Abstract:
In their activities, state bodies and state-owned enterprises of Ukraine constantly turn to reference prices published by national and foreign news agencies, as evidenced by both regulations and data from the e-procurement system. However, the lack of definition or established practice of translation and application of terms related to this area indicates the underdevelopment or initial stage of harmonization of Ukraine's and other countries’ economic practice. We state that the issue of benchmarks regulation is relevant at the level of state economic decisions, given the specific impact of specialized news agencies on economic processes. Thus, the purpose of this study is to present ways of possible state regulation of commodity benchmarks in Ukraine. We determined that relations in the field of benchmarks in Ukraine are not provided with a legislative framework in full measure. Thus, it is characterized by discreteness, although the reference to benchmarks is carried out not only by business entities but also by government agencies. Therefore, some measures are proposed to regulate the field of benchmarks. Ukraine has a possibility to rely on the European experience, critically evaluate it and take the most important aspects of regulation, given the initial stage of development of the benchmark system in Ukraine. In particular, one of the possible actions is to establish a reference register of benchmarks. Furthermore, price reporting agencies and other benchmark-related economic actors might be recommended to bring their methodology and activities in line with IOSCO principles, as the clarity and transparency of market assessment are, among other things, a guarantee of objectively effective performance of tasks for taxation and in the public procurement.

Abstract:
Benchmarking is a strategic management tool that can help to gain competitive advantage, but the question is how to decide the relevant practice exemplars to be used as role models. Data Envelopment Analysis (DEA) is a very helpful method for tracking corresponding benchmarks, but the question remains of how to record them when performance is fluctuating and unstable, as is the case in a transition period to an open market. To address this issue a new DEA-based tool is proposed, the Corresponding Benchmark Matrix (CBM), which helps to reveal ?leader? countries and the most suitable benchmarks for less successful countries. The approach is illustrated for telecommunications in 22 European Bank for Reconstruction and Development (EBRD) countries.

Abstract:
This paper seeks to contribute to the literature on financial integration using panel estimates to test beta- and sigma-convergence across the European Union countries’ interest rates and towards two specific benchmarks — the German and US rates — covering the time interval between 1999 and 2014 and taking into account the recent international financial crisis. The findings point to the existence of a process of convergence of interest rates and this process may be considered as part of the global process of integration. Furthermore, there is evidence of convergence to the chosen benchmarks, in particular of short-term real interest rates; the speed of this convergence towards the German rates clearly increased in the EU as a response to the financial crisis. Abstract:
Abstract Adaptive and responsive survey designs rely on monitoring indicators based on paradata. This process can better inform fieldwork management if the indicators are paired with a benchmark, which relies on empirical information collected in the first phase of the fieldwork or, for repeated or longitudinal surveys, in previous rounds or waves. We propose the “fieldwork power” (fieldwork production per time unit) as an indicator for monitoring, and we simulate this for the European Social Survey (ESS) Round 7 in Belgium and in the Czech Republic. We operationalize the fieldwork power as the weekly number of completed interviews and of contacts, the ratio of the number of completed interviews to the number of contact attempts and to the number of refusals. We use a repeated measurement multilevel model, with surveys in the previous rounds of the European Social Survey as the macro level and the weekly fieldwork power as repeated measurements to create benchmarks. We also monitor effort and data quality metrics. The results show how problems in the fieldwork evolution can be detected by monitoring the fieldwork power and by comparing it with the benchmarks. The analysis also proves helpful regarding post-survey fieldwork evaluation, and links effort, productivity, and data quality.

Abstract:
This article presents the application of benchmarks of greenhouse gas emission for free allocations between installations (plants) in the promising emission trading system in Ukraine. The basic concepts and definitions, as well as the principles of approach applied to the development of benchmarks are presented. The summarized data on the calculated values of benchmarks in comparison with values that are accepted now in the European emission trading system are resulted. Certain differences in the construction and application of benchmarks in Ukraine and the EU, caused by the structure and state of economy, as well as the characteristics of the industries covered by the system are analyzed. Certain limitations are specified, first of all in the presence of required basic data which cause the necessity of recalculation. We performed an assessment of the introduction of free allocation for greenhouse gas emissions in the production of electricity at coal-fired power plants in Ukraine with using specific CO2 emission factors. The calculations were carried out under the condition of technical re-equipment of thermal power units with increase in their efficiency and under the condition of absence of re-equipment. We also compared the estimates obtained on the basis of a predetermined emission control indicator for coal-fired power plants with the European level and calculated the volume of free allocation of quotas for Ukrainian thermal power plants based on the results of their activities. Abstract:
AbstractThis article analyses discourses on climate change and mitigation through the deconstruction of European Union (EU) rhetoric and practices on climate benchmarking. It critically examines the motivations behind climate benchmarking, the methods used to construct international benchmarks, and the reasons for variety in domestic compliance. Germany and the United Kingdom are analysed as cases where domestic politics drive very different reactions to the practice of climate mitigation, differences that have been largely hidden by the type of quantification that EU benchmarking involves. Through an exploration of the methods used to formulate climate benchmarks, the article demonstrates that these commitments have privileged certain responses over others, and thus helped to paint a picture of EU benchmarks as ‘reformist’ but not ‘radical’. EU climate benchmarks often end up concealing more than they reveal, making it difficult to fully engage with the scale and complexity of the far-reaching domestic changes that are required in order to comply with agreed international benchmarks. The deficiencies of benchmarks as a mechanism for driving long-term sustainable change, and importantly discouraging harmful policies, may ultimately undermine their credibility as a means for governing climate change at a distance in the EU.

Gonzalez, Hernandez Ana. "Site-level resource efficiency analysis." Thesis, University of Cambridge, 2018. https://www.repository.cam.ac.uk/handle/1810/284771.

Full text
Abstract:
To achieve agreed targets for reducing global carbon emissions, industry must become more resource-efficient. To this end, two viable strategies exist: energy efficiency and material efficiency. Despite their inherent interdependence, industry continues to treat these two strategies as isolated pursuits, providing in the process only a partial insight into the potential of resource efficiency. To resolve this disconnect, this thesis attempts to develop and apply tools that help integrate industrial energy and material efficiency analyses. Three areas of research are explored. The first is concerned with a fundamental component of industrial performance: efficiency benchmarks. No agreed-upon metric exists to measure the efficiency with which the sector trans- forms both energy and materials - that is, how resource-efficient they are. This thesis applies exergy - a well-established method to consolidate energy and materials into a single metric - to a case study of the global steel industry in 2010. Results show that this exergy-based metric provides a suitable proxy to capture the interactions between energy and materials. By comparing energy and material efficiency options on an equal footing, this metric encourages the recovery of material by-products - an intervention excluded from traditional energy efficiency metrics. To realise resource efficiency opportunities, individual industry firms must be able to identify them at actionable time-frames and scopes. Doing this hinges on understanding resources flows through entire systems, the most detailed knowledge of which resides in control data. No academic study was found to exploit control data to construct an integrated picture of resources that is representative of real operations. In the second research area, control data is extracted to track the resource flows and efficiency of a basic oxygen steel-making plant from TataSteel. This second case study highlights the plant's material efficiency options during operations. It does so by building close-to-real-time Sankey diagrams of resource flows (measured in units of exergy) for the entire plant and its constituent processes. Without the support of effective policies the new exergy approach is unlikely to be widely adopted in industry. By collating evidence from interviews and policy documents, the third area explores why the European Union's industrial energy and emissions policies do not incentivise material efficiency. Results suggest several contributing factors, including: the inadequacy of monitored indicators; an imposed policy lock-in; and the lack of a designated industry lobby and high-level political buy-in. Policy interventions are then proposed to help integrate material efficiency into energy and climate agendas. The European Union's limited agency stresses the need for Member States and industry to drive the move to a low-carbon industry in the short-term.

Abstract:
The present thesis attempts a policy impact analysis through the Greek and Italian education and training policies undertaken to respond to the Lisbon's Strategy 2000 requirements. The level of influence of the EU policy within the domestic structure of both countries and its dynamic on national reforms is related to the relationship, - level of influence-, between national and international structure as concerns the educational and training policies. Reforms are not necessarily results of the European's Community policy, but they can be results of the national pathway and they would have taken place in any case. The above hypothesis leads to the query if national policy change is linked to the international directives or it is the independent result of the State's development

Abstract:
Measuring the performance of Freight Villages (FVs) has important implications for logistics companies and other related companies as well as governments. In this paper we apply Data Envelopment Analysis (DEA) to measure the performance of European FVs in a purely data-driven way incorporating the nature of FVs as complex operations that use multiple inputs and produce several outputs. We employ several DEA models and perform a complete sensitivity analysis of the appropriateness of the chosen input and output variables, and an assessment of the robustness of the efficiency score. It turns out that about half of the 20 FVs analyzed are inefficient, with utilization of the intermodal area and warehouse capacity and level of goods handed the being the most important areas of improvement. While we find no significant differences in efficiency between FVs of different sizes and in different countries, it turns out that the FVs Eurocentre Toulouse, Interporto Quadrante Europa and GVZ Nürnberg constitute more than 90% of the benchmark share.

Abstract:
In March 2018 the European Commission published the Action Plan on Financing Sustainable Growth. One of the main objectives with the actions presented in the action plan is to reorient capital flows towards sustainable investments, i.e. to influence more investors to invest sustainably. The action plan was followed by three proposals for transparency regulation regarding an EU taxonomy on sustainability, sustainability benchmarks and sustainability disclosures. Furthermore, the action plan included actions regarding two other transparency measures – sustainability labels and sustainability ratings. The first purpose of the thesis is to investigate if transparency regulation in the EU can be used as a tool to influence investors to choose sustainable investment funds. One of the main aims of the actions presented in the Action Plan on Financing Sustainable Growth, as well as the accompanying regulation proposals, is to reorient capital flows towards sustainable investments, i.e. to influence more investors to invest sustainably. In light of this, the Commission’s three proposed transparency regulations, as well as the concept of sustainability labels and ratings, are used as a basis for the investigation. The second purpose of the thesis is therefore to critically review the three regulation proposals and the concept of sustainability labels and ratings in order to gain an understanding of how different transparency measures can influence investors to choose sustainable investment funds. The transparency regulations and measures are analysed and critically reviewed in light of their objective to influence more investors to invest sustainably. A behavioural economics perspective, as well as consumer behaviour theories and decision-making models, are applied in order to analyse the transparency regulations and measures from an external perspective. Based on the analysis there are many indicators that transparency regulation can be used as a tool to influence investors to choose sustainable investment funds. However, to what extent transparency regulation can influence investor behaviour varies depending on which transparency measures are used and how they are designed. Sustainability benchmarks seem to have the least potential to influence investor behaviour, while the EU taxonomy on sustainability and sustainability labels seem to have the best potential to influence investor behaviour.

Full text
Abstract:
The application of Art. 87(1) EC to taxes above all is connected to the application of the derogation method, which appears to be part of the selectivity criterion. This dissertation examines the application of the derogation method and the assessment of the selectivity criterion applied to taxes, primarily de lege lata, but also de lege ferenda. It begins with an analysis of the relationship among the criteria of Article 87(1) EC and continues with an analysis of the relationship between the derogation method and the assessment of the selectivity criterion applied to taxes. Several scholars have criticised the application of the derogation method because of the difficulty of identifying a derogation and of establishing the benchmark against which the derogation should be assessed. In this dissertation both the benchmark and the establishment of a derogation is analysed, partly with reference to the tax expenditure debate that occurred in the subject area of international taxation during the 1970s and 1980s. The selectivity criterion applied to taxes contains an assessment of justification, whereby the selective nature of a measure can be justified on the basis of the nature or general scheme of the system: Therfore the meaning and implications of this assessment are also examined. After all these issues have been examined de lege lata, the extents to which the application of the derogation method and the assessment of the selectivity criterion follow a logical system are discussed and recommendations for eliminating the identified deficiences are put forward.

Abstract:
Background & Subject discussion: Financial reporting and earnings affect stakeholders’ decisions and is a vital component in firm’s information disclosure. Management possesses considerable influence over financial reports. Earnings consist of a cash-flow and accrual component. Earnings can be affected by managers’ judgment and decision either by accrual-based earnings management or real activities manipulation. Earnings management affects the relevance and reliability of financial reporting and is widely researched. Europe is consolidating and accounting and audit standards are harmonizing. Real activities manipulation is unobserved in Europe. Increased attention and regulations of earnings management are inducing more creative methods to alter earnings, such as stock repurchases. Purpose: The main purpose of this study is to investigate if real activities manipulation can be observed in Europe and to what extent in relationship to accrual-based activities to avoid reporting small losses. An underlying purpose is to study different methods of RAM, including some newer approaches to detect hypothesized RAM by stock repurchases. An additional purpose is to evaluate the different utilized detection methods to clarify effectiveness. The final purpose is to consider possible effects of EM on reliability and relevance of financial reporting. Conclusion: The result concludes that earnings management are performed by real activities manipulation. Stock repurchases, decreased discretionary expenses and production cost all indicate earnings management to avoid reporting earnings below a specific benchmark. The result questions the reliability and relevance of reported earnings.

Vladimír Hulík: Indikátory a benchmarky jako nástroj vzdělávací politiky EU 2 Abstract This Diploma Thesis focuses on the issue of indicators and benchmarks in the European education policy. Theoretical concepts linked with these questions are introduced in the first part - the theory of europeanization, open method of coordination, theory of benchmarking (especially focused on the public sector) and politics of indicators as a critical eye in this field. In the second part, the historical development of the European education policy is described and the growth of its importance during the last 20 years. Three iniciatives of the European education policy are identified in which the indicators and benchmarking methods are used. The last part aims to study mutual relations among indicators (for which the benchmarks are set) through the use of the correlation matrix (Pearson's correlation).

The purpose of this study is to measure the performance of the mutual funds and the funds data which monthly returns reported by the Taiwan Economic Journal database. The dataset spans a period from September 1999 to August 2013, and contains a total of 524 mutual funds. We apply the Bayesian approach to measure the performance of the mutual funds between the Pan-European benchmark models and local market augmented benchmark models under the different Bayesian investor models. The empirical results show that local market augmented benchmark models, which can effectively improve the alpha value estimated. Furthermore, BAMAP performed better than others.

Abstract:
AbstractExisting buildings play a central role in achieving EU climate and energy targets. Consequently, the building sector faces the complex challenge of finding effective solutions to manage both the conservation and renovation of this stock. Given that building energy renovation has the potential to reduce greenhouse gas emissions and achieve EU targets, the European Commission has developed frameworks and regulatory instruments to foster a deep renovation approach. However, progress in achieving the necessary transformation has been slow. The objective of this chapter is to identify strategies and actions that can accelerate the sustainable transformation of the building stock. We focus on the first renovation stage in which it is critical for accurate data to be collected and processed on the state of buildings to improve decision-making processes. By overviewing current policies and instruments, and new technologies and tools applicable to existing buildings, we explore open challenges and room for improvement to fulfil their potential. In this study, we have identified upgraded instruments and tools and new benchmarks, resulting in innovative strategies and actions as drivers for a sustainable transformation. From this perspective, we introduce how more ambitious approaches can lead stakeholders to develop strategies and apply actions towards a regenerative built environment.

Abstract:
As part of the recent STYLE European project, three large scale mock-up experiments (Mock-up 1, Mock-up 2 and Mock-up 3) were performed. The Mock-ups were representative of nuclear power plant locations containing welds or cladding and contained an initial defect, either through-wall or surface breaking, and were loaded under four point bending conditions. Benchmarks based on each of these experiments were launched to investigate current Engineering Assessment Methods (EAMs) and Leak-before-Break (LbB) procedures used throughout Europe and how the application of these methods compare to each other and to the experimental data. Parameters that were specified for the benchmark participants to evaluate included crack opening displacement (COD), critical crack size, limit load, and load vs various amounts of ductile tearing. This paper presents and compares the results of the calculations performed by the participants in the benchmark. It focuses on the AMEC calculations using R6 and draws conclusions regarding its relative conservatism compared with each of the other methods and through comparison with the results of the Mock-up experiments.

Abstract:
Finite element weld residual stress modelling procedures involve complex non-linear analyses where many assumptions and approximations have to be made by the analyst. Weld modelling guidelines for inclusion in the R6 defect assessment procedure are in preparation and will be accompanied by a series of validation benchmarks that can be used to evaluate the accuracy of weld modelling procedures and assess their suitability for use in fracture assessments. It is intended to base one of the benchmarks on a stainless steel bead-on-plate weldment that has been extensively studied by members of Task Group 1 of the NeT European Network project. This paper uses round robin residual stress measurements from the NeT project to derive a statistically based ‘best estimate’ distribution of transverse stress passing through the wall-section at mid-length of the bead-on-plate weldment. The accuracy of a state-of-the-art residual stress prediction is benchmarked against the best estimate measurements using a root mean square error analysis and comparisons of decomposed components of stress. The appropriateness of using the predicted residual stresses in fracture assessments is assessed by comparing stress intensity factors based on the measured and predicted distributions of stress. The results from these studies will be used to help establish accuracy targets and acceptance criteria for the welding benchmark.

Abstract:
The project “Social network tools and procedures for developing entrepreneurial skills in PhD programmes” (prodPhD) aims to implement innovative social network-based methodologies for teaching and learning entrepreneurship in PhD programmes. The multidisciplinary teaching and learning methodologies to be developed will enable entrepreneurship education to be introduced into any PhD programme, providing students with the knowledge, skills, and motivation to engage in entrepreneurial activities. However, the use of the output of the project will depend on the nature and profile of the research or scientific field. In this context, key performance indicators (KPIs) form the base on which the quality and scope of the methodologies developed in the project will be quantified and benchmarked. The project’s final product will be an online tool that higher education students can use to learn entrepreneurship from a social network perspective. Performance measurement is one of the first steps of any project and involves the choice and use of indicators to measure the effectiveness and success of the project’s methods and results. All the KPIs have been selected according to criteria of relevance, measurability, reliability, and adequacy, and they cover the process, dissemination methods, and overall quality of the project. In this document, each KPI is defined together with the units and instruments for measuring it. In the case of qualitative KPIs, five-level Likert scales are defined to improve indicator measurability and reliability. The KPIs for prodPhD are divided into three main dimensions, depending on the stage of the project they evaluate. The three main dimensions are performance and development (which are highly related to the project’s process), dissemination and impact (which are more closely correlated with the project’s output), and overall project quality. Different sources (i.e., European projects and papers) have been drawn upon to define a set of 51 KPIs classified into six categories, according to the project phase they aim to evaluate. An Excel tool has been developed that collects all the KPIs analysed in the production of this document. This tool is shared in the Scipedia repository.
