Abstract:
Abstract Within the Euregio Meuse-Rhine, cross-border cooperation in the healthcare sector has taken place on different occasions and at different levels. However, it still proving to be difficult to have an overview of the existing structures and activities of Euregio in specific healthcare fields, such as for instance, dementia care. The aim of this study is to examine to what extent cooperation in the Dutch province of Limburg in the field of dementia care can be considered Euregionally oriented. In order to create more cross-border transparency within the Euregional dementia care field, we conducted a capacity assessment analysis. Capacity assessment is the first step in the further development of healthcare capacities by mapping current as well as desired capacities. Although we related the model as applied in this study explicitly to dementia care in the Euregio Meuse-Rhine, the model could be applicable in other cross-border settings and/or healthcare fields as well. Despite the apparently well-functioning system of regional dementia care networks in the Dutch province of Limburg, none of the respondents declared to have structural contacts with similar organizations in the other (German and Belgian) parts of the Euregio. Moreover, many of our respondents argued that cross-border cooperation in the field of dementia care could be interesting in various ways, but at the same time there is currently no direct necessity to actively pursue such cooperation. Despite the absence of structural cross-border cooperation initiatives in the field of dementia care in the Euregio Meuse-Rhine, some suggestions can be made for the formulation of a potential capacity development response on the basis of the results of the capacity assessment as conducted in this study (showing gaps between current and desired capacities). Even if it is subsequently decided not to formulate a concrete capacity development response (for example due to the lack of a mutual objective need amongst organizations to engage in cross-border cooperation), a capacity assessment offers at the least a reflection on an organization’s own performance as well as providing transparency between organizations. The main opportunities for the formulation of a capacity development response on a Euregional level in the field of dementia care are related to knowledge development and the creation of partnerships.

Abstract:
For almost 30 years, cross-border cooperation between Russia and the European Union has been balancing between cooperation and control, geopolitics and paradiplomacy. In different periods of relations, the dominance of one or another logic of development is noticeable. In the “post-Crimean” period of international relations in Europe, cross-border cooperation remained one of the few spheres of interaction between Russia and the EU which showed somewhat positive dynamics, or at least had not degraded significantly. The Karelian section of the Russian state border attracted close attention from both Russian and Western researchers in the 1990s due to the rapid pace of institutionalization of cross-border cooperation. The creation of Euregio “Karelia” in 2000 and the launch of cross-border cooperation programs within the framework of the European Neighborhood Policy helped to maintain research interest. In recent years, the negative dynamics of relations between Russia and the EU has led to a noticeable decrease in the research interest to some issues of EU-Russian cross-border cooperation. At the same time, cross-border cooperation projects continue to have a positive impact on the development of border communities, and the cross-border governance system continues to develop and transform. Thus, the study of the dynamics of cross-border cooperation in the Euregio “Karelia” is still of scientific interest. It makes it possible to answer specific questions about the peculiarities of interaction between Karelia and Finland, as well as more general questions related to EU-Russian relations. Based on the analysis of discursive cooperation practices inherent to different participants of the cross-border cooperation in the Euregio “Karelia”, the article shows why positive interaction of actors is still possible, and what vector of development can be expected for the regional cooperation between Russia and the EU in the medium-term perspective.

ABSTRACTIn this study, 425 methicillin-resistantStaphylococcus aureus(MRSA) isolates recovered in the Dutch-German Euregio were investigated for the presence of the arginine catabolic mobile element (ACME). Sequence analysis by whole-genome sequencing revealed an entirely new organization of the ACME-staphylococcal cassette chromosomemeccomposite island (SCCmec-CI), with truncated ACME type II located downstream of SCCmec. An identical nucleotide sequence of ACME-SCCmec-CI was found in two distinct MRSA lineages (t064-ST8 and t002-ST5), which has not been reported previously inS. aureus.

Ausgehend von der Annahme, dass die Ostseeregion primär eine von Städten und urbanen Zentren geprägte Region ist, untersucht diese Studie die Entstehung und Entwicklung grenzüberschreitender Zusammenarbeit von Großstradtregionen im Ostseeraum. Auf der Grundlage poststrukturalistischer Forschungsansätze ergänzt durch Governancetheorien wird ein umfassendes theoretisches Instrumentarium erarbeitet, mit dem drei Fälle grenzüberschreitender Zusammenarbeit von Großstadtregionen aus der Ostseeregion untersucht werden. Die konzeptionelle Grundidee besteht hierbei darin, Vergleichbarkeit nicht durch die Anwendung vorher festgelegter Kriterien, sondern durch die Formulierung und Anwendung eines gleichbleibenden Katalogs offener Forschungsfragen herzustellen. Zunächst werden für diese Arbeit drei Einzelfallstudien zur Öresundregion, Göteborg-Oslo Region und der Euregio Helsinki-Tallinn erstellt. Dann werden in einer vergleichenden Gegenüberstellung Gemeinsamkeiten und Unterschiede erarbeitet und auf dieser Grundlage Faktoren, welche die Entstehung und Entwicklung grenzüberschreitender Zusammenarbeit begünstigen, abgeleitet. Darüber hinaus rückt das Ergebnis der Analyse drei weitere Aspekte für die Entwicklung grenzüberschreitende Zusammenarbeit in den Mittelpunkt, die in angewendeten theoretischen Ansätzen bisher unberücksichtigt geblieben sind, die aber erheblichen Einfluss auf die Entwicklung der einzelnen Region haben: geographische Lage, Timing und Marginalisierung.
Based on the assumption that the Baltic Sea Region is primarily composed of cities and urban areas, this study explores the evolution and development of the cross-border cooperation of large urban areas in the Baltic Sea Region. Using post-structuralist theoretical approaches supplemented with governance theory, the study develops a comprehensive theoretical tool for the analysis of three cases of cross-border cooperation of urban areas in the Balitc Sea Region. The conceptual idea was to safeguard comparability through the application of a common set of open research questions, rather than to apply a set of pre-given criteria. First, this piece of research provides the three single case studies of the Oresund Region, the Gothenburg-Oslo Region and the Euregio Helsinki-Tallinn. Then a comparative analysis elaborates on the commonalities and differences and derives supporting factors for cross-border cooperation based on that background. Finally, the comparative analysis also points to three additional relevant aspects for the development of cross-border cooperation that have not been included into the theoretical approaches but which had remarkable influence on the development of the single cases: geographical localisation, timing and marginalisation.
