The 2015–16 migration crisis brought the region into the spotlight as large numbers of migrants used the Balkan migration route on their way to Western Europe. Individual countries and the EU institutions developed weak and often contradictory responses to the crisis. This has had a negative effect on the Balkan peoples' perception of the EU, which had previously been positive. On a symbolic level the migration c

Abstract Western Balkan (WB) countries have a clear orientation towards the European Union (EU), all of them currently being candidate or potential candidate countries. Moreover, the EU is an important trading partner of the WB economies, therefore, there is a recognizable need for convergence of this region towards the EU economy. The real convergence is a rather slow process and the WB region is still lagging behind the EU. This paper explores the catch up of the WB region during the global crisis that severely hit the EU economy, trying to identify potential changes in the convergence pace.

In order to adequately challenge these, the EU needs to overcome its credibility crisis in the Western Balkans, produced by years of national vetoes and enlargement fatigue in the EU, paired with slow reforms or even democratic backsliding in the region. This situation could be remedied by focusing on Montenegro, which has long been considered the region’s frontrunner in the EU accession proc
