ZusammenfassungIn den Werken und in den veröffentlichten Briefen von Joseph A. Schumpeter (1883–1950) und Walter Eucken (1891–1950) finden wir nur wenige Bezüge auf das Werk des jeweils anderen. Es scheint, als ob Eucken und Schumpeter kaum Notiz voneinander nahmen. In seinem späten, postum herausgegebenen Werk „Grundsätze der Wirtschaftspolitik“ kritisiert Eucken Schumpeter scharf. Wir edieren und kommentieren in unserem Beitrag 16 Briefe von Schumpeter aus dem Nachlass von Walter Eucken. Diese Briefe zeigen eine enge wissenschaftliche und persönliche Beziehung zwischen den beiden Ökonomen zwischen 1926 und 1933 und belegen, dass Eucken Ende der 1920er Jahre wichtige Elemente von Schumpeters Entwicklungstheorie aufgriff.

Abstract:
Variations and disparities between von Hayek and Ordoliberalism can be detected on diverse levels: 1. philosophy of science; 2. setting dissimilar priorities; 3. social philosophy; 4. genesis of norms; and, 5. notion of freedom. Therefore, it is possible to make an important distinction within neoliberalism itself, which contains at least two factions: von Hayek’s evolutionary liberalism, and German Ordoliberalism. The following essay not only takes the neoliberal separation of different varieties as granted; it proceeds further. It focuses on the topic of justice and elaborates the (slightly) differing conceptions of justice within neoliberalism. Thus, the specific contribution of the paper is that it adds a sixth dimension of difference (which is highly interconnected with the differing conceptions of genesis of norms). In this paper, I emphasize the (often neglected) subtle differences between von Hayek, Eucken, Röpke, and Rüstow, with special emphasis on their theories of justice. In this regard, I focus not only on Eucken and von Hayek; in addition, I include the concepts of justice developed by Rüstow and Röpke, as well, and, in consequence, broaden the perspective incorporating Eucken as a member of the Freiburg School of Law and Economics, and Rüstow and Röpke as representatives of Ordoliberalism in the wider sense. The paper tackles these topics in three steps. After briefly examining and discussing the existing literature and providing a literature overview on the decade-long debate on von Hayek and Ordoliberalism, I then describe von Hayek’s conception of commutative justice; particularly, justice of rules and procedures (rather than end-state justice). Then, I examine Eucken’s, Rüstow’s, and Röpke’s theories of justice, which consist of a mixture of commutative and distributive justice. Then, I draw a comparison between the ideas of justice developed by Eucken, Röpke, Rüstow, and von Hayek. The essay ends with a summary of my main findings.

Ordoliberalism is a German economic and legal doctrine, in which ethics occupies a privileged place. The basic premise is the freedom and responsibility of human beings. In contrast, the starting point for considering ordoliberalism as a doctrine is the economic, social and political order. The most prominent representative of ordoliberalism was Walter Eucken. Achievements of this outstanding economist as well as other representatives of this school underlay the concept of the German social market economy and the EU competition policy. The aim of this article is to present the concept of Eucken’s competitive order and describe its philosophical and ethical foundation. The article relies on descriptive analysis and literature studies.

ZusammenfassungWas ist das geld(-ordnungs)theoretische Anliegen der Freiburger Schule? Wie entstand es und worauf zielt die hier vorgestellte Geldordnungstheorie ab? Diese Fragen werden in dem vorliegenden Beitrag dogmenhistorisch untersucht und ordnungsökonomisch eingeordnet. Es wird gezeigt, dass die Gründungsgeneration der Freiburger Schule um Walter Eucken unterschiedliche Geldordnungsvorschläge vorlegte, um eine Geldverfassung institutionell so auszugestalten, dass sie das Leistungskriterium der Geldwertstabilität langfristig erfüllen kann. Die Geldsystemtheorie Euckens und ihre Rückbindung an die Kapitaltheorie liefern den theoretischen Ausgangspunkt der Geldordnungstheorie. Die Zeitgebundenheit dieser Theorie und der konkreten Vorschläge widersprechen ihrer Rekonstruktion, um sie für die aktuelle Debatte um die Reform der EWU wieder einzuführen. Wer an dieser Frage interessiert ist, wird in diesem Beitrag keine Antworten finden.

Abstract Walter Eucken formulated his concept of economic order as a solution to the tension between theoretical approaches and empirical observation that had constituted the conflict between the Austrian School of Economics and the German Historical School. Previous literature has established the linkage between the German-language business cycle debate of the late 1920 s and Eucken’s concept of economic order. This paper discusses how his concept of economic order can help to understand the severity of economic crises and thus concentrates on the elements constituting the economic order, i. e. its ideal types, with whose help Eucken aimed to derive hypothetical propositions. Based on the writings of his students Leonhard Miksch and Friedrich A. Lutz who underscored the role of equilibrium in business cycle research, this paper suggests that abstract theory of economic crises should employ ideal types as models and thus study how exogenous shocks affect the endogenous economic variables. The subject of inquiry should be oriented to the process of equilibrium reestablishment. Crucial for this paper is that the equilibrium reestablishment depends on institutional factors. This method to explain economic crises represents the link which connects the business cycle debate of the 1920 s and 1930 s to the subsequent emergence of the ordoliberal theory of institutions and orders.

Cette thèse propose une histoire intellectuelle de l’ordolibéralisme (1932-1950), centrée sur les travaux de Walter Eucken et Wilhelm Röpke, incluant également des références à Franz Böhm, Alexander Rüstow, Leonhard Miksch et Friedrich Lutz. Il s’agit de répondre à la question suivante : comment expliquer que la pensée ordolibérale ait eu les ressources intellectuelles pour peser sur la reconstruction allemande de l’après-guerre Seconde Guerre mondiale ? Répondre à cette interrogation exige, dans un premier temps, de définir clairement ce qu’est l’ordolibéralisme dans son contexte discursif d’apparition. La thèse établit d’abord que l’ordolibéralisme, dans ses composantes épistémologique (Chap. 1), théorique (Chap. 2), idéologique (Chap. 3) ou politique (Chap. 4), peut être défini comme une économie politique du pouvoir : c’est-à-dire une forme de savoir économique, plutôt qu’une sous variété de (néo)libéralisme. L’objectif premier de cette économie politique est de conduire une analyse des sources, des manifestations et des conséquences du pouvoir dans la sphère sociale. Dans un deuxième temps, la thèse montre en quoi cette identité a pu jouer positivement dans la fondation d’une rationalité politique dans les années d’après-guerre en Allemagne de l’Ouest (Chap. 5), et négativement comme rempart aux programmes concurrents, et en particulier face à celui de John Maynard Keynes (Chap. 6). En définitive, la thèse interroge le discours ordolibéral dans sa capacité à servir de référence à des politiques économiques allemandes, puis européennes : une pérennité accompagnée d’une profonde transformation d’une économie politique du pouvoir initial à la forme contemporaine de l’orthodoxie ordolibérale
This thesis retraces the intellectual history of ordoliberalism, focusing in particular on the works of Walter Eucken and Wilhelm Röpke, with references to the contributions of Franz Böhm, Alexander Rüstow, Leonhard Miksch and Friedrich Lutz. The main question it addresses is the following: how can we explain the fact that ordoliberal thought had the intellectual resources to weight on German post-war reconstruction? In order to answer it, it is necessary to provide a clear definition of ordoliberalism in its discursive context. First the thesis shows that ordoliberalism, in its epistemological (Chap. 1 ), theoretical (Chap. 2), ideological (Chap. 3) and political (Chap. 4) components, can be defined as a political economy of power, i. e. a form of economic knowledge, whose primary objective is to analyse the sources, the action and the impact of power within society; in other words, as a specific doctrine rather than a sub-species of (neo) liberalism. Secondly, the thesis illustrates how this identity played a positive role in promoting a form of political rationality in the post-war years in West Germany (Chap. 5), but also a negative one by excluding rival political programs, such as that of John Maynard Keynes (Chap. 6). Finally, the thesis investigates the ordoliberal discourse as a benchmark for German, and then European, economic policies: a persistence that went together with its radical transformation from the initial political economy of power, to the contemporary form of ordoliberal orthodoxy

L’économiste contemporain réalise avec difficulté, que les écoles historiques aient pu inspirer une science économique en progrès. Force est pourtant de constater, que ce courant de pensée a infléchi le cours de la science économique allemande. La lignée des écoles historiques se relève avec certitude du Caméralisme jusqu’à l’Ordolibéralisme. Walter Eucken cependant, fondateur de l’Ordolibéralisme, a eu pour vocation de dépasser l’historicisme. Depuis, le chapitre des écoles historiques semble avoir été définitivement clos et la tradition allemande de pensée économique brusquement arrêtée. Ce travail explore les points de contact et de rupture entre les écoles historiques et la pensée théorique, comme politique, de Walter Eucken. Il arrive à la conclusion que, si la théorie des ordres convainc en tant qu’alternative à la méthode historique, Walter Eucken ne s’affranchit pas autant qu’il l’aurait souhaité de la tradition allemande. Par ailleurs, la programmatique comme certains résultats des écoles historiques revêtent une actualité manifeste pour la science et la politique économiques contemporaines. Il suffit de se convaincre de leur pertinence pour se rendre compte que la théorie de Walter Eucken n’a pas clos le chapitre des écoles historiques mais lui a donné un nouvel élan
A modern economist would find it difficult to accept the German historical school as mainstream economics. Nevertheless, this school of thought was of prime importance for the development of economics in Germany. A strong connection can be drawn from cameralism to ordoliberalism via historicism. However, since Walter Eucken, the spiritual father of ordoliberalism, devoted his professorial life to overcoming historicism, this chapter seems to have come to a close and the German tradition of economics to have been broken off from the historical school. This dissertation explores the points of contact and of rupture between historicism on the one hand and Walter Eucken’s theoretical as well as political work on the other. It comes to the conclusion that, even if Eucken developed a convincing alternative to the historical method of economics, his theory of orders failed to emancipate from historicism as much as he was willing to. On many issues, not only the approach to problem solving but also some results of the historical school are pertinent for modern economics and for contemporary economic policy issues. Once persuaded of its relevance, Walter Eucken did not close the books on German historical tradition; he gave it new inspiration

Abstract:
In this study, we analyze and compare the temperature profiles, and temperature gradient profiles of UN, U3Si2 and U3O8 aluminum (Al) dispersed nuclear fuels to propose safer nuclear fuels with enhanced thermal conductivity. To calculate the electronic and lattice thermal conductivities, we use EPW, BoltzTrap and ShengBTE codes implemented with Quantum Espresso. Maxwell-Eucken approximation is used to get the effective thermal conductivity of the considered dispersed fuels. The temperature and temperature gradients are calculated by solving the steady state heat conduction equation for a cylindrical fuel rod. Results show that these fuels have reduced the centerline temperature which will prevent fuel melting, as well it will reduce the thermal stress which leads to cracking the pellet.

Abstract:
Transparent insulating materials combine high visible light transmission and excellent thermal insulation, and have potential applications in solar energy utilization, building energy conservation and commercial freezers. As a medium of low absorption and low thermal conduction, introducing gas bubbles into transparent mediums such as glass and polycarbonate (PC) may improve simultaneously their light transmission and thermal insulation performances through decreasing the absorption and thermal conduction in the materials. However, gas bubbles can also enhance the scattering which is a competition to the effect of the absorption decrease. Moreover, the material design should also consider the balance between the visible light transmittance and effective thermal conductivity. Therefore, a radiative transfer model for the transparent medium containing large gas bubbles (with a diameter much larger than the wavelengths concerned) with the assumption of independent scattering and the Maxwell–Eucken thermal conduction model were adopted to calculate the transmittance, reflectance and effective thermal conductivity. Subsequently, the effects of the volume fraction of gas bubbles (fv) and bubble radius (r) were discussed, and the two balances mentioned above were analyzed. The results showed that the transmittance always decreases when fv increases with fixed r or when r decreases with fixed fv. The transmittance includes two components, named as the collimated transmittance and bulk transmittance due to the forward scattering. The collimated transmittance depends on the effects of absorption decrease and scattering increase, whereas in the weak absorption region, the effect of the scattering increase dominates, making the collimated transmittance decrease, and the decreasing rate is larger than the increasing rate of the bulk transmittance as only the forward scattering contributes to the bulk transmittance. Therefore, the transmittance decreases when fv increases with fixed r or when r decreases with fixed fv. In addition, as fv increases from 0 to 0.5, the effective thermal conductivity (ke) of the glass decreases from 1.4 to 0.58 W/(m·K), and ke of the PC decreases from 0.236 to 0.113 W/(m·K). At the same time, the transmittances of both materials at 0.55 μm can be kept larger than 50% for fv=0.5 as long as the bubble radius is larger than 0.7 mm. To elucidate the application performance, a heat transfer model of a freezer adopting glass or PC as a cover was analyzed. Although the decrease percentage of ke for glass is higher than that of PC, the effect of the energy saving is more significant for PC, as the cooling load can be saved by 9.6% when fv increases from 0 to 0.5, while the corresponding value for glass is only 2.7% because that the decreasing rate of the cooling load with ke is higher at a lower ke.
