Full textThis PhD dissertation analyses the case of the regulation of media pluralism at the European Union’s institutions level. The main objective is to examine if there is an evolution on the EU media policy change from strict-government regulation to a soft-governance approach regarding the protection of pluralism from 2000 to 2014. In the first part the theoretical framework is developed, based on two theoretical concepts: media pluralism and soft-governance. In this regard, this study argues that media pluralism can be better protected if the statutory governance at national level of Member States is complemented with soft-regulatory measures at the EU level, considering the circumstances of the European Commission limitation of competences. In the second part are analyzed the media policy actions at the EU level. A distinction is made here between the policy actions and initiatives for the protection of media pluralism advanced by the EU institutions like European Parliament, the Council of Europe, civil society organizations and the ones of the European Commission. The hard-regulatory initiatives, strategies and arguments and soft-regulatory ones towards the protection of media pluralism, coming from all the media policy actors, are discussed. In this way, it can be assessed if the European Commission is distancing further more from the subject of media pluralism or is bridging the gap towards the initiatives of the Member States to complement these initiatives with soft-regulatory initiatives at the EU level.

Full textLa popularidad de uso de los social media (medios sociales 2.0) ha animado a las autoridades sanitarias a interactuar de manera online con la ciudadanía. El objetivo de esta tesis doctoral es conocer como los social media pueden ayudar a las agencias de seguridad y promoción alimentaria europeas a comunicar sus discursos directamente con los consumidores desde la teoría crítica de las relaciones públicas. Para descubrir la opinión de las fuentes oficiales respecto la adopción de estrategias comunicativas online se han realizado entrevistas semiestructuradas a 30 expertos de cinco países europeos diferentes (Bélgica, Holanda, Irlanda, Italia y España). El estudio se ha completado con el análisis de contenido online de todas las páginas web y plataformas de social media de las agencias oficiales de seguridad y promoción alimentarias de los 28 estados miembros de la Unión Europea. La investigación concluye que las autoridades alimentarias han adaptado las estrategias de social media desde una perspectiva técnica y que sus organizaciones todavía hoy carecen de estructuras comunicativas y cultura apropiadas para la negociación de significados con las audiencias creativas. Esta tesis se ha desarrollado parcialmente dentro del proyecto FoodRisC financiado por el 7º Programa Marco de la Comisión Europea (acuerdo núm. 245124).
The popularity of social media has encouraged public health authorities to interact online with citizens. The aim of the current thesis is to gain insight from the critical public relations theories perspective about to what extend social media strategies can assist European food safety and promotion authorities to communicate their discourses to lay consumers and strength relationships with them. The research has conducted 30 semi-structured interviews with food information supplier experts of five different European countries (Belgium, Ireland, Italy, Netherlands and Spain) to observe their point of view in relation to the adoption of social media into their communicative strategies. The study has been completed with an online content analysis of all the websites and social media platforms of the official food safety and promotion agencies of the 28 European member states. The research concludes that food authorities have adopted social media strategies from a technical perspective and today they still lack appropriate communicative structures and cultures in favour of negotiation of meanings among creative audiences. This thesis has been partly developed within the collaborative FoodRisC project which was funded by the Seventh Framework Programme of the European Commission (grant agreement no. 245124).

Full textThis PhD thesis argues that the nature of free media, based on self-government and social critic, affects them negatively in their legal recognition and obligations as a part of the audiovisual sector (radio and TV). Through a process-tracing in six countries of Latin America and Europe, regions where these media are more developed, we shed light on the state’s strategies to hinder their activity and the achievement of their legal status, usually under pressure of lucrative interests. National governments and corporations hoard the radio spectrum while the legal recognition of the new actors comes late and imposing arbitrary barriers (technical and economical); the law is partially implemented in several cases. Another strategy is the implantation of local participatory media, also known as open access model (ex. indigenistas in Mexico and municipal radios in Spain). Free media differ from them they are open also to governance. For this reason they are considered the authentic community media, and they can be conceived too as a new commons. Coexistence of both kinds of initiatives creates confusion in legal definitions. National frameworks select the term community media but it is used in a wider sense, close to third sector concept: licenses are granted to religious institutions, Unions, employers’ foundations, small businesses, etc., free initiatives are often excluded. Also, some, some frequencies reserved for community media are granted to businessmen. The reason for these obstacles is political. Free media’s contents and democratic aspirations make them unwelcome by the statu quo. By broadcasting alternative visions to hegemonic media, they question the principles of neutrality and diversity that legitimate them; and claiming to participate in the policymaking they question the democratic nature of public institutions. The transformative role of free media also concerns to their organisation (self-government, assembly), production (cooperation, horizontality, des-professionalization) and economy. Seeking maximum autonomy is what unites apparently different projects such as Parisian free radios and Oaxaca’s indigenous community stations. Autonomy can be achieved through finance independency from state and big corporations. Other characteristics of free media are the reunification of work and leisure and the fluctuation of participants and economic sources. Free media members present a variety of ideologies (some of them are anarchists, communists, ecologists, feminists, punks, commoners, advocate for free culture and solidarity economy, etc.). This diversity ends in discrepancies between the supporters to claim for their rights to the state (better regulations, public founding) and the supporters to stay out in order to preserve their autonomy. Some collectives do not recognize the state as a legitimate actor. Mistrust of political institutions is commonplace. On the other hand, regulation of free media appears to be a contradiction in the context of the capitalist state, based on authoritarianism, heteronomy and the substitution of spontaneous solidarity proper to civil society. For this reason, a law which adjusts to free media’s nature –ex., ensuring access to the spectrum under equal conditions- requires a radical change of the state. The paradigms of commons and solidarity economy offer new approaches to reflect from a broader perspective on the place self-government has in current society. We combine qualitative and quantitative (a survey answered by 60 media collectives) methods. Selected countries have common and contrast elements (Latin vs. Anglo-Saxon cultures; old vs. young democracies; central vs. peripheral economies; presence of indigenous peoples). This allowed us to show that free media exclusion is not related to regional differences but to government’s ideologies.

Full textThe history of Chinese immigration in Europe dates back to the sixteenth century. The first Chinese newspapers were born there three centuries later. This ethnic media was created to seek solutions for China which was troubled at that time. Its focus has been changed to the local Chinese immigrants’ life progressively for over a century. However, the Chinese government still somehow contacts with the Chinese communities and the ethnic media in Europe. So this thesis aims to study and reveal the current relationship among China’s policy, Chinese migrants and the Chinese language media in Europe. Nowadays, in the context of globalization, the information and communication technologies enables global broadcast for all kinds of Chinese media. But despite this variety of information sources, many Chinese immigrants in Europe maintain a close and special relationship with the ethnic media. Meanwhile, the Chinese government always intends to maintain a close relation with Chinese migrants around the world and spread the Chinese culture through these communities, especially through ethnic media. By analyzing the development of China’s policy and the interactions between the Chinese authorities and Chinese media in Europe, this thesis observes a special connection with caution. Then, through a content analysis of media and a survey of Chinese immigrants conducted in seven European countries, this research reveals that the Chinese over seas media fulfils the functions of a conciliator and a spokes person within the community

Full textThis study deals with Swedish newspapers' portrayals of the Treaty which establishes a Constitution for Europe, which then influenced Swedish newspaper readers. This study connects the areas of both media and politics. What the media states can be expected to shape
public opinion, especially when it comes to foreign policy issues. In order to fullfill the aim of the study, I have constructed two problems which I have answered to in accordance with my data, theoretical framework and research method. My data consists of articles from the largest Swedish morning newspaper Dagens Nyheter. The theoretical framework of this study is a combination of political science, media- and communication science and behaviour science. I have utilized two research methods in this study; a qualitative analysis of content, which transcends into different categories, and a method of quantification of the main actors in the
articles. One of the results that I have discovered in this study is that the image of the Treaty establishing a Constitution for Europe offered to the readers is a fairly positive one.

Concebidas como un elemento de educación e información ciudadana, las VAAs permiten a los electores encontrar al partido u opción política con los que tienen mayor coincidencia al comparar sus posturas en ciertas cuestiones de política pública con las de los candidatos/partidos/coaliciones que se presentan a dicha elección. Después de presentar la herramienta creada a finales del siglo XX en Holanda y aplicada en otros países como una buena práctica, este trabajo de investigación pretende reflejar las diferencias, retos, problemas y éxitos enfrentados al implementar la metodología en tres distintos entornos: Cataluña (Elecciones.es), Chile (VotoInformado) y un proyecto en red para las elecciones europeas de 2014 (VoteMatch Europe).
The following dissertation is an experimental analysis around the implementation of the tools known as Voting Advice Applications in different environments. Conceived as a standard guide for voters in any kind of elections, the VAAs aim to help voters to find the political party that would represent them better in a given situation. After defining the tool created in the Netherlands at the end of the 20th Century as a best practice, this research will go through the problems, success and challenges faced by teams that had introduced the method in three different environments: Catalonia (Elecciones.es), Chile (VotoInformado) and a network for the European Elections (VoteMatch Europe).
