Through the prism of post-cold-war air campaigns, differing national positions of contributing European air forces, as well as their relative weights and evolving capabilities, are gauged. Since major Western air campaigns have occurred only with substantial US involvement, American capabilities offer natural benchmarks. The issue of breadth versus depth has affected all European air forces. Maintaining a coherent set of aerospace capabilities has proven a challenge even for larger European countries. Smaller countries can pursue only limited ambitions and maintain segments of aerospace power. Nonetheless, selected smaller air forces with the right equipment, training, and attitude have managed to make visible contributions to multinational air campaigns. Air campaigns also spurred Europe’s military space ambitions. Space assets have become indispensable enablers of modern warfare, and selected European countries have deployed important capabilities into orbit.

The integration of capital markets in the EU is a long-term and complex task that is far from being completed. A comparative analysis with capital markets integration and development in the United States can offer insights on how the EU can develop its policy framework to achieve a single market for capital. This chapter begins with a brief review of the history of European financial integration policies since its inception in 1957. It then illustrates how capital markets can provide significant risk absorption against exogenous shocks. Finally, it presents a brief overview of the United States' economic history between 1860s and 1930s. Analogies can be found with the European financial integration process, as well as benchmarks to identify areas where European policies can do more to promote a Single Market for capital.

The recent rise in Euroscepticism gives rise to important empirical puzzles that present difficulties for existing theories of public opinion towards European integration that highlight economic interests or communal identities. For example, why is support for Eurosceptic parties the most pronounced in countries that have weathered the Eurozone crisis fairly well, and much lower in countries that have been hardest hit? This chapter provides an overview of the empirical puzzles associated with the recent trends in Euroscepticism, outlines how existing theoretical explanations struggle to deal with them, and explains how a benchmark theory of European public opinion can help. The chapter argues that public opinion towards European integration resembles a kaleidoscope mirroring people’s experiences with and evaluations of the starkly different national, political, and economic conditions within the member states.

This chapter demonstrates that public opinion towards the EU is highly responsive to changes in real-world conditions and moves in predictable ways. The analysis in the chapter combines natural experimental evidence with uniquely designed survey experimental evidence to show that support and scepticism react both to national and European events. This underlines the importance of the benchmark theory of European public opinion that this book presents. Moreover, the findings reported in this chapter support the intuition outlined in Chapter 2 that people are able to distinguish the policies a system provides from the way the system operates. Finally, the chapter shows that the public is responsive to changes in real-world conditions regardless of the level of political sophistication that individuals exhibit.

This chapter introduces a benchmark theory of public opinion towards European integration. Rather than relying on generic labels like support or scepticism, the chapter suggests that public opinion towards the EU is both multidimensional and multilevel in nature. People’s attitudes towards Europe are essentially based on a comparison between the benefits of the status quo of membership and those associated with an alternative state, namely one’s country being outside the EU. This comparison is coined the ‘EU differential’. When comparing these benefits, people rely on both their evaluations of the outcomes (policy evaluations) and the system that produces them (regime evaluations). This chapter presents a fine-grained conceptualization of what it means to be an EU supporter or Eurosceptic; it also designs a careful empirical measurement strategy to capture variation, both cross-nationally and over time. The chapter cross-validates these measures against a variety of existing and newly developed data sources.

This chapter provides an introduction, explicating the book’s mission and its interdisciplinary methodology while illuminating the most important concepts. The book proposes a more effective way for European Union (EU) Institutions to pursue legal integration while respecting language diversity, choosing the integration of contract law as its case study. The combined policy objectives of legal integration and language diversity function as normative benchmarks for critically assessing EU’s multilingual practices and procedures of the EU Institutions, or “Institutional Multilingualism.” It concentrates both on “EU Translation,” that is, the work of EU translators and lawyer–linguists in EU legislative bodies who produce EU’s multilingual legislation, as well as the ways in which the Court of Justice of the EU attributes uniform meaning to the various language versions of EU legislation. Finally, these evaluations are framed in terms of translation “orientations,” as expounded in a 19th-century essay by Friedrich Schleiermacher.

This chapter describes the competition Britain faced in its two century journey of becoming the possessor of the world’s largest trading fleet and the world’s most powerful navy. It stops at several important benchmark dates in European shipping trade history, including the growth of the East Coast coal trade; trade with the Mediterranean; oceanic fishing off the coast of Iceland and the Newfoundland Banks; voyages to the Indian Ocean; colonization in North America and West Indies; increase in demand for timber and marine stores; and the rapid expansion of slave trade from West Africa. Computational linguistics is the scientific study of language from a computational perspective. It aims is to provide computational models of natural language processing (NLP) and incorporate them into practical applications such as speech synthesis, speech recognition, automatic translation and many others where automatic processing of language is required. The use of good linguistic resources is crucial for the development of computational linguistics systems. Real world applications need resources which systematize the way linguistic information is structured in a certain language. There is a continuous effort to increase the number of linguistic resources available for the linguistic and NLP Community. Most of the existing linguistic resources have been created for English, mainly because most modern approaches to computational lexical semantics emerged in the United States. This situation is changing over time and some of these projects have been subsequently extended to other languages; however, in all cases, much time and effort need to be invested in creating such resources. Because of this, one of the main purposes of this work is to investigate the possibility of extending these resources to other languages such as Spanish. In this work, we introduce some of the most important resources devoted to lexical semantics, such as WordNet or FrameNet, and those focusing on Spanish such as 3LB-LEX or Adesse. Of these, this project focuses on FrameNet. The project aims to document the range of semantic and syntactic combinatory possibilities of words in English. Words are grouped according to the different frames or situations evoked by their meaning. If we focus on a particular topic domain like medicine and we try to describe it in terms of FrameNet, we probably would obtain frames representing it like CURE, formed by words like cure.v, heal.v or palliative.a or MEDICAL CONDITIONS with lexical units such as arthritis.n, asphyxia.n or asthma.n. The purpose of this work is to develop an automatic means of selecting frames from a particular domain and to translate them into Spanish. As we have stated, we will focus on medicine. The selection of the medical frames will be corpus-based, that is, we will extract all the frames that are statistically significant from a representative corpus. We will discuss why using a corpus-based approach is a reliable and unbiased way of dealing with this task. We will present an automatic method for the selection of FrameNet frames and, in order to make sure that the results obtained are coherent, we will contrast them with a previous manual selection or benchmark. Outcomes will be analysed by using the F-score, a measure widely used in this type of applications. We obtained a 0.87 F-score according to our benchmark, which demonstrates the applicability of this type of automatic approaches. The second part of the book is devoted to the translation of this selection into Spanish. The translation will be made using EuroWordNet, a extension of the Princeton WordNet for some European languages. We will explore different ways to link the different units of our medical FrameNet selection to a certain WordNet synset or set of words that have similar meanings. Matching the frame units to a specific synset in EuroWordNet allows us both to translate them into Spanish and to add new terms provided by WordNet into FrameNet. The results show how translation can be done quite accurately (95.6%). We hope this work can add new insight into the field of natural language processing.
