Among European Union policies, regional policy has always been considered a key domain due to its considerable role in negotiation of interests between mem-ber countries and distribution of European Union funds. Its significance, however, is expected to increase further as soon as countries of the Central Eastern Euro-pean region join the European Union and start lobbying for the concentration of European Union resources in the area. The new member states of the EU will stand on the periphery – not only in the geographical sense, but also regarding their level of economic development.

Abstract:
This document is part of a series of papers commissioned by the Inter-American Development Bank for the Regional Policy Dialogue. The paper basically discusses the macroeconomic impacts of trade agreements between Latin American countries and the United States, whether they be bilateral or a result of the creation of a Free Trade Agreement of the Americas (FTAA). Taking into account that the greater impact of a trade agreement in the Western Hemisphere is linked to the participation of the United States, it is especially useful to analyze the experience of agreements which include countries th

Abstract:
The links between climate change and conflict have been well-documented in recent observations and academic literature: far from being causally direct, these links often depend on specific conditions and occur through certain pathways (Koubi, 2019). For example, conflicts have been found to be more likely in areas with poor access to infrastructure and facilities (Detges, 2016), or where government distrust and political bias are prevalent (Detges, 2017). As such, climate change has often been described as a ‘threat multiplier’, making it imperative for security and development actors to consi

Smit, Timo. Towards a More Strategic Civilian CSDP: Strengthening EU Civilian Crisis Management in a New Era of Geopolitics and Risk. Stockholm International Peace Research Institute, 2024. http://dx.doi.org/10.55163/pqci8618.

Full text
Abstract:
In the wake of Russia’s full- scale invasion of Ukraine, European Union (EU) member states have taken decisions that have shifted the focus of civilian Common Security and Defence Policy (CSDP) more firmly to its Eastern Neighbourhood. This shift has raised the geopolitical profile and relevance of civilian CSDP, but it has also increased the stakes. Although civilian CSDP has become more geopolitical, it has not necessarily become more strategic, as decision making and action remain ad hoc and reactive. This raises questions about the EU’s capacity to use civilian CSDP more strategically and

Abstract:
Europe faces challenges reminiscent of Latin American financial crises. The failure of recent liquidity support to normalize the situation in Europe suggests the need to refocus the policy debate on fundamentals: structural reform for growth and, where needed, restructuring to resolve banking crises and the debt overhang. Latin America's experience yields relevant policy lessons for Europe on those fronts except concerning the use of sharp real devaluations to spearhead recovery: euro-zone countries following suit by reintroducing devalued national currencies would invite catastrophe. It also sheds light on Europe’s main strategic challenges to building system-wide resilience in the face of cross-border climate impacts and provides policy recommendations on overcoming them.

Following the European Parliament elections in June, a new EU leadership will take the helm to navigate the Union through an array of significant challenges. The EU faces an unprecedented combination of external threats: Russia’s full-scale invasion of Ukraine and the growing influences of Russia and China in the EU’s neighbourhood; the repercussions of the Israel-Gaza war; the Union’s economic, energy, and military dependencies and exposure to climate change; the rise of right-wing authoritarianism across many countries in Europe and its neighbourhood; and the uncertainty of the United States
