Abstract:
Abstract Within the Euregio Meuse-Rhine, cross-border cooperation in the healthcare sector has taken place on different occasions and at different levels. However, it still proving to be difficult to have an overview of the existing structures and activities of Euregio in specific healthcare fields, such as for instance, dementia care. The aim of this study is to examine to what extent cooperation in the Dutch province of Limburg in the field of dementia care can be considered Euregionally oriented. In order to create more cross-border transparency within the Euregional dementia care field, we conducted a capacity assessment analysis. Capacity assessment is the first step in the further development of healthcare capacities by mapping current as well as desired capacities. Although we related the model as applied in this study explicitly to dementia care in the Euregio Meuse-Rhine, the model could be applicable in other cross-border settings and/or healthcare fields as well. Despite the apparently well-functioning system of regional dementia care networks in the Dutch province of Limburg, none of the respondents declared to have structural contacts with similar organizations in the other (German and Belgian) parts of the Euregio. Moreover, many of our respondents argued that cross-border cooperation in the field of dementia care could be interesting in various ways, but at the same time there is currently no direct necessity to actively pursue such cooperation. Despite the absence of structural cross-border cooperation initiatives in the field of dementia care in the Euregio Meuse-Rhine, some suggestions can be made for the formulation of a potential capacity development response on the basis of the results of the capacity assessment as conducted in this study (showing gaps between current and desired capacities). Even if it is subsequently decided not to formulate a concrete capacity development response (for example due to the lack of a mutual objective need amongst organizations to engage in cross-border cooperation), a capacity assessment offers at the least a reflection on an organization’s own performance as well as providing transparency between organizations. The main opportunities for the formulation of a capacity development response on a Euregional level in the field of dementia care are related to knowledge development and the creation of partnerships.

Abstract:
For almost 30 years, cross-border cooperation between Russia and the European Union has been balancing between cooperation and control, geopolitics and paradiplomacy. In different periods of relations, the dominance of one or another logic of development is noticeable. In the “post-Crimean” period of international relations in Europe, cross-border cooperation remained one of the few spheres of interaction between Russia and the EU which showed somewhat positive dynamics, or at least had not degraded significantly. The Karelian section of the Russian state border attracted close attention from both Russian and Western researchers in the 1990s due to the rapid pace of institutionalization of cross-border cooperation. The creation of Euregio “Karelia” in 2000 and the launch of cross-border cooperation programs within the framework of the European Neighborhood Policy helped to maintain research interest. In recent years, the negative dynamics of relations between Russia and the EU has led to a noticeable decrease in the research interest to some issues of EU-Russian cross-border cooperation. At the same time, cross-border cooperation projects continue to have a positive impact on the development of border communities, and the cross-border governance system continues to develop and transform. Thus, the study of the dynamics of cross-border cooperation in the Euregio “Karelia” is still of scientific interest. It makes it possible to answer specific questions about the peculiarities of interaction between Karelia and Finland, as well as more general questions related to EU-Russian relations. Based on the analysis of discursive cooperation practices inherent to different participants of the cross-border cooperation in the Euregio “Karelia”, the article shows why positive interaction of actors is still possible, and what vector of development can be expected for the regional cooperation between Russia and the EU in the medium-term perspective.

The city of Arnhem is known for its trolley busses, which operates in a network of over-head grid lines, leading to zero local emission. However, extending the driving range of the trolley busses beyond the over-head grid network is technically challenging and economically demanding due to the infrastructure requirements. This led to their participation in EUREGIO project e-Bus 2020 IMC. The aim of the project is to develop, design and optimize a hybrid driveline for trolley busses using an additional traction battery. Using the over-head grid network for In Motion Charging (IMC), eliminates the need for a separate charging infrastructure needed for regular electric busses. This paper presents a backward quasi-static modeling approach to estimate the battery capacity for the required range extension. The viability of the battery is verified using a scenario analysis.

Ein wesentlicher Aspekt stellt die Erprobung des strategischen Ansatzes der „großräumigen Verantwortungsgemeinschaften“ im grenzüberschreitenden Kontext dar. Zudem richtet sich das Interesse der Partnerschaft auf die Regionen selbst. ABSTRACT The Euregio Meuse-Rhine (EMR) is formed by the border regions of Belgium, Germany, and The Netherlands. Cross-border health care requires infection control measures, in particular since the prevalence of methicillin-resistant Staphylococcus aureus (MRSA) differs among the three countries. To investigate the dissemination of MRSA in the EMR, 152 MRSA isolates were characterized by pulsed-field gel electrophoresis (PFGE), SCCmec typing, and multilocus sequence typing. PFGE revealed major clonal groups A, G, L, and Q, suggesting dissemination of MRSA in the EMR. Group A harbored mainly SCCmec type III and sequence types (STs) 239 and 241. The majority of the strains from group G harbored SCCmec type I and ST8 and ST247, whereas most strains from group L carried either SCCmec type IV or type I. Within group L, ST8 and ST228 were found, belonging to clonal complexes 8 and 5, respectively. Most strains from group Q included SCCmec type II and were sequence typed as ST225. Both ST225-MRSA-II and ST241-MRSA-III were novel findings in Germany. In addition, the SCCmec type of two isolates has not been described previously. One strain was classified as SCCmec type III but harbored the pls gene and the dcs region. Another strain was characterized as SCCmec type IV but lacked the dcs region. In addition, one isolate harbored both SCCmec type V and Panton-Valentine leukocidin. Finally, the SCCmec type of the strains was found to be correlated with the antibiotic susceptibility pattern.

This article demonstrates the empirical relevance and elaborates the theoretical foundation of a “polity-centered” causal mechanism of international environmental regulation which has been only superficially touched upon in international environmental regime theory and which challenges the policy-centrism of this field of research. Motorboat regulations on Lake Constance demonstrate the limits of established approaches in regime theory in explaining the strict regulations of this early regime. Rationalist explanatory approaches are not convincing since there are no helpful structural constellations and no functional need. According to normative-cognitive approaches, the institutional density and differentiation that exists in the transboundary Lake Constance region makes an “advocacy coalition” approach better suited than an “epistemic community” approach. Yet, even this perspective cannot explain the international breakthroughs towards strong regulations. To fill the remaining gap, it is necessary to account for the symbolic value of water in representing emerging transnational identities and institutions. Polity-centered coalitions of political leaders around the lake “performed” innovative regulations in a highly symbolic policy field in order to gain attention and recognition for their institutionalization of the idea of a “Euregio Bodensee.” The article ends by demonstrating the empirical relevance of this causal mechanism beyond Lake Constance and discusses the theoretical consequences in the field of transnational water governance.

After harvest, apples are stored at low temperature to slow down the ripening physiological processes. This strategy can, however, also promote the development of superficial scald, a chilling injury-related disorder showing brown-discoloured areas on the fruit skin, totally compromising its marketability. To examine thoroughly the underlying physiological mechanisms and genetic control of superficial scald, the “Scald-Cold” project, a three-year Interegional Project Network, was granted by the European Region Tyrol, South Tyrol and Trentino (EGTC). The project is centred on a comprehensive approach, integrating into a joint effort different scientific disciplines, ranging from genetics and transcriptomics to NIR spectroscopy and hyperspectral imaging, together with the employment of distinct postharvest storage technologies distinguished by a specific regime of low oxygen. The core of this project aims to disclose novel regulatory processes of this disorder, providing new series of tools important for both the scientific and technical communities interested in apple breeding and postharvest. The “Scald-Cold” project will identify new molecular markers suitable for the selection of new apple varieties genetically resistant to superficial scald, while developing tools for an early detection of this phenomenon.

SPECTORS—“Sensor products for enterprises creating technological opportunities in airborne remote sensing”—is a project on civil applications with drones lasting from Sept. 2016 to July 2020. The international cooperation project with more than 30 partners from small and medium-sized enterprises (SMEs), public sector as well as research institutions is aiming at economic development in the Dutch-German border region. It is financed by INTERREG-V-A Germany-Netherlands, a strong economic development instrument being supported by the “European Regional Development Fund (ERDF)”. The partners of SPECTORS are mainly located in the Euregio Rhine-Waal. In order to achieve the politically motivated economic development goals of the European Union, the entire project is completely tailored to support SMEs in product innovation and development. This is achieved through interdisciplinary and cross-disciplinary cooperation between Dutch and German partners. The project partners Oost NL and RheWaTech are advising the SMEs on developing appropriate business models for their intended innovations. The Business Model Canvas together with business and technology readiness level measures are tools to plan and reflect business. The type species of the eurekiid trilobite Corbinia Walcott, C. horatio Walcott, 1924, possesses very short palpebral lobes located opposite 2p glabellar lobe. The palpebral lobes of species of Eurekia Walcott and of Corbinia apopsis Winston and Nicholls, 1967, are considerably longer and located opposite 1p and 2p glabellar lobes. Corbinia is here restricted to the type species, and C. apopsis is assigned to Eurekia. Corbinia horatio occurs in the Basal Silty Member of the Survey Peak Formation of southern Alberta and appears to be confined to the lower part of the Eurekia apopsis Subzone of the Saukia Zone (basal Ibexian).

Zusammenfassung Hintergrund Die Kapsulorhexis ist einer der wichtigsten Schritte der Kataraktchirurgie. Gute Zentrierung, zirkuläre Überlappung bei ausreichender Größe und ein intakter Rhexisrand gewährleisten eine optimale Intraokularlinsenzentrierung (IOL-Zentrierung). Ziel der Arbeit war es, die Resultate eines erfahrenen Operateurs mit berichteten Daten von femtolaserassistierten Kataraktoperationen (FLACS) zu vergleichen. Patienten und Methoden 105 konsekutive Kataraktoperationen wurden fotodokumentiert, bei 81 Aufnahmen erfolgte eine retrospektive Auswertung bezüglich Durchmesser und Überlappung der IOL. Die Häufigkeit radiärer Einrisse wurde der EUREQUO-Statistik des Operateurs entnommen. Ergebnisse Die durchschnittliche Rhexisgröße betrug 5,03 ± 0,3 mm, der Unterschied der beiden erfassten Durchmesser 0,28 ± 0,18 mm. 88,9% der auswertbaren Rhexen wiesen eine zirkuläre Überlappung auf. Radiäre Einrisse traten bei den letzten 8000, in EUREQUO erfassten Eingriffen nicht auf, entsprechend einer Häufigkeit von unter 0,0125%. Schlussfolgerungen Im Vergleich mit der mittels Femtolaser durchgeführten Kapsulotomie sind die Resultate bezüglich Überlappung vergleichbar. Ob die diskret „rundere“ Kapseleröffnung eine klinische Relevanz besitzt, bleibt offen. Das Risiko eines radiären Einrisses der vorderen Kapsel ist bei einem erfahrenen Operateur sehr gering und gegenüber FLACS geringer.

The European internal market has increased politicians' interest in the implica tions of the new international situation for public administration. In particular, collaboration between regional and local authorities is regarded as important in order to accomplish economies of scale and scope. In this context, the Euregion Maas—Rhine — an area consisting of five regions in three nations, encompassing three languages — is a peculiar and complex example. Using network ideas as a theoretical framework, this paper describes and analyzes attempts to generate collaboration in this region. It highlights various recommendations for the prac tice of transborder interorganizational cooperation and considers the implications for the further development of network theory, a branch of organization theory which is becoming increasingly important for both business and public administration.

Abstract:
The type section of the Basal Silty Member of the Survey Peak Formation spans the Cambrian–Ordovician boundary (North American usage) at Mount Wilson in the southern Canadian Rocky Mountains. The zonal and subzonal terminology through the boundary interval developed in Texas and Oklahoma is applicable to the trilobite faunas recovered from the section. The oldest trilobites recovered in this study occur in the top of the underlying Mistaya Formation and are assigned to the Saukiella serotina Subzone of the Upper Cambrian Saukia Zone. Trilobites and brachiopods of the S. serotina and Eurekia apopsis Subzones of the Saukia Zone occur in the lower half of the Basal Silty Member; trilobites and brachiopods assigned to the Lower Ordovician Missisquoia Zone and the Symphysurina brevispicata Subzone of the Symphysurina Zone occur in the upper half of the Basal Silty Member. The S. brevispicata Subzone extends an unknown distance into the Putty Shale Member of the Survey Peak Formation.The extinction horizons at the base of the Eurekia apopsis Subzone and at the base of the Missisquoia depressa Subzone (the Cambrian–Ordovician boundary) occur within the Basal Silty Member of the Survey Peak Formation, not at the formational contact with the underlying Mistaya Formation. This leaves hypotheses linking immigration of the replacement trilobite faunas to major lithofacies changes through the boundary interval as untenable. Critical review of the evidence for the extinctions at the end of the Ptychaspid Biomere suggests that they were caused by an invasion of the shelf region by cold, anoxic water.Forty-seven taxa are illustrated and 18 of those which provide new taxonomic information are discussed. One new genus, Rampartaspis Loch, is described in addition to four new species: Eurekia plectocanthus Loch, Highgatella wilsoni Derby, Macronoda punctata Derby, and Rampartaspis dissimulosulcus Loch. The identifications of trilobites and brachiopods in this paper revise those of Aitken and Norford (1967) and Derby et al. (1972) and result in minor changes in the reported positions of the bases of the Missisquoia and Symphysurina Zones. Revision of the identification of some trilobites in Dean (1989) changes the biostratigraphic interpretation of the Basal Silty Member at Wilcox Pass, Albert, Canada.
