The migration problem of East Africa, in which, a substantial exploration of the complexity and intensity of the migration pattern of Ethiopia has become necessary in the context of social transformation and development processes. To this end, this study is designed to provide migratory change and developmental patterns of international migration of Ethiopia in regional and sub-regional perspectives based on long-term macro statistics. The data obtained from the Reports of the United Nations Department for Economic and Social Affairs and World Bank’s Development Indicators have been used to describe, analyze and explain long-term patterns of international migration of Ethiopia within the regional contexts. Results show the trend that Ethiopia experienced a continuous increase in its international migrant stock in the last five decades, from less than 400,000 in 1960 to over 1 million in 2015. Refugees and transit migrants constituted the largest number of immigrants, mostly from the neighboring countries, driven by continuous conflicts and political instability. Ethiopia, once dominant in refugee flows in the Horn of Africa due to political conflict, famine, and persecution, experienced a sharp decline in the share of refugees in the Horn of Africa in the last three decades. Economic motives have recently become the prime factors in migration decisions among the Ethiopians as observed with the fact that the USA and the Middle East are the major destinations. The findings revealed that Ethiopian emigration is characterized by the inter-continental flows unlike the Sub-Saharan migration pattern known to have an intra-continental migratory link. Feminization of Ethiopian migration is also evident particularly in core destination countries of the Global North, which indicates the increasing role of females in migration decisions but also disproves the widely held perception about Ethiopians emigration to the Arab World as female-specific. In the final analysis, Ethiopia could be regarded rather as a destination, with over 1.2 million migrants, than as an origin, with just over 800,000 as of 2017, which now make the country a regional migration hub in the Horn of Africa.

This study explores the reflection of recorded economic growth on human development in Ethiopia. The principal puzzle the study unravels is if there is a positive co-variance between per capita income levels and achievements made in life expectancy, educational attainments and reduction in the levels of income poverty in the past decade. To put Ethiopia in a comparative perspective we have attempted to contrast Ethiopia with some of the Eastern African countries. The results of this exercise show that economic growth made in Ethiopia has contributed to human development. Income, life expectancy and school attainments move together; however, life expectancy progresses faster than educational attainments.

Purpose This paper aims to shed light on financial development in Ethiopia and its implications for overall economic development. It does so with particular focus on development understood as industrial development and with special attention drawn on inequality and debt levels as well as the real estate market in Ethiopia. Two research questions are focussed on in particular, where the first serves as prerequisite for the assessment of the second: What kind of financial development took place in Ethiopia in the past quarter of a century? Furthermore, are processes of financialisation visible in Ethiopia, and if so, to what effect? Design/methodology/approach The paper is based on publicly available macro-data and qualitative and quantitative data collected by the author herself during a three months’ research stay in Ethiopia. Findings It is found that despite higher levels of financial inclusion and deepening, industrialisation is on a relative decline. What is more, inequality and debt levels increase, and the recent growth spurts seem to be rooted in the construction sector with prices in the real estate market surging. In can be concluded that despite a flourishing financial sector, the Ethiopian economy is faced with the peril of crises associated with an inflated real estate market, inequality, debt burdens and impeded industrialisation. Originality/value African economies and, in particular, the development and effects of financial markets are still a blind spot in economic research. By combining quantitative and qualitative data on and gathered in Ethiopia, this paper therefore conducts greenfield research.

Since 1992, the Ethiopian government has been liberalizing and reorienting the country’s economy through moderate market reforms and the shifting of its role from one of active participation in the productive and service sectors to one of creating an enabling environment for the private sector and providing regulatory oversight. This article assesses Ethiopia’s trade and exchange rate relationship, during the period 1990-2002, in the context of the country’s economic performance under the liberalized economic policies of the government. It also examines the related issue of the value of the country’s currency to determine, through the Purchasing-Power Parity Hypothesis method, whether the country’s currency (the Ethiopian Birr) is undervalued or overvalued.

This piece of paper analyzes post-1991 Ethio-China political and economic relations by raising the following questions: What is the nature of the bilateral political and economic relations? What are the factors which enhanced the bilateral political and economic relations between Ethiopia and China? What are the arguments raised by different scholars about Ethiopia and China relations? There are a number of factors that contributed to the growth of bilateral relations. Ethiopia needs China for economic assistance; as an alternative source to the west and China’s development is generally considered as a role model for Ethiopia to follow. China also supports Ethiopia on different international issues. On the part of China, there are also several factors egging China to look towards Ethiopia especially in terms of Ethiopia’s strategic importance and market potential. Ethiopia could be a commercial launch pad for Chinese companies and China is also getting diplomatic support from Ethiopia for its policy on Taiwan among others. There are also common factors both from Ethiopia and China’s side which enhanced the bilateral relations. However, there are many arguments raised following Chinese deep engagement to Ethiopia. Among others on the economic front the bilateral relations are imbalanced; dumping of low price export; underbidding local companies and ideological differences among others.Generally, the paper agues the ethio-Chinese relations motivated by political and economic factors.

This article analyzes the role of women as both contributors to and beneficiaries of the socio-economic development of Ethiopia over the past century during three divergent political regimes. Employing the social constructivist and feminist notions of doing and undoing gender, and Bourdieu’s concept of “Habitus” as its theoretical lenses, this study examines how women were able to deal with the external pressures exerted by social and institutional structures and navigated through a predominantly masculine world to negotiate their changing roles in the Ethiopian society. Based on a review of the relevant literature, analysis of government policies and strategies, and official statistics, this study traces the historical trajectories of Ethiopian women since the early modern imperial era to the present. The study also identifies policy options that have helped to overcome the deep-sited inequalities between men and women in the Ethiopian context.

The aim of the research is to examine the HIV risk factors affecting poor health in Ethiopia by epidemiological perspectives. The Demographic and Health Survey 2011 and other secondary data were used. Ethiopian population growth has slowed dramatically or stopped due to HIV and AIDS. A logistic regression and correlation between HIV positive towards AIDS, high risk factors leading to exposure to HIV infection was adopted with selected variables. The study confirmed that the high level of HIV positivity and poor health was highly affected by socio-economic and demographic factors.

This paper argues that development through large-scale land acquisitions (LSLAs) in Gambella, western Ethiopia, belies a state-remaking project under a dispossessive political economy. This argument is based on fieldwork in Gambella, Addis Ababa, and Minneapolis and is situated within the broader development agenda pursued by Ethiopia's ruling party. The political economy of LSLAs tells us that the deals are not occurring in a predominantly economic manner; rather, extra-economic state intervention clears the way for, facilitates, and ensures sustained accumulation. This political intervention is “unlocking” and making the lowland resources accessible and extractable by the state, while a concomitant villagisation project is guaranteeing continued accumulation by disempowering the local population by making the community legible, governable, and controllable. By combining these processes, the Ethiopian state is mastering, and building itself in, Gambella's lowlands.

Abstract:
Quantifying the economic effects of climate change is a crucial step for planning adaptation in developing countries. This study assesses the economy-wide and regional effects of climate change-induced productivity and labor supply shocks in Ethiopian agriculture. We pursue a structural approach that blends biophysical and economic models. We consider different crop yield projections and add a regionalization to the country-wide CGE results. The study shows, in the worst case scenario, the effects on country-wide GDP may add up to −8%. The effects on regional value-added GDP are uneven and range from −10% to +2.5%. However, plausible cost-free exogenous structural change scenarios in labor skills and marketing margins may offset about 20–30% of these general equilibrium effects. As such, the ongoing structural transformation in the country may underpin the resilience of the economy to climate change. This can be regarded as a co-benefit of structural change in the country. Nevertheless, given the role of the sector in the current economic structure and the potency of the projected biophysical impacts, adaptation in agriculture is imperative. Otherwise, climate change may make rural livelihoods unpredictable and strain the country’s economic progress.

This paper attempts to show how nationalism has served to transcend political, social, economic and cultural challenges in Ethiopia. Nationalists in Ethiopia have attempted to harness national cohesion against threats from both within and outside of Ethiopia. External threats have always provided an opportunity to mobilize the citizens and suppress internal dissent in the name of national identity. This paper discusses different forms of nationalism in Ethiopia and attempts to demonstrate that in the conflict between Eritrea and Ethiopia, though territory and economic issues indeed played a role, to reduce the causes of conflict merely to these two factors is a mistake. This conflict has to be approached from a political-psychological aspect as well. Unless there is a change in the expression of nationalism and in the perception of national identity, it will be difficult to address the dynamic of the Eritrean-Ethiopian border conflict and find lasting solutions.

The motives, instruments and effects of China's Africa policy have spurred a lively debate in European development policy circles. This paper assesses the “competitive pressure” that China's growing presence in Africa exerts on the European development policy regime. Drawing on interviews conducted in China, Ethiopia and Europe between 2008 and 2011, the paper analyses Ethiopia as a case study. Ethiopia has emerged as one of the most important countries in Chinese as well as European cooperation with Africa. Yet, Chinese and European policies toward Ethiopia differ greatly. The EU mainly engages Ethiopia as an aid recipient, whereas China has developed a comprehensive political and economic partnership with the East African state. China has thereby become an alternative partner to the Ethiopian government, a development that both sheds light on the gap between European rhetoric and policy practice and puts pressure on the EU to make more efforts to reform its development policy system.

Abstract:
Despite some progress in the reduction of the prevalence of child wasting in Ethiopia, the pace of progress has been slow. Despite millions of dollars being spent on the treatment of wasting every year, the increased frequency and magnitude of environmental and anthropogenic shocks has halted progress. This study aimed to present the trends of child wasting in Ethiopia and estimate the economic losses related to the slow progress towards meeting the sustainable development goal (SDG) targets. Weather shocks and civil unrest between 2015 and 2018 have halted progress. We used a “consequence model” to apply the coefficient risk–deficit on economic losses established in the global scientific literature to the Ethiopian health, demographic, and economic data to estimate economic losses related to child wasting. The impact of wasting on the national economy of Ethiopia is estimated to be 157.8–230.2 million United States dollars (USD), annually. The greatest contributor to the economic burden (43.5–63.5% of the burden depending on the discount rate) is the cost of supplies and human resources to treat wasting. To reach the 2030 SDGs, Ethiopia should increase its annual average reduction rate (AARR) in the numbers of child (<59 months) wasting from 0.1% to 5.4%. This will avert the wasting in 7.9 million cases and prevent additional economic costs of up to 803.7 million USD over the next decade. Increasing the reach of therapeutic interventions, but also identifying and implementing wasting prevention interventions, will be critical if the SDG targets are to be met and the opportunity of the children to thrive is not to be wasted.

This paper presents the role of cooperatives on the socio-economic development of Ethiopia. It is based on a national survey where 173 cooperatives and 831 cooperatives members were taken as a sample and Focused Group Discussions (FGDs) at eight different regions of the country were considered. The study was based on semi-structured questionnaire. It included a period of ten years (2001-2011).Results of the survey reveal that cooperatives have contributed a lot in the country’s economic development besides supporting their members by providing different products, services, as well as variety of benefits such as securing their food, increasing their income, improving life style and social participation, and inputs for their agriculture activities. Moreover, on the average cooperatives support nearly 15.00 to 29.68 descent jobs and spent 28,032.29 up to 122,297.7birr as wage and salary per cooperative per year. The average contribution of cooperatives to the Ethiopian GDP for the last ten years is found to be relatively less which ranges 1.21% to 12.27%. The overall findings showed that, cooperatives have struggled to impact the socio-economic development of the country and support their members to improve their livelihood with the unpaved economy and policy of the country.

When foreign policies of states are examined, pride of place often goes to what are called high politics: the politics of diplomacy and war. However, for most developing nations, especially those in the region of sub-Saharan Africa, economic foreign policy, or low politics, may be as, or even more, important. In fact, the foreign policies of African nations are often seen as an extension of strategies to consolidate domestic political power. African leaders routinely place themselves in charge of foreign policy as a means of controlling these resource flows as well as to create some autonomy from competing domestic political forces. This is not to say that external state forces do not impinge on the ability of leaders to stay in power; however, in sub-Saharan Africa, this has been less of a priority, perhaps with the significant exception of Ethiopia. This paper seeks to show that the general foreign policy perspectives of Ethiopia from 1991 to the present have been an extension of the leaders and ruling elites trying to obtain significant sources of financial resources by exploring the general trends of how Ethiopia has engaged in international flows of resources. Examining Ethiopian foreign policy on three levels—international, regional, and domestic—this paper explains how, despite being a potential regional hegemon, Ethiopia has significant problems stemming from domestic issues of poverty and legitimacy. The escalation of tensions between Ethiopia and Egypt over the construction of the Grand Renaissance is at least partly based on a misunderstanding of the nature of the risks this dam poses to Egypt. There is a two-part, win–win deal that can defuse tensions between Egypt and Ethiopia. First, Ethiopia needs to agree with Egypt and Sudan on rules for filling the Grand Renaissance Dam (GRD) reservoir and on operating rules during periods of drought. Second, Egypt needs to acknowledge that Ethiopia has a right to develop its water resources infrastructure for the benefit of its people based on the principle of equitable use, and agree not to block the power trade agreements that Ethiopia needs with Sudan to make the GRD financially viable. Sudan has a big stake in Egyptian–Ethiopian reconciliation over the use of the Nile. Although Sudan's agricultural and hydropower interests now align with those of Ethiopia, there does not seem to be a formal agreement between Ethiopia and Sudan for the sale of hydropower from the GRD. Because the economic feasibility of the GRD and other Ethiopian hydropower projects will depend on such agreements, Sudan has leverage with both Ethiopia and Egypt to encourage this win–win deal.

Data from lay practitioners as well as priests show that religious mahbär has many religious as well as social functions. It is a ritual with long traditions in the Ethiopian OrthodoxTäwahedoChurch. The authors show that what characterizes mahbär as a ritual is its unusual richness, complexity, multifunctionality and flexibility. By placing it within the Ethiopian religious context and the present development, the authors discuss why religious mahbär is in decline despite its multiple functions, flexibility, and support from the Ethiopian OrthodoxTäwahïdoChurch. In difficult economic times one would expect traditional rituals such as mahbär to become more important to people, and hence to be strengthened, but this does not seem to be the case here. In the authors’ view, three factors are pushing this decline: economic challenges, time constraints, and member recruitment.

Pastoralism is a culture, livelihoods system, extensive use of rangelands. It is the key production system practiced in the arid and semi-arid dryland areas. Recent estimates indicate that about 120 million pastoralists and agro-pastoralists life worldwide, of which 41.7% reside only in sub-Saharan Africa (SSA). Pastoralists live in areas often described as marginal, remote, conflict prone, food insecure and associated with high levels of vulnerability. Pastoral communities of Ethiopia occupy 61% of the total land mass and 97% of Ethiopian pastoralists found in low land areas of Afar, Somali, Oromiya, and SNNPR. In spite pastoral areas have significance role in national economy, yet very little consideration was given to pastoral development and policy makers often neglect them, focusing on the interests of agriculture and urban people. The constitution of Ethiopia gives pastoral communities the right to free land grazing, fair use of natural resources, have market access and receive fair price, and not displaced from their own lands. However, pastoralists have faced new problems in recent years, including competition for water and pasture; unrepresented in socio-economic and political activities, ethnic based conflicts, poverty, and uneven drought and climate changes. The government of Ethiopia began large scale efforts to develop the pastoral areas and initiated different projects, but pastoral development policies and strategies seem to be state centrally-driven. In Ethiopia the current nature of pastoralism and pastoral communities’ life style is changing. Therefore, government needs to develop policies and strategies which are based on local customs and practical knowledge.

This article deals with the Sudanese–Ethiopian conflict (1885–89) from a Mahdist perspective, in the wider context of the European scramble for Africa. Focusing on Sudanese representations of Ethiopia as well as on the causes underlying the conflict, I confront a Mahdist chronicle of particular historiographical significance with a range of historical sources. Departing from a purely jihadist framework of analysis, I highlight various Mahdist conceptualizations of Christian Ethiopia as well as historical, political, military, and economic processes conducive to the outbreak of an armed confrontation between the two independent African states. I argue that the Sudanese ruling elite resorted to jihadist discourse as a legitimizing device rather than as an inflexible policy and examine more specific rhetoric instruments meant to justify Mahdist attitudes toward the Christian kingdom. Whereas prophetic visions were used to make the khalifa's Ethiopian policy acceptable to Mahdist eyes, the ambivalent legacy of early Muslim–Aksumite contacts was reactivated in the framework of a dialogue with the Ethiopian enemy.

Purpose The purpose of this paper is to identify pathways to improve the performance and competitiveness of Ethiopia's tourism sector using coffee as one essential tourism experience, thereby improving the socio-economic conditions of the local communities who depend on coffee for their livelihoods. Design/methodology/approach Based upon qualitative focus group discussions undertaken with key informants in both the coffee and tourism sectors in Ethiopia. Findings Despite the existing tourism development potential, Ethiopia has not yet fully exploited this position. While the country uses coffee to assist its destination marketing strategies, practical interventions to position coffee as a primary tourism product are absent and remain of critical importance. Research limitations/implications In this exploratory study key informant participants from government and industry share their experience within this policy domain. It is acknowledged that future research aiming to provide a fuller picture of governance in this domain would also include the perspective of community-level coffee growers. Practical implications Paramount among the implications of this study is the need to enhance cross-sectoral planning and collaboration and to establish a bridging organisation that will help integrate the agricultural (coffee) sector and the tourism sector. Social implications This study identifies key governance-related obstacles to addressing rural poverty through coffee-related agri-tourism initiatives in Ethiopia. Originality/value This paper addresses, from a governance perspective, the obstacles and opportunities for coffee as a tourism product/experience in Ethiopia. The paper identifies what interventions and innovations in policy and practice are necessary to enhance the role of Ethiopia's coffee culture in the performance of the country's tourism sector.

Abstract Since the coming of Ethiopian People’s Revolutionary Democratic Front (eprdf) into power, Ethiopia has oscillated with the trial of different economic models. In 2001, the regime adopted developmental state model along with ethnic federalism while abandoning liberalism. Taking these facts into account, this paper assesses the tension and compatibility between developmental state and ethnic federalism. The findings of this paper reveal that there are no problems associated with the developmental state in terms of rhetorical points of view. It can improve development if the governments strictly observe and implement the pillars that the developmental state needs to have. However, the marriage between developmental state and ethnic federalism incurs the possibility of the non-enforcement of the main pillars of the developmental state. The nature of the developmental state and the way Ethiopia’s federal system structured is incompatible, which I call such a relation the ‘matrimony of discordant’.

This paper reviews the role and economic importance of the pollination service by honey bees (Apis mellifera) to agricultural crops and food security in the Ethiopian context. Honey bees provide pollination services that are crucial for sexual reproduction and improving the quality and quantity of many agricultural crops. From the significant 53 crops cultivated in Ethiopia, 33 (62.2%) of them are dependent on biological pollinators. Besides this, honey bees play a vital economic role, and their contribution to pollination service in agriculture crops is around 0.815 billion dollars in Ethiopia. Nevertheless, this contribution is unnoticed by Ethiopian farmers. Pollination by honey bee plays an essential role in human nutrition and supplies food security, income in households, and ecosystem services. Declines in insect pollinators, including honey bees across the world, have raised concerns about the supply of pollination services to agriculture, and it is because one-third of agriculture productions depend upon pollination, mainly by honey bees. Among the several factors responsible for the decline of honey bee colonies, improper pesticide application, and climate change are the elements and make them at risk. The potential adverse effects of pollinator declines include direct economic losses incurred by reduced crop yields as well as broader impacts on the agricultural activity because of lower productivity in the ecosystems. Through promoting and the use of honey bee pollination service as agricultural development packages, it is possible to improve honey bee production and crop yield in Ethiopia.

Growth-friendly egalitarian distribution of land and smallholder farming notwithstanding, rural Ethiopia continues to face an ever-deepening livelihoods crisis. This paper synthesises the theoretical and empirical literature on Ethiopian and other comparable land institutions, in search of a coherent economic framework for pinpointing the roots of the problem and a menu for sensible policy options. It argues that land privatisation, as an integral part of a second agrarian reform, is necessary for attaining optimal farm sizes, thicker markets and robust industrialisation. A sordid history of political marginalisation of the peasantry makes freehold a superior alternative to more secure state leasehold. For a thoroughgoing agricultural transformation, however, sufficiency entails substantial increases in public investment that are designed to crowd-in private investment. Ethiopia's market-led agricultural development strategy must focus on boosting sustainable growth while ensuring subsistence for all.

Policy makers need to know the relationship among energy use, economic growth and environmental quality in order to formulate rigorous policy for economic growth and environmental sustainability. This study analyzes the nexus among energy consumption, affluence, financial development, trade openness, urbanization, population and CO2 emissions in Ethiopia using data from 1970–2014. The ARDL cointegration results show that cointegration exists among the variables. Energy consumption, population, trade openness and economic growth have positive impact on CO2 in the long-run while economic growth squared reduces CO2 emissions which confirms that the EKC hypothesis holds in Ethiopia. In the short-run urbanization and energy consumption intensify environmental degradation. Toda-Yamamoto granger causality results indicate the bi-directional causality between energy consumption and CO2 emissions, CO2 emissions and urbanization. Financial development, population and urbanization cause economic growth while economic growth causes CO2 emissions. Causality runs from energy consumption to financial development, urbanization and population which in turn cause economic growth. From the result, CO2 emissions extenuation policy in Ethiopia should focus on environmentally friendly growth, enhancing consumption of cleaner energy, incorporating the impact of population, urbanization, trade and financial development.

AbstractThis paper is an investigation of the relationship between identity, politics, and rumours in Jimma, Ethiopia. The introduction of ethnic federalism in Ethiopia after the fall of the Marxist Derg regime in 1991 has been the topic of a significant amount of academic discussion, but little attention has been given to the day-to-day experience of this change. Consequently, post-1991 Ethiopian politics have been viewed primarily in terms of ethnic power struggles. An analysis of rumours that are circulated through casual conversation enables a better understanding of popular reactions to ethnic federalism. In particular, rumours regarding the drinking habits of Oromo Muslims and the political behaviour of Protestants reveal that ethnicity is closely intertwined with religion and nationalism. This analysis also demonstrates how a particularly Ethiopian form of discourse functions as a means both of resisting and coping with loss of political power and economic decline. Finally, it explores how international news media coverage of Christian–Muslim conflict and anxieties about globalisation are interrelated with local power struggles. In this paper, rumours are treated as a discourse that provides a window into the worldview of the speaker in order to explore how individuals negotiate political change and construct difference at the everyday level.

The research is conducted by collecting data from 20 purposely selected key informants from both the federal and regional government sectors, political parties and community in Ethiopia. Data are collected through in-depth interviews and review of relevant documents, and systematically analyzed using content analysis technique. The results show that the practice of policymaking and IRDPF process in particular is not in line with of the law of land, in which the executive branch, particularly, the Prime Minister and ruling party&rsquo;s elites are the key actor in the process at both federal and regional levels with limited consultation and participation of other House of Peoples Representatives, federal and regional policy makers, and other stakeholders. The study also identified various political, social, economic and technical challenges that affect sound and effective integrated regional development policy formulation in the country.

Cultivation of rice in Ethiopia is generally a recent phenomenon it was started first at Fogera and Gambella Plains in the early 1970’s, which is preceded by its utilization as a food crop. Hence the present review was to review on adoption, Trend, potential, and constraints of rice production to livelihood in Ethiopia. Although rice was introduced to the country very recently, it has proven to be a crop that can assure food security in Ethiopia. It is reported that the potential rice production area in Ethiopia is estimated to be about thirty million hectares. Since 2006, Ethiopian rice production trends show increases in both area and productivity. Considering the importance and potential of the crop, it has been recognized by the Government as “the new millennium crop of Ethiopia” to attain food security. Rice has become a commodity of strategic significance across many parts of Ethiopia for domestic consumption as well as export market for economic development. Due to the introduction of upland and irrigated rice varieties in the country, rice farming has increased from time to time. There has been twelve upland/lowland NERICAs and Sativa-type, and three irrigated rice varieties released in Ethiopia from 1999 up to 2007. However, Ethiopian rice sector still faces remaining challenges such as high competition with imported rice, poor infrastructure, insufficient mechanization and post-harvest processing technologies, lack of skilled manpower and research facilities, poor marketing infrastructure, and channels. Therefore, building the capacity of the research community, experts, smallholder farmers and the private sector is necessary not only to further increase production but also to improve the quality of rice products through better post-harvest handling and processing.

Purpose The increasing African population and economic growth leading to urbanisation continues to increase the need to redevelop brownfields as a strategy of encouraging sustainable development of cities, in particular in Ethiopia. However, the adoption of brownfield redevelopment in Ethiopia is at initial stage. Thus, the purpose of this paper is to highlight the framework based on grey-incidence decision-making approach to manage brownfields in African countries by taking Ethiopia as case example. The grey-incidence decision-making model integrates multiple factors such as economic, social, environmental, technical and associated risks and provides an effective decision-making and management tool for environmental practitioners and government agencies. Design/methodology/approach Questionnaires were used to collect data on terms and definitions of brownfield. The questions were prepared on the basis of currently used definitions developed by a number of developed countries. Moreover, this study utilises a grey-incidence decision-making approach to help in management and decision-making for the implementation of brownfield redevelopment projects (BRPs) in the remediated sites. Findings Standard definition of brownfield and essential guidelines for brownfield redevelopment is proposed for Ethiopian context. The research findings were tested and verified using literature data and survey from major stakeholders. In addition, the grey-incidence decision-making approach is applied for the evaluation of BRPs in the remediated sites. A framework is proposed to control future brownfields for African countries by taking Ethiopia as a case example. Originality/value This research stresses the significance of an urban structure to address sustainable development, and the need to consider redevelopment of brownfields and identify the potential for a specific government policy framework. This research provides the best opportunity for Ethiopia by devising an urban land policy and create a strategy to contribute social, economic, financial and environmental benefits. It also provides a foundation to solve environmental issues by involving all major stakeholders, including community citizens, environmentalists and government agencies, and it also serves as guidelines to transform brownfields into Greenfields; and finally, it contributes to achieve the 2030 UN global goals.

Abstract Research on the economic effects of African Christianity has mainly focused on Pentecostalism. The dominant opinion of this literature is that Pentecostalism stimulates economic activity and supports economic development. This article looks beyond Pentecostalism by discussing the case of an Evangelical church in southern Ethiopia. Covering a period of two decades, I trace a shift in the relation between Evangelicalism and local aspirations for economic development. Initially seen as a means to achieve religious ends, the pursuit of development has recently been problematized as a source of social and spiritual ills. The church now discourages excessive participation in the commercial economy, and dedicated Evangelicals relinquish economic opportunities that they fear could lead them into sin. This shows that while Christianity can stimulate processes of economic development it can also constrain these, motivating people to renounce the quest for wealth in favour of other values.

This paper examines the problems associated with youth capacity building and unemployment in Ethiopia. It argues that capacity building is a continuous process of development that could be accomplished through participation of the citizens in their own development. The dynamics of development at both national and grassroots levels in Ethiopia must involve the exposure of government change agents to participatory learning and action methodologies. The paper uses data derived from primary and secondary sources to analyze the problems associated with youth capacity building and unemployment in Ethiopia. The conceptual framework is based on the social constructionist, the build block model of development, monetarist and the Keynesian theories. The findings show that technical capacity building in Ethiopia will serve as a lever for economic and social development. There is, however, a negative correlation between the nation’s educational system and the kind of technical skills needed to achieve its sustainable development goals. In addition, the Ethiopian Government policies have not been able to effectively galvanize the private sector and NGOs to create more jobs for youths. Further, current government policy tends to focus on the supply side. Less emphasis has been placed on the demand side and comparable strategies to address the youth unemployment problems. The paper recommends that the in the new global economy, young people need to acquire more than just basic education, and curricula. They should be influenced by the current trends in of globalization, regional integration and technological transformation. The established public labour-intensive infrastructure projects in urban areas, like cobblestone, housing, Micro and Small Enterprises and others, need to be strengthened and supported by government, private sectors and NGOs, both technically and financially. Thus, government, private sector and NGOs should collaborate to establish a mechanism for a better and efficient approach to providing youth employment all over Ethiopia and in Addis Ababa in particular. It further suggests that appropriate monetary and fiscal policies are necessary for Ethiopia to effectively address its urban youth capacity building problems.

Abstract:
External public debt and foreign exchange reserve (FER) are performing a crucial role in the growth and development of countries. To examine the short-run and long-run dynamics among external public debt (EPD) and FER in Ethiopia, the study used 39 years data (1981 to 2019) from National bank of Ethiopia (NBE) and World Bank data sets. The Autoregressive Distributed Lag (ARDL) model with error correction model (ECM) was employed after checking the possible assumptions of economic series. The results of ADF test statistics confirms our economic series are stationary with a mixture of level form and first difference form. Bounds co-integration test suggests the existence of co-integration among the variables. According to the descriptive method of data analysis, on average, in Ethiopia the trend for service sector indicated that an ever improvement of the sector throughout the periods and supplementing the notion of change from agriculture base to service sector. On the other hand, according to ARDL model in the short -run on average trade tariff rate, share of manufacturing sector from the GDP, and lagged value of EPD itself predicts the EPD significantly at least at less than 10% level of significance . Moreover, the ECM revealed that in the long-run, financial development indicator, debt service payment, and average trade tariff rate were predicting the stock of FER for Ethiopian economy. Finally, the concerned body, the government of Ethiopia, should limit or reduce the amount of external debt (ED) inflows, and recheck the budget sources for financing different projects especially manufacturing industries rather than highly basing on external sources in the form of EPD, among others.

This paper presents the technical and economic feasibility of grid connected small scale hydropower construction in selected site of the Kulfo River in southern Ethiopia. In doing so the paper presents the general overview of Ethiopia electric power situation; small scale hydropower situation and barriers and drivers for its development; site assessment and cost estimation methods and at the end presents techno-economic analysis of small scale hydropower development on the Kulfo River in southern Ethiopia. The technical and economic feasibility of the site have been studied by using HOMER, RETscreen, and SMART Mini-IDRO software. The result of simulation shows that the construction of small scale hydropower in the Kulfo River is technically and economically feasible with total net present cost of$13,345,150, cost of energy$0.028/kWh, simple payback period of 12.4 year, and internal rate of return 12.9%. The result also shows that construction of hydropower curtails greenhouse gas emissions such as carbon dioxide by 96,685,45 kg/year, sulfur dioxide by 4,1917 kg/year, and nitrogen dioxide by 20,500 kg/year.

A tourism industry has a strong relationship with those dimensions because of its dependency and impact on it, and the interests of its stakeholders (Kauffmann 2008).</p><p>As stated by Sinha (2007) the study of tourism is the study of people away from their usual habitat of the establishments which responds to the requirement of travelers and the impact of that they have on the economic physical and social well-being of their hosts. Tourism is an attractive tool for economic development, specifically in the developing world. Viewed as an export industry of three Gs -- "get them in, get their Money, and get them out" – tourism has assisted many developing countries to move away from a dependency on agriculture and manufacturing (Tooman, 1997. </p><p>Chosen forits ability to bring in needed foreign exchange earnings, income and employment, tourism has become a popular addition to economic development policies in many African, Asian, South and Central American countries. Although tourism seems to beading substantially to the economic growth of many of these regions, many developing countries are not reaping full benefits from tourism (Vaugeois, 1990).</p><p>Tourism in Ethiopia dates back to the pre-Axumite period when the first illustrated travel guides to Ethiopia can be found in the friezes of the pyramids and ancient sites of Egypt. These depicted travels to the land of Punt, which the Egyptians knew was the source of the Nile, and where they traded for gold, incense, ivory and slaves. The fourth century Persian historian Mani described the Kingdom of Axum as being one of the four great empires of the world, ranking it alongside China, Persia and Rome (World Bank, 2006). Modern tourism in Ethiopia can be said to have started with the formation of a government body to develop and control it in 1961: The Ethiopian Tourist Organization (Y.Mulualem, 2010).</p>

In this study, we have explored the causal relationship between energy consumption and economic growth in Ethiopia, during the period from 1971 to 2013. We have employed a multivariate Granger-causality framework that incorporates financial development, investment and trade openness as intermittent variables – in an effort to address the omission-of-variable bias. Based on the newly developed ARDL bounds testing approach to co-integration and the error-correction model-based causality model, our results show that in Ethiopia, there is a distinct unidirectional Granger-causality from economic growth to energy consumption. These results apply, irrespective of whether the estimation is done in the short run or in the long run. We recommend that policy makers in Ethiopia should consider expanding their energy-mix options, in order to cope with the future demand arising from the real sector growth.

Farming is at the core of the economy of Ethiopia. Agricultural market development is expected to allow farming to respond to market signals and develop market orientation and technologies for agricultural production. Input and output market development approach as a tool to enhance technological uptake was employed by Improving Productivity and Market success of Ethiopian Farmers (IPMS) project. This study evaluated the impact of market development in the Bure district. The study took a random sample of 100 participant and 100 non-participant households. The influence of different demographic, social, economic, and access to institutional support service variables on participation were examined. The Propensity Score Matching (PSM) results show that participant households are better-off in net farm income. Productivity measures of households indicate that participants are more productive. Input use of the households is different either from stock or in terms of purchased inputs and participants use. Participants are also more market oriented than non-participant households. Therefore, it is advisable to further extend and scale the approach to a wider coverage area and beneficiary farmers to enhance the uptake of improved agricultural technologies and the link of farmers to the market.

Purpose Entrepreneurship is a critical and necessary condition for sustained economic development. Different societies are more or less developed because they are endowed with more or less enterprising social groups. Entrepreneurship does not flourish in a social vacuum; its development is affected by cultural, socio-political and policy contexts in a given country or region. The purpose of this paper is to examine the culture of entrepreneurship in Ethiopia and analyse the role of micro and small enterprises development (MSED) as an approach towards promoting the culture of entrepreneurship by drawing empirical data from Bahir Dar, a fast-growing regional city in Ethiopia. Design/methodology/approach The data were collected through a survey of 136 small enterprises that were established under the MSED programme. Besides, an in-depth interview of key informants and document analysis methods were used to generate qualitative data for analysis. Findings Ethiopia remained an agrarian society to this date because of the lack of enterprise culture and entrepreneurial social groups which have been effectively prevented from growing by traditions that consider entrepreneurial activities ignoble and also by the anti-enterprise Marxist regime that prevailed until the early 1990s. The study also reveals that the MSED programme which is underway since the early 2000s has positive effects in promoting entrepreneurship. Originality/value The role of entrepreneurship and enterprise culture as an important factor of the development process has not been a concern in Ethiopian academic and policy-making circles. This study thus would help initiate further research and discussion on the issue.

Agroforestry is attracting considerable attention in Ethiopia because of its potential for sustainable land use practices. As land tenure insecurity is a major limiting factor for sustainable land use practices in Ethiopia and developing countries in general, the Ethiopian government launched a rural land certification program to secure land tenure. There are limited empirical studies about the impacts of land certification on sustainable land use practices. To fill this knowledge gap, this study was outlined for an area in the Ethiopian Gozamen district. It investigates the impact of land certification on sustainable land use practices and is focused on factors affecting tree plantation based on a household survey, key informant interviews, focus group discussions, and field observations. The results of the study showed that the majority of the respondents practiced sustainable land use practices after their land was certified. Therefore, land certification has a great contribution on sustainable land use practices. In addition, age, consultancy, land size, education, and nurseries proved as significant factors for tree plantation. As access to land is a basic socio-economic precondition for sustainable agriculture and forestry in developing countries, tenure security is a key pathway for the development of the poor and it contributes essentially to achieve sustainable development goals.
