This article attempts to account for the exceptional stability exhibited by the banking systems of Britain, Canada, and ten other countries during the Great Depression. It considers three possible explanations of stability—the structure of the commercial banking system, macroeconomic policy and performance, and lender of last resort behavior—employing data from 25 countries across Europe and North America. The results suggest that macroeconomic policy—especially exchange-rate policy—and banking structure, but not lenders of last resort, were systematically responsible for banking stability.

Moravcsik claims that his revisionist analysis succeeds because he, as opposed to almost all other students of European Community policymaking, has relied not on “soft” sources but on hard primary sources. An investigation of his claim shows that it cannot be substantiated. Both the quality of his sources and his handling of them are poor. The study used the partial equilibrium WITS-SMART Simulation Model to assess the impact of liberalization under the Trade Development and Cooperation Agreement (TDCA) of a free trade area between the EU and South Africa. The findings of the study reveal that total trade effects in South Africa are likely to surge by US$ 1.036 billion with a total welfare valued at US$ 134 million. The impacts of big data go beyond the commercial world, creating significant societal impact, from improving healthcare systems to the energy-efficient operation of cities and transportation infrastructure, to increasing the transparency and efficiency of public administration. In order to exploit the potential of big data to create value for society, citizens and businesses, Europe needs to embrace new technology, applications, use cases and business models within and across various sectors and domains. In the early part of the 2010s, a clear strategy centring around the notion of the European Big Data Value Ecosystem started to take form with the aim of increasing the competitiveness of European industries through a data ecosystem which tackles the fundamental elements of big data value, including the ecosystem, research and innovation, business, policy and regulation, and the emerging elements of data-driven AI and common European data spaces. This chapter describes the big data value ecosystem and its strategic importance. It details the challenges of creating this ecosystem and outlines the vision and strategy of the Big Data Value Public-Private Partnership and the Big Data Value Association, which together formed the core of the ecosystem, to make Europe the world leader in the creation of big data value. Finally, it details the elements of big data value which were addressed to realise this vision.

AbstractWe apply the concept of geoeconomics to the example of Chinese state-owned commercial banks based in Luxembourg and their financial activities in the European Union. The case study links the uneven relationship between China and Luxembourg to the field of international finance via large Chinese state-owned banks as important but analytically neglected actors. In doing so, we analyze how economic resources are used by, through and between nation states in the pursuit of their strategic goals. Starting from the observation that Chinese banking networks primarily provide a platform for the implementation of direct investments by Chinese companies, we identify important mechanisms and practices of Chinese banks, their anchoring in Luxembourg and the limited fulfilment of Western policy makers’ expectations from the presence of the Chinese banks in Luxembourg. Furthermore, we analyze instruments and strategies that define important aspects and dimensions of the concept of geoeconomics and complement them with the agency attributed to Chinese banks. An interesting paradox emerges from our analysis: while the geoeconomic power of Chinese banks’ activities is limited by the strict adherence to Chinese state development guidelines, the new organization of the Chinese banking networks in the EU suggests that they will be able to exercise their geoeconomic power in the future; with corresponding implications for local economies and economic development in Europe.

AbstractOceans and seas have been vital food sources for both coastal and terrestrial communities for thousands of years. Traditionally, the main actors were small-scale fishers adopting more ecologically-benign fishing practices either for their own subsistence or small-scale commercial use and livelihood. Members of small-scale fishing communities frequently combine other socioeconomic activities such as small-scale agriculture and animal husbandry with their fishing activity as well. Thus, they usually have broader and different understandings and narratives regarding their relations and interdependency with the fish and the seas compared with industrial capture fisheries targeting the most profitable commercial fish species using more destructive gears and high technological capacities. In this chapter, we aim to shed light on their past and present—as well as highlight their existence as a rather neglected and marginalized social group, their political agency and their global movement for food sovereignty in order to uncover their social, political and ecological roles for the future of oceans, coastal communities, and the society in general. Our research methodology relies on participant observation and action methods based on 3 years of continuous work with small-scale fishing cooperatives in Turkey, Spain and Europe, as well as following and collaborating with the WFFP (World Forum of Fisher People) members both in Europe and globally. We conducted more than 80 interviews with key actors from fisheries sector including policy makers, NGOs, members of fishing cooperatives, and fisheries and marine scientists that inform this investigation. We claim that even though small-scale fishing communities are usually neglected actors of the ‘present’ in most mainstream marine policies, narratives and agendas such as the Blue Economy, their ‘presence’ in ocean governance is of utmost importance and their future existence needs to be ensured for an ecologically, socially and economically just ocean governance.
