Russia’s expansion in the Baltic region in the 18th century was neither an obvious nor historically justified direction. It was Peter I who abandoned the expansion to the south and east in favor of the west. The rise of Russia’s power on the Baltic was linked to the decline in importance of the 17th‑century powers blocking its path to Europe: Sweden, the Polish‑Lithuanian Commonwealth, and the Ottoman Empire. When Peter I the Great took power Russia had no access to either the Baltic Sea, the Black Sea or the Sea of Azov. However, thanks to Peter I’s consistent policy and the actions of subseq

The ArgumentThe question posed by this paper is why the Russian autocracy failed to pursue successfully Peter the Great's conscious policy of creating a society dominated by technique and competitive with technological levels achieved by Western Europe. The brief answer is that Peter's idea of a cultural revolution that would create new values and institutions hospitable to the introduction of technology clashed with powerful interests within society. The political opposition centered around three groups which were indispensable to the state in fulfilling his vision: the nobility, the clergy,

Muscovite awareness and use of printed books both predated and extended beyond the scope of native Muscovite printing. The three types of “asymmetry” explored in this survey relate to the wider reception of print in Muscovy. The first and most widely noted is the chronological and cultural mismatch between the spread of print culture in Russia and in Western Europe. The second is the differential chronology and repertoire of local print production by comparison with the use of imported printed materials. The third – the main focus of the survey – is the phenomenon of “reverse technology transf

The concept of using satellite infrared radiation observations for retrieving atmospheric temperature was first proposed by Jean I. F. King. Lewis D. The dry rot fungus Serpula lacrymans is the most destructive fungal agent of wood building materials in Europe, Russia, North America, and Japan. The identification of this wood-deteriorating agent and the discrimination of different fungal isolates is very important for the control of buildings in general and for the preservation of cultural heritage in particular. The objective of the study was to develop a Fourier transform infrared (FTIR) method coupled with a partial least square discriminant analysis (PLS-DA) for the sample preparation and identification of S. lacrymans. A fundamental problem in studying early modern Russian history is determining Russia’s historical development in relationship to the rest of the world. The focus throughout this book is on the continuity of Russian policies during the early modern period (1450–1800) and that those policies coincided with those of other successful contemporary Eurasian polities. The continuities occurred in the midst of constant change, but neither one nor the other, continuities or changes alone, can account for Russia’s success. Instead, Russian rulers from Ivan III to Catherine II with their hub advisors man

Abstract Long term storage of plutonium separated from fission products is not a good solution according to the current non-proliferation criteria as well as from an economic point of view. This material has thus to be converted to the equivalent of the “spent fuel standard”. Only one technique has so far reached the industrial maturity necessary to convert the important existing plutonium stockpiles: it is the use of plutonium to manufacture and irradiate MOX fuel.
