Abstract This chapter studies the relationships and interaction among the Latvian emigrants from different migration waves in the United States. It specifically examines reasons for the inability of the existing and politically and culturally active Latvian diaspora community in the United States to integrate newcomers from Latvia. The diaspora community is formed mostly of migrants who left Latvia after World War II. The research is based on a mix of two sources of information and methods – qualitative analysis of in-depth interviews with the ‘new’ Latvian emigrants in the United States in 2014, who began arriving there in 1991 and quantitative data analysis of The Emigrant Communities of Latvia survey. The study illustrates that the migrants from the most recent emigration wave distance themselves to a large extent from the previous migration wave. Additionally, the most recent migrants do not have strong social ties or active networks with Latvians back home and, therefore, cannot be considered as being a part of a transnational community, which is a characteristic of the previous Latvian migration wave. Instead, the migrants from the most recent wave base their belonging on the notion of having roots in Europe in terms of cultural heritage and identity. For this reason, they are to be considered as so-called ‘nomadic’ migrants, although this differs substantially from the way the concept is used in the academic literature so far – there is no return point back home, as they only look forward.

AbstractAfter 1990, the rupture of the politico-administrative system and transformation of the German Democratic Republic (GDR) was essentially shaped by the process of German unification and the GDR’s integration into the ‘old’ Federal Republic. Thus, basic constitutional and institutional issues, such as legal rule (Rechtsstaat)-based administration, inclusion in the European Union, were (‘exogenously’) pre-determined by the GDR’s accession to the ‘old’ Federal Republic. The chapter highlights East Germany’s politico-administrative transformation after 1990 by addressing the organisational and personnel dimensions of the remoulding and rebuilding of the administrative structures at the new Länder and local levels. Finally, notwithstanding the particularities of the ‘East German case’, it raises question whether there are lessons which other countries facing transition or transformation can draw from East Germany’s experience.

One year after the full entry into force of the GDPR, the Portuguese legislature has finally passed the law that ensures the full implementation of the data protection regime’s points left open by the European legislature. However, Portugal has also in place a range of legislation regulating the establishment and functioning of biobanks. The regulation of biobanks for research purposes imposes special protection duties on scientific research activity in which biological samples and associated data are used in order to guarantee protection of privacy and confidentiality.

Two damaged final reheat tubes from a 30 year old supercritical unit were submitted to the laboratory for evaluation following the discovering of a failure of one of the tubes after deslagging operations; a third, dented tube was left in service. The 304H stainless steel tubes were installed in 1990 when the reheater was replaced. The bulk microstructure of both tubes shows evidence of sensitization, which is not unusual given this application (reheater).
