According to the literature, parliamentary scrutiny is either used by the opposition to control the government or by a coalition partner to control the leading minister. Yet, neither the opposition alone nor individual governing parties alone can muster a parliamentary majority to adopt recommendations, resolutions or statements. Therefore, we ask which parties coalesce in co-sponsoring such joint position papers on European Union policy proposals and why. Tying in with the existing literature, we offer three explanations. Do legal rulings from the Court of Justice promote European economic integration? This article examines lawsuits where governments are found guilty of breaching their commitment to the common market. In these cases, governments are required to adopt reforms which, correctly applied, should promote intra-European trade. Are governments responsive to public preferences when legislating in international organizations? This article demonstrates that governments respond to domestic public opinion even when acting at the international level. Specifically, we examine conflict in the European Union’s primary legislative body, the Council of the European Union (EU). We argue that domestic electoral incentives compel governments to react to public opinion. Analyzing a unique data set on all legislative decisions adopted in the Council since 1999, we show that governments are more likely to oppose legislative proposals

In representative democracy the chain of political legitimacy runs from voters to governments through votes cast at elections. In order for representation to occur, political parties must offer distinct policy platforms that citizens consider in their vote choices. This thesis examines whether citizens are adequately represented within the European Union. It finds that although representation on left-right issues occurs, it does not occur for European integration preferences. The existence of local and regional autonomies within the various Member States of the EU is a factual truth. Yet, on its surface European Union law does not devise any substantive understanding of such autonomies. Abstract:
Populism has been a feature of Latvia’s political landscape since the 1990s. New insurgent parties have utilized increasingly anti-establishment rhetoric, often through intensive and innovative use of social media, to win seats in the Latvian parliament and even join government coalitions. However, European Parliament elections in Latvia have been comparatively free of populism. There are two main reasons for this. First, and most importantly, there is a broad pro-European consensus in Latvia. Membership in the European Union and NATO is central to all three Baltic nations’ security strategy i

Abstract:
This blog post examines how Russia’s invasion of Ukraine has impacted the Autonomous Territorial Unit of Gagauzia in southern Moldova. The author argues that the Moldovan government’s sharp condemnation of Russia’s invasion of Ukraine and its move toward the European Union has caused tensions with the Gagauz minority. Furthermore, the text highlights how since the beginning of the invasion, Gagauzia’s regional authorities, as well as the general population, have resisted efforts by the Moldovan government to limit Russian influence in the region. It also shows how dissatisfaction with the poli

Abstract:
The chapter analyses the performance of populist political parties in the 2024 EP election in the Czech Republic. The election ended with a significant increase in support for several populist parties: Action of Dissatisfied Citizens, Freedom and Direct Democracy and the Oath and Motorists. All populist parties used radical-right rhetoric before the election, expressing different levels of criticism of the European Union, strong anti-immigration attitudes and negative attitudes toward the Green Deal. The preliminary data show that the electoral support for the populists was based on a higher l

Abstract:
The links between climate change and conflict have been well-documented in recent observations and academic literature: far from being causally direct, these links often depend on specific conditions and occur through certain pathways (Koubi, 2019). For example, conflicts have been found to be more likely in areas with poor access to infrastructure and facilities (Detges, 2016), or where government distrust and political bias are prevalent (Detges, 2017). As such, climate change has often been described as a ‘threat multiplier’, making it imperative for security and development actors to consi

Abstract:
Faced with the acceleration of the digital economy, the governance and effective sharing of data have become fundamental issues for public policy at all levels of jurisdictions and in all areas of human activity. This paper reviews the initiatives and challenges associated with data governance, with a particular focus on the European Common Data Spaces (ECDS) and their direct relevance to the Canadian context. It explores the inherent complexity of data governance, which must reconcile sector-specificities with more horizontal governance principles. In doing so, it highlights the importance of

Abstract:
Geopolitical tensions between Western countries and China are prompting the European Union to attempt to reduce China’s economic exposure. This poses a particularly serious challenge to the Hungarian government, whose economic policy cornerstone is to create a manufacturing base for the interconnected European and Asian electric car value chains. This paper seeks to answer the question how the European Union can realistically attempt to reduce the European electric car industry’s dependence on China by exploring mergers in the European electric car industry and the Chinese battery industry. Ádám, Zoltán. Politicizing war: Viktor Orbán’s right-wing authoritarian populist regime and the Russian invasion of Ukraine. European Center for Populism Studies (ECPS), 2023. http://dx.doi.org/10.55271/rp0021.

Full text
Abstract:
Soon after Viktor Orbán returned to power in 2010, Vladimir Putin’s Russia became a strategic ally for Hungary. This was a somewhat surprising development for a country with a history of mass movements for political freedom crushed with the assistance of Russian troops. Yet, unlike virtually all his European allies on the radical and populist Right, Orbán has supported Putin even during his campaign against Ukraine. As this has not been without political and economic costs for Hungary, the question emerges as to why Orbán has been so loyal to Putin. The report presents three complementary expl

Western countries have established themselves and developed over the last two centuries in the model of the Nation-State, founded on national sovereignty. Civil societies from these countries have been educated and conditioned to respect and fully accept the principles and symbols of a sovereign Nation. They are sharply nationalistic civil societies. This interactive relationship between the Governments and their respective civil societies are the reason that motivates this paper.
