Nors yra nemažai straipsnių, tyrimų, skirtų viešojo administravimo etikai, visgi, viešojo administravimo etikos tyrinėjimų kontekste nėra įtraukiamas vienas svarbus elementas- etikos infrastruktūra. Įtakos tam turėjo keletas priežasčių. Pirmiausiai reikia pasakyti, jog tai ganėtinai naujas darinys, atsiradęs XXa. paskutiniame dešimtmetyje. Antra, tyrimus apsunkindavo ir sistemos kompleksiškumas, kuomet skirtingų sistemos elementų analizė galėjo būti atlikta tik platesnėse studijose. Magistro darbo objektas – etinių gairių diegimas Lietuvos bibliotekose, pasirinktas dėl profesinės etikos problemų aktualumo bei vis didėjančios etikos reikšmės šiuolaikinėje visuomenėje. Darbo tikslas – atskleisti etikos reikšmę Lietuvos bibliotekų veikloje ir išanalizuoti, kaip bibliotekininkai suvokia etikos problemų svarbą. Disertacijoje keliamas šiuo metu vis aktualesniu tampantis rūpesčio etikos normatyvinis klausimas: kaip galima aiškiau apibrėžti normatyvinį šios etikos turinį ir koks galėtų būti jos normatyvinis pagrindas.
