The European Parliament's role in EU external relations and treaty-making has increased over the years through constitutional practice and Treaty amendments. Finally, with the Treaty of Lisbon, the European Parliament's constitutional rights in treaty-making establish – in the words of the European Court of Justice (CJEU) – ‘symmetry between legislation-making and treaty-making in compliance with institutional balance provided for by the Treaties’. In a comparative overview, the European Parliament has ascertained more extensive powers over treaty-making compared to the majority of national pa

With the Treaty of Lisbon in force, the expectation for national parliaments to democratize EU decision making has risen tangibly. This raises the question of the relationship between them and the European Parliament, as two channels of EU legitimation. The main argument of this article is that, in circumstances of high political salience of EU initiatives, national parliaments can be deemed to be European actors, performing their constitutional functions within a broader EU legal order as direct counterparts of EU institutions. The growing number of participants in foreign policy decision-making calls for a study of the forces affecting the behaviour of states in the international arena. The question is, however, whether these powers are exercised in the same manner towards different states and regions. This article aims to find out how the Danish Parliamen

This makes it easier for the electorate to find a party that represents their preferences. Abstract:
In May 2024, the Georgian parliament adopted the law known as the “foreign agent law”, which was followed by a barrage of Western attacks on the Georgian ruling party. The US imposed sanctions on Georgian Dream parliamentarians and Germany effectively froze Georgia’s EU accession. The Hungarian government, on the other hand, has expressed its support for the Tbilisi administration and vetoed a unified EU statement of condemnation on Georgia. However, even the Presidency of the EU Council is not enough to launch accession negotiations, thus Budapest can only offer alternative support to the EU

Abstract:
The analysis of the June 2024 European Parliament elections offers a unique opportunity to assess the current wave of populism across all 27 EU member states simultaneously. With elections occurring concurrently, this wave of pan-European populism can be examined more closely and comparatively, evaluating its scale, dynamics, and impact on national politics and, ultimately, on the EU. This report by the European Center for Populism Studies (ECPS) thus examines the electoral performance and influence of populist parties in the 2024 European elections. Drawing on country-specific analyses by loc

Abstract:
This report analyzes the performances and impact of populist parties in the 2024 European elections. Drawing from the analyses of country experts, we provide an account of how populist parties across the spectrum performed in each of the EU’s 27 member states, looking at the campaign, issues and demand for populist politics in each country separately and the challenges that populist party success more broadly bears for the future of the EU. In this introductory chapter, we briefly define populism, provide a topographic map of populist parties across all EU member states ahead of the 2024 Europ

Abstract:
The objective of this chapter is to discuss the causes of rising discontent in Cyprus and assess the political outcomes. Within this framework we briefly assess how the EU has dealt with various crises in the last few years. Perceptions in Cyprus about the EU have changed over time. In the 9 June European elections, a member of the extreme right-wing party, National People’s Front (Ethniko Laiko Metopo, ELAM), was elected for the first time to the European Parliament. Understanding the circumstances in Cyprus that have gradually led to disillusionment with the national political system and the

Abstract:
This chapter deals with the association between radicalism, populism and Euroscepticism in the context of the 2024 European elections. It first examines the electoral platforms of leading political parties and shows that Eurosceptic ideas, while not highly prevalent, are more common among forces of the radical right. It also suggests that, as second-order theories expect, national issues dominated the electoral campaign for the European Parliament (EP) in Spain. Second, public opinion data is used to describe the general state of attitudes towards the EU and their association with voting for d

Malone, Matt. Will Canada’s Bill C-8 Impact the Future of EU-Canada Cross-border Data Flows? Balsillie School of International Affairs, 2025. https://doi.org/10.51644/bap74.

Abstract:
Canada’s proposed cyber security for critical infrastructure bill, Bill C-8, which reintroduces Bill C-26 from the previous Parliament (with minor tweaks), could lead to a re-evaluation of the European Commission’s adequacy decision concerning Canada’s data protection laws. As such, the bill could push Canada to the brink of a disruption in the framework governing cross-border data flows between the two jurisdictions. Such a scenario would create tremendous uncertainty for actors in the digital economy who routinely process Europeans’ personal data, such as airlines, financial institutions, in

Abstract:
The only competitive populist party running in the 2024 EU elections in Austria, the radical-right Freedom Party of Austria (FPÖ) relied on well-proven recipes that have made it one of the most successful populist parties in (Western) Europe for the last 30 years. It called for cutting down the EU’s competences to half the size of its institutions and budget and harshly criticized its policies concerning migration, the war in Ukraine, the climate crisis and the COVID-19 pandemic. This criticism was combined with a highly alarmist rhetoric that portrayed political opponents as either corrupt, f
