Abstract:
In this research, the researcher is analysing the models of development in Ethiopia on ADLI policy after the Ethio-Eritrean War of 1998-2000. As a post- conflict country it is always important to know how a country reconstructs its economy after the war. The researcher will give a brief background of Ethiopia with her different regime changes. Ethiopia is a landlocked country and is found in the Horn of Africa. Her boarders are Eritrea on the north and north east, and Djibouti and Somalia on the East, Kenya on the south, on the west and south west by Sudan. (BCC) Ethiopia has been under three remarkably different political regimes; the feudal imperial era under Emperor Haile Selassie; the socialist military dictatorship of Colonel Mangistu’s Derg; and the marketoriented Western aligned democracy of Prime Minister Meles Zenawi.(Devereux et al,2005:121 ) Each regime had applied different policies on agriculture which employs 80 percent of the population. Feudal policies where the land was in the hands of the landlords failed during Selassie’s regime and this was proved by the famine of 1974. He was overthrown by Derg in a coup in 1974. Derg introduced a “radical agrarian transformation based on land redistribution. His policies on agriculture were based on the Marxist egalitarian ideology and by conviction that feudal relations in agriculture had exposed millions of highland Ethiopians to intolerable levels of poverty and vulnerability.” (Devereux et al, 2005:121-122). According to Derg’s agricultural policy land was confiscated from the landlords and was redistributed to the rural farmers and it was trying to break inequalities over land control and it aimed at achieving agricultural productivity and rural incomes. Derg’s regime was overthrown by Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) in 1991. EPRDF further continued with land redistribution in the wake of 1990s and it gave farmlands to demobilised soldiers and tried to correct the inequalities that emerged with time as farming families were growing. (Devereux et al, 2005:122) In all these regimes, land was owned by the state. Ethiopian economy is based on agriculture which contributes 47 percent to GNP and more than 80 percent of exports, and employs 85 percent of the population. Ethiopia’s agriculture is plagued by periodic droughts, soil degradation emanating from poor agricultural practices and overgrazing, deforestation, high population density, underdeveloped water resources and poor transport infrastructure which makes extremely difficult and expensive to get goods to the market. (BCC, 07) The EPRDF came up with the new agricultural policy in the beginning of 1991 and it was known as Agriculture Development Led Industrialisation (ADLI). ADLI is the policy that emphasised on modernising smallholder agriculture and intensifying yield productivity through the supply of appropriate technology, certified seeds, fertilizers, rural credit facilities and technical assistance. (Getachew, 2003:9) This policy introduced some reforms in agriculture as it introduced a nationwide agricultural extension program, the propagation of laws that liberalised the purchasing and distribution of inputs and to increase and to make credit facilities available to rural farmers. In 1995 Minister of Agriculture (MoA) introduced a vehicle to drive the policy, which was called the Plan for Accelerated and Sustained Development to End Poverty (PADETES). The PADETES started with 32047 farmers on board. The aim was to educate farmers in new farming methods which will increase productivity and make farmers self sufficient. Agriculture Sample Survey 2009/10 states that ‘country’s experience showed that farmers’ attitude and tendency to adapt and accept new innovations, modern agricultural techniques and technologies, such as use of fertilizers, irrigation, improved seeds and pesticides that help to improve their living standards through attaining enhanced productivity, do have positive impact on the development on the agricultural sector as a whole.’(Central Statistical Agency, 2010: i) Teshome (2006:1) shows complexity of Ethiopian agriculture when he says that it largest contributor to the GDP, exports and foreign earnings and it employs almost 85 percent of the population. On the contrary, despite its socio-economic importance its performance continues to be low due to many natural and manmade factors which will be discussed in this research.

Abstract:
The purpose of this thesis was to assess the economic implications of an export promotion policy on poverty reduction and inter-industry growth of Ethiopia. The study was conducted in four steps. The first and the second steps involved simulation scenarios. Scenario 1 simulated the change in the incidence of poverty when FDI capital was selectively introduced into non-coffee export agriculture. Scenario 2 simulated a situation in which the coffee industry received the same policy treatment as other export agriculture in accessing FDI capital. Step three analyzed inter-industry growth under the two scenarios. In the fourth step, sensitivity analysis was conducted to assess the possible outcomes of Scenario 1 and 2 under fluctuations in world coffee prices and changes in substitution parameters. A micro-simulated CGE model was constructed to determine optimum production, income and consumption. A Beta frequency distribution function and FGT poverty measures were used to examine the changes in three household groupsâ income distribution and prevalence of poverty. For these analyses, the National Accounting Matrix and the Household Income and Expenditure Sample Survey data set were used. At the macro level, growth in GDP due to expansion of export agriculture was significant. But at a micro level, the magnitude and dimension of economic changes were different with respect to each policy alternative. In the selective export promotion, for instance, only rural households were able to achieve statistically significant income changes. More particularly, about 10 percent of rural households were drawn out of poverty while only 1.7 and 0.5 percent of small and large urban households overcame poverty. When export promotion was assumed to be implemented across the board of all agricultural activities, the welfare gains were extended beyond rural household groups. In this policy alternative, statistically significant mean income changes were observed for both rural and urban household members. Specifically, about 12 percent of rural, 9 percent of small urban and 5 percent of large urban households were able to escape poverty. These achievements were attributed to higher intensification of coffee production and better linkages with other industries to efficiently allocate factors of production where they provided higher rates of return. The increase in income and consumption of millions of coffee dependent households has also stimulated more agricultural and some non-agricultural productions. Simulation results were observed to deteriorate when export promotion was evaluated under world coffee price fluctuation. The negative effect of a price shock, however, was observed to be minimized under alternative an export promotion approach.<br>Ph. D.

Abstract:
How can political science account for the decision of African states to strengthen their ties with China, often at the expense of other alliances and often in the face of economic risks? This thesis explores this question in the context of relations between Ethiopia and China, especially in the context of investments made by Chinese sovereign wealth funds in the Ethiopian economy. To begin to answer this question this thesis recasts the China-Africa debate to focus on African, i.e. Ethiopian, agency. The focus is on how Ethiopia's political leaders make foreign policy decisions and on the factors that shape their preferences. This focus reveals the influence of cognitive variables on their foreign policy decisions; the influence of their guiding ideology, 'revolutionary democracy,' is especially key. An analysis of Ethiopia's formal institutions demonstrates they are inadequate to explain the policy choices of Ethiopian leaders; they have been designed to reflect the concepts of revolutionary democracy. Using the language of prospect theory, a descriptive theory of decision-making under risk, this thesis contends that Ethiopian leaders select foreign policy options by weighing their possible outcomes as gains or losses relative to revolutionary democracy as their reference frame. Ethiopian leaders sanctioned China's finance of the Ethiopian Telecommunications Corporation despite the monopoly it gave to China and its impact on Ethiopia's debt. They formed a front company between Ethiopia and China's military industrial complexes despite its negative effects on economic development. They opened Ethiopia’s regions to Chinese capital although capital flows only to state-owned enterprises. Yet in each case, ideological objectives were advanced. This examination demonstrates how non-structural factors play a critical role in a bureaucratized state. Theoretical frameworks that account for these factors, like prospect theory, are therefore valuable to more robust understandings of Ethiopia, and Africa's, deepening relations with China.

Abstract:
Throughout the history of capitalism, the process of industrialisation has been recognised as the engine of economic development. No region in the world ‘suffers’ more acutely from a lack of industrialisation than Africa, clearly highlighting the need for industrial policy. However, the formulation of such policies is not straightforward in the current era of globalised production. In recent years, a debate has taken hold over whether the geographical expansion and increased fragmentation of production networks—often referred to as the expansion of global value chains (GVCs)—calls for new approaches to industrial policy in developing countries. By drawing on the case of Ethiopia, this dissertation demonstrates that industrial policy in developing countries needs no new ‘magic bullet’ in the era of expanding GVCs. The dissertation applies a funnelling technique, meaning that each chapter builds on information presented and arguments made in the preceding chapters. Chapter 2 contextualises the importance of manufacturing and industrial policy for economic development in Africa. The chapter argues that the manufacturing sector continues to play an integral role in the process of economic development, and discusses the role of the state in the process of industrialisation, arguing that there are strong justifications for intervention through industrial policy. Chapter 3 looks at how the expansion of GVCs affects the productive structures of developing countries, particularly those in Africa, and asks if industrial policy has to change in this new global production environment. I argue that the fundamental problems of participating in GVCs are the same as when countries like South Korea and Taiwan industrialised between 1960 and 1990, although on a different scale. Chapter 4 analyses Ethiopia’s industrialisation trajectory and GVC-oriented industrial policies in the textile and leather industries. This analysis is based on 6 months of fieldwork in Ethiopia, where I carried out several interviews with stakeholders in the private and public sector and collected and collated datasets on industrial performance in collaboration with government agencies. While the findings of this chapter make an original empirical contribution to explaining the specific case of Ethiopia, the insights provided by the analysis offer broader conceptual conclusions as well.

Abstract:
Ethiopia being one of the countries in the world currently in the most need of help, has the support and financial aid of several countries, many who are part of the European Union. The objective of this essay is to examine the differences in development aid from two of these countries, France and Sweden, to Ethiopia. The compliance to the European Union’s policy for developmental aid is also considered and compared between the two concerning their development aid in Ethiopia. The subject is approached by studying firstly the European Union’s policy for developmental aid. We then examine the manner in which Sweden and France work with developmental aid, both generally in the world and specifically in Ethiopia. It was found that in the general developmental aid, France focused more on international stability and the elimination of poverty while Sweden focused on peace, free trade and democracy. Other than this they were found to have similar goals. We then continue by examining the nature of the projects that are executed by the two countries in Ethiopia and their compliance to the European Union’s policy. A comparison between the works of the two countries is performed throughout the essay to find any differences or similarities. It was found that while both France and Sweden had projects in the same fields of action, some were specific for their respective country as well. It was also found that France seemed to have fewer projects running in Ethiopia than Sweden. A possible cause to this is that the countries prioritize differently since Ethiopia is one of 19 focus countries for developmental aid in France and fourth on the list of countries receiving the most of Sweden’s developmental aid. Both of the two countries’ developmental aid in Ethiopia was largely in compliance with the EU policy.

Unlike many other international instruments, accession to the WTO does not simply require the commitment of the government to sign and ratify the multilateral agreements. A country needs to make considerable legislative and administrative changes to comply with the standards of the WTO and its members to finalize the negotiation for accession. For governments with impure free market economy policy the challenges amplify. The government of Ethiopia publicly pronounces its adherence to the ideology of the developmental state. On the other hand the nucleus of WTO principles is progressive trade liberalization. Therefore, this dissertation tries to provide some reflection on the paradox created as a result of the divergence in priority between WTO principles and developmental state in the context of Ethiopian desire to join the organization. The research is an interdisciplinary work. The issues that will be discussed are not purely legal in their nature. They have legal, political and economic dimensions. And the main focus of the paper is on trade in services and foreign investment negotiation aspect of the accession. Furthermore the objective of the dissertation is to give some insight for policy makers about the challenges and opportunities that „Developmental State‟ ideology will pose in the accession process of Ethiopia to the WTO. The research is divided into five chapters. Chapter one gives introductory remarks about the concept of the developmental state and accession to the WTO. The limitations of the WTO accession process and an overview of the features of developmental state in the world and particularly in Ethiopia are also briefly discussed in the chapter. The origin and concept of developmental state in the world, in Africa and Ethiopia is discussed in some detail under chapter two. The chapter also tries to show the impact of developmental state policies in the laws of the country that are going to be deliberated in the process of accession. Chapter three is about accession to the WTO. In this chapter the requirements, benefits, challenges and procedures of accession are dealt in depth. The writer debates and tries to show the fact that the system is slowly shifting from rule based negotiation to power and precedent based negotiation. By analyzing the laws of Ethiopia that are inspired by the principles of developmental state against the legal and precedent requirements to join the WTO, I tried to correlate the findings of chapter two and three in chapter four. Specific strategies and advises on how to move the negotiation forward on certain areas are also outlined in this chapter. Villagisation and large-scale agricultural investments in Gambella region has been a major concern of human right groups. The Ethiopian government argues that villagisation program is voluntary and part of Growth and Transformation Plan (GTP) which attempts to bring development to indigenous communities and nothing to do with large-scale agricultural investment. On the contrary, human right groups and local civil society organizations claim that the Ethiopian government is forcefully relocating indigenous people from their ancestral land under the disguise of development while the true motive of the government is to expand agricultural investment in the region at the expense of the livelihood of the local communities. This research is an attempt to investigate the controversial villagisation and large-scale agricultural investment in Gambella regional state by looking into the link between large-scale agricultural investment and villagisation. The main focus of the research is to examine the impacts of agricultural investment and villagisation in Gambella region the light of the Ethiopian government policy in the region and the alleged development induced human right violations. The research is based on a qualitative method to capture data from 32 villagisation sites using in-depth interviews, focus group discussions and field observations. For the purpose of this study, 241 participants were selected from the study sites to participate in the research. Out of the 241 participants 75 of them were participated in in-depth interviews and the rest were included in focus group discussions and informal discussions based on the participants’ knowledge, views, experience and feelings associated with villagisation and large-scale agricultural investment in the region. The findings of this study show no indication of involuntary villagisation, no significant relationship between villagisation and investment, or no evidence of previously occupied land being leased to investors. However, the study reveals that there has been serious lack of communication and misinformation from the government side in the process of planning and implementing the villagisation program. Owing to this, suspicion and lack of trust between government officials and the local communities characterized implementation of the villagisation project.<br>Geography

Abstract:
This study examines rural household food security and its determinants in drought-prone Amhara Region of Ethiopia by focusing on Lay Gaint district as a case study site. A range of factors from physical environmental circumstances to policy and institutions-related issues determine households‟ vulnerability to food insecurity and livelihood outcomes. The survey results showed that the majority (74%) of the sampled households experienced food insecurity. The situation was worse among female-headed households such that 86% of them were food insecure. The study revealed that, despite the low level of productivity related to local environmental constraints, rural livelihoods remain undiversified with small scale rain-fed agriculture to provide the primary source of livelihood for the large majority of households (~93% of respondents). Only about 25% of the respondents participated in some form of non-farm or off-farm activities, but with only little contribution to their total annual incomes. Food insecurity is a chronic problem in that, on average, households in the study area consume from own production for only about six months. The study found out that the majority of households (about 80%) perceived annual rainfall to be inadequate to support the growing of crops and grazing of animals. The main adaptive strategies employed by the majority of households included diversifying livestock kept, planting trees and diversifying crops. The study revealed that incidence, depth and severity of food insecurity of the food insecure households showed that Woina-Dega and Kolla agro-ecologies are prone to vulnerability to food insecurity. This suggests that development interventions that are geographically differentiated; and build household assets will improve household food security in the study area, and in other similar environments in the country.<br>Geography<br>D.Phil.

Abstract:
The major objective of this empirical research is to identify and explain the level of regional development and analyse the challenges of policy implementation with special focus on Tigray and Gambella Regions from 1995 to 2015. In line with the research objectives and statement of the problem, this study was designed to determine the level of development of the two regional states, the critical factors of regional growth in the regions, and what the major challenges were in the implementation of regional development policy. This research was explanatory cross-sectional in its design. In this research, both primary and secondary sources were consulted. Key informant interview, document review and observation were used to collect the necessary information. Accordingly, based on their expertise knowledge, and the position they held, a total of 24 regional and federal key informants were purposively selected and interviewed. The findings of the study showed that both regions made remarkable improvements and changes in health, education, road network, agricultural and revenue collection performance. However, contrary to the perceptions of the respondents, the secondary data when divided by regional population showed that in the past 20 years Gambella has been better off in terms of health, education, road networks and some agricultural indicators than Tigray. Tigray, however, grew more in terms of infrastructure than Gambella during the same period. The study found that the Government regional development policy designed and implemented as measured by growth-oriented indicators brought encouraging results. The most important determinant factors for regional economic development between the two sampled regions were: initial historical level of development; capacity of resource utilisation; leadership commitment, cultural differences, recurrent conflicts and insecurity, governance issues, political will, capacity of the regional government authorities; and rent-seeking attitude of politicians and civil servants. To address some of the challenges, few recommendations are made: designing a regional specific development policy, strengthening intergovernmental relations, protecting the environment, ensuring good governance, maintaining peace and security, strengthening capacity building, supporting infrastructural development for Gambella and the provision of additional financial incentives to regions.<br>Development Studies<br>D. Abstract:
It is evident that Ethiopia is one of the countries of Africa that is experiencing significant population growth as well as land use/cover dynamics. Land use/cover induced degradation of natural resources is a major challenge to the country’s development. The main objective of this study was to investigate the impact population dynamics has had on land use/cover in Mandura district. Data on population over time were taken from the CSA during the 1984, 1994 and 2007 national census results. A total of 210 farm households from three kebeles: 105 from the local people and 105 from migrants were surveyed in May 2011 to acquire data on socioeconomic, land use, resource use and management. Aerial photographs of 1957, 1982 and SPOT-5 image of the 2006/07 were used to generate data on land use/cover changes. The results indicate that population has substantially increased, more than fourfold between 1957-2006/07, mainly due to migration from the surrounding areas, government sponsored resettlements, and flourishing of new urban centers. No less important is mortality has decreased due to immunization and the birth rate has been increasing due to improved maternal and child care as compared to the situation prior to the 1990s. The change on land use/cover show that from the total land use/cover conversions, which totals 58,403 ha of land, farm land constitutes 90.1 %. The study finds natural population increase, migration, urbanization, agricultural extensification, institutional weakness, land tenure insecurity, famine and drought, and poverty as root causes. The study further identifies existence of all weather road, resettlement, Tana-Beles project, expansion of agriculture, land colonization, wood extraction for fuel, and soil fertility decline as direct causes of land use/cover changes. As a result of change of customary land tenure system, the local population has been forced to engage in extractive economic activities that have never been practiced in the past. Therefore, the study calls for coordinated efforts for resources use and management at different levels, land use policy formulation, devising alternative sources of livelihoods and fuel, regulating migration and involvement of the wider community in policy formulation and implementations.<br>Geography<br>Ph. Data on population over time were taken from the CSA during the 1984, 1994 and 2007 national census results. A total of 210 farm households from three kebeles: 105 from the local people and 105 from migrants were surveyed in May 2011 to acquire data on socioeconomic, land use, resource use and management. Aerial photographs of 1957, 1982 and SPOT-5 image of the 2006/07 were used to generate data on land use/cover changes. The results indicate that population has substantially increased, more than fourfold between 1957-2006/07, mainly due to migration from the surrounding areas, government sponsored resettlements, and flourishing of new urban centers. No less important is mortality has decreased due to immunization and the birth rate has been increasing due to improved maternal and child care as compared to the situation prior to the 1990s. The change on land use/cover show that from the total land use/cover conversions, which totals 58,403 ha of land, farm land constitutes 90.1 %. The study finds natural population increase, migration, urbanization, agricultural extensification, institutional weakness, land tenure insecurity, famine and drought, and poverty as root causes. The study further identifies existence of all weather road, resettlement, Tana-Beles project, expansion of agriculture, land colonization, wood extraction for fuel, and soil fertility decline as direct causes of land use/cover changes. As a result of change of customary land tenure system, the local population has been forced to engage in extractive economic activities that have never been practiced in the past. Therefore, the study calls for coordinated efforts for resources use and management at different levels, land use policy formulation, devising alternative sources of livelihoods and fuel, regulating migration and involvement of the wider community in policy formulation and implementations.<br>Geography<br>D. Abstracts in English, Afrikaans and Zulu<br>This thesis investigates gender relations in agricultural value chains by examining gender differentials in terms of gender roles in agricultural production and marketing, gender division of labour within the household, gendered daily and seasonal activities in the household, decision-making power within the household, and access to productive resources and agricultural support services. The study also assessed historical, socio-cultural, and institutional factors constraining gender equality and women’s empowerment in agricultural value chains. Employing critical theory, the study used a qualitative research approach, specifically basic classical ethnographic methods - participant observation, field notes, in-depth interviews, semi-structured interviews, key informant interviews, focus group discussions and secondary documents. The study also used a time-use survey and seasonal calendar as its primary source of data. The study revealed that women are generally underrepresented in most profitable nodes of the value chains. However, agricultural value chain interventions have different outcomes for women in female-headed households (FHHs) and women in male-headed households (MHHs). The commercialization of agriculture, particularly in MHHs, has led women to lose control over the commodities they traditionally used to control, as these commodities have fallen into the hands of men. Therefore women in this category are either disempowered or at least not empowered by the value chain interventions. Nevertheless, for women of FHHs, gender mainstreaming in agricultural value chains has contributed to improving gender equality, employment, and women’s empowerment by boosting their economic, social, and personal empowerment levels, though they still lag behind the men in many aspects. The participation of women in managing and controlling high-value crops is constrained by unequal power relations within the household and society. This could be explained in terms of limited resources, low level of literacy, shortage of labour and time, limited access to productive inputs, technologies, market information and agricultural extension services, restriction of mobility, and other socio-cultural and institutional barriers.<br>Hierdie studie handel oor genderverhoudings in landbouwaardekettings deur genderkenmerke te ondersoek ten opsigte van genderrolle in landbouproduksie en -bemarking, die verdeling van take by die huis op grond van gender, daaglikse en seisoenale werksaamhede tuis volgens gender, besluitnemingsbevoegdheid in die huishouding, en toegang tot produktiewe hulpbronne en landbouhulpdienste. Die studie verreken ook die historiese, sosiaal-kulturele en institusionele faktore wat gendergelykheid en die bemagtiging van vroue in landbouwaardekettings belemmer. Abstract:
Police expenditure has a direct effect on the efforts of the police to prevent and investigate crime. It also contributes a lot to run various programs used to enhance public awareness of crime to affect the national development of the country. This doctoral study aims at investigating the relationship between police expenditure and crime in the context of Tigray Regional State of Ethiopia. The study is a qualitative study by design. Data pertinent to the study were gathered through interview schedule, which was prepared first in Tigrigna and translated into English later, given to relevant sets of two groups of participants, namely zone and district participants referred hereunder as sample A and Sample B, respectively. Participants of the study have been selected purposively. Data generated from the interview schedule were analysed subject to thematic analysis. Major findings of the study indicate that budget allocation is mainly made on the basis of police functions and activities; many of the workers in police are not aware of the national guideline in planning and preparing budgets, and believe that the national security situation predominantly determines the budget allocation rather than the standards set in the country. A considerable number of the police staff are not aware of the procedures in formulating the budget. They agreed that even though there are clear strategies to prevent and investigate crimes, they are not fully implemented. However, they consensually agreed that priority should be given to crime prevention in allocating budget to police. It further discusses the community participation in raising funds through the community policing program is high, and the aim is to strengthen the police to effectively discharge its responsibilities in maintaining social order and safeguarding the people from crime and crime-related problems. Major recommendations include improving the budget, which is mandatory, and enhancing the community and police partnership is essential. It is also necessary to give much attention to enhance the institutional capacity of police to address community problems adequately through installing various police technologies to which budget improvement is mandatory. The input of the study is finally useful to policymakers to look at the police expenditure and bring their attention into the procedures to avoid budget scarcity apparent in the police institutions not only in the region but also across the country.
