Abstract:
- The article describes the main dynamics characterizing the beginnings of the European environmental policy in the Seventies. The author reconstructs the European institutions role and some aspects concerning their relations with the international context, which has deeply influenced the European Economic Community action in this sector. In particular, the author describes the first phase of this policy evolution, which ended in 1986, when the Single Act recognized the Community competence in the environmental field. During this time, the Community developed the environmental political action and it gradually changed its corrective approach into a preventive one. In theory, the social history of European integration could be written in three different ways.l The first method would be to adopt the perspective of political historians and political scientists, who would apply social history to learn about new, neglected, but powerful factors affecting European integration. Abstract:
The article shows the dynamics of the development of relations between Poland and the European Union from the early 1990s to the present day. The history of the entry of the Polish state into the European community, the political and socio-economic consequences of this event is analyzed. The facts testifying to the initial polarization of society in relation to EU membership between the conservative-nationalist party «PiS» and the liberal-democratic «Civic Platform» are presented. The topical issue related to the supremacy of European legislation over the Constitution of the Republic of Poland, the attitude of the ruling party and the population of the country to it is considered. The authors of the article conducted a study on the attitude of Poles to membership in the European Union and concluded that most of them highly appreciate the role of their state in the EU, enjoy the benefits of European citizenship and see themselves as Europeans. Attention is drawn to the fact that the developed countries of the West do not perceive Poland as an equal member of the European Community, and it does not feel like such, because in terms of most economic indicators, the country initially lagged behind generally accepted indicators and is forced to receive financial assistance. The authors briefly touched upon the current events in Ukraine and the reaction of the Polish government in the context of the European Union. As a result, at the moment a picture is being created that Poland is in the wake of the EU's anti-Russian policy and sees its role in «saving the world from Russian expansion». Perhaps, by such participation in the Russian-Ukrainian conflict, it seeks to compensate for its secondary position in the European Union and increase its authority in the international arena.

At the end of 1978, the German art critic Walter Frentz, introducing a film and public lecture in the city of Worms, postulated that Europeans could breathe new life into the idea of European unity by devoting greater care and attention to the shape and form of European cities. The theme of his remarks that night specifically encouraged the preservation of historic urban cores, but more striking was his general concept linking the development of the European Community with the treatment of the European city. As a growing literature on architectural symbolism and urban imagery suggests, cities take the shapes that are expressions of a total society, reflecting the spectrum of their political, economic and cultural life. As Europeans rebuilt and developed their cities in the period after World War II, they also charted the course of their unification.

Abstract:
The decision on the establishment of economic and Monetary Union will be regarded as a major event in the economic history of Europe. A stable European monetary structure will affect the future not only of the Member States of the Community, but also of the whole world. It is likely to serve as a guidepost for the economic policies of future members of the European Community, such as Austria, Sweden and Finland, as well as the emerging market economies of Central and Eastern Europe. These countries are looking forward to closer links with the European Community. Monetary union would also provide a currency for the European Community. The creation of economic and monetary union is a complex undertaking from both a technical and a political point of view. It requires a high degree of consistency between economic policy and performance. At the same time, it would greatly reduce the economic autonomy of participating countries. The traditional differences in the economic and monetary policies of the member states of the European Community also have different effects. Therefore, this paper mainly studies the influence of EMU on different EU countries by studying the EU's political ideology, historical and economic development, economic main body structure and cultures of different EU countries.

Abstract:
The decade of the 1960s was a period of significant evolution in the foreign policy priorities of the Republic of Ireland. On 31 July 1961, Ireland applied for membership of the European Community. That application was vetoed in January 1963 by the French President, Charles de Gaulle. Nevertheless, it was an indication of the growing "Europeanisation" of Irish foreign policy, which was secured in May 1967 in a renewed and ultimately successful application by Ireland for membership of the Common Market. Because of the overlapping interests of the European Community and the North Atlantic Treaty Organisation (NATO), however, these initiatives towards integration with Western Europe posed a dilemma for the decision-makers in Dublin given that, in the Irish context, foreign policy was predicated on neutrality. Since Ireland's admission to the United Nations (UN) in 1955 and especially from the reinstatement of Frank Aiken as Minister for External Affairs in 1957, the diplomatic component of Ireland's neutrality was defined largely by its UN policy. Ireland's continued attachment to neutrality, despite its application for European Community membership, caused significant frustration to the governments of the member-states, especially France under de Gaulle, and was seen to be an obstacle to Ireland's accession. These concerns were communicated explicitly to Dublin, along with the view that Ireland needed to demonstrate a greater propensity to support Western interests on major international issues. Pressure of this kind had dissuaded other European neutrals (Austria, Finland, Malta and Sweden) from pursuing membership of the European Community until 1995 - after the Cold War had ended - but it did not deter the Irish. Despite the pressure from the European Community, Irish policy continued to be characterised by neutrality and, almost invariably, conflict with French UN policy. This included, amongst other matters, policy in relation to the non-proliferation of nuclear weapons, the financing of peacekeeping, the Vietnam War, representation of China at the UN, and various decolonization problems in Southern Africa. This insulation of Ireland's foreign policy from the imperatives of the application for membership of the European Community was largely the product of the fragmentation of decision-making in the formulation of Irish diplomacy. This research project takes a unique perspective on the topic by focusing, in particular, on the period 1965 to 1972 and, also, breaks further new ground in utilizing documentary material only recently released by the National Archives in Dublin, the University College Dublin Archives, the Public Record Office, London, and the UN Archives in New York, along with published diplomatic records and secondary sources. Consequently, it offers an original contribution to our understanding of Irish foreign policy in this crucial period of its development and the capacity of the Irish Government to reconcile the two fundamental and apparently conflicting pillars of its foreign policy - neutrality and membership of the European Community.

Abstract:
This thesis analyses the impact that the European Community had on table wine growers in the Midi region of France in the 1970s. This work is divided into the following parts: the negotiations leading to the creation of the Common Wine Policy (CWP) in 1970, its operation in the early 1970s until its first major crisis in 1975-1976, its drastic transformation from liberal policy to one of restrictive control in the late 1970s, the reaction of table wine producers in Languedoc-Roussillon to these changes over the decade, and the change in political relationships and governance at three levels - Brussels, Paris, and Languedoc-Roussillon - as a result of this process. It argues that the first decade of the CWP changed relationships between different groups at the European, national, and local level in two major ways: first, national French government institutions voluntarily decreased their power over a key national industry – this was the most marked feature in the French wine industry of this time period. Second, the CWP helped facilitate the rise of sub-national and non-state actors in policy circles from which they were previously excluded. Empowered by the new responsibilities given to them by the French government, particularly via a newly-created national office of wine, French vignerons began attempting to bypass the national French bottleneck to the Community and directly lobby European-level institutions, either via their own organisations or as part of transnational endeavours. Given the French government’s particularly adamant control of who represented the country at the Brussels levels in the 1960s, this change in only a decade was a significant shift. In analysing this process, this thesis also makes broader comments on the integration process as a whole, adding particularly to the literature on the Community’s agricultural integration, and is the first comprehensive review of the history of the Common Wine Policy, and the first to make an extensive assessment of the impact on local farmers in the Midi during this time in relation to the European Community’s policies.

Abstract:
The present thesis analyzes merger control in the European Economic Community, a topical domain on the eve of the completion of the internal market. After a definition according to three approaches (traditional, geographical, quantitative), the provisions of the Rome Treaty on competition law (articles 85 and 86) are elaborated upon, to underline the reinforcement of the Commission's control powers since the entry into force of Council Regulation N$ sp circ$4064/89, in September 1990. The air transport industry has been chosen to illustrate the concept of a priori control of concentrations and its modalities of application in different economic policies.
Jurisprudence and various regulations have promoted the application of EEC competition law to the air transport industry, and have contributed recently to the emergence of a common policy in this field. The Aerospatiale/de Havilland decision constitutes the first dismissal of a concentration notification, since the entry into force of the new provisions. It confirms the wide scope of the Commission's powers in the control of competition.

Abstract:
This article examines the concerns of all national education systems in Europe regarding exchanges of information, ideas and collaborations since the beginning of the configuration of the European Community in the 1960s. The idea of working together member states for a better future for the younger generation was found both in the documents of the Conferences of Heads of State on Education and in the consultations of education experts. This was pointed out by education ministers, such as Edgar Faure or Olivier Guichard, in France, who made strong arguments, demonstrating responsibility for action for future generations. Although the beginning was difficult, in the 1960s the documents referred to the education of the children of migrant workers, the importance of learning modern languages, the recognition of diplomas. In the 1980s, meetings at the level of education ministers highlighted a deepening and strengthening of cooperation to adapt language teaching models, expand the study of European history and European institutions in secondary education increasing access to education for children with special needs, setting up school spaces for language learning, but especially the creation of a European Centre for Education.

In order to provide immediate and effective support to affected welfare and healthcare systems as well as to build their lasting, inclusive and sustainable recovery, both the European Union and the United Nations have introduced a number of urgent measures aiming to help and protect citizens and economies. This paper looks into the specificities of urgent procedures launched and carried out by the two most influential international organisations with a view to rapidly respond to the unprecedented COVID-19 crisis. More specifically, it focuses on the involved institutions and steps of urgent procedures as well as on their most remarkable outcomes. In the case of the European Union, the emphasis is put primarily on two Coronavirus Response Investment Initiatives (CRIIs), adopted during the Croatian Presidency of the Council in one of the fastest legal procedures in the history of the European Union, and the Recovery Assistance for Cohesion and the Territories of Europe (REACT-EU) as an extension of the CRIIs’ crisis repair measures. The overarching United Nations’ response is assessed through an analysis of its urgent policy agenda developed on the premise that the COVID-19 pandemic is not only a health and socio-economic emergency but also a global humanitarian, security and human rights crisis. This particularly includes procedures foreseen by the Global Humanitarian Response Plan (GHRP) and the Strategic Preparedness and Response Plan (SPRP). In addition, the aim of the paper is to provide a critical overview of the subject by highlighting three pivotal elements. First, the paper sheds light on the financial aspects of the urgent fight against the COVID-19 pandemic, necessary for turning words into action. Notably, this refers to funds secured by the Multiannual Financial Frameworks 2014-2020 and 2021-2027, and the Next Generation EU recovery instrument, on the one hand, and the UN COVID-19 Response and Recovery Fund, the UN Central Emergency Response Fund and the Solidarity Response Fund, on the other hand. Second, it offers a comparative evaluation of the end results of the European and global emergency procedures in mitigating the impacts of the COVID-19 pandemic. Finally, it summarises the underlying elements of measures governing the aftermath of the ongoing crisis, i.e. those promoting a human-centred, green, sustainable, inclusive and digital approach to future life.

<p>Great architects and structural engineers such as Berg (1870-1947), Maillart (1872-1940), Freyssinet (1879- 1962), Torroja (1899 -1961), Nervi (1891-1979), Candela (1910-1997), Isler (1926-2009) and many others have designed recognized works of art in their discipline. They conceived extraordinary concrete spatial structures, that are located mostly in Europe and represent a unique legacy. It is important to raise awareness of this heritage, define the criteria for preserving it and begin the process of its renovation and rehabilitation.</p> <p>While concrete has become a 20th century emblem, much of the world’s heritage from this period is unrecognized or undervalued, and therefore it is at risk and in need of analysis and protection. Innovative technologies and solutions are needed that contribute to the successful reuse of modern concrete built heritage. Indeed, such structures are plagued by significant deterioration and most of them are in urgent need of retrofitting and/or radical refurbishment. In other words, there is a need to bring some of these buildings back to life, while respecting the spirit of their original characters, through new technologies for long-term conservation that can maintain an adequate level of structural performance. Achieving this goal would produce substantial economic impacts through activities such as restoration, maintenance, and cultural industry.</p> <p>The keynote lecture, more specifically, focuses on the condition assessment, monitoring and preservation of 20th century architectural heritage characterized by a complex spatial structural design. The service life of civil and cultural heritage concrete spatial structures is typically thought to range from 10 to 200 years, but in practice the service environment plays a pivotal role in sustained durability. Indeed, the collapse of Polcevera Viaduct in Genoa has raised strong concerns on the durability of concrete structures conceived at that time. The scientific community has once again underlined the important role played by maintenance and continuous structural health monitoring in avoiding these disastrous events. In order to demonstrate a correct approach to condition monitoring of concrete spatial buildings and bridges, some important experiences are described that were recently obtained at the Polytechnic of Turin on the structural analysis, seismic vulnerability and condition assessment for iconic 20th century heritage buildings.</p>

Studying this problem will make it possible to better understand the course and main problems associated with the presence of Chinese foreign troops on Russian territory during the Civil War.

Cooperation and research on related issues in the tourism sector is still topical as virtually no new tourism offer is possible without cooperation. This has been confirmed by previous studies. However, in the context of community initiatives, cooperation in tourism has not been analysed very much. The aim of the paper is to analyse community cooperation in rural tourism development on the basis of content analysis of the LEADER projects and previous studies on collaboration. Cooperation is based on the understanding and exchange of information facilitated by existing and new forms of common actions between public and private actors. The results reveal that community cooperation for the development of rural tourism in Latvia can be seen as structural with the Rural Support Service as a central actor, which is responsible for the uniform implementation of the state’s and European Union’s support policy in Latvia, monitors compliance with agricultural legislation and regulates the conditions of all involved. At regional level, cooperation is coordinated by rural partnerships and governed by their strategies that sets clear objectives for local action in communities.

Abstract:
The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.

In 2008 there was an expectation of major reform to social and economic structures following the financial crisis. Now, in the waning of the coronavirus pandemic, we are experiencing a similar rhetoric. There is widespread agreement that the pandemic will usher in big changes for the economy and society, with the potential for major policy reform. But what will be the long-term impacts of the pandemic on the UK economy? Is the right response a “new settlement” or is some alternative approach likely to be more beneficial? This report puts forward a new perspective on the pandemic-related changes that could be ahead. The central theme is assessing the viability of epochal reform in policymaking. This field review explores how the benefits of access to computing for racialized and minoritized communities has become an accepted fact in policy and research, despite decades of evidence that technical fixes do not solve the kinds of complex social problems that disproportionately affect these communities. I use the digital divide framework—a 1990s policy diagnosis that argues that the growth and success of the internet would bifurcate the public into digital “haves” and “have-nots”—as a lens to look at why access to computing frequently appears as a means to achieve economic, political, and social equality for racialized and minoritized communities. First, I present a brief cultural history of computer-assisted instruction to show that widely-held assumptions about the educational utility of computing emerged from utopian narratives about scientific progress and innovation—narratives that also traded on raced and gendered assumptions about users of computers. Next, I use the advent of the digital divide framework and its eventual transformation into digital inequality research to show how those raced and gendered norms about computing and computer users continue to inform research on information and communication technologies (ICTs) used in educational contexts. This is important because the norms implicated in digital divide research are also present in other sites where technology and civic life intersect, including democratic participation, public health, and immigration, among others. I conclude by arguing that naïve or cynical deployments of computing technology can actually harm or exploit the very same racialized and minoritized communities that access is supposed to benefit. In short, access to computing in education—or in any other domain—can only meaningfully contribute to equality when minoritized and racialized communities are allowed to pursue their own collective goals.

M. Sergeyev’s article “Ukrainian National Idea in the Modern Ukrainian Media Space” states that modern Ukrainian philosophical thought tries to get rid of the flaws and stereotypes of its one-sided orientation “to the East” and tries to establish a European orientation in the minds of Ukrainian citizens. The theoretical proof of the new worldview took place throughout the formation of the Ukrainian state from Little Russia to Ukraine and presents its actual struggle for independence. It is an integral concept that reflects the process of forming theories and views of prominent Ukrainian thinkers on the place and role of Ukrainians in the becoming and development of an independent Ukrainian state. As O. Zabuzhko emphasizes, “all Ukrainian philosophical, historical, sociological thought of the past and our centuries (including the diaspora) is permeated with the sacred idea of nationalism”. The author concludes that the logic of the historical development of the Ukrainian national idea reveals only one model of its socio-political future, which implies the need for Ukraine’s integration into the European and world community. This path requires the moral and political readiness of the entire Ukrainian society for its implementation and prevents the emergence of any other - alternative ideas. Solving this problem is complicated by the need to return to Ukraine the temporarily occupied territories of Crimea, Luhansk and Donetsk regions. Of course, this model will lead to significant political and economic tensions in society (the final severance of economic relations with Russia, the closure of non-competitive industries, the outflow of labor to the west). At the same time, the orientation of the Ukrainian national idea to the west will increase competition in all branches of production and will be a condition for further self-improvement of Ukrainian society.

Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.
