Abstract:
The article examines positions of the main French political parties, scientific community and public figures regarding the future of the European Union. The facts confirm convergence of different European integration models: confederation and federation. This process is based on understanding that it is necessary to level economic and social situation in the EU member states. The French are discontented with uncontrolled activities of Brussels bureaucracy and lack of democracy. The result of this process is the growth of Euroscepticism in France that was corroborated by recent Euro-Parliament election.

Abstract:
According to S. Rokkan theory, the decisive impact on formation European states has the east-west axis (ensures identification with national political organization) and centre-periphery relations with dominant position of the centre. Asynchrony of the process of state formation and nation building gives grounds for definition three types of states: early (the state formation preceded the appearance of nation - France), late (the national identity was the base of state - Germany, Italy) and consociative (absence of the strong state and the united nation - the Netherlands, Switzerland). As the rule, on the European continent the state formation preceded the rise of nations and nationalism. The main differences between formation of the USA and European states are: the absence the competition between religious and secular power, territorial and economic barriers; the single language for communication. From the European point of view, the USA is the nation formed without state support. The success of the American state on the early stages of its development depended on rules of behavior, which implementation were provided by courts and political parties. In reference to democratization, in Europe it promoted the transition to political stage of state formation, in the USA - the search of compromise solution between confederation and federation.

Abstract:
The paper concerns an attempt to determine the status of European Union member states. It takes as its starting point the statement that the EU’s organizational structure provides for more than a confederation of states but less than a federation. At the present stage of the EU’s development a unique organization has been established that has not predecessor in the standards of international organizations. This is accompanied with a new approach to the interpretation of the nature of sovereignty of integrating European states, which is connected with intensifying processes of decomposition and the loosening of sovereign control by states over their territories and populations. States achieve their sovereign interests within the framework of international structures. They can also voluntarily restrict their sovereign rights on the basis of the commonly accepted rules and principles of international organizations. In this way they assign a comparative degree of state authorities’ competencies to these organizations. As a consequence, numerous issues that were formerly regulated by states are increasingly more often solved by means of corporate operations. This naturally leads to the states’ opening to the international environment without any threat to their sovereignty. Abstract:
In this work, the authors have examined the concept of “standards” and “standardization” relating to public finance and public financial control. It was recognized that national financial systems activities should be based on generally accepted international standards in order to enhance professionalism and efficiency. Attention was paid to the peculiarities of national standards of the United States of America and European Union countries, in particular the United Kingdom of Great Britain, Lithuania, Georgia. As part of the analysis of the Association Agreement on Public Internal Financial Control, it was determined that cooperation between Ukraine and the European Union, the European Atomic Energy Community, and their Member States takes place through harmonization with the following international standards: the Institute of Internal Auditors (EA IIA), The International Federation of Accountants (IFAC) and International Organisation of Supreme Audit Institutions (INTOSAI). Much attention was paid to the concept of public internal financial control developed by the European Commission to provide a viable model capable of assisting national governments in revising internal controls in the field of finance and modernizing them in accordance with international standards and best practice in countries- members of the European Union. The scope of the aforementioned concept, its essence, its main elements, and features was determined. The standards of the international organization INTOSAI were analyzed, containing the guiding principles of the audit activity, the peculiarities of their implementation and direction; the activities of the International Professional Association of Internal Auditors EC IIA (European Confederation of Institutes of Internal Auditing); standards developed by the International Federation of Accountants (IFAC); the activities of the Committee of Sponsoring Organizations of the Treadway Commission COSO. In addition, the article identified the essential elements of an efficient and effective internal financial control system. Abstract:
The role of domestic policy in solving of inter-regional conflicts and counteracting secessionist processes are disclosed in the article. A mixed populatіon in any area can live either in peaceful coexistence and political stability or in violent conflicts. This is mostly dependent on the internal ethnic policy. Variety of the government’s reactions to the strengthening of centrifugal tendencies in some regions are explored; among which the approval of separatist demands, the advancement of conditions of underprivileged minorities, adoption of “asymmetric federalism”, allowance for minorities to participate in politіcal debate through parliamentary voting, referendums, etc., establishment of a confederation with only limited links between countries are distinguished. Another way to solve regional conflicts is to create a “multinational federation.” The main features of the state policy of the European Union’s countries which have regions with high potential secessionist conflict are analyzed. The necessities of a balanced domestic policy of the government to prevent the escalation of internal contradictions are emphasized. The influence of the form of government on minimizing of inter-regional conflicts is investigating. After correlating data about current regional conflicts and the forms of government of the hosting countries, it was found that the form of government (from unitary to federalism) is not the only decisive factor for solving of regional conflicts. However, taking into account the historical, cultural, linguistic, economic factors, it is important to understand that political mechanisms can give an initial impulse, the first impetus to resolve the conflicts. Therefore, political factors are some of the key one in regularizing of secessionism. Moreover, examples of the successful resolution of regional conflіcts by particular European states are considered. Experience of an effective resolving of regional conflicts in western European countries showed that in all the cases (Switzerland, Germany, Spain and Great Britain) the mechanisms of the institution of parliamentarism and solving of the language issue were used. The geographic decentralization policy of the supreme power (Germany) and legitimization of government decisions through referendums (Switzerland) are equally effective.

Abstract:
The object of this research is the social, political and economic integration processes in post-Soviet space. The subject of this research is the model of assessment, construction of scenarios and forecast of integration processes. For the analysis, forecasting and assessment of risks of integration processes, the author employs two approaches: 1) usage of methods of the theory of security and mathematical modeling of integration (disintegration) processes of political and socioeconomic actors aimed and increase of their security; 2) assessment of challenges and unfavorable consequences using the paradigm “impossibility – risk – security”. The model of security is based on dichotomy (inextricable connection) of the values of sovereignty (development) and retention, and considers the key factors affecting successful development of the states, trans- and supranational formations: size and ethnic composition of population, interethnic relationship, social indicators of development. The experience of integration processes on the European continent is summarized. It is historically proven that the basis for economic integration consists in the effective mechanisms of political and military integration. The author develops three scenarios of integration in the post-Soviet space: 1) pessimistic, commonwealth of states – insurance of the freedom of movement of commodities, services, capital and workforce, and realization of the coordinated or single policy with regards to economic sectors; 2) realistic, federation with the elements of confederation – joint administration of the Union cover 50% of state functions; 3) optimistic, being a part of the Russian Federation – joint administration of Federation covers80% of state functions, with the possibility of significant increase of country’s security, if 3-7 republics of the former Soviet Union are a part of Russia. The quantitative analysis of geopolitical situation demonstrates the presence of favorable conditions for integration processes.

Abstract This document provides a joint recommendation for venous blood sampling of the European Federation of Clinical Chemistry and Laboratory Medicine (EFLM) Working Group for Preanalytical Phase (WG-PRE) and Latin American Working Group for Preanalytical Phase (WG-PRE-LATAM) of the Latin America Confederation of Clinical Biochemistry (COLABIOCLI). It offers guidance on the requirements for ensuring that blood collection is a safe and patient-centered procedure and provides practical guidance on how to successfully overcome potential barriers and obstacles to its widespread implementation. The target audience for this recommendation are healthcare staff members directly involved in blood collection. This recommendation applies to the use of a closed blood collection system and does not provide guidance for the blood collection with an open needle and syringe and catheter collections. Moreover, this document neither addresses patient consent, test ordering, sample handling and transport nor collection from children and unconscious patients. The recommended procedure is based on the best available evidence. Each step was graded using a system that scores the quality of the evidence and the strength of the recommendation. The process of grading was done at several face-to-face meetings involving the same mixture of stakeholders stated previously. The main parts of this recommendation are: 1) Pre-sampling procedures, 2) Sampling procedure, 3) Post-sampling procedures and 4) Implementation. A first draft of the recommendation was circulated to EFLM members for public consultation. WG-PRE-LATAM was also invited to comment the document. A revised version has been sent for voting on to all EFLM and COLABIOCLI members and has been officially endorsed by 33/40 EFLM and 21/21 COLABIOCLI members. We encourage professionals throughout Europe and Latin America to adopt and implement this recommendation to improve the quality of blood collection practices and increase patient and workers safety.

Abstract:
The article is about the Belgian federal system transformation, as well as the factors that aggravate or, on the contrary, restrain the centrifugal trends in the country. The specific nature of Belgian federalism determines its evolution from federation to confederation, but the answer to the question about the prospects of this transformation remains open. On the one hand, the Belgian Kingdom history, its geographical location, as well as economic and cultural-linguistic features predetermined the existence and deepening of dividing lines between the two main ethnic communities in the country – the Walloons and the Flemings. Decentralization, as a response to the aggravation of interethnic contradictions, allows political elites to partially control the process and minimize, as far as possible, the costs of this conflict of interest for the economy and the population, but at the same time, it feeds centrifugal tendencies. Reforms do not remove the problem of separatism from the agenda, but, vice versa, give the regions and communities all the necessary resources, reducing the central authorities’ competences. Each reform creates the basis for the next redistribution of power. The logic of the decentralization process predefines the dual, asymmetric, dissociative and improvisational nature of the federal system of Belgium, and contributes to its extreme complication. The main drivers of centrifugal tendencies remain Flemish nationalists when the institutions and mechanisms designed to unite the country do not function effectively enough. On the other hand, the scenario of a complete collapse of the Belgian federation is not something predetermined and inevitable. There are still internal and external factors unifying Belgians (the Senate, the King, the absence of a provision for a national referendum in the constitution, a special place in the federation of the Brussels-Capital region, the country’s membership in the EU), but their influence on the entire system is gradually decreasing. Belgium’s active participation in the European integration contributing to creation of a highly developed modern economic system and high living standards, as well as stable GDP growth (with exception of crisis periods), play an important role in stabilizing the Belgian federation. So, the European Union prevents a rapid development of separation process, but does not change its main trends. The EU accompanies the Belgian federal system transformation, in order to reduce its costs for society and the European integration, but does not set the task of inversing its evolution. At the same time, the unstable political situation in the country has a certain negative impact on the European integration, exacerbating the complexity of the decision-making process within the EU. The coronavirus pandemic became a catalyst for controversial political processes in Belgium, brought renewal of the social and environmental contract and a new view of European solidarity. However, the pandemic highlighted the main shortcomings of the existing federal system. The dissociation of the federation and its drift to a confederation is a peaceful and slow process, but the country’s unifying factors are gradually eroding. It is not yet clear whether and when a full-fledged confederate system will be created and the separation will be stopped, or whether the confederation will become the next stage on the Belgium’s way to the final division. It is impossible to completely exclude a rollback scenario of the strong federation restoration while reducing competencies of regions and communities, but it is obvious that its probability is extremely small.

Abstract:
Russia has always been a primary factor in the development of the Baltic States. It is impossible to analyse Baltic security without looking into the processes inside Russia and the prevailing trends vis-a-vis the Baltic States. However, the changes in the Baltic security landscape in the 21st century lack a comprehensive analysis. This thesis seeks to bridge the gap. Two key aims are being pursued in this thesis. The first is to present an analysis of Russia's European agenda under President Vladimir Putin and to examine the place of the Baltic States in this agenda. The second aim is to define Russia-related threats and challengers to the Baltic States, as well as prospects in Russo-Baltic relations. To attain these aims, inter-active approach to international relations, comprising three levels of analysis - the international system, the nation state (domestic level) and the individual (personality) level - has been applied. The neo-realist paradigm of international relations theory, comparative analysis and the Knudsen model, which addresses the peculiarities of relations between great powers and small states, are the methodological framework of the thesis. When analysing the development of Russo-Baltic relations in 1990-2006, this thesis focuses on the evolution of the Baltic States from factors to actors and their chance of shaping Russo-Baltic relations from within the enlarged EU and NATO. It also examines possibilities for more active engagement of Russia in the Baltic region. The thesis concludes with an analysis of perspectives for the Baltic States in countering Russia-related threats and building cooperativer elations with Russia. The author maintains that 'high politics' in Russo-Baltic relations has ended, yet, the tensions do remain in 'low politics'. Russia seeks to retain her political and economic influence in the Baltics by exploiting various tools, primarily economic levers and Baltic dependence upon Russian energy.

Abstract:
The main contribution of my thesis is the analysis of substantial empirical material that I have collected from Community trade union actors. My analysis focuses on the institutional strategies of the sectoral European trade union federations and their implications for the Europeanisation of wages policy. I have demonstrated that the development of European coordination processes of national collective bargaining, particularly at sectoral level, has contributed to reviving the concept of collective bargaining and professional relations in the European Area, which until then had been covered in the literature by the social dialogue. I have identified three obstacles to collective negociations at a European level: the “depoliticised” wage in the economic partnership, employers identified as the “lobby partner” in the sectoral social dialogue, and the difficulties encountered in the Europeanisation of trade unions.

L’apport majeur de notre thèse est l’analyse d’un matériel empirique conséquent que nous avons collecté auprès des acteurs syndicaux communautaires. Notre analyse se concentre sur les stratégies institutionnelles des fédérations syndicales sectorielles européennes et sur leurs implications en matière d’européanisation de la politique salariale. Nous avons démontré que le développement des processus de coordination européenne des négociations collectives nationales, en particulier au niveau sectoriel, peut contribuer à renouveler la conception de la négociation collective et des relations professionnelles dans l’espace européen jusqu’alors appréhendée dans la littérature par le dialogue social. Nous avons identifié trois obstacles à la négociation collective européenne :le salaire « dépolitisé » dans le partenariat économique, le patronat devenu « partenaire-lobby » dans le dialogue social sectoriel, et la difficile européanisation syndicale.

This submitted dissertation thesis provides a constitutional comparative analysis of the European Union and the European federations, primarily the Federal Republic of Germany, Swiss Confederation, Republic of Austria and also basic features of the United States of America. I will attempt to determine whether EU is already a federation, or how much closer it has shifted to a federative type political arrangement. In this dissertation thesis I will try to methodically analyze, which characteristics of a federal state the European Union already meets and if we can put the EU under the category of federations, confederations or international organizations. To achieve better understanding of the context of this dissertation thesis, a comparative analysis of the European Federations is studied from historical, sociological and political science perspective. However the main emphasis here is focused on the analysis of the constitutional and legal arrangements. The purpose of this thesis is to acquaint the reader with the processes and the results of the recent reforms of federalism in Germany, Switzerland and Austria. It is remarkable that in spite of their historical, geographical and cultural proximity show these federal countries substantive differences in the institutional framework as well as in the execution of the reform procedures. This thesis considers also the potential possibility to (partly) apply the knowledge and experience of these reforms within the EU framework. Despite difficult comparison of the EU with the federal countries there are certain identical elements and processes, may it be the execution of the shared competences or reallocation of the public finances. In order to better understand these deliberations and due to the modest Czech literature on federalism and federations the thesis provides also historical perspective as well as broader theoretical background.

Abstract:
The European Union’ TACIS programme has been established for the New Independent States (NIS), among them in the Russian Federation since 1991. One priority of TACIS funding is Nuclear Safety. The European Commission has made available a total of 944 Million € for nuclear safety programmes covering the period 1991–2003. The TACIS nuclear safety programme is devoted to the improvement of the safety of Soviet designed nuclear installations in providing technology and safety culture transfer. JRC is carrying out works in the following areas: • On-Site Assistance for TACIS operating Nuclear Power Plants; • Design Safety and Dissemination of TACIS results; • Reactor Pressure Vessel Embrittlement for VVER; • Regulatory Assistance; • Industrial Waste Management; • Nuclear Safeguards. All TACIS projects, dealing with these areas of activity are now available in so called Project Description Sheets (PDS) or Project Results Sheets (PRS) in the Internet for everybody. JRC has created in the Internet an easy to open and to browse database which contains the result of works in relation to the above mentioned nuclear activities. This presentation gives an on-line overview of the app. 430 projects which have been implemented so far since the outset of the TACIS Nuclear Progremme in the Russian Federation, which is representative to the other CIS countries, benefiting from the TACIS. The presentation will mainly consist of an on-line-demonstration of the TACIS Nuclear WEB Page, created by JRC.

Abstract:
The article examines the processes of recomposing and revising methodological, theoretical, applied principles and approaches to social and humanitarian knowledge that have emerged in recent decades within the whole world and in relation to Russian society. As the key circumstances, the author highlights a sharp turn in local and global development associated with the collapse of the USSR and the social transformation of the Eastern European states (social transit), rapid progress at the opposite pole (China, India). Other aspects such as the rapid development of social and humanitarian innovations, the deployment of a new wave of multipolar globalization, generating new social realities of the micro and macrostructural level are mentioned. All this is relevantly reflected in the concept of global social transformations supported by UNESCO and the corresponding MOST program that is implemented with the participation of the Commission of the Russian Federation for UNESCO.

Abstract:
Abstract The paper presents some results of system analysis of the plutonium utilization alternatives carried out by Russian specialists with an assistance of their European colleagues in the frames of ISTC#369 and #1443 Projects, financially supported by European Commission states. The multi-attribute utility (MAU) model was chose as the methodology for the analysis. For the time being the work is under continuation, but results of the first stage of the study related to conceptual features of the problem can be summed up and discussed. The study made has shown that effective application of a quantitative model to the problem of plutonium utilization is possible provided that political and technical objectives are strictly defined. A realistic base for the scenarios under consideration is general requirement of a principal importance. The principal result of system consideration is the conclusion that transition from the practice of plutonium accumulation and storing to the strategy of plutonium utilization in nuclear reactors is justified under the real Russian conditions. In an economic sense it is justified by the reason that the expenses of reactor conversion to MOX fuel utilization are comparable with those of long-term storing of plutonium, taking into account modern, and especially future, safety requirements. On the non-proliferation criterion, conversion to MOX fuel utilization is also justified, so as in this case the main source of the proliferation risk — the plutonium store, where plutonium is being stored in the forms being the most attractive for the non-authorized usage — is eliminated. At last, conversion to utilization of stored plutonium results in the decrease of radiation risk for staff and population, as well as in the decrease of impact on the environment due to reduction of some stages of the fuel cycle. Ranking of the plutonium utilization alternatives on a base of account economic, non-proliferation and ecological factors has led to reasonable, explicable results. These results were used in “The concept of the Russian Federation on_disposition of weapons plutonium being released in the course of nuclear disarmament”, which was approved as an official document of Ministry of Atomic Energy of Russian Federation. The main approaches of this strategy were changed significantly when comparing with the previous concept of plutonium utilization. One may expect more detailed recommendations to decision makers in course of further elaboration of scenarios and models at the following stages of the study.

Abstract:
This paper presents the IAEA International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO). It defines its rationale, key objectives and specifies the organizational structure. The IAEA General Conference (2000) has invited “all interested Member States to combine their efforts under the aegis of the Agency in considering the issues of the nuclear fuel cycle, in particular by examining innovative and proliferation-resistant nuclear technology” (GC(44)/RES/21) and invited Member States to consider to contribute to a task force on innovative nuclear reactors and fuel cycle (GC(44)/RES/22). In response to this invitation, the IAEA initiated an “International Project on Innovative Nuclear Reactors and Fuel Cycles”, INPRO. The Terms of Reference for INPRO were adopted at a preparatory meeting in November 2000, and the project was finally launched by the INPRO Steering Committee in May 2001. At the General Conference in 2001, first progress was reported, and the General Conference adopted a resolution on “Agency Activities in the Development of Innovative Nuclear Technology” [GC(45)/RES/12, Tab F], giving INPRO a broad basis of support. The resolution recognized the “unique role that the Agency can play in international collaboration in the nuclear field”. It invited both “interested Member States to contribute to innovative nuclear technology activities” at the Agency as well as the Agency itself “to continue it’s efforts in these areas”. Additional endorsement came in a UN General Assembly resolution in December 2001 (UN GA 2001, A/RES/56/94), that again emphasized “the unique role that the Agency can play in developing user requirements and in addressing safeguards, safety and environmental questions for innovative reactors and their fuel cycles” and stressed “the need for international collaboration in the development of innovative nuclear technology”. As of February 2002, the following countries or entities have become members of INPRO: Argentina, Brazil, Canada, China, Germany, India, Russian Federation, Spain, Switzerland, The Netherlands, Turkey and the European Commission. In total, 15 cost-free experts have been nominated by their respective governments or international organizations. The objective of INPRO is to support the safe, sustainable, economic and proliferation resistant use of nuclear technology to meet the global energy needs of the 21st century. Phase I of INPRO was initiated in May 2001. During Phase I, work is subdivided in two subphases: Phase IA (in progress): Selection of criteria and development of methodologies and guidelines for the comparison of different concepts and approaches, taking into account the compilation and review of such concepts and approaches, and determination of user requirements. Phase IB (to be started after Phase IA is completed): Examination of innovative nuclear energy technologies made available by Member States against criteria and requirements. This examination will be co-ordinated by the Agency and performed with participatio of Member States on the basis of the user requirements and methodologies established in Phase IA. In the first phase, six subject groups were established: Resources, Demand and User requirements for Economics; User requirements for the Environment, Fuel cycle and Waste; User requirements for Safety; User requirements for Non-proliferation; User requirements for crosscutting issues; Criteria and Methodology.
